Who are they fooling? The Telengana issue is finally done & dusted, after the massive political fallout. As a result of which Hyderabad city is made common capital for both the states for 10 years. Tall claims are being made by the ruling party, about making Hyderabad as a global city and very influential personalities even sold the dream of making the city , a so call 'smart city'. But the mute question is, do they really gear up or have the right intentions to make it happen or is this another bluff, which they conveniently use as a tool to manage vote bank politics.

Only mere words from chief minister's office will not suffice the purpose. The government has to stand up and deliver its promises which they have made to the residents of the city, otherwise their sugar coated lies will stand exposed. The public by all means have become smarter than the politicians, which is fairly evident from the just had general elections of 2014. So please don't fool us and get way with the promises otherwise be ready to face the hard consequences. Mr. Chief Minister are you listening?

If the present Government has the will & the courage to make this city a global city in true sense, then they should focus on the burning issues of serious traffic clouting all over the city & footpaths encroachments. To begin with the government should muster courage and rise above the vote bank politics, which favor certain section of our society for their vested interest and arduously address these issues which not only have become a nightmare to the Hyderabadi's but also, to the tourists who pour in from various part of the world. Foot path clean-up operations in old city as well as affluent places like Kukatpally, should be the immediate focus of the concern authorities, to begin with, which will pave the way for the na誰ve pedestrian to use the footpath, which are meant for their use and leave the roads wide open for normal traffic.

Property buyers fooled in Hyderabad Hyderabad: Private builders, helped by the Greater Hyderabad Municipal Corporation's town planning department, are fooling property buyers. Though occupancy certificates (OC) must only be issued after the entire project is completed, the civic body is granting permission letters when the project (mostly residential) is still on paper and without visiting the sites. Almost 90 per cent of the builders deviate from the original plan layout that is submitted to get permission to build. They sell the properties with inadequate facilities, promising the rest after the purchase is complete. Having taken the payment, they then vanish, leaving the buyer to cope with issues that arise out of any illegality in the construction. Anurag Basu who purchased a flat in Safilguda said, “A 2 BHK flat cost me Rs

28 lakh. The occupancy certificate for the project was displayed. However, the floor on which we purchased the flat was illegal; this was hidden from us. After we paid the entire amount we realised that the flat is unauthorised and we had to pay huge penalties to regularise it. In many places, developers get the OC for projects on disputed lands.” GHMC officials say that deviations on a plot size of between 200 sq metres and 500 sq metres can be controlled with the mortgage rule, but they are not able to control structures that come up on plots below 200 sq metres. According to the mortgage rule, a part of the structure is mortgaged to the corporation and released only after construction is done as per the sanctioned plan and the OC is obtained. “Many flat owners are not aware of

GHMC building regulations and are falling prey to builders,” said Dr G.V. Rao, a resident of Alwal. Buyers Beware As per the new building rules (GO 168), OC is issued by GHMC only if a building is build as per the sanctioned plan on plots over 100 squares meters. · Buyers should check the original plan layout and physically recheck if there is any deviation before purchase.

· Cross verification should be done with the final plan. Check property details and encroachments. · Ask GHMC officials to hold a field visit to check for variations in the project. · Ensure to note down details of the developers (Office address, alternative contact number)

Pattadar Passbook Ulitmate proof of land ownership Hyderabad: Making it clear that effecting the required changes in revenue records is the duty of revenue officials and not the common man, justice C V Nagarjuna Reddy of the AP High Court has ruled that possession of a pattadar passbook for a particular land is the ultimate proof of ownership and non-entry of such patta details in the records is not the concern of the common man. It is for the state to explain as to why it failed to update such details in its records. Only in cases where there is no patta can officials rely on revenue records for arriving at a conclusive decision about the ownership of the land, the judge said while disposing scores of petitions challenging the inaction of revenue officials in various cases all over the state. If a person is in possession of a piece of land for 12 years, then he or she can seek ownership over the same even in

the absence of any records, the judge said. Merely because details of the pattadar were not found in the revenue records, authorities cannot deny ownership rights to the pattadar over the land, he further said. The actions of revenue officials in leaving certain spaces blank or putting some dots in the resurvey and resettlement register have not been adequately explained by the state and hence this record cannot be relied upon as the sole criterion for deciding the ownership of a particular piece of land, the judge said. If private persons claim ownership of such land with the help of documentary proof, the state cannot straightaway reject such claims. If the state has any objection to such claims, then it has to approach the civil court and not vice versa, the judge said. The state can seek courts indulgence to declare it as the rightful owner of such land, the judge said.

