With Jersey Architecture Week in full swing as we go to print, it was great to attend the opening of the JAC Design Awards Exhibition at Capital House, where the island’s community of architects, supported by the Jersey Architecture Commission have taken up residence until the 20th October. Whilst we’d love to feature all the shortlisted projects, time was of the essense. We’ve therefore shared one particularly atractive property that is shortlsited for the ‘Best Large Scale New Build Developent’ category.
FIT FOR A KING
Camelot, once a property nestled in a granite outcrop of Mont Arthur in St Brelade, is no more. In its place stands a successor crafted with architectural ingenuity, a striking new build designed by Godel Architects, with Director Phil Satchell at the helm. Rising from the ashes is Melusine, a modern masterpiece shortlisted for both best new large-scale building and best interior in the 2024 Jersey Design Awards.
“The original building on the site was of a very poor quality of build, and had been
extended sporadically to the extent that it had become a warren of small rooms connected by meandering corridors and staircases,” Phil explained. Despite this, he added that Camelot had it’s own sort of endearing charm - something like the feel of being in a treehouse. This feature of the old property was taken into consideration when designing the new: “this idea of creating living spaces that give one the impression of living in the tree canopy was one of the main inspirations in developing the new design”.
Phil envisioned an architecturally bold, yet warm, home. This balance is reflected both in the cladding of the exterior skin and within the cosy interior. “The client didn’t want a white box-style home,” Phil explained,
to drive across the desire for a space both unique and inviting. This vision was attained in the use of stained cedar cladding inside, which lines the walls and ceilings with a natural warmth throughout the house. On the exterior, the fragmented form of the building reduces its visual scale, while the material palette of grey, western red cedar and zinc work in harmony to create a synergy with the beauty of the surrounding landscape. What's more, Phil’s design maximises sea views, creating sheltered external spaces that enable the outside to be enjoyed whatever the weather.
“We have tried to design the house so that there are a variety of external spaces which both take advantage of the spectacular views
over St Aubin whilst preserving intimate sheltered spaces, which have their own character and suit certain times of the day,” Phil explained. “Key to the idea of creating a modern “tree house” was to organise the rooms such that they enhance the experience of the wooded environment, arranged amongst a variety of long views which make one appreciate the flow of space from inside to outside”.
The property spans three levels, yet from the north side, cleverly masquerades as a single level home. Intermediary terraces and covered balconies link the levels seamlessly into the gardens below. Practically wasn’t forgotten - an ancillary unit complements the four-bedroom main house with a guest suite, double garage, and even lift access between the floors. From a recessed entrance, visitors are welcomed by timber slats that allow light to filter through without compromising privacy. This deep, rich, natural tone extends to the main house, with a 60s themed suspended fireplace taking pride of place in the lounge.
When asked what it was about Melusine that makes it stand out against other high-end projects undertaken in Jersey, Phil modestly praised its location. “It’s within walking distance of St Aubin,” he commented, “and yet has a high degree of privacy, good solar access, views… and parking! It also provides very high end accommodation within a building that is quirky and totally site specific”. The team at Godel Architects have worked thoughtfully whilst crafting Camelot’s successor, marrying innovative design with the client’s desire to create a home as comfortable as it is impressive. The OG may be gone, but its rebirth in this architecturally striking home propels its legacy forward, incorporating innovation with a deep respect for its surroundings.

MORTGAGE market update

The Governor of the Bank of England has said that he expects interest rates to fall gradually but has warned borrowers not to expect a return to the nearzero levels last seen four years ago, settling instead at a ‘’neutral rate’’.
The textbook description of a neutral rate of interest is the level at which monetary policy is set for stable prices and is neither stimulating nor restricting economic growth.
After the 2008 financial crash, central banks believed that interest rates needed to be at or close to zero to maintain economic growth. The neutral rate over the next decade, barring another financial crisis is currently expected to be close to 3%.
UK MORTGAGE PROVIDERS
In the UK, mortgage providers are expected to continue to reduce rates, possibly engaging in a price war as base rate falls, reintroducing income multiples up to six times salary, and offering in certain cases, 100% mortgages.
JERSEY LENDERS
This pattern might not be followed so closely by their Jersey counterparts who have to pay a premium for the funds they have to access to lend out as mortgages. Income multiples have all but disappeared and have been replaced by a rather complex risk-based calculation, which varies considerably between all of the local lenders.
Whilst 95 % mortgages, even 100% are available, these are not best advice in the local market due to falling house prices and the risk of negative equity happening very quickly after purchase.
FURTHER REDUCTIONS THIS YEAR?
Earlier this year there were great expectations that base rate would fall in August, then in September and now October, with financial markets now predicting a fall to 4.5% by the end of this year, possibly in two tranches each of 0.25%.

What should be taken into account however is the fact that the first Labour Budget is due for release on Wednesday 30th October, and this could have a detrimental effect on parts of the economy with a knock-on impact on base rate reductions.
2025 PROJECTION
In the meantime, the projection for 2025 is for the base rate to reduce further to 3.5% by year end. This news is very encouraging for anybody looking for a mortgage next year or whose fixed rate comes up for review during that time, as it is possible that by that stage five-year fixed rates could be closer to 3%.
5 YEAR FIXED RATES
In Jersey, some fixed rates have nudged down in the past few months, although five-year fixed options, whilst appearing to represent sensible planning for the future might not be the best choice as they will become very expensive to service by the end of next year if rates fall as predicted, leaving the borrower trapped for a further four years.
There is always the option to cancel the rate by paying a penalty, although this can be expensive with early repayment penalties being 5% during the first twelve months, reducing to 4% for the next twelve months and so on.
TWO YEAR FIXED RATES
In the current somewhat uncertain climate, most of our clients are fixing their mortgages for no more than two years only, and whilst these products are more expensive, they give the borrower the peace of mind that their payments are pegged for no more than 24 months should there be further reductions in base rate.
There is still an adventurous minority who choose a tracker rate, although this option will always be more expensive when compared to the two and five year fixed options.
PROPERTY ON THE MARKET
Places.je currently have 1704 apartments and houses on their site – this is the highest number that we have ever seen and is a clear indication that as asking prices fall and interest rates improve, there is likely to be a huge increase in activity in 2025.
The only stumbling block is the fact that mortgage providers are already stretched with delays of up to four weeks before applicants can have an appointment with lenders and in some cases even longer for mortgages to be approved.

The rates for October are starting to show a downward trend, and it is likely that this will continue on the ensuing months.
