With the completion of 100 days of KCR's governance, the excitement of the post-formation of Telangana is being slowly replaced by normalcy and the state is settling down. The Chief Minister has claimed that his governance cannot be judged in a mere 100 days as much of the said time has been spent in devising new strategies and planning. It is elating to see that the Chief Minister, giving importance to thorough planning instead of rushing into projects without proper strategies. His priority to outline every detail of projects of Hyderabad's development portrays his foresight and determination to bring permanent solutions to the issues faced by this region. Since attaining the office as the chief minister, K. Chandrashekar Rao has constantly illustrated the dream of a smart and global Hyderabad. A dream, which he has promised to turn into a reality. However, the stark reality of Hyderabad's current status, the problems it is facing and the issues which are gnawing its potential will prove huge hurdles for the Chief Minister. One of the toughest challenges the Chief Minister will face is the mindset of the people. Governing a diverse population is always a challenge, but what we mean here is the lack of responsibility and awareness among the public about the problems Hyderabad is facing. No government can achieve any considerable progress unless its people are well educated (flip the pages to the cover story to know what it means by 'well educated') and are aware of their responsibilities. Even the little progress achieved, will be rendered ineffective and short-termed due to the irresponsible and careless attitude of its citizens; on the other hand, a populace that is aware of its responsibilities, will turn even little progress into development. The Chief Minister will have to go beyond the previous limits in education and mass communication to solve this problem. He will have to utilize the power of mass media to educate the public about their responsibilities and bring positive social awareness among them. The Chief Minister recognizes the importance and role of technology in development. He should utilize technology and reach out to the public in more effective ways. Not just metro trains, good roads, solar power and free Wi-Fi can make a city smart. A city is made smart by its citizens. Citizens who will not succumb to any attempt to divide them or sow discord in them. Citizens who will care for public property as much as they do for their own. Citizens, who will understand the problems of their city and take active participation in solving them. It is NOW up to the Chief Minister and his new government as to how it converts the citizens of Hyderabad into smarter and responsible citizens.

Indian Real Estate to see a 35% rise in investments from NRIs New Delhi: With the revival in global economy, the Indian Real Estate Market is seeing Property developers are expecting a 35 per cent surge in real estate enquiries from NRIs (nonresident Indians) with Bangalore turning out to be a favourite, according to a survey by the Associated Chambers of Commerce and Industry of India (Assocham). To tap the growing interest, which comes at a time when the global economy is stabilising and India is showing strong signs of revival, real estate companies here are pulling out all the stops by conducting property shows, exhibitions and opening overseas representative offices. Developers are also expanding their existing distribution chains and entering into strategic partnerships to encourage investors from this cash-rich segment, the industry body said. The survey was conducted among nearly

850 real estate developers in Delhi-NCR, Chandigarh, Mumbai, Kolkata, Bangalore, Hyderabad, Ahmedabad, Pune, Dehradun, Chennai etc. Bangalore was the most favourite property investment destination for NRIs, followed by Ahmedabad, Pune, Chennai, Goa, Delhi and Dehradun, the survey showed. The enquiries are primarily coming from NRIs residing in the UAE, the US, Singapore, Australia, the UK, Canada and South Africa. This year, demand is more for the highend property and commercial buildings, developers say. "With the revival in global economy, especially in the United States and Europe, people are more optimistic and looking for property to invest in." "Both small and big developers are focusing on the NRI base in the US, the UK and Asia Pacific region this year," Assocham Secretary General D S Rawat

said. As per the findings of the survey, Ahemdabad (32 per cent) continued to be the most stable market in terms of demand and absorption of both residential and commercial spaces. NRIs consider Ahmedabad as a safe place to invest in, with lenient government regulations for property investments. Pune was at the third position (30.5 per cent), as per the survey, whereas Chennai (28 per cent) was at the 4th spot and Goa (23 per cent) at the 5th place. In Delhi, there has been a 21 per cent rise in enquiries this year as opposed to last year and a majority of them have been for the residential segment. Catering to the growing demand in the high-end segment, Delhi has also emerged among the promising markets for real estate, the survey showed.

Centre may ease environmental restrictions on real estate Weeks after the Chief Minister of Telangana state Mr. K. Chandrashekhar Rao announced several sanctions for the state real's estate sector, most prominent among them the cancellation of 40 NOCs and the promise to introduce a single window system, the central government is now willing to give the national real estate something to cheer about. In what can be considered as the first ever sign that the central Ministry of Environment and Forests (MoEF) is willing to consider a long-standing demand from the realty industry, Union Environment Minister Prakash Javadekar has stated that “due diligence would be conducted in the matter of raising the exemption limit for building construction projects that require an environmental nod. It may be noted that the Urban Development Minister Venkaiah Naidu 16

had recently made Javedkar, a written request stressing on the need to raise the limit for building projects exempt from seeking environment clearances from the present 20,000 sq metres of built-up area to 50,000 sq metres of built-up area. Reacting to Minister Javedkar's announcement, real estate experts have asserted that the exemption would allow more than half of all real estate projects in the country to proceed. Minister Javedkar announced the demand made by the real estate sector is under consideration. He was addressing the annual conference of the National Real Estate Development Council (NAREDCO) in New Delhi, sharing the stage with Urban Development Minister Venkaiah Naidu. It may be remembered that a 2006 Environment Impact Assessment notification mandates that all

constructions with a built-up area larger than 20,000 sq m and townships over a land area of 50 hectares, to be assessed by the state-level environmental agencies for its impact on the land, water and air quality, aesthetics, vegetation and fauna and socioeconomic factors. This act has long since been a major point of conflict between the Ministry for Urban Development and the Ministry for Environment and Forests. Quite recently, Telangana state Chief Minister K. Chandrashekar Rao had announced the cancellation of NALA tax for the real estate sector and had promised to cancel all NOC's by introducing a single window system. It seems that the real estate industry is set for a huge boom both at the state and the national level as it is getting strong support from both the governments.

REIT norms announced by SEBI; CREDAI demands removal of capital gain tax The Securities and Exchange Board of India (SEBI) has announced the finalised regulations for the real estate investment trusts, or REITs, and infrastructure investment trusts (InvITs). Following a board meeting in August, Sebi had cleared a long-pending proposal to allow Indian firms to launch REITs —a move that will enable easier access to funds for cash-strapped developers and create a new investment avenue for institutions and high net worth individuals, and ultimately ordinary investors. All REIT schemes, to start-off with, will be close-ended real estate investment schemes that will invest in property with the aim of providing returns to unit holders. The returns will be derived mainly from rental income or capital gains from real estate. REITs, Sebi said, will be allowed

to invest in commercial real estate assets, either directly or through special purpose vehicles (SPVs). In separate regulations for the two trusts, Sebi said that all related party transactions should be at “arms-length” in accordance with relevant accounting standards. REIT and InvIT are required to make investments either directly or through special purpose vehicles. In the case of PPP projects, money can be put in only through SPV. The minimum public holding in REITs should be 25 per cent while the total number of outstanding units at all times as well as the number of unit holders — who are part of the public — should be 200. Hailing the SEBI's notification on Real Estate Investment Trusts (REITs), developers and property consultants

today said the move is expected to help generate investment for the sector from domestic and global FUNDS. Industry body CREDAI, however, demanded that government should remove capital gain tax and dividend distribution tax on transactions under REIT to make this instrument attractive.

REITs, to be listed on stock exchange, offer investors an opportunity to INVEST in a portfolio of incomegenerating real estate or related assets. "It's a good decision at a time when the Prime Minister is visiting the US. This is a good signal to US investors who can look at India positively," CREDAI Chairman Lalit Jain said.

Challenges to convert

Hyderabad Into A Smart city Finally, the political stability has ended. Telangana became a reality, KCR took charge as the chief minister and all the post-bifurcation excitement has died down, bringing along a sense of normalcy combined with slight monotomy. The expectations from the new government are high but so are doubts. In simple words, the government has no easy task ahead as it has very less time to prove itself and very much to do. Chief Minister of the Telangana State, Kalvakuntla Chandrashekhar Rao, more commonly referred as KCR, stormed to power after his successful campaign for a separate state of Telangana. The political instability, which had crippled the state, especially the economical hub Hyderabad, ended and the economy is steadily rising upwards. Since taking charge as the chief minister, KCR has made several promises to improve the economy of the state, giving special attention to the Hyderabad city. One of his most spoken about and inclusive promise is his vow to convert Hyderabad into a global smart city.

