Manny Pacquiao officially hanging up his gloves

Duterte is still a candidate to beat for VP

I

n the upcoming 2022 elections, President Rodrigo Duterte remains to be the vice-presidential candidate “to beat”, Malacañang insisted on Wednesday, September 29, 2021. Presidential spokesperson Harry Roque noted that there are still uncertainties in Duterte’s electoral bid since President Duterte has yet to file their certificates of candidacy. The filing of certificates of candidacy is set on Oct. 1 to 8. “Be that as it may, the President remains the candidate to beat in the 2022 elections,” he said in a statement. A PDP-Laban faction led by Energy Secretary Alfonso Cusi is pushing for Duterte to run for vice

president and said the group will continue to highlight Duterte’s achievements in his stint as chief executive. President Duterte has already signed the party’s certificate

of nomination and acceptance to run for vice president. However, this PDP-Laban faction is still convincing Senator Bong Go to be Duterte’s running mate.

De Lima seeks court's approval to publicize her COC filing preps

Sen. Leila De Lima, 62, confirmed her reelection bid and asked the Muntinlupa Regional Trial Court Branch 256 in an urgent motion on Tuesday, September 29, 2021, to "direct the PNP-Custodial Service Unit to allow the taking of her Certificate of Nomination and Acceptance (CONA) and Certificate of Candidacy (COC) photographs inside the PNP Custodial Center in the earliest possible time. De Lima, who is one of Duterte's menacing critics, has been incarcerated since Feb. 24, 2017, over her alleged entanglement in the illegal drugs trade which she strongly repudiates the charges against her and said her incarceration is meant to silence her. The detained senator has asked a Muntinlupa court to allow a photographer at the Philippine National Police (PNP) Custodial Center to take her pictures and her lawyer to notarize documents required for her candidacy for the Senate anew in 2022, assures will observe proper health and safety protocols imposed at the PNP Custodial Center, where she is detained. The Commission on Elections set the filing of certificates of candidacy for the May 9, 2022 polls on Oct. 1-8, 2021. The Prosecution has been asked to comment on the motion.

anny Pacquiao threw his hat into the presidential race a few days ago as the standard-bearer for the PDP-Laban faction. After so much speculation, Pacquiao is officially hanging up his gloves and confirming his retirement from boxing in a 14-minute video statement on Facebook on Wednesday, September 21, 2021. Pacquiao was upset by Cuban Yordenis Ugas in August in Las Vegas in what turned out to be his swan song. His legacy as one of the greatest to ever do it has long been cemented despite the stunning loss. Pacquiao is boxing’s only eight-division champion. Three years after making his debut as a scrawny 16-year-old he won his first world title as a flyweight in 1998. Pacquiao made his United States debut as a replacement fighter and scored a gleaming win over the favored Lehlo Ledwaba to claim the IBF super-bantamweight crown, in 2001. That bout paved the way for his stardom. Pacquiao, who was elected senator in 2016, departing from the boxing scene means he will solely focus on his political career as he aims for the highest post in the 2022 elections.

150 Chinese fishing vessels spotted in the West Philippine Sea

D

uring the House deliberations on the proposed national budget for the fiscal year 2022, it was disclosed by the National Security Council (NSC) through Muntinlupa Representative Ruffy Biazon that there was the presence of an estimated 150 Chinese vessels doing "fishing" operations. Biazon, who sponsors its budget, is also the vice-chairman of the House committee on national defense and security. Gabriela party-list

Representative Arlene Brosas inquired about the continued presence of the Chinese vessels in the West Philippine Sea and asked what are the specifications of the Chinese vessels in the resource-rich region. According to Biazon, these vessels look like civilian vessels, however, they really have some "strategic" mission. However, Biazon refused to disclose the number of Philippine military vessels deployed in the area in the interest of national

security. The presence of the Chinese Navy vessels was on top of the estimated 240 Chinese militia vessels scattered in the territorial waters off Kalayaan in Palawan also in the Philippines exclusive economic zone and continued to be monitored. Six vessels of the Chinese Navy, including at least three warships, were spotted in the West Philippine Sea by Philippine sovereignty patrols this April.

s seen on a teaser poster of GMA Network Facebook page on September 29, 2021. It shows a blurred photo of the new GMA talent gesturing finger heart. Alluding fans that “Kuya” will be coming to the network “soon,”. It appears longtime Kapamilya Kim Atienza will no longer be appearing on ABS-CBN as GMA teased a certain “Kuya” joining the network. Eagleeyed fans automatically speculated the network was referring to “TV Patrol” weather anchor Atienza but GMA did not provide further details about the obvious yet unidentified personality. Kuya Kim is best known for his educational show “Matanglawin. Appeared as a host in several ABSCBN shows, such as the morning show “Umagang Kay Ganda,” noontime variety program “Its

