SLOW PLAY IS NOT THE PLAY

Slow Play Is Not The Play Pace of play is one of the biggest problems in golf today. Particularly on the professional level, slow play can make watching tournaments painful at times for fans. PGA Tour rounds regularly exceed five hours, but rarely is a penalty given out. While professional golf struggles to get a grip on slow play, Junior Golf has made significant strides to encourage steady play. All Philadelphia Junior Tour events have several staff members and Rules Officials that constantly monitor a groups pace of play. The pace of a round for a Par 72 course is set at 4 hrs. 30min. If a group is behind on the time and out of position relative to the group ahead of them, they will be notified to speed up their play. If that group continues to be out of position, a penalty may be given. Other tours have similar guidelines for pace of play. The AJGA also uses timing stations and will penalize players for slow play. The average time for a round in 2016 AJGA events was 4 hrs. 27 min. The goal is not to make players rush or play before he or she is ready. It is to teach junior golfers to be ready when it is his or her turn to play and make the round as enjoyable as possible. The USGA has taken encouraging steps to make golf faster with recently proposed rule changes. Golfers in the US Amateur are now allowed to use rangefinders, something that was not previously allowed prior to 2014. While professional golf has not yet adopted similar changes, there is a growing sentiment towards making the game faster and more enjoyable from professionals. The Philadelphia Junior Tour is committed to keeping the game enjoyable and tackling the issues of slow play.

Identifying the correct golf ball is a critical part of the game of golf and often times it is overlooked. Playing the wrong ball can be problematic for a player and the outcome can differ depending on what type of format they are playing. According to the USGA Rules of Golf, Rule 15-3 says that during match play: if a player makes a stroke at a wrong ball, he loses the hole. If the wrong ball belongs to another player, the owner of the ball must place a ball on the spot from which the wrong ball was first played. If the player and opponent exchange balls during the play of a hole, the first to make a stroke at a wrong ball loses the hole; when this cannot be determined, the hole must be played out with the balls exchanged. The consequences for stroke play are a bit different however. Rule 153 states that: if a competitor makes a stroke at a wrong ball, he incurs a penalty of two strokes. The competitor must correct his mistake by playing the correct ball or proceeding under the Rules. If the player fails to correct his mistake before making a stroke on the next teeing ground or, in the case of the last hole of the round, before he leaves the putting green, the player is disqualified. Any strokes a player makes at a wrong ball do not count towards his or her score. In both match and stroke play, there is an exception to penalizing a wrong ball. There is no penalty if a player make a stroke at a wrong ball that is moving in a water hazard. However, the mistake must be corrected by playing the correct ball.
