Edward Vance, FAIA, will serve as the Architect of Record and he is a registered Architect in the State of Nevada. Carina Gaytan, NCIDQ, who is also a Registered Interior Designer, will serve as the project designer working through initial programming and design concept, producing the development of models, visualizations and thought leader while Matthew Burns, AIA will provide production quality control and code review.

Mrs. Wanbaugh’s passion is in assisting clients in realizing their dreams for functional spaces. Her knowledge of space planning, interior design, furniture, fixtures, and equipment selection for specialized projects raises the bar in her field. With over two decades of experience, her expertise includes corporate facilities, call centers, healthcare facilities, casinos, and restaurants.
As a Senior Project Manager, Mrs. Wanbaugh provides direct client communications and representation through the design and construction process. Through her coordination of flexible teams of designers and production staff, she utilizes each of them, to his or her fullest potential, to produce high quality, innovative and appropriate design solutions for the client.

Mrs. Wanbaugh is certified through the National Council for Interior Design Qualification (NCIDQ). She received her Bachelor of Science, in Interior Design at the University of Nevada Las Vegas, and served in the student organizations of which included her position as the Chapter Historian for Zeta Tau Alpha, and the President of ASID Student Chapter Las Vegas.
Committed to the community, Mrs. Wanbaugh is a Women’s Ministry Leader at her church. As part of her service, she volunteers at the Shannon West Homeless Youth Center, Las Vegas Rescue Mission, and various ministry events throughout the year. She also organizes a craft fair and other fundraisers for a local youth group.

Mr. Vance has served his clients, his community and the profession of architecture for more than three decades. Design excellence has characterized Mr. Vance’s distinguished career. His work has led to numerous design awards and significant commissions with major healthcare, commercial and hospitality clients.
Mr. Vance has been awarded the AIA Nevada Young Architect Citation, the AIA Nevada Service Award and in 2006 he received the AIA Nevada Silver Medal, the highest honor bestowed on an architect in the State. He was elected to the AIA’s National Board of Directors in 2010 where he served a three-year term receiving his Richard Upjohn Fellowship in 2012.
He was elevated to the AIA College of Fellows in early 2014 and received the AIA Regional Silver Medal in October of the same year, the highest honor bestowed on an architect in a six state region.

During the 2015 AIA National Convention, Mr. Vance was elected to a two year post as Secretary and in 2017 elected Vice Chancellor of the AIA College of Fellows Executive Committee. And in 2019, Mr. Vance was elected Chancellor of the AIA College of Fellows.
As a past professor at UNLV’s College of Architecture, he continues to guest lecture professional practice classes and juries 5th and 6th year design studios. Active in his community, Mr. Vance served on the board of trustees as past vice president for the Lied Discovery Children’s Museum. He also served on the executive board of Boy Scouts of America, is a member of NAIOP and is the past Nevada State Coordinator for NCARB’s Intern Development Program.
Mr. Vance is actively registered as an Architect in 19 states and is NCARB certified. He earned his Bachelor of Arts and Bachelor of Architecture degrees from North Dakota State University.

Mr. Burns is currently a Sr. Project Manager and the Executive Vice President and Chief Operating Officer of EV&A Architects. He is highly accomplished in the preparation and production of EV&A’s quality construction documentation. With over 15 years of experience in commercial and industrial projects, he is familiar with all phases of work from entitlements through contract administration.
As an integral part of the production team, he works closely with the principal, designers and client, coordinating the efforts of all outside consultants from the beginning of the schematic phase through the completion of the project. He is instrumental in meeting the applicable codes that govern any project and he works closely with all agencies having jurisdiction to ensure his projects are successful in securing the necessary building permits for construction.

Originally from Los Angeles, California, Mr. Burns came to Nevada to attend the University of Nevada, Las Vegas where he earned his Masters of Architecture. During his education, he was involved with AIAS Las Vegas and was a member of the Golden Key International Honor Society. He continues his involvement with the professional organizations as an AIA member and is part of the Emerging Professionals/Young Architects Forum and the LEAN Construction Institute. Continuing with the sustainable design expertise gained through his master’s thesis studies, specifically day lighting and education, he is currently preparing for his LEED AP exam. Mr. Burns is a registered architect.
With a passion for giving back, Mr. Burns is a Board Member for the College of Southern Nevada Foundation currently serving a two-year term.

