ecently, a much hyped and talked about property show “GRUHAPRAVESAM� was organized by IndiaProperties.com th th at Hall-2 of HITEX Exhibition grounds, Hyderabad on 8 , 9 th and 10 of February 2013.The prime intention of this show was to bring together the whole ambit of builders, developers, financial organizations and real estate agents on one common platform and to provide a unique opportunity to access a large and diversified property buyers who are keen in discovering new projects and ventures. Mr. C Shekhar Reddy, President of CREDAI was the guest of honour who, along with top officials of Indiaproperty.com had rendered inaugural speeches and kick started the expo. This was th there 9 edition, which was well advertized and organized. They have been doing such property shows through out the metro cities in India, st especially in southern cities since November 2011, when the 1 edition took place. The venue HITEX was very prudently selected by the organizers as it is in the crux of IT corridor of the city. Most of the elite IT MNC's are located in that area, also many Pharmaceutical and IT logistic corporates have offices in the vicinity of the venue. The most sort out potential home buyers generally have offices in and around that area and therefore they find the venue at HITEX very convenient to visit. Also the venue is amidst many thriving commercial places like Miyapur, Kukatpally, Jubilee hills and Gachibowli.

India Property.com is a very well established real estate portal in India, which is rated no.1 in India who have primarily hoisted mainly to cater to the growing housing needs of various MNC's, salaried and professional work force with online search and assistance with almost dealing in 10,000 buyers every day. The web portal provides with all property information and technical specifications of upcoming property constructions though out, in almost all small and big towns/cities in India. The web portal has about 7 lakh listed

properties in all and database of over 4 million registered users. There were about 75 participants mainly builders, developers and banks who showcase there latest projects. The response to this property show was not so overwhelming though the organizers advertized the event well in advance in various media. There was much hype about this event as the organizer has done many shows of this nature. As the event was for three days, the first day saw very little footfalls and been a working day the place looked quite deserted. The second and the third day, the footfalls considerable increased .Visitors flocked at particular stalls of their interest where they made some lucrative deal also some spot offer were given by many prospective developers to facilitate instant bookings of flats in particular, where approvals were also made. The documentation required for spot offers were very minimum, so that every prospective visitors could bring along with them. REPORT CARD stalls to take part in this expo. Banks like Axis Bank and Uco Bank made their mark in the expo. Many designing and architect firms were present in the property show also some home and office furniture companies had their stalls which were well strolled by the visitors. This property show organized by IndiaProperty.com was a mediocre rated event partly because there is a flurry of these kind of events in the recent past and the public is used to these events as the builders and their upcoming projects are limited and most commonly found in all expo's and also in print media. Never the less, property shows of all nature and magnitude will always be staged in our city to be strolled and viewed by the visitors.

Secunderabad Property Fair -2013

Property show was organized by Magicbricks at LEE PALACE ROYAL, which is situated in Secunderabad on 2nd and 3rd February 2013.The two day property expo showcased some good current projects and ventures of some of the reputed builders and developers of the city. After a long time, a property expo was organized in Secunderabad, since most of the property shows are generally staged at venues which are in Hyderabad, Hitex and some hotels/halls are preferred venues. The property show was staged in Secundrabad because there are very upcoming residential avenues like Bowenpally, Marredpally, Trimulgherry, Uppal and Medchal road to name a few which has developed in recent years and the localities of those places find this venue much nearer to pay a visit to the exhibited stalls. The north west part of Hyderabad is generally considered as a military area, places like Alwal, Sainikpuri and Trimulgherry have strong presence of military establishments. But in recent years there has been a flurry of real estate activities cropping up in these areas with all reputed builders making there mark. There was a much need of this property show in Secundrabad as the builders could showcase their projects which exclusively belonged to those areas. Rated as no.1 web portal by many agencies Magicbricks is one the most visited real estate portal with almost 6 lakh registered members and having databases of more than 20,000 properties.The company is run by very professionally qualified persons and has a pan India base, having offices in almost all cities and towns of India. The company is very proactive in advertisement of new properties and has very active visitor's database.The portal deals with almost 8,000 potential buyers every day and is one of the pioneers in this business segment growing exponentially each year.

The advertisement for this property show was not done very aggressively but the response was more or less good. Initially there was low turn out but as the day progressed the number of visitors increased and in the evening there were maximum turn out. There were many visitors from near by places like Bowenpally, Marredpally and Trimulgherry who visited the stalls in order to get a profitable offer from the builders. On Sunday that is the second day of the exhibition the visitors came in large numbers right from the morning and made some spot deals. During evening many visitors came with there family members to view the stalls. Spot offers were given to early bird coustomers in order to attract them to their stalls, the documentation required for spot offer were kept very limited so that the majority of the visitors could possess it. Many small local builders had represented in the expo, who had new projects coming up in near by areas so that the public would visit there sites and make a choice. The rates of the stalls were deliberately kept very low in order to facilitate first timer builders and developers to represent themselves in the property expo and therefore many first time builders were present in the venue and their projects were small compared to the standard ventures by reputed builders. Secundrabad by and large is a cosmopolitan place where people from all communities live, also many PSU offices are located in that part of the city and hence they would be looking out for residential properties in those adjourning areas, and with many good schools and colleges in and around those localities, it becomes more appealing for the people to settle down in those areas. Property shows such as this has brought many relatively unknown projects into light and visitors had received first hand information about all these ventures any many more property expos are expected in Secundrabad.

They exhibited their products of all ranges and exotic designs of home and office furniture products. There are very few expo's which represents solely the interior designers and

individuals came to visit with their family members. There was no much pre-publicity or advertisement done to promote the show but in spite of that, the response was quite encouraging. Visitors are more inclined to such interesting shows as they get to see and know more about their long desired design ideas also, in such exhibitions one gets to bargain for a discounted price in single or bulk purchases. Today's world is changing very rapidly and people have become more esthetic conscious and are in constant search of home or office dĂŠcor items, exhibition such as this provide them the opportunity to look into these articles and artifacts and procure them at a fair price. INSIDE OUTSIDE has been organizing these kind of shows in various cities in India and hopefully many such shows are for offing in future.

