O processo de licitação de direitos de pesquisa e produção de hidrocarbonetos líquidos e gasosos em blocos do onshore angolano poderá arrancar em breve, assegurou, recentemente, em Luanda, o chefe do Departamento de Negociações da Agência Nacional de Petróleo, Gás e Biocombustíveis (ANGP), Hélder Lombo. O responsável, que falava durante o Webinar sobre licitação petrolífera dirigido a jornalistas, não avançou data para o início

do referido processo, mas garantiu que continuam em curso as negociações que deverão permitir a entrada, em breve, de novos investidores para os blocos da bacia terrestre do Baixo Congo e do Kwanza, cuja data inicial de licitações estava prevista para o último trimestre de 2020. Hélder Lombo informou, também, que o concurso teve de ser colocado em pausa devido à Covid-19 e a questões técnicas que dizem respeito ao diploma
publicado em 2019, que proíbe a realização de actividades em reservas nacionais do país. Uma vez que alguns dos blocos destas bacias terrestres ficam localizados dentro ou nos limites de reservas naturais, não é possível, para já, avançar com a sua exploração. The bidding process to explore and produce liquid and gaseous hydrocarbons in Angolan onshore blocks may start soon, assured recently in Luanda the head of the Negotiations Department of the National Petroleum, Gas and Biofuels Agency (ANGP), Hélder Lombo. The official, speaking to the press at the Webinar on oil bidding, did not advance a date for the start of the process, but assured that the still ongoing negotiations should allow the entry of new investors for blocks in the Lower Congo and Kwanza onshore basins, whose initial bidding date was scheduled for the last quarter of 2020. Hélder Lombo also informed that the tender had to be put on hold due to Covid-19 and technical issues relating to the 2019 law prohibiting activities in the country’s nature reserves. Since some of the onshore blocks in these basins are located within or in the limits of nature reserves, it is not possible, for the time being, to proceed with their exploitation. For this reason, the ANGP is trying to find a solution to this stalemate. “So far, the tender has not been launched, but it is on the right track and there will be a bidding process at any moment”, pointed out the official, without clarifying what is being done to get around the problem. On May 28, 2019, the ANPG announced to companies interested in bidding that the data package for the blocks for oil exploration in the onshore basins of Lower Congo (CON1, CON5 and CON6) and Kwanza (KON5, KON6, KON8, KON9, KON17 and KON20) was already available. In 2017, when the oil concession and exploration rights were under the responsibility of Sonangol, the national oil company had cancelled public bids for blocks in these two onshore basins because it was not feasible with
