Welcome to the July/August edition of what was formally the Rossendale AdMag. After being in existence now for just over 2 years and because of the Coronavirus lockdown we have decided to change the name of the magazine to 01706 magazine. The numbers 01706 are significant in being the dialling code covering an area from Rochdale in Greater Manchester to Haslingden and Ramsbottom in East Lancashire. By changing from the Rossendale AdMag to 01706 Magazine we have opened it up for our advertisers to not only keep their local clientele but to gain new customers from the wider area. The print run of 01706 will be significantly increased to cover the new distribution areas. New areas that will now receive the magazine are; Ramsbottom, Holcombe Brook, Rochdale, Littleborough, Milnrow & Todmorden and of course the magazine will continue to service the whole of Rossendale.

The magazine will be delivered directly to local households and local businesses and will also be available at local pick up points. NATURE The Lockdown has been a tough time for us all and more and more people have been turning to nature to boost their mental health and wellbeing. Healey Dell is one of our great hidden gems, a beauty spot and wildlife sanctuary which is also rich in industrial archaeology. It is just a couple of miles from Rochdale town centre on the way to Whitworth and Bacup.

The River Spodden makes it’s way through the picturesque woodlands creating delightful scenery and spectacular waterfalls. During the Industrial Revelotion this water power helped run the wool and cotton mills. The 1800’s railway line has been converted into a nature trail with amazing views from the 100 foot viaduct. During World War Two a Munitions Works was located at Healey Dell, many of the buildings and works from this period are still visible.


NATURE About 8000 years ago, at the end of the last Ice Age, humans first appeared in the Rochdale area. They were nomadic tribes but later began to settle during the Bronze Age (6000-2000 BC). By 70 AD, a tribe known to the conquering Romans as the Brigante first settled in the Dell area. A 1000 years later, it was the Normans who sub-let the land to the De Healey, who built Healey Hall, the area consequently came to be known as the Healey Dell. Sheep farming was prevalent here and the animals grazed the surrounding area extensively. The meandering Spodden formed an ideal base for many small mills, which subsequently saw the development of woollen mills and later, cotton. Packhorse routes emerged, markets flourished, and the area became one of the most affluent in the region. A number of local families lived here. These included the Ashtons, Butterworths, Chadwicks, Gartside's, Halliwells, Healeys, Holts, Schofields and Twedales, among others. Tucked away in the Dell, today you will find stone rubbing mills (Th’owd Mill l’th Thrutch - the old mill in the thrutch), waterfalls and rapids, “fairies chapel”,

the disused railway station at Broadley Mill, the Rochdale to Bacup disused railway line (which was converted to a walking/cycling trail), reservoirs, and the remains of a wartime munitions factory. There are seven distinct walking trails in the area. The Healey Dell Heritage Centre and Tea Rooms on Dell Road is a great starting point for local information and includes permanent heritage information on display. The venue is full of character and an Edwardian themed charm on the banks of the Spodden river surrounded by a stunning and scenic natural setting. They serve Traditional Afternoon Teas, Cream teas, homemade pies, soups, sandwiches, cake loose tea’ all served on bone china. PLANS TO REGENERATE HASLINGDEN

A bid has been launched to develop Haslingden. Rossendale Council has managed to obtain funding to develop the bid from the National Lottery Fund, this includes the launch of a website.

The Ramsbottom Chocolate Festival, which was due to take place on the 4th and 5th of April has been postponed due to the Covid 19 pandemic. After consultation with Bury Council it was decided to hold the event at a later date. Traders who have applied for the original date will be contaced once a new date is arranged.

The East Lancashire Railway launched a support fund, hoping to raise £200,000 to keep the heritage railway going amid the effects of the Covid 19 pandemic. All operations came to a halt in March.

LOCKDOWN RESTRICTIONS EASED AT REFUSE TIPS

Some lockdown restrictions are eased at East Lancashire’s refuse tips. As from July 6th people will be able to visit in their car without booking an apponitment first. As from July 10th people will be able to use vans and trailers to drop off their refuse as long as they book an appointment.

