PRESIDENT’S LETTER Simply put, our mission at the Economic Alliance is to “market and grow a vibrant regional economy.” The primary deliverable for that mission is to add capital investment and jobs by doing everything we can to encourage companies to expand in or locate to this region. That growth spurs indirect job creation, increases housing and retail demand, and adds critical tax base revenues to our cities, county, colleges and school districts to create/stimulate an ecosystem of economy and quality of life that is the American Dream.

Relationships with leaders in all parts of this region help make us more effective in working with and landing potential projects. Activities supporting that work include everything from real estate searches, to state and local incentives, to permitting help, to simply mobilizing key members, allies and partners to ensure a project’s success.

In addition to the core business of economic development, at the Economic Alliance we enhance our chances of winning those projects by working initiatives that strengthen our economic development case. These initiatives and their corresponding task forces enable us to make a real and measurable impact on our region. Public Policy works at the state and federal levels to create an atmosphere conducive to business growth; Transportation & Infrastructure works to improve the region’s flow of goods; our Workforce Development program ensures we are competitive when companies determine costs to build operate and maintain facilities; and finally, Quality of Life works to support the local cities in their goal of creating great communities.

We test everything we do against that simple but great mission. Our vision is to perform with excellence in all areas to make the Economic Alliance Houston Port Region the most effective economic development corporation in the Greater Houston Area. With the leadership from our Committees, Board and Executive Board, we stay on track and stay effective.

2019 PROJECT OVERVIEW The Economic Alliance’s current project pipeline includs 31 projects whose combined capital investment totaled $7.6B. Taken together, these projects are responsible for the creation of 3,169 jobs both inside and outside the fence. Of the 31 projects, there were a total of five project wins and one assist. One of the five projects include Next Wave Energy’s expansion. In 2020, Pasadena will welcome Next Wave Energy to our region. Located on a 53-acre site in Pasadena’s industrial district and adjacent to the Houston Ship Channel, the facility will focus on converting ethylene to alkylate, a gasoline blending component that is one of the cleanest petroleum products currently used. As a building block of plastic, alkylate contains high octane, low vapor pressure, and low sulphur properties, which make it an exceedingly valuable and in-demand resource for many like petrochemical businesses in the area.

The impetus for the project stems from a growing demand for additional octane and an abundance of domestic supplies of natural gas liquids according to Next Wave Executive Chairman Patrick Diamond.

With the continued rise of American LPGs and the ease with which they are transported to the Houston Ship Channel, facilitated by our pipeline infrastructure, this commodity continues to remain in demand.

Additionally, blending terminals with easy dock access were attractive in the company’s decision to locate here. Next Wave is one of five wins this year and is set to establish a firm footing in the region.

Its expected investment totals $600M, and it is anticipated to create 750 temporary jobs and 30 permanent jobs.

The Economic Alliance also partnered with the Pasadena EDC to facilitate a 313 Agreement, a tax incentive on school district taxes and to transfer permitting from the City of Pasadena to Harris County, which will benefit both parties.

The Baystar Polymers project on Port Road was a $300 million capital investment chemical project that was a joint venture between three foreign owned companies (Total, Nova and Borealis). The Economic Alliance became engaged on this project back in 2016, which came to us through our partners at the Greater Houston Partnership, and aided in incentives, local industrial agreements, permitting and infrastructure throughout the process.

The INEOS ESPN (Enhanced Specialties Production in North America) Project is located on Port Road.

The new facility will be constructed within the current INEOS Styrolution site which currently houses the world’s largest styrene monomer plant. The new plant will also be accompanied by significant infrastructure improvements including product warehousing and new rail facilities.

The Sprint Waste Service services project is a great example of the indirect impact the large cap petrochem manufacturing projects have throughout our region. The state of Texas doesn’t have a carbon regeneration site, so Sprint Waste Services, which hauls expended carbon out of state for processing will now build a facility in the North Channel area that will allow our facilities to recharge and reuse carbon locally that goes into environmental equipment that cleans our air. The Economic Alliance worked closely with our partners in Precinct 2 to facilitate the permitting of this project. There will also be road improvements made to support the project near the new facility.

