From the Editor’s Desk
A Long way to G(o)row Property shows are lined up in the city indicating the revival in Hyderabad real estate market with the formation of the separate state of Telangana from Andhra Pradesh, and the city of Hyderabad being the joint capital for the next 10 years. If a stable government is established after 2014 elections, the property prices in Hyderabad are likely to go up by 15 per cent according to the industry experts who participated in a series of panel discussions at CREDAI Hyderabad Property Show. The general elections this year are very crucial and the voters should differentiate the leaders who could maintain the standards and the politicians who use double standards. Many political parties are mushrooming these days with a mindset of making money through illegal means, though their manifesto shows Social Justice, Anti Corruption, Inclusive Growth, blah blah blah. Previously celebrities are invited into politics but now they are intruded for their own monetary gains. Everyone who is interested in earning early affluence choose politics as a platform. Unfortunately it resulted in a state where public lost faith in democracy. They must know the fact that wealth grows gradually and there is no short cut to success. Anything achieved step by step lasts longer. This month cover story says about how to make more money from real estate. Truly there is a lot of scope to raise funds from this sector but the stake holders should make wise and in-time investment decisions. Real Estate Bulletin is always ahead in unfolding the realty world to its readers. Foreseeing the present industry outlook, it stands firm in the slogan “This is the best time to invest in Brand Hyderabad as it is going forward to become an international destination and growing further as a multi cultural hub, which cannot be stopped or reduced by any force on the earth.
This Ugadi own a Happy Home in Hyderabad.

Tenants in frying PAN As the financial year 2013-2014 draws to a close, tax returns and exemption filing is gaining momentum for the salaried taxpayers, who are required to file their tax exemption documents before March 31. This time around, however, many salaried taxpayers are being forced to forgo their house rental allowance tax exemption, as their landlords refuse to reveal their PAN, or a written declaration (in case they do not have PAN card) as per the new I-T norms passed in August 2013. The circular (8/2013) issued by Central Board of Direct Taxes states that “...an employee claiming exemption from tax with respect to HRA received is now required to report the PAN of the landlord to the employer, if the rent paid by the employee to the landlord exceeds Rs 1 lakh per annum, along with the rent receipt.” “I pay Rs 10,000 as monthly rent and my landlord demands it in cash. According to the new norms, I have to give the PAN details of the owner. But, he clearly said that he will not give any sort of PAN details nor written declaration. This time I
am planning to forgo the HRA tax exemption as I don't want to go hunting for new house,” said Dharam Singh, an analyst in an investment bank in Hitec City. Sudheer Allam, a telecom engineer, said “I pay a rent of Rs 14,000 per month since last six months. My landlord is neither
willing to provide PAN nor to sign the declaration that he doesn't have a PAN. If I am not able to give the details, around Rs 20,000 would be deducted from my salary.” Chandan Dhanani, a tax expert says, “If a landlord does not want to give declaration, then one would probably have to forgo his/her HRA deduction and claim for refund later. Giving rent receipts is to the
satisfaction of the employer. If not, one can file the I-T returns and claim HRA exemption on the basis of rent agreement or proof of payment through cheque or online to the landlord.” The new tax norm issued by Central Board Direct Tax, which mandates the salaried taxpayer to submit PAN and other details of the house owner to avail the HRA exemption, is to streamline the rental taxes, say tax experts. “Most of the house owners don't pay the tax on the rentals. But there are many employees who claim for house rental. There is a huge imbalance in the inflow and outflow of the rental tax,” said D. Vijay, a city-based chartered accountant and a professor of the subject. Earlier, an employee claiming HRA tax exemption had to show only a rent receipt (one every quarter) or a declaration from the house owners. But now it has been made mandatory to submit the PAN or a declaration by the landlord saying that he/she doesn't have a PAN. Vijay said, “The department cannot be blamed for the new norm as they are only trying to prevent tax losses. When a tax exemption is given on HRA to an employee, then the department needs to get the same tax from the house owners.”
Realtors stay bullish on Hyderabad market With an end to political uncertainty in the state, real estate developers expect a 20 to 30 per cent rise in property prices in Hyderabad in the next six months. “In the last three years, Hyderabad has seen just five to 20 per cent growth in real estate prices, due to a host of factors such as political turmoil, delayed clearances, and economic slowdown,” said N. Jaiveer Reddy, Credai president for Hyderabad chapter. Mr Reddy was speaking at the Credai Hyderabad Property Show 2014. “The next six months will be crucial, which will explain as to how Hyderabad

will shape up after the state's bifurcation,” said S. Ram Reddy, president, Credai AP. A Jones Lang LaSelle report says that over the next six to nine months, the overall business sentiments in the city are likely to remain stable.“Investors may find this period favourable, as property valuations are low and there is still potential to capitalise on this,” said Sandip Patnaik, MDHyderabad, Jones Lang LaSalle India. Indicating that the current time is the best period to invest in real estate, Credai national president C. Sekhar Reddy said the returns on investments for builders will be up by 50-100 per cent in the next
According to JLL, “the construction of new capital for residual state of Andhra Pradesh is likely to boost infrastructure and real estate activity in the coastal Andhra and Rayalaseema regions.” “Not only Telangana, even the Seemandhra region will benefit from the bifurcation of the state. Builders are aware of developing smart cities. So, focus will not be limited to one city,” the Credai president added. Other key cites of AP — Vijayawada, Vizag, Guntur, Nellore, Ongole and Tirupati — are also likely to witness increases in property prices going forward.

