Movie theatres, casinos and more can open to fully vaccinated Manitobans as of Saturday Gathering sizes increase, most businesses can reopen at 50% capacity this weekend under new rules

Indoor Gatherings at Private Residences • Up to five visitors, in addition to those who reside there

Professional sports or performing arts events • Open up to 100 per cent for fully vaccinated people, with a plan approved by public health.

Outdoor Gatherings at Private Residences • Up to 25 people are permitted outdoors on private property.

Horse and Auto Racing • Approved at the discretion of the medical officer of health.

Indoor Gatherings in Public Spaces • Up to 25 people permitted.

Movies Theatres and Concert Halls • Open to 50 per cent capacity to fully immunized people only. Unvaccinated children under 12 may attend if accompanied by fully vaccinated members of their household.

Outdoor Gatherings in Public Spaces • Up to 150 people permitted outdoors in public spaces. Restaurants, licensed premises and food courts • Open at 50 per cent capacity for indoor and 50 per cent for outdoor dining; for indoor dining patrons seated together must be from the same household unless all patrons at the table are fully immunized; for outdoor dining table sizes are limited to eight people; opening hours are expanded to midnight and the requirement to purchase food when consuming alcohol no longer applies. VLTs in licensed establishments may be operated with two metres of physical distancing and all other restaurant/bar rules applying; VLTs in unlicensed establishments will follow the casino rules allowing only vaccinated people. Gyms and Fitness Centres • Open at 50 per cent capacity with three metres distance maintained between patrons for both individual and group fitness. Mask use is required. Casinos, Bingo Halls and VLTs • Casinos, bingo halls and VLT lounges open to 50 per cent capacity to fully immunized people only. VLTs in licensed establishments may be operated with two metres of physical distancing and all other restaurant/bar rules applying; VLTs in unlicensed establishments will follow the Casino rules for fully immunized people only. Museums and Galleries • Open to 50 per cent capacity to fully immunized people only. Unvaccinated children under 12 may attend if accompanied by fully vaccinated members of their household. Museums operate under the fully vaccinated requirement when open to the public as a museum, both indoors and out. If the museum is used as a private venue for another purpose (e.g. wedding), then the appropriate orders apply. Libraries • Libraries may open to 50 per cent capacity to a maximum of 150 people.

Weddings and Funerals • Open to 150 participants for outdoor ceremonies, in addition to photographer and officiants. Indoor weddings and funerals expand to 25 people, in addition to photographer and officiants.

Fully vaccinated Manitobans will soon have more privileges, including being able to go to movie theatres and museums and being allowed to attend the Winnipeg Blue Bombers' home opener.

As well, all Manitobans will be allowed to gather in greater numbers at home or outside as of Saturday, when the province's pandemic rules loosen. The province announced Wednesday that most spaces will be able to open

to 50 per cent capacity after the new rules come into effect at 12:01 a.m. Saturday. Manitobans with two doses of a COVID-19 vaccine will also be able to visit museums, galleries or bingo halls, as well as casinos and movie theatres, which have been closed since last fall. "This virus is not done with us … but we're definitely in a position to be able to loosen the restrictions," Chief Public Health Officer Dr. Brent Roussin said during a Wednesday news conference. He and Premier Brian Pallister also announced a range of relaxed rules for public and private gatherings.

Indoor Community, Cultural and Religious Gatherings • Open to 50 per cent capacity to a limit of 150 people, with masks worn at all times Outdoor Community, Cultural and Religious Gatherings • Open to 150 people. Drive-in services continue to be permitted. Personal Services • Open at 50 per cent capacity, appointments are no longer required. Indoor Sports and Recreation • Open with 25 people per group; groups may not interact and no tournaments are allowed. Outdoor Sports and Recreation • Open to 50 people; no tournaments allowed. Spectators are permitted without counting towards this capacity limit. Dance, Theatre and Music Schools • Open at 50 per cent capacity to a limit of 25 people indoors. Day Camps • Open to a maximum of 25 participants in groups, joint activities between groups and overnight camps are prohibited. Retail, Markets, Garden Centres and Malls • Open with increased capacity at 50 per cent to a limit of 500 people, no additional restrictions. Mall capacity limited to the aggregate capacity of its stores. Workplaces • No longer required. Indoor Self-Help Gatherings • Indoor gathering limits apply, permitted up to 25 people.

