WELCOME ADDRESS FROM THE PROJECT MANAGERS AND PRESIDENT Dear young Europeans, Cold War is over long time ago. The world of today is not black-and-white. It is diverse and utterly interconnected. Security is not an abstract word pronounced in dark corridors of governmental institutions anymore. If you have a cell phone, a computer, a credit card - it touches you. It concerns everyone. How can we assure fragile balance in this fast changing world? How do we get prepared to face new security challenges? We believe it's youth who will set the new security agenda in the 21 century. That's why the International Forum of EYP-Ukraine "Agora on Security Kyiv" will strive to hack the old paradigms and rethink security for the better and more secure world. Dear fellow Europeans, In these complex times, it is my pleasure to invite you to take part in the Agora on Security Kyiv 2014. Whilst security has been put back on the international agenda after 9/11 globally, Europe and the European Union have always been considered a safe haven. But not only the recent developments in Ukraine have shown that threats to national sovereignty and citizens are immanent possible. The aspects of security in Europe reach far beyond the physical borders of the states. Balancing out the interests of the people of Europe and securing a stable political framework is one of the major challenges for the future. With an ever more globalised populace, the role of national borders is at discussion. The Agora on Security Policy Kyiv 2014 will provide an open forum that will allow the participants to analyse existing political patterns to ensure security, understand their flaws and advantages and see and develop future strategies for security collaboration. ASK aims at leaving an impact on its participants and beyond. Breaking old patterns, its final results will have a more strategic approach, trying to envision security from various perspectives. THE PEOPLE BEHIND THE IDEA The Agora on Security Kyiv has been a team effort, however, three individuals were at the roots of the idea helping to outline the concept and manage the organisation of the event. Anya Suprunenko joined EYP in 2007 and served as VicePresident on PR in 2011 and as the President in 2012-2013. Since her 2011 election to the position, Anya has managed to contribute significantly to the organization's growth and development by establishing new partnerships with many organizations from public, private and civic sectors as well by implementing a number of projects. Additionally, Anya is one of the founders and initiators of the project "NGO G20 Summit", which unites the efforts of youth NGOs in Ukraine around a common goal of having an actual positive impact on the development of Ukrainian society. She has solid professional experience in project management, having worked for a year in a business networking company and for two years in a strategic communication consultancy company. Anya Suprunenko holds a Master’s Degree in International Economics from Kyiv National Economic University.
Kseniia Choni joined EYP-Ukraine in 2012 and since then she was engaged in various social and volunteering projects. She head-organised the Second and the Third NGO G20 Summits - a project uniting the biggest and the most active youth NGOs in Ukraine. In 2013 she co-organised the Sustainability Summit - an open-air renewables-powered event on the Azov Sea in Crimea. Kseniia has professional experience in marketing and project management. Currently, she works for Greencubator - a non-profit aimed at igniting energy talents and promoting sustainable innovations. Kseniia Choni is an alumna of the US Government sponsored Future Leaders Exchange Program (FLEX) and holds a Master's Degree in International Business from the National Technical University of Ukraine "Kyiv Polytechnic Institute".
Martin Hoffmann has been working in non-formal and political education for over a decade now. Home at the European Youth Parliament, he has constantly expanded his network with other organisations and initiated several projects and trainings all over Europe. Graduated from Cultural Engineering in Magdeburg, Germany, he has worked as business consultant and project manager both in the profit and non-profit sector as well as freelance trainer. Martin joined the EYP in 2003 and over the years has built a solid reputation within the organisation. In addition to his strong project management experience, Martin has outstanding teamwork and communication skills, having worked in over 50 teams from all over Europe as trainer and teambuilder focusing on group dynamics and moderation. His connection to Ukraine and Kyiv has been intense, having visited Ukraine over a dozen times since 2005. Martin has joined several events of EYP-Ukraine in the past and has a well established network on site.
CONCEPT OF THE AGORA ON SECURITY KYIV 2014 AGORA was a central spot in ancient Greek city-states. The literal meaning of this word is "gathering place" or "assembly". The agora was the center of athletic, artistic, spiritual and political life of the city. The topic of the Agora on Security Kyiv will be “Re:think security policy - hack old paradigms”. ASK2014 will focus on the diversity of security perspectives within Europe and will provide participants with the opportunity to actively live out democracy by raising their voices on divisive issues. We will shed light on these and other questions through discussions, panel debates, workshops and innovative activities, where our participants will be given the unique opportunity to discuss and immerse themselves in the Agora’s topic. With ASK14 we want to find new narratives for security policy. With determinant and power structures being the traditional leverages to maintain security, new strategies for soft power politics and international collaboration have to be developed that secure peace globally. In such an interconnected networking global village, new ways can be created to overcome old paradigms and ideologies.
