Dear Members of the Selection Committee: Thank you for the opportunity to present our qualifications and proposed team members for the expansion of the Las Vegas Convention Center. Our team understands the effort and commitment it takes to expand the convention center, and we would be honored to enter into an engagement with you to bring this vision to reality. We are excited about the opportunity to provide the Las Vegas Convention and Visitors Authority (LVCVA) with a convention center that is functional, cost-effective, on time and on budget. Michael Winters, Project Designer, and John Kudrycki, Project Manager, have worked together in their respective roles on all of our convention center projects over the past 25 years. Our designers have years of experience dealing with the complex problems associated with reconfiguring existing centers without disrupting operations. We fully understand the unique problems presented and are the best in the industry at solving them with out-of-the box solutions and valueadded revenue-producing ideas. Fentress’ first convention center design was hailed by former Chrysler Corporation Chairman Lee Iacocca as a facility that “blew my mind. Our people say it’s the best they’ve ever been in.” He was speaking in – and about – the Colorado Convention Center, Phase I. As Principal in Charge, Ed Vance has been providing architectural services for convention centers and exhibit halls for over 17 years. Michael Winters, Project Designer, has toured more than 50 best-in-class convention centers across North America. We have met with operational personnel, studied current design trends, and synthesized a massive collection of data and ideas. Working closely with user groups and meeting planners, Fentress Architects has used that intellectual property to design convention centers that lead industry trends. Ed Vance & Associates (EV&A) is guided by a design philosophy that emphasizes respect for excellence, cooperative client relations, and enhancing the human environment. The firm’s team has helped shape the physical expression of the local desert community. Colorado Convention Center Phase I and II Denver, Colorado In 1987, Fentress Architects completed a master plan for the Colorado Convention Center. In 1990, Phase I of the project was designed for one million square feet. Several years later the City of Denver passed an initiative to expand and renovate the convention center. Fentress Architects was asked to create a civic landmark for Denver that conveyed a strong Colorado sense of place. The contribution of the center to the City of Denver has been significant in its revival of the Silver Triangle district, its inclusion of light rail on the south side of downtown, and the impact it has had on revenue for the city. The expansion and renovaton created a new holistic interior and exterior which took the 15-year-old center and expansion into one new civic image for downtown Denver. As part of the Phase II design, Fentress developed an additional master plan that envisioned a Phase III expansion on the roof of the convention center. This master plan allowed for a future expansion without the need to purchase additional land. Whether entering through 14th Street or Speer Boulevard, the experience is uplifting. Rising to 100 feet, the 40,000-square-foot lobbies are bathed in natural light illuminating art pieces, circular light fixtures, and a host of other humanizing elements. These features give patrons a moment of repose to orient themselves before proceeding down the Grand Concourse or up escalators to the exhibit hall. An 800-foot-long glass front door invites visitors to enjoy unobstructed views of the Rocky Mountains and downtown Denver. At the building’s west entrance, adjacent to the exhibit hall, a 7,500-square-foot outdoor terrace also offers extraordinary mountain views. An eclectic collection of art animates spaces throughout the center, including an enormous blue bear playfully peering into the lobby from outdoors.

The exhibit level offers 585,000 square feet of contiguous exhibition space that can be divided into six individual halls varying in size from 90,000 to 106,000 square feet. Similarly, a 50,000-square-foot ballroom, a 35,000-square-foot ballroom, and 100,000 square feet of meeting space can each be configured in multiple configurations. The designers’ resolution of formal, functional and technical requirements for this center dramatically increased bookings and revenue which resulted in its elevation to Tier One status within the industry. The Colorado Convention Center is ranked within the top three centers in the country.

Designed to meet each convention’s needs, the center’s 62 meeting rooms can be joined in a myriad of different configurations. Even the center’s two ballrooms can be converted to be used as meeting spaces for as many as 18 meeting rooms. Miami Beach Convention Center Expansion/Renovation Miami Beach, Forida Fentress Architects was selected to design the Miami Beach Convention Center Expansion and Renovation from a field of eight national design firms. The scope for the 1,435,000-square-foot convention center includes the expansion and renovation of the center to provide upgraded show needs and increase the potential for the city to market the center on an international basis. The center is already home to world-renowned events such as Art Basel and the Miami International Boat Show. The project includes a new 60,000-square-foot ballroom and 127,000 square feet of new meeting spaces. The project will transform over six acres of parking into space for a public park with landscape and infrastructure improvements, including a tropical garden, game lawn, shaded areas, veterans plaza, pavilion, and water feature. The project will result in 500,000 square feet of exhibit hall space with increased power and improved IT connectivity capacities, increased ballroom and meeting areas, and renovated back-of-house spaces. The renovation concepts are inspired by sleek modern designs that incorporate natural elements of the ocean, beach, and underwater life. Waves, manta rays, and coral reefs were studied as part of the design process. The exterior building envelope is designed with linear panels that create a curvilinear undulation inspired by ocean waves. The facade has hurricane resistant connections that can resist large storms. It is also built for the future utilizing steel construction