Although the future of Hyderabad is promising, owing to the concentration of global IT companies to invest in it, the fact cannot be overlooked that the city has a long way to go before it can become a smart city. Hyderabad faces several major problems, which, if left unsolved or not solved permanently, will hinder the growth of the region. Addressing various gatherings and press conferences since he became the Chief Minister, KCR has made several announcements outlining his plans for the conversion of Hyderabad into a smart city. His plans, which are no doubt laudable, are dependent on several factors influencing them directly. There are some serious problems, which can hurdle the plans of the Chief Minister. In the previous issue (Smart Cities: the dream of a smarter India), we had discussed in detail the characteristics and parameters of a smart city. Here, based on the parameters, we outline some of those problems, which might hinder the government's plans for a smart and global Hyderabad.

Lack of education and responsibility in the citizens The first parameter, which defines a smart city, is: smart inhabitants. For a city to be smart, its inhabitants should also be smart. No matter how good an infrastructure a city has, if its inhabitants are not educated enough to utilize its resources positively, then the city will not see any development. According to Vienna University of Technology: “A smart city is a city well performing in a forward looking way in economy, people, governance, mobility, environment and living, built on the smart combination of endowments and activities of self-decisive, independent and aware citizens. This description puts intelligent and enlightened people at the heart of the vision. It does not restrict itself to the focus on its digital and connected infrastructure, which no doubt is very important. Education is not limited to formal learning and passing of classes or getting degrees, by education, we mean responsibility. The population of Hyderabad consists of all kinds of Twin Cities

This rate has risen to a much higher level in the recent years as the amount of vehicles has increased. The city's traffic administration is also understaffed and under-equipped. The condition of the roads can be better explained by a simple ride on any vehicle for a couple of kilometers.

people hailing from various backgrounds. It is not possible for every inhabitant of Hyderabad to have had formal education. However, that does not mean its citizens cannot be 'smart'. The citizens of smart city should be educated in the basic art of 'living' in a smart city. They should have a sense of responsibility. There are several smart cities scattered around the globe. They may not have 100% literacy but their inhabitants surely know the art and code of living in a smart city and have the sense of responsibility which is the main factor which turned their region into a smart city. Unfortunately, in Hyderabad, this code of living and responsibility is unfound even in a big part of the 'educated' populace. Irresponsibility and a sense of carelessness regarding the public property are its biggest indicators. Owing to the fact that a smart city has a highly automated and technology based infrastructure, it will be a huge problem if the inhabitants do not treat it with care and responsibility.T4he government cannot close its eyes from the fact that the population of Hyderabad is very far from fulfilling the parameter of education and responsibility. Without the sense of responsibility in its residents, no city can ever become smart or global because the infrastructure, amenities and other facilities will be misused and the dream of a smart city will end up in shambles. Lack of proper mobility and connectivity in Transport: A smart city's one of the most defining parameter is its well-structured 22

REAL ESTATE BULLETIN

transport system and mobility. A smart city has a good public transport to minimize pollution, well planned roads to enhance connectivity and a good traffic management system. It requires no genius mind to realize that these are the things which Hyderabad seriously lacks. The public transport system is inadequate. The buses are overcrowded to such a level that people have stopped considering it a safe and convenient mode of transport. Although the expectations are high from the metro project but it remains to be seen what level of convenience will it bring in practical service. The condition of roads is like a huge smudge on the face of Hyderabad. Lack of road maintenance is resulting in increased pollution. According to a report, the contribution of different sources to air pollution in the city, recorded some years ago, was: 20–50% from vehicles, 40–70% from a

Lack of proper water supply and drainage system A smart city's another most defining parameter is its good drainage system and water supply. A good drainage system includes numerous wastewater treatment plants, prevention of pollution of water bodies, and wellconnected drainage and sewerage lines to ensure swift and steady flow of wastewater. Good drainage also includes drainage pipes along strategic locations to ensure that storm water is not accumulated, resulting in floods, minor or major. A smart city has a drainage system, which provides all houses with connectivity to the main sewerage system in order to ensure that ground water is not contaminated. A smart city also provides clean water to its residents in required quantity. If we glance around Hyderabad, we will find that many of its water bodies are being polluted due to the lack of wastewater treatment as the waste water is being directed into them untreated. Furthermore, the drainage system of Hyderabad is literally 'going down the drain.' The sewerage lines in many parts are dysfunctional, resulting in the contamination of ground level

water. There is no drainage system for storm water, which results in the city becoming a flowing river even after a slight downpour. Furthermore, the water supply in many parts of the city is inadequate, due to which the citizens are suffering many difficulties. Lack of proper housing and rise in Population A smart city has a population which it can sustain. A smart city provides good housing for all its inhabitants. A smart city has no slums. The housing is preplanned to ensure good mobility and drainage connectivity. The housing of a smart city is such that it protects the ecology and sustains environment. All this is possible only if the population does not exceed the limit which the city can sustain. Hyderabad has been witnessing housing and population problem since a long time. Being a famous economic and IT hub, the city attracts thousands of people who migrate here, hoping to benefit from the employment opportunities it provides. The rise in population has resulted in the formation of slums, improperly planned residential areas and poor housing, which has further lead to drainage woes, environmental and health problems. Law and Order problems A smart city is a safe city. Abnormal and unsustainable rise in population always leads to law and order problems. A smart city's one of the most prominent characteristic is the maintenance of law and order. No crime goes unchecked in a smart city and the authorities are well

COVER STORY staffed, trustworthy and active. Unfortunately, there are many factors, which lead to law and order problems in Hyderabad. It is a shame that even cases of heinous crime as murder are left unsolved for years. The proximity of crimes is such that the authorities are sometimes overwhelmed and sometimes sold. A crime, which is left unsolved, or a criminal who is left unpunished always encourages the incidence of more crimes and emboldens other criminal elements. Lack of proper power supply Adequate and continuous power supply is the most basic feature of a smart city. A smart city utilizes the power of technology to its fullest extent and for technology to function, a constant power supply is must. A smart city not only has continuous supply of electrical power but its source is also eco friendly. A smart city gets the maximum results out of minimum power consumption. It utilizes technology to model such infrastructure which uses the least amount of power yet yields the maximum results. Inadequate power supply has been one of the most frustrating problems in Hyderabad since years. Power cuts have become synonymous with the name of Hyderabad. The inadequate supply of power, combined with the huge amount of consumption and low rainfall (which affects the power production) has been hindering growth in the region. Incompetent Administration A smart city is made smart by its administration. A responsible and welltrained administration, even with

minimal resources, can make a city smart whereas an irresponsible and corrupt administration, even with good infrastructure, will lead the city to disorganization and anarchy . The administration of a smart city should be well educated, honest, responsible, and committed to their cause. Hyderabad faces the problem of incompetent administration. Corruption is rampant among many government servants. Furthermore, they lack foresight, long-term planning and fail to adapt to the modern changes, which are much-required characteristics for members of a smart city administration. The city administration is known for its lethargic and lackadaisical attitude in many government works like issuing documents etc. Lack of proper communication and accountability Another striking feature of a smart city is its good communication and accountability, between the administration and the citizens, within the administration itself and between the citizens. Good communication leads to quick solutions of problems and builds up confidence between the administration and the citizens. It also increases accountability, both by the administration and the citizens. It also prevents corruption and misuse of government amenities and benefits. One of the reasons Hyderabad is facing so many problems is, lack of proper communication and accountability between the citizens and the government. Many a times, efforts for good communication fail due to the insincere attitude, either by the government or by the citizens. Furthermore, it is the lack of proper communication, which lead to violence and law & order problems several times in the city. Economy Although Hyderabad is considered to have a strong economy, there exist several economy related problems. The industries face problems in getting government approvals and permissions. The distribution of wealth is unequal in the city. Furthermore, the home industries can be better developed to provide employment to the uneducated or lesser-educated populace. It is also unfortunate the activity of begging is on rise in the city. Time Twin Cities

The most gnawing problem of all: Time. A smart city takes approximately 20 to 30 years to be built. This can be seen in the existing smart cities or those being built in Abu Dhabi, Singapore and several other countries. The question is: Does Hyderabad has such time before it can be converted into a smart city? Are the people and most importantly the government, patient enough to bide their time while working steadily for the development of a smart Hyderabad? Because, to convert a region into a smart city, every step has to be carefully planned and every decision should be taken with deliberation and foresight for the future. So, in plain words, Does the government have enough will and spine to convert Hyderabad into a global smart city? Hopes and Possibilities Although the hurdles and problems may hinder the development of Hyderabad, they cannot completely repress its growth as a smart city. The problems discussed above have many possible solutions, which may diminish or eliminate them. We will discuss the above problems in the view of the announcements made by Chief Minister K. Chandrashekhar Rao regarding the development of Hyderabad. "Zero tolerance towards Corruption" One of the most repeated promises of KCR, which was echoed in several conferences, was his promise to 24

eradicate corruption from the administration. Although corruption is not the only problem which leads to incompetent administration, it is the most rampant one. Eradicating corruption may not be as easy and simple as promising it, but taking steps to implement this promise will be the most important thing to do as bringing the administration back on the right track will ensure that other problems are addressed efficiently. "24,000 crore Rupees in the next 5 years for easing traffic congestion" Addressing the problems in transportation and mobility, the Chief

