BUSINESS UNUSUAL Following the announcement and release of stricter protocols for the Winnipeg Metropolitan Region last October 19th, affected businesses are consequently expected to adhere to the new rules.
Sadly as it has been since the outbreak of COVID-19 in March, the already hardest hit restaurants made stricter adjustments with what they have already been enforcing in their business - still operating at half capacity with social distancing but this time, reducing group and table sizes to five people. Though it was only to run for two weeks, it can get extended if COVID-19 cases stay in upward trend.

SUPPORT LOCAL, SPREAD THE WORD PAMPANGA RESTAURANT AND BANQUET HALL Pampanga Restaurant is popular to the Filipino community for a lot of things they offer. They are a go-to place for breakfast combos, lunch buffets, catering and events. But since COVID-19 outbreak in March, they have done and have been doing changes with their operations to adhere to government rules and at the same time, to keep the business afloat. Manager Kelly Miranda shared that cancelling their banquet hall events mainly affected their revenue, "That was a huge hit. When they started with groups of 10 people, that was already a hit. Yes, the hall is big but then you have to implement borders. When they did groups of 10, and now the groups of 5, I basically can’t have any bookings at all." With four to six events that they used to book in a month, each making around $4000 in revenue, it was really a big loss. Now, she can still take bookings but will have to consider a lot of things like the number of guests and the possibility of new protocols by the city before the booked event happens. Sometimes, if she thinks that the booking will not be worth it for both her and the client, she has to make the hard decision of turning it down. After 2 months of being closed following the COVID-19 outbreak in

March, Kelly and her dad Dino Miranda, re-opened after the government eased up the protocols but had to re-think a few things with their operations given that the foot traffic has already slowed down. They have adjusted the price of their breakfast, added a few more dishes in their buffet, changed food service hours and subscribed to a delivery company, DoorDash. "We can lower our price enough that it’s not going hurt us too much but it's going to attract our customers so he (my dad) always aims for price, good quality and quantity of the food. Those are the things that we offer that attract our customers to keep coming back."
And being a business that is always affected by the changing protocols, Miranda notes the good and bad side of it. "It's good because it’s keeping us safe and making us practice the things that we normally never did. Forcing us to do things that we should do daily even before COVID. Practicing the good stuff of protecting ourselves, protecting the people. The bad on it is that if people can just cooperate on it but there are people who don’t agree with it and they’re fighting it and so that’s what makes it so hard for us.” And while they can still rely on some of their food services that help with the revenue, Miranda

And if you are a person who loves to travel, you would think that by God's grace, the 2021 travel fever will resume and go back to the normal way of enjoying the exotic food and relaxing as you take time to view the breathtaking scenery in
Europe or in any world renowned tourist spots. Hold on to your remote my friend and enjoy the many travelling videos in the internet, and like me with so much itch on getting out of the city or the country specially during summer, the many YouTube's travelling series are so much to enjoy while munching on your favorite chips or drinking a hot steaming chocolate or a glass of wine at the comfort of your family room. One of the travelling series which has caught my interest is the Explore Europe by Rick Steves, best selling travel author and the host of Public Television's Rick Steves' Europe. And what makes this travelling show different from others? Rick Steves' Europe is a learning experience for anyone who loves to see many places in Europe. Rich Steves is your total guide presenting not only the uniqueness of the food of the region but also the history of the place, citing the historical background of the many monuments and heritage sites. And while watching him walking or while eating at the restaurant or drinking in the bar, he is so engaged with people of the place and would