This is a peek into the many services, relationships and partners that work together with the Economic Alliance to land projects and help them get up and running in our region. Economic developers, facilitators, or just plane skid greasers; we work with all our partners to make this region the best place to do business.

THE SAN JACINTO TEXAS HISTORIC DISTRICT GRANT PROGRAM The San Jacinto Texas Historic District (SJTHD) is committed to funding projects that promote public safety, beautification, special projects, outreach and other priorities aligned with its mission. In the last quarter we have committed to help fund 3 projects: The Galena Park Emergency Siren System, Harris County Pct. 2’s Read2gether and the Pearland Historical Society’s effort to Restore the Pearland Depot.

The City of Galena Park was granted three $5,000 matching grants for three new Early Warning System towers. They are replacing their old system that currently does not work with a new state of the art programmable system. Current and potential partners involved in this initiative are ExxonMobil, Galena Park LEPC, East Harris County Manufactures Association, Harris County Precinct 2, LyondellBasell, Valero, Chevron and Kinder Morgan.

Read2gether is a partnership between Precinct2gether and Dolly Parton’s Imagination Library. This is an early literacy program that provides free books to all enrolled children from birth to age five in Baytown, TX. This will go a long way toward Commissioner Garcia’s commitment to improving the chances of success for the children in Precinct 2. Currently Goose Creek Consolidated Independent School District, NASA and ExxonMobil have agreed to partner with this project.

The Pearland Historical Society recieved the grant for the restoration project of Pearland’s Historic Gulf, Colorado and Santa Fe Railroad Depot adjacent to the Pearland City Hall. This project will take place in 3 phases. Phase one: Restore Depot, ADA Compliant Restrooms w/retail space and Shady Canopy entry.

Phase two: Convert canopy to enclosed lobby, 100-person event center, catering kitchen and storage and paved patio area at caboose. Phase three: conversion of caboose. In addition to grants and major gifts received, the committee has sold approximately $10,000 in memorial brick pavers and benches to individual donors.

Keep an eye out for the completion of these projects. As the San Jacinto Texas Historic District is in partnership with the Economic Alliance Quality of Life task force work to continue the tradition of showcasing the history and beauty of the communities in our district.

2019 FOREIGN DELEGATIONS CHINESE DELEGATION 1/8/2019 The Economic Alliance partnered with EHCMA, ExxonMobil and Port Houston to host a delegation of 12 from the Huizhou Industrial Park in China.

John Mosely of Port Houston provided a tour of the port logistics facilities and petrochemical plants in the region.

EHCMA representatives provided them with a brief overview of the petrochem industry in our region and a general understanding environmental permitting and emissions regulations.

Discussions included opportunities to partner with the local Chinese government on the project and workforce development strategies for both countries. The delegation was keenly interested in gaining a better understanding of the Houston Port Region’s petrochemical complex (area including ship channel, Bayport, all major refinery and large chemical plants) and how government and private sector works together in the U.S.

ROMANIAN DELEGATION 3/12/2019 The Economic Alliance Houston Port Region and the EMET – Economic Alliance Romania signed a Memorandum of Understanding (MOU) for short and long-term exchanges between the two parties to harness and enhance collaborative and cooperative initiatives for the benefit of both regions.

EGYPTIAN DELEGATION 7/12/2019 The Economic Alliance hosted an Energy Trade group from Egypt. Which was sponsored through the US State Department and Bi-Lateral Arab Chamber of Commerce.

The group met at the San Jacinto College Maritime Center and discussed an overview of the Economic Alliance trade mission.

HOW TURNAROUNDS BOOST ECONOMY ARTICLE PROVIDED BY SHELL DEER PARK Turnarounds are large maintenance events, but did you know they bring significant direct and indirect benefits to the local economy?

