We congratulate you Mr. Chief Minister, on your very basic idea of smart cities and your dream to take Hyderabad to the global standards and making Hyderabad a smart city, the name to reckon with global standards. Mr. Chief Minister, for taking Hyderabad to the global standards , does the democratic executive has the will and spine for this radical conversion of a huge city with many problematic issues, to be a city with global standards? Its elating for us when the government announces facilities like free Wi-Fi and a fully technological based governance. However, we can't ignore the fact that many parts of Hyderabad still stink with garbage, bad to worst maintenance of roads, illegal occupied pavements, dismissal traffic management and many other civic problems. It's impossible for a commuter to ride his vehicle with comfort and peace and expect normal treatment leave alone global standards. One can't walk even half a mile without wrinkling the nose and getting stuck in the traffic leading to mental frustrations and physical stress. Has the executive braced itself to execute a dynamic strategy to overcome all such hurdles and challenges? Is the government ready to tackle the issues faced by the public and to take a firm stand against all irregularities? Mr. Chief Minister, you have successfully erased the sense of bleakness which had covered the state like a dark shadow since the several past months. The new initiatives you have announced have brought a cheer among the investors and the real estate sector. A wave of euphoria has washed over the populace with forming of a new government. However, now the time has arrived to implement the strategies and execute the plans which have been announced. Now, its time to walk the talk. Not only the nation, but the whole world is watching as every eye is focused on the state of Telangana as to how will you lead the state to prosperity and development. We hope that not only you meet the people's hopes but that you exceed them, so that the dream of 'Brand Telangana' encrusted with the jewel of a Global Standard Hyderabad comes true.

Ready to clear any investment proposal in 2-3 weeks: KCR

I

n what appears to be a confirmation for the much talked and demanded about 'single window system' to get the approval in investments, Telangana CM K Chandrashekara Rao has announced that he will personally clear any investment proposal within 2-3 weeks. Speaking at the inauguration ceremony of the second phase of Tishman Speyer's IT Park WaveRock, Mr. Rao said that investors won't have to 'roam around the city for approval'. Stating that

investors will be welcomed by government officials at the airport, he said that government officials will welcome the investor and bring him directly to the chief minister. The government will give him all approvals in two to three weeks after which the investor can get his work started. “It's our vision to make Hyderabad and Telangana globally recognized and acclaimed. Very soon we will announce our new industrial policy. We will have no tolerance for malpractice and corruption.” The chief minister said. Lauding Tishman Speyer for recognizing Hyderabad's potential, The minister said that it was a clear indication of a bright future of the region. “Hyderabad is the premier IT destination. It will be turned into a world class smart city which will offer competition on a global level.” The minister emphasised. State IT minister K Tarakarma Rao also

spoke on the occasion and assured that political stability, both in centre & the state and the slowing of the global economic dropdown will result in increased investments, especially in the IT sector. It may be noted that since several years, the real estate developers and builders are demanding a single window system to get legal approvals for their projects. It is widely known that the prolonged process in taking government approvals and their increased numbers has always been a problem for the real estate industry as it seriously hinders the swift implementation of projects. Minister Chandrashekar Rao's statement is nothing short of a boon for the real estate industry as it will benefit heavily from the investments of future investors who are turning back to Hyderabad after the return of political stability.

Bill to regulate real estate sector to be passed by govt

T

he union minister for Urban Development and Parliamentary affairs M. Venkaiah Naidu has announced that the centre is going to introduce a new bill to regulate the real estate sector and to reduce the irregularities by the dishonest builders who are escaping legal prosecution due to the absence of specific laws. Addressing press persons on Sunday, 4th August 2014, the minister stated that it has become common for some irresponsible builders to promise facilities while building township projects and private layouts only to dupe the buyers by leaving the promised facilities just a dream. Mr. Naidu also added that the ministry was in consultation with the CREDAI and other such organizations. The builders, however maintained that 16

the issue of delay in getting approvals for their projects, remained unsolved, resulting in serious problems or them. Responding to this, Minister Venkaiah Naidu said that the government was working on simplifying the procedure of getting approvals by speeding up the process by introducing online clearance to a certain level. The minister also emphasised that officials of Local Urban Bodies should keep an eye out for illegal constructions by conducting field visits in their respective jurisdictions and take necessary steps to avoid such irregularities. Since several years, there have been strong pleas to government by the real estate developers as well as the public to introduce clear and strong laws to regulate the sector. The existing laws,

according to many experts, are unclear and less defined which makes it easy for unscrupulous builders to find loopholes and escape prosecution. The long procedure of getting approvals for starting construction projects has also been heavily criticised in the past for delaying and denting the whole real estate activity. Even though the previous government had introduced the bill in the parliament, it was not passed. The introduction of this bill which can effectively regulate the real estate sector, combined by the speeding up of the approval-getting process is bound to have a positive impact on the country's real estate business by reducing the usual irregularities and encouraging professionalism in the sector.

Luxury brands witnessing difficulty in finding good locations for new establishments

T

he lack of suitable land on reasonable rates is restricting luxury brands like Italian suit maker Kiton and British shoemaker John Lobb from building more swanky stores in the country. "Rentals in India are as high as international markets, but the demand is not as much," said Pratik Dalmia, founder of Mumbai-based Regalia Luxury, which has the rights to market and sell Kiton and John Lobb brands in India. Steep rentals and lack of quality retail real estate at strategic locations near high-income neighbourhoods are making it hard for luxury brands to expand their business in the country in a viable manner, forcing many players to tweak their business plans and go slow. Indian metros emerged among the lowest in a recent study on luxury retail penetration in top Asia Pacific cities. Delhi, Mumbai and Bangalore rank at 25, 25 and 27, respectively, according to property consultant JLL's recent report which tracked the presence and expansion patterns of 100 top international luxury and mid-tier retailers in 30 major Asia Pacific cities. "Though rents for baseline retail

properties in India are generally affordable, prime retail assets command premium rentals across Indian cities when compared to other cities in the Asia Pacific region," said Ashutosh Limaye, research and real estate intelligence service head at JLL India. "Given that the size of consumer spending in Indian cities is still on the threshold of growth when seen in the Asia Pacific context, the breakeven period for retailers here is discouragingly high," he added. Even established players like Reliance Brands, which operates a large number of stores for a clutch of big luxury brands such as Zegna and Brooks Brothers, find it challenging to justify investments. "Irrespective of the financial strength of a company, profitability is the focus. And rentals in India affect profits," Darshan Mehta, CEO at Reliance Brands, said. He said the handful of malls charge anywhere between Rs 300 and Rs 1,000 per square feet per month and on top of that around .`50 per square feet for maintenance. Then, there is 12% service tax, Mehta pointed out. Mall operators defend their pricing, saying they are

currently investing in building the right ecosystem for luxury business to flourish in an emerging market like India. We have to constantly invest in building a destination for luxury consumption and drive footfall for the brands. And that requires money," says Dinaz Madhukar, president of DLF Emporio luxury mall in Delhi. While retailers wait for the scenario to change in their favour, they have figured out alternatives. Mehta of Reliance Brands said he has launched at least four international fashion brands online by exclusively tying up with portals like Flipkart and Jabong. As of now, a total of 70.7 million sq ft of retail space is ready and operational in top seven cities of the country. Out of this 25 million sq ft is grade A and it is completely taken up with zero vacancy, while the vacancy level for total retail real estate space is 12%. Although no sharp reduction in rentals is expected, the price gap between prime and affordable assets may reduce as 3.9 million square feet of retail space is getting added by the end of 2014 and 8.4 million sq ft by 2015 end.

