Soroptimist of Rio Vista plans an entertaining and unusual event for the Bass Festival. Sunday noon, October 10, the intersection of Front and Main will be laid out as a giant Bingo board, for the club’s firstever Sheep Plop. Tickets are $5.00 each, and the lucky individual in whose square a sheep, uh, plops, will win $1000. Second and third prizes are $500

and $250. There are only 1600 tickets available. People should buy multiple tickets to increase their chances of winning! They can be purchased from any Soroptimist member, from Books Rio V or during the Bass Festival at the Soroptimist Booth at corner of Front and Main! You need not be present to win. Three sheep have

Delta Farmers Market’s Opening a Success

The Delta Farmers Market had a huge opening on October 1st. Over 300 people attended the Ribbon Cutting. As of Saturday afternoon of 2000 people had come by. They are open 7 days a week, stop in and do some shopping.

LETTER TO THE EDITOR, CITY COUNCIL AND MANAGER The City Manager got the City Council to approve his approval of a construction contract under $125,000 without Council oversight. Now comes Bids for repair or remodel the restrooms at the launch ramp. The low Bid was $99,000.00 and the City Manager has taken it upon himself to revise the Bid total to $124,000.00. He stated this in the public meeting of September 16, 2010, saying that he found some math errors. This is illegal! In checking bids for conformance to the Engineer’s Scope of Work; no changes to the bidder’s scope of work or the amount of the bid may be altered. If the bid is not complete or contains errors, it should be thrown out. It was inferred that staff opened the bids without the public in attendance. I did not see any notice of the bid opening; as I watch for them and try to be there. There is only one reason that I can think of where an official adds $25,000.00 to the low bid. It brings to mind the City of Bell’s

foolishness. We now have another example of the City Manager’s dislike of the Senior Center and the seniors who attend various functions and the Meals on Wheels Program. Last Thursday afternoon the air conditioner quit working. I called it in to the city Public Works Dept. and they finally sent out Dan from Rio Vista Air on Monday morning, who determined that the compressor was burnt out and he believed that it was under warrantee. It turns out that the unit was replaced in 2004 with a 10 year warrantee. In 2007 the compressor burnt out and was replaced under the warrantee, only this time with a compressor that only had a one year warrantee. What’s with that? The compressor should’ve had a warrantee, at least to the end of the original 10 year term. Dan was going to try to get the company to honor the original warrantee; if not successful, it would cost about $1,300.00. The City Manager decided to delay the repairs and instructed Public Works to go out for three more bids. As of

this Friday afternoon, 101-10, Dan’s bid is still low and only one additional bid has been received and it is $2,000.00. How unprofessional! Shopping for bids after they have received a fair quote is not only a slap in the face to Dan, who came out and spent time and money to diagnose the problem and research the warrantee issue, but delays the repairs unreasonably. During this hot spell this week, I had several seniors in distress at lunch and during card games. I put out all the fans that I had, kept the doors open, and we got through it. I am glad we didn’t have any heatstroke cases, as I watched everyone very closely. Screwing around getting more bids and delaying the replacement is just plain criminal. Mr. City Manager, forget your dislike of me, and authorize Dan to replace the compressor now, so our seniors do not have to suffer another week or two without air conditioning. I am sure that you wouldn’t go out for bids if the air conditioning wasn’t working in your office. Steve Lamb

Postmaster Sworn In

Veronica “Roni” Peters was sworn in as the Rio Vista Postmaster on September 16, 2010. Peter’s started as a carrier in Richmond in 1984 and then moved to Pittsburg. She served as a Supervisor in Walnut Creek and Alameda and an Acting Manager at the Elmwood Station in Berkeley. In Rio Vista is has 13 employees under her and is very happy to serve the city of Rio Vista. Peter’s is married to Michael Demello. They have three daughters, Dawn, Jessy, and Kendell, a son Jeffrey and 5 grandsons.