Minister had announced recently that he wiull sanction 24,000 crores for various road and transport related projects in order to ease the traffic congestion. He had also announced that he will lighten the roads of Hyderabad with 4,00,000 LED lights. The Chief Minister had also announced the construction of an east-west road corridor with four lanes between Vanasthalipuram and Ramachandrapuram to improve connectivity and a corridor between north and south. "This will ease the traffic flow throughout the city." The Chief Minister had said. These steps intimate the government's seriousness in addressing the traffic problems, however, the problems Hyderabad faces in transportation and mobility are not restricted to traffic. Therefore, the Chief Minister and his government has a long way to go before Hyderabad comes on par with the level of a smart city in terms of transport and mobility. "It is a shame for the administration when rain water clogs the roads" In a recent event, the Chief Minister had strongly spoken about the lack of proper storm water drainages around the city due to which many roads around the city turn into rivers. He had termed it as a 'matter of shame for the administration', after which he had promised that the government will take steps to reclaim the encroached land along the roads and will construct drainage lines around the roads. 1,500 major and medium rainwater drains will be constructed to solve the road-

COVER STORY flooding problem permanently, the Chief Minister had said. Although this will solve the problem of road floods, the government must undertake a much greater endeavor with strategic planning to introduce a well connected drainage system all over the city. "Will construct satellite towns around Hyderabad" Addressing the problem of housing and rise in population, the Chief Minister had said that his government will construct satellite towns around the city, each one with a special area of emphasis, like a sports city, a pharma city and so on. These plans indicate that the government recognizes the problem of housing and population. KCR recently had hinted that the surge of population in Hyderabad may rise from the existing one crore to 3 crores. The government must understand that centralizing Hyderabad as an employment hub may damage the endeavors to convert it into a smart city. To slow the surge of population and solve the housing problem, the government must take up decentralization of employment opportunities and should develop more satellite towns around the city. "Will increase production of electricity by 8,000 MW in the next 56 years" Inadequate power supply is a problem, whichmust be given the foremost priority by the government as it directly affects the economic growth. Chief Minister K. Chandrashekhar Rao, during his recent Singapore visit, had

announced that his government will increase the production of electricity by 8000 megawatts in the next five to six years. As hydro and thermal power projects may take a long time, the Chief Minister has expressed his interest in solar projects and has asked officials to prepare a preliminary report to explore the possibilities of harnessing solar power in the state. According to reports, Gattu mandal of Mahabubnagar district has been identified as an ideal location for a solar project. Harnessing solar energy is a positive step but it should be done with proper planning and deliberation. Furthermore, the government must introduce infrastructure which uses

less amount of power. The decision to provide 4,00,000 LED lights on streets is a positive step as LED lights save energy. The government needs to explore more options to provide more power and to reduce the consumption of power. Communication and accountability With his repeated promises of weeding out corruption, the Chief Minister has instilled hopes of proper accountability from the administration. However, in order to convert Hyderabad into a smart city, good and sincere communication between the administration and the citizens is needed as it will ensure quick solutions for problems and enhance transparency, which, in turn, will help increase accountability. "Telangana will have improved safety and security" While urging investors to choose Telangana and Hyderabad for their projects, the Chief Minister had assured that he will improve the safety in the region and will provide more security to the people. On the Independence Day earlier this year, the Chief Minister inaugurated hundreds of vehicles, cars and bikes, which were sanctioned for the police department. A positive move. But, to improve the law and order situation, simply equipping the police force with better vehicles is not enough. The improvement of law and order in the city can be easily divided into to activities: prevention of crimes and identifying & taking stringent action Twin Cities

The promises made to them have never been fulfilled inhibiting in them a sense of foreboding for the government and administration and a rapidly growing disregard towards the rules and laws. Educating this class maybe possible by: a) giving them the benefits they are entitled to, as many illiterates are from the economically weaker section. b) Using the informal media, the entertainment media, to educate them about the change which is needed to turn Hyderabad into a global smart city. against the perpetrators of crimes. Sectarian and communal violence should be discouraged and prevented at all costs. The safety of weaker sections of society should be ensured in every part of the city. This can become a reality only with a well-trained, highly dedicated and honest police force. 3 lakh acres of land for industries: Economy The economy of Hyderabad is formed by four major industries, Tourism, Biopharmaceutical industry, Retail & real estate and Information technology. The Chief Minister has given much importance to these industries, specially the IT and real estate industries, by announcing sops like 3 lakh acres of lands for industries by reclaiming encroached land, cancellation of NOC's and the NALA tax for the real estate industry he has induced a sense of positivity among the investors and more of them are being drawn to Hyderabad. sense of responsibility, which is very essential for the dream of smart city to become a reality. As said earlier, no city can become a smart city unless its citizens attain the required sense of responsibility. For this, educating them is must. Basically, there are two kinds of citizens in any city. The literates and the illiterates. Different means are required to educate each kind. Educating the literates: Ironic as it may sound, many of the literates in Hyderabad (not to say all over the country) need to be educated. They need to be educated to be responsible citizens and to use the public amenities and facilities with due care and diligence. It is unfortunate that a larger part of literate citizens has no proper regard for the public property and indulges in misusing the benefits that are not meant for them. The government should utilize the mechanism of the state's active press to educate this class of people. A wave of positive propaganda should wash over all the citizens, urging them to become responsible citizens to make Hyderabad a smart city. Educating the illiterates: Educating the illiterates is going to be a

Time Even with rapid planning and implementation, a city cannot be converted into a smart city no sooner than a decade or two. The intense planning and deliberation alone requires considerable time. Furthermore, quick decisions are not always the best ones, but the government may not have enough time owing to the nature of pressure it may face in case of lateness in implementing its plans. The Chief Minister should strike the right balance between careful planning and swift implementation. The hiring of global consultants to prepare a new long-term master plan for Hyderabad will be a good move. The whole point of a smart city is to develop balanced growth. A smart city pays a very high attention towards not only preservation but also the betterment of its ecology. A smart city is also a green city which minimizes pollution. It prevents all those activities that harm the ecology and provides better alternatives for them. A smart city has no slums; on the contrary, it provides affordable housing for all of its residents. All these may prove to be tough challenges to face for the government as well as for the people. However, with challenges, there are possibilities too. The hopes of the people of the state rest on the shoulders of the new government of Telangana state. The Chief Minister is taking on the challenges spiritedly. With some bumps and turns in the right direction, it is not impossible to start the journey which will eventually lead to a smarter global Hyderabad.

Transferring The Ownership Of

An Inherited Property Inheriting a property is considered something which will ease the financial burden of the one who is inheriting it. However, when it comes to transferring the title of the inherited property, it is realised that it is not an easy to task. Owing to the complexity of the Indian law, which is influenced by the nature and sociology of the people, transferring an inherited property is not only a complex job but also a prolonged one. The process involves a lot of paperwork and documentation, which takes a highly difficult turn if the required documents are not furnished. If the required documents are not available, not only will there be difficulties in transferring the title of the ownership, but it will also take a lot of time due the slowness of court procedures and administration. The social life and mindset of Indians is such that even discussing the matters of inheritance with parents or bequethers is touchy and can turn nasty. It may also result in serious differences between the bequethers and the prospective inheritors. This is why the issue of inheritance can be raised only after the need arises so. Sometimes, due to the above reason, the property is left in a suspended state with incomplete documentation and the inheritors have

to go through the torture of a prolonged and frustrating process to get the issue sorted out. Following are the documents which are essential to transfer the title of an inherited property. Registered will Although the law does not require the bequether to register his/her will, experts have strongly suggested that bequethers should get their will registered. Even writing the will on a piece of paper will be considered a will but if it is registered, it becomes a valid document that can be presented in the court. A registered will can also be revised by the bequether.

inheritors, copy of the ration card, bank statement of the heirs etc. These documents are needed to prove that the heirs are indeed the rightful successors. In case of old properties, the original purchase deed of the property may also be needed along with the registration documents. Many a times, the original purchase deed may not be available. In such cases, the inheritors need to procure certified copies of the title deed from the jurisdictional registrar's office.

