Law must not be scrapped. Diokno said: "Rice Tariffication Law is a good law." But President Bongbong, since he was overwhelmingly elected last May 9 presidential election, he promised food security, and this law he claimed has become harder for Filipino farmers. And when within a few days after his inauguration, Marcos Jr., showed interest in the law which took effect in 2019 after former President Rodrigo Roa Duterte signed into law and was enforced immediately to change the whole rice game in the administration. President Bongbong Marcos had a plan to study and amend some provisions in the law so as to comply with his promise to the farmers during the campaign for the Presidential May election. Even he himself was appointed as the Secretary of Agriculture so he could take priority to uplift the worst economic conditions of the farmers who have been left out by the many past administrations. Duterte had openly confirmed the early passage of The Rice Tariffication Bill, noting that the proposed bill authored by Senator Cynthia Villar would ensure rice supply, lower prices, and prevent hoarding. This bill would replace import quotas on rice with a 35% tariff. The bill also would create Rice Competitiveness Enhancement Fund. With the P10 billion rice tariff collected, 1/2 of the fund will be used as a grant to the farmers, 30% for modernization, and the rest for training and credit. And with the Rice Tariffication Law came into effect leaving National Food Authority no longer has the monopoly to import rice. But Emmanuel Piñol, appointed by President Bongbong Marcos as an Adviser to Food security has blasted Finance Secretary Diokno for telling President Bongbong Marcos to scrap the Rice Tariffication law. Piñol claimed that the finance secretary profoundly does not understand the farmers. He emphasized that this is the campaign commitment to the farmers by President Bongbong Marcos during the presidential campaign for the May 9 2022 election. However, Piñol would agree to amend the law for the sake of the poor farmers. Now that Finance Secretary Benjamin Diokno has suggested scrapping the Rice Tariffication Law, and now that Manny Piñol has voiced out against scrapping the law, so what will happen next now that President Bongbong Marcos is between two hard rocks! What will happen next: scrap or amend the Rice Tariffication Law (RTL) Abangan!

lways in the mood to come up with their own original materials, Winnipeg-based Filipino-Canadian band Velvet Blitz released a new song in time for the widely celebrated Canada Day. Also a homage to their mother culture's very own Independence Day, June 12, Velvet Blitz's latest single, "Dugóng Bayáni" sings about Filipino heroes of all guises--be it in the area of politics, medical field, arts, or sports. "It was inspired by the
success of the Filipina weightlifter Hidilyn Diaz, who in 2021 became the first Olympic gold medalist from the Philippines," said Velvet Blitz's bassist/vocalist Dri. "I wrote the lyrics and melodies, whereas our guitarist made the riff and music for it," he added. Velvet Blitz are Nelson (guitar/ vocals), Dri (bass/vocals), Mish (vocals), and Norm (drums/vocals). They are one of the number of Winnipeg's local Filipino bands
that continue to make the city's Filipino band scene vibrant and productive. In fact, they recently graced the performers stages of the successful Manitoba Filipino Street Festival (June, Maples Multiplex & Grounds) and Food Trip Festival (July, Outlet Mall), along with fellow groups such as Humous, The 12/21, Basement 315, Yzza Band, and The Tan-tados. MARCOS PICKS VERGEIRE AS DOH'S OIC President Ferdinand Marcos, Jr has designated Health Undersecretary Maria Rosario Vergeire as the officer-in-charge of the department. Press Secretary Trixie Cruz-Angles, in a briefing on Thursday, said that Vergeire's designation as OIC can be extended if the president is unable to appoint a DOH secretary by July 31. Marcos' first memorandum circular states that the officer-in-charge shall perform duties of a top official until July 31 or until a replacement has been set in place, whichever comes first. With the current spike in COVID-19 cases and two weeks into his presidency, Marcos has yet to decide who will assume the task of managing the COVID-19 pandemic.
LEGARDA REFILES BILL, RENEWS CALL AGAINST SINGLE-USE PLASTIC Nearly 94% of surveyed adult Filipinos agree that children should be back to attend full face-to-face classes, a Pulse Asia Survey, commissioned by Senator Sherwin Gatchalian showed. According to the survey, 67% strongly agree that children should be allowed to attend school physically or have face-to-face classes in the coming school year while 27% somewhat agree with the idea. Gatchalian, in a statement,
said that the survey is indicative that the government should resume face-to-face classes after more than two years into the COVID-19 pandemic. The National Economic Development Authority said in September 2021, that the limit to students' learning ability due to the lack of face-to-face classes for a year would result in approximately a P11-trillion loss in productivity over the next 40 years.