Realtors oppose shifting of tanneries to Rampally Fearing land rates may crash with shifting of tanneries from Bholakpur (Musheerabad) to Rampally in Keesara mandal, which is close to IT zone at Pocharam, realtors and property owners are opposing shifting of tanneries, plastic and iron scrap units there. Apart from realtors and locals, Gas Authority of India Limited (GAIL) has also raised objections over relocating the units as their gas pipeline passes through the area in Keesara mandal. Soon after water contaminationrelated deaths at Bholakpur in May 2009, which claimed 14 lives, the then chief minister YS Rajasekhara Reddy had directed the Hyderabad district collector and the Greater Hyderabad Municipal Corporation (GHMC) to shift tanneries, which were believed to be the primarily cause of water pollution in the area, along with other plastic and iron scrap units from Bholakpur to outskirts of the city. Though it is close to five years, officials failed to relocate even one tannery, plastic and iron units from Bholakpur due to pressure from the realtors lobby. Officials said the revenue department had identified about 44 acres of land at
Rampally village of Keesara mandal, which is also close to the modern abattoir at Chengicherla and behind Singapore Township. The land was handed over to GHMC in April 2010.When a layout was prepared, GAIL had raised objections over the layout for rehabilitation and relocation of Bholakpur units as their gas pipeline passes through the land. The State Human Rights Commission (SHRC), which has been closely monitoring the issue, sought a report on the gas pipeline details like depth, length and other issues related to the project from GAIL. Then, the realtors felt that if the units, especially tanneries, are relocated it may raise a stink apart from causing groundwater pollution. They approached a former minister of Ranga Reddy district and expressed their concern, a senior official of the Hyderabad collectorate said. Though GAILs objection can be resolved immediately, the revenue authorities have been sitting on it for the past two years, the official said. Incidentally, the state government had appointed a committee in 2009 itself with Hyderabad district collector as chairman, officials from GHMC, revenue department as members to shift
the units. The corporation had even conducted a survey for identifying traders in Bholakpur in 2010. As per the survey, 107 tanneries, 300 plastic and iron traders were running their businesses in Bholakpur. The Hyderabad district collector held several meetings with traders and officials on shifting of units from Bholakpur and the traders were assured that plots would be registered on the name of individual traders immediately. The collector and GHMC officials agreed to provide infrastructure like road, drainage, water connection, fire station, hospital, primary schools, labour quarters and other facilities to shift their units. The GHMC had even prepared tentative expenditure for basic amenities in the area at a cost of Rs 50 crore. However, everything came to a standstill with the intervention of realtors as land rates started escalating on areas abutting the Warangal state highway. When contacted, GHMC chief veterinary officer P Venkateshwara Reddy said there was delay in shifting the tanneries due to objections by GAIL, which would be resolved soon.
Hyderabad Metro eyes 55% revenues from real estate L&T Metro Rail (Hyderabad), a special purpose vehicle incorporated to execute the elevated metro rail project in Hyderabad, expects 50-55 per cent of its revenues coming in from real estate and the rest from ridership in the initial years, according to chief executive officer and managing director Vivek B Gadgil. “These models are not static but dynamic in nature. This ratio will change
when the ridership picks up over a period of time and they will definitely change depending on the city's development also, he told media persons, on the sidelines of an international conference on publicprivate partnership organised by the Institute of Public Enterprise. The over Rs 15,000-crore project comprises 72 kilometre of elevated metro rail line and six million sft of transit-oriented development (TOD). Gadgil said while the total TOD proposed was 18.5 million sft, the company would execute six million sft first and then consider taking up the remaining 12.5 million sft either utilising accrued rentals or on a project-by-project basis. Stating that 90-95 per cent of civil works on Stage-I (between Nagole
and Mettuguda) was almost complete, and expected to be commissioned by March 21, 2015, he said the first full train with three coaches would arrive from Hyundai Rotem in South Korea by April-end or early May for trial runs at the depot. L&T Metro had already tied up funds with the banks. While it has been granted a viability gap funding of Rs 1,400 crore, the company has thus far spent around Rs 3,000 crore on the project through equity and debt in equal proportions. Also, the company has taken a comprehensive insurance policy and has so far paid a premium of Rs 27 crore to cover the project for the initial three-anda-half to four years. To a query on whether the bifurcation of the state and the uncertainty surrounding it would have any likely impact on the passenger traffic of the Hyderabad metro rail project, Gadgil replied in the negative. On whether the company was seeing any impact on the overall project costs with the interest rates rising by almost

VASTU FOR INDUSTRIES For industries too, the selection of site is very important. Besides the facts that sufficient water and electricity should be available, the vastu of plot, such as the shape of the plot, the roads facing the plots and the ground levels inside and outside the site are very important points that are to be observed. The various principles of Vaastu which aid in setting up an industry are as follows: 1. Main road towards east, north or North-East are advisable with wide gates on two sides. 2. Gates in North-East or East or North or North-West are recommended. 3. Guard room should be either on North-West side of North gate or South- east side of east gate. 4. Minimum space should be kept in south and west where big trees could be grown. More open space should be left in north and east where lawns and other greenery can be grown. 5. The floor levels in south-west must be higher than other sides and height of the building also must be higher than the corners. Care has to be taken to have the store rooms in south- west fully loaded with stocks to the extent possible.AS and when the stocks are consumed they should be replaced immediately. 6. Car parking may be provided in north west of open area is available. For light vehicles north-east also could be used.

8. Staff quarters may be constructed in south-east and north-west. If quarters are multi stored and if the height is more than that of main factory, they should be constructed in south-west without touching the main premises. 9. Toilets should be placed in north-west or south eastern part of the buildings, and not in north-east or south west. 10. Wells bore wells, water sumps and water ponds etc, should be in north-eastern area. 11. Over head tanks may be erected in west and nearby, duly maintaining the heights. South –west and north-east sides including north and east should be avoided, for constructing overhead tanks. This is a bit controversial subject and hence one should be very careful in locating the over head tanks also the water tanks above the ground level. 12. Heavy machinery has to be installed in south, west or south-west in the factory. 13. Raw materials storage, weather inside factory or sheds outside, should be in south or west or south-west. 14. Products under process or unfinished goods may be kept in west direction. 15. Finished products are to be kept in the north-west corner. 16. Weighing machine may be located near the gate either in north or east because that area is not subjected to permanent weight. 17. Transformers, generators, motors, boilers, furnaces, oil engines should be kept in south east or close to south east.

LIMITATIONS OF VASTU ŸMany examples could be cited to show that Vastu, if followed in constructing one`s house, office, or business place, one could be happy and prosperous. A question arises whether one can achieve everything in life by simply living in a house built as per vastu. The answer is “no” because, vastu has its own limitations. Just because one has a house as per vastu, one cannot become a top celebrity. Nevertheless, if plot is good as per Vastu and house is also built according the shastra, one may achieve any of the following: ŸOne may have health and happiness. ŸChildren may come up in life. ŸOne may succeed in getting good promotions, if in service. ŸOne may make good money, if in business. ŸOne may attain position and power, if in politics. ŸOne may get benefits as enumerated above, as per the
without knowing even elementary principles of subject. Construction of a house or a work place following vastu principles cent percent is not possible, because of the levels in and around the plot, shape of the plot, number of roads and direction of roads abutting the plot. Hence one has to work with available plot and construct the house or office to suite one`s requirement under the given circumstances to provide maximum benefit to the inmates of the house. An architect bestowed with the knowledge of vastu designs the building, striking the balance between the two depending upon the importance of one or the other as the case may be.
degree of the perfection in following vastu. If one can satisfy 70 to 75% of vastu, he should be very happy. It is interesting to note that, some fortunate people have been living in good houses built as per vastu, Twin Cities

It makes up a significant portion of the net worth of many wealth accumulators. Some people simply buy and hold property, waiting for it to appreciate in value before re-selling it. Real estate is one of the few investment mediums where using the bank's money couldn't be easier. The ability to make a down payment, leverage capital, and thus increase overall return on investment is incredible. For many people, real estate is the easiest to understand investment because it is simple, straight-forward and involves a fair exchange between a property owner (the landlord) and the property user (the renter). Investing in real estate is much more complex than this, though, because there are several different types of real estate investments including residential, commercial, and industrial, as well as real estate that trades on stock exchanges, which are called REITs (Real Estate Investment Trust). For a new investor, investing in real estate offers a tremendous opportunity to create wealth. As with all investments, there needs to be some due diligence performed to help put the probabilities for success on investor side. When it comes to making money in real estate investing, there are really only a handful of ways to do it.