Succession certificate In the absence of a Will, the inheritors would need to obtain a Succession certificate from the court. A succession certificate can be obtained by submitting documents such as death certificate of the deceased, the birth certificate of the

The Encumbrance Certificate records and reflects all the transactions occurred in respect of an immovable property be it a sale, lease, mortgage, gift, partition, release, etc. Khata Khata is a record that shows the entry of the property owners details in the records of the Corporation/Municipality. It contains details such as name of property owner, type of property, property taxes paid/ payable etc. It is basically an evidence of who owns and possesses the property concerned. A common and possible question may arise in the minds of people as to how the Khata is different from registration. The registration document shows the purchase or sale of the property from one owner to another with various rights thereon, whereas the Khata shows the annual property taxes paid. Ideally, when registration of a property changes, automatically the Khata should also be changed in the municipal records. Unfortunately, that automatic 28

The person chosen by the NRI can be a friend, relative or even a professional. However, due to the difference of processes followed by various municipal bodies, it might be best to speak to a local lawyer about the case. The NRI can issue a PoA in favor of a local representative, authorizing such person to do certain specified and incidental acts/deeds. Such PoA should be duly notarized by an attorney in the country of the NRI's residence followed by attestation at the nearest Indian consulate in that country. This must be handled by the NRI in his country of residence. Next, the PoA needs to be registered in India (via adjudication

process) by paying requisite fees/stamp duty to the Department of Stamps and Registration. This can be handled by the PoA holder.

What if the PoA is misused? It is safe to give a PoA provided you clearly specify its purpose and keep a track of it. However, if misuse is detected at any point then the NRI should take immediate action to revoke the PoA followed by a newspaper publication of such revocation thereby deliberately notifying the general public. General PoAs (that is PoAs with open ended/blanket/broad powers) should be avoided at all times. Through the PoA, the acts of the holder are akin to acts as if they have been carried out by you. So you cannot claim misuse if you have given a very open ended PoA. Also, It was seen that misuse of PoAs usually happens within families and relatives. Blind trust without checkpoints and the sensitivity of personal relationships makes this a difficult space to tread. Most property related legal problems for NRIs stem from here, experts have said. How to avoid complications with respect to inherited property? 路Ensure that a Will is made and duly registered. One can always draft a fresh Will anytime and have it registered again. The last registered Will is the one that will be used. Ensure property matters are discussed and clarified between siblings so that there are no complicated legal wrangles later on. 路Ensure that documentation required for each property to establish ownership is mandatorily done. In some cases, the property continues in peaceful enjoyment without mutation (transfer of records to the next successors) for generations. This kind of a situation is like a volcano which will explode should relationships go bad. Moreover, the more the number of successors, the more the complications. Even with good legal knowledge, it is better to consult a legal expert in case of incomplete documents to avoid complications. Once such complications start, they will suck the inheritor inside them like quicksand. Therefore, it is best to take expert advice before proceeding in such cases.

Unofficial Ponds of Hyderabad on Roads After Rains

A

(An overview of drainage woes in the city)

s the heavy drops of rain fall on the ground and the air is rent by the musical sounds of raindrops pattering against the surface of earth, the whole city comes to a standstill. No matter how important a work someone may have or how significant an activity there is to be undertaken, the majestic blanket of falling rain makes everyone bow their heads and seek shelter nearest to them. The downpour intensifies, and with it come moments of unexpected relaxation for many people. The rain finally stops. The stranded public, who had bowed to the force of nature, or rather, who had stood to enjoy the unexpected moments of relaxation; finally steps out to enjoy the freshened air, the cleaner environment and the calmer atmosphere. However, with the first step, all this heavenly relaxation vanishes and is replaced by the anxiety of having to navigate through the 'unofficial' rivers of Hyderabad: roads after the rains. As the public, pedestrians and vehicle commuters alike, try to find a way to move without having to swim or float, 30

the earlier perception of relaxation vanishes and the downpour which had seemed a boon, turns into a curse. The calm atmosphere is rent by screaming vehicles trying to find a way to through the 'unofficial rivers' without lodging water in their engines. Within minutes, traffic jams occur and the waterlogged roads become more difficult to navigate then even minefields. The reason for all these problems: Improper drainage system. What is Drainage? Drainage is the removal of wastewater from the ground level or sub ground level, usually accumulated when humans utilize clean water for domestic or industrial purposes. The removal of excessive water (like storm water) is also included in drainage. Draining waste or excess of water is nothing but an activity of recycling; because once used, the water should be sent to the appropriate place where it can be recycled by natural means or treated through artificial means. The activity of drainage can be done through natural or artificial means.

Rivers and streams are the best examples of natural drainage systems while constructed water canals and drainage through pipes are some examples of artificial drainage. Artificial drainage is carried out where the channels of natural drainage are not reachable. In other words, artificial drainage is nothing but a bridge between the waste or excessive water and the natural drainage channels. The rise in population, advancement in urbanization and industrialization has made it necessary to create artificial drainage system so that the wastewater is not accumulated in clean water bodies. As jungles and vegetated areas are being reduced and are replaced with concrete structures, the area loses its ability to absorb water, which is accumulated in natural channels of drainage, flooding them and sometimes choking them. Thus, it is essential that artificial drainage systems be constructed to avoid the flooding of natural and traditional drainage systems. These artificial drainage systems are referred with many names, most common of them is 'Sustainable

HUE AND CRY

HUE AND CRY Drainage System' or 'Sustainable Urban Drainage System.' Artificial drainage systems have been into existence as long as the 2200 BC as artificial drainage system was found at the historical sites of Mohan Jo Daro and Harappa.

Benefits of Artificial Drainage: ·Artificial drainage prevents water pollution Artificial drainage prevents water pollution by directing the wastewater into separate channels and preventing it from contaminating the clean water bodies before being treated. ·Slows down the runoff of surface water As urbanization is increasing, the area which earlier used to absorb water is now covered under various built up structures, thus the run off of surface water has increased, which means that less water is being absorbed and more water is being channeled into the main water body channels, causing their flooding. Artificial drainage prevents this as it provides alternate channels for the excess water. ·Prevents flash floods The major benefit of artificial drainage is that it prevents flash floods. Even in case of torrential rains, a functioning and well-planned artificial drainage

system will easily direct the excess water to the drainage channels, lessening the burden on natural drainage systems. ·Recharges ground water, preventing drought Artificial drainage system also recharges the ground water and prevents droughts, which might have occurred in the absence of artificial drainage systems. ·Creates greener and better living places The presence of functioning and wellplanned artificial drainage systems provide a balance in the ground and surface water level, helping in maintaining greenery in the region. Drainage system in Hyderabad: The drainage system of Hyderabad is reeling under several serious problems. Although the government has been trying to improve the system, the efforts are like bandaging a wound repeatedly instead of trying to heal it. The government had formed the Hyderabad Metropolitan Water Supply & Sewerage Board on November 1, 1989 to improve the drainage systema s well as the water supply. However, the drainage problems remain a stark stain on the city's name. The sewage of the city and its new growth areas is a story of neglect and

disrepair. While the city of Hyderabad is struggling to keep up with its sewage network and claims it now covers some 70 per cent of its area and reaches some 60 per cent of its people or a bit more, the surrounding municipalities with a population of 0.2 million or more and an area of over 370 sq km have virtually no sewage network to speak of. The area, obviously, has a long way to go in terms of coverage and treatment and disposal of its waste as less than half of it is covered officially. Drainage woes in Hyderabad: o Inadequate drainage system The first and foremost problem is the absence of a proper and well-planned drainage system in Hyderabad. The existing drainage system is a criss-cross of old and modern drainage waterways and pipes, tangled and intertwined in such a way that in no way they can be called well planned. The nature of the existing drainage system is like that of a wound which is being bandaged repeatedly with no efforts to heal it once and for all. ŸLack of proper planning of residential areas Drainage systems rely heavily on the planning of residential areas. The planning of residential areas is a very important aspect, which deeply affects

the drainage system. A well-planned residential area will increase the possibility of constructing a good drainage and sewage system while unplanned residential areas or poorly planned areas will hamper drainage and will restrict the maintenance of the existing systems. ŸLack of maintenance of existing drainage system Even the best and most modern of the drainage systems need periodical cleaning and maintenance. The existing drainage lines in the city are either not cleaned periodically or their damages not improved, resulting in clogged or dysfunctional lines. ŸLack of proper system for disposal of solid waste Accumulation of solid waste in the drainage lines lead to clogging which in turn leads to flooding of the nearby areas. The flooding may result in all kinds of problems like diseases and contamination of clean water etc.

