Hello readers, here we are again just over half way through the year, and what a year it is proving to be. Apart from the economic woes which I have promised myself I won’t dwell on this month, we have just got over an national transport strike only to be pitched into yet another local political scandal which has seen the Mayor of Estepona, Antonio Barrientos, remanded in jail on charges of misuse of public funds, bribery and corruption, along with a number of councillors, town hall workers and party members. Whilst on the one hand the fallout from this case could take months or even years for the town to get over, it sends a clear message that Town Hall corruption will no longer be tolerated and should rooted out wherever it occurs, only then can this country realise its true potential as an economic player. OK so I said I wouldn’t talk about economic woes, well I must just mention that over the last couple of days one of Spain’s biggest property promoters Martinsa Fadesa has filed for bankruptcy protection with debts of over 4 billion euros! Making it Spain’s biggest business failure and sending a message to other companies that the central government will not step in to bail out private companies no matter how painful the fallout could be. Anyway, the real reason for mentioning this matter is that Martinsa Fadesa are the company behind the proposed Magic Hills hotel, golf and residential development in Manilva, which has for years been mistaken for a planned theme park, well maybe something good will come from their loss and that old chestnut laid to rest. Right then, back to the pleasant stuff. Ferias, ferias and more ferias - there is no better way to cheer yourself up than a good party, and in the coming weeks there is no shortage, with ferias in Casares, Manilva and San Roque, as well as the La Linea summer fair currently taking place. You can find information about all these events in this month’s issue or on the website. You can also keep up-to-date with next month’s Manilva International Beach Football Festival which promises to be one of the biggest sporting events of the summer (and the only international football tournament England will be playing in this year). With footballing legends from a number of countries already confirmed football fans up and down the coast are looking forward with anticipation to this event which will be televised across Europe.

As regular readers will know, The Resident introduced a letters page some months ago and we have received a steady flow of submissions on a variety of subjects. We always welcome submissions but would ask that you please state clearly, particularly in emails that you wish your contribution to be included on the ‘Letters to the Editor’ page. We receive hundreds of emails each week, and it’s no good moaning that your letter didn’t get published if we were unaware that it was intended for the letter page. Finally, as the editor of The Resident, I have always strived to provide an informative and interesting publication, and kept personal opinion out of the mix, but I must take issue with a report recently in an English language publication. Their reporter was writing about the recent ‘Rock in Rio’ music festival in Madrid and claimed that Amy Winehouse had disappointed her Spanish fans by drinking a glass of wine during her performance. Well I’m sorry, but I was there and far from disappointing her fans, a huge cheer went up every time she took a sip, not only that she put in a great performance despite being ill with a lung condition (self induced admittedly) and the only disappointment being that she didn’t do an encore. Now love her or hate her she is a very talented singer/songwriter, a fact repeatedly acknowledged by the music industry, so when you read such codswallop from someone who obviously wasn’t there. Maybe he should adopt our creed and keep his opinions out of his writing. There we go then rant over, I must admit I do feel better for it and it just leaves me to wish you pleasant month and hope you enjoy this edition of The Resident. Adios for now

Monarch resumes ManchesterGibraltar flights

Low cost airline Monarch is to reintroduce its Manchester to Gibraltar service two years after it was axed. There will be flights on Mondays, Wednesdays and Fridays beginning from the 12th September and has been reinstated as a result of public

US jazz great Kenny Barron will be performing live in concert at San Roque’s Juan Luis Galiardo Theatre on Friday, 18th July from 10.30 pm. Kenny Barron is a United States jazz pianist. He is the younger brother of tenor saxophonist Bill Barron. His talent first came to wider recognition when he took the piano chair in the 1960s Dizzy Gillespie quartet. He has gone on to work with hundreds of wellknown musicians including Yusef Lateef, James Moody, Joe Henderson, Freddie Hubbard, Buddy Rich, Ron Carter, Chet Baker, Benny Carter, Stan Getz, Regina Carter and Ornette Coleman. He also co-led the group Sphere and has led his own groups for performances and recordings. He has been nominated nine times for Grammy Awards and for the American Jazz Hall of Fame. For over 25 years, Barron taught piano and keyboard harmony at Rutgers University in New Jersey. Tickets are 10 euros each and can be purchased from the Municipal Cultural Foundation.

New Gibraltar air terminal Designated of historic and touristic importance, La Linea’s Summer Fair is one of the biggest and best on the Coast with a huge funfair, dozens of ‘casetas’ and partying into the morning. The La Linea Feria celebrates not only the town’s Patron Saint, the Virgen del Carmen on the 16th July but also the anniversary of the town’s foundation back in 1870. San Roque-La Linea

San Roque publishes Town Centre plan online The data processing centre along with San Roque’s planning department has published the details of the Special Plan for the Protection of San Roque’s Historic and Artistic Heritage. The plan will go on public dispay in the coming weeks for local residents to make comments and submit any opposition. The new boundary of the historic town centre has been approved this month by the Municipal Planning Management department and was passed unanimously by all parties. This new boundary encompasses the area around the old barracks, the bullring, the Cora area and Los Cañones. The new plan has many advantages as it lays out precisely

what can be done to any of the buildings within this zone. But without doubt the main advantage has been the lack of interference in the process by the regional government. Once the Plan has its final

approval, the local authorities will be able to grant licenses for building works without having to seek approval from the Provincial Cultural department, a fact that will greatly speed up the planning process.

Commercial break for Casares Motorcycle cops for Casares

Casares’ picturesque town centre was the stage recently for the filming of a TV commercial for Red Rock Deli, an Australian snack food company. The advert will promote a new line of olive oil flavoured potato crisps and the producers were looking for a typical Andalucian White Town for which Casares fitted the bill. Filming took place in a number of locations in the Town during the course of the day and a number of locals were

employed as extras. Casares is no stranger to the film crews with adverts for Nike, Renault and San Miguel having been shot here in the past. The value of these activities cannot be underestimated, not only in terms of direct income - extras, wages, levies, hotel accommodation for film crews, etc., but also in terms of exposure on overseas media of images of the town and surrounding area.

The Casares Local Police force now has a motorcycle patrol unit after taking delivery of two 700cc Honda Transalp motorbikes this month. The Mayor of Casares, Juan Sanchez, and his Councillor for Security, Antonia Morera, welcomed this new addition to the police service, the first of its kind in the municipality. The acquisition will allow speedy

response movement between the municipality’s population centres as well as the facility to patrol in all parts of the area, particularly on the rural footpaths. A total of 5 officers will make up the motorcycle team who will operate in pairs. The Town Council has invested a total of 20,500 euros in this new operation.

Junta funds Rosario Gardens Casares Town Council has secured a deal with the Junta de Andalucia that will see a major part of the construction costs for the Rosario Gardens being paid for under the Plan Qualifica programme. The Mayor, Juan Sánchez, along with the councillors for Casares Costa and Tourism, Juan Jesús Rodríguez and Sonia Saborido, signed the agreement recently that will see a total of almost 11 million euros designated for improvement projects on the western Costa del Sol. This funding includes a grant for 80% of the cost of the works on the 14,400 square metre gardens on the Casares Costa. The project has a budget of 1 million euros with 200,000 euros coming from the Town coffers and the remaining 800,000 euros contributed under the Plan Qualifica scheme. The Jardines del Rosario are located in the area next to the crossroads of the N340 and the MA-546 Casares road, and feature areas for all ages with a children’s park, a small amphitheatre for summer shows and concerts, seating areas and viewing points from which users can take in the magnificent views of the Sierra Utrera, Sierra Bermeja and Sierra Crestellina. The design also includes a small plaza

with an image dedicated to the Virgen del Rosario del Campo, Patron Saint of Casares and after whom the gardens are named. The Plan Qualifica is an initiative by the Junta de Andalucia with the object of renovating and improving the image of the Costa del Sol as a tourist destination, and includes urban renovation, tourism infrastructure and leisure projects.

