Rio Vista Resident Publishes Second Book Big House On The Hill

Shirley Schuster Grijalva has published her second book, Marshall’s Big House On The Hill. She published her first book, Just Read About It, in 2008. Marshall’s Big House On The Hill – a disappearance, discovery, chase, and adventure – all arise, when the Marshall family of forty, spend an extended weekend at the Big House. The four generations have gathered to celebrate the matriarchs’ ninetieth birthday at a party to be held on Saturday. Daughter Catherine, who lives with her mother in the Big House, has planned an elaborate party, like so many others held over the years at the Big House. Granddaughter Marla, as she drives the family home, reminisces about the planned idyllic weekend. With eighteen children . . . unexpected situations

arise which the Marshalls have to face and solve. The reader will become involved in each event that brings tears and laughter in this delightful, warm story of family and friends. Shirley is a new resident of Trilogy in Rio Vista. She has four children, nine grand children, and four great-grandchildren. Born in Michigan, she married Fletcher Bouyer. She worked in her father’s insurance agency in Detroit where she learned bookkeeping and office management. Shirley, her husband, and their four children moved from Michigan to southern California in 1961. Then they moved from Los Angeles to Altadena, CA in 1963. After Shirley’s divorce, she and her two youngest children moved

to South Pasadena, where Shirley lived 14 years. Shirley was a bookkeeper in a life insurance company in Beverly Hills, then GMAC in Pasadena, M & M Mfg in Montrose, and Jacobs Engineering Company in Pasadena. She became involved in the medical field when she worked as a bookkeeper at La Vina Hospital & RD Unit in Altadena. She managed a Psychiatric office in Pasadena. She married Robert Grijalva in 1986. They moved to Reno in 1987, for two years, then to San Gabriel, back in southern California. Shirley continued in the medical field in Reno and when she returned to southern California. She worked as a bookkeeper and office manager for Psychiatrists, 15 years before, retiring in 1994. Shirley and Bob lived in San Gabriel until 2002, when they bought homes in California’s high desert, Adelanto then Victorville. Shirley’s oldest son, L Michael Bouyer, published his first book, The Evolutionary Man, in 2008. Michael and his wife, Renee, are also residents of Rio Vista Trilogy. Michael is owner of Bouyer Productions: Photography, videography, 3D animation, and graphic design services. Renee is a school teacher at Rodriguez High School in Fairfield. Although, Shirley wrote some of the stories of her first book, in 1978 after the marriage of her youngest child, she just put them in a file. Shirley’s husband, Bob, encouraged her to pull out her stories and within three months, she had her first book of six short stories ready for publication. After her husband of 23 years passed in August 2009, Michael and Renee encouraged her to

move to Rio Vista. Shirley came for Christmas and was very impressed with Trilogy and the city of Rio Vista. She went home, packed, and moved here, January 2010. Shirley avails herself of many activities available at Trilogy. Besides writing books, she plays bass guitar on the worship team of Calvary Chapel Rio Vista. She played the bass for five years on the worship teams of Desert Winds Community Church in Adelanto and The High Desert Harvest Church in Victorville. Her oldest daughter, Sharon and family live in Canyon Country, her other son, Roderick and his family, live in Valencia, and her youngest daughter, Shawn and her family, live in Westchester, all in southern California. Growing up in Michigan, Shirley spent many hours in the library, even before the age of ten. As a teen, she joined a book club – which was the beginning of her and Bob’s 1,000 hard cover book home library. She knows the value of the written word; not only for learning but traveling to places a reader may never see. Her books written for children eight to thirteen are about everyday subjects that help build, what Shirley calls the three ‘C’s’, consideration, concern, and character. No Electricity or Rain Cant Stop Holiday Spirits

As Rio Vista was getting ready for its day of Festivities this past Saturday, one major and one minor challenged happened. Around 10.00 in the morning the whole city was left with out power for about 4 hours. Some business helped you through their store with a flash light, others powered up a generator. A few closed during this time, but promised to reopen as soon as the power was restored. Then just as the parade entries were lining up

about 4:45, it started to rain. The rain did not last long an as each entry drove down Main Street, the spectators could be seen waving and cheering, as the parade brought so many smiles to everyone’s face. For as much work that many business and organizations did to make this day of events successful, it was well worth it in the eyes of the crowd. A Thank you too all. Happy Holidays.