Impacts: A report by the UNO's World Health Organization states “Removing storm water and household wastewater (sometimes called “sullage”) is an important environmental health intervention for reducing disease. Poorly drained storm water forms stagnant pools that provide breeding sites for disease vectors. Because of this, some diseases are more common in the wet season than the dry season. 32

Household wastewater may also contain pathogens that can pollute groundwater sources, increasing the risk of diseases such as lymphatic filariasis. Poor drainage can lead to flooding, resulting in property loss, and people may even be forced to move to escape to move to escape floodwaters. Flooding may also damage water supply infrastructure and contaminate domestic water sources. The lack of proper drainage systems has affected Hyderabad in many ways and put a negative impact on the environment as well as the living conditions.

The major impacts suffered due to the lack of proper drainage systems are: Pollution: The lack of proper drainage systems has resulted in wastewater being forwarded to clean water bodies, resulting in serious pollution. Water bodies like Himayatsagar, Musi River and Hussainsagar have been polluted due to the channeling of untreated wastewater in them. Floods and submersion of roads Even after a slight shower, many roads of Hyderabad turn into rivulets, resulting in frustrating traffic jams all over the city and difficulty in commuting for the pedestrians as well. Floods are also caused in the absence of proper drainage systems for storm water. Unattended manholes and constant digging causes damage to roads and this is because improper drainage system. It is caused by taking temporary measures instead of permanent ones. Health problems The clogging of drain lines also result in serious health issues as accumulated dirty water brings diseases and inhibits a sense of nausea in the people living around. In Hyderabad, nearly 1700 people die every year due to pollution, a report says. Among them, a large number die due to water pollution. “An analysis of data from the Ronald Ross Institute of Tropical Diseases, a major referral hospital for poor people

HUE AND CRY in the city, found water-borne diseases were the major cause of mortality; diarrhoea cases were increasing as well." says the report submitted by Centre for Science and Environment, a New Delhi based research organization. Contamination of clean water Another major problem caused due to lack of proper drainage systems is contamination of clean water. When the wastewater does not get any proper outlet, it affects the clean water residing in the ground, which is consumed by the public. Despite its five water treatment plants, Hyderabad's water is contaminated. Many areas of the city, especially the poorer and slum areas do not get clean water.

Solutions: Since Chief Minister K. Chandrashekar Rao has come to power with the formation of Telangana, he has promised to turn Hyderabad into a global smart city. However, improper drainage is one of the many hurdles his government faces to convert Hyderabad into a smart city. The nature of the problem is such that it should be addressed before many other problems because many other parameters of a global smart city like roads etc cannot be developed before improving the drainage system of the city.

1. Proper planning The foremost solution to address the problem of the city's drainage is: understanding it as a major problem and hiring experts to plan it out. Mere sanctioning of monetary resources will not address the problem. The government should hire global experts, preferably those who have contributed in planning drainage systems in smart cities around the world. 2. Empowering and improving the Hyderabad Metropolitan Water Supply & Sewerage Board The government should give more autonomy to the Hyderabad Metropolitan Water Supply & Sewerage board. But it should also increase its transparency and the board should have more accountability. The board should work more professionally and should conduct proper researches and analysis before mounting any project. In the past, it has been seen that several projects undertaken by the board have ended up unsuccessful due to lack of

proper planning. The board also needs better skilled work force and more expertise in its man power. 3. Treatment of wastewater If utilized properly, wastewater can turn into a valuable resource. Currently, the wastewater of the city is nothing but a serious hazard. Much of it is disposed off without proper treatment. This is both a loss and a source of pollution for water bodies. If treated correctly, it can be utilized for irrigation. This is already in practice by several economically weaker sections of the society, but it is not being done on a planned basis under the government. Treatment of wastewater will also reduce the pollution of the water bodies. The government should increase the number of treatment plants. 4. Special drain lines for storm and rainwater The Chief Minister has already announced that the government will construct rainwater drainage lines to solve the road-flooding problem permanently. The Chief Minister had added that this will be done by reclaiming the encroached property besides the roads. If the construction of such drainage lines takes place then it will solve the problem faced by the public after rains. 5. Funds Although this may seem an internal administrative issue of the water supply

and sewerage board, but it has been noted that the fund allocation and collection system of the board is also lacking required competency. According to a report, about 80 per cent of the board's water supply goes to domestic consumers, but only 40 per cent of its income comes from this group. This is basically due to low tariffs, incremental block tariff structures and (despite the board's best efforts) inefficient bill collection system because of nonfunctional meters. 6. Removing Lack of communication between residents and the city administration The administration should be more connected with the citizens in order to ensure that problems are solved. To solve problems, it is essential to identify problems. Owing to the vastness of the city area, identifying drainage problems is possible only with the help of citizens As mentioned above, the drainage and water supply system of a city is not a matter to be taken lightly. A city's development and its health ratios are very much dependent on the management of its wastewater and the allocation of clean water to its citizens. Studies have been undertaken previously by concerned individuals as well as several organizations. The government should take the initiative of going through all these reports and formulate a strategy to effectively solve the drainage problem prevailing in the city. Twin Cities

HOUSING

Living in Gated Communities Pros & Cons

T

he great Greek philosopher Aristotle rightly said "Man is by nature a social animal." The nature of human beings is such that they can thrive only if they are connected with other human beings. Whether similar or different from them, people like to be connected with other people socially. The selection of a Home, the place of ultimate relaxation for everyone, is also influenced by the urge to have it in a socially sound setting and good environment. The importance of a safe and good environment plays a significant role when deciding to buy a property, specially a home. We had discussed this in more detail in our previous issue in the article titled "The Science of Good Neighborhoods." In short and simple words, people want a home which is surrounded with good people and good environment. With the rise of population, the housing woes in every city have intensified, resulting in people getting more and more careful when buying a property. Usually, people in India save their money to buy a home with the intention of inhabiting it for the rest of their lives. This, naturally, makes them highly selective when deciding an area to live in. Gated communities have emerged as 34

a timely solution to ease the buyers' anxiety and selection when buying a home. Although housing experts have explored many aspects of gated communities, including their advantages and disadvantages, the actual suitability of homes in gated communities differs from buyer to buyer depending on various factors. The major factors, which influence the suitability of a home in a gated community, are: ·City/region of residence As the social environment varies from region to region, the city of residence plays an important role in influencing the minds of buyers to buy a home in a gated community. A city with high crime rate will naturally induce the buyers to select gated communities over lone houses whereas a lower crime rate may induce the buyers to go for a lone house to save costs. ·Population. The population of a city is also a significant factor influencing the decisions of buyers whether to buy a gated community or a lone house. A city with dense population will make the buyers more inclined to buy a home in gated community as the buyers will welcome a quieter and peaceful environment and will be ready to bear

the higher costs. On the contrary, a city or town with less population may make the buyers go for a lone house as the quiet and peaceful atmosphere may be attained in a lone house too in a less populated region. ·Family Size Many a times, families with many members do not favor a gated community as the increased numbers result in a greater sense of security. However, a smaller family usually feels insecure living in a lone house and feels more secure in a community. ·lifestyle S ome people have a rather outgoing personality and like to live in the midst of people. They like interacting with others and socially active. Such people are more inclined to buy a home in gated communities as it will mean more social interaction. On the other hand, some people are not comfortable living in the midst of people and like more privacy. Such people usually go for lone houses rather than buying property in a gated community. Housing experts have thoroughly explored the advantages and disadvantages a gated community poses for its residents. Following are some major advantages and disadvantages

HOUSING commonly cited with regard to the gates communities. 1. Security The greatest advantage of a gated community is the improved security it provides. Gated communities are the forts of this age. Being physically protected by walls and gates manned by security guards, the residents have more security when compared to lone houses. Manned security gates and walled areas minimize the comings and goings of unknown people and prevent possible perpetrators of crime from entering the area. 2. Privacy Another advantage of a gated community is the privacy it offers. The walled area instills a sense of confidence among the residents and they feel more independent inside the area, especially women and children feel more safe as the residents of the community are usually known to them and they feel shielded from outsiders' eyes. 3. Sense of community A Gated community also inhibits a sense of community among the people as the residents feel closer to each other socially due to living in the same area and sharing the same amenities. A gated community fosters positive social interaction and neighbors & other residents can be counted upon for help in times of need. 4. Amenities Many gated communities offer amenities like parking, play areas for children, gyms and other recreational facilities. Although the residents have to pay for them periodically, it is still a great advantage to get such facilities near the home. 5. Eco-friendly environment Gated communities have a eco-friendly environment as they are usually surrounded with gardens and greenery. Having a green environment around the home leaves a huge positive impact on physical as well as mental health of the inhabitants. It offers more relaxation and peace when compared to houses that do not have such environment due to lack of space. 6. Less traffic and quieter atmosphere Gated communities prevent the entrance of unsolicited vehicles in the area and prevent unwanted traffic. Walls and manned gates reduce the air and noise

pollution to a substantial level and offer a more peaceful and quieter atmosphere to the inhabitants. These are some of the major advantages a home in a gated community offers. However, like any other thing, gated communities do have some aspects that are disadvantageous for its inhabitants. Following are some of the aspects of gated communities that are considered disadvantageous.