Residents campaign for safe crossing Residents of the Los Hidalgos development have organised a petition to urge the authorities to address the urgent need for a safe pedestrian crossing point at the Los Hidalgos roundabout. Currently the only safe way in or out of the Los Hidalgos community which numbers in excess of 1,000 dwellings is by car - pedestrians have to cross the busy dual carriageway at the roundabout which has been the scene of a number of accidents, some fatal. In fact one regular commuter has counted 11 separate accidents over the course of 12 months. Access to the beach or Castillo and Duquesa Port entails a dash across the roundabout which is usually approached at speed by most motorists, also many people from the beach side dwellings make the same perilous journey to visit the Los Hidalgos commercial centre. There is also a bus stop at the junction, which also can only be accessed by crossing

Manilva petitions highways agency for footbridges Manilva’s Town Planning Department has submitted a formal application to the Highways Department requesting the installation of three footbridges: Close to the Lidl Supermarket; Los Hidalgos; and La Paloma. The Department, headed by Councillor Emilio López, submitted the request along with all the relevant documentation today, Friday 27th June, 2008. These points in particular have

the road, and only recently a car went off the road and crashed into the building behind the bus stop. There is a footbridge a few hundred metres away in front of the La Duquesa Hotel, but this can only be reached by walking along the main carriageway. As a separate issue a request has also been submitted for the installation of acoustic panels along certain stretches of the main road to reduce noise nuisance for residents.

Social Housing The Governing body of Manilva recently signed an important agreement for the construction of 248 social housing units. The agreement was signed between the Mayoress and Antonio Priego, President of the Property Promoter Prienesur, part of the Cajasur group. These 2, 3 and 4 bedroom units will be built in the Maicandil-Arroyo Las Uvas area between Duquesa and Manilva. Once the project has been approved by the Junta de Andalucia, there will be an open period of 60 days during which

applications can be made by those interested in purchasing one of these units, subject to fulfilling the established criteria laid down by the regional government. Priority is given to applicants who are under 35; over 50; single parent families; families who’ve been victims of domestic violence; disabled, etc. The Mayor has stated that her government is fulfilling a commitment made in her election manifesto in providing housing for the young and underprivileged for which owning a home these days is very difficult.

This exhibition is on the theme of “Water and Sustainable Development” and consists of 140 pavillions from 102 participating countries staging 5000 shows over the three months at the 25-hectare (61.7-acre) site, which includes an aquarium and a museum housed in a new river bridge designed by Iraqi-born British architect Zaha Hadid.

The trip will run from the 31st July to the 4th August and will cost 419 euros per person, with children between 3 and 11 252 euros (under 3s go free). The cost is based on a double room and includes accommodation return transport and entry to the exhibition. Restoration work has begun on the rooms in the Castle in Castillo de la Duquesa which are destined to house the new Archaeological Museum. These works are being funded by grants obtained from the Junta de Andalucia’s Museums Department which has included the project in the Andalucia Museum Network. The works, which include restoration of the brickwork, floors, and windows (including the installation of unintrusive security systems), are being carried out by specialist contractors who have been involved in such projects as Malaga’s Roman Theatre, and it is expected for works to be completed in approximately two months.

Once these works are completed the display infrastructure and exhibits will be installed including audiovisual equipment, explanation panels, scale models, and reconstructions, etc. The main theme of the museum will be Manilva’s Roman heritage, particularly relating to the remains in the immediate vicinity of the Castle, including the bathhouse, villa, fish procession factory and burial ground. It is also hoped to expand the museum soon to include exhibits from the Bronze Age hill fort at Los Castillejos de Alcorrín and some of the municipality’s medieval remains, thus representing a complete history of the area.

Manilva Town Council will continue to pursue the project to restore Manilva’s Santa Ana Church despite being turned down by the Junta de Andalucia for a grant under the regional government’s Plan Qualifica. The Junta has judged that the project does not meet the conditions of the Plan Qualifica scheme which is aimed at funding projects which will have a benefit to the tourism infrastructure of the municipality.

The Town Council have been asked to present other projects which will fulfill the necessary criteria. The Mayoress, Antonia Muñoz, and the Councillor for Culture, Yolanda Holgado, will continue to pursue funding through the Bishop of Malaga, and the Malaga Provincial Government, as the church is urgently in need of these restoration works which are important given the prominance of the church in the town’s landscape.

IBI protest Manilva’s PSOE socialist party has initiated a campaign opposing the rise in IBI tax (council tax) which has risen by some 50%. The party which has four elected members on the town council has stated that it has been talking to many concerned residents who are worried about the rise, particularly pensioners and the unemployed, who are already struggling in the worsening economic climate. Homeowners were given a shock when they received their IBI bills which have gone up by at least 100 euros in most cases. The PSOE has expressed its concern for residents, who it claims are having to bail out the town council for its own incompetence and protests at the refusal of the governing body to deal with its proposal at the Council Sessions to allow the bills to be paid in instalments.

The El Duque Mediterranean Park The El Duque Park is being created on a plot of 8,518 square metres (approx 2 and a quarter acres). Councillor Mario Jiménez announced that the park is on a piece of public land which for many years has been neglected. He went on to explain that the park will be ‘Mediterranean’ in theme and planted with predominantly indigenous plant species, the park will also provide an exercise zone, picnic area, along with a restaurant or cafeteria for the parks users. According to Councillor Jiménez the cost of the first phase of the project has been reduced by using the council workforce, even the drafting of the project has been carried out by a technician from the Infrastructure Department. Initial works have involved the enclosing and securing of the plot, marking out the

various pathways which will have a rustic finish, and create a central grand plaza complete with fountain. Villa Matilde The Villa Matilde Park will occupy a plot of 8,500 square metres next to and including the existing Villa Matilde, which currently houses the Foreigners’ Department office. The park will comprise of a children’s recreation area, rest area, a central plaza with a pavilion, a lake with fountain and an aviary with tropical birds. The park will be planted with tropical trees and shrubs from around the world. The project has a budget of 610,00 euros of which 400,000 euros has been secured from the Provincial Planning projects for 2006 and 2007, 60,000 euros from other grants, with the remainder being funded from the Town Hall coffers.

Manilva Foreigners’ Department The Manilva Foreigners’ Department will be installing a suggestion box at the Villa Matilde and inviting positive ideas, suggestions and comments on the service provided by this department and how it can be improved. Whilst constructive criticism is always welcome this is not an invitation for a “whingefest” and the best suggestion each month will be rewarded with a prize. Junta accepts new Sabinillas Health Centre

The Mayoress of Manilva, Antonia Muñoz, accompanied by the Councillor for Health, members of the Town Council, and other staff visited the new health centre in Sabinillas this month to officially hand over the building to the Junta de Andalucia’s health authority. The Provincial Delegate for Health, María Antigua Escalera, accepted the keys on behalf of the Junta who will now equip and staff the building in accordance with the agreement signed between the Manilva

Town Council and themselves. The centre, which will serve a population of almost 12 thousand residents, along with tourists and other visitors, has been built at a cost of 2 million euros of which 350,000 has been contributed by the Junta, with a further 217,000 euros to be invested by them in fitting out the facility. Once all the necessary proceedings have been finalised the new health centre should be open in approximately one month.

