Manitoba Government and Bright Futures Partners Prepare Thousands of Youth Forpost-Secondary Success Innovative Program Helps Former Refugee Students Overcome Hardship, Adjust to New Lives in Canada: Chief

he Manitoba Government and nine community partners are equipping about 2500 low-income and new Canadian youth with skills and support to succeed in high school and continue studies in
college or university through the Bright Futures program this year, Children and Youth Opportunities Minister Kevin Chief announced today. “I want every young person in this province to have the
opportunity to be the best they can be at school and in their communities,” said Chief. “The partners we have through Bright Futures aren’t afraid to be adaptive and create programs that are showing staggering academic

outcomes.” One partner, Peaceful Village, provides refugee students tutoring in their first language along with access to cultural and recreational activities. The program has demonstrated success in improving students’ understanding of math, chemistry and other school subjects. The graduation rate for youth who participate in the program was 96 percent last year. “The teachers and community volunteers who prepare exciting learning activities are invaluable to helping students build their
academic and English skills,” said Peaceful Village director Daniel Swaka. “And through this partnership we also provide social and emotion support as students adjust to their new lives in Canada.” The influence of the program is extended by encouraging the students’ families and caregivers to get involved in activities like community kitchens, family English language classes, and family gardens. Students are also able to earn up to up to $1000 per year for post-secondary education. Now in its sixth year, the province is increasing funding to more than $4 million for Bright Futures partners. Other partnerships provide programs that range from money management training, to career exploration, cultural exchanges, and university and college campus day-camps. DepEd assign P300M fund for earthquakedamaged schools in Bohol and Cebu
T
he Department of Education (DepEd) are now preparing for the fund that will be using to support the reconstructions of damage schools in Cebu, Bohol and other nearby areas where a 7.2-magnitude earthquake happened on Tuesday. Base on the initial report DepEd CO, there are 134 schools suffered from structural damage after the powerful earthquake that strike in Central Visayas. DepEd said that around Php 300 Million can be readily used to reconstruct damage schools. Education Secretary Armin Luistro, the DepEd Central Office is monitoring the situation of schools in Central Visayas and currently waiting for the reports from their Regional Offices. Luistro said that the Php 300 million would be used as a “very quick response” to ensure that classes would resume by procuring tents and conducting minor repairs of buildings. He also added that aside from the Php300 million, the DepEd will seek the approval of the Department of Budget and Management (DBM) for another P400 million.

7.2 Magnitude's Earthquake Death toll rises to 156 in Bohol
T
he death toll from a 7.2-magnitude earthquake that rocked Central Visayas on Tuesday rose to 156, the National Disaster Risk Reduction and Management Council (NDRRMC) reported early Thursday. Base on the latest update of NDRRMC, among the fatalities, 144 were from Bohol, 11 from Cebu and one from Siquijor. At least 374 were injured, including 188 from Bohol, 182 from Cebu, three from Siquijor,
and one from Negros Oriental while 22 others remain missing, all from Bohol. The NDRRMC also released a total of 631,809 families or 3,209,058 persons have been affected in 37 towns and seven cities. There are 6,511 families or 32,954 people are currently staying inside evacuation centers. At least 605 houses were destroyed and damaged 1,461 more in Bohol and Cebu.
A total damage of roads, bridges and flood control was initially estimated at P75.150 million, including P17.650 million in Cebu and P57.500 million in Bohol.

T
he MFBC was able to open doors for our members and future members by meeting with key people from the different organizations in the Philippines. Working in partnership with the World Trade Centers in Winnipeg and Manila, the stage was set for high level business meetings with key organizations. If we are to have future MFBC business missions to the Philippines, we would have to always define the clear objectives for such a mission. The initial MFBC Business Mission team suggested the following:

Lola Fidencia David, 86, is visiting Canada along with Cristina Lope Rosello, a Filipina therapist who helps former comfort women deal with the trauma of their past. The two will speak about their goals to promote human rights for women facing wartime rape and human trafficking. They will be joined by CMHR representatives and members of Winnipeg's Asian community. Upon their arrival to Winnipeg, Lola Fidencia David and Cristina Lope Rosello were invited to take a tour of the The Canadian Museum for Human Rights (CMHR). The CMHR is still under construction and is expected to open to the public in 2014. Lola Fidencia David and Cristina Lope Rosello will continue their Canadian tour in Toronto next week as they speak to students of Northern Secondary
School on Monday, October 21, promoting human rights for women. The pair will also present alongside additional speakers at several events organized by