Mr. Eaton, who pulled your string? O, that’s right, the City Council did! That could only be the reason for you attacking me. The Election is over and we now have two new council members, who, I hope will try to straighten out this misdirected City Council and reset their priorities. I know at least one will. Mr. Eaton, what happened to our professional relationship? We have worked together on a few projects rather harmoniously in the past. Your attack piece has quite a few errors and misjudgments. First of all, neither of the outgoing councilmen were elected to their recent service; they both were appointed by the mayor. I suggest you consult with your dictionary as your comments against me are both defamatory and libelous. You don’t slander someone in writing; you can only slander someone verbally. All of my comments about the City Council are true and factual. Even the public knows this to be true – or should I say – MOST ESPECIALLY the public knows this to be the truth. Public Officials are fair game as long as the comments are factual and true. I understand the law and have not reported anything that was untrue. For

the record, to be libelous, the comment(s) must be non-factual and be made with malice or the intent to harm someone or reduce their standing in the community. Your attack piece – on ME - is a very good example of libelous conduct. You are standing on thin ice; sir, research your opinions better. My factual reporting is supported by public evidence in each and every case. The incompetence and mismanagement by City Staff and the City Council is well documented from several sources. Your comments on the City Manager’s Contract Extension are simply wrong and incorrect. You should’ve read the contract before you offer your opinions. Your assertion that the contract takes 90 days to take effect is in error. The existing contract was in effect since April 9, 2007 and would expire in three years on April 9, 2011. It had a provision for a one year extension any time up to and including APRIL 9, 2011. It also had a provision that required 120 days’ notice of termination. The City Manager asked the Mayor and Council in June or July to extend the contract so he would have enough time to find another job. The City Manager, in my opinion, felt that the new Council would probably terminate him or simply

let his contract run out on April 9, 2011. This was not discussed during a public meeting, but held in private in violation of the Brown Act, and the Mayor even instructed the Council members to vote in favor to show solidarity for the City Manager. It’s true that I cannot speak for the total electorate, but I can speak for the 50 or so people that showed up for the meeting and the letter signed by 293 citizens in opposition to extending the contract. Most of the voters spoke at the meeting in opposition of the contract extension, some even spoke against the City Manager himself. The Mayor read two letters, one from a couple and one from a single person, which spoke for the extension. The Mayor did not report how many letters she got in opposition! One person from the audience spoke for the City Manager but againstdoing the extension then, saying the Council should wait for the new Council to make the decision. The entire Police Union spoke against the extension. That computes to approximately 343 to 3 in opposition, that’s almost 99% against! The Agenda A Community Connection By Janith Norman, Rio Vista City Council Many well-wishers packed the Council Chamber on December 2, 2010 as Constance Boulware and Fred Kogler took the oath of office and their respective seats on the Rio Vista City Council dais. Outgoing City Councilmembers Ron Jones and Sam Richards were recognized for their dedicated service. Ron Jones served for a total of eight years; Sam Richards served for two years. Shortly after the new City Council was in place, the mayor appointed Jack Krebs as vice mayor with the approval of the entire Council. With no other matters on the agenda, the meeting adjourned. Contrary to what was stated during the meet-

ing, the Council will meet later this month. The next City Council meeting is scheduled for Personnel changes have occurred at city hall. The city manager hired Roel Briones as finance manager. KEEPING THE MONEY Q. I sold a rental property, and it was estimated that I would clear $50k, but I am only clearing $40k! With my fax to you, I am including the estimated

HUD1 (closing statement) for review. L.W. Rio Vista A. After review, two things stand out; 1) this was not your primary residence, but an investment property, so there is a 3&1/3% holdback for taxes which is applied to your social security

number, so if your taxes are paid and up to date, this would come back to you as a tax refund. 2) You allowed 3% back to buyers closing costs, so that combined with the tax holdback amounts to $8,800! Also, your property tax has not been paid, so you owe 5 months to the buyer for another $615, so now we are up to $9,415.00 which adds up to just short of the $50k you were looking to receive. I also notice

you purchased this home 18 months ago, have been renting at a profit for that time, and are still making a $40k profit on sale. I’d say you are pretty lucky; I have investors that would like to just sell even, much less at a profit. You did well considering our current market. The operative word at the top of your closing statement is “estimated”, and you are responsible to readand understand what you are signing. If you have questions or concerns, you can have your Realtor present at the signing, but better yet is to review documents prior to signing with your Realtor to make corrections or at least gain understanding. We do as many signings as possible in our office for just that reason. Q. I have been doing a wrap on my home (acting as the bank or lender) and now the buyer is having

the original amount, so I need to drop the price $200k and write a new note. I really can’t afford to open an escrow for this, is this something I can do on my own? L.B. Isleton A. Doing a wrap means you are paying a lender, but have made a deal for more than you owe so your expenses to your lender are covered. Usually, deals like yours refinance in 2-3 years to “clean up” any outstanding lenders and get you off the deal and cashed out. I presume dropping prices have prohibited your buyer from a refinance, so the thing to accomplish now is a re-write of your note and deed of trust. You can do this outside of escrow and without recording a new deed of trust; you need to do an addendum of the new terms signed

It is being held at Riverview School, 525 South 2nd Street, Rio Vista. The schedule for the event is 10:30 AM to 12:30 PM evaluation of displays and community service activities, 12:30 PM to 1:30 PM refreshments and viewing the displays, and from 1:30 PM to 2:00 PM, awards will be presented. Additionally 4-H members will have the opportunity to enter the 4-H Club team Chili Cook-off. Samples of the chili will be given during the refreshment period. A silent auction with baskets donated

