Navigating Canada’s Health-care System While You Wait for Your Health Card
T
he typical public health card takes a few months to process. If you’re new to Canada, what can you do if a health issue arises in the meantime? Most provinces require three months residency before healthcare coverage becomes active. While most individuals will still be covered in the case of extreme medical emergencies, a visit to the emergency room or walk-in clinic could cost you hundreds or even thousands of dollars. Here’s how to handle the gap period between applying for a public health card and seeing your coverage actually take effect. Consider Gap Insurance “The ministry encourages the purchase of private health
insurance for new immigrants who must serve a waiting period,” says David Jensen, spokesperson for the Ontario Ministry of Health. “This insurance will cover you for any urgent health issues that may arise before your provincial coverage takes effect.” If you’re moving with a company, the first step is to find out if they provide coverage for you. When Heidi Nymann-Jensen moved to Canada from Denmark a few years ago, her husband’s company provided insurance that covered any potential health situations from the moment her family landed in Canada. “We were fortunate,” says NymannJensen. The added coverage from Martin’s company removed any
fiscally related health-care worries. “We simply had to fill out the forms at a Service Ontario office, and wait for our cards, knowing we were covered in the interim,” says Nymann-Jensen. For those who aren’t fortunate enough to have company insurance when coming to Canada, personal insurance is an option. “It can be very costly not to have coverage during those first few months,” says Brigitte Kent, Acting Executive Director of OmbudService for Life and Health Insurance (OLHI), an independent insurance complaint service provider. Ideally you should apply for insurance prior to moving, she says, but if you wait until after arriving in Canada, make finding private insurance a priority in your first few days. If you don’t apply within the first five days of arrival, private insurance may be more difficult to obtain. Some insurance companies may suspect that you have a medical issue and are seeking insurance only to avoid the imminent fees. If you’re uncertain of where to look for insurance, OLHI works with 99 per cent of Canada’s health insurance companies. They have an insurance finder that lists all member companies. Simply scroll to “expatriates” for a list of companies that provide interim insurance.
Get Free Health Advice by Phone Every province and territory offers free, confidential services anyone can call and receive free health advice or information. Registered nurses operate the phone lines 24 hours a day, seven days a week. For most provinces and territories, you dial 811 to be connected with a health-care professional; Manitoba has Health Links, and in Ontario, this system is known as TeleHealth. The purpose of these health lines is not to diagnose illness, and the answering attendant cannot give out prescriptions. What they can do is help you decide if you can handle the problem yourself. For almost half of all calls, nurses are able to provide advice that allows the callers to handle the medical situation at home. However, in the other half of cases, the persons calling will still be required to seek medical advice from a doctor or to visit an emergency room. Visit a Free Clinic If you find yourself in need of care, without insurance, and a health line suggest seeing a doctor, you can seek out community health centres (CHC) located across the country. “Ontario has some Community Care Health Centres that provide a variety of health