give the cultural richness. The latest wonders I watched is when he visited Wales, one of four constituents of the United Kingdom. While most of the travel hosts would just focus their travelogue within the city proper, Rick Steves goes further and discovers many new sites and learns more about its history. Rick Steves has traveled to the very cities and far flung places in England, Scandinavia, France, Portugal, Spain, Ireland, Germany, Switzerland, Austria, name it and Rich Steves has gone deeper into the historical and cultural narratives of the place. I do feel as if I was with him listening and engaging
with his passion. Now, I've been able to learn more the uniqueness of so many cultural and historical highlights of the featured city or country without leaving your home. There are other travelling shows in YouTube like Mike Weins, the famous food vloggers whose interest is Asian food; or the local travelling with Drew Arellano of GMA-7, or the Bizarre Food expedition of Andrew Zimmern. Now that we are heading to the winter season when you cannot even go out to visit a local tourist spot, travel YouTube series are your best escape.
Red Cross stops Covid-19 testing leading to more 4,000 OFWs stranded in Manila

he House of the Representative had passed the 2021 National Budget after a short debate at the Special Session requested by President Duterte. The 2021 National Budget had suffered some delays when then House Speaker Cayetano suspended the session on its second reading due to the conflict between him and Congressman Lord Velasco who was aiming to be the new speaker of the house. This move by Cayetano alarmed not only the Senate but also President Duterte who was expecting that the 2021 National Budget would pass to address the many financial needs for COVID-19. As expected, President Duterte called for a special session to approve the budget. At this point, Congressman Cayetano resigned as the speaker of the house, making Congressman

Meanwhile, Senate President Tito Sotto has requested the early transmission of the 2021 National Budget for more discussion and be ready for the signature of President Duterte before the end of this year. The newly appointed CEO, former NBI Director Dante Gierran informed the public that the payment will be delayed due to some clarifications of the agreement between PhilHealth and the Philippine National Red Cross. Lately, President Rodrigo Duterte, through Malacanang spokesperson, Secretary Harry Roque announced that Malacañang will pay for the amount owing to the Philippine National Red Cross to accommodate the urgent needs for the OFWs to return to their families.