Disadvantages: 1. Higher cost The main disadvantage of buying a home in a gated community is its high prices. A house in a gated community may cost more than a normal lone house due to its exclusive features. 2. Maintenance Another disadvantage of buying a home in a gated community is the maintenance. As the area is walled up, the roads and other aspects should be maintained by the residents themselves. Residents have to pay a periodical amount for all the facilities they use and for the maintenance of the shared infrastructure. 3. Inconvenience for visitors The walls and manned gates of gated communities are for the safety of the residents. However, this may prove cumbersome for visitors as they will be denied access or will have to wait till they are cleared. This may cause annoyance to the visitors.

community members Although the inhabitants of a gated community are shielded from outside, they may feel that their privacy is being invaded by other residents of the community. Living in an enclosed community is bound to make the members know about each other than they may like to share. 5. Social Isolation and paranoia Gated communities create social paranoia due to the security-oriented life-style. The residents may become separated psychologically. Gated communities tend to separate residents from the surrounding area, leading to a sense of isolation. They also tend to add another layer of authority, in the form of rules, regulations, associations and deed restrictions, which requires further attention and care on the part of owners and can lead to conflict. Impact on Realty Gated communities can impact the local real estate economy economy in several ways. The homes inside gated communities tend to retain their value better during market downturns. Along with the high-income residents who populate many gated communities, this can offer a tax boost to the municipalities that include gated communities. However, gated communities can also encourage economic inequality by creating a physical barrier between high- and lowincome neighborhoods. The presence of a gated community can actually cause home values outside the community to suffer by comparison.

BAMBOO The Emerging Construction Material

F

rom its long staffs used in Indian martial arts to the strong material in furniture, Bamboo is no alien material for us. Bamboo is a type of grass, usually found in tropical regions. Long, flexible and strong, it has been considered by many as the 'tree of life'. It is a fast growing natural resource Bamboo's biomass generation is unsurpassed in the plant kingdom. In many parts of the world, bamboo is used for building houses and other construction purposes like reinforcement in cement walls. It can even be used as scaffolding when building tall buildings. (Scaffolding refers to the skeletal structure built around a structure to help the workers in construction.) It can be flattened out to form boards for fine wood floor. Houses made of bamboo are internationally considered earthquakeproof. Bamboo is also used for several other purposes such as building ladders or furniture. In addition, some species are cultivated for culinary purposes because they are a staple ingredient in many parts of the world. 36

In developing countries, it is a basic raw material with numerous traditional uses. Bamboo has many applications in rural industries (handicrafts, furniture, utensils and houses) and is also widely used in modern wood and paper industries. Governments, research institutions, and private enterprises are taking increased interest in the environmental and economic possibilities of bamboo. In the last decade, there has been a boom of manufacturing industries utilizing bamboo worldwide. Benefits and advantages Its' unsurpassed elasticity, combined by strength and various other factors has made bamboo the solution for the construction industry, especially in the view of rising prices and diminishing construction materials. As a construction material, bamboo has a lot of benefits and advantages. Some of them are: Elasticity Bamboos are highly elastic in nature and can withstand considerable physical

stress. Its' elasticity also means that it can be used and customized much more independently than other materials. Abundance Another advantageous feature of Bamboo is its abundance. Bamboos grow fast and grow more than other trees. Bamboo is one of the fastest-growing plants on Earth, with reported growth rates of 250 cm (98 in) in 24 hours. However, the growth rate is dependent on local soil and climatic conditions, as well as species, and a more typical growth rate for many commonly cultivated bamboos in temperate climates

BUILDING TECHNICALS

is in the range of 3–10 centimeters (1.2–3.9 in) per day during the growing period. This high rate of growth means that Bamboo is much more abundant (and can be made more abundant in a short period) when compared to hardwood trees. Health friendly The usage of Bamboo in building leaves highly positive implications on the health. Being a natural resource, using Bamboo is much better than using other man made sources of building. Bamboo renders a natural feeling of contentment and relaxation, which no artificial resource can provide, even in its most luxurious form. Resists Earthquake Bamboo houses are internationally revered for their resisting ability because of their elasticity. Bamboo is one of the most sustainable building materials on the planet that provides earthquake resistant structures. If built properly, Bamboo houses can survive earthquakes and even withstand hurricanes, as witnessed in numerous incidents. Architect Oscar Hidalgo, who dedicated his life to bamboo research, and teaching the world about the limitless possibilities of this remarkable plant, once built a country club kiosk 23 meters in diameter using this material. Five days before the opening ceremony, there was a hurricane which distorted the building extremely, moving the kingpost 90 cm off-centre. After only two

hours of working with a winch, however, the structure was successfully moved back into place without collapsing. This was the incident, which made Oscar Hidalgo promote Bamboo as a building material. Environment friendly Bamboo, both as a material and as a plant, is highly eco-friendly. Using it as a building material will minimize the use of other artificial materials which affect the environment negatively. Cost Effective Keeping in mind its various benefits, the usage of bamboo as a building material is highly cost effective as it cuts costs in many ways. The extra building materials required in building a Bamboo house are fewer compared to the houses built by other resources.

Usage in construction

The main characteristic features, which make bamboo as a potential building material, are its high tensile strength and very good weight to strength ratio. It can withstand up to 3656 Kg/cm2 of pressure. It can be easily worked upon by simple tools and machines. The bamboo-based house has a very low weight therefore foundations can be minimized. For wall construction are used wall panels, assembled from split bamboo grids and chicken steel mesh and plastered with cement mortar. Basic materials for house components (bamboo, wire, bolts, chicken mesh, and cement) are inexpensive. Bamboo can tolerate high values of deformations in the elastic range i.e. possesses high elasticity. Therefore bamboo houses when properly constructed are ductile i.e. able to sway back and forth during an earthquake, without any damage to the bamboo poles. Bamboo wood possesses several times more biomass than traditional hard or soft woods. Furthermore, bamboo requires only 0.02% of the energy resources used by steel, 12% used by concrete and 40% used by lumber to obtain one unit of building material with an identical load capacity. It is the ecological choice when it comes to building materials and it is gaining popularity because of the sustainability trend in modern architecture. The hollow tube shape of Bamboo gives a strength factor of almost 2 times more than a solid wood beam. Some species of bamboo have twice the compression strength of concrete and roughly the same strength-to-weight ratio of steel. Certain bamboo withstands up to 52,000 pounds of pressure per square inch. Due to its flexibility, bamboo structures have withstood hurricane winds in excess of 170 MPH. ·Depending on the species, 3 to 5 year old bamboo is best for construction purposes. ·The bamboo should be harvested in dry season in order to avoid fungus attack and excess pole moisture. ·Use the appropriate species for the particular application. ·Do not expose the bamboo poles to direct sun, moisture and rain. ·Use only straight portions from the bamboo culms for construction poles. ·Poles should be treated against insects and fungus. construction: i.Bamboo Trusses The bamboo has strength comparable to that of teak and sal. An experiment with the construction and testing of a 4m span truss made of round bamboo and different jointing techniques for webchord connections gave results that were matching with the strength of timber. ii.Bamboo as roof skeleton: It consists of bamboo truss or rafters over which solid bamboo purling is laid and lashed to the rafter by means of G.I. wire. A mesh of halved bamboo is made and is lashed to the purling to cover the roof. iii.Bamboo walling/ceiling: As the bamboo material is light in weight it is more advantageous in earthquake prone areas and its chances of falling are very less, it is suitable for walling as well as ceiling. Even it falls it can be re-erected easily with less human and property loss with least efforts and minimum cost. Bamboo walls can be constructed in different modes like. ·Whole stem, halved or strips of bamboo can be nailed to one or both the sides of the bamboo frame. ·Split bamboo mats can be fastened to the bamboo posts or mats can be woven, mud can also be applied to both sides of such mats. ·Bamboo strips nailed to bamboo frame or posts for interior walling. ·Cement or lime plastering can be done on the mud covering for better appearance and hygiene. 38

·It has been found that the bamboo in the vertical position is more durable than in horizontal direction. For partition walls only single layer of bamboo strips are used. iv.Bamboo Doors and Windows: Bamboo frames can replace timber frames appropriate to function. Bamboo mat shutters fixed to bamboo frame or a panel of bamboo board fixed to the frame, which is hinged to the wall, can be used as doors. Small framed openings hinged to the top in the wall can serve as windows. v.Bamboo Flooring: Bamboo can be used as flooring material due to its better wear and tear resistance and its resilience properties. Whole culms act as

frame work and the floor covering is done using split bamboo, bamboo boards, mats etc by means of wire lashing these to the frame. vi.Reed Boards: Reed boards are made by flat pressing the reed at high temperatures. These reed boards are used in elements like flooring, walls, ceiling and roofing. They can also be used for partitions, doors, windows etc.

