3-3: Doubt As to Procedure (Stroke Play) What’s it all about? Rule 3-3 comes in handy in stroke play when you come across a situation where you aren’t sure what you’re supposed to do and there is no rules official around to help. How does it work? After you assess the situation and you aren’t sure what to do, but before taking any further action, tell your fellow competitor you wish to play two balls under Rule 3-3. Tell him or her which ball you prefer to count if the Rules permit. Then, when you play complete the hole playing two golf balls. Afterwards, you must report the facts of the situation to the Committee before returning your scorecard. Failure to do this results in disqualification. Rule 3-3 In Action: Elise’s ball lands in a near a fence. She isn’t sure whether or not the fence is considered an immovable obstruction, since it may or may not define out of bounds. Elise tells her fellow competitor that she wishes to play two balls under Rule 3-3. The original ball will be played as it lies. The second ball will be dropped in the correct place to take relief from an immovable obstruction (Rule 242). Elise finds her nearest point Does this fence of relief from the fence and indicate out of bounds? After she completes play and before turning in her scorecard, Elise reports the facts of the situation to the Committee. where she finds that the fence did not indicate out of bounds and the ball she chose (the second ball) will count for her score. Had the fence indicated out of bounds, Elise’s original ball would have counted for her score. Why is Rule 3-3 Important? Rule 3-3 allows competitor’s in stroke play to continue a round, with minimal impact on pace of play, when doubtful situations arise and no rules official is immediately available. By using Rule 3-3 and playing two golf balls, players may also protect themselves from disqualification in a tournament. To read Rule 3-3 on the official USGA website click here.

ELITE TOUR
Philly Junior Elite Tour As our 2015 season continues we will continue to run the Philly Junior Tour as in past seasons, open to all juniors who would like to compete. However, in addition to our regularly planned season, we will also include invitation-only 2-day events.
Elite Tour Format
Registration If you are eligible to compete on the Elite Tour in 2015, please select the Elite Membership option during registration (Elite Membership is the same price as our Full Membership). Online registration for all Elite Tour events opens Monday, March 25th at 12:01 a.m. on a first-come, firstserve basis and not 3 weeks prior like most of the other events on the Philadelphia Junior Tour. The entry fee for an Elite Tour event is $125.
36-Hole Tournament
Held Over 2 Days at a Premier Facility
Day 1: Afternoon Shotgun
Day 2: Morning Tee Times, Paired Based on Scores from Round 1.

Boys 13-15 & Boys 16-18 Divisions Play From Approximately 6,500 Yards
Many factors go into determining national rankings, including size of field, strength of field, yardages, slope, course rating, etc.
Girls 13-15 & Girls 16-18 Divisions Play From Approximately 6,000 Yards We will be looking to fill our elite tournament fields with a minimum of 40 boys and 12 girls to be recognized for Performance Based Entry on the AJGA. There will be 17 nationally ranked events this season on the PJT. Juniors must compete in four Junior Golf Scoreboard (JGS) ranked tournaments in a 365 day period to establish a national ranking.

ELITE TOUR
Elite Tour Membership status can be gained by posting a target score in any regular season Philly Junior Tournament. For the 2015 season, scores posted since 1/1/12 will qualify for the Elite Tour. Please keep in mind that a qualifying score must be posted at a course that has a par 70 or higher for 18 holes. For juniors who have not met these standards already, you may qualify at any point during the 2015 calendar year for the Elite Tour, and the PJT staff can then upgrade your account to Elite Membership status. See the chart below for your division’s target scores.

Invitations to the Elite Tour are also extended to junior golfers in the top 1,000 boys or top 500 girls on the Junior Golf Scoreboard, Polo Golf, or Golfweek Rankings lists. As a primary goal of the Elite Tour is to help our juniors gain national rankings in 36-hole tournaments over two days, the 12 & Under Division is not eligible to compete. Juniors in the 12 & Under Division have the opportunity to move up to an 18-hole division—please contact us for additional playing requirements if you are interested in making this division switch.
