Know the Rules What’s it all about? Rule 18-3 states when a players’ ball is in play, if the player, his partner or either of their caddies; lifts or moves the ball, touches it purposely (except with a club in the act of addressing the ball, causes the ball to move, or the equipment of the player or his partner cases the ball to move) the player incurs a penalty of one stroke. How does it work? If the movement of the players ball was caused by any of the following reasons mentioned above, the player will incur a penalty of one stroke. Some exceptions of this rule are; if the player is searching for a ball covered by sand or in re-creating the lie of a ball that has been altered during such a process, in the replacement of loose impediments moved in a hazard while finding or identifying a ball, in probing for a ball lying in a water hazard, in searching for a ball in an obstruction or an abnormal ground condition, in repairing a hole plug or ball mark, in measuring, in lifting a ball under a rule, in placing or replacing a ball under a rule, in removing a loose impediment on a putting green, or in removing a movable obstruction. Rule 18-3 In Action: Joey and his caddie are searching for his ball in high fescue. As they are searching for the ball Joey’s caddie kicks the ball by accident. Joey’s opponent states that, “ under rule 18-3 you incur a one stroke penalty because Joey’s caddy moved the ball.” Is Joey correct when using Rule 18-3?

Does this fence define out of bounds? Or is it an immovable obstruction? Since I don’t know, I will use Rule 3-3.

Answer: No, under rule 18-3 during search for a players ball an opponent, his caddie, or his equipment moves the ball, touches it or causes it to move, there is no penalty. If the ball is moved, it must be replaced. Why is Rule 18-3 Important? Rule 18-3 defines when a penalty should be incurred when a ball at rest is moved. Many times there is no penalty when a ball at rest moves unless a player, partner, caddie, or equipment; lifts or moves the ball, touches it purposely, causes the ball to move, or causes the ball to move other than during the search. It is important to understand that during a round if a player’s ball moves, many times there is no penalty under rule 18-3.
