N E WS B R I E FS REPORT: NYPD REASSIGNS HUNDREDS TO WTC SITE The New York City Police Department is reportedly set to shuffle hundreds of new officers out of a successful program to increase staffing in other areas, including the World Trade Center Site. The Daily News reports 600 officers are being removed from Operation IMPACT — a third of the entire program. About 300 of those officers would head to the trade center. Launched in 2003, Operation IMPACT places rookie police officers in strategically targeted areas to bring down crime. Detractors say the move could put certain areas at risk for a summer crime wave. Sources, though, tell the paper more officers are needed in other areas of the city. SUMMER SCHOOL CLASSES BEGIN TODAY While most city school kids are enjoying summer vacation, some are headed back to the classroom today. The Department of Education says some 34,000 elementary and middle school students will have to attend summer school this year, up from about 23,000 last year. Elementary and middle school classes go through August 4, and high school classes go through August 16. YELLOW BUS SERVICE WILL NOT BE RESTORED TO AREA MIDDLE SCHOOLS Thousands of middle school students on Staten Island will still have to find their own way to school after the state appellate court dismissed a case that would’ve restored yellow bus service to 4,600 seventh and eighth graders. Department of Education officials decided in May of last year to end the service to save nearly $1.6 million. The appellate court decision comes after a 13-year-old was hit and killed in Mariners Harbor. Friends say she was trying to catch a city bus after the last day of school. “As I stood in the same very spot last year, I said, what are we going to have, a knee jerk reaction to a tragedy?” said parent Eric Pistek. “And here look what we have. We have a tragedy.” “The battle wages on,” said City Councilman Vincent Ignizio of Staten Island. “We basically tried to fight this fight on any front we can, with the mayor’s office and the courts.” Now parents and lawmakers hope a state bill, which would allow funding for yellow bus service, will pass. Officials from the city law department said the court was correct to dismiss the lawsuit.

Black Newspaper Publishers conference brings out Black leaders By JASMYNE A. CANNICK NNPA NATIONAL CORRESPONDENT CHICAGO, IL — Led by Chairman and Sentinel publisher Danny Bakewell Sr., over 200 Black newspaper publishers from all over the country gathered at Chicago’s legendary Drake Hotel for several days of robust conversations on the future of the National Newspaper Publishers Association, also known as the Black Press of America. The conference kicked off with Dr. Frederick D. Haynes, III, Senior Pastor of the Dallas, Texas based Friendship-West Baptist Church, who addressed the significance and historic relevance of the relationship between the pulpit and the press. In front of hundreds of attendees, Haynes eloquently retold the history of Blacks in the United States pointing out role that the Black Press has traditionally had in African-American communities as the drumbeat of communication. NNPA publishers made history when Mr. Bakewell announced a historic new partnership between Nielsen and the NNPA that will produce an annual report entitled the NNPA Nielsen State of the African-American Consumers Report with its inaugural release to take place later this year at the Congressional Black Caucus Foundation Conference in Washington D.C. “This report will be able to put into black and white and more importantly quantitative data the shopping habits and spending power of Blacks in America,” remarked Mr. Bakewell. Spearheaded on the Nielsen side by Vice-President of Public Affairs Cheryl Pearson-McNeil, who says that, “over the next three years the report will be issued in September at the CBC conference and it will provide America with a snapshot of the African-American consumer in one report. The Nielsen partnership is just one example of such a relationship.” NNPA corporate partners representing Ford, GM, Nielsen and Wells Fargo attended the Chicago conference and participated in a conversation led by Mr Bakewell on the future of these partnerships. “The Black Press is tried, tested, and true when it comes to Black America,” explained Mr. Bakewell.

“African-Americans trust us and our partners and that results in increased brand loyalty for our partners.” Nationally syndicated journalist George Curry moderated a discussion with some of America’s leading advertising agencies that specialize in African-American marketing including the Chicago-based Burrell’s Communications, Carol H. Williams Advertising, Flowers Communications, GlobalHue, and Uniworld Group. Reverend Al Sharpton, civil rights leaders and founder of the National Action Network addressed the issue of unity among African-American leaders as well their responsibility to work with the Black Press in order to ensure that our issues are front and center to keep Black America aware and engaged that the struggle continues on. White House to pay $37 million in salaries for 2011 By MOLLY O’TOOLE WASHINGTON — The White House said on Friday it will pay $37,121,463 in salaries for 454 employees in 2011. Three policy advisors have a salary of zero, while more than 20 make the highest pay grade: $172,200. More than 30 percent earn between $100,000 and $200,000 a year while 154 take home less than $50,000, according to the 2011 annual report on White House staff. The top dollar group includes John Brennan, Assistant to the President for Homeland Security and Counterrorism; Press Secretary James Carney; William Daley, Chief of Staff; and Director of Speechwriting Jonathan Favreau. The average White House salary in

2011 is about $82,000. In 2010, the White House paid out $38,796,307 for 469 employees, an average of nearly $83,000 a year. Since 1995 Congress has required the White House to deliver a report listing the salary and title of every

employee. The Administration has posted the report online each year that President Barack Obama has been in office, “consistent with President Obama’s commitment to transparency,” the 2011 report states.

Obama says ending tax breaks required to cut deficit By JEFF MASON WASHINGTON — President Barack Obama pressed his case for achieving deficit reduction, in part by ending tax breaks and singling out hedge fund managers, oil companies and billionaires to take the hit. Obama is locked in a dispute with Republicans over how to bring down the deficit as part of a deal to raise the debt ceiling and prevent Washington from default. Democrats insist that some tax increases be included in a deficit-cutting package. Republicans say that would be bad for the economy. “Now, it would be nice if we could keep every tax break, but we can’t afford them,” Obama said in his weekly radio and Internet address. “Because if we choose to keep those tax breaks for millionaires and billionaires, or for hedge fund managers and corporate jet owners, or for oil and gas companies pulling in huge profits without our help - then we’ll have to make even deeper cuts somewhere else.” Obama listed a range of areas, some of which are considered top Democratic political priorities, that would face the chopping block if such tax breaks were allowed to continue.

“We’ve got to say to a student, ‘You don’t get a college scholarship.’ We have to say to a medical researcher, ‘You can’t do that cancer research.’ We might have to tell seniors, ‘You have to pay more for Medicare,’” he said. “That isn’t right, and it isn’t smart. We’ve got to cut the deficit, but we can do that while making investments in education, research and technology that actually create jobs.”

Senator Dan Coats, delivering the weekly Republican address, said reducing spending was the key. “The president and Democrats in Congress must recognize that their game plan is not working,” he said. “It’s time to acknowledge that more government and higher taxes is not the answer to our problem. It’s time for bold action and a new plan to address our current crisis.” Treasury Secretary Timothy Gei-

thner has warned of huge risks if Congress fails to raise the $14.3 trillion debt ceiling by August 2, potentially triggering a default that could send shivers through an alreadyfragile banking system. Obama said both sides agreed spending cuts were necessary and said he and Vice President Joe Biden had made progress in getting lawmakers to agree on areas to cut. “Over the last few weeks, the vice president and I have gotten both parties to identify more than $1 trillion in spending cuts,” Obama said. “But after a decade in which Washington ran up the country’s credit card, we’ve got to find more savings to get out of the red. That means looking at every program and tax break in the budget - every single one - to find places to cut waste and save money.” Fears of a default, which could disrupt everything from debt payments to retirement benefits, rose after Republicans walked out of budget negotiations led Biden last week. Coats said Obama had to step up to get a deal done. “Now is the time for decisive leadership from this president,” he said. “It’s time to cast aside the false safety of political denial and re-election hopes and put the future of our country above all else.”

Other Black leaders in attendance at this year’s conference included Dr. Charles J. Ogletree who moderated a discussion on Black leadership that included panelists Rev. Jesse Jackson Sr., Rev. Al Sharpton, Dr. Maulana Karenga, Rev. Marcia Dyson, Dr. Benjamin Chavis, Dr. Michael Eric Dyson, and Dr. Cornel West. The legendary Motown group the Temptations provided the entertainment at the NNPA Legacy of Excellence Dinner and Awards where Trumpet Awards founder Xernona Clayton and Miami Times publisher Garth C. Reeves were honored. Additionally, NNPA hosted its annual coveted Merit Awards for publishing and editorial excellence. This year’s winners included The Miami Times for General Excellence, the New Pittsburgh Courier received the Robert S. Aboott Best Editorial Award, and the Final Call’s Akbar Muhammad took home the Emory O. Jackson Best Column Writing. At the conclusion of the four-day conference NNPA’s body of publishers voted on a new board of directors and executive committee resulting in the passing of the leadership mantle from Chairman Danny Bakewell Sr. to Arizona Informant publisher and former state legislator the Honorable Cloves Campbell Jr. Mr. Bakewell who has served at the helm of NNPA for the past two years declined to run for re-election in an effort to focus on growing his two newspapers, the Los Angeles Sentinel

and the L.A. Watts Times as well as spend more time with his family. Although Mr. Bakewell is no longer the organization’s president, he still plans on being actively involved in NNPA and is both delighted and excited at Mr. Campbell assuming the leadership role for NNPA. “Cloves will be an excellent leader for NNPA,” said Mr. Bakewell. “Over the past two years I’d hoped to lay a foundation for this eventual passing of the mantle so that the next president would inherit an NNPA that was both financially secure and stronger than when I assumed the role. I think that through my work and the work of NNPA’s board and member publishers that’s been accomplished.” NNPA’s other elected officers include the Atlanta Inquirer’s John Smith as 1st Vice-Chair, Mollie Finch Belt publisher of the Dallas Examiner as 2nd Vice-Chair, Cleretta Blackmon with the Mobile Beacon in Alabama as Secretary, and Yvonne Coleman, publisher of the Louisville Defender serving as Treasurer. Each executive committee officers will serve for two years. “We’re going to go continue with what Danny [Bakewell] started in terms of advertising and in terms of being a voice for the African-American community,” said Mollie Finch Belt, publisher of the Dallas Examiner. Atlanta Inquirer publisher John B. Smith Sr. said that he gives kudos to Mr. Bakewell for his outstanding leadership. “Mr. Bakewell’s leadership is unparalleled to any previous administration including my own and this is in part due to all of the wonderful things he has done for the NNPA.”

He continues, “Danny Bakewell has been outstanding leader and he has taken all of us members of the Black Press to unprecedented heights. Though he has passed the baton to a younger generation his stalwart support is evident by the character that we all possess going forward in growing NNPA and by our willingness to become better chaplains for the better good as well as to remain vigilant in our efforts to promote our beloved communities. The leadership that Cloves Campbell Jr. will exhibit will be unprecedented in the 61-year history of NNPA. We have one of the best teams that has ever been assembled since NNPA started in1940 and through Mr. Campbell’s leadership we’ll see a stronger federation of newspapers for years to come.” Outgoing Chair of the NNPA Foundation and publisher of the Crusader Newspapers in Chicago, Illinois and Gary, Indiana Dorothy R. Leavell said,

“We were devastated upon first receiving the news that Mr. Bakewell wasn’t running for re-election—and there were those of us including myself who wondered whether Cloves [Campbell Jr.] was mature enough to handle the position. But my doubts vanished when I first heard him speak. Cloves showed us older publishers that he has respect for us and our history. In Cloves, I see the wisdom that he’s learned from being involved with NNPA and the vigor and energy that comes with being a young man with fresh legs. The guidance that Mr. Bakewell will provide him through this transition period will help him succeed and I am assured that we are in safe hands. I pledge my full support to him.” On Mr. Bakewell’s leaving the Chairmanship she continued, “We all just want to thank Danny Bakewell for his two years of service as he has certainly set a high bar for anyone following in his footsteps.”

