Octorara Junior-Senior High School hosted a band camp from Aug. 8 to 11, where members of the marching band spent time preparing for their performance in upcoming parades. Practice during the week, led by band director Scott Cullen, was generally held from 1 to 9 p.m. each day, with a break for dinner. “Our theme this year will be the same as it has been every year. The Octorara High School band honors the tradition of the American band by actively performing traditional marches in a variety of parades,” Cullen stated. “Our selections for the 2022-23 school year include ‘The Washington Post March’ by John Philip Sousa and ‘Peacemaker March’ by Karl L. King.” In addition to the musicians, the band includes a color guard and drumline, along with featured twirlers, coached by Tammy Russell. “Band camp is an opportunity for team building,” said Russell, owner of Russell’s Dance and Baton Studio in AlongParkesburg.with rehearsing indoors during the intense summer heat, the band members headed outdoors onto the football field in the later hours of the day so they could practiceWhilemarching.theband does present a brief program at the homecoming football game, it mainly is featured in local and regional parades. “Our main objective is to perform in parades,” Cullen said, noting that the band performs in the Solanco, Ephrata and New Holland parades and the Parkesburg Halloween Parade, as well as the high school’s homecoming parade.

BY FRANCINE FULTON “Dog Days of Summer” will be the theme of Final Friday, to be held in downtown Parkesburg on Aug. 26 from 5 to 9 p.m. During the monthly street fair, presented by the Parkesburg Action Committee (PAC), local pet rescues will be on hand accepting donations and showcasing adoptable pets. The event will also include vendors, live music and displays by community groups.Final Friday events will take place in the 200 block of Main Street, where all the stores will be open for shoppers. Live music will be provided by singer-songwriter Nicole Zell, and food will be available from Smokin’ Butler Brisket and BBQ. Parkesburg Library staff members will offer children’s crafts and will sell tickets to the Lancaster Barnstormers baseball game on Saturday, Sept. 17. The sale of tickets is a fundraiser for the library. Among the rescues that will set up booths at the event will be Lucky Dawg Animal Rescue (LDAR), represented by volunteer April Kenworthy. “We will be bringing adoptable dogs to the event and hopefully a couple of puppies, if they haven’t been (adopted) by then,” she said. “We will also have a photo album of (adoptable) cats that people can go through.” Final Friday pg 6 Band pg 2

Master Watershed Stewards Install Planters
Penn State Extension Master Watershed Stewards installed six downspout planters across Chester and Delaware counties to teach residents about reducing stormwaterDownspoutrunoff.planters are decorative landscaped planters specially designed to absorb and filter stormwater before it enters stormwater management or sewer systems. Roofs, and other impervious surfaces, do not allow fallen rain to soak into the ground. Instead, this rain runs over the surface as stormwater runoff, often collecting pollutants, eroding exposed soils, and potentially causing flooding and other damages. By diverting some of the stormwater runoff from roofs, these downspout planters slow the flow of water, which allows more infiltration into soils and absorption by vegetation. The demonstration downspout planters in Chester County were planted at the Caln Township Municipal Building and the compost center buildings in Caln and West Bradford townships. In Delaware County, they were installed at the Environmental Center in Smedley Park and the Delaware County Conservation District in Rose Tree Park. The downspout planters are highly visible to the public with linked educational signage to help residents learn more about stormwater runoff and strategies that everyone can adopt at home to reduce runoff leaving their properties.Theseinstallations were funded by the $10,000 Healing the Planet grant from Keep Pennsylvania Beautiful, supported by The Giant Corporation. The grant was awarded to the Penn State Extension Master Watershed Stewards to provide for the installation of 30 demonstration downspout planters across the state, two stormwater basin naturalization projects, and one live stake nursery installation across the state. Caln Township, Delaware County Conservation District, Delaware County Parks and Recreation, and West Bradford Township collaborated on the educational stormwater management installations. Prior to the pandemic, the band also marched in the Veterans Day parade held at the Coatesville Veterans Affairs (VA) Medical Center, the West Chester Christmas Parade and the Downingtown Christmas Parade. “On average, we are in about eight parades,” Cullen noted. In 2021, the Octorara marching band was the second-place winner in the Ephrata Parade and won firstplace recognition for its drum major. In the New Holland Parade, the band received awards for Most Outstanding Band Front, Best Sounding Band and Most Outstanding Drum Major. Octorara was also named the 2022 Honor Band.During practice on Aug. 9, Cullen explained to the musicians the difference between the two featured pieces. “(Regarding) ‘The Washington Post March,’ we already know this piece is generally a lot more chipper. Overall, it’s a happier tune than ‘Peacemaker,’ which has a bit of heaviness to it,” he stated. “This tends to be a bit lighter. The intro should be nice and bold.”He also encouraged the musicians to play cohesively. “It’s not what you say but how you say it. We want to make sure that we are all saying it the same way,” he told the students. “When we say it the same way, we can play softly outside, but it will sound more powerful because you are all unified. That’s why we wear uniforms. We look the same and want to sound the same, too.”

