A third man has died of gunshot wounds suffered Friday during a quadruple shooting in a Dale City home. Police released the victims’ identities Monday but have not yet announced an arrest nor a motive for the gunfire. On Monday, May 29, police identified the three fatalities as Edwin Geovanny Salmon, 37; Luis Alonzo Salgado-Rivas, 41; and Kevin Josue Vallecillo Mendoza, 23, all of Woodbridge, according to Master Police Officer Renee Carr, a Prince William County police spokeswoman. The police investigation has so far determined that the suspect -- who has neither been identified nor arrested -- opened fire during a gathering inside a home in the 14700 block of Birchdale Avenue at about 2:25 p.m. on Friday, May 26, striking four men. During a recent forum, Republican candidates for local state Senate and House of Delegates seats said they disagreed with Virginia’s law that allows 45 days of early voting and said they would work to shorten the length of early voting, reinstate a photo-identification requirement and do away with same-day voter registration if elected in November. “Too many people have easy access to voting” in Virginia, said John Stirrup, who is vying for the Republican nomination to run for the House of Delegates’ 21st District seat in the June 20 primary. “Voting needs to be tightened up.” Stirrup made the remarks during a Thursday, May 18 forum hosted by the Bull Run Republican Women’s Club and held at Out of the Blue Crabs & Seafood restaurant in Gainesville. “I think voting has gotten way too liberalized in Virginia,” Stirrup said. “Case in point, we now are engaged in 45 days of early voting, which frankly is ridiculous.” See GOP, page 4

Willett summarily dismissed on Thursday, May 25, a lawsuit filed by the Oak Valley Homeowners’ Association and 10 individual community residents when he ruled from the bench that the “plaintiffs have acted prematurely” in bringing their lawsuit.

Opponents of the Prince William Digital Gateway were dealt another blow last week when a judge dismissed a second lawsuit challenging the data center development. Rock Water Farm plans to build an 18,400-square-foot equipment and material storage building and an 8,000-square-foot office as well as a product display area and storage bins, according to county documents. The area along U.S. 15 where the site is located is known for traffic crashes, especially rear-end collisions. Supervisors Jeanine Lawson, R-Brentsville, and Bob Weir, R-Gainesville, voted against the special use permit because of concerns that the business would draw traffic to the area, possibly resulting in more crashes. Both also said there is not enough information provided by the applicant to determine whether siting the business there will exacerbate the traffic problem. “This is a land use case; we have to look at it from many angles,” Lawson said. “And safety is a big one for us.” Board Chair Ann Wheeler, D-At Large, said the business should not be penalized for traffic conditions along the road. “If we have issues along the Route 15 corridor, I’m not going to pin them on this business,”

The Prince William Board of County Supervisors voted 6-2 on Tuesday, May 23 to allow landscaping company Rock Water Farm to relocate its business onto an agriculturally zoned area on U.S. 15 outside Haymarket, despite concerns expressed by both residents and supervisors about traffic crashes along the rural roadway. Rock Water Farms Landscapes and Hardscapes is headquartered in Loudoun County. The company helps design landscapes, patios and pools for homes. The business’s future Prince William County office is slated east of the intersection of the James Madison Highway—also known as U.S. 15—and Loudoun Drive. Wheeler said. The 44-acre site was once used as a state prison camp and includes several abandoned structures. It has been vacant in recent years. Some residents who spoke during the public hearing called the site an “eyesore” and said they would be glad to have anything else in the space. “I live next door to this site,” said area resident Elise Horwath, who spoke at the meeting. “It’s a sin that when the state owns it, all this junk is laying there, and I can see it. (Rock Water Farms) cannot be anything but an improvement.” Other area residents were concerned about how the Rock Water Farms office building would impact traffic. “They should have to invest in an appropriate left-hand turn lane into the personal property,” said Elena Schlossberg, a local resident who often speaks about environmental issues at board meetings. “It’s not okay that other people should have to be at risk of accidents because this applicant does not want to pay for the appropriate left-turn lane into the business.” Reach Anya Sczerzenie at asczerzenie@fauquier.com