Healthcare Studio concentrates on assisted living, hospitals, diagnostic buildings, skilled nursing, imaging laboratories, and mental health facilities. This studio provides coordination of all required design services move-in. The Healthcare Studio listens and interacts with the owner to reveal new perspectives and original well as creative ways of improving business operations. Along with our knowledge of code issues, we relationship with municipal departments, ensuring rapid project permitting, construction and licensure.

Located on the first floor of Two Summerlin, the Howard Hughes Corporate Offices reflect the founder as master developer, innovator, and industrialist of aviation and flight. This corporate office evokes these sentiments from the minute you enter the front doors of the main suite. The large custom wall and ceiling metal panels are replicated to show off one of the founder’s favorite planes as the focal point of the reception area. The use of walnut and stone accents set the tone for this stately corporate headquarters in Las Vegas.
Collaborative areas and open workstations promote teamwork. The perimeter space is lined with modular glass walls with barn doors to provide privacy for management as needed. Splashes of color are used sparingly in the overall scheme.

Black Fire Innovation creates a collaborative, synergistic environment designed to spark strategic partnerships, advance research, elevate student learning and entrepreneurship, and highlight an emerging workforce trained to excel in a rapidly evolving industry. Located on the seventh floor of the 1700 Building in Downtown Summerlin, one of the top ranked law firms in the country, commissioned EV&A to design their newest office headquarters embodying the firm’s commitment to community involvement, industry service, and leadership.
Completed in early 2024, this nearly 25,000 SF suite boasts forty private offices, seven conference rooms, and a generously sized employee break room. The design also incorporated a large butler’s pantry kitchen to serve guests attending functions hosted by the firm.

Credit One Bank - Phase II
Project Information
As one of the fastest growing credit card issuers in the country, Credit One Bank expanded their Las Vegas based financial services corporate campus. The second phase of this 22-acre campus is comprised of a new four-story, 157,000 sf office complex sited just west of their existing flagship headquarters completed in 2016.
Credit One expanded their facility incorporating the existing complex’s design vernacular while establishing an individual identity of its own. The EV&A design team created a new two story 4,000 sf “town hall” commons space linking the two buildings into a unified whole, providing a welcoming sense of arrival for their employees.

Project Information
This is the home for JRS Hospitality, the developer and owner of iconic restaurants in Las Vegas as well as a PR management company for several well-known athletes.
A neutral palette of grays with pops of color flow throughout. Walnut is the feature wood for the custom furnishings and wall and ceiling design. The play of ceiling heights and special lighting reinforce wayfinding. The plan revolves around gatherings for chef prepared lunches within a fully operational kitchen, informal meetings and baseball games. The lobby is a non-traditional living room with no formal reception area and the main entry location to the balcony offers access by all guests and staff off of the communal kitchen.

Project Information
Located in 1700 Pavillion Center in Summerlin, this 6,400 SF tenant improvement created a new regional hub location for Hearst Health, a Healthcare-Technologies sector of the over 135 year old global Hearst enterprise. The design provides a premium office environment for its executive teams with access to world class amenities just steps away.
Hearst Health is a collaborative hub for a small number of inhouse personnel, interns and recent UNLV graduates to deploy across the Hearst Health Business. A convention style conference center was designed to host regular group meetings and summits scheduled throughout the year. The focus on IT integration and flexible workstations allows for both in-office and hybrid work to accommodate the firm’s diverse group of employees and clients.

We are pleased to submit our proposal for Professional Design Services for Blue Heron’s combined Corporate Offices at Town Square. The work performed will be under the final supervision of Edward A. Vance, FAIA, Nevada Architect License No. 2683 and Kellie Wanbaugh, NCIDQ Registered Interior Designer License No. 240-ID.
Project Scope:
The project scope consists of a new Tenant Improvement for Blue Heron (BH) on the 2nd floor of 6521 S Las Vegas Boulevard in a space that is comprised of approximately 48,000 square feet, see proposed location below.
The previous buildout within the space has been razed by the Landlord (LL) and prepped for new work. Additional Landlord work includes the removal of the existing central escalator and infill of the concrete slab, a new exterior entry on the North side of the building and a new Interior Lobby to include a Passenger Elevator and Stairwell, see below.
Plans shall be developed from the initial Test Fit that was provided by Blue Heron, see below.

