PUBLIC SAFETY The summer season is coming to a close. The lake activity is going through its transition from sunrise-sunset, non-stop, to an evening and weekend treat. The crowds of beach goers are starting to thin. Unfortunately, this is normal. It does not help that we are experiencing mild temperatures that may lead one to believe an early fall may be on the horizon. You will not hear any complaints coming from Public Safety on this issue; however, I am sure we are far from done with the scorching days of late summer. With summer routines exiting stage left, the onslaught of school activities and holiday preparations are starting to push into the lives of many. You will soon be buzzing from one place to another: home to work, work to school activities, school activities to home, and somehow trying to cram in dinner, work responsibilities, assisting with school work, etc. Make no mistake, our students, kindergarten to college, will be right with you as they juggle home, school responsibilities, and trying to fit in the hang out with Bobby/Suzie time. During these hectic times, it is not very difficult to get lost in your day to day borage of duties. This is when it is imperative that we maintain focus on our surroundings. The days are getting shorter. Buses will soon be picking up before sunrise, and dropping off after sunset. Weather conditions will change. Drivers of all ages must be aware of these activities and impending road conditions. The students must double check before crossing streets, walk facing traffic, and although it may not be “Popular” to do so, wear some type of clothing/ backpack with reflective material on it. Together as a team, we can make it a safe environment for everyone. Over the last few weeks, we have been experiencing an issue with subjects ringing doorbells and running away. This is a community-wide problem. In many cases, the incidents are occurring in the early morning hours when Public Safety is not normally on duty, and the subjects are using cars, trucks, and golf carts to move around from area to area in quick fashion. We are taking measures to adjust coverage during offpeak times, and the Madison County Sheriff’s Department has been made aware of the situation. However, we need the membership’s help. If you witness activity of a suspicious nature occurring during these late evening/early morning hours, please, record as much information as possible regarding the persons, vehicles, etc., and notify the Sheriff’s Dept. and Public Safety. Hopefully with increased presence and the students going back to school, we can stem this issue before it develops into something of a more serious nature. Manager's Report by Glenn Dalton Our lake is at normal pool and the water quality excellent for all recreational pursuits. Our Annual Fishing Committee Meeting is scheduled for 15 August at 7:00 pm.. Fred Cronin, IDNR Biologists, will be in attendance and discussion will center on our Management Plan and fish stocking. All are welcome to attend.

Our only recourse is court action and if we prevail the member is responsible for the fine, our attorney’s fees and correction of the violation. If there is communication we are simply looking for a realistic time line for compliance and if the member feels it is unwarranted or incorrect, recourse is available through the Hearing Committee and if not satisfied the member can appeal to the Board of Directors. We all want to enhance the property value of our investment and we can by simply complying with our instruments.

Last week, after dark, Public Safety received a call concerning a watercraft that was disabled, tied up to a dock down lake from their residents and wanted us to tow them back to their dock. Due to the liability and danger involved in towing after dark our procedure is not to do this. We will assist to secure the watercraft at the closest place possible, give the owners a ride back to their dock and first thing in the morning, during daylight, assist them in towing their watercraft back to their dock. This common sense procedure protects us all and please understand our Public Safety Officers are simply following the dictated procedure and due to the nature of this procedure are not permitted to vary.

School will be back in session very soon and our concern specifically is the children’s ingress and egress between home and the school bus stop. Many parents will provide transportation and there may be congestion in the area of the school bus stop and children darting across the streets. Please slow down and be aware of the children as they traverse the area.

