We are excited to be considered for the planning, programming and design services to assist in the expansion and growth of your educational campuses in Southern Nevada. We have focused our efforts on healthcare, having worked on many hospitals, clinics, surgical centers and specialty health facilities in Las Vegas and throughout Southern Nevada. Our clients range from private sector operators and State of Nevada Public Works to Federal work with VA and CFM. We have teams committed specifically to market sectors, so that we can bring the most current best practice models and experienced professional personnel to lead this effort. The EV&A team takes pride and values our great working relationship with the State of Nevada Division of Public and Behavioral Health, local municipalities and national accreditation and certification boards. This is accomplished by a passion to the practice and delivery of great Healthcare Design. At EV&A we remain at the top of our profession specific to Healthcare Architecture by maintaining the educational growth of our internal teams from intern to principle through our own School of Professional Practice. Regular focused in house classes allow our teams to share national best practice models, review successful efforts in evidence-based design and discuss the patient-centered delivery approach. All of these systems of improving design through a specialized knowledge base can be applied to academic settings to achieve outstanding educational spaces with adjacencies that will reduce travel time for students and faculty making time spent in classrooms and study more efficient. Roseman will find most of the local Architectural firms will have limited higher education experience since Southern Nevada is in its early stages of medical education growth. We believe with our extensive background and depth of knowledge in large scale planning, programming and design on healthcare master plans and campuses, when applied to medical academic facilities, the classroom setting, (especially the Roseman class-in-the-round model), can benefit from the medical delivery elements incorporated into the educational space. Nearly every team member of EV&A was previously an employee at JMA Architecture Studios. Our firm is a collaboration of experienced, educated, and dedicated individuals who have, through years of working together, built a kinship that creates an efficient, creative and competent group. Edward A. Vance, FAIA, NCARB is the past President of JMA, a nationally recognized design firm of over 200 professionals located in five offices in Nevada and California. For nearly 18 years Mr. Vance served as a Designer, Project Manager, and Principal-In-Charge at JMA. He served as director of the firm’s health care, commercial and hospitality studios. As founder of EV&A he has transferred that experience and leadership and established a firm that has the knowledge and exposure of a large climate and imported it into an environment that allows for a more personal relationship with it’s clients. Darris Peterson, Assoc. AIA was with JMA for 15 years. He was the Project Director of the Health care Studio while holding the corporate title of Vice President. His extensive knowledge and experience is now being offered through his position as Vice President of the Health care Studio here at EV&A. Mr. Peterson has an comprehensive understanding of local, regional, and national health care regulatory requirements. He implements best practice procedures for project delivery and oversees the quality control process for every project from start to finish. Matthew F. Burns, Associate AIA was with JMA for three years prior to joining EV&A in 2007. As a Sr. Job Captain he headed up the major projects for the firm where developed an immense amount of skill that he now provides to the clients of EV&A. As a partner and COO for the firm he places great emphasis on providing his clients with expertise in programming, research, space planning, construction documents and contract administration services to ensure the successful completion and quality of a project. The project experience reflected in this document, though some provided while under the name of JMA, is a collective reflection of services provided by the same team that has worked alongside one another for many years. This synergy is apparent in the fact that this group of individuals have chosen to continue their relationships here at EV&A. It is the goal of the entire team to share a journey of design and creation that results in a positive experience for all who are involved and concludes with the creation of a world class educational facility that will serve to lift Roseman to a new level of prominence.

Completion Methods and Strategies EV&A Architects’ project management process emphasizes client involvement, continuous coordination, cost and budgetary accuracy, and quality control. We are known for our participatory process and for our skills in leading projects to consensus. We have a great deal of experience working with a varied array of user groups, consultants, community groups and regulatory agencies and we have an extensive background in health care facilities design. Our design and project management processes are tailored to address the specific requirements of your project(s) and prioritization of need, and are comprised of systems and controls to ensure quality and timely delivery.

Design Approach Through open discussions and visioning sessions with you, EV&A is inspired to design creative, innovative and efficient spaces based on the assessments and needs of the facilities. It is this collaborative atmosphere that marks EV&A’s corporate values. Our design staff is experienced in facilitating these discussions and in applying active listening skills to ensure understanding of your vision. The key to effective communication is a clear understanding of your expectations. EV&A’s design products, detailed drawings and specifications are developed to communicate solutions. As solutions are discussed and refined, they become the record of a unique design process. Direct communication with consultants and the contractor allow for effective cost and schedule compliance. •

The decision-making process is crucial. The EV&A team and University personnel will work together closely to convey essential information and make necessary decisions quickly in order for the work to progress in a timely manner.