Dear Reina Mae, Noong nakaraang taon, nawala ang pinakaimportanteng bahagi ng buhay ko. Kung iisipin, eksaktong 12 buwan na ang nakalipas, pero hindi pa din pala ako “okay”. Hanggang ngayon, nagluluksa pa din ang bawat parte ng kaluluwa ko. Siya kasi ang matagal ko nang dinadalangin at inaasam-asam, kaya ganun na lang kasakit nang mawala siya. I guess, it’s because a loss is a loss. Kahit pa siguro mabuntis akong muli at magkaroon ng isang dosenang anak, iba pa rin. Kailanman ay hindi siya mapapalitan sa puso ko. Tao siya, hindi laruan o bagay na basta-bastang puwedeng palitan. But even as a woman, who was blessed to experience the joy and excitement of carrying a precious baby in her womb, I can only imagine the pain you’re going through right now for losing your precious baby, River. Tulad mo, ako din ay isang aktibista. Aktibista. Hindi terorista. (Kailangan pa ba’ng i-memorize yan?) Pero ang hirap maging aktibista. Ang dami mong isasakripisyo, tapos ano?
Huhusgahan ka. Sisindakin ka. Papatayin ka. Hindi ba’t ganoon ang ginawa nila kay Zara Alvarez? Tatang Randy Echanis? Apo Jose Doton? Dahil sa kagustuhan mong magkaroon ng payapa at makatarungang lipunan, anong ginawa sa’yo? Inaresto ka. Ginawan ng gawagawang kaso. Ikinulong. Sapilitang inilayo sa iyo ang anak mo. Nag-agaw buhay si River ngunit wala kang magawa. Hindi pa sila nakuntento. Ipinagkait pa sa iyo ang makataong pagluluksa. Paano naman ang mga batang tulad ni River? Wala ba silang karapatang mabigyan ng kalinga? May karapatang pantao pa ba ang mga tulad nila? Bakit ganun? Nasaan ang compassion? Nasaan ang hustisya? Talaga bang para na lamang ito sa mga mayayaman at makapangyarihan? Bago tayo naging political animals, tayo ay tao. Higit sa lahat, tayo ay magulang, kapatid, anak. Hindi lang si baby River ang ipinagkait sa’yo, Ina. Ipinagkait din namin sa’yo ang kalayaan mo at hustisya. Oo, NAMIN. Hindi nila o kayo. Namin. Bilang Pilipino as usual seen mode lang kami. Sabay-sabay lang
kaming nanood at hinayaan naming babuyin ng gobyerno ito ang buhay at karapatan ng mga maliliit na taong tulad ninyo. Napakadali lang para sa amin ang magsabing, “pakialam ko”. Pero panigurado, kapag nangyari rin sa amin ito ay papalapag din naman kami. Ang daming Pinoy di ba? Dito lang sa Winnipeg ay apaw-apaw ang populasyon namin dito. Alam mo kung ano ang wish ko? Kung lahat sana kami ay nagsasalita, I am sure mag-iiba ang mundo. Iilan lang naman yang mga buwaya, pasista at oligarkiya na totoong nagpapahirap sa sambayanang Pilipino. Sea Level 100 and Crspybnch is a joint business of friends Jaybee Dizon and Claudine Tolentino together with their husbands and another friend. Sea Level 100 opened in January 2020 and Crspybnch was launched before both brands decided to re-open on September 1, 2020 at their Sargent location. hit in March, they felt how the traffic in their business slowed down. “This second wave, even before the government announced the new measures on October 19, our dining has been closed for 3 weeks already,” Dizon said. “We decided to close down the dining for our own safety. We have kids that we go home to,” Tolentino said. The group also sees no use of opening the already small dining area where the protocols would still have to be reinforced.
Now, the business is mainly banking on pick up and delivery services. “We rely on take out and delivery through Skip the Dishes and Uber Eats for now. But still, we felt that the business slowed down,” Dizon said. Since they are left with just pick up and delivery, they make sure that their service is efficient and rules in the pick up area are followed. “We make sure the pick up spot doesn’t get crowded. We only allow one person at a time since we have a small space,” Tolentino said. “And we also make sure that food service is flawless - from the time you place your order until the food gets to you.” Though they are on Skip, Doordash and Uber Eats, the owners still see the advantage of customers picking up their own food. “Instead of relying on Skip and Uber Eats which can also pose some risks in handling food, why not come here to pick up and you will be saving the resto 30%,” said the owners. And while the group keeps innovating their menu, they ask for further help: "Support local. Spread the word with families and friends. Advertise not only us but small businesses because everybody is struggling."

MAX'S RESTAURANT WINNIPEG Even before the October 19 release of new safety protocols, Max’s Restaurant Winnipeg has been doing above and beyond efforts to ensure further safety in their operations. “Ever since March, I’ve been dealing directly with our health inspector because there’s really no room for mistakes. Our main goal is not only to be profitable but at the same time, adhere to the guidelines. But then also, protect you, the community,” General Manager Arnel Alibin said. Alibin added that they are consistent with guest tracking, staff health assessment and have enforced the new group and table size of 5 people since October 19. He said that COVID-19 caused them a lot of reality check and a few restructuring, "We had to cut down our manpower from 46 to 15. We've also done bundling promos focusing on what appeals to the customers while maintaining good price points.” The restaurant had to also cancel events as they will only be left with 50 people if they follow the half capacity combined with social distancing rules. Right now, they have installed plexiglass in their dining area booths and soon on their tables to maximize seating capacity. “Dining is up and down, but not to the point that nobody is coming. But there was significant boost in the take out and delivery and it’s a big help.” Max’s is currently using Skip, DoorDash and Uber Eats and online order through their website. Aside from pick up and delivery services, Alibin said that offsite catering

has helped a lot too through their partnership with some healthcare facilities. “Though complicated because we have to follow food transport rules, with offsite catering, we are able to give back to the community as portion of what the people spend goes to the hospital 's foundation.” “Any business now is relying on the community’s support and I must say corporate and business event that we’ve hosted last year are coming back to us to support," shared Alibin. With all the support that their business is getting from the community in these challenging times, Max’s Restaurant started giving back to the community since April and aims to continue with it.