Pequeña Rosalita (Cleome hybrid) Each year Garden Club members grow and nurture a competition plant. The above photo reflects this year’s selection – the pequeña rosalita. The judging will take place at this month’s meeting which is scheduled on Monday, September 18, 7:00pm, at the clubhouse. Our club relies upon Abby Dillon, the owner of La Bella Fiori Garden Center, to recommend each year’s plant. The winner’s name is kept confidential and will be announced at our annual October Guest and Awards Night on Tuesday, October 10. This month’s program is entitled “Flower Arranging Basics”. Carte Blanche Design Club members will be on hand to give a demonstration, along with tips and answers to our questions about this all-important garden topic. This meeting will be of great interest for anyone who has a flower garden and enjoys cutting and bringing the beautiful blooms into their home. Fresh flowers are a welcome addition to any room. Doesn’t this sound like a great meeting to attend if you haven’t yet been able to participate in Garden Club?? Please join us. Guests are welcome and encouraged to attend any of our meetings. We promise you will always learn something when you come as well as enjoy the camaraderie among our club members. Native Plant Community Garden Work Day This month’s work day is Saturday, September 16, 8:00-9:00am. Anyone in our community who is available to help will be most welcome! The garden is located at the north end of the lake on Biscay Drive. Bring your basic gardening tools and help weed this area. The work days are scheduled on the third Saturday of each month during the growing season. Please contact club member, Nan Adams, at nan2adams@att.net or 618-977-0029 with any questions you may have. This is a worthy and gratifying endeavor for our community. Garden Tip for September: Perennials that are done blooming may be divided and/or moved. The roots will have time to reestablish before frost. Don’t divide or move plants that thrive in fall, such as asters, mums, Russian sage and ornamental grass. *** Please continue to watch the Holiday Times for Garden Club news and details of our meetings. Guests are always welcome and encouraged to attend any of our meetings. We meet on the third Monday of each month at 7:00pm, unless otherwise stated. It looks as though someone was trying to get all of this pricing on their own after we had spent all of this time working. I am just trying to figure out what is going on, from my knowledge I assumed we were just waiting on the equipment to arrive so that we could move forward with the install. I feel like I have wasted my time to put all this together to have nothing done. Glenn Dalton – The equipment has been order and is beginning to come in from Ace Tech. Justin Patterson 1402 – Travis is the owner of Ace Tech, he emailed me that 95% of the equipment has been ordered also there was hold placed by Angie Webster. I am more upset about this than Rich or Shaun is. I have been doing this for about 20 years, at the Boards direction I asked to find one vendor that could supply the system and then support it after the install. That is what we had done. The office for the second time on this same project the office has gone passed their authority and got bids. I feel that I have completely wasted my time and the time of the committee and put my reputation at stake. Glenn Dalton – The issue the office was looking at was the fact that the Ace Tech bid was not giving us any warranty. We could purchase the equipment for $1000.00 less with the same manufacturer warranty. Justin Patterson 1402 – For the same reason we had the same price as you, we did all of that work. Glenn Dalton – Your bid was for $6500 Justin Patterson 1402- We priced it and at the Boards direction, I think that it was a good decision. We decided to partner with a local company that would support the equipment, whether or not we installed it. Dave Decker – When we discussed it in the Board meeting, we asked whether Ace’s bid was higher or the same as the dell bid. We were told that they were less than the Dell bid. Based on what you just said the bid from Ace was higher. Justin Patterson – Yes the Ace bid was higher because we can get the stuff at our cost and they have markup, just as any business would. They did their best to give us the equipment at cost to further build a relationship with us. I can remember you stated, that it would be best to get the equipment from the same place that would support it even if it cost us a little more money. Dave Decker – I agree with that, but during the conversation, you stated that Ace’s price was less than the bids that we had. Justin Patterson 1402 – No, It was less than the bids of the 100 vendors that were willing to bid it, not less than the bid that we had put together. Dave Decker – That may not be what you said, but that is as good as the one we had. Shaun Diltz – That may have been the confusion. Another item is that they will support the equipment. Dave Decker – If it was $100 or $200 more I would have been fine with them doing that, and my impression was that their bid was equivalent to what we had or less. Justin Patterson – From a Technical perspective the bid was exactly the same as what we gave them with our specs. From a price perspective, they were more. When we had the conversation, I advised that it would cost more through a company than to order it ourselves. The tradeoff is that ordering from the same vendor that will support it would be better for the entire project. Dave Decker – We are pretty much in agreement, the difference understanding how much more. We have been told that it is almost $1000 more. Justin Patterson – That would be right, I don’t have the exact quotes in front of me. We can purchase the items cheaper than through Ace Tech. I was on the Board that approved it, which at that point the office should have been in contact with us saying that they could do it ourselves cheaper. Glenn Dalton – Justin the equipment was ordered by you and as per email, I told you that in the future to let the office do the purchasing, I am not aware of Angie doing anything to stop this. I am not trying to undermine your committee; we have a problem with the system and have been trying to have this resolved for over a year. Rich Fennell – The office should

