truck with a Tommy Lift and two trailers one of them being a dump trailer and the other one being an enclosed toy hauler. “My Company does it all,� We can do something as simple as making a dump run for someone, or cleaning up acres at a time. “We also can move you or your business local or cross country.� We take appliances, wood, dirt, green waste anything, just give us a call,� says Richmond. “With our enclosed trailer we can even move a car

It was not easy, as you may realize, but everyday is a little more challenging for our seniors and so any kindness we can share is appreciated. There was a handsome couple at the grocery store yesterday. They were starting to unload their goodies into the trunk and had a rather large pumpkin that I assumed was more for their great grandchildren’s enjoyment than theirs but there they were with the dilemma of how to get it from point a, the cart, to point b, the trunk. Trying not to offend the gentleman, I offered to take their

informed and concerned voters and that is the very thing that has made us so effective across this country. Sadly, people vehemently on the other side of the Tea Party fence may be trying to protect their government dole, joining the less than 20 percent of citizens that approve of our dangerously inept state legislators and Congress of the United States. SOLANO COUNTY—Nearly four years after a string of deadly collisions earned a stretch of Route 12 in Solano County the name Blood Alley, a ceremony today marked the completion of the latest in a long line of safety measures that have resulted in fewer fatalities on the State Highway— several safety improvements, enhancements, and repairs to the highway between Scandia Road to Currie Road.“These safety improvements and the other safety measures that have been employed on this highway since that horrible series of accidents were part of a team effort that is starting to show results,” Wolk said, noting that in the past three years there have only been two fatalities on the same stretch of Route 12 that claimed so many lives in 2007. This year, there have been no fatalities, to date. The Caltrans safety im-

provements were part of a comprehensive package of safety measures developed by Wolk, Department of Transportation (Caltrans), California Highway Patrol (CHP), and local officials to improve safety on the highway after several fatal collisions between Suisun City and Rio Vista in 2007. The package included: Increased CHP patrol and enforcement. More than $46 million for safety improvements, expedited more than two years ahead of schedule by Caltrans; A local public awareness campaign; and Legislation by Wolk to establish a double fine zone on a dangerous 18-mile dangerous stretch of the Highway. That law took effect January 1, 2008, and was extended for another 2 years.Wolk lauded the ongoing state and local efforts, thanking Caltrans Director Cindy McKim and Caltrans District 4 Director Bijan Sartipi “for their commit-

ment to implementing their safety improvements on Route 12 as quickly as possible, and thank the California Highway Patrol, particularly Assistant Chief Sue Ward, for her ongoing efforts and commitment to maintaining the funding necessary to provide extra enforcement on this stretch of Route 12. I also want to thank local law enforcement for their work to patrol the highway.” Wolk gave a special word of thanks to the Solano Transportation Agency’s director, Daryl Halls, for the agencies work to develop a safety plan for the highway and strong support of corridor-wide approach to improving safety on Route 12—and to local elected officials and others in the community for their campaigns to promote safety, as well as their strong support for her double fine zone legislation in 2007. “The improvements on Highway 12 mean so much to the city of Rio Vista. I’ve gotten a lot of comments on how much

And we must not forget that there are still portions of this highway that need our attention. But looking at what we’ve already accomplished, I am confident that it is within our combined power to finally put to rest the name of Blood Alley,” Wolk concluded.

