Philippine flag raised at City Hall marks the 119th Independence celebration
W
ith grey clouds hovering over the city, and a gentle wind rustling the leaves, the Philippine flag had been hoisted at City Hall while Arnold Tongol poetically sung the National Anthem, as guests, some leaders and member organizations representatives silently, on standstill, quietly murmured the lyrics, thus, the sheer feeling of patriotism has been the narrative in the 119th Philippine Independence celebration. Hosted by the City of Winnipeg led by Mayor Brian Bowman, the annual ritual is sponsored by the Manitoba Council of Canadian Filipino Associations (MaCFFA) led by Letty Duque Antonio, the president. Letty Duque Antonio, president of MaCCFA says: “ The 119th Independence celebration in
the City of Winnipeg is one that we have in our hearts as immigrants to this peaceful country. Let us remember the freedom fighters who persevered to make our Philippines a free country. Let us all unite and work together as one community with love and care for one another. Gem Anis, former Governor of the Batangas Association of Manitoba, delivered his address, and he says: "The Philippines has travelled a long and rocky road to freedom - experiencing, enduring and surviving colonial imperialism for almost four centuries under Spain, the United States and Japan. And by the grace of God our country became a sovereign independent nation - nation of freedom-loving and hardworking people. On this 119th year celebration of Philippine Independence it is appropriate
to make special recognition to the more than 700,000 FilipinoCanadians and thank them for the role, big or small, in contributing and giving colour to the cultural, social, economic, and political landscape of our adopted country, province and city. And during these sometimes uncertain and dangerous times we hope and pray that political stability, economic prosperity, peace and security reign and prevail in our native land. Provincial government is represented by MLAs Jon Reyes, James Bateman, Andrew Smith, Wab Kinew, Ron Schuler and the newly elected MLA Bernardette Smith. ‘Martial law kuno’
L
ong before President Rodrigo “Digong” Duterte imposed martial law in Mindanao, he was already toying with the idea of declaring martial law, not just in Mindanao but the entire country. Why? What caused him to consider martial law when his supporters in the House of Representatives have provided him with an ironclad defense from any attempt to impeach him? Or are there other reasons – secret and unpublished – that would satisfy his private agenda? For one thing, one can say that Duterte was a democratically elected “strongman” like Russian President Vladimir Putin. While Duterte is not a “dictator” in the mold of the late President Ferdinand E. Marcos, he was able to exercise near-absolute power in pushing his legislative agenda. Indeed, senators and congressmen who opposed his wishes were severely dealt with. In the House of Representatives, except for a few
party-list congressmen, nobody dares oppose his legislative agenda that includes restoration of the death penalty, the switch to a federal government, and lowering of the age of criminal liability. The House Speaker, Rep. Pantaleon Alvarez, a protégée of Duterte, is totally supportive of his legislative agenda. And the congressmen – who are balimbings (political turncoats) as a matter of political survival – fear him. In my column, “Is martial law just a matter of time?” (January 27, 2017), I asked: “Why would Digong [Duterte] want to declare martial law, when his grip to power is strong? Would it be fair to presume that he might have been thinking of the day when his grip weakens and loses control of Congress? And the specter of that happening could give him sleepless nights, insecurity, and paranoia. Could this be the reason why he is not comfortable sleeping in Malacañang Palace protected by the elite Presidential
Security Group? Narco list When the Philippine National Police (PNP) submitted an intelligence report – “Narco list” – to Duterte, several judges’ names were included on the report. Duterte threatened to have them arrested. Supreme Court Chief Justice Ma. Lourdes Sereno strongly opposed it and issued a statement that said, “Law enforcers must first secure warrants of arrest from judges before judges allow themselves to be ‘physically accountable to any police officer’ as she warned of a constitutional crisis.” This did not bode well with Duterte who responded angrily, “I’m giving you a warning. Don’t create a crisis because I will order everybody in the executive department not to honor you,” he said referring to Sereno. He added, “Please, don’t order me. I’m not a fool. If this continues, [that] you’re tying to stop me, I might lose my cool. Or would you rather I declare martial law?” But Duterte relented and the matter with the “narco judges” was dropped. Battle of Marawi On May 23, 2017 while Duterte was enroute to Moscow for a five-day visit, the rebel group Maute struck. At about 2:00 PM, the Battle of Marawi began. At least 500 members of Maute attacked a Philippine Army brigade stationed at Camp Ranao in Marawi City. They were seen rampaging through the streets waving ISIS black flags. While in Moscow, Duterte declared martial law at 10:00 pm that same day. He cut short his visit after meeting Russian President Vladimir Putin for a short time. In an attempt to acquire weapons from Russia, Putin told him to provide a “shopping list” and he’d look at it. Duterte flew back home without the “bacon” he had expected to bring home. Last June 5, the U.S. handed over – I mean, given free -$150 million worth of brandnew weapons that included 300 M4 assault rifles, 100 grenade launchers, and four M134D Gatling-style machine guns that can fire thousands of rounds a minute. The U.S. Embassy issued a statement, saying:
“This equipment will enhance the [Philippine Marines'] counterterrorism capabilities, and help protect [troops] actively engaged in counterterrorism operations in the southern Philippines." It’s interesting to note that on June 2 -- a few days before the handover – Duterte had complained about the quality of “secondhand” American military hardware. “I will not accept any more military equipment that is secondhand. The ones the Americans are giving, I do not want that anymore, he said.” Boots on the ground But weapons were not the only ones Uncle Sam had given free. A Pentagon spokesman, U.S. Navy Cmdr. Gary Ross, confirmed the presence of 50 to 100 special-operations forces that are helping the Philippine marines in Marawi. He said that the U.S. also maintains a force of 300 to 500 to support regular bilateral training, exercises, and other activities in the country. He said that they’re in Marawi to provide technical assistance to the Philippine troops. However, they’re authorized to fire back if attacked. In addition, another U.S. official, speaking on condition of anonymity, said that the support included aerial surveillance and targeting, electronic eavesdropping, communications assistance, and training. One might question the presence of U.S. troops in the country, which the Philippine Constitution bans. Philippine military spokesman Brig. Gen. Restituto Padilla told reporters in Manila, “The presence of armed U.S. troops in Marawi was covered by a 1951 Mutual Defense Treaty, which calls for both parties to aid each other in times of enemy aggression.” He added, “That capacity has been moved to help ground forces in Marawi, and that arrangement should not complicate our military engagement.” Who's in charge? But what is strange is that the day after the handover of U.S. weapons, Duterte held a press conference and told the reporters that he “never approached America” for help. He said