Eanadu Property Show-2013

The exhibition centre at Hitex, where this expo was staged is in vicinity of the IT corridor of the city and also it is the largest and most prestigious venue in Hyderabad. There are three outdoor halls which are big in size and each of them can accommodate about 100 medium size stalls. There are all kinds of logistic and infrastructural support provided by the administration. There are many MNC's and major IT companies in and around that area, surrounded by posh locales which constitute a very rich and classy arena. There is a profound change in people's way of living in modern times where people are more concern about various esthetic values while designing their home or office spaces. The spending power of all the individuals have increased in leaps and bounds as the disposal income of every family has started to step up. INSIDE OUTSIDE is India's first and foremost monthly magazine on interior design and architecture. Launched in 1978 the Business India Group bought it over from its original owners when it had published only 4 issues. The group turned the magazine around and made it a monthly with content that was more relevant and exciting. Over the years the magazine has grown to be the bible for the community of Indian architects and the professional interior designer. It is revered for its authority and selection of coverage. Professionals consider it an honour to be published in the pages of this premier interior design magazine. The magazine focuses on well designed interiors. Be it residential or commercial, INSIDE OUTSIDE covers the exclusive and luxurious, to the low cost and space conscious. Designing on small budgets and problem solving is a special area of editorial interest, and even the lavish apartments featured are replete with ideas that can be emulated in more modest homes. The main sponsor to this show was ACC Ltd., along with Ultratech cement. There were many stalls pertaining to electrical fittings and accessories like Legrand, household electronics and home appliances like Philips India Stanjo and also, almost all leading interior designer and related companies had their respective stalls. There was a section for home needs which displayed various home and office furniture like kurl-on, Geeken, ozone and many others. Various modular kitchen products were displayed by international brands like HAEFELE, exquisite bathroom fittings by jaguar and others were showcased. The award for the best stall had gone to Avant. The footfalls to this show were quit good and encouraging. Many

Eenadu has organized their 4rd property show at Sri Bhramaramba Mallikarjuna Swamy Kalyana Mandapam Beside Mallikarjuna Theater, Sri Sailam Estates, Hydernagar, Kukatpally, Hyderabad on 23rd and 24th February 2013.Many respected builders and developers had participated in this property show. Eenadu is the most read Telugu newspaper in the state which is regularly organizing such property shows and many advertisements from reputed developers and builders regularly appear in the newspaper. After a brief function and a formal inaugural speech by Corporation Bank Chief Manager Mr. Sagar Swaroop Singh the property show was opened to the visitors. There were 21 exhibitors in all exhibiting their forthcoming projects covering the entire floor. Spot sanctions for govt. Employees and MNC / IT executives were also done.

The lead sponsorer of this show was M/s.Aparna constructions and the associate sponsor were Etv2 .The participants were Vertex , Legend Estates Private Limited, Corporation Bank, Manjeera Constructions, Janapriya Engineers Syndicate, Saket Constructions, NCC Urban, Ramky Group, SMR Holdings, Cecon Builders, Safeway Infra, Cybercity Builders and Developers Pvt Ltd., Power Welfare Society, Perfect Pincode, Landmark Builders, Praneeth Group, Swarna Vihar Infra Projects Pvt. Ltd., Green Home, Sri Lakshmi Shubham Arcade, Fortune Butterfly city, and Pragati Resorts. The property show was very well advertised in the news paper as well as in television. Etv-2 which was the media partner to the show repeatedly telecasted the advertisement, also hand bills were circulated. Initially for few hours the venue looked deserted with very few visitors but later in the evening the foot falls increased and visitors queue to the stalls to enquire about the various schemes and projects. On the following day, been Sunday, right from the beginning of the day there were many visitors flooding the venue. Later during the day foot falls considerably increased and in the evening the venue was buzzing with activities. The property show progressed to its logical conclusion very smoothly without any glitches. The Eenadu property show 2012 got a very good response from the visitors, however the residents of Hyderabad will look forward for more such property Expo's in months to come as these expos genuinely bring customers and builders in one common platform. Every site has got four sides. The four sides bring about the site either rectangular form or in square form. The four sides are the East, the West, the North and the South

sides. The entire portion that is towards the easternside, does not come under eastern direction. Though North East is formed due to the collision of North and East side, certain portion of the combination only is termed as 'Eesanya'. Similar is the case with other portion and other corners.

The Eastern side has to be measured and divided into nine equal Parts. The two Parts that lie towards Northern most side are called Easter North-East and the two Parts that are on Southern most side are called Eastern South-East. The remaining five parts belong to East alone. In the same way, if the Western side is divided into nine equal parts, the two parts that lie on the Northern most side are called as Western-North-West, and two parts that are on Southern most side are called as Western South-West. The remaining parts belong to Western side alone.

The central five parts belong to Southern side. NOW, 1. Northern-north east and eastern-north east, together are called as total 'Eesanya' or 'North-East' Corner. 2. Eastern-Southeast and southern-south east together form to give total ‘Agneya' or the 'South-east' corner. 3. Southern-south west and westernsouth west together form total 'Niruthi' or The 'South-west' corner. 4. Western-north west and northernnorth west parts together form to give total 'Vayuvya' or the 'North-west' corner. These are the fundamental points that should be mastered well to understand the Contents of Science of Vaasthu easily.

NEGLIGENCE DONE TO DIRECTIONS Whether one lives in his own house or in a rented house, one should understand the relevance of Vaasthu. It is commonly believed that the victims of vaasthu is the owners of the house but not the tenant, which is absolutely a wrong conviction.

