Chester County Government has realized approximately $1.3 million in savings since engaging the services of Enterprise Fleet Management just over six years ago. The move to the fleet management program, with the fleet leased rather than owned, also means that the county’s 130 leased vehicles are newer, safer and more fuel efficient. According to the report provided to the county by Enterprise Fleet Management, the original 10-year projected savings to the county was nearly achieved in five years. The fleet management program allows Chester County’s finance staff to monitor maintenance, fuel usage and overall vehicle utilization to ensure the best use of each vehicle in the fleet. The county expects to save an additional $2 million in fleet vehicle costs over the next four years.

County designates funds for home repairs program Chester County Commissioners Marian Moskowitz, Josh Maxwell, and Michelle Kichline recently affirmed more than $2.7 million to implement the Chester County Whole-Home Repairs (WHR) program. The program will help low- to moderateincome Chester County homeowners make critical repairs so their homes are habitable, safe, accessible, and healthy. The WHR program will be administered by the Chester County Department of Community Development through contracts with Good Works Inc., Habitat for Humanity of Chester County, Good Neighbors Home Repair (the Whole-Home Repairs
Coalition), and Housing Partnership of Chester County. Chester County was awarded the funds for the WHR program by the Pennsylvania Department of Community and Economic Development, using American Rescue Plan Act dollars allocated through the state budget process. Collectively, the WholeHome Repairs Coalition will administer more than $2.6 million, providing services to income-eligible homeowners throughout the county. The Housing Partnership of Chester County will also receive $112,479 under the WHR program to supplement its senior maintenance and homeowner

In the 1700s, Historic Ephrata Cloister was the town of Ephrata. Like any small village, it had craftsmen who wove cloth, baked bread and built houses. Ephrata also featured a printing office to produce books and a doctor to care for the sick. These and other 18th-century activities will come to life as part of Community Day, an interactive educational program set for Friday, Oct. 20, from 9:30 a.m. to 1 p.m. The program is open to public and private schools, as well as homeschoolers. There will be an admission fee, with separate prices for students and for chaperones. Advance reservations are encouraged and can be made by calling the Ephrata Cloister at 717-733-6600. Ginger Goudie with a student at The Janus School BY CATHY MOLITORIS
For more than 20 years, Ginger Goudie taught students at The Janus School in Mount Joy, making an impact every day. “She taught math, and she also taught our junior and senior success classes, where she helped students with internships and opportunities to be more involved in the community,” said James Dempsey, dean of students. “She was also a big fan of fall and a big fan of the outdoors. She was an incredible person who gave it her all in the classroom and outside the
classroom for our students.” Goudie passed away from cancer last November, and the staff members at The Janus School wanted to honor her memory. They are organizing the Ginger Goudie Memorial 5K and The Janus School Fall Fest on Saturday, Oct. 28. The events will be held at the school, 205 Lefever Road, Mount Joy. “We think it’s absolutely important to remember her and her legacy,” noted Dempsey, who added that all profits from the 5K will support the Ginger Goudie Financial Aid Fund. trouble with their suspension system, which consists of springs, tires, shock absorbers, struts, anti-sway bars and other parts that connect the vehicle to the wheels. Suspension systems regulate the amount of bouncing in the vehicle while on the road and make it manageable. Eventually, all suspension systems wear
out, and parts need to be serviced or replaced. Evaporative emissions are another challenge. The evaporative system consists of a network of hoses, canisters and valves, and it helps vent pressure in the gas tank. An older vehicle may end up with a cracked hose that can cause a fuel leak.

Modern cars have much longer life spans than one may expect. Not too long ago, drivers often commemorated the milestone of their vehicles reaching the 100,000-mile mark. However, data from Car and Driver indicates the average vehicle now lasts around 12 years or roughly 200,000 miles. More advanced electric or hybrid vehicles may be able to go even farther, with some capable of reaching as many as 300,000 miles. Thanks to advancements in technology, cars are more durable than ever, but that doesn’t make them immune from breakdowns or the need for repairs. A report from AAA found that more than twothirds of service calls were for vehicles a decade or older. Here’s a look at some of the problems that can affect older vehicles. Among the problems older vehicles face are battery issues. The average car battery lasts between three and five years, according to Auto Zone. Batteries tend to show signs of wear at the four-year mark on average. Corrosion or dirt on battery terminals also can affect battery performance.

“It’s fun,” exclaimed Jaiden Brandt, associate pastor of ministries with Pine Grove Church, of the Trunk or Treat event that the church has held annually since 2021. “People come in and register, and then they funnel through all the trunks,” Brandt said, adding that in the parking lot, attendees enjoy entertainment, and free food before heading home. “The point of the event is to engage with our community.” This year’s Trunk or Treat will involve more than 20 trunks lined up in the church parking lot at 1194 Reading Road, Bowmansville, on Saturday, Oct. 28, from 4 to 6 p.m. Attendees are welcome to wear costumes to the Trunk or Treat. Among the trunk decoration themes will be Noah’s Ark, camping, gnomes and fairies, ponies, the color pink, superheroes, and “God Is Groovy.” Brandt also described a farm-themed trunk that will include live chickens.
Live entertainment will be provided by the local juggling duo known as The DKers. Yard games, including sack races and a game involving balloons, will be set up to enjoy. “(The games) are very popular,” noted Brandt. “We will have hayrides, and a barrel train will be on site to give rides.” Free food items that visitors may enjoy will be hot dogs, nachos, apples, and popcorn. “(Attendees) get plenty of candy from the trunks, so we don’t offer dessert,” said Brandt with a chuckle. Brandt noted that the twohour event brings a total of about 800 people to the location with nearly 150 of those being Pine Grove volunteers. Brandt emphasized that the event is positive and family oriented. “We enjoy bringing the community together for lots of fun fall activities in a safe environment,” he said. Readers who would like more information or to register ahead of the event may visit www.pinegrovechurch.us or call the church office at 717-445-5136.