with composite metal decks for raised floors in the case of rising sea levels. The smooth interior design finishes emulate receding water, sea foam, and patterns relating to varying types of local coral reef. In addition making Miami Beach Convention Center the most technologicallyadvanced center in the U.S., the renovation will provide captivating outdoor event spaces and rooftop pavilion opportunities for convention delegates. This project involves complicated renovations and replacements of virtually all the building’s electrical and mechanical operating systems. The project has targeted LEED Certified Silver. The building systems will be extensively upgraded to earn the sustainability certification. State-of-the-art low voltage electronic systems are part of the power saving tools that are being employed. Fentress Architects developed extensive phasing options and diagrams to keep the center open and operational during extensive renovations and additions of new spaces. San Diego Convention Center Expansion San Diego, California Fentress Architects was selected for the Phase 3 expansion of the San Diego Convention Center. The plan adds 250,000 square feet of contiguous exhibit hall space, approximately 101,500 square feet of meeting room space, and a new 80,000-square-foot ballroom to the existing facility. Fentress’ design will provide significant savings to the San Diego Convention Center Corporation in construction and operating costs. It reduces the building mass and volume of a prior conceptual design by approximately 38 percent while meeting all of the program requirements. When completed, San Diego’s bayside convention center will have more than 750,000 square feet of contiguous exhibit hall space, making it larger than any other on the West Coast, moving San Diego ahead of competitors in Los Angeles, Anaheim, San Francisco, Seattle, and Vancouver, British Columbia. The 80,000-square-foot ballroom will be the largest ballroom in a convention facility on the West Coast. Listening to San Diegans’ desire for more green space, the design creates 5 acres of waterfront public space. Adjacent to the South Embarcadero, the park will create a stunning civic destination for residents, as well as visitors who come to events at the convention center each year. With 360-degree views of downtown, Coronado, and the San Diego Bay, the public space will be ideal for picnics, music festivals, public art, and special events. Plans include a waterfront promenade on the ground floor, complete with 30,000 square feet of retail shops, pedestrian walkways, and a waterfront transportation center.

The Phase 3 expansion will be built using the United States Green Building Council’s Leadership in Energy and Environmental Design, or LEED standards. A preliminary, internal LEED scorecard by the Fentress team indicates that a LEED Gold ranking is possible. Sustainable elements such as energy-efficient lighting, integration of photovoltaic solar panels, storm water retention and water filtration, wind energy, a green roof, recycling and composting have all been envisioned for the proposed design. Adjacent to the South Embarcadero, the Phase 3 expansion design creates optimized public access including a waterfront promenade complete with 30,000 square feet of retail shops, pedestrian walkways, and a waterfront transportation center. Georgia World Congress Center Expansion/Renovation Atlanta, Georgia The Georgia World Congresss Center seeks to compete in the market of convention centers that have over one million square feet of contiguous exhibit space. To accomplish this, they plan to add a 100,000-square-foot exhibit hall between the existing B and C Exhibit Halls that currently exist. This “contiguous exhibit space” will put the total square footage of the B Halls, the C Hall, and new BC hall at 1.1 million square feet of contiguous exhibit space. In addition to the new BC hall, a number of meeting rooms are being added and new lobbies to join the B and C lobbies are being proposed. The new BC hall is being added in what is now the loading dock area, resulting in the renovation and reconfiguration of new docks and back-of-house support spaces. Another element of the program is the addition of a headquarters hotel in the footprint of the soon-to-be-demolished Georgia Dome. Pasadena Convention Center Expansion/Renovation Pasadena, California Fentress Architects designed the 185,000-square-foot convention center expansion to create a civic landmark in Pasadena. The addition is designed to complement Pasadena’s historic civic auditorium. Embracing the city’s historic architecture and harmoniously integrating contemporary architecture, the new Pasadena Convention Center reinforces the city’s heritage while transforming it into a 21st century international destination. The Rose City sought a convention center that was exemplary in design, technology, and environmental responsibility.

