Smiles and Sight Mission 2024 Provides Free Oral and Eye Healthcare To Impoverished Villagers in the Philippines

The Smiles and Sight 2024 Mission in the Philippines from February 19March 2 2024, was an initiative steered by dentist Dr. Tricia Magsino Barnabé. Nine volunteer dentists from Winnipeg, Brandon, Edmonton and Victoria, together with one hygienist, one dental assistant and several other support members provided free dental services to villagers in underprivileged areas in the Philippines. Joining them was a local eye care team of 17 members to provide free vision examinations and optical care. These two distinct divisions set up adjacent temporary clinics in two impoverished villages established by the charity organization ANCOP (Answering the Cry of the Poor). The first mission site was in a village in the middle of Quezon City slums on Visayas Avenue, and the second mission site was in the community of Pagbilao in Quezon province.

The mission took shape when Dr. Tricia Magsino Barnabé resolved to allot some proceeds from her musical revue New Beginnings in a New World to subsidize a mission in the Philippines. She procured the assistance of Dr.

Tom Colina, who had led successful previous dental missions, to mobilise a dental team. Dr. Ronald Mervin Sison, a licenced optometrist in the Philippines, offered to assemble a group of optometrists from surrounding areas of the mission sites to add vision and optical care.

Volunteers were expected to fund a portion of their mission out of their own pocket. Due to an approximate dental budget of $125,000 and an eyecare budget of approximately $10,000, a fundraising campaign was created to raise awareness and further support the mission.

The Philippine Fiesta for Smiles and Sight event at the Vickar Ford location in November 2023 was a successful in obtaining generous sponsors, donors, and patrons.

During the 6.5 clinic work days at the mission sites, 632 dental patients were assessed for dental disease and other oral treatment needs. From these patients, 825 tooth extractions were performed and 320 restorations (total of 550 tooth surfaces). In addition, 246 patients were provided with dental cleanings, oral hygiene presentations, instructions and fluoride application.

The eye care team examined 778 patients for standard refraction, colour vision, depth perception, and heterophoria (eye muscle deviations). They dispensed 517 pairs of eyeglasses for either distance only or bifocal glasses. As well, additional reading

glasses were distributed to patients in need. Patients that presented with conditions such as cataracts, low vision, colour blindness, etc., were referred to local specialists for further assessment.

The Smiles and Sight Philippines Mission 2024 is a cooperative effort with the Manitoba Dental Association, Vickar Automotive Group, Integral Dental Group, and A Million Dreams, with extra support from Couples for Christ, supporters from the Smiles and Sight Fundraising Philippine Fiesta, and media sponsors The Filipino Journal, Pilipino Express, 92.7FM CKJS Radio, Barangay Canada, and Bond Printing. Dental labs companies and dental supply companies subsidized and donated dental supplies for the mission. Eye exams, frames, lenses and optometrists were provided by Perez Optical, and additional reading glasses, oral medications and local anaesthetics were donated by the Dona Marta T. Hernandez Foundation in the Philippines.

Senator Tulfo Grills PCSO Executives Over Lotto Winners' Anomalies

In a session held by the Senate committee on games and amusement, chaired by Senator Raffy Tulfo, Philippine Charity Sweepstakes Office (PCSO) officials faced intense scrutiny regarding irregularities surrounding lottery winners. Among the alarming cases discussed was a bettor who astonishingly claimed prizes 36 times within a mere six months, alongside another individual who wagered a staggering P90 million to secure a P640-million jackpot.

During the hearing, Tulfo probed PCSO General Manager Melquiades Robles on the recurring instances of multiple winners in a single draw, including a scenario where 433 individuals emerged victorious in a 6/55 Grand Lotto pot. Furthermore, Tulfo raised concerns about potential money laundering activities, particularly in the case of the bettor who invested P90 million to secure the hefty jackpot.

China Asserts US Interference Rights in South China Sea Dispute

China issued a firm rebuke on March 19, asserting that the United States has no jurisdiction to intervene in the South China Sea conflict. This statement came in response to US Secretary of State Antony Blinken's reaffirmation of Washington's commitment to defend the Philippines against potential armed aggression in the disputed region.