I

t’s been six months since he left the White House in disgrace and ex-president Donald Trump continues to plan for his comeback to the White House. Conspiracy theorists have claimed that Trump will be reinstated as president in August. It all began when Mike Lindell – the pillow guy – said publicly that Trump would be back to the White House. Taking his cue from Lindell, Trump told his supporters he expects to be reinstated by the end of summer. The Big Lie The problem is that about a third of Republicans believe in the “Big Lie” that the election was stolen from Trump. Sidney Powell, who did legal work for Trump as he tried to overturn the 2020 election results, told a QAnon conference earlier this year that Trump “can simply be reinstated” and take over the rest of Biden’s time in the White House. Hmm… And how would that happen? Can they just stop everything and dismiss president Biden from his job as president and turn over the presidency to Trump? Is the U.S.

going on its way to becoming a banana republic? Not so, said Representative Marjorie Taylor Greene, a staunch Trump supporter. For once she disagreed with Trump. "It's going to be very difficult to overturn the 2020 election, and so I'd hate for anyone to get their hopes up thinking that President Trump is going to be back in the White House in August," she said. "Because that's not true." Indeed, it was previously reported that there is “no legal path for Trump to be reinstated,” which makes White House officials worried that the conspiracy theory could trigger violence. And this is what Trump is shooting for – massive protest and violence sparked by Trump’s militia supporters. And all that Trump has to do is to draw his supporters to the White House just like he did on January 6th when he urged his supporters to gather in front of he White House where he incited them to go to the Capitol and breach the building to stop the counting of the Electoral College votes. With the metal fence that was

built around the White House after the January 6th insurrection partially taken down on July 7th, breaching the White House would be a lot easier. Trump’s supporters would be armed and ready to face the police. And it could really be bloody, which was what Trump’s supporters really wanted to happen, hoping that it would ultimately lead to a civil war. Trump would then march to the White House with thousands of his armed supporters. Since the Insurrection Act prohibits the military from being used in civil disturbances, the National Guard may have to be activated to control the situation. And Trump would call his supporters across the country to join the fight. Within a day or two, the US would be in the midst of a civil war. I fervently hope a civil war would be averted. But Trump continues to peddle his unfounded claims that the 2020 election was rigged in favor of Joe Biden. And that infuriates Trump’s supporters. Well, if his post-election rallies were an indication of his future plans, then we know that he is taking control of the Republican Party, which would put him as the de facto leader of his party leading to the 2022 midterms and ultimately the 2024 presidential elections with him as the GOP’s presidential nominee. But one thing is haunting Trump right now. There is a federal criminal case against Trump Organization, which would open up other criminal charges

Philippine News Agency report showed Cebu Pacific flight 5J 671 carrying one million doses of government-procured Sinovac COVID-19 vaccines landing at the Bay 116 ramp of the Ninoy Aquino International Airport Terminal 3 in Pasay City arrived Wednesday morning July 14, 2021. Vaccine czar Carlito Galvez said the newly arrived vaccines will be administered nationwide. "Mostly for the 2nd dose," in a press briefing. 1.5 million more vaccines are expected to arrive on July 17. The Philippines expects to receive a total of 16 million doses of COVID-19 vaccines this month earlier said Cabinet Secretary Karlo Nograles, who also co-chairs the Inter-Agency Task Force for the

Cucina Filipinas in Winkler featuring "Chow Down Burger" Explore Morden Winkler Burger Week runs July 26 to 31

A

restaurant in Winkler, Manitoba is bringing some Filipino flair for its entry in the upcoming Burger Week which, like other Winnipeg themed weeks, will have Morden and Winkler restaurants bring their bold burger offerings to Southern Manitoba. The event is held by Explore Morden Winkler, a tourism initiative by the two cities and the RM of Stanley, and has seen success in the past with Burger Week, Poutine Week, and Pizza Week. Nina Pinlac-Manuguid and her husband Randolph Manuguid opened their restaurant Cucina Filipinas in the Fall of 2019 after coming to Canada in 2009 and 2011, respectively. Their success in Southern Manitoba can be attributed to the growing Filipino population in the area, as well as Filipino cuisine being unique to most people in the Morden-Winkler region. In their Burger Week debut, Cucina Filipinas has partnered with fledgling Instagram foodie ChowDown Manitoba (@chowdownmb) to create