Art in the Street

Manilva’s CIM cultural association in collaboration with the local council have organised a weekly exhibition entitles “Arte en la Calle 2008”. The object of the exhibition is to offer the maximum exposure for many local artists and takes the form of a display on the Paseo Maritimo in Sabinillas every Sunday evening starting on the 13th July and continuing through the summer until Sunday, 21st September. The exhibition starts at 7 pm until midnight. The initiative is open to artists in many mediums

The Estepona Jewish Community On Friday 4th July the Estepona Jewish Community held its first Friday night service, at the home of Sharon & Gerry Crest. A packed room thoroughly enjoyed singing the Kabbalat Shabbat songs and the traditional Ashkenazi style Kiddush provided after the Service. Their next Friday night service will be held on 1st August.

This was followed on Sunday 6th July by the Community’s first Dinner, very successfully held at the Estepona Golf Club. The Royal British Legion Estepona Branch Newsletter Dear All, In June we had The Charity Dinner which was attended by 66 people and turned out to be a very happy occasion with about 365 euros being raised towards this year’s Poppy Appeal. This now stands at over 2000 euros!! We had a Branch meeting on 24th June at 4 Friends Bar which was fairly well attended. At this meeting it was decided that The Garden Party this year on 12th July would be free for all Estepona members, (including the drinks) but if people brought friends along they would be charged 5 euros per friend, including the drinks. There will be a raffle for The Poppy Appeal on this day, so any donations of raffle prizes will be gratefully received by the Committee. Bribery and corruption in Estepona’s corridors of power The Spanish authority’s new found zero tolerance towards political corruption finally caught up with the burghers of Estepona last month with the arrest of the PSOE Mayor, Antonio Barrientos, along with a number of councillors, town hall officers, businessmen and lawyers. In an operation codenamed Astapa, agents of the National Police’s specialist Economic and Financial Crime Unit, UDEF, conducted dawn raids on Town Hall offices as well as the homes of a number of suspects, arresting 26 people including Barrientos himself who was arrested at his home in Urbanisation Bahia Azul, Francisco Zamorano, the former PSOE head, who was councillor for Finance, and the municipal architect Arturo Cebrián. Others arrested during the course of the investigation included Luis Fernando Linares from the real estate promoter Valle Romano, who was later released on 500,000 euros bail and two lawyers linked to his company, Armando Pérez and Daniel Delgado, who were also granted bail at 100,000 euros. Enrique González, who ran the Socialist party’s election campaign at the last local elections, was granted bail and has to sign with the judge every two weeks. Another big scalp was the President of the Grupo Prasa from Córdoba, José Romero, one of the most important businessmen in Andalucía, and who is head of the firm which built the ‘hotel’ on the Paseo in Estepona which has only just been demolished. He is now out on 300,000 euros bail, The judge heading up the investigation Isabel Conejo has sent five people to prison without bail so far. They are Mayor Barrientos, the PES local Estepona party spokesman, José Ignacio Crespo, and the municipal public works engineer, Javier Wittmeur. Crespo is an ex GIL party councillor and is considered to be man responsible for guiding Barrientos to the position of Mayor in the town The judge also ordered prison without bail for José Flores, the Cabinet Chief to the Mayor and the man considered to hold much of the power in the Town

Hall, and for Manuel Reina, the ex GIL and now PES local Estepona party councillor. The case has had repurcussions right up to national government with the charging of Patricia Rojo, the Town Planning Area Director who is the daughter of the President of the Spanish Senate. Antonio Barrientos is now on remand in the prison in Alhaurín de la Torre home to many a fallen Mayor In recent years including Julian Muñoz, and Marisol Yagüe from Marbella and Manilva’s Pedro Tirado amongst others. Barrientos has formerly resigned his position as Mayor and has also left the PSOE party, making the 47-year-old former doctor’s downfall complete, although he has promised to write a letter to the people of Estepona pointing out his claim of innocence. How this will be received, we will have to wait and see. When news broke of the police arrests, there were many reactions from the town’s residents - anger, resignation, disappointment yes, but surprise, well no that was not one of them. Many viewed this action as an inevitability and it had been just a matter of time before collars and been ‘felt’. The whole investigation which including phone ‘taps’ and other covert operations centred on the accused’s activities in obtaining funds from developers in exchange for planning considerations with the money being used to fund the public and private activities of officials of both the PSOE and the PES (made up of former GIL party members). Since the arrests the head of the Partido Andalucista and deputy mayor, Rafael Montesinos, has stood in as acting Mayor to keep the wheels of government turning and he has also ordered the sacking of the four local Socialist councillors who are implicated in the Astapa case. The four, councillor for Hacienda, Francisco Zamorano, Councillor for Culture and Fiestas, Asunción López, Councillor for Education, Mariví López, and the Councillor for Beaches, Marisa Rodríguez; all of them are currently out on bail and have now been sacked from

both the PSOE Socialist party and also from the council. As the paper hits the streets on Thursday, 17th July an Extraordinary Session of the Estepona Town Council is scheduled to sit to elect a new Mayor, with the socialist town planning councillor, Rafael Duarte, being tipped for the job, but he too has also been called by the judge to answer possible charges of bribery and perversion of the course of justice, and unconfirmed reports have indicated that this session will quite likely have to be cancelled until the candidates

are cleared of suspicion. Meanwhile the Partido Popular opposition in the town continue to demand that the Town Hall now be dissolved and new local elections be held, but for now the ex Mayor has been replaced by the candidate who was number 12 on the Socialist list at the municipal elections, Sergio López. In a final twist it would appear that Rafael Montesinos has also stood down until he has had an opportunity to remove any doubt of his innocence of any involvement in matters under investigation.

IX International Week of Fantasy and Horror Cinema The dates have been confirmed for this year’s Estepona Fantasy and Horror Film Festival which will be held from Monday, 1st to Saturday, 6th September. Now in its ninth year this prestigious festival brings together the top names in this genre of the film industry to show off their latest works, some of which have their international premieres at the festival. Last year awards were presented to actors Christopher Lee and Michael Pare, as well as to directors and writers such as Stuart Gordon and Uwe Boll. The Festival has a number of different activities including nightly screenings of films in their original language, a cinema shorts competition, exhibitions and lectures, which are broken down into a number of sections: Awards Section;

Official Section; Days of the Full Moon; Commemorative Publications; and Parallel Activities. The Festival also has a different theme each year, with ‘The Myth of the Mummy” being this year’s. One of the highlights of this year’s festival will be the award of the Special Jury Prize to composer Fernando Velazquez for his film scores including “The Orphanage”, “Escalofrio” and “The Backwoods”. The Malaga Symphony Orchestra will be performing a selection of music from the composer’s works at the closing ceremony on the Saturday. Entry to all these events and screenings is free of charge so look out for next month’s copy of The Resident for full details and programme of events.

Police catch gang of burglars Police last month detained a group of six people believed to be the gang responsible for a spate of burglaries in the Manilva and Estepona area. The gang, ranging in age from 21 to 40 and including 4 Albanians, a Bulgarian and a Rumanian, are thought to have carried out at least 10 burglaries, targeting luxury homes in the early hours of the morning and gassing the occupants to render them unconscious whilst they looted the house and stole valuables and cars. The gang were apprehended after an investigation by police, codenamed Operacion “Green”, culminated in offices raiding two houses and recovering 5 luxury cars, along with jewellery, cameras and cash.