Several petitioners across Telangana and Andhra regions complained to the High Court that revenue authorities are denying them their title and rights showing the entries in the revenue records such as Re-survey and Resettlement Register (RSR) and Town Survey Land Register (TSLR) as a pretext. The judge declared that in respect of estate and in am land, ryotwari pattas or occupancy rights certificates constitute title and protected tenants under the Hyderabad Tenancy and Agricultural Act 1950,having ownership certificates hold absolute title. Referring to disputes with regard to assignment land, the judge made it clear that an assignment made under BSO, prior to June 18,1954 in Andhra and patta granted under Laoni Rules before July 25,1958 in Telangana confer absolute title with right to transfer of the land.

Veedhi Shoola Roads or lines running right into the plot form different directions cause veedhi shoola(spearing road). These vaasthu defects are of eight types. In the diagram, they are shown in the certain forms, but actually, the plotroad formation could be different from what is shown. yderabad has a glorious history of around 400 years and it is renowned for its long-standing legacy of welcoming people from diversified cultural backgrounds. The credit of building its brand over the years cannot be taken away by any one particular religion, region, class, community, sect or a section of the people. Hyderabad belongs to India and all Indians have the right to live here and love its heritage. Though there were number of rumours and fears on owning properties post formation of Telangana state, the sales in real estate picked up in the past few weeks. It seems that Hyderabad has regained its past glory. The revival of the real estate boom in the city is evident with the gradual increase in Hyderabad property prices. Now that the uncertainty over the division

of the state has been put to rest, the political scenario is likely to stabilise and real estate players foresee a rise in land and property sales in the next six months. Andhra Pradesh Real Estate Developers' Association (APREDA) foresees a spurt in property and land sales in Greater Hyderabad limits soon after the general election. Property developers have been holding back from launching new ventures till the political dust settles in the state. “Greater Hyderabad has inherent potential to grow more than any other city in the country as it has abundant land parcels and is cheaper compared to other fastest growing cities in India. In addition, the city has well established infrastructure and transport, such as the international airport, and outer ring road, which is essential for business,” said Dasarath

Reddy, President, APREDA. Established IT companies, multinational companies, pharmaceutical and other private industries have already announced that they see no need to change their base from Hyderabad. Even if new cities are developed in the other parts of the state, companies would branch out to those regions but not shift their base. “During 2007-2009 AP state was vibrant with investors and land aspirants, especially NRIs readily invested in land and properties, buying several acres of land and villas here. After 2009, the trend came down drastically owing to political uncertainty,” said Anil Reddy Vennum, vice president, Federation of Andhra Pradesh Chambers of Commerce and Industry (FAPCCI). AP will be seen only after a capital city is identified and the infrastructure and development is taken up on a war footing. “Instead of waiting for 10 long years for growth in Seemandhra region, the government should take up infrastructural development on a war footing and establish it in three to five years by taking two steps at a time,� said Anil Reddy. Property prices may go up once there is stability in the market. Developers and realtors alike rejoiced the end of political uncertainty in the city, which they stressed, was at the root of the crisis prevailing in the property market over the last few years. While industry insiders were divided on the issue of Hyderabad losing some of its business to other major cities in the Seemandhra region hereafter, they unanimously maintained that the joint capital would see a drastic correction in realty rates that had touched rock bottom lately. "In the next two years, a revision in price is bound to happen. Right now we are selling at 60per cent of the rate that's prevalent in Chennai and this needs to be corrected soon," said C Sekhar Reddy, national president, Confederation of Real Estate Developers' Association of India (CREDAI). Given the cost of living in Hyderabad (cheaper than most other Twin Cities

metro cities) Reddy said he was optimistic of the local market pulling impressive investments in the future. Sandip Patnaik, managing director, Jones Lang Lasalle (JLL-Hyderabad) predicted a similar trend. According to him, the sector is expected to see an immediate northward growth in rates, of anywhere between 5per cent and 10per cent. "Post election, this is set to rise further to touch 15-20 per cent," he added. And this, sources said, would be irrespective of a temporary stagnation that the industry might face for a short three to six month period. "Due to immediate sentiments (over the T bill), the market may see some people holding back their investments for some time. But given Hyderabad's potential as a realty hub, that will change soon," said Mahavir P Agarwal, chairman, Koncept Ambience. Outstation developers too confessed to their faith in the local market and insisted that their projects in Hyderabad would continue undeterred. "As a business house, all we are interested in is returns. So given that the IT & ITeS industry, which has the highest buying capacity (of Rs 4,000 per sft and above), in the city, there is no question of us moving out of here. In fact, now with clarity on the bifurcation issue, we are ready to go all out