Industrial real estate investments Industrial real estate investments consist of storage units, car washes and other special purpose real estate that generates sales from customers who temporarily use the facility. Industrial real estate investments often have significant "fee" and "service" revenue streams, such as adding coin-operated vacuum cleaners at a car wash, to increase the return on investment for the owner.

Retail real estate investments The type of investment consists of shopping malls, strip malls, and other retail storefronts. In some cases, the landlord also receives a percentage of sales generated by the tenant store in addition to a base rent to incentivize them to keep the property in top-notch condition.
Rental Income People need a place to live and a place to operate a business. There are plenty of credit-worthy men or women who do not own their own home or the building in which they operate their business and need to rent space. These needs offer real estate investors an opportunity rent out their property and receive rental income. Naturally there are operating expenses in owning a piece of property such as mortgages, maintenance, and utilities. Increased tax deduction strategies Rental property affords investors with another incredible opportunity to convert personal expenses to potentially valid business deductions. All About Stamp Duty Real Estate Bulletin offers guidance on stamp duty and registration. It throws light on processes involved on transaction of property.
B
uying a house is one of the biggest financial decisions that you will make in your life. It is an overwhelming experience, both financially and emotionally. While buying a house, we need to identify the property, make down payment, apply for loan, sign the sale agreement, etc. The most important step while buying a house is the possession and registration of the property. After the possession of the property is being transferred to you, it is your responsibility to get it registered in your name. Possession is the physical transfer of the property, but it is not sufficient. You also need to have legal evidence of ownership. For this you will have to get the property registered in your name in the local municipal records, with the seller documenting that the property is being transferred to you. At the time of registration, you will also have to pay a stamp duty which is a government tax levied on property transactions. Let's try to understand what is stamp duty, why is it essential to pay stamp duty and many more aspects of stamp duty. Stamp duty is collected on the basis of property value at the time of registration. Stamp duty's amount varies from state to state and also property typeold or new. Since it adds up to the property cost, it's better to have a fair idea before you finalise your property deal. Stamp duty is a legal tax payable in full and acts as an evidence for any sale or purchase of a property. The levy of stamp duty is a state subject and thus the rates of stamp duty vary from state to state. The Centre levies stamp duty on specified instruments and also fixes the rates for these instruments. Real Estate Stamp duty is a type of tax
accumulation by the Government of India. Stamp duty is established on the agreement value or on the market value whichever is greater. Stamp Duty basically is nothing but a type of tax collected by the government under its jurisdiction for a transaction of property. The types of property may be freehold or leasehold from land (agricultural and non-agricultural), independent houses, flats to commercial units. As a general rule, Stamp Duty is generally paid by purchasers. According to early rules, the Duty has to be deposited in the government treasury for all property transactions, which are done through document or instrument under the provisions subscribed in Indian Stamp Act of 1899 and Bombay Stamp Act of 1958. The amount, collected by governmentappointed Stamp collectors, would go directly to the concerned State under which the individuals are taxed. In many states, still the Indian Stamp Act, 1899 is in force. For those who buy flats, stamp duty is calculated on the basis of the land parcel
applicable to the purchaser in the multistorey apartment. This is known as undivided share (UDS) of the property. For example, if the apartments made on 2400 sq ft having 10 equal sized apartments, each member has to pay for a stamp duty for 240 sq ft land. The size of UDS varies if the apartment sizes vary and largest portion will be allotted for those having large sized apartments. Why should one pay stamp duty? As mentioned earlier, this is a tax in line with sales tax or income tax collected by the Government. Technically speaking, Stamp Duty for any property transactions is paid under Section 3 of the Indian Stamp Act, 1899. Stamp duty is payable in full and on time. If there is a delay in payment, it attracts penalty at the rate of two percent every month on remaining amount and as maximum penalty being levied 200 per cent for the unpaid amount. Another advantage for paying stamp duty is that the document acquires evidentiary value. It is admitted in any court of law in India as evidence provided the documents are properly stamped. How to pay stamp duty? Now the question comes, how to pay the stamp duty? Many states have simplified the payment procedure. For example in Maharashtra, one can pay the stamp duty online as the government has recently announced linking of all subregistrar offices across the state for easy payment. Otherwise, stamp papers, equivalent to the value of the stamp duty, should be purchased in the name of one of the parties involved in the transaction. The amount will be paid at the sub-registrar office of the jurisdiction on or before the execution of the sale deed. Though in India it has become a practice that only purchasers bear the cost of stamp duty, actually, it is either paid by a transferee or purchaser or as mutually agreed in the agreement between parties. How much to pay as stamp duty? The percentage of stamp duty levied varies in different states. For example Maharashtra charges 6.5 per cent of the property value as stamp duty if the property lies within the city limit, while in Tamil Nadu 8 per cent Stamp Duty is collected for all types of property transactions. In our state of Andhra Pradesh, 7.5 per cent was levied as stamp duty and one per cent as registration charges over property transactions. But recently to boost the individual property buyers and the overall realty sector in the state, Chief Minister N. Kiran Kumar Reddy gave green signal to reduce stamp duty significantly, which will bring down the property registration charges. Stamp Duty on Sale Deed, Sale Agreement, Gift Deed & Development / Construction agreements reduced The Andhra Pradesh Government has decided to reduce stamp duty on registration of properties. In a major Twin Cities

