Welcome Message of the President Dear Participants, It is my utmost pleasure to welcome you to the Zhytomyr Weekend Session of European Youth Parliament Ukraine, which will be one of the most memorable events you’ll attend this year. From my 4-year experience in this organization, I can assure you that European Youth Parliament (EYP) Sessions are one of the best opportunities for intercultural exchange, knowledge-sharing and endless source of personal development, as here we have a bigger amount of participants from different schools. At this particular session 40 young individuals will be allocated in 5 different committees and will be given the floor to discuss Europe’s most actual and relevant topics under the theme “Innovative Democracy: challenges and opportunities”. EYP is one of the greatest platforms for bright-minded youngsters and a place for so many different sources of inspiration. As the President of the session and the head of the chairs’ team, I promise you a vocational and individual guidance before and during the session. We’re aiming to have a strong sentiment of collective ownership at the session and for that we would need the contribution from all of you. Please make sure not only to research and read about the topic of your committee, but also to express high interest in other topics as well, you’ll be given many opportunities to contribute to the work of other committees as well. This is indeed a challenge, but of course EYP is all about challenges. I would encourage all of you to challenge yourselves at and before the session, grasp every single opportunity and you’ll be happily surprised by the results. Welcome Message of Head Organizer Dear Delegate! I am really glad to know that you decided to take part in Zhytomyr EYP Weekend! When I started working on this project, I consciously made a step into something unknown, because it is the first EYP session in Zhytomyr in a long time. I did not know if people will understand such an event in our city. I did not have any local organisers, so while living in Kyiv, in fact, I have been living in two cities. Sometimes, when telling about the event, I heard something like ‘What-what? Are you going to bring European Union leaders to Zhytomyr?’ But everything will happen in a week. You, the delegate, will have time to read your first Topic Overview and to think on possible solutions. On Saturday you’ll know more about what is EYP and I hope you’ll stay with us after the session. On behalf of my organising team, I can say that we’ll make everything possible for you to enjoy every minute of the session. Everything is about to start – so get ready!

INTRODUCTION TO EYP The European Youth Parliament (EYP) is a unique educational programme which brings together young people from all over Europe to discuss current topics in a parliamentary setting. As a network of independent associations, EYP is present in 40 European countries and organises more than 500 events every year. The EYP network organises almost 1.200 days of EYP activity every year, involving 30.000 participants. Thousands of young people are active as volunteers all over Europe, making EYP a programme truly for young people, by young people. The European Youth Parliament’s mission is to inspire and empower young Europeans to become open-minded, tolerant and active citizens. Registered with the government of Ukraine on February 18, 2002, European Youth Parliament is a full-fledged participant in civil society development process in Ukraine.
EYP ACTIVITIES TEAMBUILDING Teambuilding is the first and most
essential part of any EYP weekend, during which many games and activities are conducted. It brings the entire committee together and unites all participants into one big family! P.S. Don’t forget to bring comfortable clothes for this part.
COMMITTEE WORK Usually, committee work is the most intense but academically engaging part, which consists of fruitful debates and results in creation of the final resolution on each committee’s topic. You will spend several hours discussing the targeted problems and trying to come up with suitable solutions for the most challenging issues in Europe.
GENERAL ASSEMBLY The most exciting part of any EYP event is, of course, the General Assembly. Just like in European Parliament, you will be able to engage in interesting discussions of topics of other committees, reflect on the proposed solutions and make your own suggestions, therefore, contributing to other committees’ resolutions. You will also join debates on your committee’s topic, defending your team’s resolution and, hopefully, eventually making it pass!

COMMITTEE TOPICS LIBE Committee on Civil Liberties, Justice and Home Affairs EU at the crossroad: The balance between the freedom of expression and high media standards. Bearing in mind the recent events regarding “fake news” and “alternative facts”, how should the EU proceed to ensure effective media checks and strict fact checking whilst respecting the freedom of expression?

RULES AND REGULATIONS 1. Any damage caused by a participant must be covered by him/her. 2. Participants have to fully comply with Ukrainian law at all times and if caught breaking Ukrainian law participants may be sent home at their own expense immediately. 3. Potential extra costs connected to an early arrival or late departure need to be covered by participants themselves. 4. In case participants wish a certain diet or have allergies relevant for their diet, it is the participants’ obligation to communicate such needs at the earliest possibility point, at latest two weeks before the event. 5. Participants transfer the right to ones’ image to the EYP and give their full consent to being photographed, filmed and interviewed by other participants as well as authorized guests of the event (e.g. journalists). Further, participants give their full consent to having personal data (including all media footage) stored digitally for an unlimited time and give their full consent to redistribution and editing thereof by EYP for EYP purposes (including EYP social media sites), and to being contacted in the future. 6. If a participant cannot attend the session due to illness or for other reasons, the EYP cannot reimburse the participation fee if the cancellation is announced later than three weeks before the event. 7. It is strictly forbidden to leave the session’s venues without the approval of an EYP representative. 8. The EYP assumes no responsibility for any health problems which may arise during the event. Please also note that outdoor activities may carry a greater risk of injury. 9. Session delegates are forbidden to engage in any romantic or intimate activity with officials.
EYP UKRAINE ALCOHOL, SMOKING AND DRUG POLICY 1. EYP Ukraine alcohol policy a. Alcoholic beverages with less than 15% alcohol content may be available at some events. Beverages that fall into this category are beer, wine, cider, prosecco and champagne. b. Consuming alcoholic beverages with over 15% alcohol content is strictly prohibited even after the official part of the day is over. Such beverages may not be acquired from sources external to the EYP Ukraine event. c. Underaged participants must not purchase and consume alcohol while the event is taking place. d. Any participants who overindulge or otherwise violate the alcohol policy will be sent home at their own expense. Delegates will be sent home with a prior warning, officials will be sent home on their own expense immediately. e. The Organising Team of the event as well as the Board of EYP Ukraine reserves the right to confiscate alcoholic drinks on grounds of high alcohol content, underage drinking or overindulgence. Participants may collect their confiscated alcoholic beverages at the end of the event. 2. EYP Ukraine smoking policy a. Smoking is allowed only in reserved places - places, where “smoking permitted� signs are displayed. b. Smoking in the public places is forbidden according to the law of Ukraine. c. Underaged participants must not purchase cigarettes and smoke while the event is taking place. d. Officials are not allowed to share smoking items with delegates and are discouraged from smoking in front of delegates. 3. EYP Ukraine drugs policy a. The EYP operates a zero tolerance policy on drugs. If you use drugs or have them in your possession, then you will be immediately sent home at your own expense. b. Any possession of hard drugs will be reported to the police and could result in your arrest. 4. If there is an issue of violation of EYP Ukraine policy by a person, who is a part of the leadership of the event (President, Head-Organiser, Editor, Head of Jury, Head trainer), an Emergency selection panel, consisted of the remained leadership, Supervisor of the event and Board representative of the event, is formed. The Emergency selection panel should appoint a person for a vacated role as soon as possible.