Maja Salvador joining Eat Bulaga? It further intensified when Eat Bulaga! revealed in a separate teaser the title of the segment—"Maximum Sayawan" in which the words bore the initials of Maja: M.S. Maja does not have any contract with any station, so she is free to join any TV show, her fans pointed out but still there were those still wishing to see her back in ABS-CBN. Maja is currently working on two shows with TV5, the prime-time series Nina Nino and POPinoy, a realitysinging competition where she is a judge. The show is produced by Archangel Media, a subsidiary of APT Entertainment and TAPE, Inc. coincidentally the producer of Eat Bulaga! Maja's inclusion in the noontime show has yet to be confirmed and announced.

Foodie influencer Primrose Madayag Knazan to launch debut YA Novel Lessons in Fusion Winnipeg, MB: Lessons in Fusion is a coming-of-age story of family, identity, and creativity. Readers will get a behind-the-scenes glimpse into life as a food blogger. Try your hand at Sarah’s fusion recipes, detailed at the opening of each chapter. PRIMROSE MADAYAG KNAZAN writes from a distinctly Filipinx-Canadian, Jewish, and woman’s perspective. Her plays have been produced by the Royal Manitoba Theatre Centre, Winnipeg Jewish Theatre, and Sarasvati Productions. Her work has been featured at the International Writers Festival, CBC Radio, the Winnipeg Fringe Theatre Festival and other theatre festivals in Winnipeg and Toronto. Her plays have been published in the anthologies Breakout: an anthology of emerging Manitoban playwrights, Beyond the Pale featuring writers

National Day for Truth and Reconciliation

anitobans recognized the first National Day for Truth and Reconciliation on Thursday, September 30th. The day was an opportunity to learn and engage in meaningful discussions about residential schools and its tragic enduring legacy in our country. In June, the House of Commons passed Bill C-5, establishing a new federal statutory holiday, National Day for Truth and Reconciliation to be observed on Sept. 30 annually starting this year. The Manitoba government has also recognized this day as a day of observance to encourage reflection and meaningful discussions about the impacts of residential schools. Observing the day was vital to memorializing residential school experiences, witnessing and honouring the healing journeys of survivors and their families, and committing to the ongoing process of reconciliation. National Day for Truth and Reconciliation is just one-step in the process to heal the relationship with Indigenous peoples by having meaningful discussions about the

trauma Indigenous peoples and their families have faced and to build a bridge to a new, healthier, more positive and productive relationship. We all have a role to play in the reconciliation and healing process for Indigenous peoples who have suffered the physical and emotional trauma of the residential school system and with recent tragic discoveries on the grounds of residential schools across Canada makes this day even more significant. In 2017, Manitoba passed legislation to recognize formally Sept. 30 as Orange Shirt Day to encourage meaningful discussions about the trauma of residential schools. Flags on all provincial government buildings were lowered to half-mast to align with long-standing protocol for all National Days of Observance. Schools and non-essential government services and offices will also be closed for the day to observe the National Day for Truth and Reconciliation. At sunset, the Legislative Building was lit up with an orange Every Child Matters graphic to honour the children that never returned home from residential schools. The graphic was designed by Natalie Thiessen in partnership with Manitoba Keewatinowi Okimakanak Inc. around 215,000 people and offered 7,300 advance and 61,400 election day voting desks in 338 electoral districts. • 22 registered parties were represented and 2,010 candidates were confirmed. "I want to thank electors for their participation and patience during the election as we implemented safety measures. I know that this voting experience was different for many Canadians, and in some

cases more difficult," says Chief Electoral Officer Stéphane Perrault. "I also want to take the opportunity to thank the returning officers and all of the election workers who worked tirelessly to deliver what was truly an unprecedented election in these challenging times." Kiddie Patrol to help educate the children for safety!

K

iddie Patrol was held on evening of Sep 23. The event was made possible through collaboration by groups 204 Neighbourhood Watch Inc, St James Deerlodge Neighbourhoud Watch, Bayanihan sa Winnipeg and Sulat Kamay Charity. In 2019, 204 Neighbourhood Watch Inc. launched the Kiddie Patrol. The objective of such is to start educating people about the issues in community safety at a young age. Children are greatly affected too by these issues, as an example, many drug paraphernalias such as needles and drug baggies are found on playgrounds and schools in Winnipeg. Through the Kiddie Patrol, the children get educated in a safe and fun way by having mock patrol, games and treats. The pandemic had suspended the Kiddie Patrol initiative for almost two years, so when it had become safe again for community gatherings, 204 Neighbourhood

Watch immediately made plans with fellow cause oriented groups. On Sep 23, young patrollers walked from the corner of Portage and Ferry Road to Bourkevale Park.

