NPBA bids farewell to Clair

On June 24, members of the NPBA and our community gathered at the NPBA offices for a barbecue in honor of Clair Kirkman, member services director, to wish her well in her new endeavor as a procurement tech with the U.S. Forest Service. NPBA Life Director Bill Roberds gave an eloquent speech thanking Clair for her years of service and dedication to the NPBA and its members. He said, “The NPBA owes you a great deal, if not for your hard work and booming enthusiasm, we would not have flourished over the years as we have. Your devotion to us all has always been above and beyond the call of duty. You were exactly what the national association had in mind when they thought about helping homebuilders in places like Port Angeles.“ The NPBA is truly grateful that Clair spent the past 18 years working on behalf of the industry and its members. The association had just 63 members when Clair began as a part-time employee in 1993. Throughout the years she worked tirelessly to build an association that at its peak totaled 377 members. Clair’s dedication and loyalty to the NPBA and its members continues as she hopes to be able help facilitate an increased use of local contractors in her new position. Her resolve to help others is evident in all her actions. Clair, you will be missed.

Coming soon to a job site near you: More L&I compliance inspectors By Carl Hammersburg, L&I's Fraud Prevention and Compliance Manager Reporters like to classify every fight as business vs. labor, government vs. business. These stories always have a clear winner and a clear loser. But there is no winner when it comes to the underground economy. • Legitimate contractors lose jobs. • Workers don’t have protections of unemployment insurance. • Government loses millions in unreported premiums. • And consumers have no protections. The Washington State Department of Labor and Industries (L&I) takes this issue very seriously. L&I never has turned a blind eye to this problem and always has taken action within the boundaries of the law. Last year, L&I issued 1,341 citations to contractors caught working without registration.

The agency also gained the authority to issue stop work orders to any contractor having workers on a job site without industrial insurance coverage for their workers. L&I always has forwarded repeat offender cases to local prosecutors for consideration of criminal charges. And

while L&I doesn’t go around tossing people in jail, its officials do recognize more should be done. That’s why L&I is working to improve the way it detects contractors who are operating underground, putting more boots on the ground and turning to high tech means to find them. L&I reorganized the compliance division, adding three new compliance inspectors that will be dedicated to

reviewing contractor records, advertisements and complaints to digitally detect those working unregistered. Previously L&I relied solely on inspectors in the field to find those operating illegally. By moving into the digital world, it expands the reach and proactively targets the bad actors. Contractors need to expect inspectors to show up on the job site. They check each and every person on the job site to make sure subs are registered and everybody’s workers’ comp accounts are up to date. Anyone found working without a worker’s comp insurance account may be issued a stop work order. In addition to improving the methods, L&I also is counting on those working in the field to alert L&I about wrongdoing. If you know someone working unregistered, report it online or by calling 888-811-5974. You can do it anonymously. L&I checks out every lead.

Amanda Beth Fields, BIAW administrative services assistant, attended the festivities and stated, “Clair is our ‘SUNSHINE’ — she is always happy and full of love for each BIAW staff. She did such a good job of knowing her members, talking to them about the issues and always trying to find them an answer.” As the ceremonies wound down, many hugs and well wishes were in the air. The NPBA thanks you Clair for all you have done to make our association what it has become today.
