Flyover in Vizag awaits Inauguration - Sarath. N

T

he much-awaited flyover connecting Asilmetta and Dondaparthy junctions, which was to have finally been inaugurated by the chief minister N Kiran Kumar Reddy on September 30, will continue to remain out of bounds for the public as the inaugural has been cancelled yet again. The 1.6-km flyover, the completion of which took nearly five years, was constructed at a cost of Rs.90 crore, including the subway. It has been in the making since November 2008, has seen many deadlines fly past with Vizagites waiting in vain. In fact, over the past six months, Greater Visakhapatnam Municipal Corporation (GVMC) has on various occasions announced several opening dates but none have materialized so far for want of a VIP. The issue was raised by Visakhapatnam North MLA Tynala Vijay Kumar, who is a member of the State-level Committee on JNNURM. fficials in the Chief Minister's peshi assured that he would take the first opportunity to inaugurate the flyover. However, it now appears a little doubtful in view of the ongoing Samaikyandhra agitation. Mr. Satyanarayana confirmed that the inaugural programme had been cancelled. He, however, refused to give any reason for the cancellation. "The programme of the flyover inauguration by chief minister N Kiran Kumar Reddy has been cancelled. At present I cannot say when it is going to be declared open for the public," was all the civic chief would say. In fact, the civic chief had held an emergency meeting with his staff in his chamber after state ports and infrastructure minister Ganta Srinivasa Rao reportedly held a meeting with Samaikyandhra agitators to discuss the

CM's programme and instructed the civic officials to make arrangements for the inaugural as the CM was visiting the city. However, after considering various factors, including stiff opposition from the Samaikya activists and also the lack of time to make proper arrangements for CM's visit, the leaders behind the CM's programme, including Ganta, took the decision to cancel it, a senior GVMC officer told. While public ire against politicians was recently visible during a Samaikyandhra agitation when activists tore a giant flexi of a state minister, the anger of the people is now turning towards the inordinate delays in opening up of the flyover for public use. Reflecting the public mood, the Vizag Development Council (VDC) has now demanded that the district administration intervene and immediately open up the flyover for traffic. While mentioning that the flyover in the heart of the city has been completed after several years, VDC said any further delay in the opening of the flyover is unacceptable. While, the public has been facing innumerable traffic jams and inconvenience due to the unopened flyover, the VDC slammed the GVMC for neglecting the hardships being faced by the public due to the delays in opening the flyover. Pointing out that people are fed up of waiting for the flyover to open, VDC said that if politicians or ministers are unavailable for inaugurating the longpending project then the district collector, GVMC commissioner or police commissioner should do the honours and immediately throw it open to traffic. VDC president P Vishnu Kumar Raju said, "If the flyover is technically fit for usage then it should be opened within one

week. People are tired of waiting it to be opened and are fed up of suffering traffic jams due to the delay." Pointing out that any further delays is inexcusable, Dondaparthy resident, R Somesh Kumar said, "There is no reason for them to keep on waiting indefinitely for some VIP to come and cut the ribbon. A few days back, we heard that the chief minister will inaugurate the flyover, but considering the present situation, it is unlikely that he will come. Instead of waiting for the CM or some minister, if you open it for the public, then at least the traffic can move freely. The authorities are unnecessarily pushing the date.” Municipal Commissioner Mr. Satyanarayana said any public utility could be thrown open to the public and a formal inauguration taken up later. The Asilmetta flyover at last is thrown open to the public for use on October 8, 2013 without any official opening. He said it will be named “Telugu Talli” flyover. The flyover will be formally inaugurated by the Chief Minister during his next visit to the city. Besides marking margins and central lining, cautionary measures like glow-sign stickers on dividers to help identify at nights should be installed on the Asilmetta flyover to avoid accidents, Mr. Satyanarayana has said. Central-lighting must be ensured all along the flyover and if there was any problem traffic should be regulated. Speed limit should be 40 km an hour.