Same-sex couples to soon apply for city marriage licenses The city is gearing up for a potential flood of requests for new marriage licenses. Starting today, same-sex couples can pre-apply online only, not in person. The licenses will not actually be issued until the Monday, July 25, since the new law takes effect the day before.

City officials say they will look at the number of early requests to figure out what their staffing needs will be in the first days of the process. The city’s tourism website, at nycgo.com, has a list of frequently asked questions in place for LGBT couples wanting to wed in New York.

Part of me is delighted that France’s Finance Minister Christine Lagarde will replace the accused rapist Dominique Strauss-Kahn as managing director of the International Monetary Fund (IMF). She will be the first woman to hold this position, and her background makes her a good pick for this important position. That she is a Frenchwoman replacing another French national suggests no loss of power or influence for France after the national soul-searching on gender attitudes that the DSK imbroglio sparked. While gender is not likely to shape the ways that Lagarde approaches IMF business, interest in her gender and her background may motivate more women to consider international finance as a career path. While the woman that I am is cheering at the selection of Christine Lagarde, the woman of color in me wonders when the United States and Europe will loosen their lock on key global finance position. Customarily, someone from the United States leads the World Bank, and someone from

Europe the International Monetary Fund. Last year, at the G20 Summit in Seoul, representatives from China, Brazil, and other countries balked that their economies are not only influential, but also growing. When they argued that they, too, should be considered for leadership positions, there was concurrence. The selection of Christine Lagarde suggests that concurrence was only lip service. When one considers the growing role that China plays in the world economy, including its recent bet on the euro, it is beyond myopic that China should have such a minimal role in international finance. One might argue, too, that leadership of the IMF or the World Bank should not simply be reflective of the size of a national economy, or a regional one. What about the African continent or Latin America? How would perspective change, if financiers from these countries had the opportunity to provide global financial leadership? To be sure, neither gender nor nationality will shape an approach to the faltering economy in Greece, nor to the world economic slowdown. Except the whole world really isn’t slowing down. economies are relatively stagnant, economies in developing countries are showing much more robust growth. Leaders from these countries may have different perspective on bailouts and other ways to induce world financial stability. The world GDP is roughly $78 trillion; the U.S. GDP is $14 trillion, or about 17 percent of that. The GDP of the European Union is a bit higher, at $16 trillion. The U.S. and the EU have about 38 percent of world GDP. While the Chinese economy is growing rapidly, its GDP was just $5,8 trillion in 2009. Though China and India’s have more people than the United States, they have much smaller GDPs, with India’s hovering at just $1.5 trillion. Still, if the U.S. and the EU argue that size is the only thing that matters, then we had better enjoy our hegemony while we can. Certainly at the pace it is growing, and with the currency reserves it has on hand, China is poised to topple the United States within the next two to three decades. Whatever happened to Armstrong Williams? By WILLIAM REED “It’s been so long since I have heard his name, I thought since “ole massuh Bush” left the White House, Armstrong had retired close to his beloved cotton on the plantation singing his favorite song, ‘ole massuh, I is heah’” – A Williams critic’s internet comments Back in the day, Armstrong Williams proved to be “one of the most recognizable conservative voices in America.” He possessed a pugnacious and provocative style, and stayed Williams was “on point” when expressing his viewpoints. Most importantly, he provided conservatives and Christians with what they longed to hear. In the 1990s, Williams’ colloquies regarding Black Americans, received national attention by pointing out that high percentages of African-Americans actually hold conservative views. Williams also noted that “political leaders dupe Blacks and persuade high numbers of them to swap their votes for Democratic handouts.” Today, after hitting some bumps along the road, Williams is back on

the national scene with a new book that talks about his current attitude and perspective. He still considers welfare as “a new plantation system” and decries America’s obsession with race. Chronicling his personal journey through purgatory, the conservative African-American political commentator has written, Reawakening Virtues: Restoring What Makes America Great. In his new book, Armstrong Williams calls for “a renewal of basic virtues that have gone by the wayside in today’s world”. Drawing on his upbringing in South Carolina, Armstrong discusses pertinent issues such as the sanctity of life and the virtues of capitalism. In the 190-page book, Williams discusses traditional virtues from a Christian perspective and ultimately argues for a revitalization of American society, politics and culture by updating the values of our founding fathers and bringing them into the 21st century. It was that “conservative” and “Christian” persona that got him in trouble in the first place. In 2005, Armstrong Williams acknowledged that he was paid $240,000 by the Department of Education to promote its initiatives on his syndicated television program and to other African-Americans in the news

International African Arts Festival celebrates 40 years By SHAZIA KHAN From traditional instruments to vibrant fashions, the International African Arts Festival is a celebration of culture. “I grew up in Africa, West Africa. So it’s a bit of home for me every time I come here,” said one festival goer. “It’s a lot of fun and

the food is fabulous, the vendors are great we always buy a little too much,” said another. Now in its 40th year, the festival attracted performers and vendors from the United State and beyond. “This is a dream catcher and it’s like in three pieces right now as we have it and it’s made from banana stems and it’s basically made by women from

Tanzania,” said vendor Justa Lujwangana. For some, the festival offers a chance to share not only their culture but also their creativity. “It’s a wonderful festival, people come all over and it’s wonderful for us especially because we do our own designs so it’s always an opportunity to show our new collection,” said vendor Judy Pinks.

In keeping with the spirit of all things African, festival participant Oba Cullins could be seen showing passersby Saturday how to play one of the oldest board games in Africa, popularly called Warri and Mancala. “Every country in Africa plays it at least one way or another by different names and different size boards, but it’s basically a mathe-

matical based game. It’s a strategy board game but based on math and numbers and counting,” explained Cullins. The festival started off as a street carnival in 1971. It soon moved to a high school football field before finding its new home at Commodore Barry Park. the park While affords more space for the more than 150 vendors, organizers says

Turnout key as Moroccans vote on king’s reforms By SOUHAIL KARAM RABAT - Moroccans voted on Friday in a referendum on a revised constitution offered by King Mohammed to placate “Arab Spring” street protesters and the “yes” camp was tipped to win despite boycott calls by opponents. The new charter explicitly grants the government executive powers, but retains the king at the helm of the army, religious authorities and the judiciary and still allows him to dissolve parliament, though not unilaterally as is the case now. That falls far short of the demands of the “February 20” protest movement, which wants a parliamentary monarchy where the king’s powers would be kept in check by elected lawmakers. However the movement so far has not attracted the mass support of popular uprisings that toppled the leaders of Tunisia and Egypt. It urged Moroccans to boycott the vote and said a low turnout would back their calls for more radical reforms. Turnout stood at 26 percent by midday local time (1100 GMT), according to the interior ministry. Preliminary results were due to be announced late on Friday, a ministry spokesman said. “I voted ‘yes’ because we have to obey the Commander of the Faithful,” retired agriculture ministry engineer Samira Denguir said in the middle-class Hassan suburb of the capital Rabat, referring to the king’s religious role. “A large ‘yes’ vote with a high abstention rate or

spoiled ballots is not a great result, and the monarchy, Makhzen and (political) parties know it,” said Lise Storm, senior lecturer in Middle East politics at the University of Exeter in England. The Makhzen is the royal court seen by many Moroccans as a largely unaccountable and shadowy political and business elite. The 47-year-old ruler has had some success in repairing the legacy of human right abuses, high illiteracy and poverty he inherited after his late father’s 38-year rule ended in 1999. WESTERN ALLY A staunch Western ally, Morocco under King Mohammed has stepped up cooperation against terrorism and illegal migration, notably with the European Union which is keen to avoid the spread of Islamic militancy along its southern shores. But while his personal popularity is expected to swing many voters in favor of the reforms, the margin of victory could be eroded by resentment at wide disparities between rich and poor, and a sense of alienation from the political elite. “I’m not voting because I couldn’t get my voter card and to be totally honest I couldn’t care less. If they really mean good they would have done it years ago,” said market trader Younes Driouki, 29, heading to the beach with his surfboard. Results of an online poll conducted by independent portal Lakome.com showed 52 percent of 51,200 participants saying they would boycott the referendum. Three killed as Syrian protesters tell Assad to go By KHALED YACOUB OWEIS AMMAN - Syrian forces shot dead three demonstrators in the central city of Homs on Friday, witnesses and activists said, as tens of thousands of protesters called on President Bashar alAssad to step down. Defying weeks of military crackdown, demonstrations broke out in Damascus suburbs, near the Lebanese border, in desert regions bordering Iraq and in northern Idlib province where tank assaults in hills near Turkey killed three people overnight, the Syrian Observatory for Human Rights said. “Bashar get out of our lives,” read placards carried by thousands of Kurds who marched in the northeastern city of Amouda, according to a YouTube video taken by resident. In the city of Hama and in Kurdish eastern areas, demonstrators carried red cards, witnesses and activists said, symbolizing Assad’s “sending off.” Authorities banned most international media from operating in Syria since the outbreak of the protests in March, making it difficult to verify reports from activists and authorities. State television said gunmen had fired on security forces in Homs in several other towns,

wounding two of them. In the old Homs district of Bab Sbaa, a witness said several armored vehicles deployed and soldiers fired at protesters from road blocks set up in main streets in the city of one million. Another activist in Homs said the death toll could be higher, with troops surrounding a private hospital in Bab Sbaa and several wounded people rushed to another hospital on the outskirts of the city where security forces were not present. ASSAD “RUNNING OUT OF TIME” Protesters have taken to the streets for 14 weeks to protest against Assad in unrest which has claimed the lives of around 1,300 civilians, according to rights groups. Authorities say 500 police and soldiers have been killed by gunmen they also blame for most of the civilian deaths. Alongside the military crackdown, Assad has promised a national dialogue on political reforms and on Monday gave a rare platform to opposition demands when authorities allowed a conference in Damascus attended by 150 intellectuals. U.S. Secretary of State Hillary Clinton said she was “disheartened” by reports of continued violence near the Syrian border with Turkey. Monday’s meeting in Damascus, she said, was not

enough on its own to address demands for reform. “It is absolutely clear that the Syrian government is running out of time,” she said during a visit to Lithuania. “They are either going to allow a serious political process that will include peaceful protests to take place throughout Syria and engage in a productive dialogue with members of the opposition and civil society, or they’re going to continue to see increasingly organized resistance.” The deaths in Idlib overnight raised the death toll in the last two days to 14, according to rights groups and residents. Around 100 people crossed over into Lebanon early on Friday, witnesses said. Thousands have fled to Lebanon during the three months of unrest, but many have returned and it is unclear how many remain in Lebanon. Syrian television showed a proAssad demonstration of around 100 people in the northern city of Aleppo on Friday, and state media reported several other large gatherings on Thursday which they said expressed support for Assad’s proposed reforms. The United States and European Union have imposed sanctions on Assad and his top officials in response to the violent repression of the protests.

