NEWS BRIEFS Obama, leaders in Congress meet today on debt ACCUSED SOMALI TERRORIST PLEADS NOT GUILTY IN MANHATTAN COURT A Somali national who was secretly captured by the U.S. military in April pleaded not guilty to nine terror-related charges before a Manhattan district court judge Tuesday, and he was remanded to federal custody. Officials say Ahmed Abdulkadir Warsame was captured in April and has been interrogated on a U.S. warship for more than two months. He was then read his Miranda rights, and he reportedly waived them. Warsame is charged with supporting al-Qaida in the Arabian Peninsula (AQAP) and the Somalian-based terrorist group alShabaab and conspiring to teach and demonstrate making explosives between 2009 and last spring. He also has a weapons possession charge dating back to 2007. Police Commissioner Ray Kelly said in a statement, “Capturing and bringing Warsame to justice is a body blow to any al-Qaida affiliate that aspires to fill the vacuum of a diminished al-Qaida central. I want to congratulate our military and the NYPD detectives and FBI agents whose collaborative work on the Joint Terrorism Task Force helps to protect New York and the rest of the nation from terrorism on a daily basis.” Warsame faces up to life in prison. ADVOCATES CLAIM FIGHT NEAR MANHATTAN CLUB WAS POLICE BRUTALITY Community members, hip hop artists, local activists and elected officials gathered on the steps of City Hall Tuesday to show support for the five people charged in connection with a confrontation with police outside a Lower East Side club last week. They said the five were beaten, maced and arrested by police officers at an album release party and claimed the officers used excessive force. They also called for an end to police brutality. “I seen them grab my friend Louie and beat him up, and then someone called to me, ‘Pete, your wife, your wife.’ So I ran outside, and I see Officer Chow pushing my wife and daughter to the ground, like they attacked them,” said hiphop artist Pete Rock. “Cy Vance the [Manhattan district attorney], Black people put your behind in office, so you need to drop these charges and charge the police,” said Brooklyn Councilman Charles Barron. The five people arrested were charged with assault and disorderly conduct. Several police officers and clubgoers were injured. Police Commissioner Ray Kelly said police officers had every right to defend themselves and used appropriate force in doing so.

By STEVE HOLLAND and ALISTER BULL WASHINGTON — President Barack Obama rejected proposals for a short-term deal to raise the U.S. debt limit and pressured congressional leaders to reach a broad agreement within two weeks to avoid a government default by August 2. Obama invited Democratic and Republican leaders of the U.S. Congress to the White House today to take stock of the stalled negotiations to reach a deal on budget cuts that would give Congress political cover to raise the $14.3 trillion debt ceiling that caps U.S. borrowing. The talks collapsed in acrimony two weeks ago and both sides have blamed the other for failure to reach a deal. Democrats and Republicans have reached a rough agreement on billions of dollars in government spending cuts but are at loggerheads over taxes. Democrats want to increase taxes on wealthier Americans to help lessen the deficit, while Republicans refuse any tax increase, fearing it would worsen the country’s 9.1 percent jobless rate. The White House is looking to clinch a deal by July 22 to soothe market fears and give Congress time to approve it. “We need to come together over the next two weeks to reach a deal that reduces the deficit and upholds the full faith and credit of the United States government and the credit of the American people,” Obama told reporters at the White House. Republicans were skeptical that a new White House meeting would make much difference. “I’m happy to discuss these issues at the White House, but such discussions will be fruitless until the president recognizes economic and legislative reality,” House of Representatives Speaker John Boehner said in a statement. “The legislation the president has asked for — which would increase taxes on small businesses and destroy more American jobs — cannot pass the House, as I have said repeatedly,” said Boehner, the top Republican in Congress. Senate Republican leader Mitch

McConnell said he viewed the meeting as an opportunity to know “whether or not the president will finally agree to a serious plan to reduce the deficit.” Republicans were angered a week ago when Obama accused Congress of spending too little time on the problem and compared lawmakers to schoolchildren putting off their homework. Republican Senator John Cornyn floated the idea over the weekend of a short-term measure to lift the debt ceiling for six to eight months in order to meet the August 2 deadline while congressional negotiators take more time to work on a broader agreement. “I don’t share that view,” Obama said in rejecting the proposal. Congress must raise the U.S. borrowing limit to avoid a default, which could trigger a spike in interest rates, push the United States back into recession and send global financial markets plummeting. The U.S. Treasury has said it will run out of money by August 2 to pay all of the country’s bills, including Social Security payments. U.S. markets so far have shrugged off the looming default deadline but the Obama administration has warned of economic catastrophe if the country fails to meet its financial obligations. With the budget talks in an impasse, neither side has come forward with the kind of compromise that will be needed and instead have been engaging in political posturing. Democrats have criticized Republicans for defending tax breaks that benefit corporate jets, yachts, races

horses and other luxury items. Those breaks have a minimal impact on the budget but have high symbolic value. Republicans said that closing those tax breaks would hurt businesses and the economic recovery. Boehner took a dig at the president’s leadership. “I’m pleased the president stated today that we need to address the big, long-term challenges facing our country. Our nation’s long-term future requires presidential leadership to address those challenges,” Boehner said in his statement. A final deal will test the ability of Obama and Boehner to compromise because both of whom must answer to the left and right wings of their parties with an eye on 2012 elections. Obama said he had a series of discussions with congressional leaders from both parties over the July 4 holiday weekend. “We’ve made progress, and I believe that greater progress is within sight. But I don’t want to fool anybody, we still have to work through some real differences,” he said. On Capitol Hill, Senate Democratic Leader Harry Reid said he would stage a vote on a nonbinding resolution that would call on millionaires to “make a more meaningful contribution to the deficit reduction effort.” It would have no legal impact, but it would allow Democrats to continue a charge they have honed in recent weeks — that Republicans are more interested in defending the interests of the wealthy than solving the country’s budget problems.

First day hiccup for NY same-sex marriages By GRANT MCCOOL Same-sex couples eager to marry in New York hit a bureaucratic snag when marriage license applications made available to them for the first time on Tuesday still used the terms “bride” and “groom.” City Council spokesman Jamie McShane said forms that accommodate all marriages would be online sometime on Tuesday, less than three weeks before New York State’s Marriage Equality Act takes effect. Governor Andrew Cuomo signed the act into law on June 24, making the state the sixth and most populous in the United States to allow gay marriage. It was not clear whether the online form seeking “Groom - Info” and

“Bride - Info” was proving a temporary deterrent to applications for marriage licenses, but some decided to wait. “I know things take time and being that there is only one option, if it was important for me to be married on July 25th, I would fill out the form as is,” said Sandi Rowe, a graphic designer who wants to marry next year. She said she encourages wedding planning sites to change their language from the “bride/groom” option. The Marriage Bureau was due to begin performing ceremonies for same-sex couples on July 25. State law generally requires couples to wait 24 hours after receiving a license before they can be married. New York was expecting an eco-

nomic windfall from the legislation. One estimate by the Independent Democratic Conference advocacy group of New York State Senators estimated that 21,000 gay and lesbian couples would marry in the first three years the law is in force, adding as much as $284 million to the state’s economy over that time. The window of Rothman’s men’s apparel store in the city’s Union Square had a sign on its front window saying “We love NY equally” to celebrate and attract customers. “It’s great because we do a lot of weddings in this store and we are excited because frankly it’s a whole other group of people that are now going to be getting married,” owner Ken Giddon said. “All of a sudden every wedding party will have two grooms instead of one.”

Teen prank leads to felony charge When 18-year-old Tyell Morton put a blow-up sex doll in a bathroom stall on the last day of school, he didn’t expect school officials to call a bomb squad or that he’d be facing up to eight years in prison and a possible felony record. The senior prank gone awry has raised questions of race, prosecutorial zeal and the post-Columbine mindset in a small Indiana town and around the country, The Indianapolis Star reported in its Tuesday editions. Legal experts question the appropriateness of the charges against Morton, and law professor Jonathan Turley at George Washington University posed a wider question about Morton’s case on his legal blog. “The question is what type of society we are creating when our children have to fear that a prank (could) lead them to jail for almost a decade. What type of citizens are we creating who fear the arbitrary use of criminal charges by their government?” A janitor at Rushville Consolidated High School saw Morton run away from the school May 31, and

security footage showed a person in a hooded sweatshirt and gloves entering the school with a package and leaving five minutes later without it, according to court documents. Administrators feared explosives, so they locked down the school and called police. K9 dogs and a bomb squad searched the building before finding the sex doll. “We have reviewed this situation numerous times,” Rush County Schools Superintendent John E. Williams told the newspaper last week. “When you have an unknown intruder in the building, delivering an unknown package, we come up with the same conclusion. ... We cannot be too cautious, in this day and age.” Morton was arrested and charged with disorderly conduct, a misdemeanor, and institutional criminal mischief, a felony that carries the potential of two to eight years in prison. “I know there has been plenty of pranks done at that school,” said Morton’s mother, Cammie Morton. “I went to that school. When I heard what they was charging him for, my heart just dropped.”