Car performance from pg 7 Hoses also may be compromised elsewhere in vehicles, so these points should be checked during routine maintenance. As with other moving parts on a car, the brake system wears down over time, and parts need to be replaced. Squealing, squeaking or a soft brake pedal are indicative of braking system issues and should be looked at by a mechanic promptly. Modern vehicles are increasingly being controlled by computers. These com-
puters handle a variety of features, including navigation and pairing to mobile phones, among others. Over time, systems may no longer work if there are no computer updates available. That means Bluetooth pairing may no longer function, or maps may not be current for GPS systems. Due to technological advancements, cars and trucks have longer life spans than they used to. However, age is still a factor in the deterioration of vehicle systems.
our students to be the best versions of themselves and to become lifelong learners and problem-solvers,” Strunk remarked. “We want to set them up for academic and personal success after leaving The Janus School.” She emphasized that many parents comment on the support their children receive at The Janus School. “Many of our students were not thriving in other placements,” she said. “They weren’t getting a lot of positive feedback, and the parents never heard things their child can do. We focus on strengths here. Children at The Janus School can feel seen, safe and valued.” Dempsey noted that Goudie would appreciate the purpose of the 5K and Fall Fest. “This would be important to her, because she valued community,” he said. “She’d be excited to see everyone come out for this. You can walk or run and then walk around and check out the Fall Fest activities. occur. There is still plenty of metal in modern vehicles. A vehicle that has been exposed to salt or rain or one that is stored in a moist climate can be susceptible to undercarriage or engine rust. This rust may cause damage that’s not easily repaired. Additionally, a vehicle parked in one location for a long time could be a target for bird droppings, fallen berries, sap and other substances that are potentially harmful to the paint. Leaving a car or truck out in the sun also means UV rays can cause clear coat over the paint to oxidize, producing blotchy or peeling spots. The brakes may also suffer. When vehicles are left to sit, corrosion could build up on the rotors, and the brake pads may become less flexible. Moisture also may seep into brake lines, causing issues with pressurization of brake fluid. Each of these factors adds up to brakes that do not work properly, which is a big safety hazard. Oil and other fluids may lose efficacy. Various fluids can go stale in a vehicle if it isn’t regularly driven. Gasoline also may develop condensation, which can reduce efficiency and performance. Taking short trips helps avoid this issue. Infrequent driving can cause damage to a vehicle, but many potential issues can be avoided by driving vehicles more often.
The 5K will begin at 10 a.m., followed by a kids’ half-mile fun run at 11:30 a.m. The Fall Fest will also begin at 11:30 a.m. Medals will be awarded for various age groups in the 5K, and trophies will be presented to the top male and top female finisher. The Fall Fest will feature a variety of family-friendly activities, including bounce houses, crafts and food. Food trucks on-site will be Gourmet Julie’s Way, Noel’s Café, Stoney’s Burgers and Fries, What’s For Supper and TJ’s Ice Cream. The festivities are open to anyone in the community, and head of school Heather Strunk hopes the day will raise awareness of everything The Janus School does. “We are the only K to 12 independent school for students with learning differences in southcentral Pennsylvania,” Strunk explained. “We serve students in six counties - Berks, Cumberland, Dauphin, Lancaster, Lebanon and York.” The Janus School currently has 74 students enrolled, but new students are accepted throughout the school year, she noted. “We’re working to empower

Driving causes a certain measure of wear and tear on a vehicle. Whether a vehicle is used primarily for commuting or as a vessel to take travelers to places unknown, wear and tear is inevitable. On the opposite end of the spectrum, individuals may not realize that failing to drive their vehicles regularly also can affect performance. Here’s a closer look at what can happen when vehicles sit idle for lengthy periods of time. The battery can lose its charge. The battery in a vehicle is still being used even if the car isn’t running. Batteries power various components in a car, such as the vehicle computer, phone chargers and more. If the engine does not turn over and help to recharge the battery, the battery will eventually die. People who drive infrequently may want to consider a trickle charger that’s plugged in during periods of non-use. Tires also can be affected, as they may become prone to dry rot. The rubber in the tires can dry out and become brittle, causing splits and cracks to form. Driving with rotting tires can cause tires to deflate. Also, when tires are not used frequently, the weight of the car can put continual pressure on the same parts of the tires, leading to flat spots. Tires also can lose pressure if they sit too long. PennDOT seeks feedback The Pennsylvania Department of Transportation (PennDOT) is accepting construction and maintenance services feedback through an online survey. Members of the public may take the survey through Friday, Oct. 20, by visiting www.survey monkey.com/r/2023PD Construction. Construction and maintenance work has been underway across the state this year. From January through August, 485 bridges were put out for bids to be repaired, replaced, or preserved by PennDOT or industry forces. So far this year, 161 state and local bridges were completed, 17 of which went out for bids this year. Additionally, from January through August, more than 3,100 roadway miles were improved by department or partner crews. This figure includes 1,065 miles of paving. The 24-question survey asks respondents how they receive PennDOT roadway information and how often PennDOT meets or exceeds expectations in construction and maintenance activities. Respondents are also asked about ex periences with reporting concerns to the department and whether or how they use the state’s 511PA traveler information services. To learn more about PennDOT, visit www.penn dot.pa.gov; click on “Results” to find out about completed projects.