The former Regal Cinema and ex bingo hall is to be restored. As part of the High Street ActionZone Bacup obtained £1 million to develop the old cinema as a result of Rossendale Council’s application to Historic England. The original features will be kept intact during the transformation.

A new section of the East Lancashire Cycleway has recently opened in Waterfoot. Two railway tunnels not used since the 1960s have been opened to create an off-road section between Stacksteads Riverside Park and Newchurch Road in Waterfoot and integrated into part of the Valley of Stone. This is one of four routes which make up the East Lancashire Strategic Cycleway project. The project was funded as part of the £250m Growth Deal secured from government by the Lancashire Enterprise Partnership (LEP), with contributions from Lancashire County Council, Blackburn and Darwen Councils. The tunnels are waterproofed and have LED-lighting. There has also been a new bridge built over the River Irwell which gives access from Newchurch Road.

REFURBISHED BIKES DONATED TO NHS WORKERS

Through their Cycle Recycle scheme and in partnership with Love to Ride, Connecting East Lancashire and Lancashire County Council are donating refurbished bikes to NHS workers, to provide them with a much safer mode of transport to and from work.

Rawtenstall’s new bus station, which was opened last November, is helping improve the transport connections in the area. The Irwell Line and 464 routes use the new

station as well as the Witchway buses to Manchester, Burnley and Skipton.

HOLLINGWORTH LAKE GUIDELINES The footpath around Hollingworth Lake is open. The visitor centre and toilets at Rakewood Road remain closed. The cafe and toilets at Lake Bank and the Pavilion are open and the level of cleaning increased. Respect the social distancing guidelines. Signage is in place to indicate a one way system around the lake for pedestrians to follow.

The Legal Perspective:

The first thing to consider is still whether you can work from home. The advice is that you work from home and only venture into the office if there is no other choice. Once it is established that you need to work from an office or similar premises then there are 3 key objective to follow:

A: Risk Assessment See below – keep a written record B: Action plan to manage any recognised risk Keep a written record of the action plan /

processes to be implemented

C: Display a sign to confirm that you have followed the guidance Confirm to staff and the public that you have considered the issues in full and are ready to re-open the office

A: Risk Assessment: This must be completed and displayed where staff can see and review it, however, the Health and Safety Executive states that should you have a premises with over 50 staff / people, then the risk assessment should be published on the company and public website. This should follow a 5 step plan: • Identify the risks – there are a lot of risk assessments available and guidance at the Health and Safety Executive. You must assess the specific risk of catching and / or spreading Covid-19. This must be considered from the staff and public perspective. • Identify key staff – who can work from home, who is needed in the office, should there be a rota to give all staff the chance to work from home and / or in the office? The guidance suggests that all staff should not be returning to work unless there is no other option and depending upon the size of the premises etc this could increase risk. • Introduce hygiene procedures – staff need to be aware that they need to wash their hands or use hand gel upon entry and exit from the premises, there must be timed or key situations which would also give rise to the need for procedures to be repeated. Cleaning surfaces and common places are key to this action. • Introduce social distancing measures – this could be as simple as moving a desk, marking the floor at 2 metres distances, using signs and educating staff. This would also apply to the public. Despite popular believe, the distance should still be 2 metres and this should only be reduced to 1 metre plus if there is no other option BUT if you push this boundary with your staff, could you be opening yourself up to a claim? • Consider practical transmission risk – this is the need to review what PPE [personal protective equipment] is required to keep staff and customers safe. Examples to assist would be screening between desks, screening at reception, providing face masks and depending on the numbers would it be practical to take temperature checks? Further considerations: • Keep abreast of changes by checking the HSE [Health and Safety Executive] at hse.gov.uk which provides up to date guidance. • Keep staff updated and the risk assessment fluid so it can be checked, amended and updated regularly. • Place a sign in the window and / or other prominent place to show staff and customers that you have reviewed their safety in full. These are available at the HSE. • Download and use risk assessment and guidance from the HSE. • Remember simple things like not opening staff common areas unless it is safe to do so. • Many companies are not offering tea and coffee facilities because staff would all need to open and close the fridge or touch the milk. This may sound severe but is it these processes which could cause the most spread / issue. • Workplaces are going to have to consider more flexible working for staff and allow more staff to work from home. • Remember if your staff work from home, this area will also need to be risk assessed and if they do not have a safe workspace at home hen this could also give rise to a claim so there is a lot to consider. • If in doubt, get a second perspective, speak to other business owners and share your knowledge. • For businesses in the OL13 area we have the Bacup Business Association which we are actively involved with, feel free to join our mailing list and joint our meetings where we all get together to help each other. • Finally, be clear to staff and customers about what you are doing and what they can do to help when entering your premises. www.wintersolicitors.co.uk • Finally, stay safe.