The emails came through, we were at $6200 and the office was a few hundred dollars less than Ace Tech and I thought that it was worth discussing. Do we get the Ace Tech support without ordering through them? Justin Patterson – We are bartering the support for a Holiday Times advertisement. Bob Lowrance – So, where are we on this? The equipment has been ordered and a check has already been prepared? Glenn Dalton – Yes, I have been holding it for 3 weeks now. Justin Patterson – Ace Tech has already ordered the equipment. After the approval in the last meeting I notified them that it was approved. A W-9 and invoice was provided to the office. Glenn Dalton – We did not ever give them a stop, we asked who ordered the equipment, they responded that you had ordered it. Rich Fenell – There must be a miscommunication. Dave Decker – That is not what I have heard for the last month. I have seen in the emails that we have not ordered this and we can get it cheaper elsewhere. My impression that Shaun texted you and let you know that this was going on. That was an expectation from the last meeting. Jeanne Abert-Martin – Are we moving forward with this? Shaun Diltz – If the equipment has already been ordered, then we should continue through Ace Tech. Justin, why was our bid at $6200? Justin Patterson – I do not have the paper work in front of me but I would imagine taxes and shipping would be some of that cost. Ace Tech is still providing us the support. Dave Decker – I would not pay an invoice until the materials were delivered. This check was cut before the materials were ordered. Glenn Dalton – The check was cut when we were invoiced, from there we researched and found the equipment cheaper and thought that it should be brought back to the board for discussion and resolution. Bob Lowrance – Instead of maybe bringing this back to the Board, you should have went first to work with the committee. Glenn Dalton – I did email the committee on the 16th of June. Bob Lowrance – We need to make a decision as a Board, the biggest problem was communication. I want to thank the IT Committee for their time, effort and hard work. Shaun Diltz – Motions to continue moving forward with Ace Tech to purchase equipment and support, with the IT Committee installing. Dave Decker – I am personally against paying the extra money however I am going to vote for it. 1, a representative from the association placed the order, from that I feel liable. 2, they are down the road, a couple hundred bucks I think that would be ok to build that relationship. I am a believer that if we give that commitment then we should stand behind that. Thank You for your efforts. Credit Cards Justin Patterson 1402 – I spoke with Lisa about two hours ago and she is holding at Angie’s request because she did not want to hook it up to the fax/phone line or to the network here. She is waiting on direction from us as to what to do. Glenn Dalton – We are going to designate another phone line. Justin Patterson 1402- You don’t have to. Glenn Dalton - We cannot hook it up to our fax and postage line. Justin Patterson – You absolutely can, because those devices make a phone call out to process the credit card and then it hangs up the phone, just like the fax machine and the postage meter. From a networking perspective, it works the same way; it is not connected all the time. You cannot use two devices at the same time. It would be a complete waste of money to add another phone line. Glenn Dalton – Ok. Rob, we will go with what we have then. Justin Patterson – If you are sending receiving no sensitive emails then I would say yes. Glenn Dalton – We can expect her next week with our system? Justin Patterson – You will need to set that time up with her. Glenn Dalton – Thank you and I will call Lisa. New Business Parking Rule Glenn Dalton – This is a recurring issue with members. Currently, the only rule that exist is the rule on parking of tractor trailers initiated 11/12/07. Parking of all vehicles was discussed; however, this was the only action taken. Many people have the impression that Holiday Shores having a road easement gives them the authority to park anywhere they desire. Our easement follows: Covenants, paragraph 7: Holishor, for itself, its successors, assign and licensees reserves a 15 foot wide easement along the side and rear lines of each and every lot, except for that portion of any lot which abuts the shore of Holiday Lake: with the right of ingress and egress thereon for the purpose of installing and maintaining utility lines, gas and water mains, sewer lines and drainage ditches and appurtenances thereto; together with the right to trim, cut or remove any trees or brush necessary and the right to locate guy wires, braces and anchors when necessary. Except where an owner of two or more adjoining lots constructs a building which will cross over or through a common lot line, said common lot line shall not be subject to the aforementioned ten foot easement. The only reference to parking in our Building Rules follows: All driveways will be constructed in accordance with Madison County Zoning Ordinance, Section 606.1. A minimum of 4 off-street parking spaces will be provided for all residence in accordance with Madison County Zoning Ordinance, Section 607.0. Glenn Dalton – We treat this similar to a civil matter because there is no rule on parking within that easement. Common sense would dictate that the easement is a utility easement that is for Holiday Shores, not every member of Holiday Shores. The people think that they can park wherever they want. The only time we are outside of that is with the School Bus pickups. We try to work that with the member about parking in that area and we do not have a rule about parking Bob Lowrance – If they are parked in the right of way as opposed to someone’s yard, now there is nothing we can do other than having a conversation with them. Glenn Dalton – We treat it as a civil matter between 27

