Europa Nostra is the European voice of civil society committed to safeguarding and promoting cultural and natural heritage. A pan-European federation of heritage NGOs, supported by a wide network of public bodies, private companies and individuals, it covers over 40 countries. n We campaign to save Europe’s endangered heritage, in particular through the 7 Most Endangered Programme. n We celebrate excellence through the European Heritage Awards / Europa Nostra Awards. n We actively contribute to the definition and implementation of European strategies and policies related to heritage, through a participatory dialogue with European Institutions and the coordination of the European Heritage Alliance. INTRODUCTION BY THE EXECUTIVE PRESIDENT AND THE SECRETARY GENERAL

At the beginning of 2020, and as a direct reaction to the pandemic, we carried out a consultation among our members and partners on the impact of the Covid-19 crisis on cultural heritage sites and stakeholders. The long-term objective of this consultation was to use the collected information as a basis for our advocacy work and to ensure that cultural heritage is duly included in Europe’s immediate response to the Covid-19 crisis as well as in the long-term recovery plans at European and national levels. We were also particularly proud to start, in 2020, a new phase of the 7 Most Endangered Programme which was launched in 2013 in partnership with the European Investment Bank Institute (EIBI). The 7 Most Endangered Programme now allows us to run the programme on an annual basis with the 2021 list of 7 Most Endangered sites published on 8 April. Throughout the course of the year, we organised a series of important events such as the Europe Day Webinar on 9 May, co-hosted by Europa Nostra and the Europeana Foundation, where we launched the European Heritage Alliance Manifesto “Cultural Heritage: a powerful catalyst for the future of Europe”. Furthermore, for the first time ever, the European Heritage Awards Ceremony took place 6 | Annual Report | 2020 | Rapport annuel

Over the past year, the Covid-19 pandemic has taken a considerable toll on all aspects of our living and working environments, and considerably affected the worlds of culture and cultural heritage. While we are slowly emerging from the pandemic, at the time of writing, we continue to feel the uncertainty and huge impact of this global crisis. Faced with these unprecedented circumstances, Europa Nostra has managed not only to consolidate its core objectives to reach out to our members, stakeholders and the public at large by expanding on our digital possibilities, but also to fully grasp the new opportunities to better position cultural heritage among the key priorities and challenges facing Europe and the world. These efforts have been met by ever closer relations with the European institutions and international organisations committed to the preservation of cultural heritage throughout the world.

In addition to the 21 Award winners and the three Grand Prix winners, we were also proud to announce the two recipients of the first edition of the ILUCIDARE Special Prizes. 2020 also marked the first stages of a major cooperation with ICOMOS, the Climate Heritage Network, the European Investment Bank and a number of members of the European Heritage Alliance, leading to the publication, on 22 March 2021, of the European Cultural Heritage Green Paper entitled “Putting Europe’s shared heritage at the heart of the European Green Deal”. Au début de l’année 2020, et en réaction directe à la pandémie, nous avons mené une consultation auprès de nos membres et partenaires sur l’impact de la crise du Covid-19 sur les sites et les acteurs du patrimoine culturel. L’objectif à long terme de cette consultation était d’utiliser les informations recueillies comme base pour notre travail de plaidoyer et de veiller à ce que le patrimoine culturel soit dûment inclus dans la réponse immédiate de l’Europe à la crise du Covid-19 ainsi que dans les plans de rétablissement à long terme aux niveaux européen et national.

Au cours de l’année écoulée, la pandémie de Covid-19 a fait des ravages dans tous les aspects de nos environnements de vie et de travail, et a considérablement affecté le monde de la culture et du patrimoine culturel. Bien que nous sortions lentement de la pandémie, au moment où nous écrivons ces lignes, nous continuons à ressentir l’incertitude et l’énorme impact de cette crise mondiale. Face à ces circonstances sans précédent, Europa Nostra a réussi non seulement à consolider ses objectifs fondamentaux pour nous rapprocher de nos membres, nos partenaires et du grand public en développant nos possibilités numériques, mais aussi à saisir pleinement les nouvelles opportunités pour mieux positionner le patrimoine culturel parmi les priorités et les défis majeurs auxquels l’Europe et le monde sont confrontés. Ces efforts se sont traduits par des relations toujours plus étroites avec les Institutions européennes et les organisations internationales engagées dans la préservation du patrimoine culturel à travers le monde.