New Year’s resolutions usually go in one year and out the next. I guarantee all of us have made some sort of resolution that we will do next year. We may not call it a resolution but it is something we are putting off until the New Year. Usually that which we put off will continue to take a back seat in our journey of life. Many make a resolution to read the Bible more .Bibles are read by Christians but so are books about the Bible. Some Bible studies have special workbooks .One can always say that the workbooks are full of scripture and are Biblically based but the fact remains they are not the Bible. If the Bible could speak it may have the following words. Jan 15…I have been resting a whole week. A few nights before the New Year my owner opened me but now I am closed on the shelf. Only two weeks into the New Year and the resolution to open me has been forgotten. Feb. 3:My owner picked me up and rushed off to Sunday school carrying me in a new Bible case he got for Christmas. I am all dressed up with nowhere to go. I stay in the case and am left on the church pew for all to see. Feb.23:I have been out of the case for a few weeks. My owner left me on the

shelf. Now it is cleaning day and I get the PLEDGE treatment. April 2: Wow today is a busy day .My owner has to present a lesson for Sunday school. He is quickly looking up passages. This feels so good but it is sure short lived. May 5: Today I am in Grandma’s lap. I feel loved. May 9: Grandma let a tear fall when she read John 14:1-3. May 10: Grandma is gone. I am back in my old place. May 20: A baby was born. His name was written on my pages. July 1: I am packed off into a suitcase for a vacation. July 20: I am still in the suitcase. Everything else was taken out but I was left. July 25: I am home again but I have no idea why I went. Aug.16: I have had the Pledge treatment again and placed in a very prominent place. The preacher is coming for dinner.Aug.20: My owner wrote about Grandma’s death in the family record. He left his extra pair of glasses between my pages. Maybe he will take time to get to know me when he comes back. He might remember his New Year’s resolution. September 30: My owner was thrilled to find his glasses but he paid no attention to me. October 12: I am moved to the bookcase. ..along with many other Bibles and Commentaries.

The bookshelves of my owner show him to bea well read man. I wonder why he reads about me but does not spend much time with me. November 25: I am going to church again. My owner forgot me in the men’s room so I had to stay in the there for one week. It is a good thing his name is written inside my pages. I do not think he ever missed me because the pastor had to call him and tell him that I was found. December 5: I have become part of a decoration. My pages are open to Luke to remind my owner’s friends about the real meaning of Christmas. I sense he feels a bit guilty putting me on display when he has not bothered to really let me speak to him. I hope he will make a resolution every day of this coming year to spend more time with me. Though he forgot his last year’s promise to me my author still loves him. If he bothers to read my words he will know that love…My words can give him a recipe for a Happy New Year…. Many of us get new Bibles for Christmas. Whether our Bible is old or new ,tattered red or blue it needs to be opened and read each day anew! Reading the Bible with the Spirit of the Lord is no chore. It is not necessary to plan out how many pages are going to be read. Sometimes one verse will change our journey across the bridge of life. Just start reading. Make your life an open book…the Bible. Happy New You!

A. If you live in a flood zone, even if you are above the 100 year flood plane level, you have the possibility of flood damage that could be caused by severe lot or foundation erosion. On a raised home, code requires a solid footing to

support the weight, and that can be accomplished from a variety of construction methods. No matter how the foundation is built, standing in a lake was probably not part of the planning. Extreme settling, foundation failure, electrical problems, mold, are just a few of the after flood perils to face, not to mention clean up. It’s not likely your lender will forgive the flood insurance requirement as it protects both of you in the event of

a flooding disaster. Q. I sent a pre-qual letter from my lender with my offer to purchase; now the seller wants further proof of my ability to buy. What is the seller looking for? When offering on a home, a letter from your lender is a big part of the structure of the purchase agreement since it shows that you’ve contacted a lender and qualified how much you can afford. However, it would be important for your lender to explain the process in a little more detail so you understand where you need to go from here. With the advent of the internet, a proliferation of loan ads abound touting extremely low rates, no point deals, and easy qualification. These lenders are people you will never meet and typically are juggling as many as 400 customers a month. What these lenders are striving for is what we call “vanilla” paper, that is, a deal that has a good down payment, good credit, a house with no problems, an otherwise easy to land deal and on to the next.