When a faulty vehicle is hired for rent, the driver who drives the vehicle is the sufferer, but not the owner who lends it. The same is the case with the rented house. If we observe in the other angle, even if the house is well constructed adhereing to the principles of Vaasthu, the residents living, may not keep the things as they should be kept. That means, the inhabitants have the possibility of facing hurdles by placing unwanted things in the proper directions or vice versa. Let us see how it is…………. EESHAN'S The lord of Eesanya : 'Eesanya' or the 'North-east is totally a delicate corner according to Vaasthu. It is a deity place. Worships have to be performed here. Instead of using it as a sacred place, if it is considered for any other unusual purpose, there is every possibility for the resident to face maximum disastrous incidents. Te governing Lord for 'Eesanya' is “Lord Eesana”. One should do the works that would satisfy this lord. Lord Indra is the Lord of Eastern direction. Lord Kubera is the lord who governs northern direction : The Lord who blesses with richness and prosperity. Lord Vayuvu is the lord of North-Western Corner: Vayuvu means wind…. Movement. So heavy goods should not be placed in east, North and North West directions. This will lead the inhabitants to the path of detoriaration. To be Continued........

HE HON'BLE HIGH COURT OF ANDHRA PRADESH ordered in W.P. No.s 5386 of 2008, 21354, 21749 & 21750 of 2009, on 05-08-2011 in the case of R. Srinivas Kumar and others vs. Greater Hyderabad Municipal Corporation that all illegal constructions should be demolished within six months from the date of this order. The text of the case, observations and the order is as follows. CONSTITUTION OF INDIA, Article 226 Civic administration Failure of Greater Hyderabad Municipal Corporation to comply with elementary norms alleged Writ petitions filed pointing out failure of GHMC in taking action against constructions made illegally contrary to sanctioned plans and obstructions on public roads and footpaths On contentions made by Commissioner of Corporation, State Government, Traffic Department, Joint Commissioner of Police (Traffic) and Hyderabad Metro Development Authority were impleaded suo motu as party respondents They filed counters and reports on the subject matter Court also appointed four Advocate Commissioners to verify whether the parking places identified by Traffic Police are functioning properly and also to select such places Advocate Commissioners filed reports making certain suggestions Heard the arguments of the impleaded Departments concerned which are responsible for protection of rights of citizens, on the issues of illegal constructions and obstructions on public road Reports filed by the authorities concerned and Advocate Commissioners considered Directions given on the issues Illegal constructions violate the principle of Rule of law it shows scant respect for the legal norms by citizens and failure of the State to enforce the law Supreme Court given directions in number of cases for demolition of illegal constructions Every Municipal Corporation has a statutory obligation to provide free flow of traffic and pedestrians' right to pass freely and safely

Held: From the judgments of Supreme Court, the following principles emerge: 1.There should be no tolerance for illegal constructions. An illegal construction cannot be justified on the ground that construction has been completed or substantial investment already has gone into the said construction. 2. If illegal constructions are allowed it will spend a wrong message to other citizens and it is a punishment for a law abiding citizen who carry out construction in

accordance with law. 3. It is the duty of the Municipal Corporation to strictly enforce the law and take action against illegal constructions. If the Municipality fails to take action against illegal construction, the court can direct the corporation enforcement of its duties. 4. It is the duty of the local municipality to take strict action against buildings, which are constructed in violation of law. If they fail to do so, it does not in any way justify the illegal construction, which can be demolished at any point of time either at the instance of the Municipality or the Court Order. If an innocent purchaser purchases a building unaware of the illegal construction, he is entitled to compensation from the builder and the court can direct him to do so. As the Supreme Court observed in Friends Colony Development Committee v. State of Orissa, (2004) 8 SSC 733: “The arms of the law must stretch to catch hold of such unscrupulous builders�. (Para 54) In view of the law laid down by Supreme Court which is directly applicable to the facts presented before the Court, the following directions are issued: 1.The Respondent Corporation should ensure that there is no deviation from the Master Plan or sanctioned plan under any circumstances. If there is any deviation, the GHMC should take immediate action to enforce the same. 2. The Respondent Corporation should periodically assess whether existing buildings are in accordance with the Master Plan. The concerned officials should be held accountable if there is any violation of the Master Plan. 3. With respect to existing construction, which is illegal and is in deviation of Master Plan, the GHMC should take action to demolish the same. 4. If there is any violation of the Master Plan or the GHMC sanctioned plan, GHMC should immediately inform the AP TRANSCO and HMWSSB to take

We should design our house in a fire proof way and adapt to all the safety norms meticulously. Generally two different threats arise, one is the threat of fire in homes and the other is burglary. Nowadays incidence of burglary is increasing at a rapid pace. Protecting your family from fire requires advance planning for what to do if fire strikes. This includes the use of protective devices, usually smoke alarms, to provide early warning of fire, especially at night when they are most vulnerable. However, depending on the size and layout of your home and the characteristics of your family, you may need to do more to assure their safety.

The Dangers of House Fires Most home fires occur in the kitchen while cooking and are the leading cause of injuries from fire. However, they are often extinguished with only minor damage since