When you think of an industrial turnaround, many images come to mind of the work happening at the site. From the influx of skilled contract partners, to drone flights, cranes, light stands and potential flaring and steam venting. What you don’t see when looking out at the site are the millions of dollars going directly and indirectly into the economy.

In June, Economic Alliance Houston Port Region reached out to Greater Houston Partnershipto run modeling on the expected economic impact of our turnaround event.

The results were: - Short-term with direct and indirect impact a construction project of this size is an estimated a stimulus of over $530.9 million, due in large part to how these dollars circulate many times through our economy with contractors, suppliers, spending at local businesses, etc.

- Long-term, the model estimates this activity supports 1,947 indirect jobs in the Houston region (including hundreds of jobs in support industries like oil & gas exploration and extraction, wholesale trade, maintenance and repair services, truck and pipeline transportation, and numerous professional services such as engineering, accounting, employment and management); an additional 2,633 induced jobs (this includes all the jobs supported by both the wages of the retained jobs and indirect jobs in local industries like restaurants, real estate, hospitals, health services, educational services, and numerous other retailers.)

- Additionally, it estimated the turnaround will have an annual economic impact to the region of $3.9 billion and generate millions in state and federal taxes.

This year, Shell partnered with the Deer Park Chamber of Commerce to help local businesses, including hotels and restaurants, to promote their services to the contract workforce. During peak turnaround activities the site saw an additional 5,000 workers from the U.S. Gulf Coast, with a portion coming from the Greater Houston Area. Partnering with the Chamber is a win-win as it allows workers to explore the local community and contribute to small business.

TASK FORCE UPDATES Business Growth Task Force The Business Growth Task Force committee works to organize four events throughout the year, two in which are the Industrial Procurement Forums. On Thursday, October 17th the Economic Alliance Houston Port Region and BIC Alliance co-hosted its last Industrial Procurement Forum for 2019. The Forum consisted of a Keynote address, “How Safety Affects Purchasing”, and a Petrochemical Owners Procurement Managers Panel. The event took place at the Pasadena Convention Center where there were over 240 in attendance. Planning for 2020 has just begun, If you’re interested in becoming part of the Business Growth Task Force join us at one of our meetings. This committee meets the first Wednesday of every month at 9 a.m. at the Economic Alliance offices.

Public Policy Task Force The Public Policy Task Force meets monthly on the fourth Tuesday of each month. In Q4 we began developing the white paper for the 2020 Federal Advocacy Trip to DC. Discussion topics will include widening the ship channel, increased transportation funding, continuing workforce development, open competition and reauthorization of the EX-IM bank.

Dates for the 2020 trip were recently set for March 30th – April 2nd. All members are invited to attend and work the issues with the group. The Task Force is also tracking state interim charges and will be working with partner groups on the reauthorization of the Chapter 313 incentive program that works with school districts and our industry partners.

Freight Transportation Task Force The Freight Transportation committee met on October 30th and heard project updates on the Prioritized Freight Project List from Harris Co. Pct. 2, TXDoT, and Port Houston. Two main points included that the State Highway 225 PEL study will begin this quarter and last for two years, and that the San Jacinto River bridge on I-10 will be pulled from the Phase II of that PEL study and expedited to relieve congestion and remove the risk of further barge hits.

The Sub-Committee on Port Road Projects continues to meet on October 29th to continue coordinating the 14 existing projects adjacent to Port Road. The group consists of all the entities in proximity of Port Road; including Port Houston, TXDoT, Harris County, Seabrook, Pasadena, LBC, Odjfell, American Acryl, INEOS, BayStar Polymers, CenterPoint and several engineering firms engaged in expansion projects along Port Road. Two recent wins for the area included TXDoT re-programing the lights at Hwy 146 and Old 146 to allow easier flow of trucks through that intersection, and the installation of a streetlight at the back entrance to INEOS off Old 146.

The goal of the committee is to facilitate communication on project timing and to help in coordinating traffic controls while the projects are completed in such a restricted space. As always, safety and efficiency are the primary goals while undergoing the project work.