Bob Lowrance – Do we want to institute some kind of rule with this complaint? Shaun Diltz – If it is wet or rainy and someone pulls into my yard and creates a rut on my property or damage, is there something that can be done? Glenn Dalton – Common sense tells us not to do that, I do not have a rule against that and cannot tell them to take care of the damages, and it becomes a civil matter. Shaun Diltz – That come up with the bus stops. Glenn Dalton – We do try to monitor that. The only recourse would be centralized bus stops, one on the east side and one on the west side of the lake. Jeanne Abert – Martin – I would like to see something added, but I do not know what it will take. Bob Lowrance – I have seen this issue before. Glenn Dalton – The Board has looked at this in the past, it is a difficult issue. Shaun Diltz – Please provide in the next meeting the minutes of 11/12/2007 where the parking was last addressed.

Gerry Theodore 1346- There are road easements and there are utility easements. The road easements are strictly for the roads and the Expansion of the roads. This subject has come up in the past and there is really not an easy solution to it. We don’t have any place for people to park. The road easement is an easement that can be used; you really can’t keep people out of there. If you pass a rule that says they cannot park in the road easement then you will have people parking in the road and you can’t allow that either because you wouldn’t be able to drive up and down some of these roads. Greg Horta 1253 – Gives an Update about the Upcoming Heath Fair August 8th, the Vendors and Sponsorships. It will include Free Health Screening and Dental Screenings. The Rotary group will come and do the cleanup. Social Committee – The Chair of the Social Committee Mark Maendele has resigned. We are looking for members to sign up for the Social Committee.

Parking Lot Bids. Bob Lowrance – We have three bids, for reference the bids are to be sealed and two of our bidders sent their bid via email. Our Bids are as follows, JTC, $53,748.75, Arrow Asphalt $ 54,170.00, Big City Asphalt $55,176.00. Our reserve budget for this project is $80,000. Glenn Dalton – Yes. Dave Decker – We have done work with JTC in the past and been happy with their performance. Glenn Dalton – We went with JTC last year for work on our roads and we were very satisfied and we are currently using them for our patch petroleum. Shaun Diltz – Motions to go with the bidder JTC for the Parking Lot resurfacing. This is on the premise of $1050.00 for the stripping. Jeanne Abert-Martin – Seconds. Glenn Dalton – August is when we want this done. Dave Decker – Are they aware of that and able to complete it then. Open Floor Ed Holder 368- We are having the same parking issues, where Madison County and Public Safety cannot do anything about it. There is a liability concern with these people being in our yard, the responsibility of the property owner having to repair their property when it is being abused on a daily basis. I do not feel that the liability should fall back on the property owner when we can’t stop them from doing it. It is the easement; I think that there needs to be some kind of rule in place.