What would rightfully worry a seller is your loan not being processed on time or not at all, causing delays that not only inconvenience all concerned, but could even kill the purchase. A better path would be to use a tried and true lender that could be recommended by your Realtor, someone that has a track record in the local community and knows the pitfalls. This way, there is an established flow of communication, and expectations can be set. During the in person application process, you will learn there are three basic phases to a loan: the first is the pre-qual where you have given un verified information to the lender and based on that, they tell you a loan could be done pending further documentation. Second is the approval, where all the verifications are in (employment, credit, etc.) and the loan package is made ready for the underwriter. The underwriter approval is where the money comes from, and no loan is ready

Page 5 until the underwriter approves the package and all conditions are satisfied. Everything must be complete at that point, appraisal, termite clearance, and all other required contract documents. The time line for all three phases is 3 to 5 weeks normally. The fastest I’ve seen is 10 days. Of course, the seller wants you locked in and your deposit not refundable, so it is not likely you will be contingent on your loan for the full term of the purchase contract. Committing to the purchase and putting your deposit at risk is when you want to be sure your loan agent knows their stuff, and if they tell you the underwriter will fund the loan package, you want that loan agent to be sure of what they are saying. Dear Editor: Aw, come on Lefties! Make a New Year’s resolution to get some new talking points, some new material, and some new writers. Your repetitious regurgitation of reckless rhetoric is not only devoid of a factual basis but it’s become boring! We’ve heard the nauseating narrative of “the Tea Party is racist; the Tea Party is anarchy; the Tea Party is hate-mongering; etc.” for over a year and you’re wrong on all counts. For starters, the DeltaTea Party Patriots do not receive any funding from Rupert Murdoch, the Koch brothers, or Dick Armey. Shall we discuss the Leftist causes and operations funded by George Soros and MoveOn.org and supported by the Huffington Post, Salon, and all the talking heads on CNN and MSNBC? I’m sure you’re aware of the letter published by Salon that called for Sarah Palin to be tortured and killed or the obscenity laden rant of Aaron Sorkin published in the Huffington Post. As for the Ku Klux Klan being a “Far Right Wing movement,” that is so nonsensical as to be comical. A little basic research would uncover the fact that PBS was absolutely correct when they labeled the KKK as the “domestic terror arm

of the Democratic Party.” Any “screeching” you may be hearing is not that of Sarah Palin but the echo of Socialist dreams plunging into the abyss of fiscal irresponsibility created by the current administration. As for her “generalship,” you failed to note that over 70% of her endorsements were elected to office during this past election cycle, all on Constitutional and fiscally conservative principles. As for the “depth of an empty spoon” attempt at mockery, this could have only been made out of ignorance. Anyone who has actually read her books, actually read her many editorial policy and opinion pieces, or actually listened to her speeches would easily recognize the depth and breadth of her interests and knowledge. But then, name calling is so much easier than actually discussing policy differences isn’t it? The “empty spoon” is probably more appropriate for feeding pablum to infants who can’t handle mature food. As noted by LBJ, “Democracy is a constant tension between truth and half-truth and, in the arsenal of truth, there is no greater weapon than fact.” Next year, resolve to get your facts straight. Well, You Can’t Win Them All It wouldn’t be year-end without reviewing the year and beating ourselves with a stick for our failures. As most everyone knows, the Treasurer doesn’t have much authority (decisionmaking power) as does, say, a Finance Manager or Finance Director; but the position does carry responsibilities and, thankfully, the chance to speak one’s mind. Of the issues that the Treasurer’s Corner addressed in 2010, four stand out in my mind, with one over-riding premise in everything we’ve ever proposed. In 2009, noting that no one in town had ever asked a question about the monthly bank balances report (even when it was weeks late), I stopped publishing it. Five months later, someone noticed its absence (He’s now a Council member); and I’ll not soon forget the hoorah that was subsequently, and appropriately, raised. I started producing the report again and, in fact, have expanded it to make it more meaningful and perhaps more inclusive. It really is good that such a report is mandated by the State; and now that the City has a respectable website the report is posted monthly for everyone (not just those who attend Council meetings) to review. The back of my hand still stings. For over a year now, I have discussed the issue of Economic Development, or we might say