Internally, the year was also characterised by another milestone in Europa Nostra’s history: after ten years of dedicated service to our organisation, Maestro Plácido Domingo stepped down as Europa Nostra’s President and was appointed Honorary President at the General Assembly which took place in a digital format on 19 October. The General Assembly also paid tribute and expressed its profound gratitude to HRH Infanta Doña Pilar de Borbón, former President of Europa Nostra, who passed away on 8 January 2020 and Sir Christopher Audland, Honorary President of Europa Nostra, who passed away on 29 December 2019. We invite you to read the chronological presentation of our work in this report including our dialogue and advocacy work, our European Heritage Awards / Europa Nostra Awards and the 7 Most Endangered Programme. We wish to thank above all our members and partners, particularly the European Union, but also the Board, Council, Award Juries, 7 Most Endangered Advisory Panel and members of the European Heritage Alliance for their invaluable commitment and vital support. la Banque européenne d’investissement et un certain nombre de membres de l’Alliance européenne du patrimoine, qui a abouti à la publication, le 22 mars 2021, du Livre vert sur le patrimoine culturel européen intitulé “Placer le patrimoine commun de l’Europe au coeur du Pacte vert européen”. Ce document pionnier démontre la pertinence du patrimoine culturel et plus généralement des valeurs communes de l’Europe pour contribuer à la réalisation des objectifs du Pacte vert européen, sous la formule “ le patrimoine culturel compte !”. En interne, l’année a également été marquée par une autre étape importante dans l’histoire d’Europa Nostra : après dix ans de services dévoués à notre organisation, Maestro Plácido Domingo a quitté la présidence d’Europa Nostra et a été nommé Président honoraire lors de l’Assemblée générale qui s’est déroulée virtuellement le 19 octobre. L’Assemblée générale a également rendu hommage et exprimé sa profonde gratitude à SAR l’Infante Doña Pilar de Borbón, ancienne Présidente d’Europa Nostra, décédée le 8 janvier 2020 et à Sir Christopher Audland, Président d’honneur d’Europa Nostra, décédé le 29 décembre 2019. In the first two months of 2020, Europa Nostra convened a series of meetings with the new European Union leaders, including the Commissioner for Innovation, Research, Culture, Education and Youth, Mariya Gabriel (photo 1); the Vice-President and Commissioner in charge of Promoting our European Way of Life, Margaritis Schinas; and the Chair and Vice-Chair of the Committee on Culture and Education of the European Parliament, Sabine Verheyen and Dace Melbãrde. These meetings aimed at continuing and enhancing our long-standing partnership with the European Institutions, and at nurturing a constructive dialogue with the EU leaders in charge of cultural heritage-related policies at the very start of their mandate.

Au cours des deux premiers mois de 2020, Europa Nostra a organisé une série de réunions avec les nouveaux dirigeants de l’UE, notamment la Commissaire à l’innovation, la recherche, la culture, l’éducation et la jeunesse, Mariya Gabriel (photo 1) ; le Vice-président et Commissaire chargé de la promotion de notre mode de vie européen, Margaritis Schinas ; et la Présidente et la Vice-présidente de la commission Culture et Education du Parlement européen, Sabine Verheyen et Dace Melbãrde. On 9 May, on the occasion of Europe Day, the European Heritage Alliance – coordinated by Europa Nostra – launched the Alliance Manifesto “Cultural Heritage: a powerful catalyst for the future of Europe” (image 2, cover). Through this Manifesto, released in the midst of the Covid-19 crisis, the Alliance expressed the readiness of the wider heritage world to contribute to Europe’s immediate social and economic recovery, as well as to the longer-term advancement of the European project. This Manifesto puts forward 7 of the most important ways in which cultural heritage can act as a catalyst for positive change.