Review time significantly impacts project schedule. It is important to involve all governmental reviewing and oversight agencies early in the design process – to explain the project and to gain their commitment.

Proactive scheduling minimizes delays. At project initiation, a mutually developed key decision and procedure schedule must be defined and committed to by everyone.

Flexibility is essential. The University and the EV&A team should remain flexible yet proactive in order to handle out-of-sequence issues and problems as they arise.

Project Management Approach For this project, our team design and project management processes are tailored to address the specific requirements of the University, and are comprised of systems and controls to ensure quality and timely delivery. Project Manager’s Note: The crux of this process is timing: Time Management; Coordination; and Meeting Schedules. •

With a potentially short design and documents preparation period, clearly defined roles and responsibilities are imperative. Together, we will choose a trusted team of professionals we can count on to deliver.

We use digital communications for submittals and exchange of information such as Architects Supplemental Information (ASI), Request for Information (RFI), pay application review and other means of communication.

Meetings that end with everyone knowing what to do saves time. E-mails can waste time.

Ask twice act once, an adaptation of measure twice, cut once, to move swiftly and surely through the schedule.

Planning | EV&A will endeavor to fully understand the project’s goals and objectives as well as the University’s vision and expectations. Team collaboration is promoted as project scope is identified. Project protocols, business management procedures (such as handling changes in scope, invoices and payments) and a detailed schedule with major milestones will be established. Project Approach Project Understanding Your proposed new School of Medicine positions the University to take a leadership role in national efforts to reform medical education in response to a growing patient-centered focus, emphasis on teamwork in health care delivery, rapid advances in technology and information, and generational learning preferences. The challenge is that the College needs to achieve this while addressing challenges inherent in developing a startup medical school: working with the LCME process, maintaining the project schedule and making critical decisions before all Medical School leadership is firmly in place. Out team is ready to help you achieve its goal of not only being among the nation’s newest medical schools but also one of its best and positioning you to accept its first class in the fall of 2017.

Critical Considerations | ACHIEVING LCME ACCREDITATION TO WELCOME THE ROSEMAN MEDICAL SCHOOL CHARTER CLASS IN 2017 Achieving preliminary LCME accreditation by early 2016 is essential for the Medical School to begin recruiting students for the 2017 charter class. Your team’s experience with the new school procedure, its critical schedule milestone events and programmatic requirements will be an important asset in helping Roseman through the accreditation process. Our job will be to strategically collaborate with Dean Penn and a small core group of faculty to align the space program and building design with their evolving curriculum - a critical requirement for LCME accreditation. As a new school it is advantageous to integrate the LCME accreditation content and process into the programming and design of your new facility. During the initial programming phase we will benchmark new and developing medical schools against the five prerequisite categories (Institutional Setting, Educational Program, Medical Students, Faculty and Educational Resources) to help inform your application process. Although LCME guidelines merely state facilities must be “adequate”, the following building-related items have been of special interest at recent new medical schools: • • • • • •

At least one classroom large enough to accommodate an entire class If space is shared with other academic functions, The CoM needs to have priority (control) Study and lounge spaces are or particular interest Learning Centers or Information Commons have become accepted substitutes for medical libraries (no one is building traditional medical libraries anymore) Approach to simulation and skills Most importantly- the building layout/design needs to reflect the curriculum

ALIGN FACILITIES WITH THE INTERPROFESSIONAL EDUCATION MISSION: With complementary health professional programs already in place, Roseman has the opportunity to develop a building that supports inter-professional education programs as well as those dedicated to the medical school. Many schools are embracing the notion of inter-professional education to train students for work in interdisciplinary teams. Since most medical schools utilize their spaces very lightly there is significant capacity for other uses. As a result most of today’s inter-professional education programs are more about sharing space than integrated learning experiences. Strategies we have used to enhance the sharing of space include: •

Modularizing room sizes across type (i.e. conference rooms and small group rooms) allowing more groups to be accommodated at one time- at Dell Medical School this strategy can double the number of small groups spaces to support other programs.

Moveable partitions between rooms so they can be combined to accommodate larger classes- this approach could make it possible to accommodate larger classes.

Dedicated discipline-specific equipment rooms directly adjacent to instructional spaces- this approach allows a room to be quickly “customized” for a specific use.

