DIRECT ACCESS TO THE HOUSTON SHIP CHANNEL AND NUMEROUS LOGISTICAL AND DISTRIBUTION CHANNELS, an ideal hub for companies that need worldwide distribution for their products. CHAIRMAN’S MESSAGE As the Chairman, I want to share Economic Alliance’s accomplishments in 2022. Recognizing our incredible members, partners, and employees for everything they do to make the Houston Port region the most sought-after destination in the world for petrochemical, manufacturing, maritime and logistics operations. It’s the individuals of this region, our members/companies, partners, municipalities, that convene and do the work to advance the Houston Port region globally. There is not an organization in Houston, let alone the state of Texas, that makes as much of an impact on its footprint when you combine our initiatives of Economic Development, Public Policy, Transportation Infrastructure, Workforce Development, Quality of Life and Events/Thought Leadership AMONG THE NOTEWORTHY ACCOMPLISHMENTS OF 2022: •
ECONOMIC DEVELOPMENT - 3 wins: consisted of - $1.6B in one-time capital investment – 100 direct jobs created and over 750 direct skilled jobs retained. The industry make-up of the wins was no surprise and is dominated by petrochemical projects.

TRANSPORTATION/INFRASTRUCTURE – The taskforce has long advocated for the I-10 East Expansion/San Jacinto River Bridge project and in 2022 TXDOT has included over $170M of funding for a new I-10 Bridge in their Unified Transportation Program.
•
PUBLIC POLICY - Over 3 days a 20-person Economic Alliance Leadership Team conducted 23 meetings with Senate, Congressional and Association representatives, along with a Congressional Dinner to discuss the Houston Port region’s Federal Policy priorities that were authored by the Public Policy Taskforce.

WORKFORCE DEVELOPMENT - Connected with 7,000+ individuals/students through 64 career path presentations at 72 different school districts, utilizing 14 volunteers from 9 different companies to market high paying careers in the petrochemical, maritime, logistics, and construction industries.

QUALITY OF LIFE - Through the San Jacinto Texas Historic District (SJTHD) provided matching grants in the amount of $63K for projects that promote public safety, beautification, special community activities, outreach and other priorities aligned with impacting the Houston Port region.

INSIGHTS/THOUGHT LEADERSHIP – Organized and hosted over 3,700 attendees at 11 events with an average attendance of 335 participants at the Gulf Coast Industry Forum, Economic Outlook, 2 Industrial Procurement Forums, the highly successful 3 Women in Alliance luncheons, Southeast Transportation Summit, Legislative Kickoff, and the Annual Membership Banquet.

Economic Alliance Houston Port Region is a nonprofit business-led organization whose mission for over 35 years has been to grow a vibrant regional economy through economic development. The industry make-up of the wins was no surprise and is dominated by petrochemical projects. Oxyvinyl and Chevron will modernize existing facilities to increase production and address any future industry regulations that could impact production. While Kaneka will focus on the production of a biodegradable plastic with limited air emissions for a product that already has a use in the consumer market.
The company expansions are CREATING LIVABLE WAGE JOBS and committing future asset investments that impact our day to day lives. PETROCHEMICALS FORM THE BACKBONE OF OUR MODERN ECONOMY and are found in a wide range of consumer and industrial products, many of which are considered ESSENTIAL FOR DAILY USE. Most individuals associate petrochemicals with plastics, but their potential uses span a much broader spectrum of applications. While PETROCHEMICAL PRODUCTS PRODUCED IN HOUSTON have a global reach, we can break it down to the simple terms of impacting everyday household GOODS THAT SUPPLY HOMES in our region, MEDICAL DEVICES utilized by scenarios in the Texas Medical Center to NASA developing COMPONENTS TO EXPLORE OUTER SPACE. Most of us come into contact with more petrochemical end products than we do any other substance on the planet.