ment from the parties on Thursday, May 25, Willett said he recognized there is “a lot of concern” in the community about the CPA but said the CPA does not entitle land for certain uses like a rezoning would. “A CPA, in contrast to a zoning ordinance, does not have the effect of law and does not determine land use,” Willett said, adding that the “CPA is an advisory document, and for that reason, the (defendant’s) demurrer must be sustained.” Willett dismissed the plaintiffs’ case against the Prince William Board of County Supervisors in its entirety. The PW Digital Gateway planning area encompasses several homes and neighborhoods north and west of the Manassas National Battlefield Park, but not all of them. More than 100 property owners – including all in the subdivisions of Trappers Ridge, Dominique Estates and Catharpin Farm Estates – are under contract to sell their homes and land for between $350,000 to $950,000 an acre to data center developers QTS and Compass. The project is now in the rezoning phase. It’s not clear when the board of supervisors or the planning commission will hear the three rezonings filed in connection with the project.

Public hearings for the rezonings have not yet been scheduled. The rezonings seek to develop about 1,600 of the PW Digital Gateway’s 2,139 acres into new data centers. All hope is not lost for the PW Digital Gateway opponents because, although Willett dismissed the Oak Valley plaintiffs’ case, he said they could refile their case within 21 days with more specific facts alleged. “We knew it was going to be an uphill fight,” Craig Blakeley, the attorney of the Oak Valley residents, told the Prince William Times in an interview outside the courtroom. “I’m going to recommend (to the plaintiffs) that we refile, because I have some observations about how we can improve things and how we can make the complaint sharper,” he said. Willett thanked both Blakeley and Chief Deputy County Attorney Alan F. Smith, who represented the board of supervisors, for their “cogent arguments and briefing” in the case. “We appreciate the court’s time and consideration,” Smith said after the hearing. Manassas businessman pleads guilty to stealing $7M in COVID-19 relief funds By Cher Muzyk

A Manassas business owner and a Bealeton man pleaded guilty Friday to conspiring to defraud banks and the federal Small Business Administration of more than $7 million in COVID-19 relief funds – money that was used to invest in cryptocurrency, buy vehicles, make mortgage payments, fund home renovations, pay private high school and college tuition bills and buy items on Amazon, according to court documents. Between April 2020 and March 2021, Bennie Earl Magee, 54, of Manassas, falsified payroll records, created fake IRS business tax returns and submitted falsified revenue reports of multiple companies to lenders and the SBA to obtain more than $7 million in Paycheck Protection Program and Economic Injury Disaster Loans for himself and his friend and co-defendant Michael Gilcher, 45, of Bealeton, according to court documents. Magee created fraudulent loan applications using falsified documents for his and Gilcher’s companies on his computer and applied online from his home office in Manassas, court records said. The two pleaded guilty on Friday, May 26 before Senior U.S. District Judge Claude M. Hilton at the United States District Court for the Eastern District of Virginia, according to court documents. Magee and Gilcher lost a substantial portion of the money they obtained through fraud in a failed cryptocurrency venture, court documents said. Magee’s scheme to defraud caused TD Bank to disburse a total of $6,765,379 in PPP loans and the SBA to issue $854,000 in EIDL loans, for a total actual loss of $7,619,379. Magee personally stole over $5 million in the fraud scheme. Gilcher obtained about $1.4 million in COVID-19 relief funds but wrote checks back to one of Magee’s companies totaling approximately $620,000, according to court documents. Magee put himself, Gilcher and at least one of his children on the payroll. Magee used Intuit QuickBooks payroll to pay himself and family members tens of thousands of dollars, court documents said. In addition to the cryptocurrency investments, Magee paid tuition for his children at a private secondary school and a private university. Magee made home renovations, bought vehicles and invested in stocks using E-Trade. Magee also used PPP funds to make mortgage payments on his home, which was in pre-foreclosure prior to his securing the PPP funds, according to court documents. When applying for the pandemic relief funds, Magee vastly inflated the numbers of employees and gross revenues for each of his business entities, which included “Bounce Mania,” an indoor children’s playground in Gainesville featuring multiple inflatables that closed in 2018. Magee’s other business interests included Infinity Solutions Group