that he was “entirely unaware of their presence until they [the Americans] arrived.” But while he claimed that he didn’t ask for U.S. military help, it begs the question: Did the Philippine military request the aid independently without consulting Duterte? To avoid embarrassment, Duterte told the media that might have been the case. He said that due to years of U.S. training, “our soldiers are pro-American, that I cannot deny.” However, he did not comment on whether the Philippine military asked for U.S. help without his “approval.” And this raises the question: Who is in charge? While one may wonder whether Duterte is still in charge, the answer is Yes and No. Yes, because he is still the president of the Philippines. No, because by declaring martial law, he turned over certain government functions to the military. He designated Defense Secretary Delfin Lorenzana, a retired major general, as martial law administrator in Mindanao and Armed forces of the Philippines (AFP) Chief Gen. Eduardo Año as the chief martial law implementor. Año will be directly under the deputy martial administrator, who has yet to be named. He will also work with PNP Director General Ronald dela Rosa. Indeed, little did Duterte realize that he had more power before de declared martial law. With martial law, he has to carefully work with the generals, giving them a lot of latitude. And to make sure that they remain loyal, he has to share power with them. Indeed, they can make or break him. And he knows that. So, are you for or against martial law? As the Visayans would say it, “Martial law kuno,” while the Tagalogs would say, “Martial law daw.” But the Ilocanos will always say, “Marcos pa rin kami!” And Bongbong Marcos would be so delighted and he would say, “Martial law forever!” But the powerless and poor common tao could only say, “Hay naku, here we go again!” And for Donald Trump, he can only say, “It’s fake news.” And guess what Digong would be saying? “Sons of whores!”