a person is generally present. Common causes of fires at night are carelessly discarded cigarettes, sparks from fireplaces without spark screens or glass doors, and heating appliances left too close to furniture or other combustibles. These fires can be particularly dangerous because they may smolder for a long period of time before being discovered by sleeping residents. Most victims of fire succumb to the smoke and toxic gases and not to burns. older. Add people with physical, mental, or emotional handicaps, and it is clear that home fire protection must be designed for people with limitations. That is why every fire safety program should include provisions for people with special needs. Children playing with matches or lighters are a leading cause of home fires and one in which the children and others present are often hurt. Children have a natural curiosity about fire and are tempted to play with matches or lighters left within their reach. In many cases, children who start fires have a history of fire setting. Nevertheless, the most important thing you can do is to keep all matches and lighters out of the sight and reach of children. Store them up high, preferably in a locked cabinet. Even though they have a natural curiosity about fire, children may become frightened and confused in a fire and hide rather than escape to safety; especially if they started the fire. Clothing fires are a significant cause of fire injuries to children (and to adults too). They set their clothes on fire by getting too close to heat sources such as open fires or stoves, or when playing with matches or lighters. Dogs which are considered as man's best friend are good deterrents to burglars. Even a small, noisy dog can be effective because burglars do not like to have attention drawn to their presence. LOOK BEFORE YOU LEAP O wning a house is an important thing in one's life. However, one needs to be careful while buying a property to avoid falling into legal hassles. Before buying a land, or an apartment a number of checks need to be done to confirm that the land has got a clear title or not. One should not be over enthusiastic and swayed away by the builders or developers words, be calm and patient and look into all the legal aspect and check all the original documents before your enter into a deal. To start with the exercise, first of all one should carefully scrutinize the title deed of the property which you are going to buy. Please confirm whether the land is in the name of the seller and that the full right to sell the land lies with only him and no other person. It is better to get the original deed examined by a lawyer. This is to check details like whether the seller has permitted any entry/access to others through this land and whether any other fact has been suppressed/left undisclosed by the owner of the land. Along with the title deed, you can also demand to see the previous deeds of the land available with the seller. In some cases, more than one person may own the land. So before registering, check if there is more than one owner, and if there is, get release certificate from the other people involved. A sale agreement is a document by which the title of property is conveyed by the seller to the purchaser. Here, conveyance is the act of transferring ownership of the property from a seller to the buyer. This document will help you ascertain whether the property, which you are buying, is on land belonging to the society/ builder/development authority in which the property is located. Property taxes, which are due to the government or municipality, are a first charge on the property and, therefore, enquiries must next be made in government and municipal offices to ascertain whether all taxes have been paid up to date please inspect whether the latest tax paid receipts have been paid or not also enquire with various departments of the municipality to ascertain whether any notices or requisitions relating to the property are outstanding as of now. If you are buying a house along with the property, then the house tax receipt should also be checked. Also ensure that the electricity and water bills are up-to-date and if there any is balance payment to be made, ensure that it is made by the seller. The encumbrance certificate is one of the vital documents to be obtained or checked before buying any land or house, it is important to confirm that the land does not have any legal dues. Obtain a certificate called encumbrance certificate from the sub registrar office where the deed has been registered, stating that the said land does not have any legal dues and complaints. You also need to check the encumbrance certificate for the past thirteen years or could demand verify the 30 years encumbrance certificate. Please investigate whether the property is pledged some where with any financial institutions. Some people may have taken loan from the bank by pledging their land. Please ensure that the seller has paid back all the amounts due also insist for a release certificate from the bank, which is necessary to release all the debts over the land legally this document will prove that the property is free from all pledges with any person or institutions. It is advisable to measure the land

before registering the land in your name. Take the help of a recognized surveyor to ensure that the measurements of the plot and its borders are accurate. You could also take the survey sketch of the land from the survey department and compare for further accuracy. A person staying abroad can also sell his land in India by giving a Power of Attorney to a third person authorizing him the right to sell the land on his behalf. In such cases, the power of attorney should be witnessed and duly signed by an officer in the Indian embassy in his province. Power of Attorney is the power given to an agent by the principal to execute several acts and deeds for and on behalf of the principal. Stamp duty payable depends on the nature of power given. When 'power' is given in respect of a number of acts in a number of transactions it is called General Power of Attorney. It is always advisable to hold a registered GPA while registering an immovable property in order to give better title to the property. When 'power' is given in respect of a particular act pertaining to one transaction it is called Special Power of Attorney. The agreement deed plays a key role in the purchase of any property, once all the matters, financial/otherwise are settled between the parties, it is better to give an advance and write an agreement. This ensures that the owner does not change his word regarding the cost as well as make a sale to someone else who offers more money. One should remember that a stamp duty paid is considered a legal document and such gets evidentiary value and is admitted as evidence in courts, also stamp duty is a State subject and hence would vary from state to state. When an agreement is to be stamped, it needs to be unsigned and undated one may execute the agreement only after the Stamp Office affixes stamps on the agreement. Registration is the process of recording a copy of a document, transferring the title in immovable property to the office of the Registrar. It acts as proof that a transaction has taken place. For registration a draft should be prepared before actually writing the document in stamp paper. Registration is done after the parties execute the document. The agreement should be registered with the Sub-Registrar of Assurance under the provisions of the Indian Registration Act, 1908 within four months from the date of execution of the document. One should make sure that all the details mentioned are accurate and the original title deed, previous deeds, Property/House Tax receipts, etc plus two witnesses are needed for registering the property. The expenses involved during registration include Stamp Duty, registration fees, Document writers/lawyers fees etc will be borne by the buyer. Always make sure that the deed is registered within the time limit mentioned in the agreement and the Stamp duty should be paid prior to the Registration. The house to an individual is one of the most paramount necessities and a strong desire of every person, which needs to be accomplished within ones lifetime. One must be very cautious and due diligent while dealing with property matters, every documents should be carefully preserved in a safe place. A check list of all the documents which are needed should be prepared before hand and should be procured. angalore the garden city and the much talked about IT hub of the country is reeling under a serious garbage crises and an epidemic break out is looming large in and around the city. It's been almost six months since Bangalore's garbage crisis literally exploded in people's faces. There are literally, spilled garbage bins and heaps of garbage to be found in all nukes and corner of the city. After the hand-wringing, feverish media coverage, a slew of citizen initiatives, and a scatter-brained city corporation's half hearted attempts to achieve 6 Sigma levels of garbage segregation standards overnight and a poll-bound government's urgency to literally sweep the garbage under the carpet, on the ground the reality is that, the city is dwelling with a serious garbage menace. Though the government handed over the contract for picking up the city's garbage to the Pune-based BVG India, the latter was not able to start operations in full. The existing contractors, unhappy at being cut out of such a lucrative business, went to court and made the transition to the new system as difficult as possible. Now the new contractor has himself said that he wants to manage only part of the city's garbage and re-tendering for the other blocks is on. After its hey-days basking in the IT glory in the late 90s and early 2000s, Bangalore's reputation has taken a beating. First, it was the massive infrastructural bottle-necks; the city's infamous traffic gridlocks became the stuff of legends. Even today Bangaloreans moan about traffic more than anything else. IT-fuelled building boom made large parts of the city look like a construction site further staining the state's `Boston-to-Bangalore' pride.

