Cleaner Streets campaign launched A new campaign to tackle littering, dog fouling, fly tipping and untidy front gardens and cement Enfield’s status as having some of the cleanest streets in London has been launched. The Cleaner Streets Campaign is the brainchild of Enfield Council and aims to make the borough cleaner than ever before by enlisting residents’ help in keeping their neighbourhoods clean and tidy by reporting problems and the people responsible
for committing so called Enviro Crime.
Enfield Council’s Cabinet Member for Environment, Cllr Chris Bond, said: “Enfield is a clean borough but we still spend £4.8million each year on clearing up litter, fly tipping and dog mess and sorting out untidy front gardens.
“We’d rather spend that money on other services and we want residents to help us to keep our borough clean by taking pride in their communities

and clearing up after themselves or by telling us when our streets aren’t as clean as they should be. “Having clean streets is one of our resident’s top priorities and we’re working tirelessly to keep our borough tidy and the cleanest in London.
“Enfield Council has a hard working, dedicated and innovative street cleaning team but if people didn’t commit environmental crimes we wouldn’t have to clean up after them and the borough would be a nicer, and cleaner place in which to live. “If you drop litter, dump rubbish in the streets, let the front of your home deteriorate into an appalling state or allow your dog to foul in Enfield you make the place look
untidy, cost us money in cleaning up after you but also run the risk of us issuing you with a fixed penalty notice or prosecuting you.”
Enfield Council cleans 363 miles of street and empties the 1,500 litter bins across the borough each week. The council wants to encourage residents to help it to make the borough even cleaner than it is already by joining community organisations which are committed to making Enfield a cleaner and greener borough and taking more pride in their neighbourhoods. Set Your Purse To Ring It’s not Christmas but ‘jingling’ bells are the latest crime-fighting craze to hit Potters Bar high street. Purse bells can be attached to any purse or wallet, so as to deter pickpockets and alert owners to potential thieves while out shopping or in busy public areas. The personal security items are up for grabs for FREE thanks to a new initiative lead by Hertsmere Community Safety Partnership (CSP).
The partnership, which is formed of representatives from local organisations including
Hertsmere Borough Council, Hertfordshire Constabulary and Hertfordshire Fire and Rescue Service, has organised for more than 200 bells to be distributed in the town. Shoppers can pick up the handy accessories from the following Darkes Lane charity shops: St Elizabeth’s, Cancer Research, Age UK, Oxfam, and Marie Curie Cancer Care.
Councillor Charles Goldstein, portfolio holder for community safety and chairman of Hertsmere CSP, said: “Hertsmere is a safe borough, but it is still important people remain
vigilant and aware of their valuables while out and about. “Attaching purse bells to a purse and wallet is an example of a simple action that can make a real difference to personal security.
“With the purse bells you’ll know where your wallet or purse is, which can give extra peace of mind when in busy streets or shops.”
PC Ruth Cash said: “Although we have not had many purse distractions recently, we want to raise awareness amongst elderly and vulnerable residents to make sure
that we do not start to see an increase in this preventable crime.
“Just recently, someone tried to steal a woman’s purse but luckily she had a purse bell, which sounded and the thief ran off empty-handed. When asked for her reaction, Denise said: “By coincidence I was presented with my trophy by Alison Boxall who won the under-11 title in 1979 whilst attending Goffs School (Cheshunt) and training at Ellenborough Table Tennis Club. On that day thirty-four years ago, Alison was coached by Terry Wilson who welcomed me into Ellenborough TTC nearly four years ago. Terry has been the mainstay of junior table tennis in Enfield for many years. I dedicate this title to him and also thank my school, Enfield County, for their support. BIG BROTHER IS WATCHING Enfield Council to spend £950,000 on CCTV expansion Enfield Council has announced plans to invest £958,000 on expanding its CCTV network into 24 new locations as part of a major drive to make the borough even safer. The investment will build on the current network of 259 cameras which helped provide the evidence to enable police to arrest more than 1,000 suspects between April and December 2012. The new cameras will be installed in areas where experts believe they will help to reduce specific crimes and make communities safer while reducing the fear of crime. Two mobile automatic number plate readers, designed to tackle car crime will also be purchased as part of the expansion programme Enfield Council’s Cabinet Member for community Wellbeing and Public Health, Cllr Christine Hamilton, said: “Enfield is a safe borough but we want to make it the safest in London for our residents and make it a
nicer place in which to live, work and visit.
“We work incredibly hard with all our partners to reduce crime and make people feel safer, and the expansion of our already excellent CCTV network will make it easier for us to detect crime and assist our colleagues in the police to apprehend criminals across the whole of our borough, but especially in those areas where crime is higher than we’d like.
“Last month the Mayor of London’s Office announced that Winchmore Hill Police Station will be closing and Southgate and Enfield Police Stations will be operating under significantly reduced hours so its vital we do everything we can as a Council to support our hard working police officers wherever we can and help to reduce crime and make residents feel safer.” Under the plan, Southgate Police Station will be open to the public between 7-pm on Wednesday and Thursday evenings
and 2-3pm on Saturday afternoons. It currently opens between 7am and 7pm Monday to Friday but will be used as a base for Safer Neighbourhood Teams and other police units.