Happy Father’s Day!
F
ather's Day is a celebration honoring fathers and celebrating fatherhood, paternal bonding, and the influence of fathers in society. Father's Day typically involves spending time with one's father or the father figures in one's life. Small family gatherings and the giving of gifts may be part of the festivities organized for Father's Day. A father who is actively involved makes a real difference. He helps his child develop confidence, independent thinking, creativity and so much more. When a father is engaged, the entire family reaps the benefits. Men also tends to encourage children to take initiative, explore and experiment, which is also good. When their toddler faces a challenge, fathers will wait longer before stepping in to help which often gives the child enough time to find a solution on his own. WHEN A FATHER ISN'T IN THE PICTURE Is a child's development compromised when the father isn't around? Not necessarily.
While it's true that behavioural problems generally show up in children with an absent father, other factors may come into play, such as poverty or the lack of a support network. When a child lacks the presence of a father in his life, it's important that he still have contact with trustworthy men such as grandfather, uncle or family friend. Whatever the situation is, it's important that the child have male role models to serve as guides and with whom to bond. Fathers who can count on the support of their partner in bringing up their child feel more confident and capable. The benefits of paternal involvement continue into later years. Children who can count on the fathers during adolescent have lower risk of dropping out of school, developing behavioural problems, suffering from anxiety and depression. In general, these children will be happier and succeed better in life. TWO IS BETTER! A man's participation in a child upbringing is first and
foremost is up to him. But it also depends on the mother! Fathers will assume more responsibility and more capable when the child's mother supports them. Men will then place more importance on their role as father and be happier for it. However, some women find it difficult to make room for the father. Others have a tendency to always tell him what to do and how to do it. "This attitude sends a message to men that they aren't good and causes some fathers to back off". It is therefore important that mothers let fathers do things their way and remember thatthe differences are good for their child's development. TWO is never too many when caring for a child! The tasks and challenges aren't as heavy when they're shared. "With two involved adults, everything doubles: Time, Money, Patience, Grandparents, Everything! REMEMBER: Fathers play an important role in a child's development. An involved father helps his child react well to unexpected situations, develop creativity, become more independent and build self-esteem. In cases of separation, it's important that both parents work together and actively participate in raising the young child. Our FATHER in HEAVEN is the BEST FATHER we have! GOD must be in the center of FAMILY lives! GOD BLESS ALL FATHERS!

irst of all I would like to thank Rod Cantiveros because through this section of Filipino Journal, 204 Filipino Marketplace is able to reach more people including those who are not into social media. 204FM now has 33,000 members. Being a large group, we see from the information and experiences exchanged at 204FM the common sentiments and top problems faced by Filipino immigrants in Manitoba. Knowing these, we try to do something as a community, it’s the bayanihan spirit in us. One of those that keeps on surfacing in posts and discussions at 204FM is the huge concern about safety, so we organized the 204 Neighbourhood Watch volunteer group.

“Walking with Bear Clan, you can really see that people feel safe even if they (Bear Clan) are not the police. I hope and pray that we at 204 Neighbourhood Watch can do this to our community to protect our kids, families and friends.” Last month I was joined by Joe Baldo and Maj Gonsalves in patrolling with Bear Clan. We did it to gain hands on learning in preparation to doing our own first patrolling. To Maj, more than gaining knowledge on the tactical aspect of patrolling, our walk with Bear Clan became an eye opener to us on the realities of living in our city. Maj shared about her experience, “I was so

inspired by all those that Bear Clan is doing. Yes it’s scary, but I am glad knowing that in your own little way you can be of help to the community and make a big difference. Even just walking around your area to look for used syringes and illegal drugs that are irresponsibly left just anywhere, because there is risk that out of curiosity our kids will pick that up and their lives will change forever. I learned that so many things are happening in our community, and you will be surprised because you never hear them on the news. It’s a nice feeling that Bear Clan/people watch over their neighbourhood and people from that neighbourhood watch over Bear Clan/other people. Walking with Bear Clan, you can really see that people feel safe even if they (Bear Clan) are not the police. I hope and pray that we at 204 Neighbourhood Watch can do this to our community to protect our kids, families and friends.” Maj is one of the active volunteers of the group. She arrived in Winnipeg 2.5 years ago with her husband and two children. Her family is from Iloilo. Maj is a licensed childcare provider, while her husband, Gilbert, works as Parts Advisor at a car dealer. This June 26, the 204 Neighbourhood Watch volunteers will do its very first patrolling at the Maples area together with Bear Clan Leader James Favel. We will try to make this the start of the regular patrolling,

8th Annual Doug Brown KidSport Winnipeg Football Camp & Media Challenge

he annual event hosted by Doug Brown, CFL Hall of Famer and Blue Bomber Alumni invites kids from all across Manitoba to participate free of charge. The football camp allows the kids to learn from local football greats and spend time learning on the field and give them a brief taste of a what a combine is like. Kids who attend the camp have been funded by KidSport to play football. The majority are from low-income families, single-parent and foster families, the new immigrant & refugee community and other underfunded populations. Kids from the Spence Neighbourhood Association, Immigrant and Refugee Community of Manitoba (IRCOM), The Boys and Girls Club and the Winnipeg Youth Football Program were part of this year's batch.