BY FRANCINE FULTON VisionCorps, a nonprofit organization that offers support to people with visual impairments, suggests that the start of the new school year is also a good time for parents to get their children’s eyes checked as well as their own. For those who qualify, VisionCorps can help through an ongoing program that provides free eye exams and glasses to adults and children in Chester County. The program connects lowincome individuals and families with participating doctors. Participants receive free vision examinations and basic frames and lenses. “You get a voucher and (a list of) eye doctors,” explained Carol Gifford, VisionCorps community relations specialist. “We have several participating doctors throughout Chester County.” The program, which is one of several ongoing services that VisionCorps provides, is administered by the Pennsylvania Vision Foundation. “They do the setup, and we administer the program in our area,” said Gifford. “All ages are eligible to participate in the program. It’s a good resource. It’s the basics - an eye exam and eyeglasses. You get a good pair of eyeglasses with some choices.”

Gifford noted that families with income limitations may find it necessary to forgo basic eye care. “When you are worried about money, people may view (eye care) as an ‘extra.’ It’s not an extra; it is saving your sight,” she stated. Also on display were leadership logs and club officers’ books. The event also featured animal shows, where the 4-H members were given an opportunity to demonstrate their skills and knowledge in the handling and husbandry of farm animals, including beef cattle, dairy cattle, goats, horses, pigs and sheep. A Dairy Cattle Show, held on Aug. 13, was judged by Raechel Sattazahn, who also provided feedback to the competitors. The youths all wore traditional white clothing for the event. The competition had two categories - Showmanship and Fitting. Showmanship focuses on how well the 4-H members show the best qualities of their animals, while also displaying their skill in handing their animals. Fitting is how well the animals are prepared for the show and how well they hold up under pressure during judging. On hand to give out ribbons to the winners was Ryeleigh Kirk, a student at Owen J. The Pequea Valley Youth Soccer Association (PVYSA) will present a fall soccer kickoff event and tournament on Saturday, Aug. 27, from 4 to 10 p.m. The first-time event, which will feature food trucks, soccer games, a free used equipment exchange and a cornhole tournament, will take place at Pequea Valley High School, 4033 E. Newport Road, Kinzers. Organizers of the event include Mandee Culp, PVYSA community coordinator, and soccer parent Chris Smondrowski. “We have not tried something like this before. Mandee wanted to do a food truck event to raise (money) for the program, and I said we should play soccer as well to bring more people to it,” said Smondrowski. “Another family decided to put on a cornhole event.” A highlight of the evening will be a 3-versus-3 soccer tournament, where teams of three will play short games with no goalie and no coaching. “It’s smaller fields and less players, so it would be faster games,” Smondrowski explained. “It’s all about the fun and getting out there for the sport of it. We don’t want coaches yelling to the kids from the sides. We want (the kids) to go out and play and have a good time. It’s a game that is supposed to be fun for them, not stressful.”