The city's inability to tackle garbage crisis, perhaps, will cause a more lasting damage to its reputation than of the other travails that preceded it. Governance in India is so chaotic that people are willing to make allowances for corruption or bad traffic but uncollected garbage lying in front of your house or at every intersection in the city, whether it be near Vidhana Soudha or V V Puram assaults all your senses on a daily basis and brings home the collapse of administration. What's most frustrating about it is that fixing the issue isn't exactly rocket science. Every human settlement generates garbage and people over the ages have figured ways to dispose it, some efficiently and some not so. But it's been done. So why can't Bangalore get its act right? If this problem continues to linger, it has the potential to massively compromise public health in the city, walk investment out of Bangalore and maybe even make people look at other options to call home. That would be a real pity. The Karnataka State government will soon form an expert committee to look into the various waste management proposals that have been submitted to it, as well as the Bruhat Bangalore Mahanagara Palike. rapped the BBMP for failing to solve the garbage crisis in Bangalore. The decision to form a committee was taken following Chief Minister's directive to the BBMP to finalize projects soon. The expert committee would take into consideration the various proposals and to check the feasibility of the projects and choose the best technologies. To add to this menace the impact of cyclone Nilam will have a greater impact than anticipated, on the garbage clearance and accumulation of backlog wastes. Not only that the Karnataka High Court has warned Bangalore's civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP), that it would be superseded if it finds that politics is being played while dealing with the garbage issue in the city. This is the second rap from the court in less than three weeks to do the clean-up act. The court ordered that Garbage should be lifted and sent to the new landfill which is a 400 acre farm land near Dodballapur on the outskirts of the city. The government also is taking pro-active steps and also looking at foreign help. A Sri Lankan group has come forward to invest Rs. 300 crore in this project. So far now it was an Israeli technology which is proven for the last 10 years. The authorities have gone to Israel, to see their latest technology and would be implementing the new methodology soon. Bangalore's civic body, the BBMP spends an estimated Rs. 480 crore on collecting and transporting garbage from the city to the dump yard every year. Successive governments have been awarding contracts to certain truck operators year after year. Activists suspect that there is a nexus between those in the government and the so called truck operator 'mafia'. Some environmentalists have come up with a new strategy to deal with the rubbish in a less expensive way. A new breed of civic workers has jumped into the action, the 150strong band of members of World Mission Society Church of GodInternational educated residents on segregating and disposing waste and not littering vacant sites. The volunteers cleared the clogged drains of Fatima Layout and Govindapura in Nagwara, as part of a 'clean-up campaign' undertaken by them. Their purpose is to create awareness on environmental issues by initiating mindset change among citizens. The consequences of their action on the environment are serious but they don't act on simple solutions. We in the Society have always volunteered in humanitarian efforts. This year they took up cleaning and this is being done simultaneously around the globe on the same day. As part of the campaign, we decided to go to the same areas where the drains had been cleaned by us in April to see whether they are being maintained or have deteriorated. They cleaned the vacant sites laden with garbage and advised residents not to litter streets, drains and empty plots. They also campaigned against dumping waste in plastic bags. "BBMP officials helped them with their vehicles which collect waste and disinfected the places which they have cleaned. The garden city has dealt with many civic problems in the past and has managed those menace in a very prudent way and stood out as a victor all the time, this time also we all hope that the city will limp back to normalcy very soon and the tarnished city will soon be metmorphed into a brand new and clean metropolis.

eal estate prices have gone through the roof in the 'city of destiny' and city dwellers are now scouting for open spaces on the outskirts of the city where rates are still affordable. While the real estate market is picking up after a three year slump, after the Lehman crisis, the boom on the outskirts of the city has gladdened the hearts of realtors and property developers. The real estate business is on the upswing and the experts are hoping things to get even better in the coming months. The city is making a tectonic shift in its landscape which is propelling the realty prices. The skyrocketing property rates in the city are forcing the business and middle classes to look for options on the outskirts of the city where property rates are little bit lenient. There is a huge demand for land in peripheral areas like Sabbavaram, Nakkapalli, Chodavaram and Anakapalli mandals, on Vizag's outskirts. A cursory glance at land rates in Vizag will illustrate the change in the real estate business which it has witnessed in the last five years. There is a phenSquare feet rates in posh areas like MVP Colony, Lawson's Bay Colony, Kirlampudi Layout, Seetammadhara, Beach Road, Dasapalla Layout, Asilmetta and Dwaraka Nagar used to be Rs 2,200 five years ago. With the suburban property market thus becoming hot, there has been a two to three-fold increase in registrations in Sabbavaram, Narsipatnam, Nakkapalli, Chodavaram and Anandapuram mandals. However, despite skyrocketing prices, a member of the real estate developers' organization said that they were selling 5,000 to 10,000 flats in the city. There is a flood of new apartments in central vizag also, the cost premium to the current market price is very high and there is a substantial amount of cost differential factor when compared to the out skirts of the city. Investor generally are in

cognizant about this fact and they are exploiting the given price advantage. The west out skirt of the city is yet to explore the potential as the next residential hub of the city. NRIs, doctors, businessmen are all eager to invest in this city, which has come to become an ideal 'second home' destination for many buyers, which is what all leading Builders and prominent construction companies had to say. A steady and consistent growth in the realty sector fuelled by latest wave of industrial activity in and around Visakhapatnam has kept the spirit of realtors high. Across the spectrum the demand for housing has led to more and more construction activity with new hubs coming up on the suburbs and in the edge of the city. The core areas of the city where land prices are spiraling owing to high demand are also witnessing hectic activity commanding good price that has nearly doubled over the last few years and catering to the high end customers who want to remain in the core area of the city within a stone's throw from the workplace. The real estate market is expanding radially in all directions and the property prices are escalating at a brisk pace. GHMC to speed up property acquisition for Metro Rail

