Beyond and Behind the Solo Philippine Artist Known as Bamboo
M
any people know Bamboo because of his being a currently popular singer and TV personality in the Philippines, especially as a coach in the reality-television singing competition The Voice of the Philippines. However, what many of his new fans might not know is that, long before his solo stint, Bamboo was the lead vocalist of the ’90s-originating Filipino Alternative Rock band Rivermaya. Rivermaya Formed in 1994 with original members Rico Blanco (chief songwriter / keyboardist), Nathan Azarcon (bassist), Perfecto de Castro (guitarist), Mark Escueta (drummer),
and Francisco “Bamboo” Mañalac, Rivermaya was well-known for the now classic and commercially popular songs “Ulan,” “214,” “Awit ng Kabataan,” “Himala,” “Kisapmata,” “Panahon Na Naman,” “Elesi,”and “Hinahanaphanap Kita.” After three albums (Rivermaya, 1994; Trip, 1996; and Atomic Bomb, 1997), Bamboo ceased to be a member of the group in 1998. Stepping up onto the vacated position of lead vocalist, Blanco with the rest of the team (with some original members leaving the band at various points, to be replaced by new musicians) soldiered on, releasing more albums (It’s Not Easy Being Green, 1999;
Free, 2000; Tuloy ang Ligaya, 2001; Between the Stars and Waves, 2003; and Isang Ugat, Isang Dugo, 2006). Songs arising from this batch include “Nerbyoso,”“Ambulansya,” “Umaaraw,Umuulan,” “Balisong,” and “Isang Bandila.” Blanco left the band in 2007, compelling his remaining bandmates with newfound members to carry on, releasing three more albums (Buhay, 2008; Closest Thing to Heaven, 2009; and Panatang Makabanda, 2013). Notable songs from this batch include “Sugal ng Kapalaran,” “Remenis,” and “Malayang Magmahal.” Bamboo the Band After a five-year hiatus, Mañalac returned to the music scene in 2003 as the vocalist of a group that he and his bandmates called simply as Bamboo. With Nathan Azarcon (bass), Ira Cruz (guitars), Vic Mercado (drummer), and Ria Osorio (sessionist keyboards) as fellow members, Bamboo carried on for eight years, achieving commercial popularity and releasing four albums that received various awards and strong sales—As the Music Plays (2004), Light Peace Love (2005), We Stand Alone Together (2007), and Tomorrow Becomes Yesterday (2008). Remarkable songs include “Noypi,” “Hallelujah,” “Tatsulok” (originally by Buklod), and “Kalayaan.” Bamboo the Solo Artist In 2011, soon after the dissolution of Bamboo as a band, Mañalac pursued a solo career, retaining his name and releasing his first solo album, entitled No Water, No Moon. Recommended songs are “Back on My Feet,” “All Hail the Fool,” and “Ikot ng Mundo.”

Musicians backing him up include Kakoy Legaspi (guitar/harmonica), Ria Osorio (keyboard/flute), Ardie de Guzman (guitar), Simon Tan (bass), Junjun Regalado (drums), and Yosha Honasan (backing vocals). Bamboo in Winnipeg and Being with the Band The Winnipeg leg of Bamboo’s Canadian tour was held on September 28 at Garrick Centre. The wellorganized and well-attended gig boasted of good sound production and of a solid setlist that consisted of classic Rivermaya songs (“Ulan,” “Awit ng Kabataan,” “Ulan,” and “Hinahanap-hanap Kita”) and Bamboo songs (“Tatsulok,” “Hallelujah,” and “Mr. Clay”). Particularly remarkable for my taste were “Hallelujah,” which the band preluded aptly with an excerpt of Canadian singer/songwriter Leonard Cohen’s song of the same title, and “Tatsulok,” which started with the intro of Irish New Wave band U2’s “Sunday Bloody Sunday.” Bamboo was really a hit among the listening crowd primarily because of his distinct and powerful voice, dynamic stage presence, and overall charisma. Nonetheless, without the precision and presence of the musicians backing him up— such as Kakoy Legaspi (lead guitar / chromatic harmonica), Ardie de Guzman (second guitar), Ria Osorio (keyboard/flute), Yosha Honasan (backing vocals), Simon Tan (bass / upright bass), and Paul Jones (touring drummer)—Bamboo’s music would have been incomplete. Death had the privilege to perform at countless gigs with many of such Filipino bands as Rivermaya, Eraserheads, and The Dawn. This gave me the opportunity to become friends with many fellow artists like Kakoy Legaspi. And because of this connection, I always make it a point to accommodate visiting artists from the Philippines to the best of my schedule. For this event, I was able to tour some of the guys around Downtown Winnipeg, The Forks, and Osborne Village which they enjoyed. We also took some of the members to a night out at King’s Head (Irish) Pub in Downtown to check out some live local bands, to dinner at Café ce Soir on Portage Ave., and to a short jamming session at the house of my haLf man haLf eLf bandmate Christine Mazur. Final Note I asked Legaspi about the current music of Bamboo, and he told me that the core creative/writing force behind it were he, Bamboo, and keyboardist Osorio. I also asked him how it was working with another Rivermaya original, Rico continuation on page 7