Thaksin looms large as Thai parties make final By JASON SZEP BANGKOK - Thai party leaders promised peace and unity at rain-soaked rallies Friday, two days ahead of an election many fear will do the opposite and inflame a sometimes violent, six-year political crisis. Opinion polls ahead of Sunday’s election favor the opposition Puea Thai (For Thais) party led by Yingluck Shinawatra, sister of ousted premier Thaksin Shinawatra, the figurehead of the rural and urban poor “red shirts” whose protests last year ended in a bloody army crackdown. The telegenic 44-year-old businesswoman has electrified supporters as Thailand’s first possible elected woman prime minister, vowing to revive Thaksin-style populist policies ranging from a minimum wage hike to subsidies for farmers. Many supporters want her to go further and bring back Thaksin himself. Their red T-shirts are often emblazoned with the image of the former telecoms tycoon, who was removed in a 2006 military coup and lives in Dubai to evade jail for graft charges he says were politically motivated. At a stadium packed with about 20,000 people, many under umbrellas in driving rain, Yingluck ticked off a list of promises — from credit-cards for taxi drivers to a big rise in wages. “If only you give this woman a chance to serve you.” Not far away, Prime Minister Abhisit Vejjajiva warned about 15,000 voters not to believe her. “They say they will move Thailand forward, but I don’t believe they will do so on your behalf,” he said, before assuring supporters he would heal rifts in Thai society. Yingluck has been feted like a rock-star at rallies festooned with placards accusing the rich, the establishment and the military of breaking laws with impunity — grievances that have simmered since the coup that toppled her brother. Recent polls suggest Puea Thai could win at least 240 seats in the 500-seat parliament, but that is no guarantee Yingluck will govern. Most doubt either side will secure an outright majority, opening the way for both to wheel and deal with smaller parties to form a coalition. “The question is not who will win, but by how much they will win,” said Pavin Chachavalpongpun, a fellow at the Institute of Southeast Asian Studies in Singapore. “If there is a Puea Thai landslide, it would make things easier for everyone. UNfto open 8 new bases in western Ivory Coast ABIDJAN, Ivory Coast - The United Nations will open eight new peacekeeping bases in western Ivory Coast in an effort to restore law and order ahead of upcoming legislative elections, local U.N. mission chief Choi Young-jin said. The bases will be located in areas where fighting was the fiercest in March, and where tens of thousands of people still refuse to return home in fear of reprisal attacks. “There is a pressing need to restore law and order throughout the country,” Choi told journalists on Thursday. Former President Laurent Gbagbo was arrested in April after holding onto power for five months after he lost an election. Fighters loyal to the democratically elected leader Alassane Ouattara finally removed Gbagbo from power with the help of U.N. and French military forces. The fighting during the political crisis left an estimated 3,000 people dead, and sent more than 1 million people fleeing their homes. The U.N. refugee agency says that 300,000 people are still displaced, more than two months after the fighting ended. Human Rights groups allege that war crimes and crimes against humanity were committed by both sides during the power struggle over the presidency. While 15 members of Gbagbo’s government have been charged with crimes, not a single member of president Ouattara’s forces has been arrested. Ex-PM claims Senegal’s Wade ‘recruiting mercenaries’ ABIDJAN - A Senegalese opposition leader, exprime minister Macky Sall, on Friday accused President Abdoulaye Wade’s regime of recruiting mercenaries from countries such as Ivory Coast Sall, who is also a former interior minister, told foreign journalists in Dakar that Wade’s regime had “recruited mercenaries with bloodstained hands from Ivory Coast, Guinea and Nigeria” to be used to “kidnap opponents and civil society members.” He claimed some 400 of the alleged mercenaries had “entered the national territory through the southern border” which separates Senegal from Guinea and Guinea-Bissau. “The regime only has terror left to maintain it,” said Sall, presidential candidate and leader of the Republic Alliance, which was created after the last legislative elections and currently holds no seats in parliament. Egypt protesters head to Tahrir Square By KHALED DESOUKI CAIRO, Egypt Protesters converged on Cairo’s Tahrir Square on Friday to join camping pro-democracy activists ahead of a demonstration planned after Muslim noon prayers to push for reforms. State television said that on Friday morning nearly 2,000 people were in the square, the epicentre of protests that toppled president Hosni Mubarak in February. Bloody clashes erupted in central Cairo on Tuesday evening between protesters and security forces that injured more than 1,000 people, prompting calls for an open-ended sit-in until the demands of the revolution are met. The violence, which raged into Wednesday morning, signalled the mounting frustration with the military rulers over the pace of reform. Among the key demands are the trial of officials and police officers in abuse cases before and after the January 25 revolt, an end to military trials of civilians, an inclusive political process and freedom of expression and media.

of killing protesters and fraud. But many activists have criticised the fast pace of the trials, demanding a credible and thorough process for the sake of justice, not revenge. Protesters who first took to the streets to demand the overthrow of Mubarak, began shifting their anger towards the ruling military council, accusing it of using Mubarak-era tactics to stifle dissent.

Tanzania says Serengeti highway project still on By TONY KARUMBA Tanzania still plans to build a highway through the iconic Serengeti park, a minister said Thursday, contradicting an announcement by UNESCO that the project had been abandoned. “The government will continue with the project, but leave out 120 kilometres (in the park) as gravel. Gravel road will not have a big impact on wildlife,” Tourism and Natural Resources Minister Ezekiel Maige told reporters.

Maige explained that sections of the highway running through the celebrated park will be not be tarmacked. He cited a 12-kilometre stretch between Mugumu and Tabora “B”, and two 57-kilometre stretches from Tabora “B” through Klens Gate to Loliondo. On Saturday, a UNESCO official told AFP that “the World Heritage Committee has received assurance on the part of the Tanzanian government that the highway project is abandoned.” Environmentalists have campaigned against the highway project arguing that it will endanger millions of wildebeests and zebra that annually cross

from Serengeti into the Masai Mara in Kenya, forming a migration spectacle that attracts hundreds of thousands of tourists. Tanzania’s government has argued the country should start caring for its people as much as for its wildlife. The route is intended to link Musoma, on the banks of Lake Victoria, to Arusha. “We understand that there is a lot of resistance from environmentalists, but we have to balance between people’s development, especially efficient transportation and conservation issues,” Maige said.

Nigerian troops ‘on anti-terror training abroad’ ABUJA - Nigerian soldiers are undergoing anti-terrorism training abroad following a recent spate of deadly gun and bomb attacks blamed on a radical Islamist sect, an army spokesman said on Thursday. “This new type of act

of terrorism is alien to Nigeria. So, some soldiers are undergoing training in anti-terrorism and allied crimes in some foreign countries to fight this menace,” Ralph Isah told AFP by telephone. He would not give details on the number

of troops involved, the duration of the training nor identify the countries they were sent to. “It is a cross-breeding of ideas. Some of these countries have more knowledge about this form of terrorism which is new to us. So, we sent the soldiers

there to see and learn how they handle such a situation,” Isah said. Once they become operational, the units will “reinforce the capability of soldiers deployed in the northeast of the country, and especially to Borno State,” he added.

UN says Sudan’s army continues attacking civilians By JASON STRAZIUSO JUBA, Sudan The U.N. said in a report Thursday that Sudan is denying it full access to tens of thousands of civilians near an area between north and south Sudan where violence continues less than 10 days before Southern Sudan becomes the world’s newest nation. The Nuba people black Africans who have opposed the rule of Sudan’s Arab north have streamed into the Nuba Mountains in search of safety from attacks by Sudan’s military in Southern Kordofan, a part of Sudan’s north. At least 73,000 have fled. An internal U.N. report has said that dozens have been killed by aerial bombardments and gunfire attacks amid reports of door-to-door searches for black Nuba tribesman by the northern military. Because

the U.N. and other aid groups cannot access the area, there are no firm numbers. Attacks on the Nuba began on June 5 and included the bombing of a U.N. airstrip in Kauda - a large town and Nuba stronghold preventing aid workers and U.N. personnel from flying in. The Nuba people generally Southern support Sudan and have fought alongside its military against the north during a decades-long civil war that ended in 2005. A U.N. Office for the Coordination for Humanitarian Affairs report issued Thursday said that it received reports of aerial attacks from June 25-27 that weren’t verified but were supported by photographic evidence and eyewitness reports. The U.N. report says that the Sudanese government has granted humanitarian access to limited areas of Kadugli where aid groups have offices, but that “access to all other locations continues to be denied.” The International

Rescue Committee said Thursday that international aid agencies also can’t access Southern Kordofan. Nearly all international staff working for aid groups and the U.N. peacekeeping mission have been evacuated. “We’re extremely worried about the safety and well-being of people who live there. We’re hearing stories of horrible atrocities,” said Susan Purdin who oversees International Rescue Committee programs in Southern Sudan. “There have been numerous reports of targeted ethnic and political killings, the burning and looting of homes and businesses and intense aerial bombardments by the northern military.” Also on Thursday, a U.S.-based group that monitors violence in Sudan said it has visual evidence to corroborate reports that Sudan has bombed 10 towns and villages in the Nuba Mountains. The Satellite Sentinel Project said its satellite imagery captured four airplanes and five heli-

copters at Sudan’s El Obeid air base. The group said the planes support allegations that Antonov and ground strike fighters are bombing targets in South Kordofan. “The government of Sudan’s bombardment of its own civilian population in the Nuba Mountains is in common with its previous ethnic cleansing campaigns in Darfur and in the disputed border region of Abyei,” said John C. Bradshaw of the Enough Project. The Nuba people who practice Islam, Christianity and animism - have been targeted by Khartoum before. Two refugees killed during rioting at Kenya camp: UN By SIMON MAINA MOGADISHU, Kenya - Two refugees were killed and a dozen injured in clashes with police during riots which broke out at the overcrowded refugee camp of Dadaab in Kenya, the UN refugee agency said Friday. “Yesterday saw disturbances in the Dagahley section of the Dadaab refugee complex in Kenya,” said Adrian Edwards, spokesman for the UN High Commissioner for Refugees. “Rioting broke out when police sought to disperse a crowd that was protesting an attempt to demolish illegal structures around a food distribution point. “Teargas was used and later live gunshots. Our information is that two refugees died and around a dozen were injured,” he added. With a population of 370,000, Dadaab is the world’s largest refugee camp even though it was built for just 90,000. According to Doctors Without Borders, the number of people seeking refugee keeps swelling and Dadaab will house 450,000 refugees by the end of the year, or twice the population of Geneva. With serious drought in the Horn of Africa, thousands of Somalis have arrived in recent weeks in search of food and water.