On 14 October, Europa Nostra published the extensive paper “Covid-19 & BEYOND: Challenges and Opportunities for Cultural Heritage” (photo 3). This strategic paper provides unequivocal evidence of how deeply the pandemic has affected the heritage world and makes concrete proposals to support the heritage sector through existing EU instruments and those proposed within the ‘Next Generation EU’ socio-economic recovery plan. On 18 November, Europa Nostra, also on behalf of the European Heritage Alliance, Culture Action Europe and the European Cultural Foundation, co-hosted the webinar “A Cultural Deal for Europe” (image 4). One week later, the organisers issued the joint statement “A Cultural Deal for Europe: A central place for culture in the EU’s post-pandemic future”, which puts forward an overarching and transversal Cultural Deal for Europe, including a series of concrete proposals for realising the potential of culture and heritage as major forces in the EU’s socio-economic recovery and its long-term future. On 19 November a preview of the European Cultural Heritage Green Paper took place during an online event organised by the Climate Heritage Network in partnership with Europa Nostra and ICOMOS and with the support of the European Investment Bank Institute. This policy and advocacy document highlights the potential of cultural

Le 14 octobre, Europa Nostra a publié le document détaillé “Covid-19 & BEYOND : défis et opportunités pour le patrimoine culturel” (photo 3). Ce document stratégique fournit des preuves sans équivoque de la profondeur de l’impact de la pandémie sur le monde du patrimoine et fait des propositions concrètes pour soutenir le secteur du patrimoine par le biais des instruments européens existants et ceux proposés dans le cadre du plan de relance socio-économique ‘Next Generation EU’. Le 18 novembre, Europa Nostra, également au nom de l’Alliance européenne du patrimoine, de Culture Action Europe et de la Fondation européenne de la culture, a co-organisé le webinaire “Un Accord Culturel pour l’Europe” (image 4). heritage in contributing to the achievement of the European Green Deal’s ambitions and to mobilise the heritage community to realise its full potential (photo 5). The document was presented by its Lead Author, Andrew Potts, Coordinator of the ICOMOS Climate Change and Heritage Working Group. Europa Nostra welcomed the initiative announced by the European Commission President Ursula von der Leyen on 16 September concerning the launch of a New European Bauhaus, seen “as a necessary bridge between the world of science and technology, on the one hand, and the world of art and culture, on the other” (image 6). In December, in a statement conveyed to the President of the European Commission, Europa Nostra voiced the need to duly include cultural heritage as an integral part of the New European Bauhaus. At the end of the year, the European Investment Bank released the seminal essay “Togetherness – A New Heritage Deal for Europe” written by Prof. Dr. Hermann Parzinger. In this major essay published in six languages, the Executive President of Europa Nostra advocates for a heritage-led transformation of Europe’s society, economy and the environment (photo 7).

In 2020, 119 applications from 34 European countries were submitted for the European Heritage Awards / Europa Nostra Awards. 21 winners from 16 countries (photo collage 1) were chosen by Juries of experts from across Europe. Their outstanding achievements were awarded in four categories: Conservation; Research; Dedicated Service to Heritage by Organisations and Individuals; and Education, Training and Awareness-Raising. In addition, three Europa Nostra Awards were awarded to remarkable achievements from European countries not taking part in the Creative Europe programme, namely Switzerland and Turkey.

En 2020, 119 candidatures provenant de 34 pays européens ont été soumises pour les Prix européens du patrimoine / Prix Europa Nostra. 21 lauréats de 16 pays (collage de photos 1) ont été choisis par des jurys d'experts de toute l’Europe. Leurs réalisations exceptionnelles ont été récompensées dans quatre catégories : Conservation, Recherche, Contribution exemplaire au patrimoine par des organisations et des individus, et Éducation, formation et sensibilisation. De surcroît, trois Prix Europa Nostra ont été décernés à des réalisations remarquables de pays européens ne participant pas au programme Europe Créative, à savoir la Suisse et la Turquie.

The Public Choice Award went to the Ambulance for Monuments from Romania (photo 3). The project, awarded in the category Education, Training and Awareness-raising, was selected by the general public across the world. Over 12,000 people voted for their favourites from among this year’s winners. Their achievement was made all the more special with a personal message from His Excellency Klaus Iohannis, President of Romania.

The two winners of the first edition of the ILUCIDARE Special Prizes were also announced at the Ceremony: TYPA - the Estonian Print and Paper Museum in Tartu, Estonia, for excellence in heritage-led innovation (photo 4); and Archaeology for a Young Future, a collaborative project by partners in Italy and Syria, for excellence in heritage-led international relations.