He couldn’t even drive but was commissioned to install car stereos for his friends. Ritchie is a graduate of Tech Vocational High School and became a proficient mechanic. He specialized in the assessment and repair of mechanical damage or failures as a result of collision damage. His curiosity and desire to facilitate more and more of the repair lead him to tackle bodywork, collision repair and auto glass. Ritchie and Russel have a tremendous work ethic and welcome members of their community to look to Moray Collison and Glass for all their MPI and Glass work.

Remembering Filipino Backyard (or Street) Games (part 2)
M
ost of what many Filipinos regard as traditional backyard games of their culture are actually just derivations from or variations of foreign games, which were handed down to the Philippine culture some generations ago, especially during foreign occupation in certain eras of the Filipino homeland. Here are some of them. Holen – as the toy, holen is simply the Filipino version of what is known as glass marbles, those little balls made of glass with colorful or flowery designs inside. As a game though, holen, the mechanics of holen as the traditional Filipino backyard game are based on a combination
of playing billiards and golf. This way of playing holen apparently reached the Filipino culture via the so-called American occupation of certain parts of the Philippines during post–World War 2, around the late 1940s. The Filipino word holen was derived from the phrase “hole in.” This pertained to with how those glass marbles may be played. A certain numbers of hole are dug into the backyard ground. The players will each take his turn in shooting his marble with the flick of his fingers, aiming to hole it into the first hole and then into the next until he fills in all the holes, completing a single cycle. Whoever finishes first a complete cycle is deemed the winner. “Hole in” is just one way

of playing holen, but this proves to be one of the most popular; after all, that’s where the Filipino word originated in the first place. Pikô – simply a Filipino variation of hopscotch, “a popular playground game in which players toss a small object into numbered triangles of a pattern of rectangles outlined on the ground and then hop or jump through the spaces to retrieve the object.” In the Filipino version of it, the pattern is usually made of squares and rectangles on which the players hop or jump with one or both feet depending on whether the next pattern is a rectangle or two squares. Sipà – another Filipino variation of a game that originated from another culture; it was a take on the Indonesian game called sepak takraw. Whereas in the Indonesian game a woven ball is the object of the game, in the Filipino version the object is made of “a washer with colorful threads, usually plastic straw, attached to it.” The simplest way of playing sipà involves each player’s throwing the object upwards for him to toss it using the inside portion of his foot or the part a bit above his knee or even the elbow, not allowing it to touch the ground by hitting it as many times as he can possibly manage. The player who was able to hit the object the most number of times wins the game. Some more games that are worth mentioning include tumbang preso (hit the can), taguán (hide and seek), and
luksong baka (variation of the leap frog). The Last Leaf In this aspect, perhaps nothing really came out of nothing. Cultural artifacts are often just derivations from other cultures or a combination of various ones. Even the so-called Filipino traditional games were usually just variations of games from other cultures, adopted usually during the times when people from other countries had occupied or immigrated to the Philippines back some decades or centuries ago. What makes them Filipino are not really the games themselves, but rather frequently, the way such games are played—

23 inevitably, there’s already a Filipino spin to them. Thus, it’s okay to claim such games as culturally Filipino, but only to a certain extent. On the other hand, to claim that they are strictly Filipino is to be assuming and conceited about it— something that may be considered false national pride. So, the next time you want to teach such Filipino games to your children (in case you have children), be fair about it. Tell them that most, if not all, of these games were derived from other cultures, and that what makes them Filipino are often the ways they are being played.