The names may vary from province to province, but every CHC strives to offer free health services most needed by their community members via a team of qualified health professionals. While most CHCs accept provincial insurance, they are also an option for those who need it and are waiting for provincial coverage. Canada’s universal healthcare is a matter of pride for Canadians. For those new to Canada, while there may be a three-month wait for residency before coverage becomes active; there are still health-care options available during this period. If the need arises, seek out programs that are already in place, like free clinics, free health information lines, or plan ahead with gap insurance. And when you see your coverage take effect, you can cross “get health card” off of your settlement to-do list. Managing your expenses while settling in can be challenging. concerted efforts of the many Filipino talents and dedicated volunteers made the opening of the 1st National Filipino Heritage Month of June, recently held at the Maples Collegiate, under the leadership of Kevin Lamoureux, member of the Parliament, Winnipeg North, his daughter, Cindy Lamoureux, MLA, Burrows, and Dante Aviso, production director. Five segments of historical footnotes were presented as the program went on by the various performing groups, from folk dances and songs. And in between the program, the awarding of certificates and medallions was held, recognizing many Filipinos who have contributed his or her time and talents to the Filipino community. Bloodletting of the causes of Filipino poverty goes on as we celebrate the 121st Independence Day at 21% of the population in the first half of 2018 compared with 27.6% in the same period of 2015', Philippine Statistic authority said in the report! Hold on to more facts on the reduction of the Filipino poverty. Just some tossings of the realities about the state of the Philippines. The Philippines is considered a third world country ? The answer is a big bold YES!, a far cry compared from other Asian neighboring countries like Vietnam and Thailand Look at the hard fact statistics focusing on the sad state of poverty in the Philippines. According to the report, extreme poverty affects 19.2% of the population, 18.4 million people, based on the international poverty life of $1.25 a day.And most of the poor live in the rural areas and work in the agriculture sectors, mainly farming and fishing! And what are the causes of poverty in the Philippines? There are many causes of poverty in the country and these include the low to moderate economic growth for the past 40 years...YES, FOR THE PAST 40 years! To name a few, the recurrent exposure to the risks, such a economic crises, conflict, natural disasters, over-population, "environmental poverty" (poor utilization of the natural resources) and ; a wide gap of income and wealth, and to be blunt in condemnation, the proverbial corruption in the various sectors of the society, from the elected and appointed officials (executive, legislative and judicial), to the media and to the police forces! When a discussion on the emergence of Filipino poverty, one has to find ways to reason out why this social problem has not be addressed for more than 40 years; or one would say, that the poverty problem has been in our midst since the time when the Filipinos were removed from the shackle of poverty since time immemorial. The country is an agricultural country, and to the richest countries, the agricultural
revolution has the USA and Canada, for example, to become an industrialized countries. And why can't the Philippines attain such noble title? Dysfunction governance leads to mismanagement of the natural resources. Government planners concentrated the growth in Manila and other provinces are forgotten and hardly progressed. As a matter of fact, the declining rate of poverty in the Philippines is only a barely 0,9% compared with China with a declining rate of 2.4% per year! In the nutshell, poverty reduction has not kept with GDP growth rates, due to high employment rate, high inflation rate and wide income inequality (financial inquity- the poor become poorer and the rich become richer (Find out who the billionaires in the Country..and if you find out, you might swallow your own vomit!). And the population growth rate is alarming! 2.36% per year, adding more 5,000 Filipinos every year and times 365 days? Wow! The former administration had a great plantilla to reduce poverty, some had been instituted but because the very core of the society is sick and added to this is the dysfunction operations of many departments, his plans were derailed. Do we need a superhuman to govern? No and no such a superhuman exists, only in the minds of the fiction writers! The election of President Rodrigo Roa Duterte has shakened and disturbed leading to many counter-critics that a mere Mayor of Davao would become the president. And because Philippine politics is polarized (most of the time pulverized), competition after election heated up and critics from the status quo, from the media and from the members of the Imperial Manila have risen to find faults of the current administration.

Currently, there is a sustained economic growth and critical and broad-based reforms and investments that have translated to employment generation and social protection. As ABS-CBN reports: "The proportion of Filipinos living below poverty line fell to 16.1% from the 22.2% in 2015! Are we in the road to reduce poverty line? Examine the Duterte's plan in the next 3 years and he made promises that before his term ends, Filipinos can claim about the quality of their lives. And ask the critics and the opposition parties, they paint a sad state of the future; and add a man-made calculation that all what Durerte has been doing, like his "Builld, Build, Build" plans would not make a dent on poverty reduction?: And who will effect the reduction? Remember, the Philippines is so rich in natural and human resources and we need Duterte to realize how to utilize these resources! Urgency is to halt hunger, and this is the order of the day. And on hunger, I am inspired by what St. Agustine writes: "Find out how much God has given you and from it take what you need; the remainder is needed by others? And because family dynasty is cancerous in the Philippines, many families are afflicted with it...more families in politics, ten times the money they get.” And what Dwight Eisenhower writes on hunger: "Every gun that is made, every warship launched, every rocket fired signifies a final sense of theft from those who hunger.." And my version, pardon my pun: "Every money taken by the corrupt elected and appointed officials signifies a final sense of theft from those kababayans who hunger." And the 25% of poor people of the Philippine are robbed in a broad daylight!

