Dear Matt, On behalf of the EV&A Architects team, we want to thank you for the opportunity to present our qualifications. We are excited to be considered for the planning, programming and design services to assist in the expansion and growth of OV’s Southwest Campus. We have focused our efforts on education and healthcare facilities, having worked on many hospitals, clinics, surgical centers and specialty health facilities in Las Vegas and throughout Southern Nevada. Our clients range from private sector operators and State of Nevada Public Works to Federal work with VA as well as having served the past architectural needs of OV while our staff were still with JMA. We have teams committed specifically to market sectors, so that we can bring the most current best practice models and experienced professional personnel to lead this effort. The EV&A team takes pride and values our great working relationship local municipalities and national accreditation and certification boards. This is accomplished by a passion to the practice and delivery of great design. Nearly every team member of EV&A was previously an employee at JMA Architecture Studios. Our firm is a collaboration of experienced, educated, and dedicated individuals who have, through years of working together, built a kinship that creates an efficient, creative and competent group. Edward A. Vance, FAIA, NCARB is the past President of JMA, a nationally recognized design firm of over 200 professionals located in five offices in Nevada and California. For nearly 18 years Mr. Vance served as a Designer, Project Manager, and Principal-In-Charge at JMA. He served as director of the firm’s health care, commercial and hospitality studios. As founder of EV&A he has transferred that experience and leadership and established a firm that has the knowledge and exposure of a large climate and imported it into an environment that allows for a more personal relationship with it’s clients. Darris Peterson, Assoc. AIA was with JMA for 15 years. He was the Project Director of the Health care Studio while holding the corporate title of Vice President. His extensive knowledge and experience is now being offered through his position as Vice President of the Health care Studio here at EV&A. Mr. Peterson has an comprehensive understanding of local, regional, and national health care regulatory requirements. He implements best practice procedures for project delivery and oversees the quality control process for every project from start to finish. Matthew F. Burns, Associate AIA was with JMA for three years prior to joining EV&A in 2007. As a Sr. Job Captain he headed up the major projects for the firm where developed an immense amount of skill that he now provides to the clients of EV&A. As a partner and COO for the firm he places great emphasis on providing his clients with expertise in programming, research, space planning, construction documents and contract administration services to ensure the successful completion and quality of a project. It is the goal of the entire team to share a journey of design and creation that results in a positive experience for all who are involved and concludes with the creation of a world class facility that will serve to lift Opportunity Village to a new level of prominence.

Firm & Project Organizational Chart Project Team Management and Working Relationships EV&A is a multi-disciplinary firm providing a wide variety of expertise in the built environment and a total commitment to the overall project. Ed Vance will be the design team point of contact for contract negotiations, he along with Matt Burns will provide quality assurance oversight throughout the project duration. Principal Darris Peterson will serve as the thought leader and Sr. Project Manager throughout the project timeline and will oversee production, coordinate deliverables and maintain schedule and cost control. Edward A. Vance, FAIA, is the founder and design principal of EV&A Architects, a specialty design firm serving the hospitality, commercial and health care industries. For nearly 30 years Mr. Vance has served his Las Vegas clients and the profession of architecture. Design excellence characterizes Mr. Vance’s distinguished career. His work has led to numerous design awards and to significant commissions with major commercial, hospitality and healthcare clients. Mr. Vance has been awarded the AIA Nevada Young Architect Citation, the AIA Nevada Service Award and in 2006 he received The AIA Nevada Silver Medal, the highest honor bestowed on an architect in the State. He was elected to the AIA’s National Board of Directors in 2010 where he served a three year term receiving his Richard Upjohn Fellowship in 2012. He was elected to the AIA College of Fellows in early 2014 and received the AIA Regional Silver Medal in October of the same year. Mr. Peterson brings twenty-six years of Healthcare experience to the firm along with his extensive knowledge of the local, regional, and national healthcare regulatory requirements. Mr. Peterson is an affiliate member of ASHE, Center for Health Design, Patient Centered Design and American Hospital Association. Fee Proposal
4.1 Project Scope EV&A is pleased to provide a proposal for Opportunity Village’s Northwest Campus to be located within the City of Las Vegas that is presently owned by the Bureau of Land Management. The site is bounded by Deer Springs Way to the north, Thom Boulevard to the west, Rome Boulevard to the south and an adjacent property to the east. The APN for the project site is 125-24-701-037 and for the adjacent site is 125-24-701-041. We understand the Owner’s intent that the project resemble the existing Engelstad campus and be a “best-in-class” design. The work performed will be under the direct supervision of Edward A. Vance, FAIA, Nevada Architect license #2683.
Scope of Services - General 1. Complete programming and master planning for this project and the adjacent project based on full build-out of the facility. We are to review the Owner’s efforts and collaborate to finalize the first phase of the program. 2. Prepare and submit City of Las Vegas planning and zoning submittal packages. Current zoning of C-V allows for development of schools (training facilities), public parks and quasi-public uses operated or controlled by a service organization. 3. Prepare construction documents for on-site and off-site improvements to include a single story 55,000 to 60,000 SF facility expandable to 120,000 SF. The footprint of the fully developed facility should be reflected within all entitlement related documents. On-site parking and site development shall be consistent with current and future uses. Approximately 4 acres of park facilities, which may be designed as a single, public park, or a public park and a separate park more closely serving the needs of Opportunity Village clients. Off-site development, including completion of those portions of bounding streets, street lights, curb crossings, curbs, sidewalks and other improvements not previously completed. 4. Design to be completed within approximately eight (8) months, allowing for commencement of construction in the 3rd quarter of 2016 and construction completion late 2017. 5. Design phases to include: (a.) Program/Master Plan completion, planning and zoning, (b.) Schematic design, (c.) Design development, (d.) Construction documents, (e.) Bidding, (f.) Construction administration.
