The Department of Educational Leadership and Policy Studies (ELPS) develops educational leaders and policy analysts who are committed to improving PK-20 education through its study, development, implementation and evaluation at all levels of government and in a wide range of institutions, schools and international agencies.

Faculty research is focused in the areas of financing education, teacher quality and access to education for all learners, and bears consistent influence on educational policies and programs in Florida, the nation and the world.

Educational Psychology & Learning Systems Betsy Becker, Interim Department Chair

The faculty in the Department of Educational Psychology and Learning Systems (EPLS) are renowned for their insightful exploration and assessment of human behavior and the development of innovative research methodologies in three distinct areas – educational psychology, instructional systems, and psychological services. Students have the opportunity to focus their study on a variety of fields, from sport psychology to instructional theory, and graduate with the skills and knowledge necessary to become leading researchers, dynamic faculty and skilled practitioners.

Becker Receives Distinguished Honors Betsy Becker, professor in the Department of Educational Psychology and Learning Systems, was named a fellow of the American Statistical Association (ASA) in recognition of her professional contributions to the field of statistical science. The 53 fellows named in 2008 come from 23 states, Canada and Israel. According to the association by-laws, each year the Committee on Fellows can elect no more than one-third of one percent of the total ASA membership as fellows. In order to be selected, individuals must be nominated for the honor by their ASA colleagues, have an established reputation and have made outstanding contributions in some aspect of statistical work.

Becker’s research concerns “meta-analysis” which is the process of combining results of series of related studies. She develops and studies statistical methods for combining research results and applies those methods to real problems in education and other areas, such as summarizing studies of teacher qualifications. Currently, her statistical work concerns how to combine the results of multiple-regression analyses and aims to evaluate various kinds of teacher knowledge and determine how they may predict positive outcomes such as student achievement or effective teaching behavior.

“Being named a fellow is a tremendous honor,” Becker said. “For me it is an acknowledgement that one can work in an applied field and still be a ‘real statistician.’ Over the years, I have seen comments like ‘Why is this work being done by someone in education? This should be done in a statistics department.’ But, in fact, statisticians work in many different fields, both inside and outside of universities, and not only in mathematical statistics departments.”

Becker was further honored when conferred with the 2009 Mode L. Stone Distinguished Professorship by the Florida State University College of Education. The professorship is a competitive award given annually to a faculty member nominated by his or her colleagues in the College. The award was established in 2007 as a means of rewarding faculty scholarship and celebrating the values of dedication and excellence that are integral to the College’s mission.

“Dr. Becker has contributed not only to her program and field but to the College of Education in scholarship, service and teaching,” Driscoll said. “Her exceptional record and commitment to excellence made her an outstanding choice for this year’s Mode L. Stone Distinguished Professorship.”

Language and Literacy Researcher Wins Third Early Career Award A Florida State University educator is quickly making a name for herself in the area of child development research. Carol Connor, an associate professor in the College of Education and faculty member in the Florida Center for Reading Research, has received the 2009 Early Career Research Contributions to Child Development Award given by the Society for Research in Child Development.

Recipients of the award are typically no more than six years beyond their Ph.D. and have distinguished themselves through superior research, publications and scholarly activity.

“I am very honored to receive this award,” said Connor. “It is particularly encouraging because it recognizes the importance of rigorous education research on how children learn in the classroom and that one size doesn’t fit all -- that the effects of specific reading strategies, for example, depend on the language and literacy skills children bring to the classroom.”

Connor’s work in the area of children’s language and literacy development has garnered much acclaim. In particular, she has a current five-year project supported by the U.S. Department of Education’s Institute of Education Sciences and the National Institutes of Health to design and evaluate software that will provide guidance to teachers about how to fine-tune their instruction to best match their students’ current levels of growth in reading. Connor’s development of Assessment to Instruction (A2i), a Web-based software program that computes the recommended amounts and types of reading instruction for each individual child in a classroom, is currently being tested in elementary schools in Florida.

The 2009 Early Career Research Contributions to Child Development Award follows two similar recognitions for Connor. She previously received the Presidential Early Career Award for Scientists and Engineers in 2006 and the American Psychological Association’s Richard E. Snow Early Career Award in 2007.

“Dr. Connor’s early career award from the Society for Research in Child Development is her third national early career award and another sign of the high esteem in which her research on effective reading instruction is held,” said Barbara Foorman, Florida State’s Francis Eppes Professor of Education and director of the Florida Center for Reading Research.