W

ith metro rail pillars construction gathering pace, the GHMC is also is gearing up for quickening the acquisition of more properties en route the three corridors to provide right of way and ease vehicular movement. Fresh land acquisition notices were issued for 47 more properties on the PunaguttaNirankari Bhavan (Lakidikapul) road stretch and also 79 properties on the Legislative Assembly-Gandhi Bhavan (Nampally) load stretch now that the elevated metro line alignment final design has been fixed. GHMC Additional Com-missioner (Planning & Projects) K. Dhananjaya Reddy informed that apart from the 126 new properties being acquired, notices have also been issued to 360 plus property owner s on the Greenlands-Jubilee Hills road stretch. "We are taking up land acquisition, demolitions and road widening on a priority according to the six-stage construction schedule pre-pared by the metro rail authorities," he said. The Hyderabad Metro Rail (HMR) Limited has disbursed about Rs.234 crore for the work till date. While the project's light of way is 100 ft roads, widening is being done for 150-200 ft in some sections. Altogether, the municipal corporation

With the road to be widened to 200 ft from Bharatnagar to Kukatpally, 290 properties will face the crowbar. About 19 properties are on line between Nalgonda crossroads and Mahaboob Mansion, 24 properties Bharatnagar, 80 including 12 Government lands between Chikkadpally-Kacheguda, 72 properties between Nalgonda crossroads and Kacheguda, etc., he added.

Structures razed at Green Fields Colony

The matter was later taken up with the Ranga Reddy Collector, who recently issued orders and we acted accordingly," the official said. Special Grade Deputy Collector (Land Protection) K. Rajendra Reddy, who participated in the demolition, said the lands under the survey numbers were part of the lands confiscated by the government in 2002 after cancellation of Ownership Rights Certificates. "We have not touched the structures that came up be-fore 2005, as most of them are under the regularization process. We have removed only the recent ones, which included even those belonging to Green Fields residents," Mr. Reddy informed.

Along the Outer Ring Road (ORR), developers can pool land for projects and the HMDA would help in infrastructure, he said adding, “my interest is to create as much supply as possible and keep the pricing low”. GHMC to focus on streamlining key wings GHMC Commissioner M.T Krishna Babu on Monday called for streamlining the functioning of the town planning, health & sanitation and the engineering wings so that better civic services could be provided to the citizens. Launching the 'Praja Vani' (People's Voice) programmed at the head office where citizens with grievances can directly interact with the Commissioner and other senior officers every Monday from 10 a.m. to 1 p.m., Mr. Krishna Babu said most complaints received in person or through the 24-hour call centre pertained to these departments. Requesting citizens to make use of the latest facility, he said the first stage should be to complain at the zone/ circle levels before coming to the head office as Zonal Commissioners and Deputy Com-missioners would be available at the respective zone and circle offices at the same time to receive grievances. During the programme, the head office received 20-odd complaints while the zonal/ circle offices received 104 more. "Every complaint is being computerized and a receipt is generated with a number. A weekly review will be held to check for the solutions provided and explanations when the problem could not be solved." Explaining the rationale behind the programme, Mr. Krishna Babu said citizens were unable to meet officials because of various

meetings being held throughout the week hence it was decided to earmark a specific period of time for the citizens. Senior officials in the Secretariat and other government departments would also be urged not to slot any meetings during the period. Ever since the call centre became functional from this January, about 4,104 com-plaints were received and 2,794 were disposed of registering a success percentage of 68. Pendency of complaints was 1,310 and 698 of them were outside the purview of the citizen's charter, said Mr. Krishna Babu Grievances about abnormal increase of property tax (30 pending), garbage lifting (248), engineering works (600) like road works, storm water drains besides town planning (165) about encroachments and unauthorized constructions plus street lighting were received. The Commissioner also said that efforts were on to professionalize the transport wing and the services of motor vehicles inspector was requisitioned to ensure that fitness tests were conducted for the vehicles regularly. rinagar Colony main road has been declared a commercial road, paving the way for property owners to either construct or exploit their existing buildings for commercial use. Henceforth, the Greater Hyderabad Municipal Corporation (GHMC) will allow shopping complexes, hotels, hospitals, retail shop-ping activities, service establishments, function halls and petro filling stations on the road. So far, 66 roads in the city have been declared commercial roads. Property owners/builders have to pay impact and other processing fee to civic authorities for taking permission for commercial buildings. Also, the owner/developer has to leave an additional 10 feet for road widening and street parking after land is surrendered to the GHMC free of cost. A GO (MS No. 51) was issued by the municipal administration and urban development (MA&UD) department on Monday declaring the 1.42 km road from Satya Sai Nigamagamam to Punjagutta road as 'Category B' commercial road. The decision to declare the stretch as a commercial road was taken by the MA&UD department on the re-quest of Srinagar Colony residents, who had represented to the government a couple of years ago The GHMC also reported that most buildings on the road have commercial entities like restaurants, bakeries, banks, retail shops, and hospitals. Apart from this, the Yousufguda check post Satya Sai Nigamagamam stretch via Krishna Nagar has already been notified as a commercial road in the master plan for the erstwhile Municipal Corporation of Hyderabad (MCH) in 2010. The GO said the existing width of the road is only 18 metres and, as per the master plan, the entire stretch should be made 24 metres in the near future

GHMC blinks as Hyderabad lakes shrink

Period of submission of application for registration of Cooperative Society or company of flat or apartment purchasers: (a) Where a Co-operative society or a company of the persons taking the flats or apartment is to be constituted, the promoter shall submit an application to the registrar of Co-operative Societies or companies for registration of the Co-operative societies or the company, as the case may be, within four months from the date on which the minimum number of persons required to form such organization have taken flats. (b) Where the flat or apartment takers propose to submit the flats or apartments to the provision of Section 2 and Chapter III of the Andhra Pradesh Apartment (Promotion of Construction and