Bamboo plays a highly positive role in preserving the global environment. In a world where pollution has become an uncontrollable beast, Bamboo has emerged as nothing short of a messiah. Its' positive impacts on the environment has garnered attention of scientists as well as environmentalists who have taken up to propagate it as a construction material. Following are some of the major positive impacts the usage of Bamboo leaves on the environment. 1. Fast rate of growth Bamboo's environmental benefits arise largely out of its ability to grow and spread quickly, without the need for fertilizers, pesticides or much water. Unlike other trees, Bamboo has a fast rate of growth, which means that it deforestation wont affect the environment as it will grow back in a couple of years. Bamboo is a selfregenerating natural resource; new shoots that appear annually ensure production after individual culms are harvested.

BUILDING TECHNICALS

In simple words, a sixty-foot tree cut for market takes 60 years to replace. A sixty-foot bamboo cut for market takes 59 days to replace. 2. Provides stabilization in soil Bamboo retains soil and lives on even after harvesting the culm or stems. Its closely growing culms provide a high level of sustainability to the soil where it is growing and prevents it from being washed away. 3. Can grow even on degraded land Another interesting fact of Bamboo is that it can grow even on degraded land. After the nuclear bombing of Hiroshima and Nagasaki, the first plant to grow on the soil was of Bamboo species. 4. Enriches the soil Studies have found out that Bamboo enriches soil with beneficial microorganisms, resulting in increased fertility of soil. 5. Absorbs Carbon-dioxide, converts it into Oxygen Bamboo captures huge amounts of carbon dioxide, which they generate, and converts it into oxygen. Bamboo does not release the trapped Carbondioxide as it stays captured inside the plant, even after the harvested timber is used in value added products for construction, flooring, panels, etc. it still

functions as a carbon sink. According to the Zero Emissions Research Institute (ZERI), a bamboo forest can sequester 17 times as much carbon as a typical tree forest. Some species grow as much as 39 inches in a day 6. Regulates and saves rain water Bamboo regulates the quantity and quality of water, which are essential characteristics when managing watersheds. Bamboo forests also serve for sediment control. They form a sort of wall that prevents the loss of flow in rivers. According to a study, One hectare of Guadua Bamboo (a species of bamboo) can store over 30,000 liters of water in its culms during rainy season which it gradually deposits back in the soil during dry season. 7. Provides habitat for wildlife The temperature combined with a gloom atmosphere that occurs inside a mature forest of bamboo, greatly favors the establishment of different animal species and under-story plants that prefer to grow in these conditions. 8. Bamboo Beautifies the Landscape Bamboo, that grows near rivers and streams form spectacular gallery forests that enrich the landscape. Bamboo forests, due to the different stages of development of their individual stems, generate a wide variety of greens that

enrich the landscape in contrast to other crops or plants nearby. 9. Treats waste water Due to bamboo's high nitrogen consumption, bamboo helps mitigate water pollution, as it takes in and transforms nutrient wastes when planted alongside manufacturing zones, intensive livestock farming, and sewage treatment facilities. he sun rises in the east and sets in the west like it has done since centuries. With each rising, we too rise and begin the everyday ritual of getting ready and setting out for the day's work. However, it's not the green forests we travel through, jungles of grey concrete have taken their place. It's not the herds of cattle or horses we join; on the contrary, we join the herds of smoke puffing vehicles which have replaced the cattle. It's not the neighs of horses we hear now; rather it's the whirr and groans of heavy engines whose sounds fill our ears. Faces covered to provide protection against the smoke, ears plugged to muffle out the sounds of these machines and eyes screened to save it from the fumes rising everywhere. This is how we start our day and this is how we end it, in an environment of grayish 40

fumes, deafening noises and polluted air. Imagine, when you return home, there awaits a spot of greenery for you. Which maybe small yet well kept, which will provide you with a breather of fresh air, moments to relax and reduce your stress and which also proves to be a source of food for you and your family. For us, whose eyes have long since craved for greenery, this may sound like a fairy tale. It is, however, a tale which may come true for you through an activity called vegetable or kitchen gardening. Vegetable gardening is the simple activity of growing vegetable plants in the backyard of a house or any suitable place. It neither requires much space nor many resources. On the contrary, it provides food for the household and can be a very

good opportunity to relax from professional or personal stress. Even a little patch of a vegetable garden can prove to be a relaxing retreat where a person can let go of his mental burdens and enjoy the greenery, fresh air and the earthly smell of the soil. Benefits of Vegetable Gardening: Anything that connects us with nature is beneficial for us. Both mentally and physically. So, gardening, in any form is beneficial for us. The smell of soil combined with the sight of green leaves and their tenderness does wonders for our mind. The activity of gardening has been suggested as stress decreasing measure by doctors and psychology experts all over the world. ENVIRONMENT Potatoes:

Another most common choice for many vegetable gardeners is potatoes. Potatoes can grow in any normal climate all over India provided the climate is not excessively cold or rainy. They need a well-drained and fertile soil to grow. Potatoes are grown in all types of soils, but light, well-drained sandy loam soils are best suited. In India, maximum area under potato is in alluvial soils, followed by hill, black and red soils. To produce potatoes, fresh potatoes should be sown in small clusters in the soil. As they are root vegetables, they should be sown a little deeper. Onions:

grown should be away from water as even a slight excess of water can prove to be destructive for onions. Onions can be produced by sowing their fresh bulbs in small rows, just below the surface of the soil with the tip facing upwards.

An essential vegetable for every household, chillies can be easily grown in a home garden. Chillies need a well composted soil which is easily drainable. Chilly seeds should be planted in rows in such a place which gets good sunlight as heat is essential for their growth.

Carrots:

Eggplants or Brinjal:

Another most commonly grown root vegetable among the gardeners is carrot. Highly beneficial and filled with nutrients, carrots need soil which is easily drainable. Excess of clay in the soil will damage the crop. Sand can be mixed in the soil to ensure that the water drains down easily and swiftly. Being long root vegetables, carrots should be planted in deep containers or bags. The containers must contain holes for water drainage and the soil must be loose. Carrots take nearly two months two grow.

Another widely consumed vegetable which can be easily grown in a home garden is Brinjal, also referred to as the eggplant. Brinjals need fertile soil and a patch which is not situated in a shadowy place. The soil should be a little sandy and loamy. The patch where brinjals are being grown should not be exposed to excessive flow of water or the plants and their roots may get infected and rot. Mint Leaves:

Chilies:

Onions need a comparatively cold climate. Onions need a fertile soil which is friable, i.e, which is of crumbling nature. The patch were onions are to be 42

Protecting the Walls A Guide To Basic Wall Care

W

alls are the most defining aspects of a house. They are the greatest and most prominent reflectors of the quality of the structure's construction as well its design. Walls are also the most important part of a structure as they form the structure's main body. A house is nothing but walls sheltered with a roof. Therefore, it is essential that walls are planned well during the construction and taken care of afterwards. In India, the diverse nature of climate and building materials make it a tough job to maintain the look as well as the strength of walls. Rain, humidity, heat etc. affect the interior walls negatively, spoil their look, and weaken them. In order to prevent the weakening of walls and their disfigurement, one must plan right from the painting of the walls in order to maintain them and prevent any damages to them. Following are some tips for wall care and maintenance. 1. Deciding the right type & colour of the paint When the building of a house is completed and the final touches have been given, the first thing, which is carried out, is the painting of the walls. Many people fail to understand that

paint plays a very important role in the future preservation and maintenance of the walls. The major mistake people do while deciding paint for their walls is: selecting the colour before the type of paint. Colour should be selected only after deciding what type of paint is to used for the wall. When determining the type of paint, it must be realised that a single type of paint won't be suitable for all walls. Some rooms are used extensively and more frequently while some are used rarely. Based on this, the type of paint will also vary from the walls of room-toroom. Kitchens and bathrooms are places, which are under extensive and rough use. In such places, glossy type of paints are best suited as they are easier to clean and don't get stained easily. Walls with glossy paints can be wiped with a damp cloth. These types of paints are more suitable for kitchens, work & and utility areas. Many people prefer tiles in bathrooms, which is also a good idea. Living rooms and bedrooms etc. can be painted with other types of paints like satin or latex etc. depending on the budget and taste of the owner. The colour of the paint should also be such that it matches with the usage of the room. For example, a bedroom,

which is a place of relaxation, should not be painted in active vivid red; likewise, a work place should not be painted in too dull a colour which may inhibit a sense of laziness. 2. Periodical cleaning The walls should be cleaned periodically to prevent dust and grime from accumulating on them. Right after it settles, dust is easy to remove and will be blown away with a simple dusting. However, if left unclean, it will get stuck to the wall, making it nearly impossible to remove without damaging the paint. Some experts have also suggested the use of vacuum cleaners to clean the walls. However, simple dusting with a dry cloth will also suffice. Cobwebs should also be removed as regularly as possible. 3. Wooden pieces for nails It is not possible for an Indian household to refrain from hitting nails in the walls. So, a better alternative is to provide with wooden pieces at strategic points in the walls during the construction itself. Small wooden pieces should be placed between bricks and strengthened with cement with their tips facing the main side of the wall in such a way that they are visible even Twin Cities