change, the highly regressive previous step of charging 5 per cent on Development & Construction Agreements has now been brought down to 0.5 per cent This was necessitated after drastic fall in revenue was noticed though real estate activity was booming. Obviously, due to the high stamp duty rate, parties were avoiding registration of such agreements defeating the very purpose of increasing the rate. Realtors said the government's decision will legalise property registration activities and check “shady transactions” which had been prevalent in the realty sector due to higher registration charges. This will be a win-win situation for both the consumers and the government since the revenues for the government will also increase significantly. It's the end users who were adversely affected on account of higher registration charges all these years.
The developers used to pass on the burden of higher registration charges to the customers. With this, properties had become unaffordable for people of middleincome groups. Moreover, it also encouraged builders and buyers to engage in shady transactions to avoid paying higher registration charges. “Instead of registering the properties, people opted for 'on-paper' transactions. The reduced stamp duty rates will legalise the entire registration process in the state. We consider it as a historical decision taken by the CM. We have demanding this for years,” said M. Vijaya Sai, secretary general of APREDA. The higher stamp duty on gift deeds had also prompted people not to go for registration of properties if it was transferred to members within the family. This issue has also been addressed by reducing the duty to 1 per cent from 5 per cent. Mortgage without possession in favour of government or local bodies or UDAs to ensure compliance to building/layout rules has been fixed uniformly at Rs 5,000 instead of the earlier 0.5 per cent; “other than above” has been kept unchanged at 0.5 per cent.

Always keep matches and lighters out of children's reach. Keep light candles out of the reach of children and pets. Never place a lit candle near curtains or furniture, and extinguish them before go to bed or leave the house. Install smoke detectors on the ceiling or high on a wall, and make sure they are in working order. In case of a fire, plan an escape route and practice it often with children.
Reduce, Reuse, and Recycle: One of the ways to keep a healthy home is to produce less waste and to properly dispose of the waste do produce. Do this by following the three Rs: Reduce, Reuse, and Recycle. Reduce the amount of trash throw away and only buy as much of something as need. The old adage “One man's trash is another man's treasure” defines reuse. Reusing items by repairing them, donating them to charity or selling them reduces waste. Recycling includes collecting recyclable materials that would otherwise be considered garbage, sorting and processing recyclables into raw materials, and manufacturing raw materials into new products. Recyclable materials typically include: paper, cardboard, glass, metal, plastic, yard waste, electronic equipment, and food waste.
An important part of maintaining a healthy home is pest control. Insects and rodents can create a very unhealthy home. It's been reported that cockroaches spread at least 33 kinds of bacteria, six kinds of parasitic worms, and at least seven other kinds of human pathogens. They can pick up germs on the spines of their legs and bodies wherever they crawl and then carry these germs into food or onto food surfaces. There are many ways to reduce
child unattended in the bathtub. Keep the drain plugs out of the reach of children, so the tub or sink cannot fill with water. Toilet seat locks, safety gates, and door latches can also be used to keep children away from potential drowning hazards. People who have a pool or live near a body of water make sure to set strict rules about playing near those areas and never let child swim unsupervised. Never leave a container with even a small amount of
Ventilated: According to researches, indoor air in some modern houses may become more harmful and polluted than outdoor air in the biggest industrial cities. Excess CO2, dust, viruses, and our skin and hair particles, evaporations from furniture surface and construction materials, emitted toxins, smoke - all this creates an awful mixture that is simply not appropriate for breathing. But the problem is that we are all so accustomed to it that we don't even notice that. This Twin Cities

Dry: Excess moisture creates great conditions for growing and spreading of mold, which destroys not only house, but health as well. Mold spores can cause strong allergic reaction, asthma attacks and other respiratory problems. Besides, wet surfaces are perfect for bacteria, viruses and insects.
Toxin free: In modern world, toxins are literally everywhere. Harmful chemicals are in the air, water, food, furniture, carpets, clothes, toys. But we want to make sure our environment is as toxin free as possible. With this in mind, prefer high-quality, expensive, natural materials for house, don't overuse detergents and household chemicals or even learn how to make own natural cleaning solutions, avoid purchasing plastic and rubber items with a strong smell, buy natural cosmetics and personal care products, avoid synthetic fabrics, especially for underwear, sleepwear and bed linen. In diet regimen, prefer organic ingredients, avoid highly processed and instant foods, and drink bottled or filtered water.

According to recent survey it has been revealed that family especially the kids are threatened with major health risks if the design or architecture, built and maintenance of home is improper. So while planning out a new home or a home remodeling or renovation makes sure that home planner or design architect makes use of healthier home building techniques and technology. This shall ensure that family and kids residing in such healthy homes are much healthier and safer! A home that maintains a healthy living environment is not only beneficial while currently living in
that home, but it has been shown that reselling prices reflect higher sell prices.
Why should we build a Healthy Home? The definitive view on what constitutes a healthy home seems to vary according to whether or not consideration is being given to the pure fabric of the house, so what is contained within the building materials being used for construction or to what extent a commitment is being made to incorporating energy efficient fuel and heating sources in order make the property as carbon neutral as possible and for the long term. In truth it is probably a combination of both and if we want to go to the purest of the green mile then whether or not choose an architect and trades people who are local and therefore have minimal carbon footprint due to distances travelled and selection of materials used. A healthy home is one that incorporates healthy design elements, non-toxic building materials, and proper construction techniques. It “breathes, emits no toxic gasses, and is resistant to mould. Some of the basic design elements of healthy home construction would be considered to be to have no bedrooms above the garage, excellent airflow and an abundance of natural light. There are numerous sources of information which will enable the builder to locate and purchase the best non-toxic materials available today, and to employ healthy building techniques to guard against mould and dangerous man-made and natural gasses. To construct a truly healthy home there needs to be much discussion and often compromise. That does not just mean compromise on price as often the price difference in using healthy products today has come much
HEALTHY HOMES closer and can often be negligible. It is important to choose a builder who is knowledgeable with the products available today and can advise on whether or not a slightly more expensive one will be more efficient and possibly last longer. The manufacture of products changes constantly and will need advice from someone who truly knows and understands the strengths and weaknesses of the products available. People will also want to insure that he or she actually uses the non-toxic products specified and signage to post around the construction site to inform workers that they're building a healthy, non-toxic house and that other products should not be used. The criteria for a healthy home generally include the following attributes: predominantly, reduction of exposure to chemicals through use of non-toxic building materials and products. Mitigation of mould and rot by employing proper building techniques and materials from foundation to roof. Utilization of passive airflow, day lighting, and fresh air exchange through proper placement of windows and doors. Location of areas of high toxicity and combustible materials away from bedrooms and primary living spaces. The benefits are homes that are safer, more comfortable, and require less maintenance. A healthy home is also more energy efficient, and therefore incurs lower monthly operating costs! Indoor air pollution from dangerous chemicals has been linked to the dramatic rises in childhood asthma and respiratory diseases, and chemical sensitivity in adults. Relatively few of the chemical compounds used to create or treat conventional building materials have been tested for their effects on humans, and almost none for their effects on children. Many of the most dangerous compounds are commonly found in conventional building materials. New homes are constructed with products and materials that are either made of, or have been treated with, a whole host of chemicals. But people can now build the same home with high-quality, durable, non-toxic products and
materials, at often no additional cost! Many healthy materials now cost no more than conventional products, thanks to increased demand and production. Energy savings alone can make up for the extra cost in the short term, and provide significant savings over time. The real estate market in the Hyderabad claims that a healthy home is 5-15% more valuable than a conventionallybuilt home, thus providing a substantial gain if and when decide to sell. High efficiency eco heating and hot water systems the balance between a combinations of systems depends upon the age, style and level of insulation in the home. It is not intended that the heating and hot water systems discussed here reflect an opinion of which system is more efficient. An expert is required who will calculate the saving in CO2 emissions based upon performance of the system or systems installed and the insulation within the home. However whichever route is taken, all
contribute to building a healthier home. Housing has a significant and sustained impact on people's health, perhaps just as much impact as policies or programs that focus on promoting “healthy living. Variations in health status among population groups remind us that health and well-being have complex causes. Effectively incorporating health and well-being into housing helps communities to develop resilience and support residents that most need help. From a community perspective, meeting housing needs is not only a human rights issue, but also a cost issue. People who are socioeconomically disadvantaged tend to have unmet housing needs, and the individual price they pay is higher death rates, poor health, and being at risk for higher likelihood of serious chronic illnesses. The social cost of not meeting housing needs is also high, trickling down to paying for resulting cumulative costs of health care, services, and institutional care.Governments have a responsibility to provide citizens with the building blocks of health. Local government leadership, policies, and actions is key to meeting residents' housing needs, and thereby positively influencing health outcomes by: encouraging design, construction, and maintenance of healthy homes across the housing continuum. Working with other agencies to create housing that meets residents varied affordability criteria and special needs and developing a healthy community context for housing.Maintaining a good and healthy atmosphere at the residence is an important task that is directly related with the health and hygiene of the people who live in these houses. According to the budget and lifestyle, people can choose which aspects that they want to incorporate to accomplish a comfortable and healthy home.