t’s that time of the year again. That time when your lola or lolo would tell their first-hand experiences with ghosts in their hometown in the Philippines. If you miss listening to these stories and you want to relive them again, take a short trip at Lower Fort Garry. This October, Parks Canada and Friends of Lower Fort Garry introduce Fright at the Fort at Lower Fort Garry National Historical Site. “Fright at the Fort is Parks Canada’s Halloween Program. This year we’re stepping away from the family-oriented program and going for a scarier program that would appeal more to teenagers and young adults,” says David Lavallee, communications officer of Parks Canada. Fright at the Fort is a selfguided tour—it’s up to you which houses or buildings you go to. You arrive at the visitor’s centre where
they will show you a map of the path you’ll take and the houses you’ll visit. Where you want to go next is up to you. “They can go their own pace. You’re not rushed to keep up with the group. You can do it as you want to enjoy it,” says Lavallee. Parks Canada staff will be dressed in historical costumes and tell ghost stories. “There are different experiences: there’s storytelling, skits, and different elements of interpretation. Our costumed interpreters will be there to bring that stuff to life,” says Lavallee. “The stories they’re conveying is not necessarily historic facts but it’s grounded in the historic setting of the site. It takes advantage of the gothic, spooky feeling of the fort after hours. When the lights go out, it’ll be a big part of the experience when people go up there.” After the 90-minute tour, or if you want to take a break from

My Ride

y neighbour was working on his truck in his driveway and noticed me as I was packing the truck with camera gear for a photoshoot. As he approached, he asked if the RAM 1500 was my new media vehicle for the week. A couple weeks earlier, I had the Nissan Frontier in the driveway and my neighbour usually catches me if I have a truck or a sports car. I’d say he has pretty good taste. My neighbour always notices the trucks and sports cars in the driveway. As we walked across the lawn, he asked me after test driving and reviewing trucks, which one I liked the best. It was a great question and probably more challenging to answer as I rushed to get my camera gear loaded into the truck. I’ve driven several Ford F-150’s, a Toyota Tundra, and even the well-equipped RAM 1500 Longhorn Edition. Just a

(On the Origin of Some Filipino Dishes) Maraming Filipino ang madalas ipagmalaki ang kanilang kultura na kesyo wala nang gaganda pa rito. Ang paniniwalang iyan ay isang halimbawa ng pagkamayabang at pagkaignorante. Dahil kung ating pagaaralan, karamihan naman ng aspeto ng bawat kultura ay hango rin o impluwensiyado ng kultura ng ibang bansa. Isang halimbawa ay ang marami sa mga masasarap na putaheng Filipino na gaya ng mga sumusunod. Adobo The word adobo originated from the Spanish word adobar, which literally means “marinade” or “to marinate.” Marination is the process of soaking foods in a seasoned liquid before cooking to enhance their flavor and/or to tenderize the meat. The liquid, called the marinade, is often made with ingredients such as vinegar, lemon or lime juice, pineapple, or wine. It may also contain oils, herbs, and spices to further enhance the flavor. As the Filipino dish, adobo is meat (usually pork or chicken) stewed in a marinade of vinegar, soy sauce, and herbs like laurel or bay leaves and spices such as pepper. It is native to Spanish
and Portuguese cuisines and was adopted in Latin America and other regions colonialized by Spain and Portuguese in the previous centuries that included certain provinces of the Philippines. Many Filipinos regard adobo as a Philippine national dish. Kare-kare “Kare” is most likely derived from the word curry, a generic English term primarily employed in Western culture to denote a wide variety of dishes that originated from Southern and Southeastern Asian cuisines. The common feature of curry dishes is the incorporation of a combination of spices and herbs and most especially curry powder. The Philippines’ kare-kare, however, does not contain curry powder. Its name may have been derived only because of its yellowish color comparable to a curry dish. he word selfie has been officially included in the dictionary (Oxford English Dictionary, August 2013) to mean "a type of self-portrait photograph, typically taken with a hand-held digital camera or camera phone or using a webcam or an automatic camera." A selfie could be also a picture showing several persons whom include the person who took the picture. Therefore, if a picture of a person is taken by another person not included in the frame, then it is not a selfie. A picture is considered a selfie only if the person who took it was included in the picture itself. One of the First Known Selfies Athough selfies have gained commercial popularity only in the current decade, the idea or concept may be traced back to the early 1900s when Grand Duchess Anastasia Nikolaevna of Russia took one of the first teenage self-portraits using a mirror and a Kodak Brownie
camera to send to a friend in 1914. Besides, centuries prior to that, there were already artists who had painted portraits of themselves, often titling these simply as "Self-Portrait." Destigmatization of Selfies Is there something laughable or stupid about posting selfies on the Internet, particularly on social networking sites like Facebook? It depends. To me, there's nothing wrong in posting selfies per se. Selfies themselves should be fine. It is a neutral thing. What's wrong anyway with posting a harmless picture of oneself so that friends and other acquaintances may see it? It's not even with the number of selfies posted;
instead, it largely depends on the nature of the selfies themselves--on what are shown on the selfies. What would make a posted selfie ridiculous and stupid is the nature of the selfie itself. If the selfie depicts something that may put the author in trouble or, at the least, embarrassment; then she might as well not post it; she should rather keep it in the privacy of her personal files. For example, selfies that express troubling or embarrassing elements such as nudity or any illegal or criminal activity are what I would
25 discourage anyone from sharing publicly. Otherwise, posting even a hundred wholesome selfies should be fine and should not be frowned upon. The Last Leaf Therefore, everything boils down to a person's being tactful and responsible when sharing a selfie of herself. Don't feel embarrassed if you want to post on a website or any social network a selfie as long as it does not put you in trouble or a bad light or embarrassing or incriminating situation.