prosecute you so you cannot pose a threat to our residents.” Enfield Council officially opened its Public Safety Centre in 2003, the centre is owned and managed by Enfield Council and has a Metropolitan Police officer on site to help collect and analyse footage for evidence and ensure an immediate response can be provided to incidents as they occur. The cameras played a key role in helping the police in identifying and prosecuting a number of people who were involved in the August 2011 riots in Enfield. The centre currently monitors all council cameras including those on housing estates and internal building CCTV, it also carries out traffic enforcement regarding bus lane enforcement and parking offences on behalf of Transport for London. The centre can also access cameras installed by housing associations, TfL and other partners, giving the centre extensive coverage of most of the borough.

Funding deal for Hertsmere PCSOs
The council’s Chief Executive Donald Graham and Chief Inspector for Hertsmere Dean Patient sealed the deal by signing on the dotted line yesterday (Wednesday 20 March).
It is the eighth consecutive year, the deal has been renewed. Maintaining PCSO numbers was identified as a priority by residents in a participatory budget survey conducted by the council at the end of 2010. new evening restaurant venture is an exciting step. ‘It’s wonderful to have a job you enjoy,’ Clare says, as we look around at the 28-seater restaurant, where the subtle décor is a soothing counterpoint to the exuberance of the food. Café Alleyne’s offers a range of signature dishes from the Caribbean, including family recipes from Barbados and Jamaica. We sampled the Meze, which started off with a dish of chilli and cucumber – a palateteasing combination of coolness and heat – and a dish of fishcakes with a variety of spicy pepper sauces and mayonnaise for dipping. This was accompanied by salad, coleslaw and thicklysliced bread. With Clare bringing out dish after dish, we soon found we had to rearrange things on the table to make room for the bounty on offer. We tried a generous macaroni pie, spicy Jerk chicken, a chicken curry that was dark, sticky, rich and aromatic, and a soft and tender dish of braised mutton and of course a bowl of rice and peas . Desserts range from a
tropical fruit salad to a rum cake that managed to be satisfyingly dense and sticky yet light at the same time. The café is not licensed, but you can take your own wine with you. With the meze costing around £15 per head, and main dishes from around £6.50, Café Alleyne’s is a Caribbean treat that won’t give you jet-lag and won’t break the bank. Sarah Vittachi