ith today's economy and the call to live more efficiently, Small home plans and Affordable house plans are becoming increasingly popular. Affordable small house plans are compact and practical. Small house plans can still fit big dreams. Plans in this collection are ideal for those looking to
build a smart, flexible, cost-efficient, and energy-saving home that fits anyone family's needs without expensive excess square footage. Small homes are more affordable and easier to build, heat, cool, clean, and maintain. Since a small home is usually more affordable because of lesser costs for land, materials, and labor, people may be in a better position to invest in high-quality windows, flooring, and appliances. By simplifying lifestyles and striving for more sustainability today the savvy homeowners planning to build a new home are choosing small home floor plans for both economical and practical reasons.
Small home plans for stylish and comfortable living Smaller homes are easier on the environment to build and maintain, have more reasonable energy costs, and lower mortgages so people will have more money for the things they enjoy while also helping to preserve the planet for future generations. With a trend moving toward small homes, new designs and plans include innovative ideas for maximizing space so these houses seem comfortable and spacious rather than crowded and cluttered. People will find that a little goes a long way when they use the area they have efficiently and to its full potential. Today, there are some great shelving units and storage systems that will help customize closets and make the most of space. Loft beds with shelf units or desks underneath are perfect for children's rooms and help reduce wasted or unused areas. Consider built-in bookcases or work stations, stowaway beds, or tall, narrow dressers and wall units that focus on a vertical look while occupying less floor space. They can also accessorize with thin sleek lamps and cabinets that are eye-catching and tasteful Twin Cities

HOUSING without being overbearing or shrinking the appearance of a room. People can also optimize a smaller area and turn less into more with the right choice of furniture. Putting wheels or castors on sofas and tables, or choosing lighter, more compact furniture that is easy to move will allow people to re-arrange for different events so individuals can still entertain a large crowd without feeling stuffy and cramped. Whether they are wanting to downsize and simplify, or are looking for a way to live in style and comfort while still staying within a budget, small home plans can provide everything they need and desire and make a smaller house feel like a luxury castle.
Small House Plans for Savings Those who delight in smaller homhes will also delight in smaller bills. As the cost of energy increases, more and more home buyers consider settling into a small house designed with efficiency in mind. By choosing to build small home plans, homeowners save significant amounts of money from the outset on construction costs, and also reap savings throughout the course of their residence through lower energy costs. Choosing small home plans may be the easiest way to step into serious savings, and the qualitative sacrifice may be surprisingly insignificant. Those who choose little over large when it comes to their home may sacrifice some decorating space, but they need not sacrifice quality of life. True, many equate bigger with better, and may not feel accomplished until their hallways echo with each footstep. Others, however, find that small house plans can provide all the