Planning for sharing space as described above will not add significantly to the area needed to support a traditional medical school. In the future, as other health professional education programs are located in the Medical District, additional instructional space can be added. However, there are two areas where it would be wise to embed added capacity to support inter-professional programs as they will be difficult to expand in the future: •

Meeting Hall: providing a multi-purpose space where the entire medical school community can assemble is an important consideration, especially for a new school forming its academic community. Schools often use these large spaces to stage annual inter-professional exercises and subdivide them for conferences.

Simulation and Skills Facilities: The Simulation Center has become the symbol of a new approach to learning and communication, and the physical manifestation of these facilities is increasingly important to the competitiveness of top-tier academic medical centers. These spaces are the ideal place for inter-professional teams of students to learn how to work together. They are also sought-after resources for residents and professionals in reaching and maintaining expected skill levels. We would recommend building as complete a simulation center as the budget will allow in this first phase to provide the scale and diversity of space for a broad user group.

SCHOOL of MEDICINE AS A HUB The Medical School will evolve over time to support additional growth in clinical, research and collaborative professional academic programs such as pharmacy, nursing and public health. With its student and educational program focus, this first building has an opportunity to be the social and educational hub for the medical community; a place that gathers the District’s academic and clinical faculty and students encouraging interaction and social engagement across disciplines and professions. Developing an approach to the common and shared functional requirements to support the entire medical community as it evolves will be important consideration for the final programming and planning School of Medicine. A goal would be to optimize the ability to flex and expand simulation, instruction and social amenities space with the phased growth of the new School. IMAGE As a new School of Medicine it will be important to establish the direction for both the physical character (image and brand) and the culture of this new institution and create a home for medical students and future alumni. Equally important will be integrating the identity of the other potential health professional programs that will make up the inter-professional program. There is an opportunity for a distinctive identity and a culture of community engagement with the University, the City and Region reflecting the school’s commitment to its students and the Las Vegas community. Creating an identifiable image for the School of Medicine will have an enormous impact on the area’s culture and enhance its ability to excite potential donors and attract those future students and faculty with the highest potential to move the School forward. CONNECTIVITY The School of Medicine requires a complex network of public, private and secure pathways that create a supportive and collaborative community. Facilitating convenient and efficient physical connectivity is especially important in the School of Medicine where many of the faculty, staff and students will be rotating on a daily basis between the clinical, research and education facilities. In the initial planning phase of this project the critical physical and digital infrastructure must be delineated to support and integrate the School of Medicine with partner institutions. COMMUNITY It will be important to provide an educational environment and experience that will be appealing and appropriate to graduate medical students. They may be older, often married and have with demanding schedules. They need convenient housing and services and seek a life style that is reflective of their stage of life. The new School’s location is perfect with both proximity to convenient services, housing and commercial amenities for its students and providing a wide range of community, conferencing and common space to support student social engagement and provide a forum and gathering place for the professional health care community. Quality is a formal and important aspect of every project at EV&A Architects. EV&A uses a 10-point criteria plan based on DOE 414, that addresses: management control program, personnel training and qualifications, quality improvement, documents and records, work processes, design, procurement, observation and construction services, management assessment and independent assessment. The objective is to convey the methodology, documents, processes and quality assurance criteria that will be used by all employees. The goal is to meet or exceed your expectations. Organizationally, EV&A is committed to following the nationally recognized Baldrige Quality Program criteria. Every project has a specific quality control plan developed by the project manager to meet a particular project’s requirements. The firm’s quality control manager reviews the quality control plan to verify that proper review procedures, timing and qualified reviewers are addressed by the plan. Once approved by management, the quality control plan is attached to the work order opening paperwork for approval by a principal. The project quality control plan must identify (at a minimum): • What is to be accomplished. • When specific quality control actions/checks must occur. • Who is responsible for the quality control actions/checks. • A budget for the quality control actions/checks. • Follow-up audits at each stage of completion.

Project Team Project Team Management and Working Relationships EV&A is a multi-disciplinary firm providing a wide variety of expertise in the built environment and a total commitment to the overall project. Ed Vance will be the design team point of contact for contract negotiations, he along with Matt Burns will provide quality assurance oversight throughout the project duration. Principal Darris Peterson will serve as the thought leader and Sr. Project Manager throughout the project timeline and will oversee production, coordinate deliverables and maintain schedule and cost control. Kevin Welch will assist with project design and development of models and visualizations. The services of the selected specialty design consultant along with all future design team including structural, mechanical and electrical will be coordinated by Mr. Peterson and his team. EV&A has had successful, long standing working relationships with all members of the design community in Southern Nevada. As Sr. Project Manager, Darris Peterson will be the primary point of contact for the University and will provide responsive service with attention to detail.