Culture clash leads to inspiring podcast "Recovering Filipino" by Jim Agapito

G

rowing up in a multicultural society is a challenge to some people especially in a closely-knit Filipino community where history and heritage have been the strong binding forces. Children born here have to conform to the family's connectivity with their own customs and traditions. But it seems the Canadian way is a much stronger force and thus, some children have quietly rebelled against the usual way of life, instead, they turn back and build their own cultural environment, ignoring their connections with their roots. One of these is Jim Agapito, 41, a young and bold filmmaker, writer and producer, who found himself caught by a culture clash leading to the production of a new podcast "Recovering Filipino." Jim Agapito was born in Winnipeg from a solid family with an attachment to Filipino customs and traditions. Jim had taken a different path by ignoring the many ways and beliefs sacred to the family. And focused on what he liked in his life. Instead of attending some Filipino functions and events and not feeling interested in Filipino cuisine, he concentrated on his studies at Durham College with a BA In Journalism, and Digital Film Production froma the Red River College. And that was the beginning of his journey. His first TV movie short was "Sister" in 2008 as a producer for APTN as a project with CBC's Creator Network and CBC

Manitoba. He has gone a long way as a producer, director, photographer, and project manager and in the field of journalism. When Jim Agapito isn't working on his multimedia projects, he writes, does boxing, takes photos, and sings in a punk band. And he is now working with the CBC. Last June 2021, A new podcast, "Recovering Filipino" was launched and hosted by Jim Agapito with producer Julie Dupre. Interestingly, this podcast will explore life, life, family, and Filipino culture through the eyes and escapades of Jim. Q- FJ: What alternative activities you have pursued to detach from your cultural roots and what strong factors have led you to go on a different route? Are you comfortable pursuing those initiatives? - Certain lifestyle choices cause me to detach from my cultural roots as a youngster. I was a vegetarian for a decade. I've also been a punk rocker for the majority of my life which raised many eyebrows in the family. My family didn't understand why I made these choices. I also didn't eat at family events so that caused a huge divide between me and my family. Things have changed (you grow up) and we all better understand each other now. Q-FJ: At what point in your life to be awakened to the reality that you and your family have strong connectivity with your own culture and heritage? My family always loved me. Perhaps

I was sick of being teased for being a little different but that's just what families do. I get that now. I began to ask more questions in the past couple of years. It intensified after my lola called me a bad Filipino while she was leaving for the airport in 2019. She was upset that I knew little of the language, traditions and cultures. It's what spawned me on this recovery mission of my Filipino identity. Q-FJ: Are your parents, your siblings and most especially your Lola involved to guide you to embrace Filipinonism? Like savouring Filipino cuisine, attending some cultural and social events. - Unfortunately, COVID put a damper on all of those in-person events. However, my entire family, especially my mom, has been involved in this journey. Each episode features family members. My mom has been along for the entire journey and she's quite the character. She's been the impetus for me asking the questions and topic for each episode. - I am trying to savour many things in the culture now. While I can't say I'll eat a lot of the dishes that are presented in front of me, I can say

I'm more likely to try new things. I'm hoping to attend more cultural and social events when things open up post-covid. Q-FJ: Have you missed some of those delectable Filipino cuisines or just ignore them and instead, just "dig" on the Canadian food? - In episodes 2 & 3 I go into details about why I've ignored a majority of Filipino cuisine. My family insisted I didn't have allergies to seafood, even though I had allergic reactions to them. They were convinced it's just a life phase. That negated me from