LLC, United Sportsplex LLC, Cleverfuze LLC, United Basketball Association LLC, Bull Run Capital InvestBennie Magee ments LLC, United Futsal League LLC, Onyx Special Police LLC, United Health & Rehabilitation Center LLC and Gifted Hands Moving Company LLC, according to court records. Magee also applied for funds for the Minority Owned Business Coalition, Inc., which according to its website, he founded in May 2013 as a “community-based membership 501(c)(3) nonprofit organization … on the basis of empowering underserved communities.” Magee also falsely represented the number of employees and payroll at the nonprofit, court records said. Gilcher ran his own company called Infinity Communications Solutions LLC, which initially was incorporated in Ohio and had annual revenue of approximately $20,000 in 2019 and 2020. Other than Gilcher, ICS had no employees and no payroll. ICS did unpaid internal information technology projects for Magee, court records said. After Magee discussed applying for EIDL and PPP loans with Gilcher on behalf of ICS, around May 2020, Gilcher and Magee incorporated ICS in Virginia. Magee created false payroll information for ICS, ballooning its employee rolls to 46 people with Gilcher’s knowledge and approval. The names of at least 26 real people were used without their consent or lawful authority, according to court papers. Gilcher made a $48,563 cash withdrawal of the funds on July 17, 2020, and used PPP funds to make substantial mortgage payments and purchase items from Amazon, according to court papers. The cases against Magee and Gilcher were investigated by the Pandemic Response Accountability Committee Fraud Task Force, which was established to promote transparency and facilitate coordinated oversight of the federal government’s COVID-19 pandemic response by detecting fraud, waste, abuse and mismanagement in the more than $5 trillion in COVID-19 spending. The Office of the Special Inspector General for Pandemic Recovery assisted with the investigation of this case, according to the U.S. Attorney’s Office of the Eastern District of Virginia. Magee faces up to 20 years in prison. Gilcher faces up to five years in prison. Both Magee and Gilcher were released on bond with several conditions and are to have no contact with each other while they await their sentencing on Aug. 25. Requests for comment from Magee’s counsel, Stuart Sears, and Gilcher’s counsel, Christopher Leibig, were not immediately returned. Reach Cher Muzyk at cmuzyk@ fauquier.com

Dumfries adopts $10.7 million budget for 2024

Spending plan reflects 49% increase in tax revenues fueled by ‘The Rose’ By Jill Palermo

Dumfries has big plans for the coming fiscal year as a result of an expected 49% increase in the town’s budget, growth propelled by a projected 260% increase in gaming tax revenue and 129% increase in meals tax revenues expected when “The Rose” gaming facility opens next March. The town’s real estate tax rate will remain 18.9 cents per $100 in assessed value – the same it’s been since 2016. Because of rising property values, average real estate tax bills will rise by about $50 during the coming fiscal year, which begins July 1, according to Dumfries Mayor Derrick Wood. But Real estate taxes make up only about 13%, or $1.3 million, of the town’s $10.7 million budget, which the town council adopted May 16. Other local taxes, including gaming taxes, which are expected to rise to $3.6 million next year, and meals taxes, which are projected to add another $2 million, make up 66% of the town’s budget. The town’s spending plan is based on revenues that won’t be achieved until The Rose officially opens, so the town council might pull back on some planned spending decisions if tax revenues are lower than expected, Wood said Wednesday. “It’s a matter of if everything is trending the way it’s supposed to be,” Wood said. Now under construction along Interstate 95 near the now-closed Potomac Landfill, The Rose will be Virginia’s first casino-sized gaming facility that’s technically not a casino. By state code, gambling at The Rose will be limited to off-track betting and historic horse race betting machines,