Real estate sector welcomes SEBI's nod for setting up REITs

he real estate sector in the whole country has welcomed the Securities and Exchange Board of India's (Sebi) mod to set up real estate investment trusts (REITs). It will fund builders constructing commercial properties. "REITs being given a go ahead by Sebi

The approval couldn't have come at a better time keeping in mind the prevailing paucity of funds coupled with an economy that is on the verge of reaching the takeoff stage," said Shishir Baijal, Chairman & Managing Director, Knight Frank India. Added Sachin Sandhir, MD, RICS South Asia: '' The move by Sebi to issue guidelines for REITs is laudable as this would bring in positive sentiments and clear confusion in cash strapped real estate sector. REITs specifically will prove to be an effective tool for enhancing investments into the commercial real estate. REITs only look at completed, income generating projects, so risks are minimum for investors."

Anshuman Magazine, Chairman & MD, CBRE South Asia, said, "This move is a positive signal for India's capital markets as a whole, and the realty sector in particular. Reducing the minimum requirement for commercial real estate asset sizes permitted to be listed in India REITs from Rs.1,000 crore to Rs.500 crore is likely to generate more income through this new funding channel and encourage many mid-sized development firms to consider this avenue.'' The new budget has brought a wave of cheer among the real estate developers and builders as the government has relaxed several norms which were considered to be restricting the growth of the national real estate sector.

15% hike expected in Hyderabad Real Estate

n an elating news for Hyderabad's real estate sector, property transactions in Telangana are showing an increase of 15 per cent growth in revenue from stamps and registrations in the last three months thanks to the state government's plans to develop Hyderabad as global city. Realtor's expect a 50 per cent increase in the real estate market in the next six to eight months. Hyderabad and Ranga Reddy districts, which form Greater Hyderabad, collected the highest revenues through stamps & registration not only in Telangana but also in the combined state. Revenues in Ranga Reddy and Hyderabad districts in June 2014 were Rs 270 crore and Rs 115 crore respectively. Property and real estate bodies like

APREDA and Credai are seeking a correction between the prices of Hyderabad and other metros like Chennai and Bengaluru where the property prices are much higher despite similar infrastructure facilities like airport , ORR etc. According to Confederation of Real Estate Developers Association of India (Credai), the real estate market has seen a growth by 10 per cent in last three months, owing to restoration of political certainty in the city. Mr C. Shekar Reddy, national president, Credai said, “The property prices in the city was at the bottom over the past few years, but in the last three months, an increase was witnessed and we expect the prices to go up in the next six - eight months.� This will happen due to the increase in input costs, taxation and inflation,

he added. There has to be some correction between Hyderabad and neighboring metro cities like Chennai and Bengaluru and when this correction takes place, the prices will go up, he said. The Credai chief opined that with world-class infrastructure like international airport, Outer Ring Road and Metro, Hyderabad was in the forefront to emerge as a global city. The Credai chief also referred to the plans of the TRS government to improve Brand Hyderabad, prepare a new Master Plan, to develop the Information Technology and Investment Region (ITIR), satellite townships and special clusters. The real estate market had suffered hugely due to the political instability. However, now with a stable government, the real estate sector is catching back.

MERITS AND DEMERITS This chapter highlights the merits and demerits of certain aspects, in respect of site, location, shape of the plot, placement of rooms, furniture, water bodies and direction of doors and windows etc. 1. Shape SQUARE: This plot is the best, since it assures alround happiness and prosperity. RECTAN GLE: In a good rectangular plot, the length of the plot should be in proportion to the width and should not be exceed double the width. This plot is said to be good, for it bestows health, wealth and happiness. POLYGON: Houses built on plots with more than four sides may create problems for inmates who may be subjected to constant mental tension, for one thing or order. TRIANGLE: To live in a plot having only three sides is as good as sitting on a three legged chair which is unstable. This may cause litigations of civil and criminal nature, besides other problems. CIRCLE AND OTHER ODD SHAPES: Plots with round and other odd shapes may lead one into some problem or the constantly. EXTENSION TO A PLOT: Adding a piece of land to the existing plot is deemed as extension to a plot. Extension in South-west to an existing plot may result in loss of health, loss of money and other unsurmountable problems. Extension in South-east may lead to fire accidents, thefts and court litigations. If the extension is towards North-west, it may lead to heavy expenditure and mental unrest. Extension in North-east assures alround prosperity, i.e., health wealth, name and fame. Extension towards North is good for health and wealth. Extension towards East gives name, fame and success.

PROJECTION: Projection of the plot in different corners has got varying influences. South-east: If South-east corner is projecting towards East or South, there may be litigations and monetary loss. PLOTS FACING DIFFERENT ROADS PLOTS WITH FOUR ROADS: Plots with four roads in four directions without any Veedhi Shoola (Spearing road) are supposed to be the best which will give health, wealth, name, fame and alround prosperity. PLOT FACING SINGLE ROAD: Plots having North or East roads are good for health, and wealth; South roads are good for making money, whereas West roads give success and name. III VEEDHI SHOOLA: Street (Veedhi or road touching (Shoola) the plot from different directions has different effects. North-east: If a road is approaching the North-east corner of a plot from North or East, it assures health, wealth and alround happiness. North-west: If the road is approaching from North and touching North-west corner of plot, it may cause litigations and restlessness. If the road is approaching from West and touching the plot, it may give success and good fortune. South-west: Roads touching the South-west corner from West or South, both are said to be bad. Inmates may be subjected to loss of money and prestige. Progeny also may be affected. If the roads are approaching from East and touching the plot it may cause ill-health and litigations. If the road coming from South touches the plot, it gives financial and other benefits, with certain limitations. IV. LEVELS: Levels in a plot which control the rain water flow in and around the house, will have positive and negative influences on the inmates. a) If the ground levels in South are higher than North and rain water flows from South to North, inside the plot, it is good for alround prosperity. b) If the ground levels in West are higher than the East and rain water flows from West to East, it is good for health, name and fame. c) Similarly if there are mounds and hillocks either in South or West outside the plot, they will give health and wealth to inmates. If there are depressions or the roads levels are lower in South and West of the plot, they may cause loss of wealth and other problems.