Joel Schumm, a professor at the Indiana University School of LawIndianapolis, questioned the validity of the charges. “Their reaction is understandable, but use the school disciplinary process,” he said. “Don’t try to label the kid a felon for the rest of his life.” The Rush County Prosecutor Philip J. Caviness told The Associated Press that he doesn’t intend to seek a prison term for Morton, but said school officials acted appropriately and that the charges are warranted. “I’m pretty comfortable with the charges that we’ve filed,” he said. Miami Herald columnist Leonard Pitts focused on Morton’s case recently in his nationally syndicated column, suggesting that Morton’s case was another example of unfair treatment for a Black youth without a wealthy family. Morton’s father brushed off that suggestion when Pitts asked him about it, and Morton’s mother declined to discuss that point with The Star. Morton’s attorney, Robert Turner, also downplayed race, suggesting that the size of the small blue-collar

city an hour southeast of Indianapolis played a role. “I don’t think they do this sort of thing very often,” Turner said. “Had this happened in Indianapolis ... they would not have had this kind of charge filed.” Morton’s mother said Tyell Morton wants to attend college, but is worried about the case. “It’s stressful for Tyell,” Cammie Morton said. “He doesn’t know where his life is going to end up. He has been looking — I’ll just put it this way: He’s scared.”

Report: NY property-tax cap may hit cash-poor cities By JOAN GRALLA New York State’s new propertytax cap might further pressure counties, cities, towns and school districts already struggling with lower tax revenue and higher expenses in the recession’s wake, according to a report released on Tuesday by Moody’s Investors Service. The new law, which was signed on Tuesday by Governor Andrew Cuomo, is intended to help homeowners by compressing property taxes. The law is also intended to buoy the economy by lowering a barrier to new jobs. At a median of $3,755 per household, New York’s property taxes are more than double the U.S. median of $1,917, the governor said in statement.

Cuomo, noting three governors had failed to reduce “out-of-control” property taxes, said: “New York will no longer be the tax capital of the nation and this tax cap will go a long way toward revitalizing the state’s economy.” The new cap limits yearly increases in property taxes to whichever is less — 2 percent or the rate of inflation. Voters can get around the cap with a 60 percent vote on a school budget or a legislative body. A number of states have examined capping property taxes, often the most important source of tax dollars for counties, cities, towns, and schools. After Massachusetts capped property taxes in 1980, the levy did decline, according to a 2010 study by the Center on Budget and Policy Priorities, a Washington, D.C.-based

think tank. But the think tank questioned whether that benefit was outweighed by the cap’s “harmful impact,” citing more reliance on state aid, wider gaps between rich and poor communities, and cuts in service. New York’s property-tax cap risks accelerating a few downturns, according to Moody’s report. “While the cap will not directly prompt rating downgrades, the new restriction on the taxing powers of local entities only adds to their weakened finances,” Moody’s analyst Robert Weber said in a statement. Moody’s said that a number of New York’s school districts have a cushion: They salted away reserves during the past few years. And for all school districts, debt service is exempt from the limits imposed by the cap.

But after three years of flat revenue, some towns are particularly vulnerable to curbs on tax increases. “Of particular concern are the issuers who already face significant financial pressure,” said Weber, listing as examples the towns of Colonie, Fishkill, and East Greenbush, and the cities of Newburgh and Glen Cove. At least three cash-strapped counties also could be hurt: Monroe, Nassau, and Rockland, Moody’s said. The new property-tax cap does not apply to New York City, which pays for its schools out of the general fund. In contrast, Buffalo, Rochester, Syracuse, and Yonkers do fall under the property-tax cap though their school districts are exempt, Moody’s said.

Militants may try bomb implants to attack By JEREMY PELOFSKY WASHINGTON — Militants are showing renewed interest in using a surgically implanted bomb to blow up a commercial flight, though there is no indication an attack is imminent, a U.S. security official said yesterday, citing new intelligence. U.S. authorities have warned their counterparts abroad as well as air carriers about the new information and were taking steps to boost security. “The Department of Homeland Security has identified a potential threat from terrorists who may be considering surgically implanting explosives or explosive components

in humans to conduct terrorist attacks,” the advisory to foreign counterparts said, according to the U.S. security official. Such a threat is likely to come from overseas rather than domestically, but precautions were being taken on both sides, the official said on condition of anonymity. The new intelligence did not indicate an attack was imminent, the official said. U.S. authorities have been on high alert after American forces killed al Qaeda leader Osama bin Laden in May, ramping up security at airports, government buildings and other facilities in case of a retaliatory strike. The official declined to say whether

the new intelligence came from documents collected at the compound in Pakistan where bin Laden was found and killed. The possibility of a suicide bomber attacking with explosives implanted in the person’s body has long been a concern for authorities — and a difficult threat to detect. Attacks in the past have involved explosives packed in luggage, shoes, clothing or other items. A Nigerian man was arrested in December 2009 and has been accused of trying to ignite a bomb hidden in his underwear aboard a flight from Amsterdam to Detroit. In October, toner cartridges packed with explosives were sent aboard U.S.-bound

cargo planes but were intercepted and defused overseas before they exploded. In the wake of such attacks, U.S. aviation security authorities have steadily ramped up passenger and cargo screening, requiring travelers to have their shoes X-rayed, go through full-body scanners and restricting liquids allowed in the passenger cabin of planes. Transportation Security Administration spokesman Nicholas Kimball said passengers flying into the United States may notice enhanced security measures, including talks with them as well as pat-downs and the “use of enhanced tools and technologies.”

Yes, they are back. Some of the culprits who came up with the idea of subprime mortgage lending are back with a new and equally devastating hustle. As opposed to going into Fannie Mae and Freddie Mac to convince executives to corrupt an important process, they are going to the U.S. Department of Education. We lost over 35% of our net worth from the mortgage crisis. Our homes weren’t enough as now they are targeting the financial aid streams for Black students. If they have their way, we again will be financially damaged and our futures hurt all for the sake of quick money hustling. It is evil

disproportionately hurt. Of course, this is exactly the opposite intent of the new Gainful Employment rule, which was ostensibly embellished to protect students from overwhelming debt. Yet the rule, released on June 2, after a year of acrimonious debate and over 90,000 public comments, is fundamentally flawed. By singling out career colleges, where “high risk” students account for 51percent of the student population, it embodies a serious bias against minorities and the poor. Without federal student aid to attend a culinary arts or nursing program, for example, many minorities will be forced to abandon their studies. TragiContinued on page 5

and it is racial, as it targets schools that serve minority communities the most. It is extremely important that we become active and vocal about this threat. The future of our children is on the line. Remember, you can be a political activist or a political victim – there is no in between. The following is my take on this urgent matter. Please read and begin your protest. Nearly half of all students who pursue academic programs at for-profit college programs are minorities. Many are “non-traditional” students – single parents, veterans, fullor part-time working adults. Therefore, when federal financial aid is cut to for-profit schools, it will be minority and low-income students who are

Michele Bachmann: The John Wayne of political lies By GEORGE E. CURRY Whether making the round of Sunday morning talk shows, giving the Tea Party response to President Obama’s State of the Union address, or announcing her own presidential candidacy, Michele Bachmann does one thing consistently – lie. The Republican congresswoman from Minnesota, who has been described as Sarah Palin with a brain, has enjoyed a dramatic rise in public opinion polls following the latest debate among GOP candidates seeking the party’s presidential nomination. But Bachmann’s comments are a reminder of the adage: Figures can lie and liars can figure. Here are some of the most egregious examples: BACHMANN [CBS “Face the Nation,” June 26]: The Congressional Budget Office estimated Obamacare will cost the economy 800,000 jobs, probably the – HOST BOB SCHIEFFER: Again, that is data that other people would question. BACHMANN: That’s – well, that’s what the Congressional Budget Office, that’s not Michele Bachmann, that’s Congressional Budget Office figures saying that we’re – we have the potential of losing 800,000 jobs. FACTS: As Factcheck.org noted, “The CBO didn’t say that. Instead the CBO said that the law would cause a reduction in the amount of labor workers choose to supply. Some Americans would decide to work fewer hours or retire earlier because

their ability to get health insurance would be more secure. And lowincome workers would receive subsidies to purchase insurance, putting more money into their pockets. Overall, the CBO said the impact on jobs would be ‘small.’” BACHMANN [Jan. 25 Tea Party Response to the State of the Union address]: Unfortunately, the president’s strategy for recovery was to spend a trillion dollars on a failed stimulus program, fueled by borrowed money…Not only did that plan fail to deliver, but within three months the national jobless rate spiked to 9.4 percent. And sadly, it hasn’t been lower for 20 straight months. While the government grew, we lost more than 2 million jobs. Let me show you a chart. Here are unemployment rates over the past 10 years. In October 2001, our national unemployment rate was 5.3 percent. In 2008…it was just 6.6 percent. But, just eight months after President Obama promised lower unemployment, that rate spike to a staggering 10.1 percent. FACTS: The watchdog group Media Matters, on its politicalcorrection.org site, stated: “From December 2007 to July 2009 – the last year of the Bush second term and the first six months of the Obama presidency, before his policies could affect the economy – private sector employment crashed from 115,574,000 jobs to 107,778,000 jobs. Employment continued to fall, however, for the next six months, reaching a low of 107,107,000 in December of 2009. So, out of 8,467,000 private sector jobs lost in this dismal cycle, 7,796,000 of