B.E.A.R. Is Coming To Town

This weekend the BEAR will be in Rio Vista to impress and delight youngsters as well as adults. B.E.A.R., the Sheriff’s Emergency Response Vehicle, can transport up to 15 fully equipped law enforcement officers to the scene of an emergency and provide ballistic protection once there, or it can transport or rescue up to 30 civilians with the same protection. It has thermal imaging capability, as well as built-in explosive gas and radiation detection systems. The vehicle will be on display on Saturday on Front St. near the Carnival area, where they can easily exit from the event if needed for emergency service. Barring that, the staff will be there to talk with kids about assault vehicles, emergency services, and to hand out sheriff’s badgesand jelly beans. Don’t miss this!

Bridge Over Troubled Waters by: Pastor Ella Ray Toscano

Whenever a group convenes there is always an outline called an agenda. Outlines do not capture the heart of what is happening but they act as a guide. An outline is a line on the outside. It is what happens on the inside that is important. Churches may have an outline of their doctrinal issues but it is what happens on the inside that counts. God has not given the church a rigid outline. His love and grace goes beyond outlines. He has not given us an outline carved in stone. The only thing he gave to us carved in stone was the Ten Commandments. If the Ten Commandments were an outline to daily living our world would be full of color. God sent his son to outline our lives and if we stay within his teachings each one of us become His work of art. He takes his hand and outlines his plan for each one of his people. Every day is a black and white picture until God intervenes and paints our life with color. I like to think he begins with an outline. At the beginning of every school year there is an Open House. Parents come and hear an outline of what the school year will be. But what captures their attention in the primary grades is an outline of their child. Some primary teachers have the student lay on a piece of butcher paper and they draw outlines of their bodies. The child fills in the outlines with all of the things that he or she likes to do. The child can use any color that pleases him or her. When parents come for open house they find their child‘s outline with very little help. They know their child just like God knows us. He has given us a day to live outlined by his hand. It is up

to us to fill it up. Would he recognize us as his child by what we chose to fill our outline with? Christ is a transforming power. There is an exercise in creativity where the teacher draws a strange outline and the child transforms it into a make believe creature. It is accompanied by a story made up by the little artist. Each of us is an incomplete design waiting for God to make us into something amazing. Our daily outline changes as God continues to draw us into His holy Presence. We may think what we have is nothing but when the Holy Spirit is given the paint brush, the crayons or the magic markers our nothingness becomes somethingness! “Man looks on the outward appearance but the Lord looks on the heart.” Outlines are worthless if God does not draw them. God outlines a life with His love and at the heart of his outline is Jesus Christ. God outlines our government but if the heart is not Christ like then it is empty. It is time to live from the inside out. If Christ is the center then we know our outline for living is in order. Christians have been given an outline for how to cross the bridge over troubled waters. To make this outline viable God has to fill it in with his design for our life. we can choose to let God outline our life and then ask the Holy Spirit to fill every day with His design. There may be times when God wants us to color outside the outline. Letting God design our life is a real bridge of faith…but oh how beautiful it is. Let God outline your life. If he doesn’t ,someone or something else will!

On October 9, the team from Rio Vista’s Saint Brigid’s Episcopal Church will participate in the Sacramento Step Out Walk to Stop Diabetes for the American Diabetes Association. “The team is open to anyone and everyone can help whether or not you can be there to walk on October 9th,� according to Team Captain, Thelma Martin. In 2009, St Brigid’s Rio Vista placed fourth in donations gathered for ADA from the Sacramento walk ($2275). Team Captain, Thelma Martin, placed fifth as a Top Individual by securing $1460 in contributions on her own. This year the team is larger and they have set the team donation goal at $4000. There are 23.6 million Americans living with diabetes, a disease that is outpacing heart disease, cancer and AIDS. If we don’t act now, one in three children born in the year 2000 will develop diabetes in their lifetime. Step Out: Walk to Fight Diabetes is one of the American Diabetes Association’s biggest fundraisers. So join in‌a little walk will do you good.