Finding Strength in and Extending Support to Each Other when they are in need. And this is their choice. Socially, support involves a balance: whoever is stronger, should ideally help uplift the other, and vice-versa. That way, strength is exhibited while adversities are conquered. This should not encourage dependency, but to otherwise empower and inspire the person in need to be well ascertained of his future as a result of the kind act. It does not require repayment, but the gesture and notion of giving back should come from the person himself to somehow remember the kindness that was extended to him. As the old adage says, "Do not kick a man when he is down." The essence of support and the provision thereof is to provide assistance to a person until such time when he can regain a balanced footing as he bounces back to life anew. My siblings and I were brought up in a very authoritative environment which didn't allow much thinking as everything was already made out for us. All we needed to do was to open our eyes. We were put through the best schools in Metro Manila which gave us a good headstart. Growing up, I can speak for all of us that we individually had a good and healthy social life. Problems came and went, but family and friends were always around to give the much needed support. Good thing, my siblings and I were the thinking kind. In terms of buildings, it is that which carries the weight and holds up a particular structure (i.e. pillars, bricks, etc.). Bearing the weight, however, could be equated to emotional support in which one person who is at his lowest is given a boost of morale to encourage and inspire him until he gains back his footing. Thus, the weight of the problems he currently faces is lighter as he is now ascertained that he can plan for a brighter future. In our daily lives, we experience support in its different forms, as needed: emotional/moral (love, trust, caring, empathy), financial/ material or instrumental (tangible, assistance, service), and informational (advice, suggestions). In my point of view, whether we have been the giver or the receiver, everyone-from womb to tomb--has known an amount of support. Support, I believe, is malleable in such a way that it emanates from when and how it is needed and expands from there. As an example, people who are considered indigents would be needing support from the government for them to be able to function daily. In turn, livelihood programs are developed by their community's local government to aid and contribute to the health

and strength of the masses. Their children are educated at the public school of their choice. On the other hand, foundations established within the private sector provide assistance in any way possible to alleviate poverty. This can serve as an opportunity for them to improve their lives. Not everyone is born into a life of privilege. There may be friends who will seek financial assistance once in a while, with the promise to pay. Lending money should not be a problem, all the more if it is within the person's capacity. It only becomes troublesome when the promise of payment is not fulfilled. Hence, the unwritten social contract pertaining to it is broken--as well as the friendship. A grieving person is extended the much needed compassion and kindness. Support, in this manner, is in the form of understanding, empathy, words of comfort and sympathy, et cetera. Know that a person, in general, is vulnerable. Support is given freely out of the kindness of one's heart. There are those whom one may say to be too kind to a fault. They extend support almost blindly to the point of abuse. For some reason or another, there are those who may even demand support. Persons are obligated to give support only to their minor children since they still do not have the means and capacity to fend for their own lives. There are laws that govern this humanitarian act. There are parents, however, who still provide support to their children already in their legal age

n March 14, 2018, President Rodrigo Duterte declared the Philippines was withdrawing its membership in the ICC (International Criminal Court), thinking that he wouldn’t be prosecuted for allegations that he was responsible for the killing of thousands of Filipinos during his presidency. Prosecutor Fatou Bensoula of the ICC began the investigation early in February 2018 on the basis that murder, torture, and other crimes against humanity were present in the government’s anti-drug program during the first three years of the Duterte administration. Last June 14, 2021, Bensouda announced that she had concluded her preliminary examination in the Philippines and is seeking authorization from the ICC’s judges for a full investigation into crimes against humanity committed in connection with the country’s “war on drugs” between November 1, 2011 March 16, 2019. Supreme Court decision In a unanimous decision on July 21, 2021, Philippine Supreme Court

ruled that the government remains obliged “to cooperate in criminal proceedings of the ICC even if it has withdrawn from the Rome Statute,” the treaty that formed the ICC. Further, the ruling said that President Duterte could not arbitrarily terminate international agreements without the consent of the Senate. In its ruling, the high court said that as a state party, the Philippines was bound to recognize the jurisdiction of the ICC and cooperate with its processes even after its withdrawal from the Rome Statute. “Withdrawing from the Rome Statute does not discharge a state party from the obligations it has incurred as a member,” the high court said in a decision authored by Associate Justice Marvic Leonen. The high court pointed out that the country’s withdrawal became effective on March 17, 2019, which means that all acts committed by Duterte and other public officials up to that date were still within the scope of the ICC’s jurisdiction. Duterte presumed that by withdrawing

