Army Base The Steering Committee is working with staff to contract with a planner to help develop design guidelines for the Army Base. This is the first step in embarking on developing a plan for the Army Base so that the RVERS project can begin to move forward in a higher gear. As always, the issue is funding, both for the city to develop a plan and for the state and federal agencies to begin the actual design process. The city will be looking for grants and possible a federal appropriation to move this process forward. Business Park The city is still working

to settle the issue of the deed restriction on the Business Park so we can sell the land. Right now, we have an appraiser working with the Central Valley Flood Protection Board staff to identify just what needs to be appraised so we can move forward with putting this issue on an agenda for a Board decision. I had been hoping we would have a hearing before the end of 2010, but apparently it is not to be. State wheels turn exceedingly slow sometimes. Boat Dock It is unfortunate that we are not going to have the dock repaired before Bass Festival. We are obtaining bids to do a repair so that it

can be used while we find funding and go through the approval process to build a new dock. State Land Commission has said that a new dock must be ADA accessible, which requires moving the dock further into the river, a much more expensive proposition than simply replacing it where it sits. The repair that is needed so the dock can be used requires replacing the flotation, which is not a job that volunteers can do. National Heritage Area The Delta Protection Commission is required to do a feasibility study on establishing a National Heritage Area in the Delta. There will be a public workshop on October 6, from 6:30 to 9:00 PM at DH White School. You will have the opportunity to hear of the ideas and to participate in small group discussions. Senior Center Needs You Please help the Senior Center. The city of Rio Vista (Mr. Delarosa ) is trying to charge the seniors $300.00 per month for the utilities. The board of directors can not afford this.

Many other vendors use the Senior center including the City and have not been requested to help pay for the utilities. The city Also has stopped paying for the monthly pest

Please remember also that one of the candidates supported the Council decision at the podium, and, if elected the vote would still have been at least three to two, regardless of the other new councilperson. Council should have trusted the process.I guess we are also too simple to figure out the same argument will be used again next year. The Mayor spoke to that steep learning curve involved in these decisions, saying it might take nine months to a year to reach. Next year there will potentially be three seats available for election, and Council will, at that exact point in time, have to make a decision again to extend Mr. De La Rosa’s employment agreement for yet another year because those new Council people will not be well informed enough, educated enough, involved enough or concerned enough to make good decisions. Since, given the current environment and sentiments toward City Council, it is not likely the members will want to run again, or, if they did, that they would be electable, they might just have to grant another one year extension. I want to say I have over the years come to respect not only the thankless job of City Council, but also for those who do the job and make the tough decisions. Despite that, I cannot let the spectacle of the Council meeting on Thursday, September 16th pass without comment. The Council members will say my dissatisfaction is with the fact they extended the employment agreement of City Manager Hector De La Rosa’s. That is not my business, concern or issue. My disagreement with this action is based in ethics and principal, virtue and trust. Anyone paying attention could see the writing on the wall even before the Thursday night meeting. Mayor Vick’s “Mayors Corner� outlined all the difficult and expensive tasks required by Council members, and ended with the information that we needed to give very careful consideration to who we elect to fill the two available seats in November. Reading that, and looking at the staff reports and agreements on the agenda for upcoming meeting, it was clear that she, at least, felt it necessary to take away some of the rightful responsibilities of the new members. Though it was no surprise, four Council members did

a great disservice to the candidates, the community and to Mr. De La Rosa. The Council members denigrated the brains and hearts of five individuals seeking office by robbing them of their voice in this important decision. Whether I, or other citizens, agree with the candidates or not, they will win by a vote of the people. They will be seated prior to the December 9th one hundred twenty day notice to the City Manager regarding his contract. It was clear, given the well rehearsed and prepared comments, that three of the members supported the Mayor’s printed word and there clearly was no intention to listen to arguments from candidates or the community. Three out of five marched in step and told us they believed it would not be possible for newly elected Councilmember’s to have all the information necessary to make informed decisions about such important matters. To which I reply: I am not running for Council but I am not stupid and neither are the candidates. I am educated, informed, involved and concerned, and so are they. I support or disagree with Council decisions, and so do they. I attend or watch most Council meetings, and read all the documents that Council is presented,

members. By activating the local version of babysitting, rather than convincing anyone they made this vote because Mr. De La Rosa is doing an exemplary job, they have cemented the belief of many that he had to be protected because he was not doing an exemplary job. How unfair to him. He managed to convince 4 out of 5 of them, and apparently at least one candidate of his abilities. No one can fault Mr. De La Rosa for wanting security for himself and his family. Everyone wants that. The economy is awful, especially in our city. There are scandals all over California about the manipulation of salaries and benefits for councils and managers. The job market is tough. City Council made it clear they admire his work ethic and his work product. It is their job to judge, and their decision that will be held to account. To that I say all well and good, but not to the dissimilar treatment of other employees who work hard for us every day. What is good for them is plenty fine for him as well. He has taken cuts, and they have taken cuts. That is where the similarity ends. City Council has tied the hands

