The11th annual Octorara Invitational Indoor Wiffle Ball Tournament will be held in the Octorara Junior-Senior High School and Intermediate School gymnasiums on Friday, Feb. 24, starting at 4 p.m. and on Saturday, Feb. 25,

beginning at 8 a.m.

Each year, about 40 teams take part in the tournament, which is open to male and female players from fourth grade through adult.

“There are three different circuits, as we call them,” explained Phil Capotrio, one of the event organizers. “Rookie is for fourth- through

sixth-grade (students), Junior is for seventh- and eighth-graders and Senior is for grade nine through adult. There is no age limit.”

Wiffle ball is played using a lightweight bat and a wiffle ball, which is hollow and made with plastic. Like in baseball, the goal is to score the most runs.

“The games are a half hour with (a team of) five players. There are traditional wiffle ball rules, and we follow them,” Capotrio said, noting that all regulations are posted on the event website. “Most people bring their own bats, but we have wiffle balls. People tape up their bats and make them look cool.”

He said that wiffle ball allows people of different athletic abilities to participate. “It’s become pretty popular, especially with the adults. It is played in a small space with (short-distance) running,” said Capotrio. “We have some good ballplayers that compete, but most people do it for the fun of it.”

Brain recently shared information about what her job entails with the Community Courier.

C o m m u n i t y C o u r i e r : What are some of your job duties?

Brain: Those familiar with “government” titles might know that the public information office is really the communications office. So, as public information officer for Chester County government, I oversee all communications and mediarelated matters, including the county’s website, social media pages and the county’s weekly newsletter. I write - a lot - whether it’s press releases, newsletter stories, proclamations, letters of commendation and citations or information for the county commissioners’ speaking engagements.

C o m m u n i t y C o u r i e r : What is a typical day like?

Brain: On a typical day, I - along with my team - answer questions from reporters or set up interviews with the commissioners and county personnel. I write press releases, arrange press conferences and special events, prepare proclamations and citations and prepare presentations for the commissioners’ public meetings. I also respond to questions asked by county residents via email or phone calls. See Becky Brain pg 2

Middle-schoolers who reside in Chester County are invited to take part in a Civics Bee that is being offered through the Chester County Chamber of Business and Industry (CCCBI).

CCCBI is partnering with the Pennsylvania Chamber of Business and Industry and Chester County Intermediate Unit (CCIU) to host the competition, which is designed to test students’ knowledge about civics that is “the study of the rights and obligations of citizens in society.” Students will be recognized and awarded cash prizes.

Community Courier: What would people be surprised to learn about your job?

Brain: That this “government” job is exciting, varied and never dull! Chester County government includes Emergency Services/the 9-1-1 Center, the Health Department, Human Service programs, County Parks + Preservation, Planning, Water Resources and Conservation, libraries, Voter Services and even Chester County’s Archive and Records Services. So one day I can be writing about foster care and adoptions or programs in the county’s parks, and the next day I can be answering questions on the county’s elections, writing about affordable housing projects or even organizing events like the Chester County Color 5K.

C o m m u n i t y C o u r i e r : How long have you been in this job, and do you work at home or in an office?

Brain: I have been working in a communications role with Chester

County for 16 years and have been public information officer for nine of those years. Before the pandemic, I could access my work desktop from home, so the technology needed to work from home during COVID-19 was already in place. My role is currently hybrid.

Community Courier: What is your favorite part of the job?

Brain: It is difficult to pinpoint a favorite, but an aspect of the job that I really enjoy is the partnerships developed that help to expand and improve

the county’s services to residents and businesses. This includes partnerships with nonprofits, chambers of commerce, schools, municipalities, the first responder community and agencies like the Chester County Economic Development Council and the Conference and Visitors Bureau.

Community Courier: What do you do in your spare time?

Brain: I enjoy cooking, spending time with family, game nights and book clubs with friends. And I love to travel - throughout the U.S. or abroad and to (my family’s) former home in the UK.

Frens Named County Solicitor

The Chester County commissioners recently approved the appointment of Colleen Frens as solicitor for the County of Chester. Frens, the former deputy county solicitor, has served as acting solicitor since July 2022, following the appointment of former solicitor Nicole Forzato to the bench of the Chester County Court of Common Pleas.

As solicitor for Chester County, Frens will provide legal counsel and opinions relative to county government operational and administrative matters, and she will oversee the county’s team of lawyers.