From subprime mortgage Continued from page 4 cally, at a time when unemployment figures in the African American community are in the double-digits (a staggering 41.6 percnet among African American teens, as compared to 24.2 percent of teens overall) and when, according to the College Board, just 26 percent of African Americans have at least an associate degree, it is our most vulnerable students who will be most hurt by this ruling – not helped. Congress needs to stop this rule and go back to the drawing board. The fact that the department created this harmful rule is harmful enough, but how they went about doing it deserves close scrutiny and thorough investigations. Good government groups such as Citizens for Responsibility and Ethics in Washington (CREW) have repeatedly uncovered a rulemaking process that was inappropriately guided by Wall Street short-sellers. Growing evidence shows an “inside job” of sorts, involving Wall Street

financier, Steven Eisman, and Education Department executives, such as Deputy Undersecretary Robert Shireman, throughout the rule-making process. In Congressional testimony and in highly publicized presentations to the investment community, Eisman browbeat the for-profit college sector, “predicted” its collapse, and then handily profited on short selling the colleges’ stocks. The entire shady process was discovered through Freedom of Information Act requests and reported in the media. The Department of Education has still not explained why it has unfairly made a scapegoat out of for-profit career colleges, on which minorities and low-income students heavily

Some 671,000 additional jobs were lost as the stimulus and other moves by the administration kicked in, but 630,000 jobs came back in the following six months. The tally, to date: Mr. Obama can be held accountable for the net loss of 41,000 jobs (671,000-630,000), while the Republicans should be held responsible for the net losses of 7,796,000 jobs.” BACHMANN [Tea Party State of the Union response]: But instead of cutting, we saw an unprecedented explosion of government spending and debt, unlike anything we have seen in the history of our country. Deficits were unacceptably high under President Bush, but they exploded under President Obama’s direction, growing the national debt by an astounding $3.1 trillion dollars. FACTS: The rising debt can be attributed to Bush-era policies and the recession that began before Obama took office. As the conservative Washington Times observed, “The Congressional Budget Office announced a projected fiscal 2009 deficit of $1.2 trillion even if Congress doesn’t enact any new programs…About the only person who was silent on the deficit projection was Mr. Bush, who took office facing a surplus but who saw spending balloon and the country notch the highest deficits on record.” BACHMANN [Tea Party response]: We need to start making things again in this country. And we can do that by reducing the tax and regulatory depend. The only rationale has been a discredited study by the Government Accountability Office. The Senate’s Health Education Labor and Pensions (HELP) Committee staff pressured the Government Accountability Office at the eleventh hour to produce an investigative report on for-profit-colleges. The hastily produced report was later revised to correct at least 16 “errors” that prejudiced the findings against career colleges. Why has the Department of Education continued to rely on that discredited report to justify passage of the new rules? And, why do Senators continue to use inaccurate data on the Senate floor? In the wake of ongoing requests by leadership in the Congressional Black Caucus and others, such as the Reverend Jesse Jackson and the Urban League’s Mark Morial, Congress must draft comprehensive legislation that addresses the issue of

burden on job creators. America will have the highest corporate tax rate in the world. Think about that. FACTS: Researchers at the Center on Budget and Policy Priorities have thought about it and what they realize is that to grasp the corporate tax burden, one needs to look beyond statutory tax rates to the effective tax rate, which takes into account tax deductions. Judging by that standard, the Center notes, “The U.S. corporate tax burden is smaller than average for developed countries. Corporations in 19 of the member states of the Organization for Economic Cooperation and Development paid 16.1 percent of their profits in taxes between 2000 and 2005, on average, while corporations in the United States paid 13.4 percent.” Appearing on Fox News after officially declaring her candidacy for president, Bachmann said on June 27: “What I want them to know is, just like John Wayne is from Waterloo, Iowa, that’s the kind of spirit that I have too.” John Wayne wasn’t from Waterloo. He was born in Winterset, Iowa and grew up in California. Bachmann apparently got John Wayne mixed up with another John Wayne – John Wayne Gacy, the serial killer who was from Waterloo.

Teenager says was beaten after family shot in post-Katrina chaos By KATHY FINN NEW ORLEANS — A New Orleans teenager whose family members were wounded by police in the chaos after Hurricane Katrina testified on Tuesday that officers punched and kicked him before arresting him at the scene. One officer who struck Leonard Bartholomew IV, then 14, as he lay on the ground blamed “the heat of the moment” for his actions as he testified in the second week of a federal trial that could send five police officers to prison for life. The officers are charged in connection with the

killing of two civilians, 17year-old James Brissette and 40-year-old Ronald Madison, on September 4, 2005. Four others were wounded, including Bartholomew’s mother, who lost an arm. New Orleans police officers Kenneth Bowen, Robert Faulcon, Robert Gisevius, Anthony Villavaso and Arthur Kaufman face 25 counts of depriving citizens of civil rights, using a weapon in committing a crime, or obstruction of justice. A sixth is scheduled for trial in the fall. Five other officers have pleaded guilty to a role in the incident on the Danziger Bridge. Kevin Bryan, now a

deputy sheriff in a neighboring parish, was one of a dozen New Orleans police officers who responded that day to a police radio call indicating officers were under fire near the bridge. As the truck arrived at the bridge, gunfire erupted outside and officers in the back of the truck saw a “skinny Black male” run past, Bryan testified. Bryan saw an officer shoot at the runner and miss, so he began chasing the running man. By the time he reached him, Bryan testified, another officer had intervened and the runner was lying on the ground. But Bryan “slapped him with an open hand” anyway,

he told jurors. Asked by prosecutor Barbara Bernstein why he did that, Bryan blamed “the heat of the moment” and said he felt horrible that he had hit “a kid” who was not armed. Defense attorneys argue that in the hysteria and trauma following the hurricane and flooding, police were doing their best to keep the peace that day and believed they were being fired upon. The “kid” Bryan struck was Bartholomew, who told jurors police struck him in the face and kicked him that day. He said he saw his family taken from the bridge in an ambulance as police arrested him. They later released him in

Father of alleged serial killer victim waited for call By KIM PALMER CLEVELAND — The father of one of alleged serial killer Anthony Sowell’s victims testified at Sowell’s trial on Tuesday that he knew something was wrong when he did not get a call for days, and then months, from his troubled daughter. But Donald Smith, the father of Kim “Candy” Smith, said police ignored his concerns. “I knew something was wrong and they just blew it off,” Smith said. Sowell, 51 is charged with the aggravated murder of 11 women whose bodies were found in and around his house. Two women who said they were raped by Sowell but

survived also testified on Tuesday. Sowell was arrested on October 29, 2009, two days after the initial discovery of the bodies. The decomposing bodies were found by police responding to a report by a woman who said she had been attacked in the home. If convicted, he could be given the death penalty. Witnesses were asked by prosecutors if missing persons reports were filed with the police or if fliers were posted after their family member’s disappearance. Prosecutors also asked when the victims were last seen and how often they would checkin with family and friends. Smith said that while his daughter, who had trouble with drugs from her last year

Cost of playing Powerball to double MIAMI — The price of a Powerball ticket will double in 2012 when the multistate lottery marks its 20th anniversary. The jackpots also will get bigger, officials say. Beginning in January, a Powerball ticket will cost $2, while the basic jackpot will go to $40 million, The Miami Herald reported June 28. Matching five numbers without the Powerball number will get you $1 million instead of $200,000. Players in 42 U.S. states, the District of Columbia and the U.S. Virgin Islands will have a slightly better

chance of winning the jackpot, too, with odds falling from 195 million to 1 to 175 million to 1, the newspaper said. The chance of winning at least some cash will improve from 1 in 35 to about 1 in 32. He worried when he had not heard from her for days after she left his house January 17, 2009, because the family had been planning a birthday party for her. “Every hour seemed like a day, every day seemed like a month,” Smith said. He said he distributed fliers through some of her daughter’s friends and offered a $500 reward for information, but heard nothing. Smith is one of the family members who have sued the city of Cleveland over their handling of the Sowell case. One woman whose report of being attacked in Sowell’s home helped lead to the discovery of the first two bodies there testified she met him in 2007 and did drugs with him and his then-girlfriend several times before she was attacked in 2009. Latundra Billups, 37, described meeting Sowell, buying crack and going with him alone to the uninhabited second floor of his home

where she questioned him about a rumor that he attacked a woman, which he denied. After smoking crack and drinking, Billups said Sowell asked her to turn around, then put his hands on her neck when she complained. “He hit me and hit me hard,” she said, adding he told her to take off her clothes. Billups said Sowell raped her while choking her with an extension cord until she blacked out. When she woke up, Sowell looked surprised she was alive, she said. According to her testimony, Sowell then said: “I’m going to kill you because I know I’m going to jail.” Billups said she promised she wouldn’t send him to jail, and then he offered her a change of clothes and told her to come back for $50 for her ripped sweater. Billups went to the hospital the next day where she waited 6 hours to see a nurse and eventually file a police report. Richard Durst, a Cleveland sex crime detective, testified his attempts to reach Billups

downtown New Orleans, miles from where he had been staying. “I didn’t know what to do,” he said. A stranger befriended Bartholomew and took him to her home in Baton Rouge. He stayed with her for 10 days before connecting with an uncle who finally took him to see his family in the hospital. Bartholomew said that as he looked at a cousin who had taken several gunshots, he was wracked with guilt at having dodged the bullets. “I should have been shot too. It wasn’t right that everybody else had to go through all that pain and I was all right,” he told jurors. after her rape report were unsuccessful at first. But eventually a warrant was issued that would lead police to find the first two bodies in Sowell’s third floor. Another woman, Shawn Morris, testified Sowell raped her in October of 2009 when, after spending some time with him in his house without incident, she returned to get her ID. “He came behind me and put me into a military chokehold,” Morris explained. “He told me I wasn’t going home until he said ... (and) I would do everything he said to do or he was going to kill me,” she added. Morris’ testimony was similar to Billups. She said Sowell demanded she take off her clothes and lie on her stomach. Her screams caused Sowell to get up to close the windows, and Morris said she decided to jump from an open window. She said she didn’t remember anything until waking up in the hospital three days later with two broken hands, eight broken ribs, a skull fracture and an aneurysm. She told the hospital staff and her husband she was in a car accident because she feared Sowell would kill her.