The Sound of Leather On Willow to Flourish in The EN Area The newly formed Enfield Cricket Development Partnership are quickly establishing themselves as ‘leading lights’ in the promotion of borough cricket through their 10 club association-ship since their formation during the 2012 season. The formalisation of the group followed a succession of meetings over a 2 year period of consultation at which all aspects of club cricket were discussed. As John Morris of Southgate Adelaide Cricket Club, the inaugural Chairman, pointed out, “ from the outset the club representatives were encouraged to leave their club bias loyalties at the door and consider the wider issue of promoting the game at all levels. This helped set the scene for more open conversation and a sharing of views on many subjects including, funding opportunities,
coach education, colts development and Middlesex Cricket Boards (MCB) directives”.
A pre-requisite of joining the Partnership is for each club to be Clubmark accredited or are working towards gaining this status. The Clubmark initiative is a Sports England scheme delivered by the ECB via the MCB whereby all affiliated sports are required to attain an approved level competence in the running of their respective club’s taking in health & safety, coach education and criminal records checks, insurance liability, development plans, members registration and many other associated issues, all held in a document file available for inspection, by arrangement. While this scheme is targeted at colts (boys & girls) activities, it also has wider implications for senior cricket and helps ensure
that the clubs are properly run and provide a safe, sporting environment.
John added that “the Partnership now has the full responsibility for organising the Enfield Borough trials, training and the inter Borough matches including taking on local rivals, Barnet. We have a full programme of sessions from which a squad of young players will be selected for each of under 10’s, 12’s and 14’s age groups, taken from the players nominated by local schools, clubs plus players not included in the existing county squads. This is all part of the ECB’s pathway to County or even International representation, who knows we might find a new Freddy Flintoff or Captain Cook!” The MCB also operates the Chance to Shine programme, whereby selected club coaches go into schools offering
cricket to pupils by way of small game matches, introduction to the game and teaching staff support, as required. Again, the organisation and deliverance of this important scheme now comes under the control of the ECDP with the participating clubs being confirmed members of the Partnership. The volunteer clubs work with local junior schools, maintaining a report system to the MCB.
The Partnership look forward to building their profile throughout the Borough and welcome any new clubs wishing to join, giving them support as required. “We are an ambitious group of like minded club representatives with a passion for the game at all levels, including the ever growing ladies teams! If you know what I mean!” John concluded.

Olympic Legacy Celebrated with Third Schools Festival To celebrate the second anniversary of the opening of Lee Valley White Water Centre, Lee Valley Regional Park Authority has announced that hundreds of young people representing every London borough as well as Essex and Hertfordshire will have the opportunity to try white water rafting at the world class centre on Monday 8 and Tuesday 9 July.

The London 2012 venue, which hosted the six day Canoe Slalom event, was officially opened to the public on Friday 22 April 2011 and two years on continues to provide outstanding opportunities for participants of all abilities to follow in the wake of Team GB’s successful Olympians.

Who is looking after your dog? Dog owners could be putting their pets at risk by leaving them with unlicensed animal boarders. Hertsmere Borough Council is warning anyone thinking of using a home boarding service for their pooch during the holiday to check that the person running the business is licensed to do so. Under the law, anyone offering to care for an animal from their home during the day or overnight in exchange for payment must be licensed.
If they do not have a valid licence, their insurance may be jeopardised, which could result in a big bill for the dog owner, should there be an incident while they are away.
Even if the animal boarder is part of a bigger business, they should have an individual licence. Falconry, which is said to be the oldest sport in the world, is the training of Birds of Prey to chase and kill quarry for the Falconer. The sport can be traced back as far a 2000BC to the middle and Far East and was originally used for subsistence and not sport. By the beginning of the 6th Century and extending through the Middle Ages, the popularity of falconry soured through Europe. It was a sport for Royalty, and the possession of Birds of Prey was considered a status symbol. In England in the 1600’s there were a strict set of customs called ‘Law of Ownership’, which dictated to the social ranks of citizens which bird was to be flown and by whom. A king could fly a Gyrfalcon; a duke, a rock falcon; an earl, a peregrine; a yeoman, a goshawk; and a servant, a kestrel.