Edward A. Vance, FAIA, is the founder and design principal of EV&A Architects, a specialty design firm serving the hospitality, commercial and health care industries. For 34 years, Mr. Vance has served his clients, his community and the profession of architecture. Design excellence has characterized Mr. Vance’s distinguished career. His work has led to numerous design awards and significant commissions. He is the past president of JMA Architecture Studios, a nationally recognized design firm, of over 200 professionals, located in five offices in Nevada and California. For nearly 18 years Mr. Vance served as a designer, project manager and principal-in-charge at JMA. He was the director of the firm’s healthcare, commercial and hospitality studios. In November of 2006, Mr. Vance opened EV&A Architects to better serve his client base and the profession. Located in Las Vegas, Nevada his firm is currently staffed with 15 professionals uniquely qualified to serve the healthcare, hospitality and commercial industries. For nearly 30 years Mr. Vance has served his Las Vegas clients and the profession of architecture. Design excellence characterizes Mr. Vance’s distinguished career. His work has led to numerous design awards and to significant commissions with major commercial, hospitality and healthcare clients. Mr. Vance has been awarded the AIA Nevada Young Architect Citation, the AIA Nevada Service Award and in 2006 he received The AIA Nevada Silver Medal, the highest honor bestowed on an architect in the State. He was elected to the AIA’s National Board of Directors in 2010 where he served a three year term receiving his Richard Upjohn Fellowship in 2012. He was elected to the AIA College of Fellows in early 2014 and received the AIA Regional Silver Medal in October of the same year. He was recently elected to serve as Secretary of the AIA College of Fellows. As a past professor at UNLV’s College of Architecture, he continues to guest lecture professional practice classes and juries 5th and 6th year design studios. Active in his community, Mr. Vance served on the board of trustees as past vice president for the Lied Discovery Children’s Museum. Kevin Welch is the Design Director for EV&A Architects, and brings with him an extensive rage of expertise to our firm. U.S. Dept. of Veterans Affairs - Administration & Education Center Addition The VAMC Administration & Education Center has been placed at the south-west corner of the existing VA Hospital and positioned to allow for future expansion of the Ambulatory Care Center, MRI and Emergency Departments. The VA Administration Building is also sited such that the existing internal circulation spine of the VA hospital extends to meet the new building. The existing concourse of the VA hospital is being continued and used as the connecting point for the main entrance into the building. The VA Administration Building ties into the VA hospital via a ground level three story high concourse expansion with upper level walkways throughout. Attached to the the Admin. Bldg. is the 19,500 SF single story Education Center dedicated to teaching and training and includes classrooms, private study areas, and four nursing simulation labs. The project is scheduled to be completed and operational in the 4th quarter of 2015.

U.S. Department of Veterans Affairs North Las Vegas Medical Center The North Las Vegas Veterans Affairs Medical Center is located in North Las Vegas on a 160-acre parcel of land. The 937,500 sf facility includes a 70-bed hospital, 20-bed mental health unit, 23 outpatient clinics, 120bed skilled nursing facility and a central plant. The VA requested the design team for a solution that looks to the future and does not pin the facility into an inefficient mode of operation. Modularity and flexibility will define healthcare into the next century. The design team developed an overall design that utilizes the VA Building System, using a very modular approach to present an extremely forward-thinking hospital. The RTKL + JMA joint venture knew this design would set the standard for future medical facilities.

Summerlin Hospital Medical Center The Summerlin Hospital Medical Center addition consisted of a three floor vertical expansion to the top of an existing three story wing. One of the most difficult construction challenges for this project was constructing over the existing third floor ICU department, leaving rooftop mechanical systems in place and operational while new systems were installed, tested and ready to transfer.

CSN Health Sciences & Nursing The building is the lead element in creating a new Health Sciences Plaza that provides many user-friendly amenities. Chief among these is a shaded pedestrian walkway that links several buildings and protects students in the harsh desert environment. The four- story building provides science laboratories, classrooms, a 150-seat auditorium and administrative facilities. All building systems and materials have been chosen based on a common sense approach to green architecture and energy efficiency. The rooftop is designed for future installation of photovoltaics to supplement the energy needs of the building. The mechanical system was chosen to reduce noise levels in the classrooms. The building envelope was conceived as a whole to conserve energy, while being finished with synthetic stucco and stone. All materials meet the 50-year Life Cycle goals of Public Buildings.