Duterte pursues funding sources for teachers’ salary raise
P
resident Rodrigo Duterte has instructed his economic advisers to look for sources of funding for the salary increase of public school teachers as a new school year started.
The President had repeatedly promised public school teachers since 2015 that their salaries would be raised or even doubled. The teachers are asking for a raise of P10,000 for them to catch up with rising prices and the cost of basic
services. However his economic managers had brought up budgetary concerns relative to the proposed increase.. Education Secretary Leonor Briones had likewise said an increase of P10,000 would cost P150 billion. For his part Alliance of Concerned Teachers (ACT) secretary general Raymond Basilio said Briones’ statements speak of her embarrassing lack of empathy to and shameless contempt of teachers. The teachers are also asking why the government quickly found funds to double the salaries of the police and the military.

Asian fusion showcases the Canadian Museum for Human Rights, closes the Asian Heritage month of May

wo major events have become so memorable as the Asian Heritage Society of Manitoba celebrated the month of May as the Asian Heritage, focusing on creative talents of the performances at the Rural Showcase held at Neubergthal Common Bar last May 19th;
and the closing ceremony at the Candian Museum for Human Rights last May 29th. At the Asian Heritage Rural Showcase at Neubergthal Common Barn, various Asian talents had presented their dances and songs with so much gusto, making the most performers
to appreciate this year’s rural site. Neubergthal is a street village found in 1876 considered as a very historic site of the earliest Mennonites showing the architecture and cultural richness of the Mennonites who settled in Manitoba as early as 1974. The closing ceremony presentation at the Canadian Museum for Human Rights culminated the month-long celebration of Asian arts and culture with the presence of

n overwhelming success of the 2019 Quezon Province Association of Manitoba held last June 1st became the talk of the town, making the annual religious celebration as one of the biggest showcase of the Quezon’s heritage and culture. Led by the Hermano and Hermana Mayor, Jhun and Julie Manzanilla, assisted by the Hermanito Mayor, Gerrad Mendoza and Hermanita Mayor, Cheerie-Ann Rojas. And for the first time, Bb. Niyogyugan, Bernardette Bagnas graced the celebration. Added to the religious pageantry is Reyna Elena, Johsa Marie G. Manzanilla, with
Constantino, Sebastian Santos and escort Christian Schroedter. And there were ten reynas and these include Coleen Damaso, Reyna Emperatriz; Arianne Fernando, Reyna de los Flores; Sheree Mendoza, Reyna de Santisimo Rosario; Miriam Fernandez Yabut, Reyna de las Virgenes; Paula Mutuc, Reyna de los Confessores; Sephanie Cruz, Reyna de los Apostoles; Amanda Cahatol, Reyna de los Santos; Kristian Cahatol, Reyna de los Profetas; Reeza Rojas, Reyna del Cielo; and Carlynn Mae Rojas, Reyna de las Paz. Included in the celebration were sagalas and their consorts. There were many aranyas and “pabitin” for every guest delight.
Savoury food and delicacies were enjoyed by the guests. The officers and members and advisers extended thank you to all the major Sponsors, Filipino Journal, Just in Couture and Vickar Automotive Group Inc. Scholarship Launched in Honor of Mar Mance
Mario T. Mance P.Eng. Memorial Scholarship was launched last May 25, 2019 at Canton Food Gallery. A successful breakfast fundraising event was held to honor the late Eng. Mario
T. Mance. The event is aiming to launch a Memorial scholarship to those Internationally educated engineers and technical in profession who wanted to pursue their professional career in Manitoba. Vangie Mance together with her kids, Marc, Jasper and Casey and family, graced the well attended event and supported with the Filipino Members Chapters-Engineers Geoscientists Manitoba and Filipino Canadian Technical Profession Association of Manitoba. A very inspiring
speech was gven by MP Robert Falcon Oulette, MP Winnipeg Center , Marolo Alfaro P.Eng. and Ray Sator, P.Eng. Emceed by Gani Casalla, P.Eng. We thank everyone who supported this event.