insure consistency, and continuity for the good of the community. It could go on forever. From the beginning of the water and sewer rate controversy City administration and City Council have told their citizens that the spreadsheets and formulas were too complicated for the “average” person to understand. They have repeatedly commented on the complexities of the decisions they are forced to make. I am tired of being treated like an unteachable adult missing the point of the important learning moments, and I amguessing there are others that feel exactly the same way. There were other alternatives to handle this situation, there always are. There is virtue in ethical behavior and the thoughtful education of the people served. Instead, what we have is a toxic environment in City government that will cause dissatisfied voters to question every item and every issue, wasting valuable time that could be spent improving our lot in life. They have robbed Mr. De La Rosa the opportunity to win the hearts and minds of the new Council

of the incoming Council members by extending an employee agreement that includes a severance package the City cannot afford to initiate even if they found a need to. It creates a disincentive to perform well, and that is a great disservice to the City. If the decisions facing Council are so difficult that we cannot expect intelligent actions for nine months to a year out of new Council members, the system is flawed. I don’t happen to believe that. I believe that the current Council members took the job to make a difference and were able to read reports, do independent research, and reach conclusions they believed best for the community. That they believe new members are not at least as qualified as they were when elected is insulting. Finally, Mr. De La Rosa removed severance provisions from his employee’s agreements saying they were not needed and financial times are hard. Fair is fair. Mr. De La Rosa, if principled, should not have requested or accepted an expensive severance package in his agreement and should instead be

willing to stand on his abilities and efforts as he expects his employees to do. Fortunately, it is not too late to fix this problem. Put the agreement back on the agenda for a fourth amendment. Take out the severance provisions and go ahead and extend the contract. That allows Mr. De La Rosa to prove that the current Council is right to value his employment and gives him the opportunity to show his worth to the

newly elected Council members. This opinion is solely my own and should construed as representative of the thoughts or opinions of the organizations I serve, my family or my friends. The transit fund is one of the most healthiest funds that the City has. Overall ridership has increased ten-fold from 1,500 passenger trips in FY 04-05, when the bus operated with a City employee, to over 14,380 passenger trips in FY 09-10 utilizing a contract firm. This translates to 60 passenger trips per average weekday or 2.83 passengers per hour. The system is finally generating 10% of its revenues from fares. For a small rural transit system, these are excellent performance measures. The Delta Breeze Taxi Scrip Program is going strong with 162 participants and 281 passenger trips in FY 09-10. The City subsidizes 50% of travel to anywhere for seniors and persons with disabilities. Delta Breeze is here to provide a lifeline transit

service for those that do not have transportation or those that choose not to commute in their personal car. The question about empty buses coincides with why do you see only three of twenty registers at the local supermarket in use? Why are there empty lanes of traffic? Why are airplanes halfempty? The City like other service businesses, needs to balance supply and demand to operate an efficient system and that bus services must have continuity in their provision, for example, for driver shifts, vehicle utilization, service availability and route design. When accommodating all these factors produces the results seen on the street: an bus coming back to Rio Vista may be practically empty in the AM, but packed on its way inbound on its way to Fairfield in the AM; few riders at the end of a route. If the City canceled transit, then unmet transit needs would be created and the State would force the City to provide some form of transportation. The City is looking at evaluating its route structure through updating its 10year short range transit plan later on this year and will ask the public to participate in this process in developing the best transit system that can serve the needs of Rio Vista citizens. Letter to the Editor, City Council By now, I am sure that you know that the City Council has continued its corrupt ways and extended the City Manager’s Contract for another year after April 9, 2011. This is September, 2010! Almost eight months before the current contract runs out. My computer crashed last Wednesday, which was found unfixable, which forced me to purchase a new one on Sunday. Probably a good thing; however, because I was so angry and discussed by the council’s action; that writing a letter to the editor might have had too much venom in it, written the next day to meet a newspaper deadline of 5:00pm, on Friday. This purely demonstrates the dirty, corrupt, deceitful, disgraceful politics, and antics of this Council and City Manager. They do not agree with the United States Constitution and obviously don’t give a damn about “We the People”. The Council and City Manager are supposed to be working for the people, not themselves! I received the agenda Friday evening and began notifying several people via email and everyone I saw or talked to. They emailed and spread the word as well. In six days, correct thinking people packed the City Haul (hall) and someone gathered 286 signatures requesting not to extend the contract. Several people spoke at the podium, all save one, either asking not to extend the contract or pointing out various issues with the City Manager. Those that didn’t speak clapped for all those that did showing their