It took time for Estepona to start afresh but life eventually returned to semi-normal. Some of the things we take for granted were few and far between back in those days, for instance the telephone number at the local bodega was Estepona 29; a transport agent Estepona 12 and a rice merchant Estepona 2! Some of the streets have not changed at all during those passing years, not even the names, however, Calle Real, known by all who live in Estepona used to be Calle Generalisimo Franco and was the main commercial street in the town. Few of the original shopfronts remain today though up until a few years ago “GIL”, the barbershop in Calle Real had remained unchanged since the 1940s. The Casa de la Cultura in Plaza de las Flores, which was then known as Plaza José Antonio, was formerly the Hospital de Caridad, and besides treating the

townsfolk was where the soldiers injured in the Civil War were brought. Plaza del Reloj, at the side of the Town Hall, was originally a pleasant garden of trees and shrubs and was surrounded by small cottages. This is where the Municipal Band of Music delight us during the summer months with their concerts. Many holidays were celebrated during the 40s as well as the numerous religious holidays. The 1st April was “Victory Day”; 20th November was the “Day of Sorrow”; the 2nd May celebrated the “Start of the War of Independence”; 1st October was “Fiesta del Caudillo”, as General Franco was known then; the 14th January celebrated the “Liberation of Estepona” and of course the usual ferias and fiestas. Estepona is one of the few towns with not just one but two Patron Saints - being San Isidro, the patron saint of farmers, who is celebrated on the 15th May, and the Virgen del Carmen, the patron saint of fishermen, who is celebrated on the 16th July.

Estepona’s hospital bus service Estepona Town Hall operates a free bus service between the town and the Marbella’s Costa del Sol Hospital. The trip takes 25 minutes and there are 4 departures each day The timetable commences from the Policia Local station in Seghers, Estepona with services at 7.20 am, 11 am, 1.30 pm and now 4.30 pm, with return services from the Hospital at 9.00 am, 12 noon, 2.30 pm and now 6 pm. The service has stops at the entrance to Estepona Port; Avenida de España, opposite the bus station; Barriada San Isidro, next to the pharmacy; Avenida

de Andalucía, opposite Mercadona; next to the pharmacy in the La Portada area; La Cancelada and Isdabe. Those wishing to avail themselves of this free service must be registered on the Estepona Padron, and need to be issued with a pass by the delegación de Participación Ciudadana situated in the Plaza Blas Infante next to the Town Hall. telephone 952 80 72 81 or 952 80 72 86. You must have details of your hospital appointment along with your ID or passport number. If seats are available the service can also be used by people wishing to visit relatives in hospital.

Places to visit in Estepona I have often heard people say “Oh, there’s nothing to do in Estepona!” There is plenty to do, but you must go out of your way a little bit and you will discover plenty of opportunities to keep you from being bored and I think you too will be quite surprised at what Estepona has to offer! You don’t have to be an “aficionado” of bullfighting to visit the bullring or Plaza de Toros in Estepona. here you will find four museums all under one roof and each one more interesting than the other. At the Museum of Bullfighting you can view many photographs of the famous bullfighters, who also donated some of the spectacular “suits of lights”. There is also a large collection of interesting posters. The Museum of Archaeology houses a record of Estepona’s ancient history dating back through the ages to the Phoenicians, Romans, the Arabs and Christians. The next is that of Palaeontology which contains some of the most important fossil finds to come from the marine beds of the Mediterranean. This museum enables

the visitor to admire the beauty of these fossils on show, many of which are over 5 million years old. The Maritime and Country Museum contains twelve exhibition halls covering different eras tha show life in Estepona throughout the past few centuries. Some of the displays cover bee-keeping; crop harvesting: livestock; the forge; fishing and many more. There is also a room displaying miniatures containing handmade scale models of tools and ploughing equipment. The Marine Room contains various items including three models of passenger ships together with a binnacle and command bridge. There are also several very interesting paintings of boats, etc. Besides the museums there are a number of markets in or near Estepona, along with many fine sports facilities and of course the Escuela de Arte Equestre Estepona’s magnificent riding school. And of course not forgetting the Selwo Nature Park, but more about these in future issues.

Tourism makes final Tourism employment preparations for Tourist Day programme Seven youngsters from Estepona have secured employment thanks to the Tourism Department’s “Tourism Preparation” programme, begun some months ago. In total, around 50 people have benefitted from this practical programme which prepares people for work in this key industry. According to feedback from those in charge of the programme, most of the participants have been around 16 years of age, but there has also been a lot of interest from women re-entering the workplace after bringing up a family, and also from university students looking for practical skills and work experience. The activities of the “Day of the Tourist” receive a great reception by both visitors and locals alike.

As in previous years Estepona’s Tourism Department has organised a programme of activities to celebrate the “Day of the Tourist”, which will take place on Sunday, 3rd August. Among the activities will be the presentation of flowers to visitors which will be handed out through the streets of Estepona by this year’s Feria Queens and their attendants. This will take place between 11 am and noon. During the morning there will also be an opportunity for visitors to enjoy a guided visit to the local museums as well as the Corominos prehistoric burial site interpretation centre. Visitors can also take advantage of the special price available on this day for the dolphin trips which depart from Blue Dolphin Beach Bar during the day. New this year is the inclusion in the programme of a special deal for visitors to Selwo Nature Park where you can enjoy the magnificent experience of an

African safari with over 2000 animals to see. 2 can enter for the price of 1 when you present the Tourist Day Leaflet at the ticket office on the day. And finally to round off the day there will be a Grand Night of Flamenco on the Playa de la Rada beach, which will commence at 8.30 pm, and includes performances by the Municipal Dance Academy under Eva Alarcón, the young singer Ana Mena, the Isabel Ortega Dance Academy, the grand magician Luigi, the Municipal Ballroom Dance Academy directed by Marivi Rodriguez, the singer Ana Cintrana and Ana Fragas accompanied by Francisco Javier Jimeno on guitar and Chico Fargas on percussion. Rafael Montesinos, the Councillor for Tourism, hopes that “those tourists who visit Estepona will enjoy the town as much as the local residents do, and that they will take home with them a pleasant memory of the municipality”.

Acting Mayor request recalculation of valores catastrales Rafael Montesinos, in his capacity as Acting Mayor of Estepona, has submitted a document to the Regional Governments Economic Administration Department, disputing the 2007 Valores Catastrales valuations of property in the municipality on which the IBI council tax is payable, and has called for the figures to be annulled and new calculations made. In the document, dated 9th July, 2008, Montesinos has declared that the valuations do not reflect a realistic figure given the market conditions at the time and has provided ten case studies which

illustrate this fact, and show an over valuation of the properties. The valor catastral which is the official valuation for tax purposes is generally 50% of market value and in Estepona IBI is charged at 1.6% of this valuation. Montesinos has said that they should re-calculate their figures to take into account the downturn in property prices. Similar issues face businesses on the town’s industrial estate, and the acting mayor has demanded to know what formula they have applied to arrive at the figures issued.

Deep Purple in concert Rock band Deep Purple will be performing live at the Estepona Bull Ring on Wednesday, 11th September. The concert has been brought to us by veteran promoters Awesome Events, who have been responsible for bringing a number of top acts to the Coast over the years. The Buying process - getting nearer! Independent property consultant Felix Joseph takes us step-by-step through the process of buying a property in Spain. Still buying our Spanish property but don’t give up yet. Like all good things just when you think you can’t go on, a light will appear at the end of the tunnel. Well we’ve been buying this Spanish Property for so long that I can barely remember all of the things we’ve had to do to get this far. Finally everything is in place, all present and correct you will be waiting for a final contract of sale (Escritura) to be drawn up ready for signing at the Notary. This is the official sale contract representing your purchase, the price paid and what is included in the sale. At the time this is being prepared your lawyer should have also confirmed that there are no outstanding debts set against the property, such as unpaid local authority taxes, mortgages, 2nd charges, tenants in situ, etc. They must have full licences of 1st occupation, proof of access to utilities, etc. They will also have to show that any building or renovation work conducted since the last purchase is legal and has been registered. Watch this one in particular when buying Fincas or your bargain purchase could turn in to a net loss once the fine for the illegal build has been levied on you. Don’t hold me to the chronology of the legal process; working out what lawyers of any nationality do is about as scientific as my view of the UK valuation process. This brings us neatly on to ‘Black Money’. As phrases go, not very politically correct and as business goes not very smart. This is the old process of the seller asking you to agree to put a lower price of sale in the legal documentation at the land registry than you have privately agreed and paying the difference to the seller in cash and off the books. Great for the seller as it allows him to reduce his capital gains liability. Great for the buyer as it allows them to reduce their IVA/ VAT liability. Well, err, no, not really, as this practise means that when you, the buyer, come to sell your property you will have to find someone willing to do the same thing you did and allow you to under declare your property and pay it forward. If you can not find a buyer to do this you will be lumped with a huge capital gains bill reflecting the difference between the under declared price you registered when you bought it and the full true value registered when you sold it. Multiplied by the capital gains in the assets growth over the period of time you owned it you are almost guaranteed