James Reid backs out from ‘Pedro Penduko’
A
ctor James Reid will no longer play the starring role in the upcoming film “Pedro Penduko.” His home studio Viva Films confirmed the actor’s withdrawal from the movie due to current spinal injuries and treatments.
He will instead star on a Filipino adaptation of the Korean movie, “Spellbound,” with his girlfriend, Nadine Lustre. Viva Films has yet to release a statement on who will be taking the actor’s role in the film.
Gary Lising passes away Comedian Gary Lising has died at age 78. The sad news was confirmed by his younger brother Pompeii in a Facebook post on Saturday, June 1. According to news reports, Lising was found dead in his condo on May 31 by his son Bugsy. His medical history showed that he had two cardiac which required him to undergo angioplasty more than once. He was part of the 1980s comedy gag show Champoy, together with fellow comedians and Ateneo graduates Subas Herrero and Noel Trinidad. He was also the author of several comedy books. He also worked in the US as part of pool of writers who

House passes Reyes’ resolution to celebrate Filipino heritage Legislative Assembly votes to designate June as Filipino Heritage Month the province. “Since the arrival of people from the Philippines to Manitoba in 1959, the Filipino community has made tremendous contributions to our province’s growth, prosperity and development,” said Reyes. “The Filipino community has embraced Manitoba, and our province has welcomed and will continue to welcome its heritage, culture and contributions.” Manitoba was the first entry point for Filipinos into Canada. Reyes noted that after four nurses became the first immigrants to arrive from the Philippines, skilled Filipinos moved to he Legislative Assembly has Winnipeg and elsewhere in Manitoba designated June as Filipino in increasingly greater numbers Heritage Month, approving and played a critical role in filling a private member’s resolution the market needs of manufacturing proposed today by St. Norbert MLA companies in the 1960s and 1970s. Winnipeg Theatre History was made on June 1st which was the first day of Phillipine Heritage Month! as Joseph Sevillo and Josh Caldo premiered the first public reading with RAINBOW STAGE for their musical MABUHAY! at the PTE FESTIVAL OF NEW WORKS. This is the first original musical Rainbow Stage has ever presented at the festival and Joseph and Josh have been working closely with Rainbow Stage Artistic Director Carson Natrass and Assistant Executive Director Jeff Kohut to see this musical rise to it's full potential. Joseph Sevillo and Josh Caldo are Co-writers, Lyricists, and Composers of MA-BUHAY! and they collaborate with local musician Andrew Nolan who does the Musical Arrangements. The story of MA-BUHAY is a fictional story that follows the journey of three young singing hopefuls HONEY MAE DIZON, DAVID CABALLERO and CELINA MOLINA as they compete in the grand finals of the highly televised reality singing competition STAR ON THE RISE! in the Phillipines. This story is Joseph and Josh’s observation of their own culture, touching on subjects of poverty, religion, family and the standards of being a filipino.
The reading was performed by an all Winnipeg Filipino Cast starring : Gordon Buduhan, Mimoza Duot, Joy Lazo, Josh Caldo, Raymond Padua, Dutchess Cayetano, Rochelle Kives and Robin Jordan Quintana. The show was created to empower , inspire, and create a gateway for local filipino singer, dancer, and actors to the world of musical theatre here in Winnipeg and hopefully beyond. Over 83000 filipinos live in Winnipeg , and only 8 are members of the Canadian Actor's Equity Association. Which is the union for professional singer, dancer and actors in live theatre and stage. Joseph and Josh have a vision to educate and attract the community of the opportunities in the arts in Winnipeg. With the help of Rainbow Stage, Canada's longest outdoor theatre company, Joseph and Josh are looking to organize a one week workshop, where local professional and aspiring actor, singers, and dancers will be paid to rehearse and help develop this musical for the big stage. he Oakland Raiders, in association with On Ice Entertainment Ltd., will host the Green Bay Packers in Winnipeg, Manitoba, Canada for a preseason Week 3 game on Thursday, Aug. 22, 2019. The contest, scheduled for a 7 p.m. (Central Time) kickoff at IG Field, will mark the first-ever game north of the border for the Silver and Black. Over the previous six months, the Raiders have worked with On Ice Entertainment to locate and establish a host site for the first NFL game in Canada since