ABOUT THE EYP AND EYP-UKRAINE The European Youth Parliament (EYP) is a non-partisan and independent educational programme for young European citizens. It is the project for young people run by young people. The EYP encourages independent thinking and initiative in young people and facilitates the learning of crucial social and professional skills. Since it was conceived in 1987, hundreds of thousands of young people have taken part in regional, national and international sessions, formed friendships and made international contacts across and beyond borders. The EYP has thus made a vital contribution towards European unity and bridging gaps between cultures. Today the EYP is one of the largest European platforms for political debate, intercultural encounters, European civic education and the exchange of ideas among young people in Europe. The EYP network is present in 42 European countries, where thousands of young people are active as volunteers. The entire network organises over 200 events every year Over its 14 years of existence, the National Committee of EYP-Ukraine has come the long way from a small community of a dozen active and inspired people to one of the biggest and most active NCs on the EYP-map. Even considering the fact that those 14 years feel like just a blink of an eye for those who are actively involved in EYP, during this “blink� we managed to organise over 50 events, including 2 International Sessions.We are also proud of having introduced to international EYP community the concept of Inter-Rail project and of having conducted 3 Inter-Rail Tours, covering 25 Ukrainian cities and allowing over 1500 young people to experience and fall in love with EYP throughout the tours. Over the last three years we have on average involved over 1000 young Ukrainians annually in experiencing the process of democratic decision making through EYP activities in Ukraine. EYP-Ukraine has also been actively involved in organising diverse social and civic projects. For several years in a row we coordinated the annual celebration of Europe Days in Ukraine, conducted by the EU Delegation to Ukraine; established the youth NGO Fair, became one of the founders of the NGO G20 Summit uniting the biggest youth NGOs in Ukraine; established cooperation with embassies of European states, participated in the Stronger Together Campaign on the EU-Ukraine cooperation, organised speaking-clubs. Through its activities EYP-Ukraine has raised a generation of active citizens and made a positive contribution to the development of democracy and civil society in Ukraine.

Officials should arrive in Kyiv on Saturday, November 1, while the participants can arrive throughout the day on Sunday, November 2. Who can apply for the forum? For specific requirements for applicants, please, see the respective Calls and the information on the next page of the booklet. Which languages will be used during the forum? English will be the working language of ASK2014. How many participants will the event gather? Up to 150. How can I reach Kyiv? Kyiv has good direct connections by airplane, bus and train to all European capitals and major cities. To search for cheap flights we recommend using the website www.skyscanner.com Kyiv Boryspil International Airport (KBP) is connected to every possible major destination in Europe and Asia by regular Airlines. Zhulyany or City International Airport (IEV) is a homebase for low-cost Wizzair Airlines. There are direct overnight trains connecting Kyiv with several Central and Eastern European cities. The cheapest way to get to Kyiv is a bus. Kyiv is served by Euroclub-bus, Ecolines, Stravex Transport, Cargo International Transport from various destinations in Europe. Do I need a visa to travel to Ukraine? Almost none of the European countries’ citizens need a visa to enter Ukraine. However, there are two countries still requiring visa to enter Ukraine, namely: Albania and Kosovo. Important note: all foreigners need to have a valid passport in order to cross the border of Ukraine. National ID cards are not accepted by border police.

ELIGIBILITY CRITERIA:
Only European participants (both EYP and non-EYP) above the age of 18 with a strong interest and proven knowledge in security-related issues are eligible to apply; Language requirement: the official working language of Agora as well as all ASK-related activities will be English. Therefore, candidates are required to be fluent in English. Availability for the entire period of the forum (November 2-9). Each participant is required to take active part in all activities organised in the framework of Agora project.
POSITIONS AT ASK2014 PARTICIPANT As a participant of ASK you will be able to work in one of the working groups with other participants from all over Europe on the burning issues related to European security. The work in groups will be facilitated by experienced moderators. As a result of your work you will produce a set of resolutions on a specific aspect of European security policy. To apply as a participant, please, follow this link to the Call for Participants. MODERATOR As a moderator of a working group at ASK you will be a member of a team of experienced moderators with background in security-related issues. You will facilitate the discussions of one of the working groups and ensure a smooth process of negotiations to write the policy proposals. Together with the media team members and organisers you will form the Officials Team of the ASK2014. To apply as a moderator, please, follow this link to the Call for Moderators. MEDIA TEAM MEMBER As a member of the Media Team you will be involved in providing media coverage of the event for internal and external audience, producing various media products, such as articles, press-releases, videos, blogs, interviews, infographics etc. You will also be involved in cooperation with national and international media outlets. Together with the moderators and organisers you will form the Officials Team of the ASK2014. A Call for Media Team members will be launched in August 2014. Stay tuned. ORGANISER As an organiser you have the leading role in shaping the event and ensuring all the technical and practical aspects of the ASK2014 are taken care of. As a member of the Venues and Logistics, Food and Supply, Human Resources or Public Relations teams your role will be crucial in making the ASK2014 a successful event for all the participants. Together with the moderators and members of the media team you will form the Officials Team of the ASK2014. Currently, the organisers team is complete.