essentials necessary for enjoyable living. Smaller home plans are a great solution for those who find comfort in a cozy dwelling. It is also worth noting that saving money with small home plans can also help save the Earth. In times of increasing environmental awareness, the "super-sized" home plans may in time bear the nasty label, "anti-green." The footprint of large homes consumes more acres of land, and a big house may end up draining an unnecessary amount of energy. A small house built with the environment in mind can, in the long run, save the owner a bundle by maximizing energy conservation. Thus, a relatively symbiotic relationship can be achieved between small home plans and the planet. Those who truly wish to "go green" with their home can opt to add additional energy saving features such as energy
efficient windows, appliances and solar powered heating and cooling systems. Those who dare to go green with their home plans may in fact be pioneers of upcoming global housing trends. The smaller the house does not mean the lesser the home, but the smaller the bill the better! Since less house space means less out of pocket costs and more energy to share with others, consider small house plans, for people and the world at large. How to Make the Most Out of a Small Living Space: There are a number of ways to design small house plans to maximize the amount of space available. These approaches are particularly important in urban areas where space is very limited. Most architects who design plans for small houses know the tricks of the trade needed to make the rooms and space look larger. However, a homeowner should also be educated on the different approaches and techniques for the interior design to make the best use of tiny house plans. A common characteristic of small house plans is an attempt to make the room seem like it is bigger than the actual footage of the room. One of the ways architects compensate for the square footage in small home plans is to build high ceilings, thereby making the space feel larger regardless of the actual square footage. There a number of design tools a homeowner can apply to accent this feature. The owner can create a
HOUSING
horizontal border across the room and paint the lower half a slightly darker color and top half a lighter color. This creates a visual illusion of more height. Homeowners can also compliment their small home plans by buying small paintings that are similar in size and hang them in a vertical line in a prominent area on the wall. This also creates an illusion and draws the focus to the vertical height rather than the length or width. Another facet homeowners must consider when deciding how to use their small house plans is the placement of furniture. A common mistake made by interior designers for small house plans is using large furniture that does not fit the space. A huge, overstuffed couch may be a beautiful piece, however in a small space it becomes overbearing. It is important to understand about these plans that every inch is important. Homeowners must avoid over decorating the rooms to compensate for the size, as the over decorating can emphasize the smallness of the area. The best approach to design for tiny house plans is to keep the furniture and decorations minimal. The furniture should also range in height. A large lamppost next to the couch will make the couch look less cumbersome. Instead of a heavy bookcase that takes
up space, homeowners should use shelves for their books that vary in height, thus saving space and creating a visual illusion.
Keys To Finding Great Small House Plans: The world is running out of space for people to build their dwellings on. As a result of this, people today need to plan their buildings carefully if they want to truly maximize the space that they have. What peoples need for an endeavor like this is a great small house plan. However, because of the demand for small house plans today, a person faces a lot of different choices. What individuals need is a guide to help they pick out which type of small house plan ought to be getting.
Here are some key tips to help people with this: Check the source: Although a lot of different companies offer to give some small house plans, checking out the source will definitely help people make sure that the small house plans people are getting are actually usable. By making sure that individuals get small house plans from legitimate professional sources, then they will be able not only to assure the aesthetic quality of the home that they are building, but they will also be able to
make sure that the house is structurally sound as well. Check the cost: Of course, people have to remember that obtaining the small house plants is just the first step in actually building the home. Because of this, they need to make sure that the plans are not too expensive. Otherwise, they will be stuck with huge pieces of paper to use as construction materials and not much else. Checking the different costs of small house plans will help people make sure that they will end up with something that they can actually afford to build. Check the timetable: What most people are concerned about when building a new house is the time it will take before they can move in. Because of this, they need to check any small house plans before use them. Usually, these plans have a certain timetable telling people which tasks are supposed to be finished and when. By checking the timetable, they will be able to allot the right amount of time and actually make sure that they don't end up with a half-finished project when people really need the house to be habitable. Whether people are building a primary residence or vacation home, they will be amazed at how a small home can fit just right.

People may have just gotten married or are thinking of investing in a property, whatever their circumstances are, should be aware that luxurious residences have gradually become the preferred choice of many. Other than the modern and new facilities that most luxury property promises, they also ensure a safer and more desirable environment or neighborhood one can live in. This is because most are built in areas that have comparatively better security infrastructure and settings. Thus, many have invested in them due to such various long-term considerations. People should always take time to plan and research the real estate options
that they have. Check finances and see which type of residence is a more suitable. For instance, would renting or buying be a more viable option for one? Never be in a rush to make such an expensive decision, and instead seek advice from real estate agent or any other property expert to see if he is getting a good deal. There are various types of luxury properties available today. They are: condominiums, semi-detached houses, serviced-residences, high-rise apartments, mansions and other private houses. As such, depending on people personal preference, most of these properties should be able to satisfy their housing desires and needs. Take into consideration the location of these residences, whether they are near work place or children's schools. Are they accessible or require spending long hours commuting from place to place? Also, individuals may wish to look into the types of amenities that are available in the vicinity. People need to see if they are able to suit their family's needs and interests. lot of time and energy. Individuals should read extensively on the types of properties available, gather research from various property portals, consult experts or agents and even visit forums to learn about what is hot and what is worth their money. Also, ensure that they follow the correct legal procedures and regulations when making their purchase or rental. Reasons for Purchasing a Luxury Property: For many people working a 9 to 5 job on an average salary is not enough to buy a house in an ideal location. Under the current economic climate most people would find it difficult to even qualify for a mortgage and so fall into the cycle of renting or living with parents. The problems involving the financial market affects everyone and unfortunately there are very little people can do about this, especially if they are not earning enough to secure their foot on the property market. Recently a new method of investing has popped up, an unlikely turn of events but one that is proving to be a worthwhile risk. Some people have turned to luxury property investment, even if they are not earning enough to qualify for a mortgage that will cover for a luxury property. There are methods of doing this without having to muster up a huge amount in deposit. There are more reasons to make an investment in
this than there in normal property investment. Luxury property investment is something that moves in a cycle, much like normal property investment with people saying that now is the best time to invest. Price of a luxury property is significantly lower than a normal semi detached house in the city, making them a good choice for investment. Luxury properties have been considered to provide better stability than any other because the prices do not suffer the same dips as the normal property market and it is an investment that very rarely fails. There is also much more flexibility and can be a secure retirement villa for the future. Until the time for their retirement they can rent out the property and if the property is in a luxury location then the rental price may increase over time. This will mean that they will have a monthly
Reasons to Consider Luxury Property Investment: With a challenging economic climate and the green shoots of recovery still at a wobbly stage, a luxury property investment might not scream Buy! However, many people believe various things have conspired to create the ideal investing time slot. 1. Luxury property investment is an industry that moves in cycles, with good and less-good times to make an investment. Right now, many believe that now is the best time to invest, with many people being motivated to sell of their properties for prices significantly below what they paid. 2. It is considered by many that luxury property investment is a sector that provides very good stability. Prices for such properties do not suffer the same dips and peaks as other industries do. It is a long term investment that rarely fails.