Phil Schlemer – The easement would be her property then, she owns the easement, so technically they are on her property. Bob Lowrance – If you are in a typical municipality they have a 50ft. right of way, and typically they have 24ft wide streets. So that means that 13ft on the side of the paved street is owned by the municipality. In those areas you can park on it because it is not that particular owner’s property, although by law they still have to maintain it. With that being said, I am trying to figure out if we have right of way or just an easement. Glenn Dalton – That has been what is used in the past with the community and we have people objecting to that. As we discussed in the last meeting School Bus stops is another issue. In a lot of cases we don’t know where the property line ends. Our easement, yes it would probably go into the owner’s property as far as our road easement, but as far as where the property line ends, we don’t know. Dave Decker – Bob, the point you are trying to make is, there is a road right of way and typically it is wider than the paved road. I just want to make sure that I understand. Bob’s question to you is the road right of way and in addition to that, there is an easement. Typically in front of most property, the first part of the yard is actually the road right of way. Correct? Glenn Dalton – Yes, I agree with that. Dave Decker – In addition to that, then there is the easement, Correct? Glenn Dalton – The utility easement, yes. Bob Lowrance – So basically, it works the same as the municipalities, although it is not public road right away, it is private owned road right away, owned by the association. At this point in time, unless we make a change there is not a lot that we can do about it. Shaun Diltz – What the gentleman brought up, is that not trespassing? Old Business Heneghan Work Order Glenn Dalton – Curt is in attendance this evening, they have conducted the core samples and they in Milwaukee waiting to determine the type of mix we will have to have. Curt is requesting that his work order be signed so that we can go forward. There are some changes that he would like to discuss with the board, and we would want to move forward because of the timeline that we are currently faced with. Curt Westrich – I would like to give you an update, since we met June 28th, we started working on the plans to bid out the project. It was decided Tampico and Sextant. There were some items that came up that were not realized during the planning stage. NPDS permit, it was decided that it should be done as part of the project, and there were some trees that were going to be removed to do the ditching. There are mailboxes that will need to be removed and replaced. We had also given oil and chip prices based on budget that was $2.90 per linear foot and we got prices from contractors it was more in the range of 3x - 4x that cost and the reason being is that it was bid out for the entire community for miles of road and here it is for one short road. There are driveway costs, for removal and replacement and erosion control. I had sent the Work Order and we had worked on it out of good faith, at the last meeting we had found out that it had not been approved we had to stop working on the project. At this point, it will be tough to get bids, this late and it could be a time restraint. You want to do oil and chip in July and August; right now it would be August and September. If you were to go out for

They are not parking easements. Her whole lot is like a park, she has sprinkler systems and it took two days to have a car removed, with the same response from her neighbors. She just wants to keep her yard nice. She is a good neighbor and wants good neighbors. Bob Lowrance - Phil brings up a good point because, it is an actual right away or an easement or is it an easement spelled out just for utilities? Glenn Dalton – It depends on your interpretation of what our covenants say. It is a utility easement but we also have a road right of way and the problem that is being experienced is everyone feels that they have the capability to park anywhere 29