with our projects in the city," said R Suresh Kumar, head of Hyderabad operations of the Bangalore-based Prestige Group. While investors, especially those hailing from the Seemandhra region, are expected to put some of their money in their 'home ground', but that is unlikely to hamper the city's growth, experts reiterated. "The decision augurs well for both sides. Of course a lot of pockets in the Andhra region will now see development, but that will not be at the cost of Hyderabad. That's primarily because the capital city generates maximum employment at present. It will take a long time for any other city to even come close to it," elaborated Ashwin Rao of Manbhum Constructions. What would also work for Hyderabad is its "world-class infrastructure" complete with the IT corridor and Outer Ring Road - said D S Prasad, director of Aparna Constructions. "Also, there are a lot of government policies that investors in other cities (in Seemandhra) will have to battle before working on turning them into realty hubs," he added. Realtors in the city believe that Hyderabad will once again emerge as an investment destination which will lead to an uptick in real estate prices. The

In fact, one can easily find that Gachibowli, Kokapet, Maheshwaram and Adibatla stretch has a great potential for both residential and commercial establishments. With a few IT companies having already planned to establish their centres nearby, there will be a huge demand for the land here. Likewise, there are many other places.” Besides, the availability of well-developed infrastructure and transport connectivity, the city is likely to give a tough competition to other metros as an ideal investment centre in the coming years. “Nowhere in the country is a city where one can reach any place within 30 minutes to 45 minutes from any nook and corner of the city, except Hyderabad. The connectivity will be further enhanced with the metro rail,” says Ch Ramachandra Reddy of RV Nirman. Realtors say when that the Hyderabad realty market was doing well in 2007 on a par with the other metros the economic slowdown and subsequent political crisis

in the state had a debilitating effect on the city investment scenario. “In 2007, the real estate market in the country was at its peak. The land prices in Hyderabad were on a par with those in Chennai, Bangalore and Pune. When you compare the prices in 2013, the prices of other three cities have doubled but those in Hyderabad stagnated. If there is any increase in the cost of buildings, it is only due to the increase in labour charges and material prices,” said another realtor. For their part, buyers feel that investing in Hyderabad is the safest bet despite the talk that many cities in coastal Andhra are competing for the capital of the truncated state. “I agree there is a lot of speculation that cities in coastal Andhra are likely to become development centres in the near future. Though I belong to Vijayawada, it is better to invest in Hyderabad as the city has already got good hospitals and welldeveloped infrastructure,” says K Subrahmanyam, a retired employee of Singareni Collieries. Hyderabad is the most affordable residential markets out of the country's top seven cities of Delhi NCR, Mumbai, Bengaluru, Chennai, Pune and Kolkata. Clarity on Telangana issue is expected to

boost the absorption by the end of the year or early 2015, according to a recent survey by Knight Frank India research. The Hyderabad real estate has remained stagnant during 2013, with a drop in absorption by 4 per cent in the year 2013 compared to 2012. Approximately 16,500 residential units were absorbed in 2013. During 2010-2012, nearly 54,000 residential units were launched in the Hyderabad market. New project launches in Hyderabad peaked in the year 2011 and despite an improvement in demand, the unsold inventory levels inched up. New launches in Hyderabad have come down from 19,000 in 2012 to 16,200 units in 2013 resulting in a fall of 15 per cent. As of December 2013 about 24 per cent of the total available units in the primary market remain unsold in the Hyderabad market. Although it is not quite high as compared to other IT/ITeS driven markets, a healthy absorption rate is required to bring it down and sustain the prices. Like other residential markets in the country, Hyderabad witnessed a further slowdown in the year 2013. Factors, such as slow economic growth, rising interest rates by banks, high inflation and political instability among other factors have