eating half the dishes prepared at family functions. - I was also a vegetarian for years... I was nearly thrown out of the family by lola for not eating. Keep in mind I love pancit, all the desserts, lumpia, Lechon and calderetta now.... as a visual person, the look of Filipino food didn't appeal to me at the time... MLA Jon Reyes appointed as Minister of Economic Development and Job Jon Reyes, MLA for Waverly, is appointed by Premier Brian Pallister as Minister of Economic Development and Job today, July 15, together with two other MLAs. Reyes will help lead efforts to enhance Manitoba's post-pandemic economic recovery. First elected as MLA St. Norbert in 2016 and after this constituency was dissolved, Reyes moved to Waverly and won the legislative seat last 2019. Reyes first government appointment under the government of Brian Pallister was as a Special Envoy for Military affairs. Reyes is a veteran of the Canadian Armed Forces, and the founder of and the first president of the Manitoba Filipino Business Council, and former Kidney Foundation director. After his 10 years in the military, Reyes pursued a Bachelor of Commerce in Entrepreneurial Management at Royal Roads University in Victoria. Reyes is the 2nd Filipino descent to be appointed as member of the cabinet.

“LOCKDOWN”, controversial and timely movie earns praises and raves “LOCKDOWN,” written by Troy Espiritu and directed by film master Joel Lamangan earns praises and raves from cinema aficionados and critics after it was shown in a special screening held at Sine Pop (Cubao) recently. “It tells the sad but true plight of our poor kababayans who are the hardest hit in this lockdown and have no choice but to make ‘kapit sa patalim’”, says seasoned film critic Mario Bautista. Another respected film critic, Pablo Tariman opines: “The latest Lamangan film is by turns poignantly moving and shocking. It is a standout film in this time of pandemic. It is by turns depressing and shocking, but it is the truth. Whether we like it or not, the film is about lowlifes during the era of COVID-19.” “The theme of the film is about a person's choice in times of desperation, which was heightened because of the pandemic situation,” declares Film Development Council of the Philippines (FDCP) Chair Liza Diño-Seguerra. Quezon City Mayor Joy Belmonte remarks: “It is a brave, daring, courageous movie… It’s a movie that talks reality, and for me, tama lang. And at the same time, a great move on reconciliation of some cultural missteps you have done before? - I'm still learning but it's a step at being a better Filipino. My story is completely different from other 2nd generation Filipinos but I'm happy

Q-FJ: And since 2009, you are involved in making the documentary, what are some of your plans to heighten the unique Filipino culture and heritage? - I will continue to tell our Filipino stories using all of the skills I have as a storyteller. Whether it's film, radio, via the web or in print I will continue promoting our culture any way I can. Q-FJ: Any plan to visit your Lola and the Philippines and expand your knowledge on your cultural roots? - 100%! That's the goal! As soon as restrictions loosen and I can get time off from work I will go. Q-FJ: Any regrets? None whatsoever.

Ano'ng Masasabi Mo? (Readers' Column) by Kathryn Valladolíd Ebrahim

To Wok or Not To Wok...with DTI (On the Standardization of Filipino Dishes) "Standardization is the process of implementing and developing technical standards based on the consensus of different parties that include firms, users, interest groups, standards organizations and governments."--Wikipedia Much talk has been going around these days in the Philippines about the plan of the Department of Trade and Industry (DTI) to standardize the preparation of 'adóbo': a dish native to the Philippines and popular among Filipinos everywhere, even abroad. This is apart from the preparation/cooking of sinigáng, lechón, sísig, and other Filipinoattributed dishes, which the said committee also proposed to box. The said move has caused much confusion as reflected within a number of social media fora among netizens nationwide (even outside the country), where a myriad opposing interpretations and opinions have been raised. Through the years, adóbo has been synonymous to the Filipino (a race allegedly present in most countries) and/or the Philippines. When one thinks of adóbo, either the Filipino or Philippines comes to mind--thus the common suggestion of making it the Philippine national dish. The most celebrated