The Society for Research in Child Development is a multidisciplinary, not-for-profit professional association that seeks to promote research in the field of human development, foster the exchange of information among scientists and other professionals, and encourage application of research findings.

Driscoll Elected to Committee on Education Policy Marcy Driscoll, dean of the College of Education, was elected to serve on the executive committee of the American Educational Research Association’s Organization of Institutional Affiliates. Driscoll joins her colleagues on the committee who are nominated and elected by the group’s membership base. The committee serves in an advisory role to the association and helps drive its policy agenda for the field of education.

The Organization of Institutional Affiliates is a collegial network of organizations engaged in educational research and development that seeks to provide information and context about federal education research issues and to facilitate members’ opportunities to be engaged in shaping policy. It advocates for a balanced, well-supported and well-administered set of federal programs directed toward basic and applied educational research and helps the American Educational Research Association to be effectively heard in Congress. Through an annual policy meeting in Washington D.C., a policy session at the association’s annual meeting, a monthly publication highlighting emerging policy issues, and timely action alerts on core research policy issues, the Organization of Institutional Affiliates plays an integral role in keeping education professionals across the nation informed and equipped to act.

“I am greatly honored to have the opportunity to serve my fellow colleagues in education,” Driscoll said. “It is particularly exciting to be involved at this critical point in the history of our nation when the quality of education hangs in the balance. I am eager to play my part in effecting positive change.”

Members of the Organization of Institutional Affiliates’ executive committee are elected to two-year terms and are tasked with coordinating all organization activities and representing its message to other organizations within and outside of the American Educational Research Association. The two open positions for the 2009-2011 term were filled by Driscoll and Richard De Lisi of Rutgers University.

Assistant Professor Teams With Psychology, Information to Study Energy Consumption Does the design of appliances affect how we use energy? This is a question that will by explored by a team of Florida State University faculty through a $250,000 Institute for Energy Systems, Economics and Sustainability grant.

David Eccles (co-investigator), assistant professor in the Department of Educational Psychology and Learning Systems and lead research scientist with the Center for Expert Performance Research at the Learning Systems Institute; Paul Ward (principal investigator), assistant professor in the Department of Psychology and Learning Systems Institute; and Ian Douglas (co-investigator), assistant professor in the College of Information and Learning Systems Institute, will investigate behavioral factors in energy consumption and the extent to which the design of appliances may contribute to inefficient usage behavior.

Research has shown that nearly a third of in-home energy use is due to differences in residents’ behavior. Studies of utility records show considerable variation even when equipment or units are nearly identical. This leads scientists to consider that the interface design of many items in the home may have an underestimated influence on how consumers practice energy conservation. In other words, no matter how efficient a product may be, a large portion of the energy it consumes is dependent on how it is used.

The team will recruit up to 30 households in the Tallahassee, Florida area for data collection on their energy usage.

They intend to isolate relative behavioral and appliance-design factors that affect consumption so they can provide guidance to both manufacturers and consumers on more strategic ways to save energy.

“We feel that this is a particularly timely grant given changes to the economy and also to awareness at the public and political levels about energy consumption and its relation to the environment and national security,” Eccles said.

Eklund Named Fellow Robert Eklund, professor of Educational Psychology and Learning Systems (EPLS), was inducted as a 2009 active fellow into the American Academy of Kinesiology and Physical Education (AAKPE). The first academy fellows were named in 1926 and less than 500 have been installed since that time.

The AAKPE is an honorary organization whose membership is comprised of active, emeritus, and international fellows who have had a significant impact on the fields of kinesiology and physical education. Fellows are nominated by current members and selected on the basis of demonstrated competence in the profession through contributions to scholarly and professional literature, and evidence of their leadership in the field.

“That I have been named to be among the ranks of these accomplished and influential scholars is an honor that I will wear with a great deal of pride,” Eklund said.

Aki Kamata, EPLS department chair from 2007–2009, stresses the importance of this honor. “This is a significant recognition for a scholar in the field of sport science,” he said. “It is also very important for the department as it illustrates the quality of our graduate program in Sport Psychology.”

Eklund’s research is focused on athlete burnout, a phenomenon that has proven to be a point of consternation in the sport industry, leading to funded research programs by such notable organizations as the United States Tennis Association and the English Rugby Union.

“The most high profile cases tend to be associated with early and unnecessary sport retirement,” said Eklund, “but broader veins of under-performance and personal dysfunction have also been of concern.”