WELLS: Presence of water or flow of water in certain directions improves finances, helps attain name and fame, gives comfortable positions and status to children. Converse is equally true. Water body in North-east assures influx of wealth and helps family members get prominent positions. Longevity of children and sound health is also assured. A well or a water body in South-east is said to be harmful to ladies and children. A well or a water body in South-west may result in loss of wealth, accidents and serious illness. Well in North-west may cause ill health and some other problems to children. Well in East improves finances, and gives prosperity. Well in South causes ill-health and loss of wealth. Well in North gives health and wealth. Well in centre of the plot may create many hardships. UNDER GROUND WATER TANK: Water tank in Northeast, below the ground level or below the floor level of main building gives all comfort and happiness. OVER-HEAD WATER TANK: Over-head tank should not be built in South-west or North-east because water in Northeast is good but not so much of weight at such a height. Similarly height and weight of tank is good in South-west but water in South-west is a taboo. Hence it is advisable to keep the over-head tank in North-west. VI. LOW LEVELS AND DEPRESSIONS: Low levels and depressions in the plot may augur well or ill, depending on the location. Depressions in North-east : Ensures health, wealth and prosperity. South-east : Bad for women and male children. North-west : Enemity and litigations South-west : Loss of health, wealth and progeny South : Restricts the growth, besides financial problems. West : Causes ill health and loss of name and fame. North : Good for wealth and general prosperity East : Good for health, and popularity. VII. KITCHEN: Location of Kitchen in the house is equally important. Kitchen in South-east: Kitchen plat-form in South-east corner in a South-east room without touching eastern wall is the best, which would give health and happiness. Kitchen in North-west: This may cause heavy expenditure and restlessness. Yet, this is the second the best and convenient for south facing houses, with Oven in South-East corner of the room. Kitchen in South-west: This is not good; may cause ill-health. Kitchen in North-east: May cause heavy expenditure and mental tension. 路 In any room, cooking plat-form in South-east corner of that room without touching East wall may be the only

MISCELLANEOUS: PLATFORM: In South and West directions, platforms higher than the floor level of building, are good for prosperity. Platforms in North or East lower than the floor of main building may give material happiness, but not good if higher than the floor level. STAIR-CASE: Except in North-east, staircase may be built in any corner, depending on the convenience. South-west staircase is good for health and wealth. If the staircase is in North-east, there should be a room in South-west at a higher level than the stair case roof. If the North-east staircase is higher than Southwest portion of the building, native will have health and other problems. BED ROOM: Bed room in South-west is the best to give allround prosperity. Bed rooms in South or West may also make one happy and prosperous. South-east bed room is not so good. One in the North-west is good for guests. North-east corner is not for bed rooms. POOJA ROOM: The puja room should be placed in the Northeast corner of the building which will give health and happiness but it should not stop Sun rays entering the house. Small puja place in other rooms also can be placed facing preferably east or north. STORE ROOM: Better if store room is located in South, West and South-west corner, which would give good financial strength. CELLAR: It is better to have cellar in North or East or Northeast, which will give prosperity. It is no good to have them in South, West and South-west because it may cause ill-health and loss of money. South-east and North-west cellars also are not advisable. LOFT OR ATTCK: It is better to keep loft or attick contiguous to south and west walls. COVERING UPTO BOUNDARY WALL: Covering upto boundary on North-east may cause loss of health and wealth. North and east covering also works adversely. Covering Northwest and TERRACE: Open terrace should be towards North, East and North-east directions to give better health and wealth.

PLACEMENT OF FURNITURE a) Office table and chair should be placed close to South wall or West wall so that ones faces north or East when he sits on the chair. Facing North-east is also good if possible. No

furniture, should be kept in any room touching North wall or East wall. North-east corner should be always kept free and clean. There can be a door in North-east to achieve maximum benefit. b) Bed or Cot also should be placed touching West wall or South wall, so that one see East or North while he sleeps and head is in South or West. c) Almirahs and Wardrobes also should be placed in South or West directions facing towards North or East. A city can be defined as 'smart' when investments in human and social capital and traditional (transport) and modern (ICT) communication infrastructure fuel sustainable economic development and a high quality of life, with a wise management of natural resources, through participatory action and engagement. (Caragliu et al. 2009). To Gildo Seisdedos Domínguez, the smart city concept essentially means efficiency. But efficiency based on the intelligent management and integrated ICTs, and active citizen participation. Then implies a new kind of governance, genuine citizen involvement in public policy. Smart cities can be identified (and ranked) along six main axes or dimensions: These six axes connect with traditional regional and neoclassical theories of urban growth and development. In particular, the axes are based - respectively - on theories of regional competitiveness, transport and ICT economics, natural resources, human and social capital, quality of life, and participation of citizens in the governance of cities. It insists that smart cities are defined by their innovation and their ability to solve problems and use of ICTs to improve this capacity. The intelligence lies in the ability to solve problems of these communities is linked to technology transfer for when a problem is solved. In this sense, intelligence is an inner quality of any territory, any place, city or region where 24

changing how cities operate is driving the continued interest in smart cities. Moreover, the smart city concept is evolving as more cities set out their own agenda and a growing range of suppliers deliver solutions to meet their emerging needs. Smart city technologies are being developed to address a range of issues, including energy management, water management, urban mobility, street lighting, and public safety, for example. These innovations are underpinned by

general developments in areas such as wireless communications, sensor networks, data analytics, and cloud computing. The smart city concept is also driving new integrated approaches to city operations. Examples of Smart Cities The concept of smart cities can be more easily understood by some exemplary smart cities around the world. According to Fast Company, a famous business magazine, the top smart cities in the world are: Copenhagen (Denmark), Amsterdam (Netherland), Vienna (Austria), Barcelona (Spain), Paris (France), Stockholm (Sweden), London (England), Hamburg (Germany), Berlin (Germany) and Helsinki (Finland) Improving or safeguarding the environment is one of the main aims of a smart city. Copenhagen has one of the lowest carbon footprints/capita in the world (less than two tons/capita). Traffic reduction and management is also a key element in a smart city. In Amsterdam, 67% of all trips are done by cycling or walking. In fact, on a daily basis there are 10,000 bikes parked anywhere a space can be found adjacent to the central train station. Paris is also famous for their expansive and widely used bikesharing network, Vélib'. Currently, the system has more than 20,000 bikes and 1,800 bikes throughout the city which has led to a 5% reduction in vehicle congestion. Apart from these, there are many more smart cities in the world either under development or already developed. One such example is the Masdar city in Abu Dhabi which promises 100% power generation from solar energy. These examples clearly explain the concept of smart cities outlining their various parameters. The Indian Strategy for Smart Cities: Presenting the union budget earlier this year, finance minister Arun Jaitley had said "The Prime Minister has a vision of developing 100 smart cities as satellite towns of larger cities and by modernising the existing mid-sized cities. With development reaching an increasingly