which are similar to slot machines. The $400 million complex is slated to include a hotel with up to 305 rooms, eight restaurants, a 1,500seat theater and 175,000 square feet of gaming space. The town will use the extra tax revenue, in part, to boost spending on its police department from $1.7 million to $2.6 million. The town will add five new positions to its police force, raising the department’s ranks from 20 to 25, while also tripling spending on overtime, from $39,000 to $150,000. The town will also add four new positions to the town staff, including a deputy town clerk, a human resources coordinator, an executive assistant and an accountant, according to budget documents. All staff will also receive 3% raises under the new spending plan. Dumfries will also spend $20,000 to establish a youth council and summer youth employment program, which will hire local teens to work town events. The town council also adopted a $3.5 million capital improvement plan for fiscal years 2024 through 2028. The town plans to spend about $2.37 million of that in the coming year, with the largest expense, about $1.5 million, going toward the second phase of work to restore Quantico Creek. Other projects include $300,000 toward an $800,000 plan to upgrade the former rescue squad building to provide space for various activities, group recreation and a learning lab. The town is also planning to spend $400,000 to upgrade Ginn Park with new drinking fountains, a covered pavilion and accessible play equipment in conjunction with a new fitness court. Stirrup also said he does not support same-day voter registration and would like to revert back to allowing early absentee voting only with a reason, such as having to commute out of the county for work or being away for travel. Republican Josh Quill, Stirrup’s opponent in June 20 primary was not present at the debate because of death in his family and informed the organizers in advance that he could not attend. During an interview with the Prince William Times earlier this month, Quill said that the early voting period in Virginia needs to be shortened. “I think voting is too long. Forty-five days is a long time,” Quill said. “I’d say a week would be ideal, (but) if we could compromise on two weeks, I’d be willing to go there.” In 2020, former governor Ralph Northam (D) and a Democratic-con-

trolled General Assembly passed legislation to expand voting access and make voting much easier in the commonwealth. State lawmakers repealed the state’s voter ID law, enacted 45 days of no-excuse absentee voting, designated general Election Day in November a state holiday and put in place automatic voter registration for individuals who receive a Virginia driver’s license. In the 2020 presidential election, more than 2.8 million people voted early across Virginia, which was nearly five times as many as voted early in the 2016 presidential election, according to the Virginia Public Access Project. Forty-six states and the District of Columbia, Guam, Puerto Rico and the Virgin Islands offer early in-person voting to all voters. Just four states—Alabama, Connecticut, Mississippi and New Hampshire— do not offer early in-person voting to all voters, according to the National Conference of State Legislatures. Data compiled by the NCSL shows a wide range of early voting periods across the U.S., with early voting be-

ginning up to 50 days before Election Day or as late as the Friday before Election Day. Virginia has one of the longest early-voting periods. The average early voting period is 27 days. At the forum, Bill Woolf, who is vying for the Republican nomination in the race for the 30th District state Senate seat, expressed concerns that early voting could lead to fraud and said he does not support the use of ballot drop boxes. “I have concerns with the amount of early voting that’s going on. … I’m concerned about fraud,” Woolf said. While Woolf said he doesn’t think “our elections are invalid,” he said it is the role of the government to “put up appropriate guardrails” to “prevent fraud from happening in the first place.” “We have made it so easy to vote. Why do we need to create a system that is inherently set up for fraud?” he added. “I think there are plenty of opportunities to cast that vote, whether it is a mail-in ballot or whether it is going in person.” Woolf’s opponent in the State Senate District 30 primary contest,

Robert Ruffolo, told the audience of about 50 people that the first thing he would do if elected would be to propose an “election integrity” bill to reduce early voting from 45 days to five days, require photo ID to vote with compulsory signature verification and allow absentee voting only by exception. Maria Martin, who is seeking the Republican nomination in the state Senate’s 29th District, said she is also concerned about election fraud. “Our quality of voting is in jeopardy where we are right now,” she said, adding: “I really think we have to tighten up voting.” Martin posited the idea of issuing licenses to voters who demonstrate a need to access early voting such as military families, mothers with young children and the elderly. Martin’s primary opponent, Nikki Rattray Baldwin, was not present at the debate due to another commitment. Primary Election Day is June 20. Early voting began on May 5 and runs through June 17. Two of the victims died Friday, including Salmon, 37, who was found outside the home, and Salgado-Rivas, 41, who was found inside the home and died later at an area hospital. On Saturday, May 27, police were informed that the third man, Vallecillo Mendoza, 23, had also succumbed to his injuries, Carr said. The fourth victim, a 21-year-old man, is expected to survive, Carr said. Without disclosing a motive or the circumstances around the shooting, police continue to say only that the incident “does not appear to be random.” “Detectives are continuing to actively investigate the incident to determine what led up to the shooting and are seeking to speak with anyone who has information regarding this incident,” Carr said. Hours after the shooting early Friday evening, police were still trying to determine the identity of the victims,