have been involved with the Development and Peace committee at the St. Vital Parish for the past 3 years. Every year, our small group raise awareness and funds during Share Lent to support projects to help our sisters and brothers in the developing countries. The Canadian Catholic Organization for Development and Peace, the official international development organization of the Catholic Church in Canada and the Canadian member of Caritas Internationalis is an amazing group that has been around for 50 years. It has supported 15,200 local initiatives in fields such as agriculture, education, community action as well as the consolidation of peace and advocacy for human rights in 70 countries. I for one is grateful that they have a long history of supporting many worthwhile
and lifesaving projects in the Philippines. It is a membership led organization supported by parish collections, individual donations and government grants, principally from Global Affairs Canada. Fellow Dev & Peace member, Jocelyn Pagtakhan Streimer and I recently attended the Manitoba Regional Assembly held at the Christ the King Roman Catholic church in Stonewall. put in place to ensure that in the future, humanitarian aid and development aid are working hand in hand. Pope Francis’ Village is a model project & has been adopted by other NGOs & governments as the way to proceed after a natural disaster such as Typhoon Haiyan. Is there more left to do in the Philippines? How can others support Dev & Peace’s efforts there? Much remains to be done in the aftermath of Haiyan - many houses were also built by other NGOs as well as the Philippine government. Some have been largely abandoned due to practical reasons such as distance from livelihoods. The approach used by Dev & Peace takes a little more time because it involves those affected from the very beginning, enabling them to move forward together, building community as they proceed. The Catholic Church community in the Philippines is now largely involved in the process of Disaster Risk Reduction (DRR) and rehabilitation but they cannot do it alone. Many of the 900,000 families struck by Haiyan still live in makeshift shelters along the shores, in areas where they are threatened by forced evictions and violence, even 6 years after the typhoon. Since the Philippines are the 3rd country in the world most vulnerable to the effects of climate change, we have a responsibility as agents of this climate change to remain committed to standing beside them as they take charge slowly but surely. I am so proud of the work done by the local people in the Philippines to “build back better”. We listened to their stories, so full of resilience and courage, many of which showed us how strong their faith is but also

Spirit 1 Taekwondo Takes Home the Hardware
Spirit 1 Taekwondo sent 49 students and walked away with 96 medals at the Community Club Challenge hosted by the Ultimate Taekwondo Super Series. This places Spirit 1 as number one once again, for the 5th consecutive tournament in the medal standings out of 17 schools in Manitoba. We want to recognize a few of our students as they earned 2018-2019 Manitoba Ultimate Taekwondo Super Series Champions. They received the most points over the four tournaments hosted by UTSS. Ancient Meets Modern in Corinth, Greece
A
n interestimg mustsee tourist attraction , historically, archaeologically, geographically, and biblically, in the Hellenic Republic of Greece is the City of Corinth ("Korinthos" in Greek) where ancient meets modern. On a warm day in September my wife and I have a half-day excursion to visit the site by boarding a public transit from the Ktel Kifissou bus terminal in the capital city of Athens. The journey
along the scenic south west through the olive-groved landscape takes a little over the hour with a sight-seeing stop at the world famous Corinth Canal. Cutting through the narrowest part of the Isthmus of Corinth, the Corinth Canal connects the Gulf of Corinth with another body of water, the Saronic Gulf, in the Aegean Sea. Excavation of the canal at sea level began in 1882 (thus requiring no locks, pretty much the same as the Suez Canal that connects the Red