viand in the Philippines, adóbo has a commonly salty, sour, garlicky taste, which can also be sweet and at times spicy. The influence in the preparation of the dish comes from its Spanish, Latin, and Mexican roots; but Filipinos have eventually popularized it more, worldwide and in a variety of ways. The Department of Trade and IndustryBureau of Philippine Standards (DTI-BPS) has ostensibly created a technical committee on Filipino dishes (BPS/TC 92) chaired by Glenda Barretto, founder of Via Mare Corporation; and vice-chaired by Myrna Segismundo of the Food Writers Association of the Philippines (FWAP) and Raoul Roberto Goco of the Hotel and Restaurant Association of the Philippines (HRAP) (Rappler, 10 July 2021). This is to ensure that the basic and standard manner of cooking remains singular and intact. In other words, the body is expected to have had developed Philippine National Standards (PNS) when it comes to cooking adóbo, sinigáng, sísig, lechón, and other popular native dishes. In a matter of days, the issue has blown up to being dubbed as the Adóbo Fiasco after the netizens' interpretations and opinions on social media only zeroed-in on the highly celebrated Filipino dish and its supposed standardization. Why has this matter illicited so much hype? Truthfully, when it is said that something is going to be standardized by the government or a technical committee formed by a government agency at that, it is meant to box all information

related to it and for anyone who would go against it, penalties will ensue. Seriously, it is not just about monetary penalties, but even including jail time. This is why netizens are spinning their heads. The issue is on food--a basic need-and something that is based on taste (literally and figuratively) and preference. How can a government agency standardize food preparation when there is a huge tendency for anyone to veer away from the basic manner of cooking those food on certain circumstances? Will they also include standardized provisions for serving sick people? How about in the event of war? Will they be able to include all situations that involve the preparation of food per se? If the answer is no, then they're in the wrong business. A government-appointed body should work on all points and form of provisions affecting the matter and not just meal preparation based on a recipe. Otherwise, that would just be a stylized cook book with penalties in tow. Bear in mind that due to the diversity of culture and tradition within the Philippine setting, there are now varied ways of preparing adóbo. After all, there's pork adóbo and then also chicken adóbo, chicken-and-pork adóbo combined, adóbong pusít, adóbong kangkóng, adóbong kabuté! Which one of the said varieties would they want standardized? Who would decide which one is the official, making all others nonstandard thus unacceptable--and worse, illegal? Is the government concerned too much about the international image of the Filipino that they want to standardize even the preparation of popularized native food? Why is there the need to control food preparation when it is obviously based on taste and/or preference? Then, what's next? Standardize manner of eating, sleeping, walking, talking, laughing, crying? Mind you, the move--if pursued by the DTI--will be official; and penalties might be in place once an individual commercially prepares it in a "non-standard" manner. Variations are not acceptable in that sense. Keep in mind that it is a government provision that the individual is going against. In my opinion, a change of terminologies should be in effect. If they do not want to be misconstrued in their honorable intentions on creating a compendium of "standard" preparations with regard to certain native Filipino dishes, then what they should come up with is simply a guide or reference to the preparation/cooking of such. Create the guide as only a suggestion or recommendation and not a standard. Let it still be Kulinárya: A Guidebook to Philippine Cuisine, as initially deemed and be promoted internationally to represent fine Filipino food culture. 've been exploring the archives of the '60s to early-'70s Sunshine/ Psychedelic Pop genre, and I continue to discover many amazing bands whose music I might have heard in the past only in passing or never heard at all. Sunshine Pop is best characterized by ornate vocal harmonies; catchy melodies made usually of string, woodwind, and horn orchestration; and lyrics that often spoke of summer, weekends, vacations, beautiful balloons, gumdrops, and anything bright, colorful, and nice. The genre has been popularly represented by groups such as The Beach Boys, The Hollies, The Monkees, The Zombies, and, of course, The Beatles. However, the music of these bands is just a tip of the iceberg. There remain countless

bands to revisit, the likes of Harpers Bizarre, The Five Americans, The Free Design, The Sugar Shoppe, The Yellow Balloon, Manfred Mann, and The Love Generation. Speaking of The Love Generation, it was founded in 1967 by the brothers John and Tom Bahler with Mitch Gordon, Jimmy Wasson, Mariyn Miller, and Annie White. In its twoyear activity, the band released three studio albums: 1967's self-titled and the following year's A Generation of Love and Montage. In 1969, The Love Generation dissolved for good. Recommended songs are "Groovy Summertime," "When the Sun Goes Down," "Consciousness Expansion," "Fluffy Rain," "Magic Land," and "Montage from How Sweet It Is (I Knew that You Knew)."