their relationship to each other and a motive, according to Prince William County Police Maj. Kevin Hughart. “At this time, our investigators are on scene, talking to witnesses, talking to neighbors and everyone in the neighborhood, and we are very convinced that the violence that took place at this residence today is limited to this individual home,” Hughart said. Hughart declined to say what kind of gun was used in the shootings. Police issued a be-on-the-lookout alert for a Black male driving a black 2014 Ford SUV in connection with the shooting shortly after the shooting was reported Friday afternoon. Hughart, however, said Friday evening that police have not yet confirmed that information and were still working to determine the suspect’s description. No updated suspect information had been announced as of press time. The incident brings the number of homicides in Prince William County since Jan. 1 to 11, five of which occurred in May alone. PW Digital Gateway would boost commercial tax revenues In the debate over the Prince William Digital Gateway, some of the opposition seems to assume that nothing will ever be built in Prince William County again if the Digital Gateway is tripped up. But at least some development is necessary. Prince William County is currently in an unhealthy, unbalanced range of about 85% residential properties and 15% commercial properties. It has been said that a good ratio for development is approximately 70% residential properties and 30% commercial properties. What that means for the average resident is that there are too few tax-generating commercial prop-

erties in Prince William County to properly relieve the high local tax burden on us, the hard-working taxpayers of Prince William County. A technology corridor, like the Prince William Digital Gateway, can lead to more of those much-needed tax generating commercial properties as well as more high-tech jobs and is a good investment for the future. We just need to take the next steps to make it an economic reality. As the world of technology grows and grows, shouldn’t Prince William County grab a share of it? DAVID SEYER Manassas