From May to December, the winners organised local award ceremonies to celebrate their achievements with their local communities, and due to the restrictions on gatherings, many also had an online component. The local award ceremony for the Turin Papyrus Online Platform (TPOP) took place on 12 October at the Museo Egizio in Turin, Italy (photo 5). The success of The Secret Life of a Palace project was celebrated on 6 September at the Royal ˝ Hungary (photo 6). The outstanding restoration of Palace of Gödöllo, the Manor Farm of Bois de Chênes was celebrated on 5 September in the stunning Bois de Chênes, Switzerland (photo 7). The Best in Heritage annual conference, organised by the European Heritage Association based in Zagreb, Croatia, in partnership with Europa Nostra and the International Council of Museums (ICOM), and with the support of the Creative Europe programme of the European Union, was held fully online in 2020. Over the course of three months, starting from late June, the project delivered an annual overview of best practices in museums, heritage and conservation through a series of 42 interviews with representatives of award-winning achievements on their YouTube channel.

De mai à décembre, les lauréats ont organisé des cérémonies locales de remise de prix pour célébrer leurs réalisations avec leurs communautés locales, et en raison des restrictions sur les rassemblements, beaucoup d’entre elles se sont également déroulées en ligne. La cérémonie locale de remise de Prix pour la Plateforme en ligne Turin Papyrus (TPOP) a eu lieu le 12 octobre au Musée Egizio de Turin, en Italie (photo 5). Le succès du projet La vie secrète d'un Palais ˝ en Hongrie a été célébré le 6 septembre au Palais royal de Gödöllo, (photo 6). La restauration exceptionnelle de la Ferme du Manoir du Bois de Chênes, en Suisse, a été célébrée dans le magnifique Bois de Chênes le 5 septembre (photo 7). La conférence annuelle Best in Heritage, organisée par l’Association européenne du patrimoine basée à Zagreb en Croatie, en partenariat avec Europa Nostra et le Conseil international des musées (ICOM), et avec le soutien du programme Europe Créative de l’Union européenne, s'est tenue entièrement en ligne en 2020. In February, a Europa Nostra delegation attended the conference “Fostering European Cooperation for Cultural Heritage at Risk” held in Dubrovnik, during the Croatian Presidency of the EU Council. The objective of the event was to discuss the state of play at national, international and European level of preparedness strategies and to raise awareness on the available instruments at EU level for risk reduction, both in terms of innovation and management. Our Secretary General stressed the importance to act at all levels of governance, civil society and expertise in the common mission to prevent and avoid further loss of heritage. She re-launched the idea of the creation of a “European Solidarity Fund for Heritage at Risk”. In March, Europa Nostra and the European Investment Bank Institute announced the 7 Most Endangered heritage sites in Europe for 2020 (photo collage 1): the National Theatre of Albania, Tirana, Albania; the ˇ Horní Jiretín, ˇ Castle Jezerí, Czech Republic; the Castle of Sammezzano, Tuscany, Italy; the Y-block, Oslo, Norway; the Szombierki Power Plant, Bytom, Poland; the Belgrade Fortress and its surrounding, Serbia; and ˇ Stadium, Ljubljana, Slovenia. the Plecnik Despite the determined efforts made by Europa Nostra, the nominators and other stakeholders, two sites listed in 2020 were demolished. En février, une délégation d’Europa Nostra a participé à la conférence “Encourager la coopération européenne pour le patrimoine culturel en péril” qui s’est tenue à Dubrovnik, pendant la présidence croate du Conseil de l’UE. L’objectif de cet événement était de discuter de l’état d’avancement des stratégies de préparation aux niveaux national, international et européen et de sensibiliser aux instruments disponibles au niveau de l’UE pour la réduction des risques, tant en termes d’innovation que de gestion. Notre Secrétaire générale a souligné l’importance d’agir à tous les niveaux de gouvernance, de la société civile et de l'expertise dans la mission commune pour prévenir et éviter toute nouvelle perte de patrimoine. dialogue made by heritage experts, civil society activists and representatives from EU institutions, the National Theatre in Tirana, Albania, was brutally demolished on 17 May (photo 2). Europa Nostra strongly condemned the brutal demolition of the Albanian National Theatre in a statement, in media interviews and in a letter sent to the Croatian Minister of Culture and Acting Chair of the EU ˘ Council of Ministers, Nina Obuljen Korzinek. During the summer, the Y-Block in Oslo, Norway, was demolished, following a decision taken by the Government and the Parliament of Norway. For months, Europa Nostra supported the campaign “Let Y stay!” to save the building. In April, Europa Nostra wrote a letter to the Norwegian Prime Minister, H.E. Erna Solberg, informing about the inclusion of the site on the 2020 list. Europa Nostra also wrote to the Picasso Administration. Both murals pieces designed by Pablo Picasso were removed from the Y-Block and will be reintegrated in the new government building. In December, Europa Nostra and the European Investment Bank Institute announced the 12 shortlisted sites for the 7 Most Endangered Programme 2021.