A real estate project delay is not just a pain for the buyers but in most cases, adds to the woes of the developers too, who are already reeling under financial obligations. Moreover, a project's lifecycle has a symbiotic relation with not just the finances of the developer but also his future projects, thus, creating a vicious cycle of funding gap and business mismanagement. Developers cite the delays in getting approvals and clearances as the foremost reason for delays in projects. Take the example of Madhav Reddy, who booked a flat in one of the newly launched projects of Hi-Tech city area, in early 2008. He was promised that the flat would be ready for possession within three years, with a grace period of six months. To play it safe, Madhav even opted for a construction-linked payment plan. However, today, six years have already gone and he is yet to get possession of his flat. Every time he has approached the developer, various

reasons for delay have been cited, right from macroeconomic conditions to funding woes and approval delays, on part of the government agencies. The developer had his side of the story too – his own share of woes and list of approval processes being delayed, which would normally have taken only a few weeks. It is distressing to wait endlessly with no word of consolation coming across. Lakshmi Prasanna moved into an apartment in the Bachupally-Nizampet locality recently and she had to face a delay of 15 months before she could move into that dream house. “We have purchased a 2BHK for around Rs 22 lakhs, we started paying EMIs of Rs 15,500 from October 2012 and we had made a down payment of four lakhs rupees. We were supposed to move into the flat by January 2013. But we moved in just this month and there are many things, which are incomplete like the lift, which will take another two to

three months. Even the staircase flooring work is not complete. We had to stay in a rented apartment 15 months longer and we had to bear the monetary loss as we did not receive any compensation from the builder.” Delay in possession is not uncommon. There have been cases when the customers decided to opt out of the project. But when they did so the builder returned them the money after deducting a certain amount from the principal amount with no valid reason. There are many such examples which can be cited, but why a project gets delayed is the question and how do builders cope up with the delay is important to understand. Sarath Babu, GM sales and marketing, Ramky Estates says, “According to our experience projects have been delayed because of several reasons such as the political scenario of the state and the US economy melt-down. property tax is a tax levied on property that the owner has to pay. The tax is levied by the governing authority of the jurisdiction in which the property is situated. The tax may be paid to the national government, a state or a municipality. Multiple jurisdictions may levy tax on the same property. Property tax is commonly referred to as 'house tax' in India. It is a local tax on buildings, along with appurtenant land, and has to be paid by the owners. Two kinds of tax regimes are applicable on buying or selling property in India namely short and long term. The rate applied in the short term, and long term tax on buying or selling of property in our country looks to be rather similar at the surface level. However, the difference comes in Twin Cities

inflation indexation, which is often, the victim of oversight by a cursory glance during the buying or selling procedure. In some good news to property tax payers, the government recently issued a GO (No. 90) waiving interest on arrears and current year property tax dues up to March 31 and paving way for adjustment of interest already paid against future property tax. Taking note of the GO, GHMC commissioner Somesh Kumar has appealed to all property tax payers, who were waiting for the government nod on interest waiver, to pay their dues immediately. "Property owners who pay the tax before March 15 will get gifts," the commissioner said. Somesh Kumar told the media that the GHMC hopes to achieve Rs.1,250 crore target due to the interest waiver. Incentives have already been announced for bill collectors and tax inspectors who collect more than one-and-half times last year's revenue. They would be given three months' basic pay as a token of encouragement. "We have formed five to eight teams in each circle for collection of property tax. Also, 18 special teams from the head office are being deployed to assist deputy commissioners for achieving good results. A central team, headed by additional commissioner (Planning) and comprising additional director, fire services, additional SP, vigilance & enforcement, will focus on collecting property tax from big defaulters," he added. According to the commissioner, the GHMC has collected Rs.605 crore so far. "Clear instructions have been issued to bill collectors to achieve the target. Suitable action will be initiated against officials who fail to reach their target," the commissioner warned. Twin Cities

It is pertinent to mention that in the absence of Standard Title Registration Scheme in the country, the land grabbers are getting the advantage of giving the entire issue a civil case dimension at the cost of genuine aggrieved persons. For conduct of a fair enquiry and to avoid such allegations,a Standard Operating Procedure(SOP) is prepared which will guide the Investigating Officers on proper lines. 21 situations (or types) in which police officers receive complaints about land disputes have been identified after detailed seminars and taking feedback of all 450 SI and above rank police officers in Cyberabad in the presence of Civil, Criminal and Revenue Law experts and the SOP has been finalized. State favoured illegal estates The vigilance and enforcement department has exposed various loopholes in the revenue, panchayat raj, municipal and registration departments, which have resulted in loss of crore of rupees as the officials favoured real estate companies who developed illegal layouts. These departments have not been updating the prohibited list of government lands, which has resulted in

real estate companies laying hands on assigned lands, and there was no monitoring of unauthorised layouts in panchayats. The vigilance department has come out with several recommendations to the government departments, to correct the system, after finding that the city-based Janaharsha realtors had committed irregularities in violation of all existing

rules and evaded requisite fees, such as nala conversion fee, amounting to Rs 6.73 crore, layout processing fees and development fees, causing huge loss to the government. HMDA to outsource ORR maintenance