Kenn Knarr’s use of military photos in his campaign materials is wrong I served as an officer in the United States Marine Corps for 22 years, retiring in 1997 as a lieutenant colonel and making Prince William County my home. I am offended by the blatant appeal of Kenneth Knarr through photos of himself in uniform in campaign advertisements. If that wasn’t bad enough, he’s using these tactics on many of his materials without the required disclaimer by the Department of Defense. This is both disgraceful and immoral campaigning. Generally, the military discourages the use of military uniforms, including pictures of oneself in uniform, for political campaigning or partisan activities. Retired officers may wear their uniforms on formal, ceremonial or veterans-related occasions, but not for activities that may imply endorsement or involvement in partisan political affairs. It’s important to distinguish between personal use and use for political campaigns. Personal use, such as displaying photographs in private settings or sharing memories, is generally acceptable, as long as it does not imply endorsement of any political candidate or party. Using official military photographs or images in a manner that suggests endorsement of a political candidate or party is generally prohibited. Kenneth Knarr has used photographs of himself in uniform in digital ads, Facebook and campaign emails. Such misleading and improper tactics not only insult the intelligence of the electorate but also tarnish the reputation of the political system as a whole. As citizens, we deserve accurate and transparent portrayals of those seeking our votes, allowing us to make informed decisions based on the truth. In addition to the issue of misleading visuals, it is also crucial to address the absence of a necessary disclaimer on the candidate’s campaign advertisements. Finance laws in the Commonwealth of Virginia require that all advertisements should clearly contain the disclaimer, “paid for” or “authorized by.” The omission of this required information raises serious concerns about Knarr’s campaign, whether he is blatantly disregarding laws and regulations or has made no attempt to understand and follow them. Prince William voters deserve better than candidates that use offensive tactics, attempt to mislead voters and simply disregard or have no care to understand, the laws that apply to them. As we approach the Republican primary, it is incumbent upon us, the voters, to carefully scrutinize the candidates and their campaign practices. Supervisors’ judgment on open meetings act, like data centers, is lacking As I read about the result of a three-year litigation, the following headline hit me square in the face: “Virginia Supreme Court finds PWC supervisors violated FOIA law.” I thought about how these same five supervisors have acted in their placement of data centers. By using non-disclosure agreements easily carved out with developers, the public couldn’t debate openly, and facts could be shrouded in secrecy. They have been able to circumvent what the public desires so they could join with developers over the needs of constituents. Their behavior was irresponsible and showed bad judgment. Have you seen the 100-foot walls going up at Village Place in Gainesville along Route 55 at Catharpin? These poor residents thought they were going to have a shopping center next door, but now they see the truth! They will be living with the noise coming from rooftop chillers and diesel generators. They will be looking at 100-foot cement monoliths. Their property values will decrease, and their health will suffer. Now, after losing this Virginia Supreme Court case, Chair Ann Wheeler has stated that the county will be paying for all the legal fees of the supervisors. Why is that? This was their own doing, and each board member should be paying their own fees instead of having taxpayers foot the bill. This action alone proves why voting is important. Everyone needs to vote!!! On Village Place data centers: Is this what the developers promised? If you are a lightly engaged citizen who naively trusts government to be looking out for your best interests, treat yourself to some strong coffee being poured along Va. 55, just east of Haymarket. There, a gothic horror story entitled “Village Place Technology Park” is playing out in full view to shock you out of your slumber. No words could do justice to what can best be defined as civic vandalism. How on earth could responsible county officials approve four huge data center buildings directly adjacent to a quiet townhome community and across the street from two schools? The answers are: You didn’t know, and They didn’t care. The project is owned by something called Black Chamber Group, operating as CTP-I LLC. The name and the stealth alone would fill anyone with a sense of foreboding. Black Chamber Group executed a non-disclosure agreement with

the Prince William County Department of Economic Development on August 12, 2021. When they started moving earth last November, the good citizens of Village Place were getting nervous. Not to worry. The county planning office promised “wide setbacks,” “landscape buffers” and “berms” to assuage their growing discomfort. A quick review of the contrast between what was promised and what is taking shape makes you wonder what caused county planners, expected to protect us, to start preying on us. This disaster cannot possibly represent their best professional judgment. Is pressure being applied to compromise their standards? On a life-saving mission We are a local nonprofit that supplies free automated external defibrillators (AEDs) to youth sporting programs around Prince William County. We were started by a current Prince William County high school student. Prince William Public Libraries has been building a more robust and comprehensive world languages collection for books and magazines. We have worked with census data and demographic information provided by Prince William County Public Schools to identify some of the more commonly spoken languages other than English and Spanish in the county. We continue learning more about our diverse community and finding new vendors for this expanding collection. In conjunction with that project, we have been working to create a distinct World Languages DVD collection. Approximately 50 new DVD titles have been purchased to add to the 135 titles we currently have in languages other than English. Over 15 languages are represented, including German, Danish, French, Cantonese, Japanese, Swedish, Spanish, Italian, Dzongkha, Korean, Russian, Swahili, Hindi, Norwegian and Arabic. Many are award-nominated or award-winning titles, and selections have been made for both adult and juvenile audiences. Some noteworthy titles include: • “Theeb,” which was the first ever Jordanian

Still, quite often, a good series succeeds with readers because the author has a knack for creating an engaging fictional universe that readers enjoy returning to again and again. A great fiction series can also draw readers in with relatable or intriguing characters or a great premise supporting multiple storylines. Osbourn Park ace Samantha Borrayo and Woodbridge counterpart Jericho Tate went back and forth in Tuesday’s Class 6 Region B semifinal in a match so tight it felt one slip up would be a devastating blow. With a berth in the Class 6 state tournament on the line and the loser going home, the host Yellow Jackets broke a 2-2 tie on Cordia Hirschy’s clutch fifth inning single to win 3-2. “I’m super proud of their effort, they played as a team tonight,” said Osbourn Park coach Patrick DeRosa. “They didn’t let a blunder in the middle of the game get into their heads. They finished the game strong. And that’s been the biggest thing, finish games, win as a team, make the heads up plays.” Although Borrayo was dominant, striking out 10, her throwing error helped the Vikings score twice to tie the game in the fourth. But she recovered to close out a mostly flawless complete game two-hit outing. “I just wanted to get ahead on each batter and just finish the pitch. If I got ahead, I wanted to keep it going and just stay strong,” said Borrayo, who is a junior like Tate. Osbourn Park (19-3) advanced to Thursday’s region final (6 p.m.) where they will face the winner of Wednesday’s Colgan vs. John