Foreign Ministry spokesperson Lin Jian declared during a routine press conference in Beijing that the US, being a non-party to the South China Sea dispute, lacks the authority to meddle in maritime affairs concerning China and the Philippines.

Blinken's visit to Manila, aimed

at bolstering US support for regional allies amid tensions with China, prompted China to warn against any military cooperation between the US and the Philippines that could impinge upon China's sovereignty and maritime interests in the South China Sea.

DOH Disburses P76.1B COVID-19 Allowance for Health Workers

The Department of Health (DOH) announced on March 19 the release of a substantial sum totaling P76.1 billion to cover the health emergency allowance (HEA) for frontline health workers amidst the peak of the COVID-19 pandemic.

This allocation accounts for 8,549,207 claims spanning from July 1, 2021, to July 20, 2023. Under the General Appropriations Act, P19.9 billion was earmarked for the HEA in the programmed appropriations for the fiscal year 2024. Nearly all of this sum, amounting to P19.7 billion, has been disbursed to eligible health facilities.

However, the DOH highlighted a remaining deficit of approximately P27 billion needed to settle arrears owed by healthcare facilities.

The Public Health Emergency Benefits and Allowances for Health Care Workers Act mandates the payment of the HEA, entitling health workers to monthly compensation corresponding to their employment's

risk level: P3,000 for low-risk areas, P6,000 for medium-risk areas, and P9,000 for high-risk areas.

To ensure compliance with regulations, the DOH emphasized the necessity of memorandums of agreement (MOAs) and full liquidation of previously released HEA funds by healthcare institutions

before additional disbursements.

"We are ready to release the funds as soon as the concerned private and LGU hospitals will comply with the law that requires liquidation," the DOH stated, reaffirming their commitment to supporting healthcare workers during the ongoing health crisis.

Actresses Bea Alonzo and Julia Barretto reportedly buried the hatchet with the assistance of singer-actor Darren Espanto during the surprise celebration of former Star Magic head Johnny "Mr. M" Manahan's birthday at Resorts World Manila last Saturday night.

Manahan, who turned 77 on February 11, facilitated the reunion between Alonzo and Barretto, both

former Star Magic talents, as he currently serves as a consultant for GMA's talent division.

‘Ma-Buhay’ Musical: A Homage to Filipino Arts, Pride, and Community in Manitoba

Rainbow Stage is igniting the Filipino spirit with its groundbreaking production, marking a vibrant celebration of its 70th anniversary season. The beloved theatre will be the stage for the world premiere of "MaBuhay," a musical masterpiece embedded with the heart and soul of Filipino artistry, crafted by Winnipeg’s own Joseph Sevillo.

"In our history, we've mostly brought to life stories told on Broadway—iconic tales like 'The Wizard of Oz' or 'Mary Poppins' during this summer season. These are the narratives our acting community traditionally immerses itself in," expressed Carson Nattrass, artistic director of Rainbow Stage. "Yet, for the very first time in our sevendecade legacy, we're unveiling a story born from our own creative pursuit."

Rainbow Stage proudly announces "Ma-Buhay" as Manitoba's inaugural fully Filipino musical, and a groundbreaking first for Rainbow Stage in commissioning and nurturing a musical from its inception. Set against the contemporary backdrop of Winnipeg, the story weaves through the lives of three young Filipinos, each hailing from diverse socio-economic realms, as they navigate the pressures and dreams of a prestigious singing

competition's grand finale.

Joseph Sevillo, a luminary in musical theatre with two decades of experience, orchestrated an extensive audition process, drawing over 120 talents from across Canada to fill the musical's 22 dynamic roles. "We demanded a multifaceted showcase of talent—actors were tasked with mastering songs, acting scenes, and two complex dance routines. It was crucial that every ensemble member possessed a robust proficiency in acting, singing, and dancing, ensuring a seamless fit for leading roles," Sevillo detailed.

Among the cast is the distinguished Andrea Macasaet, returning from Broadway where she shone in the original cast of "SIX." A Winnipeg native, Macasaet steps into the shoes of Celina Davina Molina, a role she approaches with deep affection and anticipation. "Growing up, I longed for productions that mirrored my Filipino heritage. Now, returning home to lead such a project feels like a cherished dream realized. It's a testament to the rich tapestry of talent within Winnipeg's Filipino community," she reflected.