Quality of Life Task Force The Quality of Life task force is working with several new partners on our matching grant program, funded through the San Jacinto Texas Historic District!

First, we have received an application from the Pearland Historical Society for a restoration project on the Gulf, Colorado and Santa Fe Railroad Depot in Pearland. The project is affording the task force a chance to work closely with the Pearland Convention and Visitors Bureau as well as the City of Pearland. We’re also working with the City of Morgan’s Point on a water tower beautification project.

Remember, SJTHD has three grant tracks to consider – mini-murals, beautification and quality of life, so if you have a project that might fall into those categories – reach out!

Also we wanted to mention an effort that includes several member cities of the Economic Alliance including Houston, Baytown, Deer Park, Pearland and Seabrook. Those along with several other cities within a 90-minute radius of downtown participate in a cooperative group through the Greater Houston Convention and Visitors Bureau called “Around Houston.” The group recently re-branded from “Visit Houston and Beyond,” so over the next several months, you may start to see advertising, print collateral and other efforts from this group to promote the area. If you do see them, please share them out as this group’s mission largely aligns with the Quality of Life task force’s mission and works to pull people to our part of the state for tourism.

Finally, as always, we’re going to be looking to bring on new members in 2020. Any tourism, economic development, parks and recreation or public relations/communications staff would be welcome!

TASK FORCE UPDATES Workforce Development Task Force The final Workforce Task Force meeting of 2019 was held on October 17 at San Jacinto College Center for Petrochemical, Energy, and Technology, 7901 W. Fairmont Pkwy, Pasadena, Texas 77507.

Senior Regional Economist of Workforce Solutions, Parker Harvey, was our guest speaker and brought the most current data on workforce and the economy in our region. He was very gracious and open to the many questions from the audience. It was a very informative day for all who attended.

After our meeting all attendees were invited to tour San Jacinto College Center for Petrochemical, Energy, and Technology (CPET) with tour guides from San Jacinto College.

Our first meeting for 2020 will be on February 20 at 3:00 P.M. at Economic Alliance Houston Port Region.

The Workforce Task Force meets 5 times a year and we are usually in the SBDC Board Room at the Economic Alliance located at 203 Ivy Avenue, Deer Park unless otherwise noted. Dream It. Do It. completed 2019 with 105 presentations and connected with 11,421 students, parents, teachers, counselors, and administrators.

We work with our industry partners to reach out to students and underemployed adults in our region to show them career opportunities in petrochem, logistics, transportation, maritime and construction.

In the fourth quarter of 2019 we spoke to unemployed and underemployed adults at Emancipation Park Conservancy hosted by the Houston Area Urban League. We also made presentations at 8 career fairs, 13 classrooms, and one large group. Manufacturing Day was a huge success and with the help of Lee College, San Jacinto College, Ineos, and Air Products we hosted 88 students and 9 teachers from Liberty ISD, Dayton ISD, Deer Park ISD, and Pasadena ISD. Thank you to our volunteers who make a difference by bringing a reality to the careers we talk about. In 2019 we had 93 events with 78 volunteers from 26 companies. Volunteers are crucial to connecting with students who will be our future workforce. Companies represented with volunteers in the 4th quarter were Dow, Turner Industries, Lee College, San Jacinto College, Shell, LyondellBasell, Pure Salt, ExxonMobil, and Ineos.

If you want to share your experience and knowledge with the future workforce, we are always looking for volunteers to come to events and speak about their jobs in the petrochemical, maritime, logistics, construction, and transportation industries. MEMBERS IN MOTION The Boeing Company Boeing successfully completed a pad abort test of the CST-100 Starliner, carrying out a crucial step in returning American spaceflight launch capabilities. The two-minute test recently took place at White Sands Missile Range in New Mexico and simulated a launch pad emergency.

Boeing in Houston supports space programs including the International Space Station (ISS), Space Launch System and Starliner, which will restore U.S. access on an American-built spacecraft to the ISS and future Low Earth Orbit destinations.