Kilpatrick’s parole release postponed DETROIT — Former Detroit Mayor Kwame Kilpatrick’s release from prison has been put off until August as Michigan authorities transfer his parole to Texas. The parole board voted in June to free the disgraced politician within weeks, when he will have completed the minimum of his sentence for violating probation. Michigan has granted Kilpatrick’s request to join his

wife and children in Grand Prairie, Texas, but the details of the transfer of his supervision must be worked out. He still owes Detroit more than $861,000 in restitution. “Right now, the first week of August is the most likely time,” Michigan corrections spokesman John Cordell said. Federal authorities, who indicted Kilpatrick in December on charges of running a criminal enterprise that stole

millions of taxpayer dollars, have agreed to let him move to Texas while he awaits trial in Detroit.

Opposition wants Chavez to get better, lose vote By BRIAN ELLSWORTH CARACAS Venezuela’s opposition front-runner to face President Hugo Chavez in an election next year said yesterday he hopes Chavez recovers quickly from cancer so he could be beaten in the 2012 vote. Henrique Capriles Radonski, governor of Venezuela’s second most populous state Miranda, said the nation should focus on resolving problems such as high crime and soaring prices rather than fixate on the president’s health. “Government spokespeople say the president is in a process of recovery — God willing, that’s the case,” Capriles told a media conference in Caracas. “The best thing that can happen for Venezuela, the best thing that can happen for the region, is for President Chavez to be the candidate and for him to lose the elections.” Chavez, 56, returned from Cuba this week after undergoing sur-

Opposition leaders have struggled to take advantage of Chavez’s illness to advance their campaign. They want to avoid appearing to relish his misfortune. Polls show Capriles leading a clutch of opposition figures who will compete in a primary scheduled for February that will decide who will be the opposition unity candidate in 2012. The chemotherapy would start once Chavez was fully recovered from the operations, the source added. There was no official confirmation of that, and the only official details of his condition have been given by Chavez.

Greek premier warns against descent into lawlessness By HARRY PAPACHRISTOU ATHENS - Prime Minister George Papandreou warned yesterday that violent protests against spending cuts to satisfy international lenders threatened to lead to the kind of barbarism that in the past had derailed democracy in Greece. The austerity required in exchange for a bailout for debtridden Greece has sparked attacks on politicians and bloody demonstrations on the streets of Athens, where hooded youths have fought running battles with riot police. In a reference to the installation of the military junta that ruled Greece from 1967 to 1974, Papandreou told a cabinet meeting that undermining democrat-

ic institutions in the past had led to a “derailment of democracy.” “We must all learn from history,” he said. A government official made clear Papandreou did not mean there was a risk the military would take over. “The prime minister did not say democracy was in danger. He meant that violence would open the way to anti-democratic behaviors and reminded peo-

ple of history,” said the official who requested anonymity. The austerity package, that included wage cuts and tax rises, was imposed amid the deepest recession since the restoration of democracy and has been deeply unpopular. Clearly worried about law and order, the prime minister called for an inter-party parliamentary committee to be set up to decide on new measures, within the framework of existing law, “to protect and better manage public gatherings and policing.” In comments to the cabinet meeting, which were televised nationally, Papandreou said: “A state ruled by law can-

logical terrorism have no place in a democracy, in public spaces, in universities, squares, neighborhoods and the media.” Protesters have marched through the capital shouting slogans, banging drums and carrying banners attacking the terms of the bailout many Greeks feel imposes harsh penalties on ordinary pensioners and workers while sparing the rich. Ordinary Greeks also want to hold politicians accountable for the state of the nation’s finances and protesters who gather every night before parliament chant: “Thieves, Thieves!” There have been a

Tuesday, Juppe said Paris was in talks with Chad over a new cooperation agreement and said the presence of around 1,000 French troops under Operation E p e r v i e r

northern Mali from where it carries out armed attacks and kidnappings for ransom in the Sahel desert region, where the group is also tied to arms and drugs trafficking. “France is today writing a new chapter of its bilateral relations with Chad. This chapter can only lead to the establishment of a genuine democracy where justice, freedom, political change and good governance will not remain empty words,” he added.

Syrian forces round up dozens in Hama By DOMINIC EVANS BEIRUT - Syrian forces rounded up dozens of people around Hama yesterday, a day after shooting dead 22 people, activists said, and Amnesty International said Syria may have committed crimes against humanity in an earlier crackdown. Tanks were still stationed outside Hama, which has seen some of the biggest protests against President Bashar al-Assad and was the site of a bloody crackdown against Islamist insurgents nearly 30 years ago. But some of the tanks were redeployed away from the city and a resident said security forces were concentrated around the headquarters of the ruling Baath Party, the police headquarters and a state security compound. Most arrests took place in the outskirts of the city. Ammar Qurabi, Cairo-based head of the Syrian National Human Rights Organization, said the death toll from Tuesday, when gunmen loyal to Assad swept through the city, had risen to 22. He said hundreds of people had been arrested. Rami Adbelrahman of the Syrian Observatory for Human Rights said 23 people had died in Hama in the last 24 hours, and that an opposition figure in the city had reported water and electricity supplies were cut to the city yesterday morning. State news agency SANA said one policeman had been killed in a clash with armed groups who opened fire on security forces and threw petrol and nail bombs at them. It made no mention of civilian deaths but said some “armed men” were injured. Syria has prevented most independent media from operating inside the country, making it difficult to verify accounts from activists and authorities. Hama was emptied of security forces for nearly a month after at least 60 protesters were shot dead

on June 3, but the security vacuum emboldened demonstrators and on Friday activists said at least 150,000 people rallied to demand Assad’s downfall. The next day Assad sacked the provincial governor and sent tanks and troops to surround the city, signaling a military assault similar to those carried out in other protest centers. In a report released yesterday, Amnesty International said the crackdown two months ago against one of those protest centers — the town of Tel Kelakh near the border with Lebanon — may have constituted a crime against humanity. Urging the United Nations to refer Syria to the International Criminal Court, it said nine people died in custody after being captured during the operation in the town, close to the Lebanese border. “CRIMES AGAINST HUMANITY” Describing a “devastating security operation”, it said scores of men were rounded up, and most of them were tortured. Taliban again refute claims of peace talks with West By JONATHON BURCH KABUL - The Afghan Taliban again refuted yesterday claims they had entered into talks with the West to try and find an end to the war, saying any contacts with foreign countries had only been to negotiate prisoner exchanges. In a statement emailed to media, the Taliban also repeated their long-standing position of rejecting any negotiations for peace as long as foreign troops were in Afghanistan. “The rumor about negotiation with America is not more than the talks aimed at the exchange of prisoners. Some circles call these contacts as comprehensive talks about the current imbroglio of Afghanistan,” the Taliban said. “However, this shows their ... lack of knowledge about the reality. It is clear as the broad daylight that we consider negotia-

tion in condition of presence of foreign forces as a war stratagem of the Americans and their futile efforts.” Last month, Afghan President Hamid Karzai said the United States was in direct talks with the insurgents but that talks were not at a stage where the Afghan government was sitting down with the militants. Washington and London have both acknowledged there have been recent contacts with insurgents although former U.S. Defense Secretary Robert Gates said he expected it could take months before any headway could be made. But so little is known about these contacts that they have been open to widely different interpretations and any discussions that may be taking place are still not at a stage where they can be a deciding factor. Despite trumpeting military gains, particularly in southern Afghanistan, foreign leaders and military commanders have long recognized the need for a political solution to a war that has now

dragged on for almost 10 years. In yesterday’s statement, the Taliban said they had been in contact with “some” countries to arrange prisoner exchanges, including most recently with France for the release of two French journalists and their Afghan translator last month. The men were seized outside Kabul on December 30, 2009 and held captive for 18 months. France has denied any ransom was paid to secure the release of the two men, and their Afghan interpreter Reza Din. Foreign Minister Alain Juppe said revealing details of the negotiations could damage efforts to free other French hostages in Africa. The Taliban said they were also continuing “direct and indirect” contacts to secure the release of U.S. and Canadian prisoners. In June 2009, insurgents captured U.S. Sergeant Bowe Bergdahl in southeastern Afghanistan and have released videos showing him in captivity dressed in both Afghan clothing and in military uniform.