You need to get the advice from a CPA on the taxable consequences of this transaction, and then adjust from there. Personally, I would use a title officer or better yet an attorney to cover this, and for saving $200k and getting to keep the house, I would think your buyers should be happy (maybe ecstatic) to pay the expenses of the new deal. I just left the office of Dr. Ted Schultz where I said good bye to Hazel. She was the wonder dog of Rio Vista. No fence was high enough to contain

her. There were no obstacles that she could not overcome. She was a friend to everyone in town. She greeted me on my first visit to Rio Vista as I was leaving the Striper CafĂŠ. I was informed that she had just stopped by for her morning pancake breakfast. She would drop by the church office and let us pet her and love

her but she would not stay long because she had other places to go and people to see. Hazel had friends everywhere. There were many Hazel spottings . She could be seen at the carnival during Bass Festival, rolling in the mud or taking a dip in the river. She hitched rides with strangers and almost hitched a ride in someone’s airplane who thought he would take her to Arizona. Most dogs would never have made it to almost fifteen years of age with Hazel’s life style.

Her family provided her with a healthy well balanced meal but she added to it with Pizzas, bacon, cookies, a frozen meatloaf and other town exotic delicacies. I will miss the Hazel spotting. We will no longer be driving and say,�Oh look there goes Hazel.� Animals are a gift from God. I know that all creatures great or small the Lord God made them all. The design of God is amazing. Page 7 Continued From Page 6 animals to take care of the animals. He created us so he could love us and I believe he created animals so we could love them. Why is it so difficult for us to love one another? Love came down at Christmas in the form of Jesus the son of God. The baby Jesus is traditionally pictured in a manger surrounded by animals. The Shepherds were the first to hear the Good News and their job was tending sheep. Love was born among the animals. Sometimes it seems as if those who do not like animals do not like people either. When I was chaplain for the Monterey County Sheriff’s department I was reminded of the need to hold, pet and cuddle a furry soft little animal. The trunk of many a deputy’s car contained a least one wonderful fuzzy teddy bear. When children were traumatized or afraid they were given a bear to hug. It was the next best thing to holding a puppy. Adults are not beyond the same need. Many are the times that we shed tears into a pillow or an old stuffed animal. Our fifteen year old Samoyed said goodbye from the same place as Hazel. He was a huge white ball of fluff and

many were the times I hid my face in his fur and shed a tear. When my mother was getting ready to say goodbye our Samoyed was also getting ready to say farewell. I did not have him very long after mother left. I know this is why I was so insistent on getting Crystal. I missed the ball of fluff. Crystal has made it past the first year and she has turned everything I own into a ball of fluff! If she hasn’t turned it into fluff she has eaten it. In spite of all her habits and traumas of puppyhood she is our new ball of love. Someday I will say goodbye to her too but gifts of love keep giving in memories. As we go into gift buying ,wrapping and giving it is important we see the real gifts that God has given to us .Most of the gifts are not wrapped in beautiful paper and bows. Many of the gifts are wrapped in tears. We feel emotion towards that which we cherish and love. God has surrounded us with gifts of love. They come in all sorts of shapes and forms. I choose to believe our pets are gifts from God last and Thursday God took one of them back.

Americans Are Uncertain the Housing Market Has Bottomed Fannie Mae’s most recent nationwide housing survey finds that Americans are less certain that the housing market has bottomed, and continue to be wary of buying a home. The Third Quarter 2010 Fannie Mae National Housing Survey polled homeowners and renters between July 2010 and September 2010. Findings were compared to similar surveys conducted in June 2010 and December 2003. Fewer Americans think it is a good time to buy a home (68 percent, down 2 percentage points since June) and more Americans think it is a bad time to buy (29 percent, up 3 percentage points). Similar to the last survey, an overwhelming majority of Americans believe it is a bad time to sell a home (85 percent, up 2 percentage points since June). “Consumer attitudes toward buying a home are more negative since last quarter,” said Doug Duncan, vice president and chief economist for Fannie Mae. “Our survey shows that Americans’ declining optimism about housing and their personal finances is reinforcing increasingly realistic attitudes toward owning and renting.”

One-quarter of respondents think that home prices will rise during the next 12 months, while 22 percent expect home prices to decline. Americans continue to believe that rental prices will rise more than home prices and continue to believe that rental prices will go up rather than go down by a ratio of almost 4 to 1. The perception that buying a home is a safe investment continues to decline among Americans. Although 66 percent of Americans think buying a house is a safe investment, this is down 1 percentage point from June 2010 and down 17 percentage points from 2003. Delinquent borrowers are more likely to say they would rent rather than buy their next home. Fifty percent would rent and 45 percent would buy. The housing market, like the stock market, has periods of strength and periods of weakness. The tide always turns. For sellers the wait is a seemly endless one.