to pay much more in capital gains tax than you saved in IVA. Bad move don’t do it. These types of practices along with many other outdated and archaic business techniques including paying of reservations to secure a property, the requirement of deposits and in some cases buying costs when buying properties have been championed by some of the larger estate agents on the Costa over the last ten years and sold as not only the norm but they only process available. These companies acquired a large number of clients through mass marketing and free information flights and trawled them through this system like cattle to the abattoir (The opportunity of a free holiday for you, the opportunity to kidnap you for 3 days and brainwash you into buying something with a large commission in it for them). I have attempted to outline the process as it has been operated throughout the Costa over the last decade to enable those in the process or about to enter the process to have a clear understanding of what is going on. Much of this process is wholly unnecessary and regardless of what many of the larger agents would have you believe not required by any legal or business ethic. We have conducted a number of successful property deals which do not require a holding reservation or the payment of a deposit, all of which have completed legally and without any additional complications. The benefits of our process are the security to the client that regardless of the outcome of the transaction they do not stand to lose any money. This is opposed to the way other agencies have stacked the cards to ensure a share of the clients hard earned (reservation fees or deposits paid) regardless of the deal completing or not, and most unfairly, regardless of the lack of completion being the client’s fault or not. Notary dates. Well what can I say; you were a smart investor and got all of your ducks in a row before you began the hunting process. The notary date is basically when all of the other people in the process get up to speed with you. They’ve crossed their “Tays” and dotted their “EEEs”, everything is in order so they set a time to meet up in front of the public notary to sign the escritura and get the deal done. This will usually require attendance by you, the mortgage broker, the sales agent, solicitor, a representative from the lending bank, a representative from the seller’s bank if they have an existing loan and of course a member of the public notary. These are

all very busy people so once they have set their diaries and synchronised their watches please make sure that you can attend. If you are worried that you will be unable to attend or if you for some strange reason do not relish the idea of sitting in a sweaty office in 40 degrees for four hours surrounded by busy suits, you can sign a power of attorney with your solicitor allowing them to sign for the property on your behalf. But whether you make it to the notary or not please make sure whether you got your ducks in a row pre house hunt or not that you got your NIE certificate. If you get to notary day without it you will not be the first, but the sale will not be allowed to proceed and all the eyelash fluttering and ignorance pleading in the world won’t help you. If you have a good book you want to read or just enjoy long stays in hot sweaty cramped offices you will emerge from the notary triumphant. You have just bought your Spanish property. Congratulations you made it. I hope you got a great deal as I’m sure it was a great deal of work to get to that point. The keys to your home clutched within your hands and land registry certificate at the ready, go find yourself a pleasant bar and have yourself a nice soothing well deserved drink, you have finally reached completion. Or so you think? Well it’s finally August next month so like much of Spain and almost everyone in the banking sector I will be taking a long well deserved break. Um, well that’s if my editor lets me (working for the British in Spain huh, paid in pesos, UK office hours and not a siesta in sight), if my negotiation skills fail me I will see you here same time same place. Land requisitioned for water plant expansion The Mancomunidad de Municipios de la Costa del Sol Occidental, the body representing the 11 municipalities on the western Malaga seaboard, recently confirmed the compulsory purchase of land adjoining the Guadalmansa water treatment plant to allow for a major expansion project. The four owners of the plots affected have submitted appeals against the decision but these have been rejected on the grounds that the project, under the control of the Junta de Andalucia’s Environment Agency, would be unviable without this land. The regional government’s valuation commission will decide on the compensation to be made to the owners. The works which have a budget of 30 million euros will not only deal with water treatment for the municipalities of Estepona, Manilva and Casares but will also provide recycled water for the area’s golf courses.

Manilva to receive funding under the Plan Qualifica programme The Mayoress of Manilva, Antonia Muñoz, was one of the signatories, along with representatives from other municipalities on the Costa del Sol, to the agreement with the Junta de Andalucia for the funding of a mumber of projects under the Plan Qualifica development programme. Under this programme Manilva will collaborate on a scheme to remodel and renovate Manilva’s old town, a project with a budget of some 900,000 euros of which 80% will be funded under the Junta’s scheme. In total around 11 million euros is being invested in a number of projects with the aim of improving tourism infrastructure and leisure facilities.

Social Services Centre in Manilva

What are heat Resident in Spain and exhaustion and travelling in Europe this heatstroke? Heat exhaustion occurs when the body cannot lose heat fast enough. If not treated quickly, it can lead to heatstroke which is a much more dangerous condition. The signs of heat exhaustion include: dizziness, rapid heartbeat, nausea, headache, low blood pressure, tiredness, confusion, appetite loss, and general discomfort. Sometimes, heat exhaustion can also result in hallucinations and vomiting. The symptoms often occur suddenly after excessive sweating and not drinking enough. If someone has the signs of heat exhaustion: Move out of the sun to a cool, shady spot or air-conditioned room, lay the person down on their back and elevate their feet slightly, loosen or remove clothing, get the person to drink cold water (not iced), and monitor closely and if they show signs of confusion or fainting, or if they have a fever, get medical assistance. Heat exhaustion can lead to heatstroke. Heatstroke occurs when the body’s normal cooling system ceases to function. If left untreated, a person with heatstroke can slip into a coma and die. Signs of heatstroke include: Elevated temperature, hot, dry skin (not sweaty), rapid heartbeat, increased or lowered blood pressure, confusion and restlessness, headache, and unconsciousness. Anyone can get heatstroke but the elderly are particularly at risk. Fainting is often the first sign of heatstroke in older people. Other groups at risk are those who are obese, and those born with an impaired ability to sweat. If you suspect heatstroke: Move out of the sun to a cool, shady spot or air-conditioned room, cool the person by covering them with damp sheets or spraying with water, cool the person using a fan, and call the emergency services or take the person to hospital immediately where their core body temperature will be lowered to a safe level. The seriousness of heatstroke should not be underestimated. You can die from the condition as a result of heart failure, kidney failure or brain damage caused by excess body heat. It’s therefore crucial that medical assistance is sought immediately.