The project includes renovation of the exterior and interior of the existing center, the addition of a new exhibit hall and ballroom building, and a grand 22,000-square-foot civic plaza that enhances views and unifies the complex with pedestrian streets connecting to and from the center. The expansion nearly triples the convention center’s original meeting and event space. The 55,000-square-foot exhibit hall can be divided into two rooms, or combined with the adjacent grand ballroom for an 88,000-square-foot space.

Las Vegas Convention Center | South Hall Expansion Las Vegas, Nevada The Las Vegas Convention Center is undergoing a $373 million expansion that is intended to ease the Center’s needs for additional meeting space and improve the building’s overall design. The 500,000-square-foot expansion, done in conjunction with the HNTB Architects, includes 145,000 square feet of dedicated meeting space and a ballroom of about 100,000 square feet.

The project also includes a lobby along the length of the South Hall, a grand concourse to tie together the Center’s three halls, a redesigned signature front facade, and an enclosed pedestrian connector from the adjacent Las Vegas Monorail station.

Concourses, exhibit halls and meeting rooms are clustered together and assigned a color and a letter. These colors are deployed throughout the finish palette to zone the building and reinforce passive wayfinding. These colors also serve as accents to the primarily neutral color palette. The walls, ceilings and floors are varied in shape, modulation, articulation, surface and color. There are three major classifications of finish types for the convention center, and a required common denominator among all of them is durability and maintainability. The areas accessible to event attendees must appropriately reinforce the industry standards for commonly held expectations in the industry regarding quality service delivery, business climate and hospitality.

McCarran International Airport | Terminal 3 Las Vegas, Nevada PGALwas the prime consultant and lead architect for the new 1,800,000 square foot international terminal building. The three-level terminal has 14 new aircraft gates, including seven international swing gates. PGAL also provided terminal facilities for an existing 30-gate concourse that is linked by an ATS people mover system and a new central plant that serves these new facilities.

Designed to accommodate a variety of aircrafts, including wide bodies, the international gates serve as “swing gates,” providing additional domestic gate capacity as needed. Michael O. Winters FAIA LEED AP BD+C Principal / Director of Design and Interiors | Fentress Architects Michael O. Winters is Principal and Director of Design and Interiors for Fentress Architects. In this position, he has led the design for the firm’s largest and most complex projects, many of which have become the studio’s most recognizable and enduring buildings. Michael’s career has focused on convention centers designed for public use and enjoyment. Michael finds design inspiration in natural environments and local culture. He pioneered the firm’s “contextual regionalism” philosophy. Bluehost Data Center Provo, Utah R2H provided the structural and civil services for this new center. The civil portion involved the development of the site plan, grading plan, utility and drainage plan and the SWWP Plan. Construction Administration services were also provided, including RFI and submittal review and site visits. Laughlin Pedestrian Bridge Clark County, Nevada R2H provided structural engineering services for the Laughlin Regional Heritage Greenway Trail. This includes structural calculations and drawings, written specifications, and structural engineering support during the bid period. This pedestrian bridge spans over SR-163 with towers and abutments on both ends, box-culvert equestrian underpass bridge with wing walls on each end, and three prefabricated shade structures for restrooms. Also included were picnic pavilions, RV shelters, horse corral shade, and signage. TNT Farms Occidental Road Barn Sebastopol, California This 10,000 square foot barn was constructed with a full basement and a 1,000-square-foot mezzanine. R2H provided design for 2,800 square feet of covered outdoor space and a 1,000-square-foot driveway under the deck. Environmental safety and energy efficiency codes were used in the design of this premium agricultural barn. The uniquely-shaped barn was designed to use full-height precast panels which required special designs for attachments and hold downs. Decatur Jones Las Vegas, Nevada Structural design and preparation of construction documents for reservoir and all related structures for the project. A concrete reservoir with 18-foot vertical walls at the perimeter, a two-way top slab with columns, footings, and drop panels on a 20-foot grid, and a 6 ½ inch-thick bottom slab on grade which slopes at approximate 0.2 feet per foot, for the first 40 feet and is then flat. Size and number of basins vary depending on final capacity requirements with the proposed structure having two basins approximately 200-foot-wide and 300 feet long.