We proceeded on to visit and explore Ancient Corinth. Located on the northern slopes of a mountain known as Akokorinthos, Ancient Corinth has been inhabited well before 3,000 BC. A very busy trading city it became to be known as "Wealthy Corinth" thus becoming one of the major cities of antiquity although its power declined in 44 BC and flourished again when it became a Roman colony but declined again in the later part of the Middle Ages until it was reduced into a small town by the Turkish invasion of 1458. Protected by a wall, Ancient Corinth was made of three parts: the Acropolis on the hill, the city itself and the port. The earthquake of 1858 destroyed and leveled all the town, all of the ancient city, and excavation began in 1896 by the Americans making it an impressive archaeological site. The remains of the ancient city include the "Agora" and the 6th century Temple of Apollo, the Greek god of music, prophecy, healing, the sun, and poetry. Spending hours at Agora ruins it's quite evident that back to ancient times Corinth was amongst one of the richest cities on the planet. The Agora, meaning gathering place or assembly, was the central public space as the centre of athletic, artistic, spiritual, and political life in the city and also served as a marketplace where merchants kept stalls and shops to sell their goods. Located at the centre of the agora is a raised platform called the "bema", also known as the "tribunal" where government officials gave public addresses and heard legal disputes. For a long time we stood at the "bema" which is quite significant for understanding the world of

St. Paul, the Apostle who first visited the city in 49 or 50 AD and resided here for eighteen (18) months during his missionary travels, because Paul was brought here to defend himself against the accusations by the Corinthians of contrary teachings. The Jews of Corinth made a united attack on Paul and brought him before the bema saying, "This man is persuading people to worship God in ways that are contrary to the law". The judge however dismissed the affair as a Jewish quarrel and did not constitute an offense against the Roman law. For us Christians, Corinth is mentioned many times in the New Testament and is well known for the two letters of St. Paul in the New Testament, First and Second Corinthians. Dominating the whole area of archaeology, the remains of the Temple of Apollo sitting on a terrace which appears to be on the
highest part of the city is regarded as one of the best examples of early Doric temple building anywhere in the Greek world. Dating back to around 540 BC, the temple once had 38 monolithic columns made from single pieces of stone; today only 7 standing columns remain. The modern city of Corinth with a population of approximately 37,000, is located approximately 5 kms. northeast of the ancient city. Home to shops and bars as well as high quality local leather and jewellery outlets, the town centre is an industrial hub. Our trip ended up in a local cafe where we grabbed a bite of crisp but moist "gyro", the popular Greek dish made from meat (pork) cooked on a vertical rotisserie eaten with sliced tomatoes, chopped onions and tzatziki sauce wrapped in a pita. In the late afternoon we returned to Athens.

on June 8, Saturday and 9, Sunday at the Maples Multiplex Ground Community Centre, 434 Adsum Drive/Jefferson Ave. June 8th, Saturday, the MFSF will kick-off with a parade where many regional associations and various community groups will showcase they cultural pride.
And on the multiplex ground, Manitoba Filipino Street Saya. a Manitoba Filipino many food vendors will offer some Festival in cooperation with the gathering. "TARA Na" at mag-enjoy! culinary favorites. The program at TFC brings the "Samu't Saring the main stage goes on with many performances and capped by the personal appearances of Randy Santiago and Kyla. June 9th, Sunday, will cap the festival with the crowning of "Queen Bulilit" with more entertainment and street food galore. And you might win a round trip for 2 to the Philippines for the MFSF 2019 raffle draw. Buy more tickets for more chances to win. The draw date will be held on July 6, 2019.