COVER STORY large number of people, the pace of migration from the rural areas to the cities is increasing." The new cities should be developed to accommodate the burgeoning number of people, otherwise, the existing cities would soon become unliveable, he added. "To encourage development of smart cities, requirement of the built-up area and capital conditions for FDI is being reduced from 50,000 square metres to 20,000 square metres and from USD 10 million to

USD 5 million, respectively with a three year post completion lock in," the Minister had added. The cities with ongoing or proposed smart cities include Kochi in Kerala, Ahmedabad in Gujarat, Aurangabad in Maharashtra, Manesar in Delhi NCR, Khushkera in Rajasthan, Krishnapatnam in Andhra Pradesh, Ponneri in Tamil Nadu and Tumkur in Karnataka. Many of these cities will include special investment regions or special economic zones with modified regulations and tax structures to make it attractive for foreign investment.

This is essential because much of the funding for these projects will have to come from private developers and from abroad. With several revised laws and rules for the real estate in India, the above plans of the government will also prove to be a huge boon for the real estate developers as well as the builders. Because, the building of smart cities will require the expertise of builders and more importantly, the foresight of real estate developers.

The concept is not without challenges, especially in India. For instance, the success of such a city depends on residents, entrepreneurs and visitors becoming actively involved in energy saving and implementation of new technologies. There are many ways to make residential, commercial and public spaces sustainable by ways of technology, but a high percentage of the total energy use is still in the hands of end users and their behaviour. Also, there is the time factor — such cities can potentially take anything between 20 and 30 years to build.

However, it should also be remembered that every smart city has two more main enablers apart from the main enabler which is technology. The other two important enablers are: the dwellers of the city and the administration. Even with all the technology a smart city gets, its the citizens and the administration who are at the centre of the smart city. According to Vienna University of Technology: “A city well performing in a forward looking way in economy, people, governance, mobility, environment and living, built on the smart combination of endowments and activities of self-decisive, independent and aware citizens.� This description puts intelligent and enlightened people at the heart of the vision. It does not restrict itself to the focus on its digital and connected infrastructure, which by the way is very important. So, a smart city is built by these three enablers on the following six pillars: Smart governance, Smart inhabitants, Smart mobility and transport, Smart living and housing, Smart environment and smart economy. If we want smart cities, we should ensure that all the six pillars are strong enough to bear the weight of the dreamed smart city.

The difference between Leasehold and Freehold Property In order to understand the nature of property, one must first distinguish between a leasehold and a freehold property. Leasehold properties whether a plot or built up are those properties whose perpetual lease has been granted by the title paramount in favour of the Lessee. In this case, the title paramount i.e. President of India acts through the Land & Development Authority to grant

the perpetual lease. Annual lease charges are required to be paid to the Land & Development Authority (Lessor). Leasehold properties are not freely transferable. Depending upon the covenants of the Lease Deed, prior permission of the lessor i.e. Land & Development Authority is required to transfer the property. On the contrary, freehold properties are those where the title paramount has conveyed the property in favour of the purchaser by execution of conveyance/sale deed. This has no restrictions on the right of the holder to further transfer the property. But every time, the property is transferred, stamp duty is payable on the registration of the sale deed. The record of ownership of the freehold property can be ascertained from the Office of the SubRegistrar of Assurances. A freehold property has better marketability as it can be sold, mortgaged or can be kept as security, which is difficult in the case of leasehold property.

Usually, the point where investors fear while buying a property is the reliability of title i.e., the right of ownership in a property. In many regions, the water tank is shared among the tenants and the switch activating the water pump/motor is situated at the landlord's place, who must be informed if the need arises to refill the tank. Claiming that the tenants are very careless in spending water, often the landlords may regulate the amount of water to be used each day, creating problems for the tenants.

From the Tenant's point of view Water being the most commonly used resource in every household, is bound to be spent in a substantial amount as it's used in nearly every household chore. If water is regulated beyond the normal limit, it will affect the functioning of the whole household and will rob the occupants off their peace.

From the Tenant's point of view As the landlord is responsible for the repairs of the rented property, the tenant will naturally call him if any repairs are needed. However, many landlords don't pay heed to such requests resulting in annoyance and sometimes serious household problems for the tenant. The tenant is often forced to do the repairs himself after which the landlord quarrels over the material of repairs etc. Sometimes, the required repairs are so huge and costly in nature that a tenant cannot incur them.

From the landlord's point of view A tenant is required to keep the occupied property of the landlord tidy and avoid any damages. However, many people have the habit of treating other's property with less care than they are required to do. In many instances, it is found that tenants cause serious damages to the house as a result of carelessness and neglect. Such damages are usually discovered when the tenants are leaving the house.

Solution: The tenant should ensure that advertently or inadvertently, he doesn't cause any damage to the landlord's property. He should take reasonable care of the property which he is occupying as a tenant. If he causes any serious damage, the landlord has the right o deduct the amount needed for repairs from the tenant's security deposit.

3. Invasion of privacy Another problem usually faced by the tenants is: invasion of privacy by the landlord. Privacy is one of the most basic rights of every tenant. Tenants are entitled to live in their home environment undisturbed and with their privacy being respected.

Many tenants complain that the landlord invades their privacy under the pretext of unannounced inspection, or from the upper floors if the rented place is situated on the ground floor with an open lawn or in any other way. Even if it's unintentional sometimes, it does violate the privacy of the tenant.

If let uninspected periodically, some tenants disfigure or damage the property resulting in loss for the landlord. If there are periodical inspections, the tenant will be careful enough to maintain the rented property as per the norms.

Solution: The landlord should be approached by the tenant and he should be asked to respect the tenant's privacy. Every tenant has the right of privacy and not even the landlord could violate it. If the landlord still does not seem to respect the tenant's privacy even after being asked to do so, the tenant may take steps like screening up his place to protect it from unwanted scrutiny. Many tenants complain that their landlords do not provide basic facilities like garbage disposal cans for them. Common complains also include improper lighting, absence of safety fences or inept daily maintenance of shared facilities etc. Solution: It is the duty of the landlord to provide such facilities as garbage disposal cans, proper lighting of the area and safety fences as required. If he fails to do so, he is compromising the safety of the tenants, in which case the tenants have the right to demand proper facilities. It may be however noted that the landlord has the right to inspect his property by visit the place provided that he gives prior notification to the tenant. However, it's also the responsibility of the landlord to undertake any repairs if required as requested by the tenant. The landlord should not turn a deaf ear to any request of repairs from the tenant. He should inspect the damage and make arrangements to have it permanently repaired. 5. Increase in rent: The landlords sometimes increase the rent on the rented property citing any number of reasons. Although the landlords may cite genuine grounds for the increase, sometimes, the hike will be such that the tenants will feel burdened.