University of the Philippines Alumni in MB Celebrate Their Tenth Year
T
he University of the Philippines Alumni and Associates in Manitoba (UPAA-MB) celebrated its 10th anniversary on Saturday, September 17, in a virtual ceremony hosted through Google Meet. Along with the occasion, the group also held their Annual General Meeting and their election of officers. Returning for a second term as chairperson is Oscar Pantaleon, Jr., accompanied by Arlene Dayco and Emmanuel Dimatulac who were elected to head the Fundraising and Social Responsibility committees, respectively. In his annual speech as chairperson, Pantaleon shared his aspirations with his virtual audience of fellow UP alumni. "My long-term vision is for UPAA-MB to become a leading Filipino-Canadian organization. As such, we will be active and recognized not only in the municipal and provincial levels but in the national and international spheres as well.” He also said that the organization will run programs that would serve the Filipino community in Canada and the Philippines. "We will be a catalyst in effecting changes within our community and promoting advocacies within our confines and beyond." "I ask of you to continue investing in the University of the Philippines Alumni and Associates in Manitoba as we continue to pursue our objectives, fulfill our mission, and advance toward our noble vision of a just, harmonious, and prosperous society. World Science Fiction Convention was held; and participants donned their so-called “futurist costumes.” A rapid increase in the number of people engaging in Cosplay as a hobby occurred dramatically in the 1990s, causing the art of Cosplaying to become a significant aspect of Japan’s popular culture. In the Philippines though, the Cosplay scene was formally introduced only in 2000. These were occasions where people would dress up in costumes or assume their favorite characters. They were heavily influenced by Japanese anime, thus the event’s having been

Allow me to express my utmost appreciation for being invited as the keynote speaker of this year's Annual General Meeting. Of course, to speak in front of one’s esteemed peers is a distinct honor and privilege. “May you live in interesting times,” as the apocryphal saying goes. It would be more fitting to say that we live in terrifyingly interesting times. In this year of the novel coronavirus pandemic, there have been 40 million cases worldwide and over a million lives have perished to date. To the bereaved families of those who succumbed to this dreaded pathogen, and to those who continue their courageous battle against it, we send our thoughts and prayers. I understand that my being keynote speaker this year is in recognition of my media advocacy through Barangay Canada. For those unfamiliar with Barangay Canada, it is a media project that titled “Anime Explosion.” It paved the way for enthusiasts of not only Japanese art, culture, and multimedia, but eventually also of the ubiquitous comic and multidisciplinary art scene, which served as a vehicle to convene and express the attendees’ own fancy. Cosplayer Extraordinaire The subject of cosplay now brings to mind an acquaintance who happens to be a cosplayer extraordinaire, popular in the comic-convention arena--Monty Mendigoria, a trueblooded Bedan (San Beda from Elementary to High School). Cosplay began as a hobby for Monty in 2014. He jumpstarted his

