CODE UPDATES 2012 Code Update Cycle in Full Swing New model codes are published through the International Code Council (ICC) every three years. The State Building Code Council (SBCC), with the assistance of its Technical Advisory Groups (TAGs), is in the process of reviewing the 2012 national model codes. The TAGs also will review proposed statewide amendments, as well as any changes in the new editions of the model codes, and report back to the SBCC in June. Public hearings on the proposed code adoption and changes typically are held in September and October in both Eastern and Western Washington. After the public hearings, the SBCC will hold a work session to review testimony and receive clarification on any issue it feels necessary. The Council must make the final decision on adoption by Dec. 1. All state amendments to the codes must receive a majority of eight Council votes to be adopted. The amendments cannot take effect before the end of the regular legislative session next year, typically an effective date of July 1. We are very fortunate to have local representation at the SBCC: Annie O’Rouke of Drafting Solutions was seated on the Residential TAG. Residential Fire Sprinkler Systems One hot topic has resurfaced on the adoption of the 2012 International Residential Code (IRC): a proposal by the Washington Fire Sprinkler Coalition to mandate residential fire sprinkler systems in all new construction. In an effort at early intervention, BIAW submitted a letter to

members of the SBCC and the IRC TAG urging them to leave this issue as is: adoptable by local jurisdictions as warranted and not moved into the body of the code as suggested by the proposal. While there are a significant number of updates, changes and reorganization made by ICC to the 2012 edition of the IRC, there are only nine proposed Washington amendments.

2012 International Energy Conservation Code The Energy Code TAG spent considerable time consolidating the 2009 Washington Energy Code with the 2012 International Energy Conservation Code (IECC), otherwise known as the “mash” document. While the TAG may have been well-intentioned, it is not the “adoption of the 2012 IECC with as few amendments as possible” BIAW and others had hoped for and recommended. The changes, too numerous to count, haven’t stopped yet as 170-plus additional proposed Washington amendments to the “mash” document were submitted by the March 21 deadline. The proposed amendments have been divided into categories for review: Policy issues will be heard by the SBCC at its meeting on April 13; editorial changes will be reviewed by the Mechanical, Ventilation and Energy (MVE) standing committee; and the technical items will be heard and reviewed by the Energy Code TAG. BIAW staff is in the process of reviewing the 60-plus amendments that apply to the residential portion of the energy code, cross-referencing amendments applying to the same section and evaluating impact on construction. BIAW continues to urge the SBCC to adopt a standard form to measure energy efficiency gained by each of these measures prior to moving forward.

It's a Wrap! The 2012 Building, Remodeling and Energy Expo took place on March 31 and April 1 at the Sequim High School campus. Thousands of residents from the Olympic Peninsula visited with over 70 exhibitors and attended over 18 demonstrations and workshops. The reviews were very positive and the show was a tremendous success! The NPBA would like to thank all of those who exhibited and volunteered at the show. Clallam County Permit Access Upgrade: Research and Retrieve Documents Online The Department of Community Development’s Permit Center is glad to announce that electronic access to Clallam County Development Permits is now available online. Anyone with access to the Internet will be able to access the Clallam County website at www.clallam.net. Click on “Permits and Licenses” and look for a link to our “Online Permit System.” Building permits, septic permits (and their as-builts), land use (short plats, boundary line adjustments, conditional use permits, etc.), and road approach and drainage permits will be available via the Permit Center. Records available online include those contained in Clallam County’s electronic permit software and tracking system, which began in 1987.

• Many of the newer permits have documents electronically attached in the software, such as Hearing Examiner Decisions and Professional Reports. Easy links are built in to the Permit Center’s web page to easily access: • County Zoning and Critical Area Maps • Assessor Records • Recording Documents, such as survey maps As resources allow, related documents will continued to be scanned into our permit software, for online ease and access of our customers, with additional capabilities implemented over time. The NPBA will host DCD Director Sheila Roark Miller and Permit Center manager Tom Shindler at our April General Membership Meeting at the Port Angeles Red Lion. A live demonstration will take place starting at 6 p.m. outlining how to use this convenient new system.

Alicia Brewin, principal designer of Alicia Interiors in Port Angeles, took first and second place in the Best Kitchen Design category at the 13th annual NW Design Awards on March 8 at the Seattle Design Center. Estes Builders presents annual trade partner awards Estes Builders Top Tier Trade and Supplier award winners for 2012 were named at the 10th annual Estes Builders Trade and Supplier Construction Conference held on March 9. This conference allows Estes Builders trade partners to meet together in one room and discuss how they are working together and how they might improve going forward. Kevin Estes presented the Top Trade Partner award to Tracy’s Insulation, the Most Improved to Jordan Excavating and Tri-County Truss, the Going the Extra Mile (GEM) to Titan Construction and Tri-County Truss as the Top Trade Vendor. Key points in the discussion included training on construction scheduling software, the importance of keeping job sites clean, warranty service and customer satisfaction.

Hartnagel’s has new paint manager Hartnagel Building Supply’s new paint manager Tim Volker is recently from Bend, Ore. Although Tim and his wife, Debbie, are new to the peninsula, Tim is not new to paint as he has been selling a wide variety of paint and stain brands for over 40 years, not to mention a full range of painting supplies. Tim’s arrival in town was serendipitous in that he visited Hartnagel just days after the previous paint manager announced that he was moving out of state. During his first week on the job at Hartnagel, a customer asked Tim to color-match a painted board. After mixing the paint, applying a test patch on the board and letting it dry, the customer was amazed at the perfect match. Tim had to point out where he had applied the paint on the board. Tim enjoys interacting with customers and making sure they are happy. Dear Donna: We are a small business and would like to join social media forums to provide exposure to our services. Do the benefits outweigh the risks involved that come with Internet usage for marketing? I believe that the benefits do outweigh the risks of joining such forums and maintaining websites to market your business providing that you understand that you are opening Pandora’s Box. The popularity of social media websites such as Facebook, Linkedin and Twitter have created new and unprecedented challenges for businesses and society as a whole. The use of Internet and social media forums has become “commonplace” to where many users do not realize the vulnerability and liability

involved in posts. The law has not “caught up” with the fast growing use of the Internet; thus, businesses need to be proactive by implementing sound social media policies and procedures before they hit the super highway. The best investment you can make for your business is to hire a knowledgeable trainer to present all facets of social media laws, risks and value of marketing. Some considerations before embarking on the social media wave: Nothing ever goes away once posted on the Internet. There is no such thing as privacy on the Internet. Even when security settings are engaged on your Facebook page, your friends can post outside of your page and it becomes public. The bigger challenge is that you cannot delete the information posted by another. Once you post on the Internet, you are inviting responses. Be aware that feedback may not always be pleasant, especially from competitors and ex-employees. The face of your business reputation rests on what is written on the Internet. Check your reputation often! Competitors and governmental agencies DO review the Internet for information. Educate your employees on “responsible” social media and Internet etiquette. For example, if you only have a limited quantity, let them know. The Internet has opened up cost-effective opportunities for marketing and it is a highly effective tool for businesses. The Internet also is a double-edged sword as it can cut both ways. Be accountable and responsible when using the Internet.