Last July 14, Senator Loren Legarda has again filed a bill that aims to eliminate single-use plastic, also calling out to companies and businesses to be more responsible in addressing the growing plastic pollution crisis in the country. The plastic crisis we face right now calls for rethinking our approaches to our governance and market systems and operations. We need to sustain this growing movement on sustainability and circularity by improving our policies, implementing more adequate interventions from
the public and private sectors, and opening more spaces where citizens can support and take lead in addressing single-use plastics,” Legarda said in a statement. Legarda also pushed for a stronger implementation of the Solid Waste Management Act which mandates the installation of recovery facilities in barangays and issues a list of non-environmentally acceptable materials and products - the same law that she authored and was signed in 2001.

They provide support, activities and programs to our fellow Filipinos in the Southeast Region of Manitoba. SEMFA participated in Summer in the City this year, as they have in the past years, to celebrate and showcase the Filipino culture and raise funds for their activities and programs for 2022. SEMFA's officers were overjoyed with this success, especially after enduring significant challenges gathering volunteers in preparation and throughout the event. his kind of music did not end in the 1980s. Many of its enthusiasts simply got out of the loop, and that is understandable; they are already old and have other priorities, no longer the same teenagers who had lots of time to spend on whatever made them curious, happy, and engaged. And this is where music journalists like me come in. We try to be rooted but updated, sharing with others our observations and new discoveries. It might have evolved or branched out into various subgenres, but the so-called New Wave strain remains in many of the records being released in the decades following the 1980s, and to this day actually. It's just a matter of giving yourself time to read and appreciate information being shared by fellow music enthusiasts who happened to dig into the music much more deeply and explore it more broadly. When thinking about New Wave, many listeners remember only the old hits, failing to realize that many of the bands persisted

or Mike & Griffin Pagtakhan, arm wrestling is a family affair. " I introduced my son Griffin to arm wrestling when he was 8
years old. We would arm wrestle for fun at the kitchen table. I taught him some techniques on how to use his hand and how to stand properly. He started competing at 13 years
held recently at the Canad Inns in Winnipeg, Griffin competed in the boys 15-18 years old category 60kg weight class. It was a very competitive weight class, and Griffin had some tough battles but was pleased with his silver medal finish in this weight class. Mike Pagtakhan who coaches his son and is training partners with Councillor Vivian Santos
participated in his first National Arm Wrestling Competition. “The experience of attending a national competition is amazing! You learn what you need to work on and you also make some great new friends in the sport”. ore than 500 competitors, youth and adults, witnessed the triumph of the City of Winnipeg Councillor and Professional Armwrestler, Vivian Santos, when she won two gold medals in the Masters 40+ Women's 70kg Division in both Left and Right Arms last Saturday, July 9; and on Sunday, July 10, she won another gold at the Open Senior Women's 70kg division in the left arm; and one bronze in the right arm at the Canadian Nationals Armwrestling Championship held last July 9, Saturday; and 10, Sunday at Canad Inns Polo Park. No wonder Councillor Vivian Santos has been going on the streak of winning accolades and titles, and gold for most of her passionate involvement in Armwrestling sports when she defended in April 2018 1st Place Left Arm Provincial
Champion, and awarded Female Armwrestler of the Year; and in July 2018, she won the Bronze Medal, Left Arm event, in her first foray on Armwrestling Canada Nationals Championship held in Laval, Quebec. In April 2019, Santos defended 1st Place in both Left and Right Arm Provincial Titles, and she decided to go to a higher level, Heavy Weight Women's Division and she won 2nd Place Left and Right events. Continuing her coup of winning and accolades, she won Most Improved Female Armwrestler. There were hiatus from tournaments in 2020 and 2021 due to the Pandemic. And on May 14, 2022, Councillor Santos won three gold medals, defending 1st Place, Left and Right Arm provincial titles in the 70kg, and to head up for more winning
streak, she went up one Division to the 80kg and landed 1st place in Left Arm, garnering three gold medals at this year's Provincial Championship. Councillor Vivian Santos got excited and started in December 2016 when former City Councillor Mike Pagtakhan convinced her to go to Sinclair Community Centre for an arm wrestling practice. With so much interest in her newlyfound sport, she fell in love after she won 1st Place in Left Arm and 2nd Place in Right Arm on April 1st, 2017 at the Provincial Armwrestling Championship. And the rest is history. Councillor Santos said: "Over the last 7 years, arm wrestling has taught me to push the boundaries that women can be strong and beautiful. I am more confident in myself, mentally and physically,
which is very empowering. There is also a certain type of community camaraderie that happens at all the tournaments. We can be enemies on the table, but off the tables, there is mutual respect for how strong each other competitor is." She added "Winning the gold medals is a huge accomplishment for me because this sport takes years of dedication and training. I'm 41 years old so I know there will always be younger and stronger females who will want the championship title too. Knowing this makes me want to train even harder. I also have my eyes set for the International Worlds
Armwrestling Championships which will challenge me even further and hope to inspire other women that they too can accomplish anything." Engaged in various sports, like soccer, especially with her husband, Jeff Santos. Vivian Santos martial arts in her background, and trained Crossfit Bootcamp and volunteer time as Secretary/Treasurer for Canadian Armwrestling Federation and Vice-President Manitoba Armwrestling Association. Sooner, Councillor Vivian Santos eyes the 2023 Nationals Armwrestling Championship in Cape Breton, NS for more accolades, and more gold medals.