support. It is simply amazing that the mayor and council, except for Ms. Norman, could hear all this testimony and ignore all of it. After the people spoke, each Councilman and the Mayor read from prepared scripts saying why they would be voting for the extension. The Mayor read from two local supporters’ letters, but didn’t tell how many negative emails or phone calls she got. Their minds were made up and it didn’t matter what the public had to say. It was obvious that the vote would be 4 to 1 in favor; I couldn’t stand it anymore and walked out during the Mayor’s diatribe. I found out later that the Mayor had instructed the councilpersons to vote to extend; to show solidarity for the City Manager. This is just wrong and a violation of the Brown Act. It was obvious that the Mayor and Council had met before in PRIVATE and decided to vote for the extension. They even said as much in their prepared scripts as the City Manager had asked them to extend his contract so he would have more time to find a new job. Before the extension, the Manager’s Contract simply required a 120 day notice. Should the new Council elect not to extend the optional one year; a simple 120 day notice of no extension could have been given and allow the contract to run its course and expire on April 9, 2011. Now, with the extension, if the new Council wishes to replace the City Manager, we will be required to pay the full salary to the new end of contract. This is really a golden parachute of at least $130,000. Are there any attorneys out there that can shed some light on how to fix this injustice? Steve Lamb

Fellowship is a special word that describes having something in common. A fellowship develops if there is something of importance that is held in common. In Philippians Paul explains fellowship as having one another in heart, mind and prayers. This describes the true fellowship of the believers. However… even if the group is not a group of Christians it becomes a fellowship if there are some Christians who understand the meaning of fellowship. My husband graduated from Cal Maritime Academy many years ago. His graduating class has kept a fellowship through the years. It seems with every reunion they become a closer-knit group of men. They share the school in common but they have built upon this bond and become a true fellowship. The wives also are part of this fellowship. This last week the men celebrated another reunion. My husband and I enjoyed the fellowship of these men and women in Pacific Grove. They share the sea in common so every reunion has to be near water. During this reunion the bond of fellowship was apparent. These people have a heart for one another. . Because of the true fellowship it is possible to share our faith and different political viewpoints and still have a heart for one another. It is a unique group because it is a fellowship. We come together in a bond of caring and sharing. When fellowship occurs there can be honest sharing of ideas. Fellowship does not allow for phony talk or activities. It is a rare happening in today’s society because fellowship requires communication and time. Face book, twitter and email are not fellowship. Fellowship is

a time out to listen to the stories of those we care for and pray for good endings and new beginnings. Good stories have plots and as God’s children we all have unique experiences that make our lives worth reading. When God develops our story it is rich and always has a good ending as well as new beginning. Fellowship with the Son of God makes our lives real page-turners. The characters in our story are those with whom we have fellowship. My husband’s buddies from Cal Maritime academy make up several chapters of our lives. In Philippians Paul was miles away from his friends but he had a real fellowship with them because they shared the spiritual bond of following Jesus. Paul had fellowship with the Gospel the Good News of Jesus Christ. The Great Commission is that all Christians are to love Jesus first and then love others. It does not say that they are to love only Christians. Paul wrote to strengthen the Fellowship of Believers in order that it could reach out to others with the Good News. With Jesus one can cross the bridge to fellowship. He walks before us pointing the way towards fellowship. He knows that in the fellowship of believers we grow stronger in faith. It would be a shame to miss the fellowship because we are too busy.I am so grateful we took time out to fellowship with others this past week. All are invited to take time out and share with the Congregational Church as it celebrates the Harvest Festival this coming Saturday from five to seven. There is no industry standard for rental qualification, some property managers and landlords only care that you are employed, while others check credit and call every reference on your application. The credit report itself can have a bearing as well, depending on the depth of the report purchased. A base report does not offer a credit score, and may omit tax liens, and does not report evictions, while a more expensive report gives all these things and can merge husband/wife or show separate data. The more detailed reports also offer account numbers and a complete history of each account including high credit, current owed, payment, and history of payments including any lates, and how late. All the parts of your report then lend itself to a rating, or score, known as a FICO score (Fair Isaacs Company Score) which is broken down to reflect from the following categories: 35%=payment history, 30%=total debt showing, 15%=length of history, 10%=type of credit (re-

The always popular All American Soap Box Derby is back on Main Street on Saturday of the 63rd Annual

Bass Derby & Festival in Rio Vista. The Soap Box Derby was relocated from a side street to Main Street last year, enablingmany more festival goers to enjoy the family event. To make this possible, the Soap Box Derby sponsors, Stewart Industrial Supplies – Napa Auto Parts and McPherson Crane & Rigging, built a ramp to allow the cars to gather enough speed. The All American Soap Box Derby takes place on Saturday October 9th from 2:00PM to 5:00PM, for set-up, time trials, race and awards. “It’s such a thrill to see the kids in their Derby cars race down Main Street to Front Street while hundreds of Festival goers cheer them on,” said Matt Rubier, President of the Rio Vista Chamber of Commerce. “It’s a family fun event that you will not want to miss,” he added.