Eklund contends that as amateur sports are professionalized, schedules become more competitive and training demands increase while opportunity for rest and relaxation are lessened. His research seeks to uncover additional factors leading to burnout while discovering avenues through which it can be prevented and managed.

Professor Earns 2009 Scholar Award Susan Lynn, professor in the Department of Sport Management, Recreation Management and Physical Education (SMRMPE), was named the 2009 Scholar Award recipient for the Southern District of the American Alliance for Health, Physical Education, Recreation, and Dance (AAHPERD).

The award recognizes professionals who have engaged in exceptional scholarly productions and presentations in addition to serving as exemplary role models for students and peers. Bestowed annually, it is intended to promote scholarly productivity among professionals within the Southern District of AAHPERD. Comprised of thirteen southern state associations, the Southern District of AAHPERD advocates for quality programs that encourage healthy lifestyles and incorporate physical activity. Its mission is to facilitate professional development opportunities for individuals within the fields of health, physical education, recreation and dance.

“Being selected by a panel of my peers is indeed an honor that I am deeply grateful for and will forever cherish,” Lynn said.

Lynn’s research explores teachers’ career cycles and the examination of factors that affect educators’ career paths.

Other research interests include gender study in sport and physical activity settings, the role that sports media plays in these endeavors and obesity-related issues in children.

U.S. Department of Education Awards $800,000 to Visual Impairment Program The U.S. Department of Education’s Office of Special Education and Rehabilitative Services awarded faculty members within the College of Education’s School of Teacher Education a four-year, $800,000 grant to support teacher education in the field of visual impairment.

Amy McKenzie, assistant professor in the college’s Special Education Program, is principal investigator of the grant which is intended to support programs for training undergraduate and graduate students to become teachers of students with visual impairments. Teacher preparation in this field is in high demand throughout the United States.

“There is an essential need for teachers of students with visual impairments, both on a national and state level,” McKenzie said. “The Florida Department of Education recognizes teachers of students with visual impairments as a critical teaching need area.”

The primary goal of the program is to increase the number of highly qualified, diverse personnel necessary to provide appropriate services to people with visual impairments.

Research efforts will focus on four initiatives: graduate preparation for orientation and mobility specialists, support of interdisciplinary graduate teacher preparation, aggressive recruitment efforts and a mentoring program.

Phillips Joins Research Team To Study School Readiness of Spanish-speaking Children Beth Phillips, assistant professor in the Department of Educational Psychology and Learning Systems and faculty associate of the Florida Center for Reading Research; Christopher Lonigan (PI), a psychology professor and associate director of the Florida Center for Reading Research; JoAnn Farver of the University of Southern California; and Kimberly McDowell of Wichita State University comprise a team of researchers who will study ways to increase the school readiness skills and subsequent academic achievement of Spanish-speaking children in the United States.

The National Institute of Child Health and Human Development awarded the five-year, $2.8 million grant to Lonigan and his team to evaluate the benefits of an academically focused preschool curriculum they developed, the Literacy Express Comprehensive Preschool Curriculum, versus more traditional early childhood programs. The study will also compare the benefits of teaching Spanish-speaking 4-year-olds using only English versus teaching them in Spanish first and English later. Lonigan’s previous studies indicate that using a modified two-way bilingual approach is most effective.

A substantial number of children who are Spanish-speaking English language learners enter kindergarten with low levels of key early literacy and math skills, and studies suggest that many of these young children are at risk of later problems in reading and mathematics. Understanding how instructional activities can be used to prevent problems will provide educators with important tools for enhancing school readiness, according to Lonigan.

In addition to low math and literacy skills, children for whom English is not their first language are more likely to have lower overall academic achievement and higher grade repetition and drop-out rates than their peers. Therefore, how to best serve the educational needs of Spanish-speaking children is paramount, especially when considering the number of school-age Latino students is estimated to reach 16 million, or 25 percent of the total student population, by 2030.

The research will be conducted in preschools that serve a large number of Spanish-speaking children in Florida, California, New Mexico and Kansas. Overall, more than 100 preschool centers and approximately 1,200 preschool children will participate in the project.

Article Recognized for Outstanding Contribution to Personality Assessment Literature Frances Prevatt, professor of Educational Psychology and Learning Systems, recent doctoral graduate Tam Dao, and current doctoral candidate Heather Horne were selected to receive the 2008 Walter Klopfer Award for an article comparing two popular personality inventories. The annual award, bestowed by the Society of Personality Assessment, recognizes a statistically based research article that makes a distinguished contribution to the literature.