Dominica PM presents $400 million budget to Parliament By MERVIN MATTHEW ROSEAU, Dominica Dominica’s prime minister and minister for finance, Roosevelt Skerrit, on Wednesday presented to parliament an over $400 million budget for the financial year ending June 30, 2012. The theme of this year’s presentation was “Pursuing the Path to Growth - Being Responsive Yet Responsible.” As in last year’s presentation, the Dominican leader once again repeated calls for a change of attitude towards the country and its development. “We have to make a seismic shift in the way we do business in Dominica,” he said. Skerrit noted the economic challenges facing international governments and reminded all that Dominica was not exempt from these challenges. He said, however, that Dominica had fared well amidst these global occurrences.

“Preliminary GDP estimates suggest that amid the global economic slowdown, Dominica’s economy exhibited an admirable degree of resilience, a fact attested to by regional and international observers. “The gains and policy space created by prudent fiscal management in the years following the Economic Stabilization Programme as well as government’s successful negotiation of grant resources placed the country on a footing to undertake counter-cyclical measures to address the adverse effects spilling over from the global slowdown. “We also follow closely, the eight point stabilisation programme which we agreed to, as a member of the Monetary Council,” he said. According to the prime minister, the achievements by the administration during the last financial year have been recognised by international agencies, including the International Monetary Fund. “Madam Speaker, according to the IMF ‘Prudent fiscal management in the years leading up to the crisis has served the authorities well,

affording them room for supportive fiscal policies during the crisis’. “Essentially, Madam Speaker, the IMF is recognizing the success of the fiscal policies of this government and confirms that a strong fiscal position allowed government to inject a significant fiscal stimulus into the economy during fiscal periods 2007 to 2010 by increasing public investment as a means of sustaining economic activity during the global crisis,” Skerrit said. Several sectors of the island’s economy recorded growth in the last financial year. The construction sector for example expanded by an estimated 10.2 percent in 2010 compared to a contraction of 7.3 percent in 2009. Growth in that sector is believed to be driven by the Public Sector Investment Programme of the government of Dominica. “Projections for 2011 indicate a further expansion of the sector with a growth rate of 8.4 percent. This is expected to be driven by ongoing public sector investment projects, as well as government supported activity such as the new Moroccan govern-

ment-funded hotel in Portsmouth and private sector projects.” The prime minister in his address also spoke of the achievements of the employment agency and small business unit and pledged significant resources towards improved capacity of the unit in the 2011/2012 financial year. “I must report that the Employment Agency and Small Business Unit has assisted close to 400 persons in the fiscal year 2010/11 and close to 1000 for the programme to date. This year, $2.0 million will go towards that programme. Specifically, some of these resources will be to provide some support to the small businesses such as the vendors, hair braiders and taxi operators whose income is being affected by the pull out of the Carnival Cruise Lines in the off-season, and who wish to get involved in other small business initiatives, to improve their income earning capacity. “The modality of this specific assistance programme is being finalized and will be articulated by the relevant agencies in due course,”

UN promises to help Caribbean fight organised crime US organisation criticises maneuvers to limit trips to Cuba HAVANA, Cuba — The Washington-based Latin American Working Group (LAWG) considers recent maneuvers to restrict trips from the US to Cuba to be unacceptable. The organisation, one of the oldest groups of the United States devoted to foreign policy, condemns the amendment presented as part of the spending bill for fiscal year 2012 financial services, which includes these limitations, the Prensa Latina news agency reported on Wednesday. The LAWG, in favour of making the commercial, economic and financial blockade against Cuba more flexible, asserted that the measure is designed to divide families. In this regard, it warned that the proposition is aimed at separating Cuban-Americans in the United States from people close to them on the other side of the strait of Florida. The US House of Representatives Committee on Appropriations revoked on June 23, in a voice vote, the liberalisation of trips and remittances to Cuba, ordered in 2009 by US President Barack Obama. Florida legislator Mario Diaz-Balart, who represents the most activist sector of the Cuban community in that southern state, is the promoter of the initiative, which still has to pass the scrutiny of Congress. The new measure revokes Obama’s order with respect to the possibility of family visits and the sending of remittances. If what Diaz-Balart proposes materialises, there will be a return to the restrictions imposed during the term of office of Republican President George W. Bush (2001-2009). In that period, Cuban-Americans could only visit close relatives in Cuba once every three years, without humanitarian exceptions, and also had limitations on sending remittances. If the amendment becomes law, most of the close to 400,000 Cubans who traveled to the island in 2010 to visit their relatives will not now be able to do so, and remittances would be suspended, warned the LAWG.

UNITED NATIONS — UN Secretary-General Ban Kimoon on Thursday urged Caribbean nations to combat organised crime on a regional level and promised United Nations assistance in the fight. In a message to the heads of government of the 15member Caribbean Community (CARICOM) meeting in St Kitts and Nevis, Ban said a “challenge for Caribbean countries is the growing threat posed by organized transnational

crime and the proliferation of small arms and light weapons.” “We must consider this challenge in a regional context, as well as through the prisms of development, human rights, rule of law and security reform,” he said. “The United Nations system stands ready to work with you on these issues.” He said the region was vital to the work of the United Nations. “It is strongly committed to multilateralism and

regional integration, and remains at the forefront in tackling global challenges from climate change to strengthening democracy to rebuilding after natural disasters,” he said. “Climate change is yet another urgent and growing threat to development, economic growth, public health and our very security,” he said. “You have been pioneers in calling attention to the vulnerability of Small Island Developing States (SIDS).”

St Lucia government stands firm in oil exploration dispute CASTRIES, St Lucia — The government of Saint Lucia said it has been informed of threats by RSM Production Corporation and Jack Grynberg to sue Grenadian national, Gregory Bowen and Roger Archibald. Bowen is the former deputy prime minister of Grenada who recently held a press conference in Grenada with Richard Frederick, Minister of Physical Development, Urban Renewal, Local Government, the Environment and Housing in the St Lucian government. Archibald is the lawyer who

represented Grenada in that country’s recent successful endeavour to terminate an exploratory agreement with Jack Gynberg. The threat to sue the two men was sent by letter dated June 1, 2011 from Daniel Abrams, attorneys for RSM Corporation and Jack Grynberg. The letter demands that the two men “cease and desist from interfering with RSM’s contractual relations with the government of Saint Lucia.” The letter further characterises the potential assistance

given to Saint Lucia by Bowen and Archibald as a “tortious interference” with the business and contractual relations of RSM and Grynberg and warns both men of the imposition of very significant damages. Notwithstanding these threats, the government of Saint Lucia said it is continuing its pursuit of the most effective mechanisms to extricate itself from the monopoly in relation to the exploration rights over its territorial waters by RSM Corporation and Jack Grynberg.

Chavez reveals he is fighting cancer after surgery By IAN JAMES C A R A C A S , Venezuela - Venezuelan President Hugo Chavez revealed that he is fighting cancer after having a tumor removed in Cuba, raising uncertainty about Venezuela’s political future even as he assured his country he expects to fully recover. Chavez was noticeably thinner and paler as he appeared on television Thursday night, reading from a prepared speech with a serious and at times sad expression. He said he is resolved to “be victorious in this new battle that life has placed before us.” Chavez’s admission shook the political landscape of a country he has dominated for his more than 12 years in power, and who had vowed to win re-election next year and govern for another decade or more. There is no obvious successor to the charismatic Chavez within his Bolivarian movement, and his illness may also affect his leadership within the ALBA alliance of leftist Latin American nations. Chavez said he had two operations in Cuba, including one that removed a tumor in which there were “cancerous cells.” The 56year-old president said the surgery was per-

formed after an initial operation nearly three weeks ago to remove a pelvic abscess. A military chief, Gen. Henry Rangel Silva, assured the country on Friday that Venezuela’s stability “is guaranteed.” “President Chavez will continue because he hasn’t truly stopped exercising his functions as president,” Rangel Silva said on state television. He said Chavez was recovering smoothly and had been on top of his duties while in Cuba. “He will be in our country soon,” Rangel said, without saying exactly when Chavez was expected to return. Chavez said the tumor was in the pelvic region but didn’t say exactly where or what type of cancer was involved. He said he is continuing to receive treatment in Cuba but did not elaborate. He said it was a mistake not have taken better care of his health through medical checkups. “What a fundamental error,” he said at a podium, flanked by the Venezuelan flag and a portrait of 19th-century independence hero Simon Bolivar, the namesake of his Bolivarian Revolution political movement. “Now I wanted to speak to you from this steep hill, from which I feel that I’m coming out

of another abyss,” Chavez said. “I wanted to speak to you now with the sun of daybreak that I feel is shining on me. I think we’ve achieved it. Thank you, my God.” Expressing confidence that he will continue to get better, Chavez said: “I invite you all to continue climbing new summits together.” Chavez didn’t say how much longer he expects to remain in Cuba recovering, and there was no information on when or where his message was recorded. His appearance came after days of anxious speculation among Venezuelans about Chavez’s health. State television on Tuesday had shown photos and video of Chavez chatting animatedly with Fidel Castro, but officials had been vague about the reasons for Chavez’s continued seclusion in Cuba.

Citing Chavez’s health, the government announced Wednesday that it was canceling a two-day summit of Latin American leaders that Chavez would have hosted next week on the 200th anniversary of Venezuela’s declaration of independence from Spain. Chavez’s revelation, and the lack of any return date, is likely to further generate speculation in Venezuela about which of the president’s allies could potentially take his place if necessary. Vice President Elias Jaua has led government events in Chavez’s absence, and the leftist president’s elder brother, Adan, recently stepped up his public profile by rallying supporters at a weekend prayer meeting for Chavez’s health. Chavez supporters gathered in Plaza Bolivar in downtown Caracas late Thursday chanting before televi-

Chavez said his first surgery took place June 11 for a “strange formation in the pelvic region that required an emergency operation due to the imminent risk of a generalized infection.” He said when he arrived in Cuba after visits to Brazil and Ecuador, he had intended to have a simple checkup for a knee injury that had forced him to use a cane in recent weeks. But he said Castro had questioned him “like a doctor” and that tests confirmed the need for urgent surgery. After that initial operation, Chavez said, doctors began to suspect other problems, and Castro gave him the news of the tumor. A series of tests “confirmed the presence of an abscessed tumor with the presence of cancerous cells, which made necessary a second operation that allowed for the complete extraction of the tumor,” Chavez said. He didn’t say when the second operation was performed. Chavez said his con-

dition has been “evolving satisfactorily while I receive a complementary treatment to combat the different types of cells found, and thereby continue on the path to my complete recovery.” After Chavez’s speech, the vice president appeared on television at the presidential palace, calling for support and unity among Venezuelans. “There is no time for sadness, but rather for courage and for work,” Jaua said. “Unity is what’s needed at this time.” Under Venezuela’s constitution, the vice president would take the president’s place during “temporary” absences of up to 90 days. And Jaua would serve the remainder of Chavez’s six-year term if the socialism-preaching president were to die or resign. With a presidential election looming next year, it’s unclear who might step forward to run in Chavez’s place if the president were to pull out of the race. During the past few weeks, Chavez has largely remained out of sight, and some of his opponents had accused the government of maintaining secrecy about his ailment. U.S. federal agents and Puerto Rican police swept through La Perla on Wednesday, breaking down doors and rousting people from sleep in what authorities said

was the largest and most comprehensive raid ever in the community perched at the edge of the Atlantic Ocean. Nearly 70 people had been arrested on drug and weapons charges by Thursday and several dozen more were being sought, said Javier Pena, special agent in charge of the Caribbean division of the U.S. Drug E n f o r c e m e n t Administration. La Perla, a warren of tightly packed homes just a short walk from Puerto Rico’s best known tourist district

and main government offices, has long been known as a retail drug bazaar. But Pena said a two-year investigation also revealed that the chief drug gang based there was receiving large shipments of South American narcotics and distributing them across the island, becoming the largest heroin supplier in the U.S. territory. An indictment alleges they cleared at least $20 million though officials say that’s likely a conservative estimate of their total earnings.

people in meetings with Gov. Luis Fortuno. Gomez has not yet entered a plea, but he told reporters covering his arrest that he had nothing to do with the drug trade. Natividad Gomez, a social worker who has helped run a community center in La Perla for 17 years and is not related to the jailed community leader, said she couldn’t talk about the charges but that Gomez was esteemed in the neighborhood as someone who could help resolve disputes or problems.