Pakistan panel says bin Laden family won’t be repatriated By ZEESHAN HAIDER ISLAMABAD - Osama bin Laden’s family, detained in Pakistan, will only be repatriated once a government-appointed commission investigating the al Qaeda leader’s killing allows them to leave, the panel said, a move that could set it on a collision course with the army. Sixteen people, including bin Laden’s three wives and several children, were detained by Pakistani security forces after U.S. special forces killed bin Laden in the northwestern garrison town of Abbottabad on May 2. Pakistan’s foreign office said in May that bin Laden’s wives, one from Yemen and two from Saudi Arabia, would be repatriated. However, the commission blocked the ministry of interior and the powerful spy agency InterServices Intelligence (ISI) from allowing the family to leave Pakistan, it said in a statement issued late on Tuesday after its first meeting. “The family can provide vital information about the presence of bin Laden in Abbottabad or elsewhere which could help the commission and that’s why it has asked the government not to repatriate them to their countries,” said Asad Munir, a retired ISI officer. Bin Laden’s youngest wife, Amal Ahmed Abdulfattah, told Pakistani investigators in May that bin Laden and his family lived for five years in the compound in Abbottabad where he was killed. The government set up the commission, headed by a senior judge, last month amid mounting public fury over the U.S. raid that killed bin Laden which many Pakistanis see as a breach of their sovereignty. Its mandate is to look into how bin Laden could have lived in Pakistan for so long and how the United States was able to conduct the raid without the military’s knowledge. The decision to block the repatriation of the family could set it on a collision course with the country’s security establishment if the commission says the military was complicit in hiding bin Laden, analysts said. But the commission, which also includes a retired army general and a former Pakistani ambassador to the United Nations, cannot accomplish much without cooperation from the army and its intelligence services, analysts say. Pakistan has a history of probes that never yield results because of army interference.

Tionne ‘T-Boz’ Watkins calls on African Americans to step up and donate bone marrow MINNEAPOLIS, MN — Tionne “T-Boz” Watkins rose to fame as an actress, singer and member of the popular 90s musical group TLC - all while quietly battling sickle cell disease. Now, she is lending her famous voice to encourage people, especially those in the African American community, to join the Be The Match Registry as potential bone marrow donors and help others - like 11-year-old Imani Cornelius fight similar life-threatening diseases. Watkins has partnered with Be The Match® on two public service announcements. The PSAs will hit the airwaves and the Internet in July, which is African American Bone Marrow Awareness Month. Donor registry drives will also take place nationwide throughout the month. “As a person with sickle cell disease and an advocate for everyone fighting this

disease, I was naturally drawn to Be The Match,” Watkins said. “Unfortunately, myths about bone marrow donation keep many people from joining the Be The Match Registry and potentially saving a life. That is why I am passionate about encouraging everyone to learn the facts about bone marrow donation through these PSAs. We need more African Americans to step up.” A bone marrow transplant can be a cure for someone with sickle cell disease or other illnesses like leukemia and lymphoma. Most patients who need transplants do not have a match in their family and depend on the Be The Match Registry to find a match. But many African Americans and other minorities can’t find marrow donors like Imani Cornelius, of Minneapolis. Imani was recently diagnosed with myelodys-

plastic syndrome (MDS) and her only hope for a cure is a bone marrow transplant. Her doctors continue to search the Be The Match Registry for a matching donor, but that search has not been easy as Imani is biracial. Right now, the chance of finding a match on the Be The Match Registry is close to 93 percent for Caucasians, but for African Americans

and other minorities, the chances can be as low as 66 percent. The tissue types used for matching patients with donors are inherited, so patients are most likely to find a match within their own racial or ethnic heritage. There are 9 million people on the Be The Match Registry, but only 7 percent are African American. Jonathan Nazeer, of Greensboro, N.C., saw firsthand the need for more African American donors when his friend was searching for a match. Jonathan joined the registry in 2006 on her behalf. Just a few years later he was called to donate to a 52-year-old woman battling a rare disease. “Donating is life-changing, not only for the individual who is receiving the transplant, but even for you. To know that you may have played a small part in actual-

ly saving someone’s life is extremely fulfilling,” said Nazeer, who was recently contacted again as a match for an 18-year-old boy. While the number of transplants that the NMDP facilitates for African American patients has doubled since 2004, more people of African American descent are urgently needed on the Be The Match Registry so that more lives can be saved. “We have made great strides in expanding the number of patients and the range of diseases that can be treated with bone marrow transplants,” said Jeffrey W. Chell, M.D., chief executive officer of the National Marrow Donor Program® (NMDP), which operates the Be The Match Registry. “But we need more volunteers from every ethnic and racial background - to meet the ultimate challenge of helping every patient find a lifesaving donor.”

Review raises questions over benefits of cutting salt By KATE KELLAND LONDON — In an analysis likely to fuel a long-running debate over the health impacts of too much salt, researchers have found no evidence that moderate cuts to salt intake reduce the risk of developing heart disease or dying prematurely. In a systematic review published by The Cochrane Library, British scientists found that while cutting salt consumption did appear to lead to slight reductions in blood pressure, that was not translated into lower death or heart disease risk. The researchers said they suspected that trials conducted so far were not big enough to show any benefits to heart health, and called for largescale studies to be carried out soon. “With governments setting ever lower targets for salt intake and food manufacturers working to remove it from their products, it’s really important that we do some large research trials to get a full understanding of the benefits and risks of reducing salt intake,” said Rod Taylor of the Peninsula College of

Medicine and Dentistry at Exeter University, who led the review. Most experts are agreed that consuming too much salt is not good for you and that cutting salt intake can reduce hypertension in people with normal and high blood pressure. But while previous trials have suggested there is a blood pressure benefit from lower salt intake, research has yet to show whether that translates into better overall heart health in the wider population. High blood pressure, or hypertension, is a major risk factor for cardiovascular diseases such as heart failure, heart attacks and stroke, which are the world’s number one killers. Taylor said he thought it did not find any evidence of big benefits because the numbers of people studied and the salt intake reductions were relatively small. “The people in the trials we analyzed only reduced their salt intake by a moderate amount, so the effect on blood pressure and heart disease was not large,” he said. Many developed nations have government-sanctioned guidelines calling on people

to cut their salt or sodium intake for the sake of their longer-term health. The World Health Organization (WHO) lists reducing salt intake among its top 10 “best buys” for reducing rates of chronic disease. In Britain, the National Institute of Health and Clinical Guidance (NICE) has called for an acceleration of the reduction in salt in the general population from a maximum intake of 6 grams(g) a day for adults by 2015 to 3g by 2025.

U.S. guidelines recommend Americans consume less than 2.3g of salt daily, or 1.5g for certain people who are more at risk for high blood pressure or heart disease. An earlier Cochrane review of dietary advice published in 2004 could not find enough evidence to draw any conclusions about the effects of reducing salt intake on death rates or on rates of heart disease. In this latest review, Taylor’s team found seven studies that together included 6,489

participants. This gave the researchers enough data to be able to start drawing conclusions, they said, but even so, the scientists think they would need to have data from at least 18,000 people before they could expect to identify any clear health benefits. A leading WHO nutrition adviser told Reuters in an interview last year that governments around the world could save huge health costs and avert millions of early deaths if they introduced laws to cut salt levels in food.

Some drinkers say benefits outweigh harm SEATTLE — Some heavy drinkers continue to drink because they associate it with courage, chattiness, joketelling, sex and more energy, U.S. researchers found. Study co-author Kevin King, assistant professor of psychology at the University of Washington, said some heavy drinkers see the social benefits of drinking outweigh its harms. “This study suggests why some people can experience a lot of bad consequences of drinking but not change their behavior,” King says in

a statement. “They do not seem to associate their own heavy drinking with negative consequences.” King says the study involved nearly 500 college students who completed an online survey measuring their drinking habits during the previous year. The survey assessed how often the participants had experienced 35 different negative consequences of drinking, such as blackouts, fights, hangovers, missed classes and lost or stolen belongings, as well as 14 positive effects

of drinking, including better conversational abilities, improved sexual encounters and more energy to stay up late partying and dancing. The study said participants rated the upsides to drinking as more positive and likely to happen in the future — finding the researchers call “rosecolored beer goggles.” “It’s as though they think that the good effects of drinking keep getting better and more likely to happen again,” lead author Diane Logan, a clinical psychology graduate student, adds.

“He went to pull his pants up because his pants fell to his knees,” Carter said. She says she has not been able to see her husband, who remains at the Mercer County Correction Center on charges of aggravated assault on a police officer, but she has talked to him on the phone. He told her he wasn’t armed, and she believes him. “Because, in my heart, I know my husband didn’t have a gun,” she said. “No way, no form, no fashion.” But police yesterday afternoon released a surveillance camera image that shows Carter with a revolver tucked into his waistband. The image, which police say was taken approximately 30 minutes before the shooting, shows one of the two guns police say they recovered from Carter’s person. “He had the gun in his possession before the officers arrived,” acting Police Director Joseph Juniak said.