Solution: The laws governing the rents are very much pro-tenant in our country. If there is any unreasonable hike in the rents which was not mentioned in the agreement between the tenant and the landlord, the tenant may approach the court. The court case may be a prolonged one owing to the usual slowness in procedures. However, it may be noted that in 2011, the Supreme Court had drafted a model landlord-tenant agreement promising tenants five years of peaceful stay in the premises if they give rent at market rate and increase it by 10% every three years and pay the property tax for the house.

6. Non payment of rent OR denial of paid rent Undeniably, it is the most common problem from where all the landlord-tenant arguments usually start. Sometimes, either the tenant makes inexplicable delays in paying the rent or the landlord denies that a rent has been paid when it has been done so.

From the Tenant's point of view Although this problem is not as common as the one mentioned above, it still exists and causes troubles for many tenants. Some landlords just deny that the rent has been paid. This denial may be an attempt to evict a tenant on false grounds.

From the landlord's point of view The most frustrating of problems for a landlord is when the tenant does not pay the rent on time. Rent is a source of income for the landlord and it is his right to be paid timely. Delay in payment of rents may even make the landlord serve an eviction notice to the tenant.

Solution: The solution to the problem, from perspectives of both the landlord and the tenant, is: maintaining a proper receipt book and keeping records of all payments. The tenant should ask for a receipt on every payment which can be used as a proof against any false claim of non payment by the landlord. Similarly, well kept records of the payments will strengthen the position of the landlord in case he tries to evict the tenant for non payment of rents. 7. Eviction: The most serious of problems faced by a number of tenants across the country. Eviction relates to the order by the landlord to the tenant to leave the rented property. Tenants are ordered to vacate the rented property, sometimes due to a genuine reason and sometimes without any genuine reason. It should be remembered that a tenant cannot be evicted from the rented property unless and until: a) The specified period in the agreement ends. b) The tenant wilfully fails to pay the rent even after a certain amount of time (which differs from state to state) since the due date of the rent. c) The tenant allows someone else to occupy the home or rented place without the written consent of the landlord. (However, the tenant has the right to have guests.) d) The tenant uses the rented place for some other activity than the one mentioned in the agreement. e) The tenant carries out an act which results in the loss of value of the rented property. f) The tenant uses the building for any purpose which is considered illegal or immoral by the law. A landlord cannot attempt an eviction unless he has a genuine ground to do so. The list of genuine grounds or reasons differs from state to state. However, apart from those reasons, a landlord can ask a tenant to vacate his property on the following reasons too: I. In case a rental contract has been already signed or the tenant is trying to approach the court, it is better –based on circumstances- to make a settlement with the tenant because, in case of a rental contract, a court case will be much prolonged and the tenant will continue his stay. 9.Problems in reclaiming the security deposit: Before occupying a new house on rent, a tenant is required to pay some months' rent in advance which is termed as security deposit. This deposit acts as a type of security in case the tenant does not pay his rent on time or damages the property in any way. When the tenant is leaving a rented property, he or she is entitled to reclaim the security deposit paid in the initial period of the stay. However, many landlords are not willing to return the money and the tenants have to go through a lot of complications and troubles to reclaim the money they had paid as the security deposit. Even then, the landlord deducts money claiming 'damage' to the property allegedly caused by the tenant during his stay. The landlords may also deny that the deposit was ever paid or claim that they had returned the amount without having done so. Solution: The solution for security deposits related problems is: the government should make it necessary for the landlords to open a separate account to deposit the security amount. If the landlord wants to claim money out of the amount for genuine purposes like default by the tenant in payment of rent etc. Then he should provide a written statement to the bank. A Similar law exists in the state of New Jersey in United States of America and this has greatly reduced the security deposit related problems. The tenant should always ask for a receipt whenever a payment is made, especially for the security deposit. The landlord, however, has the right to deduct money as per the requirements in case of non-payment of rent or any damage caused by the tenant to the property which is beyond normal wear and tear. 40

HUE AND CRY 10. Prolonged procedure in court cases: The reason of increase in the landlord-tenant issues is the prolonged procedure in case a lawsuit is filed. Even if it is an open and shut case, the courts in India take it so long to solve a single dispute that the purpose of the case is lost and the wrong doers get more and more confident to commit such irregularities due to the knowledge that a court will take several years to reach a verdict. Due to this, many landlords and tenants who have rightful claims are afraid to go to the court and simply make a settlement with the other party. Solution: The only solution for this problem is fast court procedures. If justice is swift, wrong doers and fraudsters will feel discouraged to commit crimes and innocents and rightful owners of a certain claim will get their dues, resulting in increased trust in the government. How to avoid landlord-tenant issues: In order to avoid landlord-tenant issues, its essential that both, the tenant as well as the landlord understand their responsibilities. a. When renting a property, a landlord should ensure that the people to whom he is renting the property are fair and reasonable people. b. The tenants, when selecting a house to occupy on rent, must also ensure that it is owned by a fair and reasonable landlord. Good faith and goodwill are very important for both the landlord and the tenant. c. The landlord must provide all necessary facilities as promised to the tenants. d. The tenants must utilise the provided facilities in such a way that they are not damaged. e. Even with a landlord is good and outgoing, the tenants must keep written records and ask for receipts

whenever making payments. f.If the tenants ask for receipts for their payments, the landlord must provide them and also keep written records pertaining to any issue regarding the tenancy. This is not contrary to good faith.

Impact of landlord-tenant problems on real estate: The landlord-tenant issues have a profound impact on the real estate market worldwide and especially in India. A huge part of the real estate investments resides in apartments or houses let out or rent. However, the increasing issues in this regard are causing a sense of gloom among the investors in this market. Many real estate investors are backing away from the housing-for-rent market because of the troubles it causes and the comparatively low income it gives.