Having wrapped up a well-received inaugural season of 25 episodes back in early September, notable guests include provincial legislators, veteran media personalities, local government officials, and even The Hon. Dr. Reynaldo Pagtakhan, former federal cabinet minister and our most illustrious fellow alumni. It has gone on to have a spin-off program dubbed Community Update, which is a platform to highlight upcoming events, projects and other community activities. Although Barangay Canada was established in 2014, it was not as fully-formed then as it is today. Back then, I and two kababayan writer-friends had an idea to set up a Filipino version of the Huffington Post, a popular news aggregator and blog at the time. We went with Barangay Canada as the name, in hopes that reading our articles will somehow strengthen the communal bond within the country’s Filipino diaspora. As history showed however, the borrowed concept was not enough to propel it forward, and collective interest on the project waned. In 2017, I took on the role of President of the Southeast Manitoba Filipino Association (SEMFA) representing roughly 2,000 kababayan immigrants residing in Steinbach and surrounding townships. Working with six council officers, we pursued SEMFA’s mission of supporting newly-arrived kababayan immigrants in the region by forging partnerships with local agencies and businesses, linking up with influential kababayan organizations in Winnipeg, and partnering with notable publications like the Diversity Times and the Filipino Journal. All these collaborations made
it possible for SEMFA to have more free workshops and seminars aimed at helping newcomers acclimatize to their new community, as well as gain better financial literacy. These partnerships also resulted in substantial savings for the association, such that there was an eye-popping 151.7% net increase in our cash in bank at the end of our term in 2019. Then in 2018, I successfully linked up with UPAA-MB at the annual flapjack fundraiser at Applebee’s. Impressed by the sizable turnout for the event, I attended other functions and eventually came to know and admire its programs such as the Bursary Fund, the volunteer work for Winnipeg Harvest, its camaraderie-building activities such as the PalarOlympics, and more recently the Isko Talk lecture series. Overall, my experience with SEMFA and UPAA-MB taught me the power of collaboration, gave me a deeper appreciation for community-building programs, and sparked the curiosity to seek out other community advocates throughout Canada. When Barangay Canada was eventually revived in 2020, these ideas have already been ingrained in its DNA. Surely enough, Barangay Canada has entered into various strategic partnerships with notable community organizations since its re-emergence. Among them are the Manitoba Filipino Journal, the Philippine Heritage Council of
Manitoba, Filipino Music and Arts Association of Canada, Inc., the Eastern Manitoba Broad Alliance for Cultural Enrichment, the Philippine Heritage Month Coalition, the Eastman Region Immigration Partnerships - Immigrant Advisory Table, and most recently, the Filipino-Canadian Virtual Town Hall Media Pool. All these partnerships were established in less than a year, an emphatic testament to how much can be accomplished by working together. Truly, collaboration is the key! In closing, let me take this opportunity to congratulate the newly-elected board members, and commend the outgoing board led by Chair Oca Pantaleon for skillfully guiding our association through this very difficult period in history. As Barangay Canada continues to look up to the UPAA-MB as a key influence in fostering a better community, I eagerly look forward to opportunities for collaboration in the very near future.

However, he left that short stint due to the pressing demands of his work. By that time, he was a full-time fitness trainor. His preoccupation in cosplay came full-circle in 2017 when his schedule was lenient and money to invest in the craft became more available. From then on, and now at 52, Monty has already donned a plethora of characters in the lines of music, movie, and anime—the likes C-3PO (Star Wars), Iron Man (Marvel Cinematic Universe), Robert Smith (of the English band The Cure), Blue Man Group (Stage Production, Multidisciplinary Art), Steve Armstrong (Japanese robot anime Voltes V), Genie (Aladdin), and Buzz Lightyear (Toy Story). However, his Jesus Christ costume (acted in the movie by Jim Caviezel)—the one that Monty wore for a competition in the movie category—was the most controversial and challenging. Because of its being a full-body latex suit that appeared to be laden
with wounds and scars, the critics thought that it was not a costume but instead his own body adorned with makeup. With much defense, he won over the discussion and was allowed to be a finalist. According to Monty, cosplayers are treated as celebrities during events. They get dragged by attendees for pictorials here and there. Monty feels that the fans appreciate them and are overjoyed because they get to “see” their favorite characters come to life. He also said that he goes through a certain diet as a preparation for a particular character, all the more if the costume will require him to wear spandex (skin-tight attire made of a type of elastic synthetic fiber). Overall, creativity in terms of cosplaying is something innate in oneself. What is important is the passion that drives one to create and transform himself into something beyond his wildest dreams. Often, Monty portrays lone characters, but he also has a group that he works with when certain events call for it or a contract specifies it. A cosplayer could earn as much as 100 USD for a two-hour gig (parties, movie premieres, corporate events,