Glenn Dalton – We have Chip and Seal bids on the agenda for this evening, unfortunately we have only received one bid. We are going to hold the one we have and solicit more bids. The reason I am bringing that up, we would incorporate the chip and seal into his bid. Curt Westrich – Passes out the estimates for two different options, one with the oil and chip and one without. We feel that Glenn could get a better price on the oil and chip. For Tampico, the rough cost is $85,788 and the Sextant cost was $56,000. The engineering cost for designing and specs would be an additional $18,000, the cost went up due to the NPDS permitting and there was some reduction for drawing preparation minus Captains. Without the oil and chip, you will need to coordinate those projects and they would need completed within a few days. Glenn would want us to assist with the bidding process, if you do need assistance that cost could be at about $8000. Glenn Dalton – When we take this to the members, I do not have a clue as to what would be required on the remediation. I have a lot of resurfacing experience, none with remediation that is why I am asking for the assistance. Bob Lowrance – What then would the assistance be? Curt Westrich – We would put together the contract and documents, typically you would have a contract and we would develop that and it would have line items for various costs that would be included. We would work with the contractor during the bidding portion and answer any questions, if they would need information or making amendments, which would all be involved with that. We would meet with you, review the bids and check on all the qualifications of the contractors, also there are three or four contractors we would contact them as well to bid on the project. Bob Lowrance – Would you do that at an hourly rate and if so what would that rate be? Curt Westrich – We have different rates, pending who is involved with that. It could be $110 an hour to $140 an hour and it would be on a time material basis. Summarized cost with the oil and chip and engineering costs would be $177,711 and without oil and chip it would be $151,792. How would you want us to proceed? Bob Lowrance – When do we anticipate having the specs for bid? Curt Westrich – 1-2 weeks, if we are given approval of the work order. Bob Lowrance – We could solicit the bids and get them back in a week or two. I would like to get the bids and I would like to get the specs back and solicit those contractors, tell them we would like to get them back before the Board meeting. We could have you back and ask any questions that we may have. Curt Westrich – I do not yet know how long it will take for the mix design, I don’t think that they can get that back in a week time. Bob Lowrance – I would like to ask them that specifically, when the mix will be back. Dave Decker – I am struggling with the 28% increase from last time. Curt Westrich – I apologize, when I came in June we talked about the permit. We have not gotten a contract at all and tried not to get too far into it. As we got into doing the specs, these things came up and I realize it is a big difference in cost, but I wanted to bring it up. Dave Decker – I appreciate you bringing it up at this point, but a 28% increase, when our carryover is approximately $60,000. Dave Decker – We need to make a decision on the work order. Curt Westrich – We have stopped all work until the work order is signed. Dave Decker – You have an estimated of $18,000 engineering work with the mix samples, if we proceed with the design, samples of mix, is there a reason that couldn’t be utilized next year? Where I am headed with this is, I have no interest in a design/build at this point. You have

continued to state that we are pushing our days and based on our performance to this point and what we have had delivered to this point, we will not have this ready to go by the end of August. I don’t see any way for that to happen. Curt Westrich – Oil and Chip needs to be done when it is warm, and depending on the September weather you may have warm weather then too. If it gets late into September that may not be able to happen. I am very concerned that the reality of getting it done this year. Dave Decker – I am for getting this done, to me it sounds like we have the opportunity to lay the entire ground work to do this early next year. I say that we go forward like we are going to complete it this year, but I do not have the confidence that we will. Conversation Ensues… Dave Decker – Motions to approve the Work Order to perform the work for the design, specs, bid requirement and permits. Shaun Diltz – Seconds Dave Decker – We do not want to submit for any permits this year if we are not going to do it this year, we are not going to pay the guy to come out if we are not going to do anything. This $18,000 estimate, I expect to be a high estimate for the work order this year. Curt Westrich – Yes, for the amount this year because we would have some observation and would not do that work until next year. What you would get done this year is what you would be invoiced for. All in Favor Action: Motion Carried Dave Decker – We need to push as hard as we can to get this done this year. Chip and Seal Bids Noise Marina Cove Letter prepared by Glenn Dalton, Read by: Bob Lowrance We have had two members complaint this year concerning bands/karaoke being too loud at the Marina. In the package provided on the Marina you can see our past and current actions with regard to the issue. The one element you have not been briefed on is how we enforce this issue. We have no written rule, it is a Dalton rule and past Boards have accepted it and had no issue with it. We use 75 decibels, the same as indicated in our boating rules, and the reading is taken from the property line of the complaining party. This does consider the amplification of noise over water. If the reading is over 75 decibels we have the offender turn it down to be under our specification. You can also see we are 30 minutes later than the Madison County Noise Instruments at 10:30pm. Bob Lowrance – I have also received complaints. You have talked to the Marina? Glenn Dalton – I have sent them a letter, I requested that they cease at 10:30pm, limit Karaoke/Bands to weekends and holidays and the limit is 75 decibels. Bob Lowrance – The people who have also complained to me have also done so prior to this past weekend and again this weekend. Glenn Dalton – You can see that from the date of the letter that I had sent out. We try to be good neighbors. Shaun Diltz – Did they respond? Glenn Dalton – The marina has not responded to the letter. Bob Lowrance – Instead of sending letters maybe pay a visit to the Marina for a discussion, we want to be good neighbors and I am sure they want to be as well.