he end of Filipino Journal 2013 Sama-Summer brought us to witness the 2013 Pumpkin Festival in Roland Manitoba,and to see the weighing ceremony for the largest pumpkin grown in Manitoba and in Minnesota, for a possible challenge to the Guinness Book of Record. There were 63 entries being lifted by a forklift and with the
help of at least 5 volunteer firemen, and thanks to their strength, the pumpkins were carefully unloaded on the weighing scale. Everyone was excited to know the weight. Cruising with the maximum speed along Highway 3 and 23, myself, Julie Javier, Julie Vila and Sembra Agapito headed to Roland, Manitoba. and kept ourselves from

the cold wind howling while we had a photo opp at the symbolic pumpkin monument near the entrance of the town of more 500 residents. For the first time, we were welcomed by rows of rows of different sizes of pumpkins, different designs of decorative squash. Guests had busy times to pick up some decorative squash, mutli-colored corn for a photo opp. "Never in my life to see all these pumpkins in one location," Julie Javier took some decorative squash for a great photo op." Very colorful, and a real picture perfect for Manitoba fall season." "I have never seen a blue corn," Sembra said while paying a bunch of blue corn at the counter managed by the Roland farmers. "So beautiful for display." "Thank you for coming to our place...you're from the Filipino Journal," one of the organizers told us upon seeing the Filipino Journal van parked at the very entrance of the building where the pumpkin contest was being held,": I am glad that you, people participate in our Pumpkin Festival, have fun!" he added with a welcoming smile. "I have been here in Manitoba since 1974 and this is my first time to join the pumpkin festivals. And today I am so excited to see how big are these pumpkins! I love farming and I
would like to grow a pumpkin with more 1,000 lbs," I said when we were busy taking pictures of all the three winning entries. To our surprise, the ladies gave us some seeds to be grown for the next year's contest. We had a great Pinoy lunch after tasting the pumpkin pie and pumpkin soup sold by the volunteers at the weighing centre. Before we headed to Winnipeg, we attended various events and bought some souvenirs! Such an unforgetable experience of Manitoba summer! How many pumpkin pies can you make from a 1,111 winning pumpkin grown in Manitoba? Your guess is better than mine! Of course, thousand pumpkin pies!

new set of officers for the Quezon Province Association of Manitoba has been elected in the recently held meeting with the advisers, officers and members at the Filipino Senior Group Cultural Centre at Euclid. he wheels are up for the 2013-2014 Winnipeg Jets season as they take flight on their 82 game schedule in hopes of landing into the playoffs. After reaching high altitudes in their first couple of games, the Jets

tailed off, battling inconsistencies that have plagued them in the past. Winnipeg opened their first six games with a 3-3-0 record but some bright spots could be seen in some new additions and a player on the cusp of a breakout year.
Leaving Their Mark Winnipeg quickly renewed their rivalry from the 80s with an opening day tilt against the Edmonton Oilers. The Oilers held a 4-2 lead midway through the second period but the Jets stormed back for three unanswered goals from rookie Jacob Trouba and twice from off-season acquisition Michael Frolik. The Jets held on for a 5-4 win. Rookie Mark Scheifele also scored in the victory. The LA Kings would roll into the MTS Centre only to find that Jets were not just a one line team. The Jets used secondary scoring as Devin Setoguchi, acquired from

The Filipino Journal has been working with our kababayans who have encountered problems in housing, job hunting, in writing a will and in dealing with some agencies where they want to bring a petition and complain about rental housing and other problems with the landlords. Currently, we are doing a follow-up with the Provincial Attorney General and the City of Winnipeg on the compliance of the landlord, part of the recommendations by the Residential Tenancy Commission on case brought up by the tenants at the Simcoe apartments. The tenants won their appeal and the 17 tenants received a refund of $1,705 each. We are also working with some tenants in a Sherbrook apartment who present an appeal against the landlord's application for the apartment ecxcessive rental increase starting this coming month. We learned that some tenants have been paying the new rent without the approval of the Residential Tenancies Branch. We do accompany some of our kababayans to help communicate with the personnel in the tenancy office. (My advise to our kababayan, you have the right to appeal if the rental increase is not justified. Give yourself a time to appeal and to attend the hearing. This is your right. Huwag kayong matakot.(

PROVICI TIP # 1: Groom Your Brows - Our first tip is not even makeup: keep those eyebrows well groomed to help open your eyes even more. Even without any makeup, eyes look instantly wider when they’re framed by well groomed brows. See a professional for the perfect plucking, or try it yourself by using tweezers to remove any stray hairs under the arch of your brow. Fill in sparse spots with brow powder using an angle brush. PROVICI TIP # 2: Avoid Dark - You will also want to use light colors on your eyes. Dark shadow shades make small eyes look even littler. Instead, brighten things up with light colors such as bone, taupe and heather. Soft fun colors, soft greys and soft white are good choices for all skin tones.