The main reasons which give rise to the landlord-tenant issues are: 1.The absence of proper laws and in some case, equally fair laws is giving an advantage to wrong doers who are finding loopholes to commit frauds and abuse the laws. It's an abode where we are left to our own, with people of our own, on a place which is our own. A person's home is the centre of his dreams. It's the axis around which his ambitions revolve. Home is the most important location for everyone of us. Our homes may be musty smelling or airy; they may have loose floor boards and ceilings which leaks; or doors which creak and pipes that drip. But even with all these limitations, we can't deny the comfort our homes give us and the feeling of relaxation we get when we reach them. Home, undeniably, is one of the most valuable possessions of man and every person deserves a home where he can relax and 42

ease himself. One of the most important factors which influence the amount of contentment we get from our homes is: Neighbours and the neighbourhood. Neighbours play the most important role in influencing the environment around our homes. Being physically near, it's the neighbors who can affect us positively or negatively. Even the religious texts and personalities spoke on the importance of neighbours and urged their followers to be good to their neighbours. Swami Vivekananda said: “we should love and serve our neighbours because we are all one in the Supreme Spirit known as Paramatman or Brahman.” The holy Bible says: 'Love your neighbour as yourself.' There is no commandment greater than these." (Mark 12:31) Prophet Muhammad went to such a limit in classifying the significance of neighbours that he said: “a person is not part of his community if he sleeps contentedly while his neighbour sleeps hungry.” He even used to instruct his

followers to add more water when preparing broth or soup, so it should be plentiful enough to be shared with neighbours. Neighbours are even closer than our own relatives in many ways. In case of any unfortunate emergency, it's the neighbours on whom we rely. Thus, it's essential to have good and reliable neighbours to ensure a blissful home. Where it all starts: It all starts when deciding to buy or construct a new house. Many of us often research well enough about the facilities and conveniences a place provides but give less importance in determining what type of neighbours the residence has. Following are some tips which will help you in determining the nature of a neighbourhood where you want to buy a property: 1.Visit the neighbourhood on foot and take a walk around; observe the usual surroundings like walls, lamp posts etc. If there is graffiti on walls and garbage around the corners, then probably,

Many buyers make the mistake of visiting the place just during time and therefore miss to know the environment which surrounds it during the night. Visiting the place at night will expose things like: loud music from some building, presence of dogs who bark constantly, teen gangs smoking around the corners etc. 3.Go to the local snack stalls at the corner of the street, buy a soft drink or a packet of chips and chat with the shop owner. Ask him about the neighbourhood and the problems it has. 4.Visit the area at rush hour, walk down the whole street and observe the comings and goings. If possible, befriend residents of the area and ask them about the house you want to buy or the plot you want to construct your house upon. 5.Visit the area on weekends as well as on workdays. Observe the street, the lawns of houses. Observe whether the lamp posts are functioning and the garbage cans are maintained properly? If not, then most probably the neighbourhood houses people who don't give much importance to cleanliness and orderliness. 6.Also check the number of property moves. Especially about the plot/house you are going to buy and generally, about the whole area's houses. A high number of property moves indicates that people who come here are not happy with the place. 7.Avoid buying houses near to the following: Country clubs, Empty lots, Bus stops, Halfway houses, Garbage routes and heaps, Intersections with stop signs. There is no such thing as the 'Perfect Neighbourhood' Even with all the precautions taken, one must understand that there is no such thing as the perfect neighbourhood. Everyone has their own weaknesses. Good neighbours are not defined by perfection, but their willingness to share space with you and their sense of co-existence. Once in a while, you may face annoying things from even the best of neighbours, however, the question is: are your new neighbours willing to co-exist with you

Or your child may complain that he or she is not allowed to play in the shared play area due to the dominance of your neighbour's kids. 4.Late night hangouts by teenagers: although this problem is common in other countries too, it's too rampant in India. Like asking them where they bought certain home decor, asking about their hobbies etc. uBefore leaving, politely make a request to them to address the problem you just discussed. uEnd the discussion on a pleasant note. A) Problems which affect more than one household or the whole locality. Like improper disposal of garbage etc. B) Problems which affect only one household. 4.While dealing with children and teenagers, for their boisterous behaviour or activities like late night hangouts or noisy games, it's better to approach the group collectively in a friendly manner. Instead of angrily abolishing them from playing or hanging out, they should be explained how their activity is causing problems. Another good idea is to suggest them some other venue for their activity, like a playground etc. 5.How to solve problems affecting the whole locality: It should be noted that there are problems, which either affect just individuals or which affect the whole locality or more than one household. These problems are such that, if addressed properly, can be solved with ease and swiftness. For example, If a neighbour is not disposing off his garbage properly or causing any environmental problems by polluting the area, then two or more neighbours can approach him and request him to

refrain from doing so. The mere idea that many people are being affected by his action will mollify the person enough that he won't repeat the action again. If he still persists, the requests should be increased by diversifying the people who visit the wrong doing neighbour. The increased number of approaches and that to by different people will pressurize him enough not to repeat his act, even if he feels forced to do so. No one has the right to spoil the contentment of others by his improper activities. 6.To solve problems like invasion of property, encroachment of property and anti-social behaviour, the first step, as mentioned above, is communication. Many a times, such errors are result of ignorance and a single reminder or communication can solve them. However, if the neighbour is persisting with his activities, and you find it impossible to avoid him, the most sensible step will be: taking the help of some other neighbour and asking them to approach the wrong doer and talk on your behalf. Asking them to accompany you while approaching the wrong doer may also be effective. In problems of encroachment of property, the best course of action is to consult the records and erecting some sort of a boundary to mark your property. 7.Anti-social behaviour is one of the trickiest problems. Its solutions depend on whether you are living alone, your age and many other aspects. The best approach is to trying befriending them and asking them directly whether they have a problem with you. Usually, those indulging in anti-social behaviour like gossiping and spreading rumours are afraid of communicating with the person directly, whom they are targeting. Your direct communication with them (which should be polite yet strong) will make them seem immature in the eyes of others and this may effectively put a stop to their ways. Similarly, if a neighbour is involved in petty thefts, the best solution is to catch them red-handed. If they still persist, the suggestion that you may inform others about their annoying acts may silence them. If you are facing racial or religious discrimination, and approaching the neighbour is not working then the following steps may help: a) Don't get too near to them. However, practise positive behaviour by staying out of

their way. Try to help them without making them feel awkward. Usually, such behaviours remove the barrier as lack of understanding of each other's cultures and religions is the reason of such mentalities. b) Remember their festivals and gift them with appropriate presents. People are more inclined to remove their misunderstandings at such occasions. c) Maintain a good relationship with other neighbours, the more the number of neighbours who like you, the more inclined an intolerant person will be to connect with you. d) Be willing to make the first move to build a friendship. 8.Unlawful activities should be dealt with utmost seriousness and swiftness. Because, if not addressed properly, they may be of seriously sinister consequences. The first step, as in all problems, will be to communicate with the wrong doer. As this problem will affect the whole locality, a group of people should approach the concerned person and talk to him. If he refuses to stop, the locality leader or landlord should be approached. If still the problem persists, the information should be given to the authorities. 9.Stalking: Another serious problem usually faced by women and children. According to Wikipedia, Stalking is unwanted or obsessive attention by an individual or group toward another person. Stalking behaviours are related to harassment and intimidation and may include following the victim in person or monitoring them. If you are a woman and someone is stalking you, the first thing to do is: collect information about the stalker and notify a trusted friend in the neighbourhood. Following are some tips if you feel you are being stalked: uInform your friends. Don't feel shy or foolish in doing so. If the stalker knows that more than one person is aware about his activity, he will be inclined to stop. uIf you get any written notes from the stalker, or emails, text messages etc. Keep them as evidence. uIf the stalker is a known person, inform someone of your trusted contacts within your friends or family about them. uBe physically safe. What Sri Ganesha Wants From You This Festival? T