Boat Decals Shaun Diltz – Being able to determine what it PWC, Boat and Non-Motorized with different stickers. The original idea was to determine that by different color stickers, but we decided to do three different shapes, one for each category. The price will jump about $100.00 for the different sticker shapes. Glenn Dalton – The staff thinks this is a great idea. Jeanne Abert-Martin – I think that the different shapes would make it easier for Angie to keep a count of the watercraft and Security. Dave Decker – would the segregation would be boat, non-motorized and pwc? Shaun Diltz – Yes Dave Decker – Motions to use three sticker shapes starting year 2018, one designated for motorized boat, one for non-motorized and one for pwc. Shaun Diltz – Seconds All in Favor Action: Motion Carries Shaun Diltz – I would like to thank Angie for getting this information together so quickly.

Social Committee Greg Horta 1253 – When approached about the Social Committee it was to finish out the year. I have someone that is under the radar to help out with these events. Bob Lowrance – I know that some of the members on the committee do not have any problem and would be happy to work with you. With respect to the committee, I do not know that we need to approve anyone I think that you would need to go to the committee. Greg Horta – I am under the impression that all the current officers have resigned. Bob Lowrance – There is one officer that is still officially on the committee, although she is not going to be for long. There are two other potential committee members. Greg Horta – As far as the officers, there is no President, Vice or Secretary. Bob Lowrance – Correct. Greg Horta – My understanding is to finish out the year with the major events, get a committee together and I would rather have the approval from the Board. I would like to put out a notice tomorrow and get a committee together, there are a lot of things going on and I would like to see these events to take place. Jeanne Abert-Martin – I am completely fine with this. Dave Decker – Bob you stated that there are four people still committee members? Bob Lowrance – My understanding, Correct. Greg Horta – If the Board does not elect me, I would rather have them assign someone for that position. Bob Lowrance – I do know that the four remaining committee members do not wish to become officers. Dave Decker Historically the committee members have elected the Social Committee position, they present it to the Board. There are two signatures required for checks. There will have to be some quick movement to make sure you will have other officers in place to cover check signing. Greg Horta – I have been President of the Social Committee before and I am aware of the committee guidelines. In a situation like this, where three of the officers have resigned, I will say this in a non-disrespectful way, the Board needs to step up and appoint the members. Open Floor Greg Horta 1253 – We met with Renewal by Anderson and met with them last week, they are branching out and have a representative that is working in the area. It is another company that is looking at being at our events and sponsoring events. They would like to provide a photo booth and hand out information about their business. I wanted to make you aware of it. Dave Decker – I do not have any issues with it, you have already given them the guidelines. I would ask that if they would like to do business with the residents, that we do have advertisement for sale in the Holiday Times. Greg Horta – They did meet with Brandy and have the information for that. Rich Fennell 54 – Update on the IT, the equipment has all been received and it is at Justin’s house for the configuring and the firewall. We will not be able to install the server this weekend, but we are going to try for next week, during the week while the office is open. Phil Schlemer 957 – Spoke about the speeding and running of stop signs with in the community in regards to another member. This has been a problem for two years. I have talked with neighbors and there have been problems in other areas as well. Security cannot pull people over and I would like if the board would look into that. I will help with anything that I can, Task Force Committee… Stop signs keep honest people honest.

Postive Pay Shaun Diltz – The Bank of Edwardsville does not require two signatures and our rules indicate that they do require two signatures for checks. Positive Pay is an added security. We would cut the check and then we would contact the bank to let them know that the check was issued before they would accept it. This is to make sure we are FDIC compliant. Dave Decker – At the Finance Committee meeting, we proposed that we still require the two check signers as required by our by-laws, in addition to that we adopt the Positive Pay methodology and require two signatures on that Positive Pay statement prior to being sent to bank. We are taking it a step further. Bob Lowrance – First National does check to see that we have two signatures. Shaun Diltz – Motions to adopt Positive Pay agreement in regards to the Bank of Edwardsville, which still requires two signatures and will require two signatures on the Positive Pay statement before sent to the bank.
