DRIVE, CHIP AND PUTT
PJT at the Drive, Chip and Putt National Finals For the past three years the Sunday before the start of the Master’s Tournament, Augusta National Golf Club has hosted the Finals for the Drive, Chip, and Putt tournament. Junior Golfers from 7-15 live the dream of many who have played the game and compete at one of the most historic places in golf. Two juniors who reside in the Philadelphia Section PGA, Trevor Sikorski (West Grove, PA) and Sarah Lydic (Ocean View, DE) navigated their way through the qualifying process and competed in the 2017 DCP Finals. Sarah finished third place overall in her Division. Sarah finished third in the chipping skill and tied for second in the putting skill. Trevor finished tied for sixth place overall in the Boys 7-9 Division. The highlight of his day was a second place finish in the chipping skill. In addition, Philadelphia PGA Tournament Director, Brian Schulte, was on hand to help administer the DCP Finals. Brian was a Player Chaperone Supervisor for the Boys 10-11 Division. The DCP Finals at Augusta National are an unforgettable experience for competitors and tournament administrators alike. Trevor, Hannah, and Brian all created memories that will last a lifetime. As we begin the 2017 Philadelphia Junior Tour season, please take a moment to review the Philadelphia Junior Tour Parental Code of Conduct and Spectator Policies. These policies are in place to increase the enjoyment and safety of both competitors and parents alike. Thank you for your cooperation!
Do
Be aware of the target pace of play on the Philadelphia Junior Tour is 4 hours and 30 minutes for 18 holes or 2 hours and 15 mintues for 9 holes
Be aware of the groups pace and help juniors locate their golf ball and assist in searching for lost golf balls by staying one shot ahead of the group
Walk on cart paths and in the rough of the hole being played
Provide information on public matters such as locations of hazards, yardage markers in the fairways, the location of the flagstick on a green
Silence your cell phone
Applaud successful shots and give words of encouragement
Carry food, beverages, umbrellas, golf apparel, etc. for competitors
Stay at least 50 yards away from your junior as they are playing to avoid any suspicions or accusations that advice is being given
Don’t
Give rulings on the golf course, even if you are 100% sure that it is correct, if it turns out to be wrong the player is responsible for their actions
Give advice about what club or shot to hit
Perform any action that might influence a competitors play including moving any loose impediments or obstructions
Walk on the fairways and greens
Rake bunkers and attend the flagstick
Walk with your junior and converse with them and other juniors during the round; this is to avoid anything that could be mistaken as giving advice

THE RULES OF GOLF MODERNIZATION
The Rules of Golf: Rules Modernization in 2019 On March 1, 2017 the R&A and the USGA announced a major set of changes to the Rules of Golf. The proposed changes are a result of a Rules Modernization initiative that began almost five years ago. According to the USGA website this initive had the following goals: Overall Goals. We want the Rules of Golf to:
Be more easily understood and applied by all golfers; Be more consistent, simple and fair; and Reinforce the game’s longstanding principles and character.
Specific Objectives for Revising the Substance of the Rules. We want the new Rules to:
Use concepts, procedures and outcomes that are more intuitive and easier to learn; Use a consistent approach for similar situations; Avoid unnecessary concepts and exceptions that may create “penalty traps” for the player; and Support broader objectives for the game, such as pace of play and environmental stewardship.
Specific Objectives for How the Rules are Presented. We want the revised Rules materials to:
Be written in a modern, plain style that uses more common words, shorter sentences and explanatory headings, and that ends the use of male-only references; Be easier to translate into other languages; Make greater use of visual aids such as graphics, photos and videos; Clarify the purposes and principles underlying each of the main Rules; Include a version of the Rules that is written from the player’s perspective and focuses on what the typical golfer needs to know; and Use technology to make it easier to search and review the Rules, both on and off the course.
The timeline for the proposed Rule changes are as follows:
Now through the end of August 2017 – Receive feedback and continue to evaluate the Rule changes. September 2017 to early 2018 – Finish work on the Rule changes and the draft Rule book and obtain final approval from our Rules of Golf Committees and boards. Remainder of 2018 – Complete and publish the full Rules of Golf, Player’s Edition, Handbook, Committee Procedures and other materials; facilitate the translation of these materials; finish work on a new Rules app and other means of electronic delivery; and educate golfers and officials at all levels of the game.
The new Rules are scheduled to go into effect on January 1, 2019. Until then we will continue to play with the current USGA Rules of Golf, effective 2016. Know the Rules What’s it all about? Rule 3-3 comes in handy in stroke play when you come across a situation where you aren’t sure what you’re supposed to do and there is no rules official around to help. How does it work? After you assess the situation and you aren’t sure what to do, but before taking any further action, tell your fellow competitor you wish to play two balls under Rule 3-3. Tell him or her which ball you prefer to count if the Rules permit. Then, when you play complete the hole playing two golf balls. Afterwards, you must report the facts of the situation to the Committee before returning your scorecard. Failure to do this results in disqualification. Rule 3-3 In Action: Elise’s ball lands near a fence. She isn’t sure whether or not the fence is considered an immovable obstruction, since it may or may not define out of bounds. Elise tells her fellow competitor that she wishes to play two balls under Rule 3-3. The original ball will be played as it lies. The second ball will be dropped in the correct place to take relief from an immovable obstruction (Rule 24-2). Elise finds her nearest point of relief from the fence and Does this fence drops the ball within one-club indicate out of bounds? Or is length of that point, no closer it an immovable obstruction? to the hole. Had the fence indicated out of bounds, Elise’s original ball would have counted for her score. Why is Rule 3-3 Important? Rule 3-3 allows competitor’s in stroke play to continue a round, with minimal impact on pace of play, when doubtful situations arise and no rules official is immediately available.