he air is ripe with excitement as the much awaited festival of Ganesh Chaturti is upon us. From the roadside stalls to individual homes, the sight of Shri Vinayaka's idol sitting majestically welcomes the devotees who seek to summon a sense of spirituality from his image. Kids gape with their mouths open in wonder when they see huge idols of Shri Ganesha affixed at various places painted in rich and sparkling colors, making it hard for the watchers to move their eyes elsewhere. The sweet fragrance of incense sticks is wafting from many homes mingled with the spicy aroma of tasty dishes being prepared for the festival. The atmosphere is that of a great anticipation which reaches its highest pitch on the day when the idol of Shri Vinakaya is to be immersed in water. As the specified day approaches, the idol of Shri Ganesha is readied and carefully & respectfully lifted from where it was majestically affixed, to be transported to a nearby water reservoir where it is to be immersed. The idol then reaches the water reservoir, surrounded by a huge crowd of devotees chanting sacred words and lines and onlookers who have come to watch the spectacle of the grand

immersion. With utmost respect, the devotees slowly lower the idol in the water which disappears underneath inch by inch. The crowd of devotees then return to their homes as the excitement dies down. People get back to their homes and soon forget about the idol of Shri Vinayaka they have just immersed with such respect. Now, what happens to the idol? Does the duty of devotees end with the immersion? Is their devotion (which, no doubt, is very high) limited to pre-immersion care and respect they take of the idol of Shri Ganesha? Are there not certain responsibilities after the immersion? Down, beneath the surface of water, there is a peaceful silence as the yells and sounds of the crowd above does not quite reach here. The surface of water ripples and two idols are lowered. One is a huge and sparkly in color with fancy adornments made of plastic while another is a clay idol, whose color is not as sparkly as the first nor it is adorned with the plastic decorations. However, this clay idol radiates a sense of serenity. As it slowly settles down on the waterbed, it snugly fits into the earthy layer underneath and Slowly its clay dissolves in the water and mingles with

the wet crust of the waterbed. Fishes come to investigate the huge shape which has taken up their space. When they see that it is made of clay, they return satisfied and assured and turn to investigate the second idol which has also arrived underwater recently. As the fleet of fishes approach the sparkly colored idol, they sense something a miss. Before they can realize it, a wave of the poisonous leadpaint-affected water hits them, rendering many fishes dead and affecting many others. As the lifeless forms of the dead fish float on the surface, the lead paint starts spreading in the water and fleets of fishes start to migrate away. The sweet tasting water turns strange when tasted. The idol which was made from plaster of Paris (POP) breaks into pieces as the material does not dissolve like clay does. The majestic idol which was brought with such devotion and care becomes unrecognizable, all because of the lack of knowledge regarding the postimmersion affects of a POP made idol. Can a true devotee of Shri Ganesha let such a thing happen? Surely not.

ENVIRONMENT DONTs 1. Dont use POP idols POP or Plaster of Paris is a material which is produced by heating the mineral Gypsum. Apart from not dissolving easily and quickly, POP is also hazardous for water as it contaminates it with Gypsum. According to a report published by Ecoexit, a Pune based social organization, When an idol made of Plaster of Paris is immersed in the water, it changes form to gypsum, thus adding a large amount of material to the water that breaks down very slowly, while adding to the hardness of water, both of which deteriorate the life carrying capacity and quality of the water.

Here are some tips to avoid such things from happening. Dos 1. Use idols made of stone or brass and re-use them every year. Many social reformists as well as religious leaders are urging the public to use idols made of stone or brass and reuse them each year. This will reduce the environmental pollution in many ways as the immersion wont leave any lasting effect on the water bodies. All needed to be done is : re-taking the immersed idol after 24 hours and bringing it back home and keeping it in a safe place and reinstalling the idol the next year. 2. Go for a clay idol: If its not possible to re-use the same idol by retaking it post immersion, idols made of unbaked clay should be used instead of idols made from other materials. Being a natural element, clay dissolves easily and quickly in water. It does not leave any negative impact on the water. However, the dissolved clay may clog the water bodies and obstruct

the flow of rivers etc. 3. Construct special tanks or ponds for idol immersion: Idols, when immersed in natural or public water bodies, obstruct the flow of water resulting in clogging. Even idols made of clay can cause obstruction and clogging. So the best possible solution for this is, either erecting a net or canvas beneath the surface of water so that it catches the idols which can later be taken out and disposed in some other place with proper dignity and respect, OR, special tanks and ponds should be constructed just for the purpose of immersion so that the natural and public water bodies remain intact. 4. Select Natural paints: Natural paints are paints which are biodegradable and which do not have petrochemicals in them. Such paints do not contain toxins due to which they are not hazardous even if they are immersed in water. Such paints are sometimes not available in every color or are not as sparkly and showy as other chemicalmade paints due to which many people ignore them. However, natural paints should be preferred over other paints as they reduce the environmental pollution. 5. Make your own Ganesha idol Instead of buying a new idol, make one yourself by using clay or other biodegradable material. It will provide you with recreation and a relaxing time with your family.

2. Avoid toxic and chemical paints: Chemical paints contain toxic materials which contaminate the water in which they are immersed. Idols colored with such paints should be avoided as much as possible because the harm these paints cause to the water bodies is very serious in nature. Chemical based paints pose a greater threat to the environment as many of them contain mercury or lead, both of which are poisonous. 3. Dont use plastic adornments: Another serious issue in immersion is caused by the plastic materials which are used while adorning the idols. Nowadays, nearly everyone is aware of the serious hazards plastic materials pose to the environment. The best solution for this problem is to avoid such adornments completely. If used, the adornments should be removed before


ENVIRONMENT the immersion. 4. Noise pollution: Another type of pollution faced during the festival of Ganesh Chaturti is: noise pollution. The slogans raised during the procession before immersion of the idol cause the noise levels to rise steadily, creating problems for many, especially the elderly people. The noise pollution also results in the loss of the spiritual atmosphere which the festival aims to bring among the people. Many religious leaders have stated that noise pollution during the processions completely diminishes the holy atmosphere of the festival as people dont get a chance to concentrate. ENVIRONMENTAL ISSUES: The advent of commercialization in idol making has brought about many problems which directly affect our environment. When an idol made of Plaster of Paris is immersed in the water, it changes form to gypsum, thus adding a large amount of material to the water that breaks down very slowly. It also reduces the life carrying capacity of water and increases its hardness. The idol makers also suffer seriously while making the idols as they are exposed to the effects of POP through inhalation, ingestion, skin and eye contact. This causes serious damage to their eyes, skin and the respiratory systems. Paints used in coloring the idols are usually chemical-based. They contain heavy metals like mercury, cadmium and

lead, which are neurotoxin and nephrotoxin. These metals are bioaccumulative, which means that once they are consumed by fish; they pass-up the food chain and end up in the food that we eat. Incidentally, the brighter the color, the greater is its toxicity. Red, blue, orange and green colors are known to have higher content of mercury, zinc oxide, chromium and lead. It should be noted that even a single drop of mercury on a person's skin can be fatal. One drop in a 20-acre lake can make the fish poisonous to the birds, animals, and people who consume it.