Dao, a recent graduate of the program in Counseling Psychology and School Psychology was lead author on the winning publication which was selected from 29 nominations.

Published in the January 2008 volume of the Journal of Personality Assessment, the study compares the validity and utility of the Minnesota Multiphasic Personality Inventory – 2 (MMPI-2) with that of the Rorschach Perceptual Thinking Index in relation to the differential diagnosis of psychosis.

“This study is unique in that it is one of the first to examine how the MMPI-2 and the Rorschach can be used together to assess psychosis,” Dao explained.

The results of the investigation, which present important findings for clinicians and researchers, indicate that the Rorschach has a greater overall correct classification rate than the MMPI-2.

Prevatt has been working in the area of personality assessment for 25 years and is a strong proponent of the Rorschach: “For years the MMPI has been thought to be the premier personality test for adults, but this study encourages the use of a test that has struggled to prove itself. The scoring system we use with the Rorschach is a very sophisticated one which does an excellent job of tapping into delusions and illogical thinking.”

Award winners are selected in a two-step process. First, members of the Consulting Editor Board for the Journal of Personality Assessment nominate exceptional articles published in the past year. These nominations are then reviewed and rated by the journal’s editor and associate editors to determine the winner.

Now in its second edition, “Trends and Issues in Instructional Design and Technology” is largely a product of contributions from current faculty in the College of Education’s Instructional Systems Program and several of the program’s alumni. It is intended to provide readers with a clear picture of the field of instructional design and technology, the trends and issues that have affected it in the past and present and those likely to bear influence in the future.

Reiser, a University Distinguished Teaching Professor at Florida State and the Robert M. Morgan Professor of Instructional Systems, said he is honored to have the book receive such recognition but was quick to acknowledge the contributions of his colleagues: “Without whose efforts this award would not have been possible.”

This marks the book’s third significant accolade in two years. In 2007, it won the Outstanding Human Performance Communication Award from the International Society for Performance Improvement. It also received the Outstanding Book Award in 2006 from the Association for Educational Communications and Technology’s Division of Design & Development.

Sampson Named Fellow of American Counseling Association James Sampson, the College of Education’s associate dean for faculty development and Mode L. Stone Distinguished Professor of Counseling and Career Development, received a major honor from his peers when named a fellow by the American Counseling Association (ACA).

Recipients are ACA members of professional distinction who have been recognized for significant and unique contributions in professional practice, scientific achievement and governance, or teaching and training, and have made important contributions to the counseling profession.

“I am very honored to be named a fellow, especially given the respect I have for the professionals who have been named in the past,” Sampson said. “It is also very meaningful to have been nominated by my esteemed colleagues in the Association for Assessment in Counseling and Education (a division of the American Counseling Association), who have made such important contributions to our field.”

Sampson has been a faculty member at Florida State since 1982 and has served as co-director of the Center for the Study of Technology in Counseling and Career Development, a research center established at the university to improve the design and use of computer applications in counseling and guidance, since 1986. His research focuses on the appropriate use of computer technology in counseling and on the use of cognitive strategies in the design and delivery of career counseling and guidance services.

Sampson is a frequent presenter and consultant in both the United States and Europe and has worked on the design and implementation of career services systems in North Carolina, Oklahoma, England, Scotland, Northern Ireland and Finland.

“This prestigious honor further solidifies the valuable contributions Jim Sampson has made to The Florida State University, the College of Education and the field of counseling and career development,” said Marcy Driscoll, dean of the College of Education. “His work has had tremendous impact on the lives of students and professionals across the nation and the world.”

Witte Awarded National Grant to Study Vocabulary Development Shelbie Witte, assistant professor in the School of Teacher Education received a research grant from the National Writing Project to study how professional development in vocabulary affects classroom instruction. Witte’s research will focus on schools in Leon County (FL) and surrounding areas and will support teachers as they develop a focus on vocabulary pedagogy.

According to Witte, content vocabulary and the quality of its instruction across disciplines is integral to helping students understand the vital role words play in academic success. Because words are the common thread across disciplines, students with a highly developed vocabulary are better able to understand and articulate concepts in any given field of study.

“The ability to define complex terminology, to apply the terminology to real life environments and to be fearless in the construction and deconstruction of words in specific contexts and situations is critical to student success,” said Witte.

The project is part of a national study that explores how vocabulary instruction is influenced by teachers’ professional development. The collaborative effort will help determine the most effective methods of teaching vocabulary and how they can be implemented in the classroom.