CHANGING THE FACE OF ROCHDALE As part Rochdales’s £250 million regeneration programme, the River Roch, has been uncovered, alongside its historic bridge. The river has been hidden underneath Rochdale town centre for over a hundred years, with the bridge dating back to the medieval period. Thanks to the regeneration the bridge and river, which have been covered up for over 100 years, have been opened up again, giving visitors a stunning historical attraction and an attractive place to sit and watch the world go by. The project also reduces the flood risk to the town centre. The opening has re-naturalised the river and help attract new wildlife into the area. Brown trout, Kingfisher and Pied Wagtail s have all been spotted.

The regeneration has seen the creation of many new developments over the last 5 years. As part of this, a new shopping and leisure development has been created known as Rochdale Riverside. Rochdale Riverside is a 200,000 sq ft retail & leisure destination anchored by a 50,000 sq ft M&S and the recently opened 6-screen Reel cinema. 40

Rochdale has fantastic transport links, which now include the Metrolink extension into Manchester. The new shopping and leisure developments, include restaurants and bars, where people can enjoy a great night out. Rochdale is a great destination for shoppers, visitors and businesses.

The Reel Cinema has just opened after having had its launch delayed because of the lockdown. The Multiplex Cinema has six screens and also includes a luxury auditorium, which offers comfy seats and table service. BACUP 2040 VISION Rossendale Council are bidding for £11.7 million from the government Future High Streets Fund, the authority would put in £3 million and £1.3 million of private sector investment would be attracted. In total Bacup would benefit from £16 million worth of improvement if the Future High Streets Fund bid is successful.

The council want to transform Bacup town centre into the beating heart of the Adrenaline Valley, making it a place that both local people want to use but that also attracts new visitors to one of the most picturesque parts of the North West.

In a post Covid world the council recognise town centres should be very different with an innovative use of outdoor space. The new look Bacup will embrace the great outdoors and make the most of the sustainable green space nestled in the Pennines.


The 2040 Vision aims to establish Bacup as a destination town centre offering choice for shoppers, a cafĂŠ culture and a thriving night time economy.

Valley Heritage have received a grant of £311, 271 from the Architectural Heritage Fund towards their project to convert a prominent heritage building, the former Yorkshire & Lancashire Bank building (built in 1878) on Bacup's high street. The town is referred to as 'the best preserved mill town in England' but suffers from significant economic and social problems. The repurposing of the building has the potential to make an enormous difference by helping promote Bacup as a place to live and work and acting as a catalyst for further high street regeneration. The building will be converted into mixed commercial and residential use with co-working desk space on the ground floor for rent for local micro-businesses and on the upper floors affordable housing for two flats and supported accommodation for local young people at risk of homelessness. Valley Heritage have raised a further £60,000 towards the project and now have £15,000 left to find.

Stephen Anderson, Chair of Valley Heritage said ‘we are obviously delighted. Valley Heritage and our partners have worked incredibly hard to get to this point in a short space of time. The project seems only more relevant in the current climate, with communities becoming more connected to their town centres and wanting a wider range of local facilities to meet their needs. The project will provide homes and shared workspace at the heart of the town centre, supporting initiatives such as High Street Heritage Action Zone and, fingers crossed, Bacup’s bid for the Future High Streets Fund. We have more work left to do, not least raising the final funding. The confidence AHF have shown in the project will certainly help with this. Valley Heritage will be making further announcements about the project over coming weeks and months, including opportunities to get involved.