Based on the circumstances, Juniak says the officers “took appropriate and justified action” in Carter’s case. But he acknowledged that not every story about the shooting will be identical. “Everyone has a difference of belief in what occurs in these incidents,” Juniak said. For Allah and the New Black Panthers, the shootings are part of a pattern of behavior by city officers who unfairly target minority males, even if the officer grew up in the city. “They forget about their young cousin on the Boulevard they now have to go and harass,” Allah said. Allah said he knows many good members of the Trenton Police Department, but they are overshadowed by the negative activities of others. “If they’re good cops, what are they doing to expose what’s going on?” he said during the demonstration yesterday. Attrell Johnson stood alongside Allah in the blazing morning sun. Her daughter’s father is Korey Brown, who was shot dead on Frazier Street April 25. Police were told he had a gun and fired as he approached them, but Brown was found to be unarmed. Aaron Carter is Johnson’s cousin. Ex-convict was romantically involved with married N.J. corrections officer he fatally shot, authorities say NEWARK - An exconvict who authorities say was romantically involved with a married corrections officer shot and killed the woman early Tuesday during an argument at a holiday barbecue in Newark before fleeing to Virginia where he killed himself as federal marshals closed in. The shooting of the officer, Katrina Owens, was one of four that occurred during a 40minute spate of gunfire that began just after midnight. When it was over, three people were dead and two others were hospitalized with non-life threatening injuries. None of the attacks was related, Newark authorities said. Owens, who lived with her husband and

three children in the Monmouth Junction section of South Brunswick, was having an affair with 21-yearold Allen Barron, said Samuel DeMaio, Newark’s acting police director. The two were attending a Fourth of July barbecue at 35 Columbia Ave. when they began to argue inside the house, DeMaio said. The argument spilled into street when, at around 12:30 a.m., Barron pulled out a gun and shot Owens, DeMaio said. Owens was pronounced dead at the scene. Barron, whose last known address was in Pemberton, Burlington County, fled in Owens’ truck and drove 325 miles to Richmond, Va., said Anthony Ambrose,

chief of detectives for the Essex County Prosecutor’s Office. Owens’ vehicle was recovered last night, Ambrose said. Authorities did not say how or when Owens met Barron or when the affair began. Lenny Kravitz reveals inspiration for ‘Black and White America’ By JAMES MONTGOMERY Lenny Kravitz has never been one for boxes. When he broke onto the scene 22 years ago with Let Love Rule, his brand of psych-and-funktinged retro rock, coupled with his roots (his mother was Black, his father white, his religion a mixture of Christianity and Judaism), confounded critics and radio executives alike. And to an extent, that’s never really changed, though, with each successive hit — “Let Love Rule,” “Are You Gonna Go My Way,” “Fly Away,” “American Woman,” to name just a few — he’s become less of a curio case and more of a career artist. But with his new album, Black and White America (due August 30), Kravitz is still dealing with boxes ... though, these days, they seem to have less to do with his background than they do with the music he makes. “Now, it’s less about the color, but more about still not fitting in a box; and this radio station doesn’t play this or that,” he told MTV News. “This is what always gets me,

[now it’s], ‘This radio station doesn’t play horns.’ Now we have racism against instruments. You know, ‘It’s rock, but it’s too funky.’ Or ‘It’s funky, but it’s got too much rock.’ People love their slots, their little boxes.” For lack of a better term, there are plenty of slots on America, a far-ranging, lushly produced opus that seems destined to give radio programmers fits. Over the course of 16 tracks, it dabbles in whip-smart funk, crackling soul, classic pop and, of course, all-out rock, (to name just a few genres), and features guest appearances from Jay-Z and Drake. Not surprisingly, fitting in wasn’t what Kravitz had in mind when he was recording it. His only goal was “to make a double album ... a classic two-piecesof-vinyl, four-songs-per-side thing.” And America certainly plays that way. But for all the genre-jumping, there’s one theme that keeps popping up throughout the album: the idea of unity. It’s central to current single “Stand” and it’s the core idea behind the album’s title track too. “The inspiration came from a documentary that I was

watching. ... It was about a group of Americans, I’m sure somewhere tucked away, and they were saying they were disgusted by what America had become, they were disgusted that there was an African American commander in chief; they’re not for racial equality, they would like America to be back to the way it was 100 years ago and, basically, they would do anything it took to make sure that their idea of America was restored, down to assassination, etc.,” Kravitz explained. “And it was with such hatred and, obviously, we know that racism exists but somehow they threw me for a loop. I was like, Really? For real? So the chorus of the song ... I was just saying to them, This is what’s happening, you need to know what time it is. It’s how I was raised; I grew up between two cultures at a pivotal time after the civil rights movement, and [it’s] the story of my parents, and what they went through. It’s very natural for me to write about that sort of thing.” Of course, America isn’t all heavy lifting. “Rock Star City Life” is a down-and-dirty ode to excess, “Superlove” is a sumptuously sexual exercise in viscous funk, and the rattling “Boongie Drop” is about,

well, ass. To a degree. “Well, ‘boongie’ is a Bahamian word for ass. But it’s not just an ass-shaking song. There’s a place down the street from where I live, and on Sunday nights, people come down there and dance,” Kravitz said. “It’s like a red light-bulb, pool-table shack and this DJ, Military. And the thing I found beautiful was that you have these really fullfigured Bahamian women showing up there, they know they’re beautiful, and they’re not buying into the lie, the stereotype of what media says is beautiful. They exude this pride, and the song’s about that.” If you couldn’t tell, there’s

By TIM KENNEALLY LOS ANGELES — Americans must have felt patriotic Monday because “Macy’s 4th of July Fireworks Spectacular” took the night’s top television ratings and showed a dramatic increase over last year, according to preliminary viewership numbers. The fireworks show on NBC at 9 p.m. received a 2.1 rating/7 share in the adults 18-49 audience, a 50 percent increase over last year’s fireworks show and a four-year high in the demographic group. It drew 8.6

million total viewers, which represented an 11-year high in total viewership. An encore presentation the following hour took the evening’s second-highest ratings, garnering a 1.4 rating/5 share in the same demographic group and 5.1 million total viewers. A repeat of “America’s Got Talent” began the network’s primetime slate at 8 p.m. CBS aired the Boston Pops Fireworks show at 10 p.m., following a roster of repeats. The Pops had a 1.1 rating/4 share in the demographic group, up 22 percent over last year. ABC and Fox ran repeats Monday.

Man claims to be accessory in Notorious B.I.G.’s murder Reports: Mariah Carey to join ‘X Factor’ as a mentor A new development has come to fruition regarding the murder of rapper the Notorious B.I.G. just weeks after a New York man confessed to robbing Tupac Shakur in 1994. A new man and former member of the Nation of Islam, named Clayton Hill reportedly confessed to being an accessory to the murder, explaining he was handed the gun that was used to kill the rapper. Hill contacted HipHopDX.com and shared his story. The gun was then delivered to its resting place at the NOI headquarters. “I doubt if Minister Farrakhan knew anything… he would have been insulated from that,” Hill wrote. Finally, Hill said he disclosed all of the information divulged to the media outlet to Assistant U.S. Attorney Nancy DePodesta and the F.B.I.’s Domestic Terrorism Unit last year. Hill is currently serving time in prison in downtown Chicago for conspiracy to defraud the U.S. and identity theft.

Common and Nas’ ‘Ghetto Dreams’ recalls ‘raw’ ‘90s sound By ALVIN BLANCO Common just inked a new recording deal with Warner Bros. last month, and he’s already whetting appetites for his forthcoming album, The Dreamer, The Believer. A new single called “Ghetto Dreams,” featuring Nas, hit the Internet over the weekend. About a month ago, a snippet of the No ID-produced “Ghetto Dreams” appeared on Amazon, with the song being credited to Think Common Entertainment and the full version thought to be dropping June 23. That date came and went without a release from Common as he announced his new record deal. But over the weekend, Nas

took it upon himself to leak the song via Twitter. “I’m giving @common 15 minutes or I’m putting this sh— out myself! #GhettoDreams,” tweeted Nas, who kept his word and liberated the track when the deadline passed. According to Common, No ID has produced all of the music on The Dreamer, The Believer. “That was the first song we did for the album,” Common told MTV News. “No ID said, ‘I got something for you.’ He played that beat, I was like, ‘Oh, sh—.’ I kind of hopped into it, like a zone, a character almost [while] writing it. It was just so raw, something like ‘95, but new sounding. Then he put up this Nas vocal [sample] going, ‘Ghetto dreams,’ and then I was like, ‘Oh sh—.’ “

Now that British pop star Cheryl Cole is out at Simon Cowell’s forthcoming U.S. version of “X Factor,” there are reports today that Mariah Carey is back in the mix – but not as a judge, as had been rumored last spring before Cole became involved. According to WENN, Carey will join the reality show as a mentor – much like Simon Cowell’s ex-girlfriend Sinitta is on the UK version. Although nothing has been officially announced or confirmed, the news has reportedly stunned Sinitta, who has worked on the UK version for the last seven years and was expecting to get the same gig in America. “Well, let’s just say feathers will fly if Mariah takes my spot,” Sinitta told Britain’s Daily Star newspaper. “Although she is a mega diva vocally, you can expect another XF USA drama. I won’t just roll over and take it. I hope she can run in high heels.” Mariah is set to join Cowell for the “judges home” stage of the competition, where potential finalists are invited to their mentor’s luxury pads to perform a song of their choosing. Last April, the then-pregnant Carey was rumored to be considering a judging role on the “X Factor” but L.A Reid, Nicole Scherzinger and Paula Abdul have already begun work on the show.