The building consists of 1 million square feet of display space on two floors. The second floor was designed for HS-20 truck traffic and a 300 psf live loading on the floor. Building was constructed out of steel on drilled shafts. The second-floor exhibit areas were designed for an extremely large 300 psf live load and designed on a fast track schedule. Searless Car Wash Las Vegas, Nevada The project is a five-bay car wash, vacuum bay, and maintenance building. The bay canopies are 60’x 18’ and constructed of steel tube columns and a steel canopy cover. The maintenance building was constructed of masonry walls with a steel deck roof system and conventional footings. The slab has a sump area in each bay approximately 5’ x 5’ x 4’6” deep. Bluehost Data Center Provo, Utah R2H provided the structural and civil services for this new center. The civil portion involved the development of the site plan, grading plan, utility and drainage plan and the SWWP Plan. Warm Springs Storage and Maintenance Facility Clark County, Nevada This project completed the construction of a 7,200-square foot storage and maintenance building. The building is 120 feet long and 60 feet wide with a 16-foot minimum eave height. The proposed building included three 20 foot bays with 14-foot-wide garage door openings for maintenance of vehicles, a restroom, and one 20-foot bay open on three sides to be used for covered storage.

After several public meetings, five distinct areas were proposed by the plan: Natural Area, Art Area, Research Area, Sports and Recreation Area, and Event Area. Education is the primary focus for Discovery Park, and to that end there will be opportunities for outdoor learning through informal classroom settings, research areas, hands-on activities, and interpretive signage. Additional amenities designed for the park include and amphitheater, plazas, championship disc golf course, community garden, and a large festival/event space. USA Parkway Taho Reno Industrial Center Reno, Nevada Cost: $N/A Size: 18 miles USA Parkway is currently being built to connect the Tahoe Reno Industrial Center to the southern communities located along US 50. This Design-Build project was designed to incorporate the industrial railway themes on the northern, I-80, portion of the project that passed through the Tahoe Reno Industrial Center. On the southern, US-50 connection of the project we designed within the themes of trappers and emigrants that passed through the area during the California gold rush. Aria Landscape Architecture designed several sculptural concepts for the intersections of the existing roadways. The intent for the main corridor of the roadway was to recreate and rehabilitate the native landscape where the roadway was cutting through virgin desert and mountainous areas. Careful consideration was given to existing landforms and native plants so that the finished roadway would blend naturally into the existing landscape.

The renovation included improvements to pedestrian access and safety, with new planting designs that would reduce water use and maintenance costs while providing year-round interest for the community. Aria Landscape Architecture kept the community well informed about the design process through a series of community outreach meetings, and created graphic renderings, elevations, and perspective sketches to help the community visualize the proposed upgrades. After the design was complete, Aria assisted the HOA with their bid process and contractor selection, as well as negotiations to ensure the project would be completed within budget. Aria is also providing Construction Contract Administration Services for the HOA to verify that construction is being completed on-time, within budget, and that the contractor is installing the project per construction documents and specifications. Faith Community Lutheran Church Summerlin, Nevada Cost: $N/A Size: 4 acres Aria was hired to create a desert extravagance planting design and custom amenities for a large courtyard that would designed between the two main buildings of the church. The perimeter of the church was design to highlight the architecture of the church with a number of specialty cacti, yucca, and succulent plantings. The courtyard was design for a more lush, oasis theme that included a custom Trinity fountain, custom fire table, a stone clad stage, seating areas, and geometric plantings.

Applicant understands and agrees: (1) to be bound by the requirements specified in this RFQ, including the evaluation methodology utilized in the selection process, and including Prospective Design Firm/Team’s recognition and acknowledgement that some subjective judgments must be made by the Authority during the evaluation process, (2) that this RFQ has provided sufficient information for Prospective Design Firm/Team to prepare and submit its Submittal for consideration by the Authority; (3) that the drafting and filing of a Submittal is at Prospective Design Firm/Team 's sole cost and expense, and that the Authority shall have no liability for any expense incurred by Prospective Design Firm/Team in the preparation of its Submittal, and (4) that Prospective Design Firm/Team 's failure to be invited to the next phase of the solicitation process, or to be awarded the Contract provides no grounds for relief, and that the Authority shall have no liability for any damage allegedly resulting from Prospective Design Firm/Team 's failure to receive an RFP or to be awarded the Contract.