Study: More people struggling with bladder control By ALISON MCCOOK An increasing number of people say they are dealing with incontinence, according to a new survey of nearly 20,000 U.S. adults. In particular, the number of women over age 20 who reported leaking urine during the previous 12 months increased from less than 50 percent of those surveyed in 2001 to more than 53 percent several years later. Incontinence is incredibly common among women — largely because the biggest risk factor is vaginal childbirth, explained study researcher Dr. Holly Richter

of the University of Alabama at Birmingham’s division of women’s pelvic medicine and reconstructive surgery. In addition, hormonal changes, weight gain and conditions that affect the pelvic floor such as chronic cough can all lead to problems with bladder control. “The main issue is that the normal support to the urethra, the tube leading from the bladder, is impaired,” explained Richter, “and with increases in bladder pressure, the urethra is not able to ‘hold back’ urine.” Looking more closely at the results, Richter and her colleagues found that the increase in urinary incontinence (UI) among women is

partially explained by the fact that more women are older and have chronic illnesses that increase their risk, such as diabetes and obesity. As a result, even if UI has become a problem for more people, there is something they can do about it, Richter told Reuters Health. Specifically, she said in an email, preventing obesity and diabetes, or managing diabetes once it occurs, “can be implemented to help decrease the risk of UI occurrence, thus decreasing its significant negative impact on quality of life.” Even men experienced an increase in UI during the study period — from 12 per-

cent to more than 15 percent. However, the researchers found that the increases among men are not entirely a result of concurrent increases in obesity, diabetes, and prostate disease. Instead, male changes in UI “may be due to other factors that were not identified in this study including other medical (conditions) or lifestyle factors,” Richter explained. During the study, reported in the Journal of Urology, Richter and her team reviewed information collected from 17,850 adults 20 and older during national surveys conducted in 2001-2002 and then again in 2007-2008. People were considered to have incontinence if they said

within the last 12 months they had leaked urine while coughing, lifting, or during any type of activity, or when they could not reach the toilet fast enough. It’s quite possible, Richter acknowledged, that the rate of UI is actually much higher than that reported in the study. “This along with bowel incontinence can be a very embarrassing issue for women and result in the patient denying its existence to friends, family and healthcare providers.” In the published report, Richter acknowledged affiliations with Astellas, IDEO, Pfizer and Uromedica, companies behind drugs that treat bladder conditions.

Cured meats not linked to pancreatic cancer By ALLISON BOND There are no clear signs that eating cured meats like ham, bacon or hot dogs could increase the odds of getting pancreatic cancer, according to a new study. Some research has hinted that might be the case, because the preservatives used for curing, nitrate and nitrite, cause tumors in lab animals. Because pancreatic cancer is highly lethal, scientists have been on a quest to identify factors that might trigger it. Every year, some 43,000 Americans are diagnosed with the disease, and 95 percent die within five years. “Prevention is really the best way to save a life,” said Dr. Daniel Chang, a cancer specialist at Stanford University in Palo Alto, California, who was not involved in the new work. To probe the role of curing chemicals, researchers from the National Cancer Institute used a 124-item food questionnaire to test how much nitrate and nitrite people got from their diet. Of the more than 300,000 people who filled out the questionnaire, just over 1,000 — about a third of one percent — developed pancreatic cancer over the next 10 years. Men who ate the most of the preservatives did appear to have a slightly higher chance of getting the disease, but that increase was so small it might as well have been due to chance, according to the study. There was no hint of a

higher risk among women. The new work adds to a growing body of evidence that has failed to link pancreatic cancer to certain foods or nutrients, such as dietary fiber and vitamin D. “We don’t have a consistent trend of studies showing that eating more of this or less of that is clearly contributing to the risk of pancreatic cancer,” said Dr. Andrew Ko, a cancer researcher at the University of California, San Francisco. The authors, whose report is published in the American Journal of Epidemiology, could not be reached for comment. Regardless of whether cured meats are linked to pancreatic cancer, experts say the study doesn’t mean people shouldn’t strive to eat a healthy diet rich in fruits and vegetables, and low in fatty foods such as cured

A child’s surgery may prompt parents to try to quit smoking

In adults, smoking after surgery has been shown to increase the risks of lung and cardiac complications and infections to the wound. “Our current findings suggest that having a child undergo surgery can serve as a teachable moment for quit attempts,” study author Dr. David O. Warner said in a news release from the American Society of Anesthesiologists. “The scheduling of children for surgery may present us with an opportunity to provide tobacco interventions to parents, who are apparently more motivated to at least try to quit — but who need assistance to succeed.”

Universities in N.J. are some of the costliest in the nation By KELLY HEYBOER For years, New Jersey college students have complained that they were paying some of the highest tuition rates in the country. Now, new federal data confirms that, with several local colleges including New Jersey Institute of Technology, the College of New Jersey, Rowan University and Drew University - being rated among the costliest in the nation. The U.S. Department of Education released a series of lists today highlighting the colleges with the highest tuition, total costs and price increases. The new data, which will be updated every year, is

designed to hold schools more accountable for rapidly rising tuition. “We hope this information will encourage schools to continue their efforts to make the costs of college more transparent so students make informed decisions and aren’t saddled with unmanageable debt,” Secretary of Education Arne Duncan said. The data - called the College Affordability and Transparency Lists - rank the costliest colleges based on their 2009-10 tuition and fees. Several New Jersey schools were singled out: • At $12,856 a year, tuition and fees at NJIT in Newark are fifth highest in the nation among public colleges. Only Penn State, the University of Pittsburgh, the University of Vermont

and St. Mary’s College in Maryland charge more. The College of New Jersey in Ewing, at $12,722 a year, was 11th on the list. • Rowan University in Glassboro was the fourth most expensive public college in the country based on net price, which is calculated by factoring in room, board, books and how many students get financial aid, scholarships and grants. The data found the average in-state Rowan student pays $19,344 a year after their financial aid is subtracted from the bill. • Drew University in Madison also got poor marks for its net price, with the average student paying $34,379 a year. Drew had the 13th highest net price in the nation among private colleges. • William Paterson,

Fairleigh Dickinson and DeVry universities were cited as having some of the fastest-rising college costs in the nation. The full lists are available online at the College Affordability and Transparency Center website (collegecost.ed.gov). The charts were published for the first time as required by a 2008 law. College officials were quick to defend their tuition rates or criticize the methods the federal government used to create the lists. Ali Houshmand, Rowan’s interim president, said his university ranked among the costliest because the government’s net cost calculations did not take into account the high number of transfer students at the South Jersey school. Transfer students traditionally

don’t receive as much financial aid as incoming freshmen do, helping push Rowan up the net cost list. “You’re just looking at part of the picture, not the whole picture,” Houshmand said. “I really don’t think it’s fair.” Drew University officials said the federal study looked at numbers that were several years old and that their school has already made improvements to hold down tuition. “Drew is more affordable than ever,” said David Muha, a university spokesman. “We’re giving out almost 25 percent more in financial aid than we were when this data was collected.” Joel Bloom, NJIT’s vice president for academic and student services, made no apologies for the high tuition at

the engineering and technology school. NJIT has faced state funding cuts while paying to build state-of-the-art labs and to attract top professors in one of the most expensive states in the nation, he said. “Our students are going to leave here and have a very good return on what they invest in their education,” Bloom said. Officials at the College of New Jersey said their high graduation rate makes the public college a great buy. “Outcomes are what you really want to look at when you evaluate costs,” said Stacy Schuster, a College of New Jersey spokeswoman. Most of New Jersey’s public colleges will set their 2011-12 tuition later this month after Gov. Chris Christie signs the state budget.

Gov. Christie signs state budget after series of deep cuts TRENTON - Gov. Chris Christie took an ax to the state budget Thursday. D e s t r o y i n g Democrats’ efforts to restore funding to public assistance programs, the Republican governor Thursday slashed $900 million from a budget he blasted as “unconstitutional.” What was left was a $29.7 billion spending plan that cuts funding Democrats had sought to add for the state’s financially troubled cities, Medicaid, college tuition programs and suburban schools. He also left $640 million unspent, the largest surplus in the past decade and double what the last three governors have left. And Christie vetoed bills that would tax millionaires more to fund schools and provide tax relief for low-wage earners. At a news conference to unveil the cuts he made with line-item vetoes, Christie blasted the Democratic budget as “unconstitutional” and based on “fantasy revenue found between the cushions.”

“They decided to deceive the citizens of the state with a budget that makes them look like Santa Claus in an election year,” Christie said. “How shocking, politicians deceiving and pandering to voters to get re-elected.” Christie had one explanation for his individual reductions: “We can’t afford it.” Democrats, who Christie said were “pandering to special interests” are expected to return next week and fight the reductions. “There are special interests,” Senate President Stephen Sweeney (D-Gloucester) responded. “They are called seniors, the middle class and lowincome families who the governor just decimated. We are just beginning to digest the cuts in the budget, but they are extremely cruel and mean-spirited.” On Tuesday, Sweeney stood smiling next to Christie as the governor signed a sweeping overhaul of employee pensions and health benefits. Thursday, Sweeney stood in the back of the

room at the governor’s Statehouse news conference with a somber look, later calling it the “most disappointing day in my entire career as a legislator.” “He makes it very hard to work with him,” Sweeney said. After handing down pages of line-item vetoes, the governor’s office refused to comment on or clarify any of the reductions. Christie also cut deeply into his original proposal, trimming financial aid for the state’s most troubled cities from $149 million to $10 million. The biggest recipients last year were Camden, which was awarded $69 million, and Trenton, which was given $27 million from that fund. “These municipalities will not be able to survive,” said Bill Dressel, executive director of the New Jersey State League of Municipalities. “I think this is going to wreak havoc in communities.” The governor eliminated hundreds of millions of dollars Democrats wanted to restore to the Medicaid health insurance pro-

gram for the poor, and to FamilyCare, the health plan for working poor people, said Sen. Joseph Vitale (DMiddlesex). “What he’s done is unconscionable, when the state can deny thousands access to health care and take it away for thousands more,” Vitale said. Christie also cut school funding by $500 million, slashing the $1.1 billion Democrats had sought. Christie left an extra $473 million that the Supreme Court ordered him to

send to urban schools and $167 million for suburban and rural school districts that Democrats had added. Other notable budget actions included: • Christie for the second straight year cut $7.5 million for family planning centers like Planned Parenthood. • Funding for “After the 3,” an after-school program for lowincome children, was eliminated. • He cut $10 million for a program that provides legal representation for the poor in non-

criminal cases. • Christie will make a pension payment of almost $500 million in the next fiscal year. • He left intact funding for “Senior Freeze,” a program that provides property tax relief for senior citizens. Christie cut the budget using his “lineitem veto” authority, which allows him to reduce or remove portions of the budget and then sign it into law. The changes will not require legislative approval.