Don’t forget to apply for your European Health Card Since the 1st of June 2004 Form E-111 and E-128 needed for temporary periods of stay in Europe were replaced with the European Health Card known here in Spain as the ‘Tarjeta Sanitaria Europea (TSE)’. Anyone resident in Spain and planning to pay a short visit to the folks elsewhere in Europe to escape the hotter summer months here, will need to apply in person for a European Health Card at their local health centre or nearest National Social Security Institute Information centre (CAISS), to take with them to cover any occasional health care they may need while away, and that includes visiting their country of origin. According to information currently available, this card will be issued while you wait following the provision of correct identification. In the case of the holder’s dependent family members, the P-1 form listing these family members must also be presented. This card is individual and certificates the right of its holder to receive necessary health care from a medical point of view, during a temporary stay in any of the member countries of the European Union, and the European Free Trade Association (Iceland, Liechtenstein, Norway & Switzerland), including their own country of origin, dependent on the nature of the care and the anticipated duration of the stay. The European Health Card is not valid if used to move to another area of the European Union for specific medical treatment. If anyone has not been able

to obtain the European Health Card, they can ask for a ‘Certificado Provisional Sustitutorio (CPS)’ which translates to a ‘Provisional Replacement Certificate’, online through the Virtual Office of the Social Security Department. This certificate is individual and credits the right of its holder to receive health benefits with the same conditions as the ‘Tarjeta Sanitaria Europea (TSE)’ from the commencement date to the inclusive end date of its period of validity. This service is available to the holder of the Social Security card only. Dependent family members travelling with the holder will have to go to their nearest National Social Security Institute Information centre to arrange their certificate. Oh Give Me A Home! Dr Ronald Rosenfeld D.V.M

Every year about 100,000 dogs and 200,000 cats are abandoned here in Spain. Every summer, with its giving way to autumn, brings on the neglect and the slaughter. Ten thousand are victims of automobiles, which may cause as many as 3,000 traffic accidents and over 1,000 personal injuries as a result. Over half of these victims are created in summertime. These little cute, fluffy, playful puppies or kittens grow up and as adults their needs and attitudes change, requiring more attention. This is just one of the justifications, (if you need one) to visit one of the local animal protection societies when looking for a pet, and adopt from any number of their many orphaned or abandoned animals. It also affords you the opportunity to reflect on your motives in acquiring a new family member before buying one from a pet shop or a breeder. If you have been feeding a stray that has adopted you while on vacation here or have some feral pets that you have been looking after, please think twice before abandoning them, in some cases, again. If you feel saddened by this seemingly neglected feral feline population, rather than just putting some scraps or proper food out, properly adopt one or two, or convince your community to adopt some. To have them properly cared for, including worming, flea and

tick treatments, vaccinations, micro-chipping and spaying or neutering. They will help to contain the unwanted rodent population, rats and mice, as well as, by their presence, the arrival of new unwanted strays, being territorial animals as they are. Please think twice and don’t feel by feeding you are helping them in the short term when really in the long term it is prejudicial to their well being - remember how many kittens destined to become cats develop in a few years from just one breeding pair! Visitors and or holidaymakers come out for a month or less and see these cats coming around to the place they are renting and they start to feed them. These animals then start to come around regularly and they continue to feed them until that date arrives that they have to return from whence they came and the cats are, in the best (sic) of cases, abandoned again or the worst case scenario, which as has happened, that they take this more or less healthy animal to a veterinarian to be killed, not euthanized which is the painless taking of a life of a terminally ill or dying animal, as they are no longer going to be around to feed it! Why did they not think about this before they started to feed the animal(s) in question? There are now healthier unwanted cats about that are more prone to breed. This reproduction cycle when left un-checked, may in only five to ten years, from just one pair of cats having only 2

litters a year of just 3-4 kittens per litter, produce hundreds of thousands to millions of cats, if not more! When they are just left/abandoned the next renter may not feel the same about feeding said cat(s), may be allergic, or there may not be anyone occupying said property for some time in which case the cat(s) may go to a neighbour that is unsympathetic. There are unsympathetic responses to this over abundant feline population. The community may call an agency out to round up the strays for their culling. This often leads to cases of mistaken identities where animals with families are collected and confused as strays are caught and may be killed! Another even more desperate solution has been reported. In many cases the presence of unwanted cats leads to the illegal placement of poisonous substances in an attempt to reduce the feral feline population. This indiscriminate placing of poison may affect cared for pets or even children! Your stay here is over but their lives continue, please look into the possibility that one of the local protection societies may be of help in placing them into a new, more permanent home. Inform yourself as to what options are available through your local town hall to care for abandoned animals. If your reason for turning this friend out on its luck is because you have to leave the area temporarily, try to find a friend or a boarding kennel to care for your pet until you return and are able to be reunited.

The regional government has issued a reminder that since the 22nd of June it is prohibited to light fires of any kind in the countryside. This law is brought in every year and is designed to reduce the risk of wildfires which are common during the summer months and covers: The burning of natural vegetation. The burning of waste from agricultural or forestry

operations. Barbecues, campfires, etc. This also applies to areas designated for recreational purposes and roadside rest stops and campsites. Vehicles are also prohibited from forest tracks, dry river beds and bridle paths. These restrictions will remain in place until 19th October, 2008.

Andalucia expands its bilingual education facilities The regional government’s education department plans to open a further 115 bilingual eduation centres this coming academic year, making a total of 518, up from 403 already in existence, benefiting 400,000 students across Andalucia. Garlic Bites By Valerie Collins and Theresa O’Shea This month we continue our regular feature on the uncharted ocean of unwritten laws, linguistic minefields and mysterious quirks that defines the Spanish and their language. Where is everyone at ten o’clock in the morning? Why will you pay more for an ático than a regular flat? What should you do when asked for your “second surname”? To find the answers to these questions you need to be In The Garlic - en el ajo - in the know. Santo (1) Though Spain is officially a secular state, and most Spaniards would qualify as lapsed Catholics, saints and their feast days are still woven into the social fabric in a curious blend of religious, secular and even pagan ritual. Every town and village, every social group and profession has its patron saint, which can cause havoc. Like March 3, Sant Medir in Barcelona’s Gràcia neighbourhood, the day a friend of Valerie’s almost had her baby in the car. At 8am the city is shaken by 24 cannon shots (the Catalans are nothing if not punctual), and then horsemen and brass bands parade through the streets, throwing tons of boiled sweets and leaving piles of steaming horse poo. Also expect traffic jams in even the sleepiest mountain villages on July 25, St Christopher’s day, patron saint of travellers, when local priests bless all vehicles (and that includes tractors) passing through. Santo (2) And if these endless festivities aren’t enough, you can also celebrate your very own santo, that is the feast day of the saint after whom you are named, which can be as important as your birthday. Never forget to wish your Spanish friends and relatives ‘feliz santo’ on their saint’s day. Which, if it’s San José or Santa Ana, can be a sizeable undertaking. A co-worker’s santo, though, is always a good excuse for knocking off early to the bar.

On Wednesday 9 July Club Charity and Pleasure of El Paraiso held its last coffee morning before breaking up for the summer, and was the venue for a raffle and auction in support of the Cudeca Hospice which is facing a serious shortfall in the funding of its in-patient unit. CAP, one of a number of local clubs and associations, has been busily selling raffle tickets to support this cause, and the prizes were drawn at the El Paraiso Country Club by Cudeca President, Joan Hunt OBE, followed by the auction. All items were donated by local