Lagarde vows more clout for emerging markets at IMF By LESLEY WROUGHTON WASHINGTON — Christine Lagarde, the IMF’s new chief, pledged to push ahead with reforms to give fast-growing emerging markets greater sway at the global lender. At a news conference on her second day as International Monetary Fund managing director, Lagarde acknowledged an array of immediate issues confronting the Fund, including Europe’s debt crisis, but she also said she was focused on the need for the IMF to change with the times. Institutions like the

IMF must better reflect the shifting balance of power in the global economy, she said, adding the idea of creating a top-ranking post at the IMF to give a higher profile to emerging markets was “not a bad idea.” “The world is going to continue to change,” she said. “We have these tectonic plates that are moving at the moment, and that needs to be reflected in the composition of governance and employment at the Fund.” Lagarde won the top spot at the IMF after her predecessor, Dominique Strauss-Kahn, resigned in May to face charges of sexual assault

against a hotel maid in New York. StraussKahn has denied the charges and the case appears to be unraveling over questions about the credibility of his accuser. Lagarde declined to comment on StraussKahn’s situation despite repeated questions. Questioning was occasionally tough at the heavily attended event, partly because of the drama surrounding her accession to the IMF leadership. Some emerging markets wanted the job to go to one of their members rather than carrying on a tradition of having a European head the global lender.

Lagarde, a former French finance minister who has training as a corporate lawyer but not an economist, was asked directly whether she was qualified to hold the job, which among other things involves deciding the disbursement of tens of billions of dollars to needy countries. “I’m not going to brag about my qualifications or lack of qualifications. I think the truth of the pudding is in the eating as you say,” Lagarde said. “We’ll see how it goes.” She said IMF member nations needed to complete reforms agreed to in 2010 to give developing countries more

power within the institution. “But that should also reflect in our employment policies, in our training policies, in the way in which we build teams, in the way in which we organize recruitment so that people are not clones of each other,” Lagarde said. Lagarde acknowledged that among the most pressing issues she faces is dealing with a European debt crisis that has required bailouts for Ireland, Portugal and Greece. She confirmed that the IMF board would meet on Friday to consider a disbursement of funds for Greece.

She said another sensitive issue was how to deal with surging capital flows into emerging markets that were creating the risk of asset bubbles and disrupting foreign exchange markets. While noting the global recovery was unbalanced, she tried to sound a note of reassurance that it was firmly in place. “When we look at our growth forecasts for 2011, 2012, we are clearly on the rebound and things are improving and are getting better when compared with the situation as it was in 2009 at the height of the crisis,” Lagarde said.

services sector growth, which slowed slightly in June, gave investors little reason to make big bets after last week’s 5.6 percent rally. Banks were among the worst performers on concerns about their exposure to euro-zone debt and sluggish U.S. growth. Twitter seeking another round of funding Microblogging service Twitter is seeking to raise “hundreds of millions of dollars” in a new funding round. The new round values the company at as much as $7 billion, the newspaper reported, around the same as recent transactions in Twitter stock on the secondary market. “We don’t comment on our finances or speculation about our finances,” said a spokesman for Twitter. In December, the company raised $200 million in a round led

Services growth slows, but silver lining in jobs By LEAH SCHNURR Growth in the U.S. economy’s vast services sector remained sluggish in June as new orders fell, but economists said a steady employment reading pointed to job growth later in the year. Wednesday’s picture of labor market conditions in the Institute for Supply Management’s services sector data comes two days ahead of a key U.S. jobs report that is expected to show non-farm payrolls rose modestly last month after slumping in May.

Analysts are watching closely for signs the economy is gaining traction after growth slowed in the first six months of 2011, and many are looking for acceleration in the later part of the year. John Silvia, chief economist at Wells Fargo, said that while the services data was weaker than expected, it was still consistent with continued economic growth in the second half of the year. “The silver lining is that the employment index remained in expansion territory,” Silvia wrote in a note. “This reading suggests prospects for continued

payroll growth in the coming months.” The ISM report’s services index fell to 53.3 last month from 54.6 in May. The reading was shy of economists’ forecasts for 54.0, according to a Reuters survey. A reading above 50 indicates expansion in the sector. The dip comes after a modest gain in May, and the index is still well off the peak seen at the beginning of the year. The new orders component eased to 53.6 from 56.8, while the employment gauge improved slightly, edging up to 54.1 from

54.0. Gains in employment are key to bolstering consumer confidence, and even though the employment gauge held up this month, it needs to be higher, said Anthony Nieves, chairman of the ISM nonmanufacturing business survey committee. “People are still out of work. Companies are adding some positions back in, but overall, people are still trying to find their way,” Nieves told a teleconference. Despite the bright spot on the jobs front, Chris Low, economist at FTN Financial, said the index did not yet

Verizon to eliminate unlimited data plans Verizon Wireless, the biggest U.S. mobile provider, will stop offering customers unlimited data service plans today, meaning higher prices for heavy users of services such as mobile Web surfing. Verizon Wireless plans to charge $5 more per month than its biggest rival, AT&T Inc, which stopped offering unlimited data services last year. Unlike AT&T, Verizon is not offering any new cheaper option for low data users. Under its new terms, customers who limit their data use to 2 gigabytes (GB) will pay $30 a month, according to the venture of Verizon Communications Inc and Vodafone Group Plc, which currently charges its customers

$30 per month for unlimited data use. To put this in perspective, 2 hours of streaming music to your cellphone every day would generate 9 GB of data downloads, according to the Verizon Wireless online data use calculator. In comparison, AT&T charges $25 for 2 GB of data and also offers a $15 per month plan for customers who only use 200 megabytes of data. AT&T has said the lower priced plan helped it add millions of new customers who might otherwise have not been willing to pay for wireless data services. Customers who use more than their plan allows will have to pay $10 for every extra

Cop in college athlete’s death sues liquor store By JIM FITZGERALD WHITE PLAINS, N.Y. - The police officer who shot and killed a college football player during a disturbance outside a bar in the New York suburbs says the student got drunk on liquor he bought before going to the bar. Pleasantville Officer Aaron Hess has filed a lawsuit claiming the liquor store is liable for the injuries he suffered while responding to the disturbance, which gained attention when some witnesses said police overreacted. Amateur video of the chaos after the shooting was seen on national television and online.

“If you sell liquor to an underage person, you are responsible for what that underage person did,” Hess’ attorney, Mitchell Baker, said Monday. Several calls to the liquor store, Briarcliff Wines & Liquors in Briarcliff Manor, were not answered Monday. No individual is named as a defendant. Baker said he had received a call Monday from a lawyer denying that Briarcliff Wines & Liquors was involved in such a sale. Calls to that lawyer were not immediately returned. The Journal News reported in March that Henry and some friends bought liquor that same night from a different store in Briarcliff Manor. Baker said he was confident he was suing the right store.

Danroy Henry Jr., 20, of Easton, Mass., was killed Oct. 17 as he drove away from a disturbance that spilled out of a bar in Thornwood, N.Y., after the Pace University game. homecoming Autopsy results found Henry’s blood-alcohol level above the legal driving limit, although his family insists he was not drunk. Hess has said he was hit by the car, thrown onto the hood and had no choice but to fire to stop the driver. He was cleared by a grand jury but the Henry family is suing him. Hess’ lawsuit, filed Friday in White Plains, alleges that Henry bought an unspecified type of liquor at the store before going to the bar. It says he did not drink at the bar but

returned to his car at least once to drink. A disturbance at the bar spilled out into the parking lot and police were called. The lawsuit said that when patrons were told to leave, Henry drove off “at a high rate of speed” and hit Hess. Baker said Hess suffered a broken kneecap and other injuries. He said the officer is in rehabilitation but it’s not clear if he can return to police work. The Henrys’ lawsuit, filed in April, alleges that their son’s car was moving at a reasonable speed and that Hess jumped in front of it and fired for no good reason. Roy Williams sues to recover ring By CALVIN WATKINS While Dallas Cowboys players Tony Romo, Stephen McGee and Martellus Bennett got married this summer, wide receiver Roy Williams’ attempt to join the crowd didn’t work out. Williams is suing a former girlfriend whom he proposed to this spring, according to a lawsuit obtained by the Odessa American on June 30. The lawsuit says Williams, a native of Odessa, Texas, is trying to regain possession of a $76,000 engagement ring he sent — by mail — to Brooke Daniels, the 2009 Miss Texas USA, whom he dated for nearly

a year. Williams also sent Daniels $5,000 for school and dental bills, a baseball for her brother and a taped marriage proposal in February. When Daniels declined to marry Williams, the lawsuit says she didn’t return the ring when he asked for it back. According to the lawsuit, Daniels said she lost the ring. “I’m not going to talk about it,” Williams told ESPNDallas.com yesterday morning. “It’s a non-issue.” Michael Daniels, Brooke Daniels’ father, told the Odessa American that Williams then filed a claim with his insurance company, State Farm, which investigated the lost ring. It was determined by the insurance company, according

to Michael Daniels, that the ring was not lost and that the matter was whether it was a gift. Michael Daniels, who also is listed as a defendant in the lawsuit, told the newspaper that he has possession of the ring and plans to return it to avoid further legal issues. He said he and his daughter never told Williams that the ring had been lost. “He said to [Brooke], ‘I’m not like a lot of people, I don’t want the ring back. You’ll eventually come back to me,’ and she didn’t,” Michael Daniels said to the Odessa American. Daniels added: “I want to wash my hands of it. It’s just a hassle. I’ll take care of my daughter. I don’t need him.” An injunction hearing is set for Friday afternoon in Odessa.