Former Secaucus mayor cross-examined in corruption trial Former Secaucus Mayor Dennis Elwell was subjected to withering cross-examination yesterday as both the prosecutors and defense attorneys wrapped up their cases in his federal corruption trial. Elwell is charged with accepting a $10,000 cash bribe from informant Solomon Dwek, who was posing as a corrupt developer seeking favors to build a hotel. Elwell, who resigned as mayor days after his July 23, 2009, arrest, took the stand in his own defense this week and for the past couple of days faced aggressive cross-examination by

Assistant U.S. Attorney Eric Kanefsky, who expressed skepticism about much of Elwell’s testimony. Elwell repeated his claim that he believed he was holding the $10,000 cash for middleman Ronald Manzo, who received it from Dwek outside a Secaucus restaurant on May 28, 2009, and handed it to Elwell moments later. Wayans brothers face trial for alleged joke theft By ERIQ GARDNER Trial alert! On July 12th, the best comedy in Los Angeles will not be heard at the Improv, but rather a federal court as the Wayans brothers face down a former assistant who charges that they ripped off jokes for their book, “You Know You’re a Golddigger When...” Jared Edwards worked for the comedy family for a decade and wrote jokes about women who prey upon wealthy men. He claims he pitched the idea for a book that would include material like “You know you’re a golddigger when you know more about sports players’ stats than an ESPN analyst.” Keenen, Shawn and Marlon Wayans rejected the idea, and then allegedly did their own version. Joke theft allegations have been around almost as long as the first “Knock, Knock” joke, but recently, comedians have become more sensitive to laugh larceny, raising the copyright infringement

card. Because Edwards worked for the Wayans brothers, this case goes a bit above and beyond the typical plagiarism routine of a plaintiff struggling to prove the copying of expression rather than theft of unprotected ideas. Edwards is claiming that the Wayans (and St. Martin’s Press) not only committed copyright infringement but also breached an implied promise to pay him for use of his ideas. Writers alleging this type of allegation have increasingly been successful in passing judicial muster. To sum up the defense, you know you’re a golddigging joke-theft plaintiff when: * You can’t be the owner of a valid copyright on jokes when the material is a workmade-for-hire. * You can’t own undivided rights on the jokes when, at most, the material was jointly authored. * You consented to having the jokes performed by the famous Wayans clan. * You didn’t complain in time, and thus the statute of

limitations has run out. The trial is sure to provide some laughter and entertainment, but might not have the full shock value possible. That’s because the parties have stipulated that certain alleged “bad acts” won’t be brought up, including allegations that Edwards committed check fraud and borrowed $12,000 from Shawn, that Edwards engaged in sexual acts in Shawn’s vehicle, and that Edwards threw a phone at Marlon. Still, the trial won’t be devoid of highjinks. There’s been a suggestion made in court papers that the attorney for the Wayans brothers will attempt to impeach Edwards for things he said during the deposition. Finally, even if the Wayans brothers lose, they might not have to fork over a significant amount of money. The book was hardly a best-seller, and so the judge has capped a damage award to the amount of money the Wayans got as an advance for writing the book, foreclosing any of the publisher’s profits.

NBC said that all four “coaches,” who help the contestants hone their skills in the music talent contest, would take part in a second season, but the network did not say exactly when the new set of shows would begin. Some industry watchers speculate that NBC may try to challenge Fox’s juggernaut “American Idol” when it returns to airwaves in the winter of 2012. “Our fantastic coaches were integral to the tremendous success of ‘The Voice’ this year and we are thrilled that they are all returning,” said Paul Telegdy, head of alternative programing at NBC. “We look forward to

Early indications are that the album will debut at No. 1 in as many as 14 countries, including the United States,

Columbia/Epic Label Group Chairman Rob Stringer told Billboard.com. The first single, “Run the World (Girls),” stalled at No. 29 on the Hit 100 after it was leaked. The album itself was leaked on June 7, three weeks ahead of its June 28 release date. This led to reports that “4” would be delayed and possible altered — particularly after a tepid response from the blogosphere.

“We didn’t want the leaks to happen,” Stringer said. “But there was never any discussion of this album moving. It has always been that date. It’s been that date for four months now. There was never a conversation about pushing it back, bringing it forward, changing the songs — none of it.” Stringer said the company is looking at an 18-month campaign for “4,” which will include “extensive touring”

The 10 biggest movie flops of 2011 (so far) By PAMELA MCCLINTOCK LOS ANGELES — It’s been a rough six months for Hollywood, which turned out a string of disappointments at the domestic box office. Some hurt more than others, depending upon their production budgets and marketing spends. The following list doesn’t account for how much was spent on marketing, since studios hold those figures closed to their chests, but we’re talking many, many millions. MARS NEEDS MOMS Robert Zemeckis’ motioncapture pic was one of the most expensive bombs in Hollywood history, costing at least $150 million to produce and grossing $21.4 million at the domestic box office. Overseas, it didn’t do much better, grossing $17.6 million for a total $39 million. YOUR HIGHNESS The raunchy comedy, set in medieval times, didn’t go over well with audiences,

even if it starred newly anointed Oscar winner Natalie Portman (along with James Franco and Danny McBride). Costing $50 million to produce, the film earned $21.6 million domestically and a paltry $3 million overseas. ARTHUR The remake of the classic Dudley Moore comedy failed to rustle up many laughs, topping out at $33 million domestically. Starring Russell Brand, Helen Mirren and Jennifer Garner, “Arthur” did even less overseas, earning $12.7 million for a global total of $45.7 million. The production budget was reportedly $40 million. PROM “Prom,” earning a mere $10.1 million at the domestic box office, was the first movie greenlit by newly installed Disney chairman Rich Ross to hit theaters. It’s the lowest grossing studio film of the year so far, but luckily for Ross, “Prom” cost only $8 million to produce. JUDY MOODY AND THE NOT BUMMER SUMMER

The producers of “Precious” were hoping to launch a new film franchise based on the popular kids book series. But the $20 million film, distributed by Relativity Media in the U.S., has grossed just $13.4 million to date. GREEN LANTERN Costing at least $200 million to produce, “Green Lantern” needed to do a big number worldwide to be financially solid (think $500 million plus). Now, it seems the Ryan Reynolds superhero pic will top out at roughly $250 million or $260 million worldwide. It didn’t help that the movie was bashed by critics. PRIEST The supernatural action film, based on the Korean graphic novel, was the most expensive movie ever made by Screen Gems, costing $60 million to produce. It earned $29.1 million domestically, but made up some ground overseas, where it earned $46 million. SUCKER PUNCH Zack Snyder’s female

action-fantasy couldn’t find its groove, grossing $36.4 million domestically and $53.4 million overseas for a worldwide total of $89.8 million. The movie, which cost roughly $82 million to produce, came in No. 2 on its opening weekend behind “Diary of a Wimpy Kid: Rodrick Rules.” HOODWINKED TOO! HOOD VS. EVIL The first “Hoodwinked!” was a sleeper hit at the worldwide box office, grossing $51.4 million domestically and $58.6 million internationally. The sequel, however, came and went quickly, earning only $10 million in North America and $3.6 million overseas. Its production budget was a reported $30 million. THE BEAVER There was heat around actor/director Jodie Foster’s high-profile movie for months, but it quickly disappeared at the domestic box office, grossing less than $1 million. Many saw it as a referendum on Mel Gibson, who stars in the $20 million film.

NBC’s ‘Restaurant’ champ closes last ‘Soul Daddy’ Sad news for budding restaurateur Jamawn Woods. All three locations of Soul Daddy, his winning “healthy soul food” concept from NBC’s “America’s Next Great Restaurant” series, have now been shuttered, according to a statement from the backers. Although the Mall of America location in Minneapolis lasted longer than the Los Angeles and New York spots, ultimately the restaurant was not performing as well as anticipated. “After careful consideration and a thorough review of its performance, we have decided to close Soul Daddy at the Mall of America,” read a statement from the company backing the venture. “This was a difficult decision for us, as we wanted to see Soul Daddy succeed, but the restaurant simply was not performing as we had hoped. We’d like to thank all of the customers who tried our restaurants and the people who worked hard to try to make the restaurants succeed.” Soul Daddy was Woods’ first restaurant. Before his win on “America’s Next Great Restaurant,” he ran W3?s, a small catering company in Detroit.

Auto sales sluggish for second month in row By DEEPA SEETHARAMAN and BEN KLAYMAN DETROIT -— General Motors Co. and Ford Motor Co. both reported weaker-than-expected U.S. sales gains in June as they again dialed back deals for car buyers despite the shaky economy. GM also tempered its full-year forecast for the industry as some consumers were still holding back on buying cars. Tightening supplies of vehicles after the March 11 Japan earthquake have emboldened some automakers to raise prices, a strategy that analysts and investors said has backfired in May and June. “The consumer’s still struggling out there,” said Gary Bradshaw, a portfolio manager with

Hodges Capital Management, which owns Ford shares. “Car buyers have paused a little. “These car prices have really gone up an awful lot,” he added. “They probably need to tone that back a little bit if they can. I know their commodity costs are rising, but there’s a fine line in there.” GM and Ford trimmed the incentives they offered buyers in June to buy new cars by 2 percent and 2.4 percent, respectively, from May, according to TruCar.com. Monthly car sales figures are among the first snapshots of consumer demand. Investors hope the industry can reverse May’s disappointing results, which raised fears the U.S. recovery was running out of steam. Investors received good news more broadly as the pace of growth

in the U.S. manufacturing sector picked up for the first time in four months in June, a sign of optimism for the sputtering economy. However, GM’s U.S. sales chief, Don Johnson, pointed to the impact of the Japan crisis as the main driver of June’s disappointing auto sales results. “Some consumers have decided to sit on their hands and delay their purchasing,” he told reporters on a conference call. “We view this as temporary. “It is much less to do with the economy than it is simply with the levels of inventory that some of our competitors, particularly our Japanese competitors, have. They’re reaching the low point of their inventory during this crisis,” Johnson added. May and June were the months analysts said the industry, espe-

cially Japanese automakers, would suffer most on sales due to the earthquake and tsunami which caused parts shortages and tighter availability of cars. “We think the recovery will get back on track despite the slow housing market and the stubborn levels of unemployment,” Johnson said. However, he said the U.S. auto industry was likely to finish at “the lower end” of the company’s forecast for 2011 sales of 13 million to 13.5 million. GM reported sales last month, excluding four brands it dropped, of 215,358 cars and trucks, up 10.5 percent from last year. GM sold or discontinued Pontiac, Saturn, Saab and Hummer. Several analysts had expected GM to report a gain in the range of 11

percent to almost 20 percent. The U.S. automaker also came in below expectations in May. Ford’s sales rose 13.6 percent to 194,114 vehicles, an outcome that also fell short of several analysts’ estimates. Chrysler sales rose 30 percent. Nissan Motor Co. reported an 11.4 percent jump in sales, falling short of some analysts’ estimates of a rise of more than 24 percent. Al Castignetti, head of the Nissan brand in the North America, said he was “disappointed” by the results. U.S. auto sales in June were expected to rise only 2 percent from May — but by a healthier 8 percent on a yearover-year basis. The May figures reflected tighter inventory caused by Japan’s earthquake, which caused