PAYE in RTI-What it means to you! From 6 April 2013 companies must report PAYE information in real time. You may see this referred to as Real Time Information - or RTI. Unless HM Revenue & Customs (HMRC) has already notified them otherwise, all employers report PAYE in real time. Each time they pay an employee they must submit details about employees’ pay and deductions to HMRC using payroll software. Companies will now have to include the details of all employees you pay, including those who earn below the NICs Lower Earnings Limit (LEL), for example students. One advantage to this is that employers won’t need to complete the end of year return Forms P35 or P14. Naturally, as these are being scrapped so are penalties for submitting them late. The trouble is that tough new penalties for missing Real Time Information (RTI) deadlines will be imposed instead.
Consultation. In April the Taxman issued a lengthy consultation paper suggesting how and when the new penalties would apply. He wanted these to be automatic with little room for an appeal. This, and other aspects of the consultation, rang alarm bells with tax professionals. Organisations like the Chartered Institute of Taxation wanted a bedding-in period before penalties took effect. Penalties unveiled. It seems that the Taxman does listen once in a while. On November 29 he announced that late notification penalties won’t apply for the first year of RTI. Instead, the Taxman will work on a fair and practical way for these to be imposed from April 2014.
Errors. While employer payroll data reports, so-called Full Payment Submissions, won’t be subject to fines if they’re late in the first year of RTI, the Taxman says that he’ll continue to charge penalties under existing rules on employers who make PAYE errors.
Late payments. Interest and penalties on late PAYE tax and NI payments won’t be affected by RTI. But employers need to be aware that RTI will make it simple for the Taxman to check that the payments due are being made on time. Even those a day late can result in a fine, so make sure your payroll staff are aware of
There will be no penalties for late RTI reports until April 2014. But those for late payments continue to apply, so make sure your payroll staff know when payment of PAYE is due. Employees should also benefit from an improvement in the accuracy of PAYE coding notices to reflect their personal circumstances.
One not widely recognised side-effect is likely to be that PAYE payment defaults and penalties will soar since the Revenue will know exactly how much PAYE is due each month and thus those employers who pay over sums ‘ on account ‘ may well find automatic defaults being recorded against them. Another practical impact is that it will no longer be possible to include individuals in the payroll without all of the following details:Full name, Date of birth, National Insurance number Home address Employment circumstances when joining i.e. whether it is their first job since 6th April previous, their only job, or if they have another job The information forwarded will include the number of hours worked (used to calculate tax credits, student loan repayments and so on). If operating your own payroll you must ensure that your payroll system permits RTI. The alternative is to instruct a payroll provider such as us to operate your payroll and deal with RTI for you at the same time. The accounting for Benefits in Kind through the P11D system will not be affected. Information will need to be submitted for all employees including students and those earnings below the lower earnings limit (for which no NI is payable) and ‘casuals ‘. Details of Construction Industry Scheme payments (CIS) will be included as well as details of statutory entitlements such as statutory maternity pay (SMP), statutory sick pay (SSP) etc. P60 end of year earnings and tax certificates will still need to be issued. It is now understood that P45s will continue for the time being in place of the proposed leaver’s statement.
The new system will require a monthly employment payment submissions report to be made to the Revenue. This will reflect offsets for statutory payments such as SMP and SSP and tax suffered under the CIS. Adrian Cohen, Sterlings Ltd - 020 8343 2255

Ancient Site Visits Kirazli is just 15Km from the Roman city of Ephesus where the scant remains of the great temple of Artemis, one of the Seven Wonders of the Ancient World, can be explored. On a pine shaded hillside above Ephesus lies a small Byzantine church, which according to tradition was the site of the final home of Mary the Mother of Jesus. Further south are the remains of the great city of Miletos, whose theatre held 25,000 people and beyond that, at Didyma, is the great oracular temple of Apollo. Nick and Maggie can arrange tour guides to these fascinating ancient sites, plus a further 15 or so, all within a day trip from the hotel making it an ideal base for everyone with a keen interest in archaeology.
At Camlik, around mid-way between the Muses House and Ephesus, there is a large train museum, with a fascinating collection of engines and some carriages including the coach that Mustafa Kemal Atatürk (18811938) travelled in while on campaign. An army officer, he led the Turkish national movement in the Turkish War of Independence and became the first President of Turkey.
Alternatively the coast at Kusadasi is 12Km away offering a range of water-based activities from day boat hire and fishing trips to snorkelling and scuba diving. Around 25Km to the south is a large National Park with pristine beaches and unspoilt landscapes, which are home to many species of birds and even wild boar and leopard. For guests who stay longer, the island of Samos is also a popular day trip served by a daily ferry boat or they can charter a day boat to cruise the clear waters around the National Park, which makes a lovely day’s outing.