RIGA, Latvia - Toni Katic scored 21 points to lead Croatia to an 87-85 victory over the United States yesterday in the second round of FIBA’s Under 19 World Championship, the defending champion’s first loss in the tournament. Jeremy Lamb of NCAA champ Connecticut had 25 points for the U.S. (5-1), which had already clinched a berth in the quarterfinals that start Friday. The U.S. trailed 70-61 after three quarters but went on a 19-5 run over the first 7 minutes of the final period. Lamb hit a jumper with 24.9 seconds left to bring the U.S. within 86-85. Katic made one free throw with 20.4 seconds left to give Croatia (4-2) an 87-85 lead and Lamb missed a jumper in the final seconds. Patric Young of Florida had 15 points and eight rebounds for the U.S.

Timberwolves F Beasley ticketed for marijuana MINNEAPOLIS - Police say Minnesota Timberwolves forward Michael Beasley was ticketed for possessing marijuana and speeding in the Minneapolis suburb of Minnetonka last week. Capt. Scott Boerboom said Thursday that an officer stopped Beasley around 3 a.m. on June 26 on Interstate 394 after clocking him going 84 mph in a 65 mph zone. He says the officer smelled a strong odor of marijuana coming from the car. The report says the officer found 16.2 grams of it under the front passenger seat of Beasley’s car. It says Beasley claimed the marijuana was not his, but belonged to a friend whom he had just dropped off. The possession charge is a petty misdemeanor that carries a fine of $128. The Timberwolves say they can’t comment during the lockout.

NBA, college basketball player Armen Gilliam dies PITTSBURGH - Armen Gilliam, who was part of the UNLV Runnin’ Rebels basketball team that made a run to the Final Four in 1987 and played for several NBA teams, has died. He was 47. The Allegheny County Medical Examiner’s Office said yesterday that Gilliam died Tuesday night at the LA Fitness gym in Bridgeville while he was playing basketball. The office said the cause of death has not yet been determined pending an autopsy which is likely to be completed yesterday. After college, the Phoenix Suns drafted Gilliam as the No. 2 overall pick in the first round of the draft. Besides the Suns, Gilliam also played with the then-Charlotte Hornets, Philadelphia 76ers, New Jersey Nets, Milwaukee Bucks and Utah Jazz. He retired in 2000. Nicknamed “The Hammer,” Gilliam was the leading scorer on the 1987 UNLV team coached by Jerry Tarkanian. In a statement released by UNLV, Tarkanian, who coached basketball there from 1973-1992, called him one of the best players the university ever had.

Dr. Anthony Galea pleads guilty BUFFALO, N.Y. — A Canadian sports doctor whose high-profile clients have included Tiger Woods and Alex Rodriguez pleaded guilty in federal court yesterday to bringing unapproved drugs, including human growth hormone, into the United States to unlawfully treat pro athletes. Dr. Anthony Galea, a healing specialist from Toronto who was sought out by the biggest names in sports, was indicted by a federal grand jury in

October on charges that he smuggled human growth hormone and other substances into the United States and lied to border agents to avoid getting caught. He faces similar charges in Canada. Galea, who wasn’t licensed to work in the United States, was accused of treating 20 professional athletes at their homes, hotels and friends’ houses from October 2007 to September 2009. The indictment did not identify any

clients, but prosecutors said they included golfers, professional baseball and football players and others. Galea, 51, pleaded guilty in front of U.S. District Judge Richard Arcara, eliminating the need for a trial — along with the likelihood that evidence and witness statements could publicly reveal information about who he visited or billed. Galea, who is married with seven children, agreed to forfeit $275,000 before sentencing Oct. 19. He was

released until sentencing, at which he could get up to two years in prison. The doctor, who has a vocal cord disorder, answered the judge politely in a croaking voice and said he wouldn’t appeal. Woods has said he’s been treated by Galea but didn’t receive performance-enhancing drugs. The New York Mets’ Jose Reyes and Carlos Beltran also have acknowledged talking to federal authorities during the investigation.

LeBron’s bike event stresses education LeBron James is spending part of his summer thinking about school. The Miami Heat star is changing the scope of his annual bike-a-thon in his hometown of Akron, Ohio, scrubbing its former “King for Kids” moniker to now call the event “Wheels for Education” and building it around a two-week camp featuring reading and technology classes for 360 children about to enter third grade. This year’s bike event, a 2.6-mile ride where James will be accompanied by 20 selected high-school students, is Aug. 8. “We’re looking to continue to create awareness for these young kids,” James, who founded the bike event in 2005, told The Associated Press. “Not only in this community, but in the world. Me having an influence with my voice, I’m blessed. So the No. 1 thing is creating awareness and I think this gives us an opportunity to make sure these kids not only get educated but have fun and being around people that can have a positive influence in their life.” James has said several times that ensuring children get through school is one of his biggest away-from-basketball priorities. He did not attend college,

jumping directly to the NBA after finishing high school in 2003. He has already partnered with State Farm on an initiative called “26 Seconds,” a nod to the statistic that, on average, one child drops out of school within that timeframe. In a telephone interview from Akron, where he’s spending part of his summer, James cited research suggesting third-grade academic achievement can be an indicator of how students will fare through the remainder of their scholastic

careers. The “Wheels for Education” program will be concentrated on kids who were like James — hailing from single-parent homes and sometimes simply needing a bit of extra help. “What helped me in school was sports,” James said. “When I was 8, 9, that was the first time I started playing organized sports and I had coaches around me that stressed education and not being allowed to play if we weren’t doing our schoolwork or being at school on time,

things like that.” As for the questions that kids ask — and they do — about why they need college if James didn’t, he has a quick reply for them. “I’m still learning,” James said. “Every day. I’m learning business. I’m learning finance. I’m learning a lot of things that help me in everyday life. I’m doing a lot of reading and I’m still improving as a student, even though I am a professional athlete.” Once a child completes the two-week camp this summer, he or she will receive a lap-

top, school supplies and a bike, made possible by HP, Nike and the LeBron James Family Foundation, among others. Plans call for the kids to continue getting support, in partnership with the Akron Public Schools, through their high school graduations. “I’ve had the pleasure of watching LeBron grow as a player, and mature as a philanthropist,” Akron mayor Donald Plusquellic said in a news release. “His new commitment to the Akron After School program is an investment that will pay dividends years to come because there is no investment more important than in the children whose circumstances he knows so well. ... He continues to be a role model for our youth for his accomplishments on and off the court.” James said one of the program’s goals for this year is to have the third-graders all reading at what would be at least a fourth-grade level. He’s also busy with a number of other initiatives with kids this summer, mainly revolving around basketball: The LeBron James Skills Academy, which brings the nation’s top 80 high school players, opened in Akron on Tuesday. “I let them ask me whatever they want to,” James said.

“Everything. Using my influence, using my experience, I can help them. And it’s not always about basketball.” Also on James’ docket this summer: His “King’s Academy” for kids age 7-17 starts in San Diego later this month, and he’ll be on a Nike trip to China in August. It sounds busy, but after last summer’s whirlwind, this summer is downright breezy for James. For one, the NBA just entered a lockout, meaning next season is officially in jeopardy. A deal between owners and players could not be reached before a June 30 expiration of the most recent labor deal, and the sides are billions apart in their financial proposals. James averaged 26.7 points, 7.5 rebounds and 7.0 assists for the Heat during the regular season, and had the league’s hottest-selling jersey. When the NBA comes back, James said he will be rested and ready. “If you compare this summer to last summer, it’s night and day,” James said. “I know I have a lot of work to do, on the court and off the court, this summer. I’m going on to another challenge, and I’m looking forward to it.”

NCAA eyes summer hoops in recruiting rules rewrite ST. LOUIS - It’s July, and for college basketball coaches and their assistants, that means a series of trips that makes the conference road schedule look like a drive to the gym. There are more than 230 NCAA-approved events coming up around the country featuring high school stars - and potential recruits - from the Nike Peach Jam in South

Carolina to LeBron James’ skills academy in his hometown of Akron, Ohio, to any of the five youth tournaments slated for Las Vegas over a single summer weekend. Even as it acts as a gatekeeper for the summer circuit, the NCAA is working to rewrite its men’s basketball recruiting rules to try and slim down the season, avoiding

potentially unsavory influences of AAU coaches, event operators and other hangerson who may be looking to ride the coattails of the next superstar. The latest effort comes after conference commissioners asked the NCAA to entirely scrap the July recruiting period. An NCAA panel is instead expected to recommend a reduction in July

recruiting, but not its outright elimination. DePaul assistant coach Billy Garrett knows the nuances of summer travel ball better than most: along with his job as a recruiter, his son Billy Jr. is a top prep prospect. The younger Garrett, a 6-foot-3 inch point guard entering his junior year, has verbally committed to

stay in Chicago and play for his father’s school. Yet he’ll continue to crisscross the country over the next few months, attending events such as the recent Nike Elite 100 camp for top high school freshmen and sophomores. “Anybody that’s good wants to play the best,” said the elder Garrett, a former college football player

whose previous coaching stops include Iowa, Seton Hall and Siena. Current NCAA rules provide two 10-day windows for coaches to evaluate prospects: July 6-15 and July 2231.