THE LAW Ownership) Act,1987, by executing and registering declarations of Apartments or flats as required under the Act, the promoters shall inform the Registrar of Co-operative Societies or Registrar of Companies as the case many be, as soon as possible after the date on which all the flat or apartment owners of required number have executed such declarations of Apartments. 8. Period of conveyance of title promoter to organization of flat or apartment purchasers:If no period for conveying the title of the promoter to the organization of the flat or apartment purchasers is agreed upon, the promoter shall (subject to his right to dispose of the remaining flats apartment, if any) execute the conveyance within four months from the date on which the Co-operative Society or the Company is registered or, as the case may be, the association of flat or apartment takers is duly constituted. When a promoter has submitted his property to the provisions of the Andhra Pradesh Apartments (Promotion of Construction and Ownership) Act,1987 by executing and registering a declaration as required in Section 2 and Chapter III of the Act, and no period of conveying the title of the promoter in respect of any flat or apartment to each flat or apartment taker is agreed upon, the promoter shall execute the conveyance deed of flat or apartment in favour of each flat or apartment taker within four months from the date the flat or apartment taker has entered into possession of his flat or apartment. 9. Promoter to maintain separate account of sums taken as advance or deposit and to be trustee therefor and disburse them for purpose for which given:The promoter shall maintain a separate account in any scheduled bank of sums taken by him, from persons intending to take or who have taken flats or apartments, as advance or deposit, including any sum so taken towards the outgoing (including the ground tent if any, municipal or other local taxes, taxes on in income, water charges, electricity charges, revenue assessment, interest on any mortgage or other encumbrances, if any) and he shall hold the said moneys for those purpose and shall on demand by the competent authority or any officer authorized by him or by a special order by the Government for the purpose, make full and true disclosure of all transaction in respect of the account. 10. Manner of making disclosures:(1) For the purpose of making disclosure of all transactions in respect of the account referred to in Rule 9 or for making disclosure of information and documents in the manner prescribed in these rules, a promoter shall produce before the competent authority by him the following documents in relation to such account within such time as that competent authority or authorized officer may fix in that behalf namely:1. The Cash Book 2. The General Ledger 3. The Personal ledger, 4. The nominal Accounts, 5. The Receipts of Advances and Deposits, 6. The Vouchers of Expenditure, 7. Bank pass Book, 8. The Register of Flat purchasers or apartment takers, 9. The Register of Flat purchasers or apartment takers, 10. The Statement indicating Receipt and Disbursement (General), 11. The Statement indicating Receipts and Disbursement of Individual (2)The Register of Flats purchasers or Apartment Takers and the Register of Flats or Apartments shall be in Form Nos. II and III respectively and the statements at Serial numbers 10 and 11 in subrule (1) may be maintained according to the trade practice. 11. Responsibility for payment of outgoings till property is transferable:A promoter shall while he is in possession and where he collects from persons who have taken over flats or apartments or are to be taken over flats or apartments or are to be taken over flats or apartments for

payments of outgoings even thereafter, pay all outgoings (including ground rents, Municipal or other local taxes, taxes on income, water charges, Electricity charges, Revenue assessment, interest on any mortgage or other encumbrances if any) until he transfers the property to the persons taking over the flats or apartment, or to the organizations of any such persons. 12. The Form of declaration to be filed before competent authority by the promoter or the Manager or Board of Managers of the Association of apartment owners:The memorandum of declaration required to be filed by the sole owner or all the owners thereof for the purpose of section 2 and section 14 of the Act shall be in From IV. 13. Bye-law for the Association of Apartment Owners:The Bye-laws for the formation and functioning of the Association of Apartment owners and the Administration and maintenance of e very property shall be indicated in Form V. 14. Declaration, deeds of Apartment and Copies of floor plans to be registered:(1) As required by Section 17 of the Act, all instruments relating to the Declaration and all amendments thereto and the Deeds of Apartment in respect of each apartment and the floor plans of the building referred to in sub-rule (2) shall be registered under the 1[ * * * ] Registration Act, 1980. (2) Simultaneously with the registration of the instrument of Declaration there shall be filed along with it a set of the floor plans of the building showing the Layout, location, apartment numbers and dimensions of the apartments, stating the name of the building or that it has no name, and bearing the verified statement of the Commissioner of the Municipal Corporation or the Vice-Chairman of the Urban Development Authority concerned certify that it is an accurate copy of portions of the plans of the building as filed with and approved by the local authority or the Urban Development Authority within whose jurisdiction the building is located. (3)In all registration offices a book called “Register of Declaration and Deeds of Apartments under the Andhra Pradesh Apartments (promotions of Construction and Owner ship) Act, 1987� and Index relating thereto shall be kept. The book and the Index shall be kept in such form and shall contain such particulars as indicated in fro Nos. VI, VII, and VIII. (4) It shall be the duty of every Manger or Board of Manager to send to the Sub-Registrar of the area concerned in which the property containing the apartment is situated, or if there is no Sub-Registrar for the area the apartment is situated, or if there is no Sub-Registrar for the area, to the Registrar of the District in which such property is situated, a certified copy of the Declaration and Deed of Apartment made in respect of every apartment contained in the building forming part of the property together with a memorandum contained such particulars as are indicated in From No. IV. (5) The Sub-Registrar, or as the case may be, the Registrar shall register the Declaration along with floor plans of the building and the Deed of Apartment in the Register of Declaration and Deeds of Apartments under the Andhra Pradesh Apartments(Promotion of Construction and Ownership) Act, 1987, and shall also enter particulars in the Index kept under sub-rule (3). Any person acquiring any apartment or any apartment owner shall be deemed to have notice of the Declaration and of the Deed of Apartment from the date of its registration under this section.

He has been in the forefront of the repeated postponement of the council meeting and has roped in the workers' union, Telugu Desam and even the Congress, suitably. Senior officials say that the Mayor is amenable to send the proposals directly to the government as some have been pending for the last nine months. The last council meeting was held in May 2012. The 14 new projects put up for government's approval are, sports complex at Moghulpura, Gowlipura, Adikmet and Golconda, skywalk feasibility at Secunderabad station, storm water repair on Shaikpet nala, bridges across the Musi at Ashoknagar, RTC crossroads, parallel road to Hafeezpet flyover, road from Banjara hills Road No. 2 to Jubilee Hills Road No. 5 via Annapoorna Studio. The other projects are: Inner ring road from Owaisi Hospital to Aramgarh junction, slab across nala at Kukatpally and storm water drain repair at Qayamnagar to Miralam tank, totaling Rs. 650 crore.