shops, restaurants, businesses and individuals - many from Gibraltar. In total €5,717 was raised, and Joan Hunt received the cheque from CAP President Bob Read before enjoying lunch with club members at the Country Club restaurant. Dear Editor, My wife and I are permanent residents of Manilva. We do not agree with Mr Waddingham’s opinion regarding the International Weekend and strongly support the terrific work that Chris Olsen and Beli do in running the Manilva Foreign Residents department. Their help and assistance has been beneficial to many people who have called to seek their assistance especially to those who are new to the area and seek help and advice. I find it quite extraordinary that people who are obviously giving help and assistance to people sometimes not necessarily ex-pats can be criticised for doing such a worthy job. Let us give credit where credit is due and give a pat on the back for both Chris and Beli for the great information that they supply. Long may it continue. Anna and Keith Snow Dear Sir, It is well known that the administration elected to govern Manilva in May, 2007, discovered that the Town Hall (Ayuntamiento) had no money with which to pay the town Hall staff. The questions have no doubt been asked. Where had it gone? Was it it spent, and on what? Where are the receipts and have they, if they existed, been examined for bona fides? What authority was there for leaving the Treasury empty knowing that the incoming Council would need to have funds to pay the Town Hall employees and, in addition, it would be necessary to make job cuts on a large scale. Does all the above amount to operating, by the per-May 2007 administration, in a fraudulent manner knowingly or not. And if not knowingly, were they asleep? Has a case been made for the prosecution for misuse of public funds? There seems to exist a case of criminal irresponsibility or at best of gross negligence. The new administration of Mayor Antonia Muñoz had to negotiate loans and deferred payment on numerous debts and at great speed and commitment just in order not to risk impeachment. A little investigative journalism would have brought to light these matters in the interests of all the residents of Manilva and Casares in order to counter the misinformation and rumour being put aroung by the ill-informed and/or the ill-intentioned. A recent example of which has come to light regarding the reduced commitment to the Foreigners’ Week (Semana de los Extranjeros) this year. In the past, Foreigners’ Week has been quite lavishly treated by the Manilva Town Hall. No doubt funds were spent on Foreigners’ week way in excess proportionately for the ration of foreigners to native Spanish residents whose taxes have both been spent on this event. And lovely as it was, it was unfair to the Spanish residents particularly as the whole week’s activities took place in Puerto de la Duquesa and the Castle in El Castillo. It has been known that a change of venue to Sabinillas was a future move in order to equalise the opportunity for visitors from all of Manilva and good number from Casares as on previous occasions. After all the economy of Duquesa had benefitted greatly. In view of the shortage of funds this year, it would have been irresponsible and unfair to have tried to spend such amounts in such an economically difficult time. John Avis Marina de Casares Dear Sir, I realise that in “Gardeners’ World” I would be shot at dawn for what I am about to say, so therefore I’m taking this chance. We bought a very expensive Goldcrest topiary tree which was in the centre of our lawn and of which we were very proud. However, for whatever reason it decided to give up the ghost, no matter how much I tried to save it, so the idea came that I would use spray paint of the appropriate colour which gave it immediate restoration and I was able to place it back into its position. From dismay it turned into a triumph. Now I suggest that this tip could be useful to other budding gardeners like myself. Don’t quote me! The added bonus is no more watering. Frank Stacey Casares

The European Tax & Savings Directive – Changes What is the European Union Savings Tax Directive? It is an agreement between the Member States of the European Union (EU) to Exchange Information about customers who earn savings income in one EU Member State but live in another. It came into effect in July 2005 Some jurisdictions that are not part of the EU are voluntarily putting into place the same or equivalent measures. These include Switzerland, Jersey, Guernsey and the Isle of Man. A different agreement exists between Gibraltar and the United Kingdom (UK). What happens if I live in an EU Member State and earn interest from a deposit or savings account held in Gibraltar? Your Bank/Building society will send the Gibraltar tax authority information about your identity and residence, the amount of interest you have earned, and the period it relates to. This information will then be passed to your tax authority who may compare this with your domestic tax return.

Which countries & territories are affected? Information about you and the interest earned on your accounts will be passed to your local tax authority if you live in the following countries - This is known as exchange of information. Spain, Ireland, France, Germany, Netherlands, Belgium, Italy, Luxembourg, Portugal, Latvia, Greece, Austria, Bulgaria, Finland, Denmark, Republic of Cyprus, Czech Republic, Estonia, Hungary, Lithuania, Malta, Poland, Slovakia, Slovenia, Romania. Member states can elect to implement 2 different options Option 1 Withholding tax Option 2 Exchange Information

Option 1 What is the withholding tax option and how will it work? Under the withholding tax option, banks and other paying agents will automatically deduct tax from interest and other savings income earned and pass it to their local tax authority, indicating how

much of the total amount relates to customers in each Member State. The local tax authority will then keep 25% of the total amount collected and remit 75% to the various tax authorities within the Member States. The receiving Member State receives a bulk payment but does not receive personal details in respect of individual customers. The rate of withholding tax will be 15% from 1st July 2005, 20% from 1st July 2008 rising to 35% from 1st July 2011. Option 2 What is the automatic exchange of information option and how will it work? If a customer chooses the exchange of information option instead of withholding tax, details of the customer’s identity and residence, their paying agent, the level of savings income received and the period to which it relates will be reported to the local tax authority in the country which the account is held and then forwarded to the tax authority of the country in which the customer is resident.

Please note that Spanish compliant portfolio bonds are exempt from this tax Spanish Compliant Portfolio Bonds As the Portfolio Bond qualifies as a life Insurance product under Spanish law, it will be treated differently to other investments. The product will benefit from ‘gross roll up’ meaning you will have no liability to tax on profits within the policy until you take profit ( i.e make an encashment ). When you do, only the profit element of the withdrawal is taxed, and this is at a flat rate of 18%, regardless of your marginal rate in Spain. On a medium to long term basis this offers you the ability to manage your investments in a very tax efficient manner, as the net effect is quite surprising and the effective rate of tax is less than 9% over a twenty year period. Inheritance Tax Treatment Inheritance Tax in Spain is payable by the persons who receive benefit from an estate, and is a complicated matter in its own right. If the rights

of the policy are received by a resident of Spain, then that individual will be liable to pay Inheritance Tax in accordance with the regions local laws. In certain circumstances, if you have nominated beneficiaries who are not tax resident within Spain, they may not be liable to tax within Spain on the received amount. Presentation by the Business Support Centre

ACEMCE round table

ACEMCE recently hosted a presentation by the Marbella Business Support Centre (CADE), part of the Junta de Andalucia’s Ministry of Science, Innovation and Business. The presentation covered the work of both the Ministry and the Business Support Centre, particularly in the area of investment and the centre’s facilities for entrepreneurs and new ventures. The seminar was held at Restaurante Il Vigneto, and was attended by around 30 members and guests, including Manilva’s Councillor for Finance, Diego Diez, and the Manilva Foundation for Social Development (FUNMADES) represented by the director. Representatives of the Junta de Andalucia’s Council for Innovation, Science and Enterprise, informed Acemce members about the support available for innovative and entrepreneurial projects. This support takes a number of forms, one of the most proactive is the Fundación Red Andalucía Emprende (FRAE) which is a non profit making organisation dedicated to supporting the economic activity in the Community of Andalucia, whose objectives are centred around the promotion of entrepreneurial culture and the creation and consolidation of enterprises in such areas as: Aerospace, Biotechnology, Mechanics, Culture, IT and Communications, Energy, Mining, and Minorities. Created in 1999, the Foundation achieves its objectives through a network of Support Centres for Enterprise Development (CADEs) the nearest of which is in Marbella.

The business association ACEMCE will be holding a ‘round table’ meeting for all its members next week, when there will be an opportunity to put forward ideas and suggestions for the attention of the committee. It is hoped that these will become a regular event along with the networking breakfasts, the first of which was held earlier this month at Cafeteria Miel on the Paseo Maritimo in Sabinillas. The ‘round table’ will be held at the Restaurante Bar Trebol on the corner of Calle Miguel Delibes and Plaza Hermanos Machado in Sabinillas. Marbella Business Support Centre As part of the FRAE the Marbella Business Support Centre (BSC), in Avda Ricardo Soriano, is an instrument for the promotion and support of entrepreneur and investor activity on the Costa del Sol. This is does in four main ways - technical advice service for investors; encouragement and facilitation services for

businesses looking to set up or expand in strategic sectors in Andalucia; support for entrepreneurs; and promotion of Andalucia as a good investment prospect. In this way the Business Support Centre offers entrepreneurs individual attention and advice about business ideas, administrative processes and red tape, technical advice and assistance with putting together business plans, product development and testing, as well as financing and project management. The Business Support Centre also offers a ‘pre-incubation’ service which allows the use of its facilities free for up to 6 months by entrepreneurs with innovative or technology based ideas. This provides technical assistance and advice to create a solid base for the embryo business. BSC Marbella, being at the