For June, the average forecast of 41 economists surveyed by Reuters was for a sales rate on a seasonally adjusted annualized basis of 12 million vehicles, up from 11.1 million last year and 11.8 million in May. That is below an average of 13.1 million new light vehicles sold on an annualized basis in the first four months of the year, before the Japan earthquake significantly affected sales. In Japan, new vehicle sales in June slumped by more than a fifth, while in South Korea Hyundai and Kia Motors extended their strong run with doubledigit growth. Almost half of U.S. workers would scrap or scale back their summer vacation plans to save money if the economy remains volatile, according to a survey. Younger workers are more apt to bite the bullet, and men are twice as likely as women to be expected to work on vacation, the poll by jobs website Glassdoor.com showed. “People are still pretty nervous about personal spending,” Glassdoor Chief Executive Robert Hohman said, noting the “stark” numbers of people willing to change vacation plans. But 65 percent of employees are able to relax completely while on holiday. “It’s reassuring to see the majority of employees feel their employer supports their ability to ‘check

Young adults are most likely to change their vacation plans because they have less of a financial cushion, Hohman said. Revival hopes rest on consumer comeback By EMILY KAISER SINGAPORE — The second-half economic recovery that many prognosticators predict assumes Japan’s quakehit factories regain nearnormal functioning, oil prices remain subdued and consumer spending rebounds. The first two factors appear to be in place. Consumption is the missing ingredient. Demand looks sluggish throughout most of the advanced economies, as evidenced by a string of weak retail sales readings from the United States, Germany and Britain. If this week’s June U.S. employment report looks anything like May’s disappointing figures, it may deepen concerns that U.S. consumers are not prepared to assume their usual role of the world’s buyers of last resort. Indeed, the labor market is the biggest caveat in economists’ forecasts for an imminent bounceback. Paul Dales, an economist with Toronto-based Capital Economics, pre-

dicts a June payrolls gain of 80,000, spot on the consensus forecast in a Reuters poll. Despite the pessimism that has built up with each disappointing economic data point, Dales said the chances of a negative jobs reading in Friday’s report were slim. “That tends to happen only when the economy falls off a cliff,” he said. The recent batch of weak data looks more like a gently sloping hill than a cliff, and there are a couple of reasons to believe the slope may soon level off. Oil prices are down 18 percent since a May 2 peak, and Japan’s factory output expanded at the fastest rate in 60 years in May as produc-

That makes it even more important for

U.S. consumption to revive. Even the advanced economies are feeling the pressure. The European Central Bank holds its next policy-setting meeting on Thursday, and economists polled by Reuters were unanimous in forecasting a quarter-point interest rate hike to try to tamp down inflation. The Bank of England announces its decision on the same day. But it is widely expected to hold borrowing costs steady even though inflation is running well ahead of the central bank’s target. Economic growth remains too shaky to take higher rates now, economists say. Neither Japan’s recovery nor the drop in oil prices was enough to lift global manufacturing in June. A series of surveys released on Friday showed demand in the doldrums virtually worldwide. New export orders faded in many of the leading trade hubs — China, Japan and Germany. The United States stood out as one of the few positive surprises, with the overall June

manufacturing index rising unexpectedly, and new orders inching up slightly. The fine print, however, revealed a less-thanimpressive detail: expanding inventories accounted for the vast majority of the manufacturing index gain. That could become a problem if demand doesn’t materialize. Still, in a hopeful sign for the second-half recovery advocates, the manufacturing survey showed a slight rise in the employment index. If Wednesday’s poll on the much-larger services sector shows a similar gain, it may alleviate concerns of a repeat of May’s jobs disappointment. Thursday brings another clue with ADP’s employment report, delayed from its usual Wednesday release because of the July 4th Independence Day holiday on Monday. Many economists dismiss ADP as a poor predictor of the payrolls number, but it was on the mark in May. Jobs are considered a lagging indicator — they tend to fade well after other economic indicators have signaled

Evidence ‘increasingly against’ phone cancer risk By BEN HIRSCHLER LONDON — Despite a recent move to classify mobile phones as possibly carcinogenic, the scientific evidence increasingly points away from a link between their use and brain tumors, according to a new study on Saturday. A major review of previously published research by a committee of experts from Britain, the United States and Sweden concluded there was no convincing evidence of any cancer connection. It also found a lack of established biological mechanisms by which radio signals from mobile phones might trigger tumors. “Although there remains some uncertainty, the trend in the

accumulating evidence is increasingly against the hypothesis that mobile phone use can cause brain tumors in adults,” the experts wrote in the journal Environmental Health Perspectives. The latest paper comes just two months after the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC) decided cellphone use should be classified as “possibly carcinogenic to humans.” Anthony Swerdlow of Britain’s Institute of Cancer Research, who led the new review, told Reuters the two positions were not necessarily contradictory, since the IARC needed to put mobile phones into a pre-defined risk category. “We are trying to say in plain English what

we believe the relationship is. They (IARC) were trying to classify the risk according to a pre-set classification system,” Swerdlow said. Other things deemed by the IARC to be possibly carcinogenic include items as diverse as lead, pickled vegetables and coffee. Mobile phone use has risen hugely since the early 1980s, with nearly 5 billion handsets in use today, and controversy about their potential link to the main types of brain tumor, glioma and meningioma, has never been far away. The largest study to date, published last year, looked at almost 13,000 mobile phone users over 10 years. Swerdlow and colleagues analyzed its results in detail but concluded it gave no clear

answer and had several methodological problems, since it was based on interviews and asked subjects to recall phone use going back several years. Significantly, other studies from several countries have shown no indication of increases in brain tumors up to 20 years after the introduction of mobile phones and 10 years after their use became widespread, they added. Proving an absence of association is always far harder in science than finding one, and Swerdlow said it should become much clearer over the next few years whether or not there was any plausible link. “This is a really difficult issue to research,” said David Spiegelhalter, Winton Professor of the Public Understanding of Risk at the University of Cambridge,

who was not involved in the study. “But even given the limitations of the evidence, this report is clear that any risk appears to be so small that it is very hard to detect — even in the masses of people now using mobile phones.” Swerdlow is chairman of the International Commission on NonIonizing Radiation Protection’s Standing Committee on Epidemiology. The commission is the international body, recognized by the WHO, that constructs guidelines for exposure limits for non-ionizing radiation. Since mobile phones have become such a key part of daily life — used by many for websurfing as well as talking — industry experts say a health threat is unlikely to stop people using them.

NFL, players to resume talks MINNEAPOLIS — The NFL commissioner and the boss of the league’s lockedout players stood together last week and addressed the league’s rookies, a picture of cooperation that raised hopes pro football would soon be back in business. This, however, is the reality: The league’s longest work stoppage has now stretched into July, with gaps that still must be bridged before teams can be assembled and training camps can begin. The next bargaining session has been scheduled for this week, putting the end point of this labor dispute — now well past the 100-day mark — ever closer to the preseason. The negotiating teams led by NFL commissioner Roger Goodell and NFL Players Association executive director DeMaurice Smith met for a couple of hours Friday morning at a Minneapolis law firm with U.S. Magistrate Judge Arthur Boylan, following a 15-hour Thursday session that stretched past midnight and gave the negotiators a short night’s sleep.

Several people familiar with the situation said the talks would resume today in New York City. The people all spoke on condition of anonymity to The Associated Press because Boylan has ordered the details of the talks to be kept confidential. Goodell, Smith, their colleagues and constituents all appeared in good spirits as they left the office building where they met and either walked away or climbed into black cars waiting by the doors. But they had little to offer for an update. “We’ll continue to meet next week, and the goal is to get a deal done,” Smith said on his way out. Said NFL lead negotiator Jeff Pash: “We’ll be back at it again next week.” Friday marked the fourth straight day of discussions, with a handful of owners and players joining their lawyers and leaders for the last two days. The two sides have been trying to figure out how to agree on the division of revenues for this $9 billion business that has steadily grown

in popularity, power and wealth over the last couple of decades as the NFL has become the nation’s dominant pro sports league. The revenue split, a major sticking point all along and particularly over the last couple of weeks, is considered a domino that must fall for a deal to get done. The NFL lockout began on March 11, with no obvious end in sight. ESPN.com Topics keeps you up to date on all of the latest on the labor situation. More » Another major sticking point has been the union attorney’s back and forth about something the two sides created called the “legacy fund,” a source familiar with the talks told ESPN NFL Insider Adam Schefter. One of the league’s first proposals to the players called for the establishment of a new legacy fund for retired players, which would include $82 million contributed by the owners over the next two years. Smith’s idea, which the NFL agreed to, called for the league to share the funding with the players on a 50-50

basis. But the union lawyers backed away and said the owners should fund Smith’s idea with no effect on the cap — meaning no player contribution. The key economic issues cannot be resolved until this one is. There are several other issues to iron out as well, since the two sides are essentially creating a new collective bargaining agreement from scratch. The old one expired March 11, and the lockout began the next day. That’s also when the NFLPA declared an end to its union status, a move the owners have protested as strategically convenient and have contested in court. Among the players in Minneapolis this week were Jeff Saturday of the Indianapolis Colts and Brian Waters of the Kansas City Chiefs, with Jerry Jones of the Dallas Cowboys and John Mara of the New York Giants part of the group of owners. For weeks, owners, players and their representatives have been crisscrossing the country, holding unannounced meetings in spots ranging from a Chicago suburb to the Maryland shore. Last week began with optimism stemming from the

joint trip Smith and Goodell took to Sarasota, Fla., to address incoming rookies at an orientation symposium Wednesday morning. But they still left Minneapolis without a deal, and time has become more of a factor in this process. Training camps start in about three weeks, with the preseason-opening Hall of Fame game scheduled Aug. 7 between the Chicago Bears and St. Louis Rams. Even missing an exhibition game or two would begin to really cost the league money, not to mention testing the faith of the fans that have made this sport so big. There also is the wild card of a pending ruling by the 8th U.S. Circuit Court of Appeals in the players’ antitrust lawsuit against the league, which was filed in Minneapolis and prompted Boylan’s involvement as a mediator. The appellate judges won’t wait forever, and one of them warned earlier that neither side will like their decision on the legality of the lockout. But a faction on the players’ side believes it’s worth waiting on the court’s ruling, and the owners have had plans in place for years to endure an extended work stoppage.