Frens joined the county as assistant county solicitor in April 2021 and was named deputy county solicitor in July 2022, shortly before becoming acting solicitor. Previously, she worked as a Chester County public defender and as an associate for Lamb McErlane. Frens also gained legal experience in the Office of the Solicitor for the U.S. Department of Labor. She is a graduate of the Temple University Beasley School of Law and has coached Temple’s School of Law national trial team.

Frens lives in West Chester with her family. She enjoys cooking, hiking, and photography.

Wiffle Ball

According to Capotrio, the first Octorara Wiffle Ball Tournament was held in 2011. “The tournament founder was Phil Rudisill, an Octorara High School teacher and assistant baseball coach,” he said. “The tournament (continues to be a) way for the booster program to raise money for the (Octorara) Junior-Senior High School baseball teams for equipment, field maintenance and other important items.”

In addition to crowning the tournament champions, organizers award a prize for the best-dressed team in each division. “People get creative. Sometimes they dress as branches of the military,” said

Capotrio. “Somebody wore pajamas one year - whatever you can think of.”

Spectators are also invited to attend. “We are encouraging all members of the community, whether they are participating or not, to come out to this fun event,” Capotrio said. “We will have good concessions, cool (giveaways) and some good wiffle ball.”

The Gap Gang

One hundred and fifty years ago, much of Salisbury Township was still a forested frontier. However, there were just enough little villages and farms to encourage horse thievery and other crimes.

Around 1851, there emerged along the boundary of Chester and Lancaster counties a group of thieves, counterfeiters and bounty hunters known as the “Gap Gang.” So successful were the gang members’ exploits, no one could ever actually prove that they were the perpetrators of crimes.

The leader appears to have been William Blank, whose high social standing may have protected him from suspicion. It was never proven that he had any connections with the gang, although circumstantial evidence did get him convicted of robbery several times.

The gang specialized in two activities - bounty hunting and stealing clover seed, though horses were also considered fair game. There was no quibbling over whether a person of color they captured was a runaway slave or a freeborn Northerner; any black person they could grab meant a profitable night. The Gap Gang was so successful that only once was it proven the gang had engaged in bounty hunting.

Today, clover is grown as a cover crop, but when it was introduced 175 years ago, clover seed was extremely expensive, up to $25 a bushel (60 pounds), which is equal to more than $100 in today’s market. By stealing 10 or 15 bushels in a night, the thieves could make a profit far greater than by stealing horses.

Success was almost always on the side of the Gap Gang, for the goods were sold through agents in other states. This made them very hard to trace.

The gang gained enough notoriety to be blamed for just about any suspicious disappearance of goods from the neighborhood or any crime. In 1854, a man stopped at the Mt. Vernon Hotel with saddlebags filled with considerable cash. He went to bed late the night he arrived and was never heard from again. No one was ever prosecuted, but suspicions were strong that the Gap Gang was involved.

Fate finally brought about the gang’s downfall. One day a constable and his agent discovered a cave full of articles recently stolen from local landowners. Enough evidence was found to implicate the group’s alleged leader, Mr. Blank, who had moved to the South by that time, establishing a reputation as an upright citizen in a Maryland town. Hearing that the constable was coming South to arrest him, the esteemed Mr. Blank began telling his new friends that “men are coming to steal your (slaves) and take

“This is our first year being involved with (the Civics Bee),” noted Marguerite DeGrassa, CCCBI director of marketing and communications, adding that the regional Civics Bee is part of the U.S. Chamber of Commerce Foundation’s National Civics Bee competition.

In the first round of the contest, local sixth-, seventh- and eighthgrade students will be asked to submit an essay. In the essay, students must identify a problem, challenge or opportunity in local communities and explain what can be done to improve it based on civic virtues and founding principles. Civic virtues include moderation, respect and integrity, and the founding principles - core ideas of the Declaration of Independence and the Constitution - include concepts such as inalienable rights.

Lawrence; Michael Hartman, chief of staff for state Sen. Carolyn Comitta; and Chester County Commissioners Michelle Kichline and Josh Maxwell. “More ‘celebrity’ judges are being added daily,” DeGrassa said.

Sample Civics Bee questions include “Which branch of government can declare war?” (legislative branch); How many justices are on the Supreme Court?” (nine); and “What year did women get the right to vote?” (1920).

After regional Civics Bees at five other locations in Pennsylvania, the top three students from each local competition will advance to the state competition in June.