Malgré les appels à engager un dialogue constructif lancés par des experts du patrimoine, des militants de la société civile et des représentants des Institutions européennes, le Théâtre national de Tirana, en Albanie, a été brutalement démoli le 17 mai (photo 2). Europa Nostra a fermement condamné la démolition brutale du Théâtre national albanais dans une déclaration officielle, des interviews aux médias et une lettre envoyée à la ministre croate de la culture et Présidente par intérim du Conseil des ministres de ˘ l’UE, Nina Obuljen Korzinek. In 2020, success stories of our 7 Most Endangered Programme were reported from Portugal and Belgium. The Monastery of Jesus in Setúbal, a gem of Europe’s heritage dating from the 15th century, was fully rehabilitated and given new life as a museum. Also in Portugal, the Carillons of the Mafra National Palace (photo 3) were faithfully restored and played again, after 20 years of silence, during a memorable inaugural concert that assembled over 6,000 people. These sites were listed in 2013 and 2014, respectively. In Antwerp, Belgium, the Historic Stage Machinery of the Bourla Theatre (photo 4), listed in 2014, is now awaiting a major rehabilitation into a contemporary theatre with respect for the past. Throughout 2020, Europa Nostra expressed its position regarding the situation affecting specific endangered heritage sites. Our Board called for the preservation in situ of the Thessaloniki antiquities, Greece (photo 5). Europa Nostra issued a statement related to the armed conflict in and around the Nagorno-Karabakh region, Azerbaijan and Armenia (photo 6); raised its voice for the preservation of the cultural heritage integrity of Hagia Sophia, Turkey (photo 7); and signed a statement of solidarity and support with Lebanon to recover the damaged cultural heritage in Beirut.

In 2020, confronted with the unprecedented Covid-19 challenges, Europa Nostra, just like many cultural organisations, seized the occasion to re-engage with its audiences and reach new ones through creative and innovative digital solutions. The Europa Nostra Agora digital platform (image 1, the Agora banner is a tribute to the great Italian and European master Raphael) was born in April with the aim of sharing and promoting best digital practices related to culture and heritage from across Europe and beyond. 17 weekly editions of the Agora were issued between 10 April and 31 July. In 2020, Europa Nostra was a partner of several EU-funded projects. The IMPACTOUR project, funded by the Horizon 2020 programme, aims to create an innovative, easy-to-use methodology and tool to assess the impact of cultural tourism on Europe’s economic and social development, and to improve policies and practices in this field. The IMPACTOUR kick-off meeting was held on 28-29 January in Lisbon (photo 2). We also contributed to Cultural Heritage in Action, the EU peer-learning programme for cities and regions funded by the EU Creative Europe programme. The Food is Culture project, co-funded by the EU Creative Europe programme, concluded with the online conference “Food and Cultural Heritage: an EU Policy Perspective” on 17 November, during 22 | Annual Report | 2020 | Rapport annuel