Facing lack of staff, HMDA is outsourcing the operation and maintenance of the 24-km GachibowliShamshabad stretch of the Outer Ring Road. The civic body will hand over the three-year contract for 20 crore rupees. The services to be outsourced are maintaining sanitation, providing patrolling vehicles, ambulances and cranes. The private party will have to replace ORR properties like chain link fences and crash barriers.

GHMC plans road to please realtors Bowing to the pressure from builders and land owners, Greater Hyderabad Municipal Corporation (GHMC) officials are said to be actively considering construction of a link road from Navayuga SEZ, opposite the West Zone of GHMC, to Chandanagar railway station in Serilingampally, at an estimated cost of Rs 17.10 crore. Though there are several other roads which are in want of urgent repairs, the authorities are leaning towards taking this up the link road work on a priority basis and have already placed a proposal

before the standing committee for approval. Normally, development of link roads is taken up to decongest thoroughfares and also reduce the distance between two destinations. Before taking up construction of any road, the traffic volume on the existing road and link road are taken into consideration. But the civic officials seen to have ignored these vital things before proposing the link road. Sources said the proposed 2.3-km link road from GHMC office to Chandanagar does not serve any immediate purpose to commuters as the road ends abruptly at

the railway station there. The Mumbai highway and colonies of any reckoning are on the other side of the railway station. To connect the proposed road to the highway and residential colonies, a rail over bridge (ROB) across the tracks is required besides huge funds and approval from the South Central Railway. Secondly, the traffic volume on the University of Hyderabad (UOH) is not much to worry about calling for any decongestion measures. Moreover, the officials are not sure about the traffic that would use the proposed road to reach

Chandanagar railway station. Interestingly, the GHMC officials, defying logic, have proposed a 150 ft (four lane) wide road by acquiring the land from private property owners. Many wonder who on earth need such a road at a place like that while arterial roads like SP Road, Kukatpally and Punjagutta are just about 150 ft wide. There are allegations that the road is being proposed to benefit some realtors and property owners to increase their land values and also to construct big malls, multiplexes and hotels in near future. GHMC authorities blame each

other for the proposed link road. While the engineering wing (projects) officials say the proposal was moved by the town planning wing, the latter points fingers at the former. “The link road has been proposed keeping in view future needs and traffic volume though there is not enough traffic on the road as of now,” GHMC zonal commissioner (West Zone) Aleem Basha. Meanwhile this is not first time the GHMC faced similar criticism in developing roads and even the authorities are facing vigilance and enforcement (V&E) inquiry. The V&E department is probing into the road formed from north side of National Academy of Construciton (NAC) campus to

rail under bridge connecting Kukatpally as part of COP 11 works. The wasteful expenditure was stopped in the midway after media criticism though about Rs 70 lakh was squandered on the fancy project. Similarly, there was a hue and cry over the development of road abutting Annapurna studios at a cost of Rs 7.2 crore. The road connects Krishnanagar junction via the film studio from Road No 2, Banjara Hills, by widening the road. The standing committee and the Municipal Administration and Urban Development (MA&UD) department cleared the road a few months ago. REAL ESTATE

Complete verification of buildings by GHMC Greater Hyderabad Municipal Corporation (GHMC) commissioner Somesh Kumar has asked officials to complete the process of verification and assessment of buildings by March 20, 2014. The commissioner on March 19 conducted a teleconference with all zonal commissioners and deputy commissioners and reviewed the progress of property tax collection.

Speaking on the occasion, he said, “So far, the GHMC has issued 2,087 occupancy certificates (OC) to buildings in last three financial years covering a total net area of 40,28,412 square feet. The officials concerned have to take the date of issue of OC as the date for assessment of property tax of the building.” The commissioner stated that the

GHMC has issued 542 NoC for fire safety and property should be assessed from two-and-half years. He also said there were 760 court cases pending involving Rs 97.3 crore and lauded the officials for settling several court cases pertaining to property tax. He also suggested that if planned strategically all other cases would also be settled soon.