COMPILED A FEDERAL POLICY WHITE PAPER to advocate as one region with one voice in Washington D.C. Economic Alliance’s 2022 public policy activities have successfully organized high-level meetings with key decision makers to give Houston Port region’s Elected Officials a clear understanding of our legislative priorities. WASHINGTON, D.C. ADVOCACY TRIP A LEADERSHIP TEAM ORGANIZED BY THE ECONOMIC ALLIANCE TRAVELLED TO D.C. IN 2022 was composed of Local Elected Officials, Business Organizations & Associations, Educational Partners, Port Houston Advocates, and the Private Sector.

TRANSPORTATION/ INFRASTRUCTURE Economic Alliance convenes a Transportation Infrastructure taskforce that is a collection of local/state elected officials, Port Houston, petrochemical association partners and private sector members. The Task Force mission is to deliver TxDOT and key leadership a prioritized transportation/infrastructure project list based on stakeholder consensus and critical investment need. TRANSPORTATION PROJECT PRIORITIZATION
Impacting safety, mobility efficiency and environmental concerns related to the SH146/ SH225/610/I10 transportation corridor. Facilitate economic opportunity through the acknowledgment of Port Houston’s unprecedent growth that has made it the nation’ busiest port.
Enhance the Houston Port region’s $50 billion in manufacturing expansions, Port Houston’s $1B commitment to widen and deepen the Houston ship channel, and state/local investment to construct the $2B Beltway 8 bridge and expansion of SH146.
Economic Alliance is making certain the Houston Port region is CONNECTING MOBILITY/SAFETY/ ENVIRONMENTAL ISSUES, ECONOMIC OPPORTUNITY, and our UNPRECEDENTED INDUSTRY GROWTH with current and future transportation/infrastructure projects.

TRANSPORTATION/INFRASTRUCTURE OUTCOMES BUILDING CONSESUS - Prioritized transportation/infrastructure project list for TXDOT based on stakeholder input. I-10 East Expansion/San Jacinto River Bridge Economic Alliance’s Transportation Taskforce has long advocated for this project and in 2022 TxDOT has included over $170M of funding for a new I-10 Bridge in their Unified Transportation Program. A new bridge will not only bring an end to our constant concerns with barge strikes, but it will also bring much-needed traffic relief to the region. The taskforce will continue to monitor the project to ensure the project is adequately funded and completed on time
Beltway 8 Bridge and Direct Connectors The Transportation Taskforce compiled a support letter that advocated for funding of all 8 direct connectors for the Beltway 8 Bridge, currently only 5 of the 8 connectors are funded. The support letter sent to key Officials at TxDOT, HGAC and HCRTA was signed by all Houston Port region Federal representatives, local State of Texas Senate and House representatives, Harris County Precinct 2 Commissioner and all local Mayors urging the agencies to work together to find a solution for funding the 8 direct connectors.

WORKFORCE DEVELOPMENT Our vision is to effectively coordinate and carry out activities to communicate to the future workforce the path to obtain skills needed for skilled employment in the Houston Port region. Activities by staff facilitate the promotion of workforce development initiatives to address the growing skilled workforce gap. MEMBER-DRIVEN AND MEMBER SERVICE ORGANIZATION OUR STRUCTURE consists of an Executive Board, an Elected Board and eight initiative chairs supported by members through their direct involvement. Our staff works to carry out the directives of each these bodies in the most efficient and effective way possible. Upon becoming a member, you are invited to attend a Task Force meeting, luncheon, or other events so that you can get a better idea of how we operate and what Economic Alliance offers.

To facilitate new and expanded capital investment and job creation along the Houston Port Region.
To identify and support transportation projects in order to accommodate rising freight demand in the economy and ensure safety and quality of life for citizens.

To provide a forum that facilitates information sharing and promotion of workforce development initiatives to address the growing skilled workforce gap.
To provide a forum that facilitates information sharing and education on public policy issues affecting the Houston Port Region’s economic development.

To enhance our region’s marketable image and quality of place, including assets marketed to attract both tourists and corporate relocation.