from the Rome Statute, he’d be able to avoid prosecution by the ICC. Wrong. Article 127(2) of the Rome Statute said, “Even if it has deposited the instrument of withdrawal, it shall not be discharged from any criminal proceedings. Whatever process was already initiated before the [ICC] obliges the state party to cooperate.” As former ICC Judge Raul Pangalangan, the first Filipino to serve on the international tribunal said, “The withdrawal was not an excuse for Duterte to disregard the ICC’s authority.” In support of the Supreme Court ruling, Amnesty International’s (AI) Philippines Researcher, Rachel Chhoa-Howard said, “Despite President Duterte’s stubborn refusal, Amnesty International welcomes the Supreme Court’s ruling that the Philippines remains obliged to cooperate with the ICC during formal probes into the deadly “war on drugs” – even if the state has withdrawn from the Rome Statute.” “Try as they might, Duterte’s administration cannot stop the wheels of justice. Whether they like it or not, international justice will eventually catch up with those who have committed crimes under international law in the Philippines,” Chhoa-Howard said. Duterte defiant But in an act of defiance, Duterte said he’d not allow the government to cooperate with the ICC, even after the Supreme Court’s affirmation of

the Philippines’ obligation to do so. Not giving up on the issue, Duterte said he might run for vice president in 2022 in order to be immune from lawsuits. But retired associate justice and former ombudsman Conchita Carpio-Morales debunked Duterte’s assumption that he’ll be spared from criminal liability if he wins the vice presidency in 2022. She said that – citing American jurisprudence – the vice president is “not immune” from lawsuits, civil or criminal just like what happened to the former vice president of the U.S. Spiro Agnew who was investigated in1973 for criminal conspiracy, bribery, extortion and tax fraud. After maintaining his innocence, Agnew pleaded no contest to a single felony charge of tax evasion and resigned from office. During Duterte’s recent Sixth State of the Nation Address (SONA), he became combative when he said, “the battle against narcotics is far from over, more than five years after he began a brutal war on drugs.” He defended the campaign, saying it brought down crime and improved peace and order. "We still have a long way to go in our fight against the proliferation of drugs," Duterte said in his nearly three-hour address. Duterte, who has dared the ICC to put him on trial, taunted the court again, saying he has never denied that he will kill people out to destroy the country. "I have never denied, and the ICC can record it: those who destroy my country, I will kill you. And those who destroy the young people of our country, I will kill you. I will really finish you, because I love my country." With those words, he challenged the ICC to prosecute him. Refusal to cooperate However, Duterte refused to cooperate with any ICC probe since the Hague-based tribunal supposedly has no jurisdiction over him since its founding treaty, the Rome

Statute, supposedly never became a law in the country. Wrong. The Philippines signed the Rome Statute on December 28, 2000 and ratified it on August 30, 2011; thus, making it an extension of Philippine law. But 10 years later, on July 29, 2021, Duterte claimed that the signing of the Rome Statute was never been published in the Official Gazette and was, therefore, never binding in the first place. “The executive department has no copy,” he said. “That’s because what happened was from Congress — Congress ratified it — instead of returning the treaty as ratified by Congress to the executive department, they shortcircuited it. They went straight to Rome and appended the Philippine participation.” He asserted, “When there’s no publication, there’s no jurisdiction. There’s no recorded publication. According to the Supreme Court, the absence of a publication in the Official Gazette is always fatal.” But Mr. President, it’s the duty of the Philippine Senate to ratify all international agreements, which in effect obligates the executive department to implement it. It’s interesting to note that the day before, Duterte addressed the nation, saying that he would rather stand on trial at home rather than face the foreign tribunal over alleged rights abuses linked to his war on drugs. Well, perhaps he should submit himself to Philippine courts for prosecution of the murders committed during his presidency. But since he is still sitting as president until June 30, 2022, he may have to wait until then. And if the Philippine courts fail to prosecute him at that time, the ICC could then take over the prosecution of Duterte for crimes against humanity as mandated in the Rome Statute. Fair enough? Now, we can see why Duterte wants to run for vice president. Meanwhile, a sword of Damocles remains dangling above his head, ready to strike him when he steps down from the presidency.