Senator Enverga questions why immigration policy should give extra credits for French and not English
On June 7, the Honourable Tobias C. Enverga Jr., Ontario Senator, questioned the Government Representative in the Senate during question period concerning alterations that were made to the Express Entry Immigration Program by the Trudeau government, specifically with regards to the inequity in awarding language credits. “Earlier this week, Immigration Minister Ahmed Hussen announced troubling changes to the express entry immigration program,” Senator Enverga said in a statement. “Under this express entry program, applicants can score up to 1,200 points depending on their education, training, work experience, and language
skills. The newly announced and worrying changes to this program would see candidates receiving up to 30 additional points for those who possess strong FrenchLanguage skills. UP-Diliman has 36 summa cum laude grads The 106th General Commencement Exercises of the University of the Philippines in Diliman, Quezon City on Sunday will be led by 36 students graduating summa cum laude. Summa cum laude is the state university’s highest academic distinction with graduates having a weighted average grade of 1.20 or
better. Williard Joshua Jose, who will be graduating with a bachelor’s degree in electronics and communications engineering, tops the honor students with a weighted average grade of 1.058. Another graduate with the same degree, Rangel Daroya, follows with an average grade of 1.074. The 36 “best and brightest” graduates represent the 10 academic units of UP’s four

clusters, namely arts and letters, science and technology, social science and law, and management and economics. The Asian Institute of Tourism and College of Human Kinetics will have their first summa cum laude graduates. ifteen young students and a group of students from the different schools in the city received the annual City of Winnipeg's Citizen Equity Committee's 2017 Youth Role Model Awards held recently at Norwood Hotel. In his message, Mayor Brian Bowman says: "The Citizen Equity CommitteeYouth Role MOdel wards celebrate culture, diversity and recognize youth in Winnipeg who demonstrate outstanding achievements." and he added, "Their creative and sporting talents, volunteer efforts and contributions are part of the fabric of our community and we are all better for having them in our lives." Councillor Cindy Gilroy, chairperson, City of Winnipeg's Citizen Equity Committee, in her message, writes: "The City of Winnipeg's Citizen Equity Committee recognizes the accomplishments of the youth from diverse communities. It's my pleasure to participate in the
2017 Youth Role Model Awards ceremony with our respective youths and their families. All the youths who have been nominated for this year awards have shown the outstanding achievements." Two of the Youth Role Model Awards are named to honor former members of the CEC who had been involved in the committee, namely, Rosalinda Natividad Cantiveros Award for Courage; and Wade "Kojo" Williams Sr. Award for Action Against Racism and Discrimination. Ron Cantiveros, one of the sons of Rosalinda Natividad Cantiveros; and Deserie Richard, sister of Wade, delivered the highlights of the volunteerism of the two late members of CEC. CALAX Laguna segment breaks ground June 19, 2017 Construction works for the 18-kilometer Laguna Section of the Cavite-Laguna Expressway (CALAX) will formally commence with a groundbreaking ceremony set on June 19. “The whole CALAX project which will have eight (8) interchanges and one (1) main toll barrier is expected to reduce travel time from CAVITEX to SLEX by 45 minutes,” Villar noted. “The road construction project from Tirona Highway to the end of Greenfield near Mamplasan Exit, Laguna will be closely monitored so that by 2020, our travel time from CAVITEX to SLEX will be reduced to only 45 minutes,” he added. The project is part of the 45 kilometer closed system modern tolled expressway awarded by the Department of Public Works and Highways (DPWH) to private concessionaire MPCALA Holdings, Inc. of the Metro Pacific Group who won the competitive bidding under the government’s
Public Private Partnership (PPP) program. “CALAX will be one of the most advanced highway in the Philippines. It expected to ease traffic congestion along Governor's Drive, Aguinaldo Highway and Santa Rosa Tagaytay Road,” Villar noted. Earlier in March 2017, MPACALA Holdings has signed a contract with DM Consunji Inc. for the Laguna segment which will involve the construction of four (4)-lane highway with four (4) interchanges from Aguinaldo Interchange to the existing Mamplasan Interchange of South Luzon Expressway (SLEX) in Biñan, Laguna. Malacañang declares four-day national mourning

alacañang released on Tuesday, June 20, a proclamation declaring June 13 to 16 as “days of national mourning” in honor of the government troops slain in Marawi City. Proclamation No. 232 which was signed by President Duterte last June 13, directed all government offices, schools, and military camps to fly the Philippine flag at half-mast to honor the troops who sacrificed lives in Marawi. The delayed release of the proclamation was due to the belated transmission of the document from the office
of Executive Secretary Salvador Medialdea to the Malacañang Records Office. The office of Presidential Spokesman Ernesto Abella received the copy of the proclamation only on Tuesday, June 20.