Terms:
1. Reimbursable expenses such as printing and plan check fees associated with the production of this project will be billed. We recommend that you budget approximately $25,000 for these expenses (the bulk of which will be agency fees).
2. It is agreed that this contract may be terminated by either party in the event that the other fails to fulfil the contract or at any time without cause. A ten (10) day written notice is required to terminate this contract for work in progress.
3. Upon termination Blue Heron shall be responsible for compensation to EV&A for all services completed and furnished through the point of termination. All reports, drawings, specifications, computer files, field data, notes, and other documents and instruments prepared by EV&A as instruments prepared by EV&A as instruments of service, shall remain the property of EV&A. EV&A shall remain in all common law, statutory, and reserved rights, including copyright thereto.
4. Standard of Care services provided by EV&A Architects and team, under this agreement will be performed in a manner consistent with that degree of care and skill ordinarily exercised by members of the same profession practicing under similar circumstances.
5. This proposal is valid for 60 days from the original date. We reserve the right to adjust our fee up or down should our estimate of probable cost change substantially.
6. EV&A reserves the right to have this space professionally photographed upon completion. All photos remain the property of the professional photographer and EV&A will be granted the use of such photos through a licensing agreement. Photos will be used for EV&A's marketing and social media. The tenant will have the opportunity to review the photos and request any confidentiality changes (i.e. proprietary information would be removed or obscured visually) prior to publication.
7. Payment of an initial retainer of $15,000 and the signing of this document will signify your intent as a client to contract with EV&A Architects.

Completion Methods and Strategies
The best way to build longer-term value for everyone involved in the project—investors, businesses, employees, residents, visitors and partners—is to invite all to participate in its evolution to becoming a thriving project. Our design process emphasizes client involvement, continuous modeling and rending’s including animations to fully and comprehensively communicate the project design, Inside and OUT! We are known for our participatory process and for our skills in leading projects to consensus. We have a great deal of experience working with a varied array of user groups, consultants, community groups and regulatory agencies and we have an extensive background in commercial facilities design. Our design and project management processes are tailored to address the specific requirements of your project(s) which will include the integration of WELLNESS, COMMUNITY, and the “WORK FROM ANYWHERE” trends we’re already seeing in our ongoing projects.
Design Approach:
Through open discussions and visioning sessions with you, we are inspired to design creative, innovative and efficient spaces based on the assessments and needs of the facilities. It is this collaborative atmosphere that marks our corporate values. Our design staff is experienced in facilitating these discussions and in applying active listening skills to ensure understanding of your vision.
Proposal for Interior Design Services
For your project, our design and project management processes are tailored to address your specific requirements, and are comprised of systems and controls to ensure quality and timely delivery.
Project Manager’s Note: The crux of this process is timing: Time Management; Coordination; and Meeting Schedules.
• With a relatively short design and documents preparation period, clearly defined roles and responsibilities are imperative. Together, we have chosen a trusted team of professionals we can count on to deliver.
• We use digital communications for submittals and exchange of information such as Architects Supplemental Information (ASI), Request for Information (RFI), pay application review and other means of communication.
• Meetings that end with everyone knowing what to do saves time. E-mails can waste time. Ask twice act once, an adaptation of measure twice, cut once, to move swiftly and surely through the schedule.
Planning | We will endeavor to fully understand the project’s goals and objectives as well as your vision and expectations. Team collaboration is promoted as project scope is identified. Project protocols, business management procedures (such as handling changes in scope, invoices and payments) and a detailed schedule with major milestones will be established.
Communication | Resulting from open discussions and visioning sessions with you, our design team will design creative, innovative and efficient spaces. Key to effective communication is a clear understanding of your expectations. Our design products, sketches and detailed drawings are developed to communicate solutions. As solutions are discussed and refined they become the record of a unique design process.
Reimbursables | We are seeing reimbusible costs for projects decrease year over year to very nominal levels. For the most part, project submissions are made digitally and expensive print sets are no longer provided to the contractors or agencies having jurisdiction. Any minor reimbusibles for internal or client requested presenation boards will be billed at cost plus 5% and we do not mark-up consultant fees including basic and additional services.