Las Vegas Institute for Advanced Dental Studies Developed as a post graduate cosmetic dentistry teaching institute, the Las Vegas Institute for Advanced Dental Studies is a 21,000 sf facility configured in a “Y” formation. Each “leg” of the plan houses a distinct operation of the institute. Connected by a central skylight area is a mandola type skylight and a second story lobby. The lobby accommodates up to a 100 seat exterior amphitheater. The plan is comprised of a six station private dental practice in one leg, lecture hall in the second leg, instructional laboratories and operators in the third leg. The second floor houses the administrative offices for the institute.

Summerlin South Skilled Nursing Facility Adjacent to the St. Rose San Martin Campus facility in the Southwest part of the Valley, EV&A was commissioned to prepare plans for the first phase of this 15 acre medical center for the Dunn Corporation. This state of the art facility sited on six acres will be composed of twin two story wings housing 120 beds each. Centrally located 2-story atriums will bathe the facility with natural light throughout. A 14,000 SF commons building will house administrative, dining and physical therapy areas as well as all back-of-house and loading functions.

Swiftbay Development EV&A 18 Acre Master Plan

Centennial Hills Medical Center Located five miles west of the VA Hospital in North Las Vegas, EV&A was commissioned to master plan this 18 acre site for Swiftbay Development. The diverse clinical campus is comprised of two | 260 bed | four story assisted living facilities, a 120 bed respiratory skilled nursing facility, a 120 bed behavioral skilled nursing facility and a two story | 34,000 SF clinical wellness center. The site is large enough to allow surface parking to be accomplished to meet the NLV planning guidelines.

Firm Stability Report We at EV&A are incredibly proud of our results for fiscal year 2013 – 2014. Our people have serviced our clients in a first class way, delivering high performance for our clients, our company and bringing meaningful change to the communities in which we live and work. Since EV&A opened our doors in 2006, we have never filed bankruptcy, been in loan default or have had any pending liens. EV&A takes great pride in knowing that we have never been in project default and no firm principals have ever had their licence revoked or suspended. EV&A has a strong momentum going into fiscal 2015 – 2016. WE are committed to helping our clients achieve high performance. We continue to operate EV&A debt-free and carry an unused line of credit.

Technology Assets EV&A uses a variety of visualization software to develop design concepts that enable our clients to virtually experience the built environment - incorporating texture, light and volume to articulate space.

HOW ARCHITECTURAL FEES ARE CHARGED Percentage of construction cost is the most common method for measuring and comparing fees. It’s an excellent comparative yardstick, because it allows you to compare fees that are charged by quite divergent methods. For example: • Architects charge about 30% of their projects by a negotiated fixed fee. This is usually for work on building types they’re well familiar with. • About 20% of project work is charged at a negotiated hourly rate (commonly based on a multiple of hourly Direct Personnel Expense). • About 45% of projects are charged as a percentage of construction cost. • The remainder are charged in hybrid combinations, such as fee per square foot. Projects that may include unpredictable time spans for design are now often charged hourly for that phase of work, then at a negotiated fixed fee for construction documents, and then hourly again for construction contract administration. The square foot construction costs as a basis for fee setting do NOT include design service fees nor do they include the costs of special equipment and fixtures unique to a building type, otherwise known as FF&E. Typical built-in construction elements, such as HVAC, power for equipment, security and fire protection, elevators, escalators, moving walks, ADA compliance fixtures, and communications systems, ARE included in the construction costs. For this project, we will suggest a percentage of construction cost basis for our fee. Together we will determine the budgeted construction cost prior to final fee setting. Our gross fees (inclusive of consultants) for this type of work can range between 6% and 8% and can be converted to a fixed fee after final negotiations are complete.

Fee Structure PASS-THROUGH FEES FOR ENGINEERING SERVICES Our future fees will be submitted for normal, complete design services and include typical pass-through engineering and consulting fees, as well as standard architecture fees. Engineering fees are called “pass-through” because the architect supervises the engineering and other consulting work, and, as approved, authorizes payments to the consultants out of fee payments received from the client with NO MARK-UP.