one starter. So, our whole team is returning next year. It’s a matter of we took this year to mold and hopefully by next year we’ll be a good fit.” OP is also young with just one senior. After winning the region in 2021, the Yellow Jackets have reloaded and look primed to contend for years with four freshman and two sophomores in the starting lineup. With both squads likely to be in the mix atop the region in the future, it would be no surprise to see a rematch next season. “We got a bunch of new girls to the team this year and I’m excited that they’re a part of the success. The real estate market never ceases to amaze. Over the last year, interest rates have more than doubled in a six-month period. The rates went from 3.5% to over 7% from May to November. At that time, the market ground to a halt as there was much speculation about how high mortgage rates would climb and how that would affect prices – most people said downward. Fast forward to today, and it appears that buyers have now settled into mortgage rates being in the 6% to 7% range, resulting in an increase in sales again, along with price growth. All this being said, today’s market is filled with uncertainty due to several factors. Both sides of the aisle in Washington, D.C. are dealing with the debt ceiling, inflation and rising interest rates. As a matter of fact, today’s rates are over 7% again. The other looming issue is people being “married” to their homes because of their interest rates. Many people fear losing their 2.5% to 3.5% interest rates and moving into a higher rate today. This results in a huge shortage of homes for sale in our area. With increased demand, this is creating multiple contract situations for many homes for sale today. On the flip side, we have a strong job market, a growing population and a stable economy, which positively impacts the real estate market – especially for sellers. William Downing Duvall Born, February 26, 1937, Died, May 23, 2023 William D. Duvall, Known by many as Bill or "Doc", was born in Washington DC to William Andrew Duvall and Gladys Downing Duvall. The family, including a younger sister, Sandra, and a younger brother, Donald, lived in a home on Pennsylvania Avenue in DC. Bill attended Anacostia High School. Upon graduation, he attended the University of Maryland, studying Animal science. While at Maryland, Bill met the love of his life, Joyce Wilson. The two were married and around that time, Bill was accepted to the veterinary school at the University of Georgia. Bill often commented about those four years being some of the best times in his and Joyce's lives. In 1963, a year before he graduated Veterinary school, Bill and Joyce welcomed their first and only child, William II. After his Veterinary graduation, the small family moved to Vienna, Virginia where Bill began practice at Blue Cross Animal Hospital. After a couple of years later and with the help of his father, Bill opened his own practice in Woodbridge, Virginia. It would be called, Occoquan Animal Hospital. The hospital would become one of the leading practices in Prince William County and after 25 years, Bill retired. The family moved from Woodbridge to Hitch Hollow farm, near Linden, Virginia. The farm had been in the family for many generations. Bill became a full time farmer, growing crops and tending cattle over the years. He and Joyce purchased a vacation home on Hilton Head Island in South Carolina. All was good for many years, but in January of 2011, Joyce passed away at their Hilton Head home. She was 73 years old. Bill carried on without Joyce but life would never be the same without her. On May 23, 2023, Bill passed away while doing what he loved to do for so many years, working on the farm. Bill is survived by his son, Bill II and his partner, Melinda, and two nieces, Audra Moore and Pam Moore Vasserman. A visitation will be held at Maddox Funeral Home in Front Royal, Virginia on Friday, May 26, 2023 from 6:00 pm to 8:00 pm. A graveside service will be held at Leeds Cemetery in Hume, Virginia on Saturday, May 27, 2023 at 2:00 pm. There will be a procession to the cemetery on Saturday, leaving Maddox Funeral Home at 1:30 pm.