centre of a large international community, is well placed to attract both national and international investment with which to support new projects, furthermore all BSC Marbella’s services are available in both Spanish and English to attract the Costa del Sol’s foreign entrepreneurs. Invercaria Working hand-in-hand with the network of business support centres is Invercaria, also under the umbrella of the Junta’s Innovation, Science and Enterprise Council, this is Spain’s first public venture capital company specifically aimed at providing funding

for start-ups and expansions, particularly for projects with high technological and innovative content. Invercaria has some 24 million euros of public money at its disposal for investments and loans in projects which fulfil the criteria laid down by the Innovation, Science and Enterprise Council. Aims Unlike other regions and countries in Europe, Andalucia’s universities come under the Innovation, Science and Enterprise Council rather than the education department, and these along with the many technology parks, business support centres, and training centres, provide a rich environment for new ideas and technology, which we have already witnessed in advances in such areas as renewable energy and IT and communications. The ultimate aim is to create an entrepreneurial culture, international cooperation, competitive cooperation between companies, and a knowledge based society not solely reliant on construction and tourism. Spanish diesel is the most expensive in Europe before tax As commented on in last month’s editorial, reports in the Spanish press have come out that Spanish petrol stations are making more profit than others across Europe according to the latest figures which show that they are now making 26% more profit on diesel and 16% more profit on each litre of petrol. It’s what drivers have guessed for some time, but is now confirmed by the numbers from the National Energy Commission CNE, printed in the Expansion business newspaper. Diesel in Spain is now, before taxes, the most expensive in Europe.

World Matchplay Golf Championship comes to Casares

Next year Finca Cortesin Golf Club in Casares will play host to the World Matchplay Championship sponsored by Volvo. The tournament, part of the official European Tour, will be contested by 16 of the world’s top golfers and consists of 36 hole matches played in a single day. This newly named Volvo World Match Play Championship is the result of an agreement between Volvo and leading sports management company IMG and brings to the 44 year old tournament an new ‘champion’s league’ match play format with automatic entry for winners of certain major golf tournaments. A total prize money of 3.25 million euros will draw the top players from around the world to compete for this prestigious title, which will be a key component of the new European Tour ‘Race to Dubai’. The event will also continue Volvo’s involvement in

European golf after this year’s final edition of the Volvo Masters tournament at Valderrama in November. This is a great achievement for the recently opened Finca Cortesin Golf Course to secure this prestigious event which has been held at England’s world famous Wentworth course for the past 44 years. Arsenal International Soccer Festival 2008 Saturday July 26 sees the start of this year’s annual Arsenal International Soccer Festival, which is taking place at the magnificent setting of Royal Holloway College in Egham, Surrey. Once again a team from San Roque will be competing in this international competition which brings together sides from more than a dozen UK County Associations along with teams from the USA, Canada, South Africa, Italy, Spain, Egypt, Greece, Norway, Denmark, India and Indonesia. Arsenal’s Costa del Sol Soccer School will join other academies from Egypt, Greece and Indonesia, along with an Arsenal Positive Futures team, and provides yet another opportunity for the Arsenal soccer school based in San Roque to compete at international level coming just a few months after winning the Iberian Peace Trophy in a tournament competed by teams from Spain, Israel, Portugal and France. This is the 18th annual Festival which attracts around 150 teams. The Festival consists of

small sided games for the U7’s, U8’s, U9’s and U10’s, and 11-aside matches for older players, leading to trophies and medals for the Cup and Plate Winners and Runners Up. The tournament prides itself upon placing great emphasis on a very competitive but sporting environment, which is demonstrated by the award of a Fair Play Trophy in each age group. During their time at the Festival the teams will have attend the “Emirates Cup” tournament which this year will be contested by Arsenal, Real Madrid, Hamburg and Juventus.

Paul Shipwright, the tournament organiser and Arsenal’s Soccer School Franchise Manager, said: “Arsenal FC is delighted to be associated with the International Festival. Local fencing club takes bronze at Andalucian Championships Estepona’s Fencing Club “Andaluzia” competed recently in the Andalucia Fencing Championships which were held at the Mediterranean Games Stadium in Almeria. Taking part in the tournament were the top swordsmen from across the region including Almeria, Huelva, Cadiz, Seville, Granada and of course Malaga. Representing Malaga was Estepona Fencing Club member Alberto Zerrada, who achieved a first for the club by securing a Bronze Medal in this championship. Despite intense competition, the element of chivalry and fairplay, so implicit in this discipline, was always present, a factor paramount in the club’s preparation for this sport.

Despite taking bronze Alberto missed out on a higher medal by a hairsbreadth conceding 15-14 to the eventual winner Sergio Baldrés, who is ranked number one in Andalucia and is a member of the national team. This result in its first outing

at this Championship has provided the motivation to the club members, teachers and those in charge to take the step of creating a Municipal School of Fencing in Estepona and bring the noble art of fencing to a wider audience.

the ‘Common’ and sometimes even the ‘Striped’ can be watched either playing, relaxing or feeding on the plentiful bait fishes. Family sizes known as Pod’s vary from a couple of dozen to sometimes hundreds, they enjoy swimming alongside the boats and seem to be as fascinated with us as we are with them. Manilva International Beach Football Festival

Next month La Noria beach in Sabinillas plays host to the 1st Manilva International Beach Football Festival which will be held over the weekend of the 22nd, 23rd and 24th of August. The festival will be contested by teams of footballing legends from six countries, namely England, Sweden, Denmark, Holland, Spain and Gibraltar. The action will be centred on a 3,000 seater stadium which will be set up on the beach with an adjoining ‘football village’ allong the promenade with numerous stalls, hospitality and refreshment stands, etc. As well as the football there will also be a programme of fun and entertainment to make this a truly memorable event, which is being organised by Manilva Leisure SL, and EFPG Sportsguard Ltd, and headline sponsor Altraplan Luxembourg S.A. The main purpose of the festival is to raise funds for the chosen charity ‘Sun & Happiness’ who work to bring underprivileged and terminally ill children from the UK to Spain to enjoy a well deserved week in the Spanish sun. Programme This is the basic programme to which it is anticipated there will be a number of added attractions to be finalised over the coming weeks. Friday 22nd August Starting at 8.00 pm, the tented football village will be officially

Estepona Minimotos and Pit-Bike Trials

This weekend, Saturday 19th and Sunday 20th July Estepona will play host to the I Andalucian Minimoto Championships this leg of which will go towards the 2008 Andalucian Minimotos Trophy, and which has been organised by the Estepona Sports Department in conjunction with the Minimoteros Club of Estepona. The trials were postponed from their original date last May due to bad weather and will be held at the Recinto Ferial (Wednesday market site, just

off the Estepona by-pass) and it is expected that some 150 riders will take part with a large number of spectators given the rising popularity of this young sport. There are a number of categories - Alevín-beginners, Alevín, Juvenil/Cadete, Junior Gp, GP and Pit-Bikes and the programme features practice and verification from 9.00 am until 4 pm o the Saturday and competition from 9 am to 2.30 pm on the Sunday. Spectators are welcome.

Still no resolution of Estepona’s promotion Estepona’s Union Estepona Club de Futbol are still no nearer resolving their dispute with the Andalucian Football Federation over their promotion to the Spanish Third Division. Those of you who have been following the saga will recall that Estepona’s rivals for automatic promotion, CD Ronda, had been fined six points earlier on in the season for fielding an ineligible player. After a number of appeals the Football Federation whimped out and restored the points, but not before the Estepona side had gained promotion, or so they thought, on the last match of the season. With promotion ‘in the bag’ Estepona’s team went their ways to enjoy the closed season, only to find out that they now had to contest a two match play off for the second promotion spot, a task they felt at a disadvantage to undertake. A number of meetings and appeals, including a petition

to enlarge the group to accommodate the extra team, have still not led to a satisfactory outcome and we can only wait and see how this drama plays out.