People can choose a property as their ideal retirement villa, but until they do actually retire - they can rent it out by the month or by the year. This means they have an immediate income from the property, as well as keeping hold of it until with the price rises or they decide to live there. 4. There is some peace of mind associated with luxury property investment as those who rent them tend to look after the property significantly better than those who rent lower grade properties. This can make they feel a lot more relaxed especially if they plan to live in the property themselves. 5. Individuals who have made luxury property investment can quite often make a higher rate of return compared to other forms of rental, because they can charge a higher rental. If they property is located in a coveted place, then this rental price can go up. 6. Higher security is one more benefit that makes luxury property investment quite popular, as many of these houses are gated and some of these communities have their own security force as well. It can certainly give a certain level of peace of mind for those considering such an investment. 7. The lure of luxury property investment also extends to being able to provide a business reward for a job well done - or even a place in which to conduct a business meeting or conference. There are few things more impressive than a luxury house or villa in the sunshine to woo their business associates! The Need for Privacy When Selling/buying Luxury Properties: Privacy is of the utmost importance when selling a luxury, high-end property. Both the sellers and buyers of these properties need to feel that their privacy is being protected as they look for a new home or try to sell their existing property. Buyers and sellers who are in the public eye will want to keep the location of their properties or of their potential new homes quiet in order to ensure their security and privacy. It will therefore be important for Realtors handling such highend properties to be discreet about their clients. Twin Cities
50 REAL ESTATE BULLETIN March 2014
Many clients will also need to keep their reasons for selling private when they are placing a high-end property on the market. If an owner of a major corporation or international business needs to put their home up for sale due to financial difficulties, for example, then it could put their business at risk if this became widely known. Celebrity homeowners and other
public figures need to sell up for personal reasons such as divorce may also need to keep their reasons for selling quiet. It will also be important for many sellers to keep their homes as private as possible. Many millionaire homeowners value their privacy highly and will not be happy to have large numbers of potential viewers traipsing through their homes. There are also other reasons for being careful about letting potential buyers into a luxury home. Some people may want to see the property even though they have no intention of buying it, and probably could not afford it if they wanted to. Luxury homes and the expensive property that they contain can attract time wasters who just want to look around and see how the millionaire owners live. They can also attract burglars who
want to look around so that they can identify anything that is worth stealing and take a look at the security and alarm systems. Realtors must restrict access to luxury properties in order to ensure the privacy of their clients. Viewings should only be offered to clients who have been proven to be seriously interested in buying the property, and they should be arranged so that the Realtor shows the buyer around the property instead of the homeowner. This will prevent the buyer from asking any awkward questions, such as about why the property has been placed on the market. It is not a good idea to hold an open house in a luxury property since this may attract time wasters and criminals. Any viewings that are arranged should be private ones. In many cases, it will be agents or other Realtors who attend the viewings of luxury properties, rather than the potential buyers themselves. Holding a viewing for Realtors who specialize in luxury properties can be a very effective way of finding buyers for a high-end property. The needs of the seller need to be balanced against the needs of the buyer, however. Buyers who are seriously considering buying a luxury property will want to find out as much as they can about the house before they commit to making the purchase. It is important for a seller to be willing to provide as much information about the property as possible to buyers who are really serious about it.

Sand for Construction Works Sand is one of the most general materials on the earth's surface. The construction aggregate industry is the largest consumer of sand for use in concrete and asphalt products.
N
ow-a-days good sand is not readily available; it is transported from a long distance. Those resources are also exhausting very quickly. It is essential to know what type of sand is useful for construction purpose as sand is also classified into three different forms that make it suitable for specific type of construction.
Various Types of Sand
Pit Sand Sea Sand River Sand Pit Sand (Coarse Sand or Badarpur) Pit sand is obtained by forming pits into soil from 'Quarries'. It consists of sharp angular grains which are free from salts. It is coarse sand which is usually used in concreting and has reddish yellow color normally. River Sand This sand is obtained from banks or beds of rivers. River sand is fine and consists of fine rounded grains. The color of river sand is
almost white and Grayish. River sand is usually available in clean condition and is used for plastering. Sea Sand This sand is obtained from sea shores. It has fine rounded grains and light brown color. Sea sand contains salts which attract moisture from atmosphere. Such absorption causes dampness and disintegration of work. Sea sand also retards setting action of cement. Due to these reasons, sea sand is generally avoided for engineering purposes. It is used only as a local material for nonstructural purposes. So, it is a need of the time to find some alternate to natural river sand, i.e. Artificial sand. Artificial sand The artificial sand formed by suitable machines can be a better alternate to river sand. The sand must be of proper gradation.
When fine particles are in suitable proportion, the sand will have fewer voids. The cement quantity necessary will be less. Such sand will be inexpensive. Demand for manufactured fine collectives for making concrete is rising day by day as river sand cannot meet the growing demand of construction zone. Natural river sand takes millions of years to form and is not repleneshible. Because of its restricted supply, the cost of Natural River sand has sky rocketed and its reliable supply cannot be assured. Under this conditions use of manufactured sand becomes inevitable. River sand in many regions of the country is not graded correctly and has excessive silt and organic impurities and these can be harmful to durability of steel in concrete whereas manufactured sand has no silt or organic impurities. However, lots of people in India have worries about quality of concrete or mortars when manufactured or artificial sand are used. Manufactured sand has been frequently used to make quality concrete for decades in India and abroad. For instance, Pune Twin Cities

While the sand prices stood at Rs 1,100 per tonne last month, it is currently being sold at Rs 1600 per tonne. local builders and property developers, owing to soaring sand prices ensuing in rising construction costs. Dealers said sand prices have increased by about 50% in the past several weeks caused by poor supplies from coastal Andhra due to the transport strike. While the sand prices stood at Rs 1,100 per tonne last month, it is currently being sold at Rs 1600 per tonne. In Hyderabad, at least 500 big to mid-sized projects have been affected due to the transport strike and the rising costs of raw materials. Local builders rue that construction prices have gone up by Rs 20 per square feet. "As it is, the market is far from being in a good shape. The spiraling costs will have a huge impact on the construction sector," said Ramachandra Reddy, joint secretary of CREDAI-Hyderabad. "Those who have already started their projects have no option but to go ahead with their plans as have to accomplish the dedication given to their customers. However, they have to contend with less-than-expected profit margins," he added. Industry specialists said the present situation will inevitably lead to higher property rates. "The prices may go up further in the coming days if there is no end to the agitation," said a sand dealer from Kukatpally. "The protestors there are
BUILDING TECHNICALS stopping all transport vehicles," he said. R K Narra, chairman, Greater Hyderabad Builders Federation said those starting new projects will sell flats or houses for a higher rate. "Already there are no buyers and if prices boost, then the market situation will worsen," he said. Meanwhile, sand dealers said compared to least five Lorries of sand which would come to the city everyday, prior to the agitation, not more than three arrive in the city of late. "When I enquired I was told that workers are not reporting to work at these sand mines. The labour costs have therefore increased" said another sand dealer from Auto Nagar. Many builders are learnt to be using filter sand for construction to beat the high costs of river sand. The usage of filter sand has been banned by the government as it was found to have less compressive strength and life leading to cracks. Nevertheless, it is still sold after being extracted from ponds and artificial water bodies on the outskirts of the city at almost half the price of the river sand. "The government has to do something about it as they also stand to lose from this situation. The government gets key profits from excise and registrations. However, thanks to the construction costs, there will be few registrations now," Narra said. Issues with Manufactured Sand: The Civil engineers, Architects, Builders, and Contractors concur that the river sand, which is available at present, is lacking in many compliments. It does content very high silt fine particles. Presence of other impurities such as coal, bones, shells, mica and silt etc makes it inferior for the use in cement concrete. The decay of these materials, due to weathering effect, shortens the life of the concrete. Today, the Government have put ban on lifting sand from River bed. Transportation of sand damages the roads. Removing sand from river bed impact the atmosphere, as water table goes deeper & ultimately dry. Sand Mafia: Do not pay royalty and service tax and local tax and supply send to contraction site is known as Sand Mafia. Sand is considered a “minor mineral under Indian law, unlike coal, diamonds or gold which
are classed as most important minerals. The extraction of minor minerals is governed by state rather than federal laws. The sand-hungry construction industry uses the material to mix with concrete and for making bricks. Construction contributed 9.8% to India's gross domestic product in 2010, up from 8.4% in 2006. According to the Planning Commission, investment in infrastructure needs to increase to 10% of GDP by the fiscal year ending March 31, 2017, from 8% five years earlier, if India is to continue to develop. The state government has the power to make rules preventing illegal mining, and regulating the transportation and storage of minerals like sand. These can include putting in posts for checking minerals in transit and weighing the quantity being transported. of auctioning has been dispensed with and a lottery arrangement put in place. Based on the recommendations made by a Group of Ministers, which reviewed the sand mining policy in the light of the Supreme Court's verdict banning indiscriminate quarrying, the Industries Department issued an order today framing the revised policy guidelines. The policy, if implemented effectively, will curb the growing activities of the sand mafia in the state and make sand available to all at an affordable price, officials said. The Government Order issued by Principal Secretary (Industries) D Sreenivasulu said the existing norms of the Andhra Pradesh Minor Mineral Concession Rules, 1966, were being rescinded to regulate sand quarrying activity. "Allotment of feasible sand-bearing areas shall henceforth be through a selection process by way of draw of lots.Extraction of sand shall be by manual means only and use of machinery shall not be permitted except in specific sandbearing areas where there is no impact on groundwater table," the Principal Secretary maintained. For the first time, the Government
issued guidelines for sand mining in private lands along the river beds. Only farmers who own the sand-casted land will be permitted to quarry and sell it after paying seigniorage fee to Government. The Director of Mines & Geology has put the requirement of sand during 201213 for constructions or civil works in private and Government sectors at 218 lakh cubic meters and 230 cubic meters, respectively. The district authorities have been asked to identify new sand reaches.