INTERIORS There are, however, some problems, which are beyond our control. Problems, which are not foreseeable, thus cannot always be prevented. Following are some of such problems along with their possible solutions. ·Leakage The most annoying of wall related problems is leakage. Leakage of water results in not only the disfigurement and damage to the wall but may also result in damage to the furniture too. Leakage seriously weakens the wall from inside and sometimes results in more leakages in adjoining walls. To prevent leakage, one must avoid drilling near the walls, especially where they are exposed to the exterior of the house. In case of leakage, it should be repaired as soon as possible, else, the leak may damage the wall and will start spreading to adjoining walls. It is advisable to take the advice of any expert engineer in case of leakage as identifying the source of leakage may not be easy.

completely separated from the wall due to the moisture and ugly patches of the cement layer beneath become visible. To avoid peeling of paint, before painting it, the wall surface should be thoroughly scrubbed with a sand paper in order to make it rough enough so that the new paint can adhere to it properly. Applying a primer will also be a good idea to strengthen the new paint on the wall. In case of peeling, flaking paint or formation of bubbles after it has dried up, the area should be scraped and the peelings removed after which it should be sanded. After sanding, if possible, some primer must be applied and the patch should be repainted. ·Mould and mildew

·Cracks

Cracks may appear in walls despite every possible maintenance. The reason cracks may be a slight calculation in the foundation stones or any other reason. Sometimes the cracks may be just on the outer plaster while sometimes they may develop in the actual brick structure. In any case, its necessary to have an expert evaluation to ensure whether it poses a serious threat. If yes, then it ought to be repaired immediately as it may fall and cause more damage or even serious injury. Even if the cracks are on the plaster, they should be filled to avoid insects from living there. ·Peeling/flaking paint Moisture sometimes makes the paint peel out from the wall. The paint is

Mould is a kind of fungus that develops from airborne spores. It usually grows in damp, warm conditions without much airflow, which is why household bathrooms and loft spaces often suffer from mould. It is often simply caused by humid conditions and lack of ventilation, but sometimes mould on walls can be due to plumbing leaks, both inside and outside the property. Badly insulated heating pipes can also cause a build-up of moisture behind the walls. Mildew is the name for the most common type of black mould on walls, characterised by spots that can then spread over larger areas if left unchecked. To find out if you have mildew on your walls, apply some bleach onto the affected area with a cloth. If the dark colour fades after a few minutes, it's mildew. If not, the patch is probably just dirt. To remove mould or mildew, a rough dry cloth should be scrubbed on the wall gently. Sometimes, the mould is not strong and can be removed with a gentle scrubbing. If the mould is strong, then a mixture of chlorine bleach or a good detergent may help. However, one must be careful while removing mould as its spores are sometimes harmful if contacted with human skin.

·Cobwebs and insects

Insects can pose a serious threat to not only the walls but also to the health of the residents of a house. In order to keep out insects, the house should be kept clean and all cracks and crevices should be properly covered. It's important to keep your home free of cobwebs, and not only because the look unattractive. Cobwebs pose a fire risk since they are very flammable. They attract allergens like pollen, dust and dirt, and can contain unhealthy matter, such as dead insects. To avoid cobwebs, spiders should be prevented from entering the house. The house should be debugged regularly as spiders feed on insects. ·Stains and grease Stains and grease on walls are a common (and ugly) sight in the utility areas of a home. Stains can be removed if the paint is glossy. Otherwise, if the stain can be removed by gently scraping off the alien material then it is possible to remove it, if not then the patch may have to be repainted. To clean stain and grease, a mixture of vinegar and water (in 50-50 ratio) is very effective. Apply the mixture on the stain or grease and gently rub it. Another effective mixture to remove grease or stain is : make a paste of baking soda and water and apply it on the spot. Let it dry and then remove the dried paste as the grease will also come out with it. The main care of walls start from the very beginning of construction. It depends on proper planning and the use of good quality materials while building it. Cleanliness solves nearly more than half of the problems when it comes to home care. So, cleanliness should be maintained to ensure a healthy life style and a strong & peaceful home. Twin Cities

Samsung delegation meets KCR with ideas for a smart city A delegation from Samsung Data Systems (India) led by its General Manager Dongsun Choi and Project Director Yound IL Kim called on Telangana Chief Minister K.Chandrasekhar Rao on Wednesday. The team made a presentation on the Central Clearing Housing Systems (CCHS) with specific reference to Hyderabad city. They apprised the Chief Minister that in various cities across the globe, there is

provision for contactless card-based CCHS system with one payment method. This helps their citizens for best convenience in public transportation such as Oyster card in UK, Octopus card in Hong Kong, Suica card in Japan. They said that these cards can make payment to various authorities of metros, buses, taxis as well as in the area of any retail shops. They also mentioned that CCHS is one of

the legacy systems for any metro city which will provide most convenience to all. Linking this, they said, smart cities could be better managed. The team further informed the Chief Minister about intelligent manufacturing, logistics, office, home, surveillance and smart education as part of smart city system. Mr. Rao told the delegation to come up with specific proposals for Hyderabad REAL ESTATE

city to make it a smart city and apply their experiences in a meaningful way. The Chief Minister advised them to have a meeting with City Police Commissioner for further discussions. It was agreed in principle to conduct a workshop shortly in this regard involving different stakeholders.

12 public lakes encroached; encroachers secure stay orders from court A total of 12 public lakes have been encroached which come under the jurisdiction of GHMC. It has been pointed out that a major drawback from the government's end is not serving legal notices to lake encroachers before carrying out demolition drives.

This costly mistake in turn enables the encroachers to approach the courts for protection of their properties and get stay orders with ease, say experts. Many encroachers also misquote the courts' orders and escape the axe.

GHMC starts clearing illegal structures on roadsides Indicating that the GHMC is serious about keeping streets free of encroachment for Metropolis World Congress and Charminar Pedestrianisation Project (CPP), the civic body embarked on a demolition drive amid tight security. Encroachments were demolished at Charminar, Princess Esra Hospital, CBS, Basanti Naka and near Pista House. While GHMC officials claimed that

shop owners were instructed to voluntarily pull down unauthorised signage, many property owners alleged that they were not given due notifications about the drive.

“There will be no lenient view whether Old City or new. Illegal structures will be pulled down wherever it exists,” he said while speaking on the sidelines of a programme held at ISB.

The Telangana state government will continue demolition of illegal buildings in Hyderabad said IT and panchayat raj minister K.T. Rama Rao, adding that the government would not discriminate between new city or old city when it comes to demolition of illegal structures.

Meanwhile, the war of words continued between the TD and TRS leaders. Mr Rama Rao hit back at Telugu Desam Kodangal MLA, Mr A. Revanth Reddy, on his allegations against the TRS government. He said the government was committed to developing a gaming city no

E-commerce is building the realty power in India matter what. “Contrary to belief, gaming city will provide employment to 50,000 people and not 15,000 as envisaged earlier. We will complete the project at all cost. Mr Revanth Reddy should have no doubt about it nor live with any illusion. We want to make Telangana state the number one in IT sector in the next five years,” he said.

The E-commerce sector's rapid changes is paving way for a boom in the real estate industry in India. The Indian e-Commerce industry witnessed the biggest consolidation earlier this year, when Flipkart acquired Myntra as competition for Amazon in the local market. Flipkart then went on to raise US$1 billion in fresh funding from new and existing investors this July, only to be followed a day later by Amazon announcing its intention of investing an additional US$ 2 billion in its India business. The third titan on India's current

e-Commerce turf—Snapdeal—has meanwhile raised more than US$ 200 million since January 2014, while its financial advisers are reportedly seeking an additional US$ 300 million from private equity investors. Ever since the new government's formal Union Budget announcement that FDI in the manufacturing sector will be on the automatic route—clarifying that, “…the manufacturing units will be allowed to sell its products through retail including Ecommerce platforms without any additional approval.