Middle Octorara Presbyterian Church will once again share and revel in Scottish culture with the Covenanter Scottish Festival and Highland Games on Saturday, Sept. 10, from 9 a.m. to 5 p.m. The yearly celebration will feature a variety of events and informational offerings centered around Scottish history and culture, as well as Scottish immigrants and their role in American history. The festival will be held at the Middle Octorara Church campus, 1199 Valley Road, AttendeesQuarryville.ofthe festival will have an opportunity to experience games and activities such as the “caber toss”, Scottish dancing and a bagpiping contest, where bagpipers perform before a panel of judges and have a chance to earn medals. The event will also feature a traditional haggis ceremony; information will be provided on the unique dish as it is served with Scotch whiskey. Before the end of the festival, a reenactment of the Octorara Declaration of 1743 will occur, in which participants portray the day that Covenanters first gathered to deem King George II an unfit and ungodly ruler and take up arms. Each year, multiple descendants of Scottish clans attend the festival and set up stands to hand out information on their background and sell handmade goods. Vendors will offer both Scottish and American cuisine for purchase.Thechurch, which is the known as the oldest Covenanter church in North America, first began hosting the festival nine years ago as a means to raise money for the maintenance and restoration for the historic property. Proceeds benefit the Octorara Covenanter Presbyterian Foundation and various projects such as reworking old, hazardous wiring in the building and restoring the church to its state in 1880. “The Covenanters were different in that they brought their pastors directly from Scotland and played a huge role in the Revolutionary War,” said former Octorara Covenanter Presbyterian Foundation president Barry Girvin. “They derived their name from the many covenants that were broken by the British to make Presbyterianism the state religion. They came to America fleeing persecution and opposing the monarchy, so it was logical that they would become involved with the revolution.” Girvin curates the school room museum, which is attached to the old church. The museum houses a collection of church materials and artifacts from the early days of the church, as well as a plethora of old documents and photographs from the many one-room schools that used to dot the landscape. Festival attendees will be able to tour the old church and museum, as well as access archived information and research their genealogy. “People who have relatives or ancestors that attended one of the old schools in the area can look up old pictures and information,” said Girvin. “Anyone is welcome.” more information or to purchase tickets, visit .covenanterscottishfestival.com.www

North Star of Chester County supports single-parent families, helping them remain in their homes while guiding them to become self-sufficient. The agency provides rental assistance, financial guidance and counseling and workshops, as well as support for the whole family, including funding for children’s programming and an emergency food pantry. Because they work full time, North Star participants frequently do not qualify for other assistance programs but cannot earn enough to get by on their own. Program participants may receive as much as three years of Fundingassistance.from the Westfield Foundation’s Legacy of Caring Fund will provide rental assistance to prevent homelessness, as well as case management services to keep parents on the path to financial independence. Neimetz reported that North Star served more than 30 Chester County families throughout the pandemic and that none of them faced eviction while enrolled in the program. Several participants found higher-paying jobs, and some were stable enough to leave the program early. A recent graduate just became a first-time homeowner. Chester County has launched a safety awareness campaign to keep pedestrians and bicyclists safe and drivers aware. The “Walk. Ride. Drive. Safe” campaign offers tips and rules for drivers, bicyclists and walkers when sharing lanes. Social media posts will remind pedestrians to keep their phone down and head up when walking along the side of a road, to walk facing traffic, and to stay to the left. Cyclists will be urged to stay off their phones and make themselves highly visible with lights and reflectors. The messages will also remind drivers to slow down and move over to safely pass walkers and joggers. In addition to the Planning Commission, partners involved in the “Walk. Ride. Drive. Safe” program include the Chester County Health Department, Department of Emergency Services and Parks + Preservation, plus PennDOT, Bicycle Coalition of Greater Philadelphia, SEPTA, TMACC, Greater Valley Forge TMA, DVRPC and West Chester University. The Chester County commissioners recently approved a $156,000 contract with Luzerne County-based Heritage Strategies to bolster historic tourism in the county. Recent EPA approval of a new restoration plan for the Pequea Creek watershed has cleared the way for federal funding to put practices on the ground to reduce pollution from agriculture and urban development in Lancaster and Chester counties. The EPA-approved restoration plan, developed by Chesapeake Bay Foundation (CBF) watershed coordinator Brian Gish in Pennsylvania, is now eligible for federal funding through Section 319 of the Clean Water Act. Section 319 funding addresses non-point source pollution from agriculture, stormwater, and acid mine drainage. To qualify for the federal dollars, the water body must be impaired and have an approved plan to make it unimpaired. Portions of the Pequea Creek Watershed began appearing on the state’s list of impaired waters in 1996, 1998, and 2000, due to excessive nutrient and sediment loading. Within the 153-square-mile Pequea Creek watershed, Section 319 funding will be used to keep soils and nutrients on the land instead of in the water with practices such as cover crops, no-till agriculture, nutrient management, animal waste management, riparian buffers, streambank fencing, streambank stabilization, and reducing legacy sediment. Gish explained that contributors to the plan included representatives of local government, leaders from the Amish community and other area residents. The plan aligns with Lancaster’s Countywide Action Plan and Pennsylvania’s Chesapeake Bay watershed implementation plan, noted Harry Campbell, CBF science policy and advocacy director in Pennsylvania. Funding for development of the plan was provided by the Richard King MellonSens.Foundation.BobCasey and Ben Cardin had earlier secured $2.18 million for the Pequea plan.