As per the old practices, the idol was to be made from mounds of earth near one's home and immersed near a water body nearby. This was supposed to remind us about the circle of life, about how we all have been created by soil and we have to return to earth once we die. If understood correctly, apart from playing a vital role in inducing humility and goodness in all of us, this can also solve the environmental issues surrounding the festival. But, unfortunately, due to lack of understanding of its true concept, both its spiritual and environmental significance is being lost and forgotten.

Its encouraging that many social and environmental organizations have risen recently to create awareness about the environmental issues. For example, the Chilkur Balaji temple in Hyderabad took a very appreciable initiative by asking the public to stop immersing idols in the Himayatsagar river after which the public avoided immersions in the above water body. The government is also taking active part in reducing the environmental effects of idol immersions. However, the general public needs more awareness to tackle and solve this problem.

Might it not be that Shri Ganesha is asking you all to go deep in the concept of the festival and understand its true significance? Because, the environmental as well as many other problems can be solved by the mere understanding of the true concept and correct practice to celebrate the festival. It remains to be seen how many people will answer this call of Shri Ganesha.

Chandrashekar Rao listed out a wide range of investment opportunities for the development of industries as a step to convert Hyderabad into a smart city especially given the advanced stage of Hyderabad's IT sector. He also listed out priority development of pharmaceutical, food processing and automobile among other industries and also assured to provide sufficient power supply in the State with 8,000 MW to be added in the coming five to six years. Disclosing several plans to build the image of 'Brand Hyderabad' and 'Brand Telangana' Chief Minister K. Chandrashekhar Rao said the government had identified over three lakh acres of state land to develop high quality infrastructure and convert them into modern industrial parks. He said that most of the industrial parks will be developed within 100 km around Hyderabad. Highlighting the strengths of Hyderabad and other parts of Telangana and the opportunities they offer, KCR said that the his government will give top priority to industrial investments in core sectors like biotechnology and life sciences, IT, hardware, including bio medical devices, aerospace and defence sector, automobiles, chemicals and plastics, textiles, green technology, mineral based industries and transportation and logistics hubs. "My government has decided to bring in

a new Industrial Policy which will inspire both international and domestic industry groups, investors and entrepreneurs to choose Telangana as their destination of first choice." The Chief Minister added. He also assured the investors that all industries will be given required permissions and clearances through automatic approval system, which will be a step ahead of the traditional single window system. The Chief Minister also invited experts from Singapore and sought their help in devising methods to solve the traffic and law & order problems. In his five day tour to Singapore, CM K. Chandrashekra Rao also spoke at the conference of IIMPACT, a body formed by alumni of Indian Institute of Management (IIM), and explained several aspects of the state's new industrial policy and urged the investors to become partners in the vision of his government to make Telangana the best state in India. Chief Minister K. Chandrashekar Rao was the only Indian CM invited for IIMB Alumni's global conference 'IIMPACT2014' held on 22nd and 23rd of August, 2014 in Singapore. CM K. Tax payers on illegal structures won`t get legal rights over that property In a recent development, the Brihanmumbai Municipal Corporation (BMC) has clarified that occupants of illegal buildings and unauthorised structures wont get legal rights over that property by paying property tax. The move was a carried out foreseeing possible exploitation of an amendment made four years ago to the MMC Act, 1888.

In April 2010, the state government had made an amendment to the act, authorizing the BMC to collect twice the property tax from occupants of illegal buildings. The section concerned, 152 (a) of the act, was inserted to introduce new property tax calculation structure. The section though is yet to be effective, that is, the bills are yet to be sent out to illegal property owners.

Even before this amendment is made effective, city corporators have been expressing fears that occupants of the unauthorized structures will exploit the bills issued to them by the BMC to claim legal status for their homes. "There is substance in the issue raised by the representatives. Hence, the bills we will issue will carry a warning that payment of twice the tax will still mean

Re-alignment of routes to escalate Metro cost The cost of the Hyderabad metro-rail project is expected to escalate as exisiting route will be re-aligned in two corridors. The re-alignment was suggested by the Telangana government. Realisation of the E-dream: Hitec City to get Wi-Fi by Oct. '14 The proclamations about public internet connectivity through Wi-Fi connections is finally coming true as the Telanganan government has announced that the areas of Madhapur, Kondapur (Hitec City), Gachibowli and surroundings will become Wi-Fi enabled by the month of October this year. The step is being taken in the view of the 11th World Congress Metropolis Week, scheduled to be held in October this year which will be attended by 2,000 delegates from nearly 125 metropolitan cities from around the world.

Speaking to press persons, GHMC special commissioner Ahmed Babu, said, “The Wi-Fi connectivity will purely be on proof of concept basis. Companies like Reliance have offered the service. The state government, on a pilot basis, will make the areas around Hyderabad International Convention Centre, where the international delegation will be put up, Wi-Fi-enabled before the conference kicks off. Later, the entire city will become WiFi-enabled. There is a proposal to allow aerial cables for 4G services by Reliance Jio Infocomm. The rates for utilising the poles have not

yet been finalized,” he added. It may be noted that the state government has planned to roll out 4G services in the entire city by December this year. After Hitec City, Next on the list are all state universities in Hyderabad, Necklace Road and Secretariat along with other prominent pockets. The Wi-Fi connectivity will prove to be a dream come true for the citizens of Hyderabad as it was promised numerous times by the Chief Minister K. Chandrashekar Rao. REAL ESTATE

Realisation of the E-dream: Hitec City to get Wi-Fi by Oct. '14 The return of political stability and a firm government on the helm, the city's real estate sector is rising from the spot it was lowered to due to the political crisis. The city's real estate segment witnessed the lowest capital value appreciation of 14% in the mid-segment and 16% in the high-end segment as compared to other metros over the last three years, according to Cushman & Wakefield on Monday. However, the prices are on a steep rise as

locations such as Himayathnagar, West & East Marredpally and Jubilee Hills witnessed the highest capital value appreciation in the range of 21-23% since 2011, while in the mid-segment, locations such as Madhapur-Gachibowli and Miyapur-Nizampet witnessed healthy capital value appreciation of 31% and 25% respectively over the last three years, the report said.