Farmers in Hitec City refuse to sell their land enhancement of power transformers in the next four years. Dr PK. Mohanty, chief secretary, during an interaction with top officials, said the major challenges in managing urbanisation are significant rise in investments for urban infrastructure & services and strengthening the framework for governance and financing, besides slum development and urban poverty alleviation, urban housing and comprehensive capacity building programme at all levels of government.
A stone's throw away from Google's office in Kondapur is a three-acre stretch of land that attracts more attention than the global search engine's swanky building. The paddy field here is a grim reminder of the fact that there exist a few farmers still holding on tightly to their few acres of green patches. “We keep getting a lot of offers from builders who want to construct residential or commercial buildings here but we refuse them as we do not want to part with the land,” said Indrasena Mudiraj, a local
resident who stays in a small house at the corner of his land. “Those around us have either sold their lands or given them for development and made good money. But we are happy farming on this land as of now,” he smiled. The going rate for an acre of land here is anywhere between Rs.15 to Rs.18 crore. Till about a decade and a half ago, Madhapur, Kondapur, Manikonda and Gachibowli had hundreds of acres of agricultural lands and thriving dairy businesses. However, with the

mushrooming of IT companies, and the subsequent real estate boom, farmers, and the age-old traditional industry, have all disappeared from these parts. Mallesh Yadav owns a six-acre farm a few kilometres away, in Masjid Banda village of Gachibowli. Unmindful of being surrounded by the imposing DLF IT Park and other major software giants, his family goes about their farm work, which includes maintaining dozens of their cattle. “In a year, we get a yield of 50 bags of rice from the paddy crops cultivated here,” said Mr. Yadav with an air of pride. “If we sell this land, there will be a
question mark on what to do next. My family and I are happy this way.” Mr. Yadav said though the area was rapidly developing, there was abundant groundwater in the locality, which helps him carry out his work with the help of a bore well. In the interiors of Gachibowli in Gopanpally village, 65-year-old farmer N. Krishna has vowed to not sell his four-acre land for as long as he is alive. “The face of our village has changed in the last few years. There are so many cars and buildings around that we do not feel like we are in our village anymore. I have an emotional connect with the land and I would not sell it,” he declared.

REAL ESTATE BULLETIN 57
Backbreaking tax on vacant land in Hyderabad In a strange twist of logic, the Greater Hyderabad Municipal Corporation (GHMC) imposes more tax on vacant plots than it collects from owners of buildings and other structures. For instance, a building owner in 300 square yard land in Jubilee Hills has to pay property tax ranging between Rs 5,000 and Rs 10,000 depending on the plinth area, while a plot owner in his vicinity has to cough up Rs 30,000 to Rs 60,000 per annum or more towards vacant land tax (VLT). As per the GHMC Act, 0.5% of
registration value of land could be collected as vacant land tax by the corporation. After a building is constructed on the plot, the owner would have to pay property tax based on assessment. This provision has been incorporated in the Act basically to discourage property owners to keep their plot vacant in a developed area, which would burden the civic body. Officials admit the VLT has become a major burden on plot owners as the registration and stamps department has been increasing land values from time to time. The government had last year revised
land rates to Rs 45,000 per square yard in areas like Prashasan Nagar in Jubilee Hills, Rs 30,000 per sq yard in Madhapur and Rs 20,000 per sq yard in Srinagar Colony. The high court recently declared that “levying tax on vacant land other than the land appurtenant to the buildings as provided under Section 212 (2) of the Act is ultra vires, unauthorised and illegal.” These remarks were made in a case in which the corporation tried to collect tax even after building permission was taken. The court also pointed out that there was

REAL ESTATE BULLETIN 59
Repo rate hike will intensify realty crisis The Confederation of Real Estate Developers' Associations of India (Credai) has expressed concern over the RBI decision to increase the repo rates by 25 bps to 8 per cent in the monetary policy review. C Shekar Reddy, President CredaiNational said, “The industry expected the RBI to maintain the status quo on rates as the index for industrial
production was at a low of 2.1 per cent for December. The housing sector has a multiplier effect on the economy as it covers 300 allied industries.” Sanjay Dutt, Executive Managing Director-South Asia, Cushman & Wakefield said “The RBI again adopted a hawkish stance and increased repo rate by 25 basis points, intensifying the crisis that the real estate sector is
already witnessing.” RBI's stance is disappointing as, and just as we started to see some uptick in home sales, this move can potentially derail the sector, which has been witnessing financial headwinds due to subdued sales and limited access to funding, he said.