Staying On Trend With Your Home improvements We know that EN readers are a stylish bunch and, while you don’t slavishly follow the herd, you like to keep up with what’s on trend. With this in mind, we’ve done a little research on what the doyens of design are recommending we should do in order to update our interiors, and also sought out some practical solutions to design issues that you may be mulling over. What’s the buzz? Designers are huddling in corners whispering behind cupped hands about…
Grouped mirrors: the current vogue is to hang groups of small mirrors on one wall, to add light and interest. Very important tip: you must hang an odd number of mirrors, never an even number, for such is the design rule. We don’t know why.
Brass and copper: these are currently much beloved of designers, used on light fittings, candlesticks and lamps. Again, it’s all about adding shine and luxury; a touch of lacquer brings a glossy look to your room and gloss is good. Brighter colours: more saturated colour is being seen on the best-dressed walls, with bold, bright blocks enlivening our interiors. Stripes: definitely ‘in’, the bolder, the better.
Florals: also definitely ‘in’, but preferably 1950s retro botanical styles if you really want to display your design credentials. Use liberally on cushions and curtains. A touch of glass: no longer the preserve of Granny’s sherry set, cut glass is now cool and coming out of the cabinet to feature in decanters, candle votives and lamps. Display on tabletops for maximum shine. Marble: huge this season, and not just on tables; you can buy marble-effect wallpaper to decorate an alcove or feature wall and add some wow-factor to a room.

You know what’s making me sick? Health scares. Is there anything that’s not going to kill me? Normally, I’m the sort of person who likes to look on the bright side. Not any more. Turns out that optimism is bad for you – or at least, according to a study by American Psychological Association, pessimists live longer. (Actually I think pessimists have to live longer – just to prove their own dire predictions correct, whereas your average optimist is satisfied to believe that things will turn out pretty well, whether they’re alive to enjoy it or not.). Still, whether you see the upside or the downside, there are things we can all enjoy, like a good bacon sarnie. Except the BMC Medicine journal says you can’t. Not if you want to live to see the end of this article. And, I don’t want to alarm you, but are you reading this in a seated position?
Tsk, tsk. The University of Leicester would suggest you didn’t, as prolonged sitting doubles the risk of diabetes and heart disease. It may be risky because it makes our bodies think we are in energy storage mode. They continue to inform us that this makes our bodies resistant to insulin (which mops up glucose), increasing the level of glucose in the blood and reducing levels of good cholesterols while increasing levels of bad ones. All of these changes increase the risk of obesity, diabetes and heart disease. Deadly. But don’t go thinking exercise will save you. A US study shows that it may not. In fact, it could be positively bad for you. They found that 10 percent of the participants in their study got worse, based on one or more measures of heart disease, including blood pressure and levels of insulin and HDL cholesterol. Marathon running? Don’t get me started. It’s bad for you, according to American Cardiologists in the journal Heart.
So if sitting down and reading’s wrong and exercising is not the solution, what should you do. Well, don’t get bored; bad for you. Don’t be lonely either. It harms your immune system, says Lisa Jaremka, a postdoctoral fellow at the Institute for Behavioral Medicine Research at Ohio State University College of Medicine. (I bet she’s a popular lass, with conversational gems like that.) Talking of talking, stop, now. Research at Duke University Medical Centre in the US, indicates that men who monopolise conversations, interrupt others

and excessively compete for attention have a higher rate of early death than men who have a more relaxed approach to communicating. Which is probably a good thing, really. No-one likes people like that. There’s more, unfortunately. Much more. But I’d like to identify one modern malaise that no-one has yet mentioned. It’s a serious problem – well for me, anyway.
I suffer from a particular virulent form of violent Ferguswalshitis. Yes, I’m afflicted by an as yet undiagnosed allergy to Fergus Walsh, the BBC’s health correspondent. And he’s had his genes sequenced, his heart, brain and other body parts scanned, as well as being vaccinated against bird flu for his reports. Lucky old Fergus.
To my mind, he’s spent two decades slithering on to my television screen (very bad for you – according to the Telegraph, every hour you spend watching TV shortens your life by 22 minutes) with an evil, thin-lipped grin, taking a wholly unhealthy pleasure in unleashing new ways he’s found for me to shuffle off this mortal coil.
But doesn’t he remind you of the wimpy kid in your year at junior school? The one who didn’t do games due to a defective appendix, had an allergy to long trousers and suffered a sensitive disposition to shouting, singing, and letter ‘s’ sibilance. Well, he does me anyway. So, my friends, you’ve made it through this page alive. I wish I could leave you all with a suggestion of something suitable to reward yourselves with. But, as you know, it would turn out to be fatal. And I just wouldn’t want to be responsible for that.