Nike re-signs Michael Vick as endorser Terrell Owens’ child Nike re-signed Philadelphia Eagles quarterback Michael Vick to an endorsement deal Friday, nearly four years after dropping him amid his legal troubles. Nike, which signed Vick as a rookie in 2001, terminated his contract in August 2007 after he filed a plea agreement admitting his involvement in a dogfighting ring. Vick spent 21 months in prison. CNBC first reported the deal. Terms were not released. “Michael acknowledges his past mistakes,” Nike said in a statement. “We do not condone those actions, but we support the positive changes he has made to better himself off the field.” Vick was voted The Associated Press Comeback Player of the Year after missing two seasons and playing sparingly in 2009. “Michael is committed to working with Nike and wants to utilize his platform as a professional athlete to have a positive impact on our youth,” said Andrew Stroth,

ATLANTA — Authorities in Georgia say a court hearing has been set for later this month after the mother of NFL star Terrell Owens’ child accused him of not paying all of the child support owed to her family. A Fulton County Superior Court judge set a July 26 hearing to consider Melanie Paige Smith’s request that Owens be held in contempt of court. Smith’s Atlanta lawyer

Randall Kessler said in court papers that Owens has made payments but has failed to pay the full $5,000 due per month. Kessler said he’s hoping to hear from Owens or his representatives. Owens, a free agent, is recovering from knee surgery and can’t sign with a new team until the NFL lockout is resolved. Owens’ agent, Drew Rosenhaus, didn’t return messages seeking comment.

Bad time for NBA lock-out, says marketing expert By LARRY FINE The National Basketball Association’s decision to lockout players has come at a bad time with the National Football League already embrioled in a labor dispute, according to a marketing and crisis management expert. NBA Commissioner David Stern declared a lockout after their collective bargaining agreement with players expired at midnight on Thursday, saying the salary system in the $4 billion league had to be changed to keep team owners from losing money. The ongoing NFL lockout started in March after club owners and players could not agree on how to divide $9 billion in revenues. “Nobody in the public is receptive to a fight between millionaires and billionaires,” Ronn Torossian, CEO of 5WPR, a New York public relations firm specializing

in crisis management, told Reuters on Friday. “For better or for worse the NBA will absolutely suffer because of the NFL. People are just not receptive to these sorts of fights, given the state of the world, given the state of the economy.” Stern said he understood there were risks involved in locking out the players, who currently make an average salary of about $5 million a year. “I’m not scared,” Stern told reporters after lastditch talks on Thursday with the Players Association failed to bridge the gap between the two sides. “I’m resigned to the potential damage that has been caused to our league. “And as we get deeper into it, these things have the capacity to take on a life of their own. You never can predict what will happen.” The NBA says 22 of its 30 teams lost money last season and that players’ salaries had to be controlled to allow

teams to be profitable. In contrast, owners of clubs in the profitable NFL say they are seeking a bigger cut of the revenues in order to better grow the game and build new stadiums. Duke University law professor Paul Haagen, a sport law expert, suggested there could be more sympathy for the NBA labor struggle than for the NFL. “The central difference appears to be the NBA needs concessions more critically than the NFL,” Haagen told Reuters. Torossian said the distinction might be lost on fans. “There is no sympathy at all for that fight. You can explain to me that this one isn’t making money, or that one isn’t making money,” he said. “But when you’re charging hundreds of dollars to attend a game, it just doesn’t score you any empathy points.

Kevin Durant: Players won’t give in OKLAHOMA CITY — Two-time scoring champion Kevin Durant wants the NBA’s owners to listen up. Durant pledged solidarity for the players’ union Thursday even if it means sacrificing the first few months of the season to get a new deal done. “We’re going to stand up for what we have to do, no matter how long it’s going to take,” Durant told The Associated Press after the conclusion of his two-day youth basketball camp. “No matter how long the lockout’s going to take, we’re going to stand up. We’re not going to give in.” The league’s labor deal expired at midnight and the league locked out its players, the second pro sports league shut down by labor strife. Durant acknowledged “it might have to take all the way up until maybe December or January” — meaning the start of the NBA season in October would be jeopardized — but the players are committed to getting a CBA they feel is fair. “The way the CBA worked before is something we really liked. There’s no need to change it,” Durant told AP.

“Things have been going very well for us, as far as the league, revenue and things like that are concerned. We want to stick with that pace, but of course the owners want to go a different way with it. “We’re going to stick with it until we come out with a good deal.” Durant, the Thunder’s representative to the players’ association, said he regretted that he hadn’t been able to stay active in the union’s work because of other offseason obligations, but veteran Nick Collison has been filling in for him and he’s also staying in the loop by email. “We just want the owners to listen to us, man, and know that we’re out there playing for them and we always represent them in the right way,” Durant told AP. “Hopefully, things get done.” A last-ditch negotiating session ended after three hours Thursday with no new agreement. Durant said talks were “going really slow,” but expressed optimism that they would speed up in time to save the upcoming season. “All we can do is continue

to just keep praying that we get things done quickly and we just move on with what we have to do, and not let the fans suffer more than they have to as far as not watching us play,” Durant said. “I think as players we’re really hurting, too, if we can’t play basketball. It’s already hurting me that I can’t be able to talk to my coaches, GMs and the guys that work for the team. “It’s going to be tough, but it’s something that we’ve got to try to work through and hopefully we stick together through the process.” Durant led the league in scoring the last two seasons, getting selected as an AllStar both seasons while leading Oklahoma City to the playoffs. The Thunder made it to the Western Conference finals last season before being eliminated by eventual NBA champion Dallas. Just one month later, he and his teammates won’t be allowed into the team’s practice facility and won’t be collecting paychecks. “It may take some tough times for people to kind of pull together and get things done quicker and easier,” Durant said.

“Especially since we’re still in a difficult economic time. It’s important to realize that times are still tough in America and I’m spending a lot for entertainment and I have a lot of different options.” Stern was resigned to some fan backlash. “I think our fans will have a negative view of why can’t you work this thing out,” he said. “So I don’t expect anything good to come out of this. This is just what happens in labor today.” Torossian called it a “loselose” battle. “The longer it drags on, the more damaging it is,” he said. “There is always the

danger of a public backlash and that speaks not just to fans but to corporate sponsors as well.” The public relations man said he believed there would be little damage to the NBA if an agreement was reached without threatening the start of their season in late October. “You still have time before you have long-lasting damage,” Torossian said. If the labor impasse drags on, that could cause trouble. “The NFL for example, is getting into a real danger zone,” said Torossian, casting an eye toward the early September start of the professional football season.

Source: Kobe Bryant tries new therapy Los Angeles Lakers guard Kobe Bryant underwent an experimental but increasingly popular procedure last month in Germany in an attempt to help heal his oft-injured right knee, a source confirmed to ESPNLosAngeles.com Thursday night. The procedure, called platelet-rich plasma therapy, consists of centrifuging the patient’s blood to isolate platelets and growth factors. The mix is then injected into the injured area to accelerate healing. The concentrated growth factors have been shown to speed tissue growth and healing in surgically created lesions in lab animals. Golfer Tiger Woods, New York Giants defensive tackle Chris Canty and Philadelphia Phillies pitcher Cliff Lee also reportedly have undergone the treatment. However, a number of recent studies disputes the effectiveness of the treatment. The New York Times cited a study by Dr. Leon Creaney in the British Journal of Sports Medicine in which patients treated with injections of whole blood for tennis elbow had better outcomes than those treated with PRP therapy after six months. Another study conducted by doctors in the Nether-

lands that was printed in the British Journal of Sports Medicine and cited by the Times examined patients treated for Achilles tendinitis with PRP therapy versus a placebo of saline solution. There was no statistical difference in healing between the two groups after six months. It makes sense, however, that Bryant would try the therapy. He already had surgery in July 2010 to remove bone fragments from the knee, the third procedure on the joint. In January, he said his knee was “almost bone-on-bone.” Because the minimally invasive surgery has a short recovery time and does not restrict movement, there is little downside to seeing if it improves healing in the knee. The Lakers’ leading scorer saw his minutes and productivity decline in 201011. He was barely able to practice all season as a result of the knee injury. Bryant has said much of this summer would be dedicated to allowing his body to recover. The Los Angeles Times first reported that Bryant underwent the procedure. Bryant was not available for comment, and it is not clear why the treatment was done in Germany.

Kimbo slice to return, set to make boxing debut in August By RANDALL STEVENS Kimbo Slice, who rose to fame through backyard brawls that went viral on the Internet, is finally set to make a comeback. This time, however, he’s trying his hand at boxing. The 37-year-old Internet fighting sensation-turnedMMA star will make his proboxing debut in mid-August in a four-round heavyweight bout against an opponent that’s yet to be determined. According to ESPN, his fight will be the main event of an untelevised card at Buffalo Run Casino in Miami, Oklahoma. “Kimbo has been in Los Angeles area training for this for almost three months,” promoter Gary Shaw told ESPN this week. “I don’t know how far he can go, but I know he’s very strong and powerful. I know the heavyweight division is weak at this moment in time, so it gives him an opportunity. He’s never been in against top echelon boxers, so that story is still untold. “But I know if he can’t do this or he feels he is in over his head or outclassed, he’ll call it a day. He will not make a fool of himself. He’s too proud.” Slice (real name: Kevin Ferguson) previously expressed interest in the idea of an attempt at a box-

ing career, but it never came to fruition. Shaw says he was still contemplating another run at MMA, but ultimately decided on boxing ... and has dedicated the last several months to training. By now, most fight fans know Slice’s story. He rose to fame through the Internet when his backyard brawls went viral. He parlayed his fame into an MMA career, and eventually became one of the sport’s most recognizable faces despite his lack of professional experience. He became the main draw in the now-defunct Elite XC promotion, and his rise was fast. However, things took a nose-dive when he was knocked out by a smaller, last minute replacement in just 14 seconds back in October 2008. Slice then made a run at the UFC, participating in 2009’s “The Ultimate Fighter,” but lost his first fight on the show ... and was eventually was cut after a lopsided loss to newcomer Matt Mitrione at UFC 113. His future was unknown until now. “He’s completely focused on his boxing career and excited to showcase his talents inside the squared circle,” said Jared Shaw, Slice’s adviser and Gary Shaw’s son. “Kimbo Slice is hungry and when that man wants his bread, he’s scary.” His boxing debut goes down on August 13th.

Judge denies Floyd Mayweather appeal LAS VEGAS — Undefeated prizefighter Floyd Mayweather Jr. may have to give testimony to lawyers for rival Manny Pacquiao sooner than he wants after a federal judge in Las Vegas denied his request to push back a deposition in a defamation case. In a lawsuit first filed in 2009, Pacquiao claims Mayweather and his camp defamed him by saying he used performance-enhancing drugs. U.S. District Judge Larry Hicks this week denied Mayweather a protective order excusing him from a deposition that was scheduled June 17. Mayweather missed the deposition, and Pacquiao’s lawyers said at the time that they planned to seek a default judgment as a result. Mayweather gave no legal basis for asking to overturn a lower judge’s order to hold the deposition, Hicks said in his ruling. “Mayweather Jr. does not provide any points and authorities in support of his motion other than to state that this court should reverse the magistrate’s order,” Hicks said. Hicks did not award Pacquiao a default judgment. Mayweather’s lawyer didn’t return messages seeking