General (CAG) has asked the Rangareddy district collector to submit a report by the end of February on the land alienation done in the district along with the details of unutilized land. The collector has asked tehsildars of various mandals to physically inspect the institutes and organizations that were allotted land and submit the details of unutilized land. The district collector has asked the tehsildars to visit the government land parcels transferred to various departments, institutes and organizations between 1995 and 2012. The officers have been asked to physically inspect the areas and take photographs and submit reports on unutilized land.

128 city lakes to be freed of encroachments prevent further encroachments, apart from Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) commissioner MT Krishna Babu on Friday directed the town planning officials to remove the temporary sheds and huts that were constructed in the Full Tank Level (FTL) of various lakes in Greater Hyderabad. The GHMC commissioner held a review meeting along with Rangareddy district collector Vani Prasad on protection of 128 lakes in the Greater Hyderabad. It was decided that the tahsildar of respective mandals would demarcate the physical boundaries of the lakes and the pillars would be erected by the engineering wing of GHMC. Congestion charge being considered in Hyderabad The transport department will explore the possibility of introducing a congestion charge on vehicles plying in high density traffic areas in the city as a traffic management device. The move is being contemplated as a result of the Union ministry of urban development's intention to control the use of private vehicles. According to figures given by the Road Transport Authority, the twin cities have been recording an addition of roughly 2.5 to 3 lakh vehicles to city roads each year. Meanwhile, the road space in the city has remained unchanged at nine per cent for years now. The roads available at present are U

unable to support the burgeoning traffic. The minimum requirement is about 15 per cent road area, but as per estimates, even 15 per cent road space cannot support the huge addition of vehicles. It is learnt that the Union ministry has dispatched two case studies from London and Singapore to the state governments, and has asked the state governments to identify the most congested areas in their cities and study how changes can be brought about in order to make a smooth traffic passage.

Bangalore to suffer over K'taka, Tamil Nadu war It seems there will be no immediate respite for people of Tamil Nadu and Karnataka as the war between the two neighboring states continues over Cauvery water. IT, pharma companies make Vizag viable alternative to Hyderabad When one of the top 20 pharma giants in the world, Eisai Pharmaceuticals of Japan, inaugurated its global research and development and production facility in Visakhapatnam last month, it was not just another feather in the cap of the city that is being dubbed as the 'city of destiny'. realty activity are gobbling up farm lands at a furious pace. It is estimated that about 1.8 lakh acres of cultivable farm lands in the district have been taken over by various industries and real estate ventures over the past decade or so. This is not only posing a threat to food security in the district, it is also hurting locals because the imports come at a higher price. The government has allotted thousands of acres of arable lands for industries and other purposes in the district in the past decade. The farming area under kharif alone has decreased by 1.60 lakh acres in the district, apart from another 20,000 acres in the fringes of GVMC limits. Illegal structure owners to be hit hard in Hyderabad property tax. “If normal tax is Rs 1,000, the owner of unauthorized construction will have to pay Rs 2,000 towards property tax. The new tax rule will be applicable to all types of buildings like individual houses, flats, encroachments on government land and assigned land,” GHMC sources said. The Greater Hyderabad Municipal Corporation (GHMC) has decided to collect 100% more on normal property tax as penalty on new illegal constructions as against the existing 25% being levied by the civic body. The GHMC is likely to implement the new penalty rule from April 1, 2013. Incidentally, owners of over three lakh properties of the 12 lakh assessed by the corporation might have to pay the additional

clause on imposing 25% penalty till such illegal structures either demolished or regularized. The amendment to the Act to collect 100% more tax will be made soon. The officials said the idea behind the proposal of enhancing penalty on illegal constructions was to deter property owners from raising unauthorized structures. Originally, the provision for collection of 100% additional tax on illegal constructions was incorporated in the New Building Rules (GO 86) issued in 2006. However, the GHMC has been collecting only 25% more tax on illegal buildings as per the

Act. Apart from imposing tax on the unauthorized constructions, the chief minister reportedly cleared the proposal to levy property tax on squatters of encroached government land or municipal land or any category of land, which will also attract 100% additional tax. Until now, illegal constructions on government land were not assessed as there was ambiguity in the GHMC Act on assessment of the encroached land. The corporation officials argued that squatters were enjoying civic amenities and other facilities like other tax payers and the civic body was losing revenue.

It's raining goodies for Bangalore city. Fire security levels alarming in Vizag Residential, Commercial, Hospital Complexes violating all safety norms in Visakhapatnam. Mandatory fire safety norms are given scant attention by owners of multi-storied, commercial and theatre complexes, rendering the city vulnerable to major fire accidents. Adding fuel to the fire is the ill-equipped and short staffed fire department. The city is lucky that it did not have any major fire breakouts so far, as we are grossly ill-equipped. The whole districts have 13 fire fighting stations, out of which three are in the city. The strength of the fire-fighting personnel is 250 with eighty of C

them posted in the city. We have one fire fighter for every 25,000 people in the city and one for every 20,000 people in the district. More importantly, the Visakhapatnam district has just one sky-lift (that reaches height of 54 metres) which was acquired in 2008. There are about a dozen buildings in the city which could require the services of the sky lift in case of an emergency. In the case of hospitals, almost all the private hospitals do not follow fire safety regulations. The norms require that every floor be equipped with six extinguishers but none of these is followed strictly.

Nasscom keen to develop Vizag as an IT centre The National Association of Software and Service Companies (Nasscom) is quite confident that Visakhapatnam can register growth in the IT sector even though there may be a few constraints holding it back right now, according to Mr Bidhan Kankate, the regional director, Nasscom, Andhra Pradesh. The State Government was also aware of the importance of developing Visakhapatnam as the second IT centre after Hyderabad. A few big companies such as HSBC have arrived here, but many more have to come and the State Government should make special efforts to draw them to Vizag, he said. He expressed happiness over the State IT Department's move to set up an incubation centre for IT units in the city.