Raymond Philip Rinker Raymond Philip Rinker of Manassas, Va., 61, died surrounded by his loving family, on May 9, 2023. Ray was born on March 20, 1962, in Manassas, VA to Charles and Mary Gail Rinker. Ray never met a stranger. He was incredibly charming and possessed a captivating gift for storytelling that enthralled those lucky enough to listen. Whether recounting his adventures with his beloved animals or just sharing everyday experiences, Ray's ability to connect with those around him was unmatched. His stories had a magnetic pull, drawing people into his world and forging bonds of friendship and camaraderie. With his warmth and infectious enthusiasm, Ray had a remarkable knack for making those around him feel seen and valued, leaving an lasting mark on the hearts of those who crossed his path. Ray was predeceased by his brother, Kenny, and his mother, Mary Gail. Left to cherish his memory are his Father, Charles; beloved children, Jonathan, Philip, Emily, Derek and Josh; sisters, Catherine, and Gail; brother, Nils; six wonderful grandchildren, Evin, Lana, Ciara, Marigale, Tristin, and Everleigh, as well as many other relatives and friends who will greatly miss him. Vasco "Sonny" DeVaca Jones Jr., born on March 5, 1944 to Vasco D. Jones and Margaret Weaver Jones in Rocky Mount, NC, passed away suddenly from complications of Alzheimer's on May 22, 2023. He started his post office career as a letter carrier in Arlington, VA. After moving to Marshall, VA, he was a rural mail carrier for many years. Later, he became a much-loved Postmaster in Rectortown, VA. He was a well-respected scout master in Boy Scout Troop 177 in Marshall, VA and later in Troop 92 in Warrenton, VA, where he not only guided his sons to their Eagle Scout Rank but others too. After retiring from the Post Office, he became special education teacher for grades K- 3 while working on his graduate degree in education. Sonny loved to work with his hands. He and his wife literally built their own house. They did it all including designing, wiring, plumbing, and tiling. They lived there for 44 years before moving to MD to a retirement community. Sonny built Kung Fu practice dummies along with toys, birdhouses, candleholders and anything else he could think of building. Sonny was an outgoing, welcoming person who never met a stranger. He loved his community, neighbors, the outdoors, and his many pets. He leaves behind his wife of 54 years, Elizabeth Underwood Jones; son, Gregory L. Jones (Lauren); grandson, Everett S. Jones; son, Tyler D. Jones (Lisa); brother, David H. Jones and sister, Susan J. Piner (Robert) and many friends. He was preceded in death by his parents and sister, Peggy J. Nicholson. Henry Clarkson Green, 102, of Markham, died May 23, 2023 peacefully at his home "Hartland", where he was born April 9, 1921, a son of the late Alexander G. and Lizzie Stribling Green of Markham. A gentle gentleman and dedicated steward of the land, Mr. Green worked his entire life on his farm. One of his greatest pleasures was seeing his children and grandchildren remain close and active on the farm - where Hartland Farm over the years has expanded to include several enterprises: beef cattle, pick-your-own fruits and vegetables, farm market with agritainment, Christmas trees, and an equine veterinary practice. Mr. Green served on the John Marshall Soil and Water Conservation District Board, as well as the Virginia Soil and Water State Commission. He also served on the boards of the Marshall National Bank, the Fauquier Hospital, and Lord Fairfax Community College at its inception. He was an active member and trustee of the Markham United Methodist Church, and a charter member of the Leeds Ruritan Club. He earned his B.S. in chemistry at Hampden-Sydney College, and M.S. from Lehigh University. While working as a research chemist at Alcoa, he turned down a presidential exemption and went into the U. S. Navy, serving in the Pacific Theatre in WWII as communication officer aboard the aircraft carrier USS Belleau Wood. Mr. Green was preceded in death by his brothers James R. Green and Alexander G. Green Jr.; his wife and mother of his children Grace Miller Green; wife Harriette Wagner Green; his beloved daughter Margaret G. Morris.