Boeing in Houston also recently announced a $100,000 grant to Grace After Fire, which serves and empowers women veterans and their families. With support from the grant, Grace After Fire will reach more than 1,000 female veterans and their families through peer-to-peer support programs and community resource navigation services.

This increase triples the current production capacity used to facilitate project execution for clients. The project is scheduled to be complete the first quarter of 2020 and is phase one of a two-phase expansion plan for the organization which includes a new office building in Pasadena, TX. A groundbreaking ceremony for the new fabrication shop took place on October 1, 2019 where H+M employees celebrated the expansion.

Houston Methodist Cleak Lake Hospital Houston Methodist Clear Lake Hospital will begin construction soon on a six-story, 150,000-square-foot medical office building on land adjacent to its campus – the first phase in a multi-year expansion plan. The $40 million medical office building will be home to Houston Methodist Orthopedics & Sports Medicine at Clear Lake as well as the hospital’s physical therapy facilities. The building’s upper floors will contain office and clinic space for physicians from a broad range of specialties. Houston Methodist Clear Lake will be holding a ground breaking ceremony on December 17, 2019 from 11am-1pm on the hospital campus. Please come join in the celebration!

LyondellBasell Channelview LyondellBasell’s new propylene oxide (PO) and tertiary butyl alcohol (TBA) plant in the US Gulf Coast has surpassed 20% completion, with work shifting to vertical assembly, the chemicals major announced on Monday. The Channelview plant in Texas will have a capacity of 470,000 tonnes/year of PO and 1m tonnes/ year of TBA. It is expected to start up at the end of 2021.

LyondellBasell is also building an associated ethers unit, which converts TBA to oxyfuels, at its Bayport complex in Pasadena, Texas.

“As our infrastructure work wraps up, we’ll soon begin to see the plants emerge from both construction sites as these large pieces of equipment are installed,” said Joe Dorsch, PO/TBA project director.

The first pieces of structural steel are being installed at both sites, and installation of tanks, cooling towers and the flare will begin at Channelview. LyondellBasell’s $2.4bn PO/TBA project is expected to generate $400m-450m in earnings per year.

Port Houston Port Houston Commission Chairman Ric Campo delivered the 2019 State of the Port Address at the Greater Houston Partnership’s annual event November 21. He reported solid revenues and tonnage numbers, and stressed the urgency to widen and deepen the Houston Ship Channel as the priority for the greater Port of Houston.

“The Port of Houston is a strategic lifeline and asset for the national economy,” Campo said during his remarks.

The Houston Ship Channel receives as many deep-draft calls as the three largest U.S. ports combined and provides significant economic impact to the U.S., including $339 billion in economic value to Texas. The Houston Ship Channel Expansion - Project 11 endeavors to widen and deepen the channel on an accelerated timeline to accommodate the larger vessels calling the greater Port of Houston.

The goals of these partnerships are to increase student and parent awareness, provide relevant training, and authentic workbased learning opportunities in welding, pipefitting and electrical careers. The Economic Alliance is proud to participate as a workforce partner, connecting students and teachers to current and relevant industry practices.

Patti Bell, Director of the Task Force for Workforce Development, represents the Alliance in this effort, participating in planning meetings, implementation activities and coordination of workforce experiences for students and teachers. The goal of these activities is to strategically align and leverage existing education and workforce development initiatives to support pathways development, and the Alliance’s Task Force is a valued and active partner in the Network’s success.

Shell FCU Armand Bayou Nature Center (ABNC) is breaking ground on the Shell Bayou Lab, generously supported by Shell Deer Park. The Shell Bayou Lab represents one component of a larger Bayou Lab Initiative at Armand Bayou Nature Center that is designed to enhanceexperiential learning for year-round education programs for all ages, starting at four years of age and continuing through college. The Shell Bayou Lab building will also serve as a research site for university students training to be the next generation of conservationists and ecologists through long-established partnerships with San Jacinto College, the University of Houston Clear Lake, Lee College, and others.