Audiences are promised an electrifying experience, with Macasaet hinting at "stellar" singing performances and exquisite

In a vibrant celebration of the Philippines’ diverse heritage, Fleur de Fusilero proudly unveiled the "7,000+ Islands: Nature, Culture, and Community" exhibit at The Leaf Flora of the Philippines Exhibit, marking a significant event in the cultural calendar. Held on March 17th, from 2:00 to 4:00 PM, this enriching experience was part of the general admission, offering attendees a deep dive into the heart of Filipino culture, its sprawling archipelago, and the collective spirit that binds its people.

The exhibit embarked on a journey across the Philippines' roughly 7,000 islands, each a repository of unique biodiversity, history, art, language, and culinary traditions. It was a homage not only to the natural beauty of the Philippines but also to its rich cultural fabric, woven through centuries of tradition and communal ties.

A highlight of the event was the live performances of Kundiman and Harana music, traditional Filipino love songs that evoked the country’s picturesque landscapes and romantic spirit. These performances, rendered by local artists, resounded with the audience, transporting them to the serene and lush vistas of the Philippine countryside.

Adding a deeper layer to the exploration of Filipino culture, Aira hosted Stories and a Tagalog Guided Tour. This segment offered insights into ancient tales and legends, providing a window into the hidden gems of the Philippine archipelago. As we glide into the final weeks of the QPAM Adult Learn to Skate program, it's time to reflect on the incredible journey we've embarked on over the last eight weeks. From hesitant first steps to confident strides, participants have proven that it's never too late to learn something new and embark on a journey that can turn into a lifelong passion.

Skating is not just about the physical act of moving on ice; it's about the joy of freedom, the thrill of improvement, and the warmth of community. Each session, our participants have embraced these experiences, supported by the enthusiasm and expertise of our coaches. Together, we've transformed the rink into a place of laughter, learning, and personal growth.

This program, supported by the Manitoba Arts, Culture and Sport Fund, has shown that age is but a number when it comes to learning new skills and pursuing your passions. Whether you're 18 or 80, the ice welcomes you with open arms, offering a unique blend of physical exercise, mental relaxation, and social interaction.

This special day is not just a showcase but an invitation to experience the joy of skating firsthand. An Evening with the Lieutenant Governor: Tech Talk at Government House

Last night, I got to be part of a special event called "An Evening at Government House," all about the tech scene in Manitoba. It was a deep dive into what makes our tech community tick, the big challenges we face, and how we can make things even better.

Moderating the evening was Adam Vitt, Economic Development Winnipeg and the three panelists included Joelle Foster, North Forge Technology Exchange, Kelly Fournel, TechManitoba and Paul Card, Neo Financial.

We talked a lot about the tricky path startups have to walk, especially getting noticed and winning their first customers. This early stage is crucial for getting feedback and making their products better. We all agreed that making it easier for these startups to work with big organizations could be a game-changer. Programs at North Forge which include ElevateIP helps founders with potential funding up to $100,000.

Money, or the need for more of it in the form of investments was a hot topic. Getting more investment isn't just about helping startups grow; it's about making Manitoba the place to be for talented folks looking for a great place to work. We're excited about the idea of using our success stories to attract more investment and trying out new ways to support our startups financially.

Finding and keeping talented people was another big theme. Discussions included how Manitoba

must shout about our great quality of life and affordable living to attract people from all over. Keeping our local talent happy and attracting new brains is crucial for a buzzing startup scene.

Technology's power to boost our economy was clear. It's not just about the new jobs created; it's about making everything we do more efficient. We all think that working closer with tech hubs, schools, and businesses to tackle big problems can really speed up our growth.

Getting everyone involved in supporting the tech scene was highlighted as super important.

Whether it's volunteering, mentoring, or just spreading the word about tech events, every little bit helps.

Looking back at the night, it's clear we all see a bright future for Manitoba's tech scene. We've got unique strengths that we're ready to use to tackle our challenges head-on. It's about doing more than just recognizing our potential; it's about taking real steps to make Manitoba an even better place for tech companies and professionals.