JUNE 30, 2022 marked the date of the Marcoses’ return to power in the Philippines. It was the most remarkable comeback of one family that was booted out of power 36 years ago during the EDSA People Power Revolution and sent the Marcos family to exile in Hawaii. It rained that day, which seemed foreboding of the newly inaugurated 17th President of the Philippines, Ferdinand “Bongbong” Marcos Jr. The day’s festivities included a “show of force” by the Philippine military. Tanks rolled down on the parade ground. Uniformed soldiers from the various military units of the Armed Forces of the Philippines were in their best uniforms. And across the parade ground were the dignitaries and other government officials in their best barongs to match the new President’s simple barong. In Bongbong’s 26-minute inaugural address, he said: “I fully understand the gravity of the responsibility that you’ve put on my shoulders. I do not take it lightly but I am ready for the task. I will need your help; I want to rely on it. But rest assured, I do not predicate success on the wide cooperation that’s needed.” He asked for the people’s help, but he made it clear that he doesn’t need their cooperation to succeed. So what is he going to do if he doesn’t get the people’s cooperation? Declare martial law and rule by decree just like what his father did? A divided house “In this fresh chapter of our history, I extend my hand to all Filipinos. Come, let us put our shoulders to the wheel; and give that wheel a faster turn — to repair and to rebuild; and to address challenges in new ways; to provide what all Filipinos need; to be all that we can. We are here to repair a divided house; to make it whole and to stand strong again in the Bayanihan way, expressive of our nature as Filipinos.” It must be remembered that during Marcos Sr.’s brutal regime, he amassed billions of dollars in unexplained wealth and was accused of looting the country’s treasury. Excessive foreign borrowing plunged the Philippines into debt and millions of Filipinos were mired in poverty. To quell dissent, he jailed political opponents, shut down media outlets, and imposed nine years of martial law, which witnessed tens of thousands of human rights violations. Defended father’s legacy And after claiming victory, Bongbong vowed to be a leader “for all Filipinos.” To the world, he said: “Judge me not by my ancestors, but by my actions." Hmm… But he went on to praise—and defended—his father’s legacy and glossed over
its violent past. He said his father accomplished many things that had not been done since the country’s independence. “I once knew a man who saw what little had been achieved since Independence in a land of people with greatest potential for achievement and yet they were poor. But he got it done,” Bongbong said. “So will it be for his son. You will get no excuses from me." Bongbong promised to bring the country back to its “golden age” during his father’s rule. But the truth of the matter is: The economy was in shambles when President Cory Aquino took over from Marcos in 1986. The Central Bank was bankrupted and was put out of business. The country’s gold reserves mysteriously disappeared and the peso lost its international monetary value. It became worthless. Bongbong took over an economy that was on the brink of imminent collapse. The exchange rate went down to P55 to the US dollar. Taxes became uncollectable including the Marcoses’ estate tax, which ballooned to P203-billion. How do you expect to collect taxes from the people when their own president refuses to pay his taxes? Bongbong should lead by example. Charter change But on Day One of his presidency, Pampanga Rep. Aurelio Gonzales Jr. introduced a resolution to change the presidential term of office from six years without reelection to five years with one reelection. It seems that he’s more interested in laying the groundwork for him to stay in power much longer. And perhaps stay in power long enough to pass it to his son Ferdinand Alexander Araneta Marcos III, also known as "Sandro" Marcos, who is now 28 years old. He’ll be 40 years old in 12 years and would be eligible to run for president. In his resolution, Gonzales cited the “overwhelming electoral mandate” that Marcos and Vice President Sara Duterte received in the May 2022 elections. “The clear majority mandate of our new President and Vice President would be the green light from our citizenry to proceed to the discussion on Charter change,” Gonzales said in a statement. Well, things could drastically change by then. There is no point in discussing charter change right away. Why don’t they wait for a little while longer and see how Bongbong’s presidency performs. Confidence in the future Bongbong must be commended for his confidence in the future: “I have 110 million reasons to start with you. Such is my faith in the Filipinos.” However, he must make sure that he delivers on the promises he vowed