Business Building, in Rio Vista. The City made a stab at it in 2009, and the effort essentially died of neglect this past year. I have always felt that the City has neither the staff nor the sense of urgency needed to go forward here; and the recent vacancy of the Planning Manager hasn’t improved things. On the other hand, our Chamber of Commerce is really geared to be a Main Street Association and Special Events Coordinator (at which I think it excels); and it would take a restructuring of the Chamber if it were interested in taking the point on Economic Development in Rio Vista. Something still needs to be done. I don’t have the answer, but I suspect it does not lie in City Hall. In September, City management expected the Airport Advisory Commission (AAC) to accept without compensation to the airport the negative impact that the Shiloh III wind turbine project would have on the airport’s safety and its procedures. But the AAC stood up and was counted; and, as a result, the City will receive over a third of a million dollars in aid on behalf of the airport. Few people understand how close the airport was to getting nothing from the project’s intrusion into our airspace. Kudos to the AAC and the Friends of the Airport. In 2009, we suggested the City staff submit a two year budget. Council member Krebs had joined the Council with the same goal, and in 2010 we saw for the first time a proposed budget for the next two fiscal years. At the same time,

we had urged that the first year budget be broken down by month so City management could monitor how we were doing during the year. Sadly so far, we have failed to convince the Powers that be (and remember, I am not a Power) that “calendarizing” the budget would be a good thing. But not all the chickens have come home to roost yet. The over-riding premise mentioned above is the idea that a city should be run like a business. Of course the rules under which a municipality operates differs from entities in the private sector and from other not-for-profits, but it’s true that even within the private sector each industry operates under different rules and regulations from one another. Still, the basic rules are the same. For example, the concept that income must match outgo in the short term, and exceed it if there’s to be a long term, is fundamental. The choice between a project with a two-year payback versus one with a ten-year payback to many of us is obvious. The city is a business, with goals, products and services, customers, and employees. How can one argue that it shouldn’t be run like one?I can’t count many extra base hits this year, but we’ll be taking a few more swings in 2011 on behalf of our wonderful little hamlet. Some Of The New 2011 Laws For California The National Fire Sprinkler Association (NFSA), the longest-tenured fire sprinkler advocacy organization in the U.S., announces the State of California has adopted building code changes that will require all new one- and two-family homes and townhouses built in the state starting January 1, 2011, to be equipped with life-saving fire sprinkler systems. California homeowners will be required to install carbon monoxide detectors starting in July 2011 under a bill signed Friday by Gov. Arnold Schwarzenegger that is aimed at preventing deaths and injuries caused by poisoning from the odorless, colorless gas. Up to 40 California residents die each year from carbon monoxide poisoning, according to state Sen. Alan Lowenthal (D-Long Beach), whose legislation was signed by the governor. “SB 183 will help put an end to the senseless deaths and injuries Californians suffer due to accidental carbon monoxide poisoning every year,” said Kevin Nida, president of the California State Firefighters’ Assn. The California Air Resources Board says an average of 30 to 40 “avoidable deaths” occur in California each year because of unintentional carbon monoxide poisoning. Lowenthal said there also are hundreds of “avoidable” emergency room

visits and hospitalizations in the state each year. The bill requires that alarm devices, which can cost less than $30, to be installed in existing single-family homes that have a fossilfuel burning appliance, fireplace or attached garage, starting in mid-2011. All other residential units will have to have the detectors in place by Jan. 1, 2013. Elaine Corbett, D-San Leandro. It requires dealers to prove they have paid off vehicle liens before trading or selling them. The bill was in response to a growing problem nationwide triggered by the recession: Dealers often promise to pay off outstanding loans when car buyers still owe money on their trade-in vehicle. But if the dealer goes out of business without paying off the loan, lenders can go after the previous owner or repossess the resold car from the new owner.