En 2020, face aux défis sans précédent du Covid-19, Europa Nostra, tout comme de nombreuses organisations culturelles, a saisi l’occasion de renouer avec son audience et d'en toucher de nouvelles grâce à des solutions numériques créatives et innovantes. La plateforme numérique Europa Nostra Agora (image 1, la bannière Agora est un hommage au grand maître italien et européen Raphaël) est née en avril dans le but de partager et de promouvoir les meilleures pratiques numériques liées à la culture et au patrimoine à travers l’Europe et au-delà. 17 éditions hebdomadaires de l’Agora ont été publiées entre le 10 avril et le 31 juillet. En 2020, Europa Nostra a été partenaire de plusieurs projets financés par l’UE. Le projet IMPACTOUR, financé par le programme Horizon 2020, vise à créer une méthodologie et un outil innovants et faciles à utiliser pour évaluer l’impact du tourisme culturel sur le développement économique et social de l’Europe, et pour améliorer les politiques et les pratiques dans ce domaine. which Europa Nostra and Slow Food presented their joint EU Policy Brief on Food and Cultural Heritage (image 3). On 13 October, on the occasion of the 2020 digital edition of the European Week of Regions and Cities, the biggest event dedicated to regional policy, Europa Nostra teamed up with the European Association of Development Agencies to organise the virtual workshop “Cultural heritage: part of the past or key to our future?” on the timely topic of cultural heritage and climate change (image 4). The 2020 Destination of Sustainable Cultural Tourism Awards Ceremony took place online on 22 October. This edition revolved around the theme “Special interest tourism development and promotion based on cultural heritage” (photo 5). It was organised by the European Cultural Tourism Network in partnership with Europa Nostra, the European Travel Commission and NECSTouR, supported by “The Phoenicians” and “Iter Vitis” Cultural Routes of the Council of Europe. José Tolentino Mendonça, a great man of culture and a great European from Portugal, received the Helena Vaz da Silva European Award for Raising Public Awareness on Cultural Heritage 2020 at a ceremony held on 23 October at the Gulbenkian Foundation in

Le projet Food is Culture, cofinancé par le programme Europe Créative de l’UE, s’est conclu par la conférence en ligne “Alimentation et patrimoine culturel : une perspective politique de l’UE” le 17 novembre, au cours de laquelle Europa Nostra et Slow Food ont présenté une note de synthèse sur l’alimentation et le patrimoine culturel au sein des politiques européennes (image 3). Le 13 octobre, à l’occasion de l’édition numérique 2020 de la Semaine européenne des régions et des villes, le plus grand événement consacré à la politique régionale, Europa Nostra s’est associée à l’Association européenne des agences de développement pour organiser l’atelier virtuel “Patrimoine culturel : partie du passé ou clé de notre avenir ?” sur le thème d’actualité du patrimoine culturel et du changement climatique (image 4). La cérémonie de remise des prix “Destinations du tourisme culturel durable 2020” a eu lieu en ligne le 22 octobre. Cette édition s’articulait autour du thème “Développement et promotion du tourisme d'intérêt particulier basé sur le patrimoine culturel” (photo 5). Elle a été organisée par le Réseau européen du tourisme culturel en partenariat avec Europa Nostra, la European Travel Commission et NECSTouR, avec le soutien des Itinéraires culturels du Conseil de l’Europe “Routes des Phéniciens” et “Iter Vitis”. Lisbon (photo 6). In his eloquent acceptance speech, the Archivist and Librarian of the Holy Roman Church made a strong appeal: “Let us protect the cultural heritage that books represent. Books are maps that help us decipher where we came from, but they are also telescopes and probes pointing to the future”. The United Nations SecretaryGeneral, António Guterres, and the President of the Portuguese Republic, Rebelo de Sousa, paid tribute to the winner. Our Secretary General participated virtually in the ceremony. Europa Nostra hosted a webinar with members and partners from the United Kingdom on 28 September (photo 7). This was the first in a series of online meetings that Europa Nostra organised with members, partners and supporters from various European countries. The participants discussed opportunities for Europa Nostra UK members to contribute to and benefit from the work of Europa Nostra, and raised questions about how the organisation will continue to support the UK post-Brexit. “There is no Brexit in Europa Nostra. Whilst we regret the circumstances which led to the UK leaving the European Union, there will be no impact on Europa Nostra’s support and treatment of the UK,” affirmed our Secretary General.

Le Secrétaire général des Nations Unies, António Guterres, et le Président de la République portugaise, Rebelo de Sousa, ont rendu hommage au lauréat. Europa Nostra a organisé un webinaire avec des membres et des partenaires du Royaume-Uni le 28 septembre (photo 7). Il s’agissait de la première d'une série de réunions en ligne qu’Europa Nostra a organisées avec des membres, partenaires et sympathisants de divers pays européens. “Il n’y a pas de Brexit à Europa Nostra.