to deliver. Otherwise, he’d end up with 110 million unhappy Filipinos who would bring him down like they did to his father. He promised food self-sufficiency as his top priority. And he will continue Duterte’s “Build, Build, Build” despite ballooning debt. He also promised to fix shortcomings in Duterte’s Covid response. He also promised to pursue an independent foreign policy, which is questionably unrealistic in today’s geopolitical reality where small countries have to kowtow to one of the superpowers to remain “independent.” But he was mum on human rights, low on detail, and high on false claims. But there are certain things that he did not talk about in his address. He did not talk about the corruption cases hounding his family. Will he keep the Presidential Commission on Good Government (PCGG), which was created in 1986 for the sole purpose of recovering the illgotten wealth from the Marcoses
and Marcos’ cronies? As of 2021, the PCGG said it has recovered a total of P265 billion, or P175 billion in cash and P90 billion in assets. About P125 billion in Marcos wealth remains under litigation. So far, Bongbong has not appointed new members of the PCGG who serve at the pleasure of the president. Until then, there is no active PCGG. Critics raised the alarm that a second Marcos presidency could undermine PCGG’s mandate. On his first day in office, Bongbong also exercised his veto power on House Bill 7575 creating the Bulacan Airport Special Economic Zone and Freeport adjacent to the proposed airport city in Bulacan province. He justified his veto because of its provisions that "pose substantial fiscal risks to the country" and its "infringement on or conflict with other agencies' mandates and authorities." Marcos also said that he decided to veto HB 7575 because it would be
an additional burden to the taxpayers. He said the measure was in contrast to the government's objective of developing a tax system with low rates and a broad tax base, as it "will significantly narrow our tax base with its mandated incentives applicable to registered enterprises.” Incidentally, the main sponsor of the bill was Sen. Imee Marcos, Bongbong’s sister. Hmm… Was this another family moro-moro? Perhaps, Bongbong should have solicited expert advice instead of killing the bill on his first day in office. It will drive away foreign investors. The veto is reportedly seen as a sign of animosity between Bongbong and Imee, who has reportedly been pushed to the sidelines while First Lady Liza Araneta Marcos emerges as a major power broker in her husband’s administration. It seems that political fireworks have greeted Bongbong on Day One.

GMA Network’s biggest adventure-serye of the year, “Lolong,” made a huge splash on TV beginning last July 4, headlined by Kapuso Action-Drama Prince Ruru Madrid. A series about the unusual friendship between Lolong (Ruru) and a giant crocodile named Dakila, Lolong also stars Shaira Diaz and Arra San Agustin, along with the powerhouse cast members composed of Christopher de Leon, Jean Garcia, Bembol Roco, Malou de Guzman, Rochelle Pangilinan, Paul Salas, and Ian de Leon. Sarah Geronimo returns to ASAP Philippines' Pop Princess, Sarah Geronimo is finally all set to return ASAP Natin 'To, after the show's official IG account confirmed last July 14. “The long wait is over. She’s back. Soon,” the video announced without specifying when exactly Geronimo will appear on the show. Sarah has been part of the variety show since 2004. Filipino Artist Sandy Lubuguin holds first public display of artworks Edmonton, Alberta-based Filipino artist Sandy Castillo Lubuguin held his first public display of his works at Whyte Avenue Art Walk Festival, fronting John Fluevog Shoes on West 10344 82 Ave., in Edmoton. The showcase--presented by The Paint Spot and Ice on Whyte Festival Society--was well-attended. Many of Lubuguin's pieces were sold, finding new homes.