“Shell has a long standing relationship with Armand Bayou Nature Center as our Projects and Turnaround team holds an annual work day here each year. This not only benefits the center but also our employees who develop team building skills that are being put to use right now during our Big Block Turnaround,” said Greg Willms, VP, Shell Deer Park. “Similar to our work days, the Shell Bayou Lab started out as a smaller project to build a space for students to study the ecology of the Bayou. But the project has certainly grown into something we should all be proud of. Tim and the ABNC team have brought in Harris County Precinct 2, the City of Pasadena, the Texas Parks and Wildlife Foundation, the University of Texas School of Architecture, and many others to further enrich the education and experiences of our future leaders.

Other elements of the Bayou Lab initiative include: an outdoor classroom for seining and water sampling; a 16-passenger pontoon boat funded by Farish Fund and Albemarle Foundation; a floating boat dock and kayak launch funded by Farish Fund; as well as a brand-new fleet of 19 sit-on-top kayaks, funded by Texas Parks and Wildlife Foundation; and students and guests will soon be transported to the site on two 23-passenger electric vehicles funded by H-GAC. The building’s lights, the electric vehicles, and other amenities will be 100% offset by a solar array generously provided by Texas Parks and Wildlife Foundation through funds from Shell Oil Company. While the Shell Bayou Lab building is still in the design phase, it is intended to provide a permanent seining site, a bayou observation deck, a water testing station, educational materials and equipment, and storage for the kayaks and the pontoon boat.

Armand Bayou Nature Center is also very excited to announce that Shell’s Bayou Lab building will be designed through a partnership with The University of Texas at Austin’s School of Architecture and their Gulf Coast Design Lab.

ECONOMIC ALLIANCE IN MOTION Texas Economic Development Council Regina Lindsey attended International Economic Development Council annual meeting, an organization for which she is on the board. Regina Lindsey is a Certified Economic Development professional. There are a number of requirements in order to maintain this certification. To that end, she attended the International Economic Development Council’s annual conference to complete professional development. Additionally, she serves on the board and is the past chair of the Public Policy Advisory Council. A board meeting was held during the conference on Oct 7-11.

Find Your Path Career Expo - City of Houston The City of Houston hosted its Find Your Path Career Expo at NRG Park from 9:00 am to 12:00. The City expected 1000’s of high school students (along with teachers) from 11 area school districts to attend. Dream It. Do It. had a booth and spoke with over 100 students and teachers/administrators.

Nineteen HISD schools were in attendance. Dow had two representatives volunteering – Marty Yost (US Apprenticeship Program Tech Leader) and Kurt Briegel (apprentice).

ECONOMIC ALLIANCE IN MOTION IMPACT Pasadena We would like to congratulate Kaitlyn Bluejacket, Marketing and Communications Coordinator, Economic Alliance Houston Port Region, and the other 10 participants, for completing the 18 month IMPACT Pasadena Leadership course.

IMPACT Pasadena is a transformative professional leadership experience for Pasadena’s business and community leaders. Graduates were recognized as Transformational Leaders and recieved a Certificate of Achievement for completing the Transformational Leadership Intensive. Participants recieved training in leadership, government, economic, community, and collective impact.

Strategic Planning Regina Lindsey attended the Greater Houston Partnership (GHP) strategic planning workshop. GHP has completed a strategic plan to assist in positioning the region for continued growth. As part of the exercise GHP hosted a strategic planning workshop in Galveston for the economic development stakeholders for brainstorming sessions.

Petrochemical was one of the industries discussed. Executive Board Member, Karen Gregory, CenterPoint Energy and Regina Lindsey, Economic Alliance were in attendance.

Houston Area Urban League – Construction and Petrochem Career Fair We spoke with 43 underemployed or unemployed adults at the Emancipation Park Conservancy. Information was given on where to recieve training and also who would employ immediately and provide experience and possibly help pay for additional training.