Blanco (Legaspi was also a member of Rivermaya for several years); he said that working with Blanco was challenging in a good way because Blanco had a strong sense of focus—that whenever he had a song to work on, he definitely had a sure and well-structured set of ideas and a clear vision of what musical direction he wanted to pursue. Asked about Bamboo, he said that through

the years Bamboo has become more involved in songwriting and has definitely improved his performing craft. (Note that Blanco wrote the majority of Rivermaya’s materials during his time with the group.) Having had the chance to hang out with the band at the hotel they were billeted in before they finally left for Saskatoon in Saskatchewan (the next leg of their Canadian tour), I was able to chat for a bit with Bamboo; I asked him if there’s already a plan for his second solo

album—he said yes and confirmed that he with his team was hoping for a release next year. He also expressed his gratefulness for the warm reception they received in Winnipeg amidst the cold weather. Finally, “Is the chair on Voice of the Philippines comfortable?” Bamboo simply responded with a smile, showing his dimples. Good thing Charina was not with me; she would have swooned; and as for me, I’m not easily charmed by cute smiles.

October is greenback walleye primetime

he fall season marks the time when local anglers flock to the banks and boat launches of the Red River at Selkirk and the Winnipeg River at Pine Falls. While fishing can be outstanding for a variety of species on these waters all year round, anglers at this time of year are in search of mainly one
in particular, the ‘Greenback’ walleye. Lake Winnipeg walleyes live in the cold clear waters of the northern basin during the summer. Usually around midSeptember, an enormous number of them begin to migrate into the southern basin of the big lake and eventually swim into the Red
River and Winnipeg River along with a number of other tributaries and creeks that feed into Lake Winnipeg. As their nickname suggests, these fish have a distinct iridescent bluish-green coloured back. All walleyes are coloured in direct relation to the water that they live in. Greenbacks get this way from their skin adjusting from being in clear water to murkier water. Many of our kababayan anglers fishing in the Gimli area have been catching ‘greens’ since the beginning of September. Generally the early run of fish will be the smaller and skinnier males which can range from 15” to 20”. The larger females and trophy sized walleyes start to arrive once the water temperature gets to around 60F (12C). The opportunity to land a Master Angler (70cm/27.75”) walleye is always possible and at times even probable once the run is at its height in October. The possibility of breaking the provincial and even world record is not out of the question either as our famous walleyes are some of the largest growing ones around. The Red River has been hit or miss the last few weeks but should hit full swing any day now. The unusually strong current flowing this fall can make for less than ideal conditions to fish from shore or boat at the moment but these are typically the years where higher numbers of bigger fish move in following the shiner minnows. Reports out of Pine Falls are that the greens have arrived as anglers

have been getting into schools of them fishing in Traverse Bay as well as in the river. To target these fish, the most popular method is presenting a salted shiner minnow. From shore the best way to do this is with a ‘pickerel rig’ or a modified version of one. Out of the package these rigs come with small low quality brass hooks. If using store bought rigs I would strongly suggest replacing the hooks with better ones such as Eagle Claw snelled hooks in size 2/0 to 4/0. These will ensure better hooksets and will eliminate lost fish due to snapped hooks. A tip for anglers who make their own rigs is to add an oversized chartreuse or orange bead on the rig or snell to help the fish hone in on your bait. From the boat, a simple jig and salty is sufficient to lure a monster to your line. A good rule of thumb is to use as light a jig as you can get away with while still being able to have your line drop more or

Due to new developments, this time I have decided to go back and elaborate on a comment that I made a couple of articles back. As many of you may have guessed, even though I spent most of my working career trying to reduce the tax bill for my clients, it was always to do so legally. I believe in a fair taxation system and to quote Oliver Wendell Holmes: I also believe “Taxes are the price we pay for civilization.” It may seem difficult to write that cheque to the Receiver General at times, but it is much better to live in Canada than in many countries with either no or too low income taxes. In fact, it can arguably be said that it is better to live in a higher taxed economy than a lower taxed country, but that is for another discussion. Anyways, to cut to the chase, I said a fair taxation system. It is necessary that a tax system be seen to be fair as well as being fair. I commented in a previous column that Canada Revenue Agency (CRA) was cutting back on enforcing the rules for individuals and corporations hiding revenue off shore. There seemed to be a lack of expertise being devoted to finding these off shore accounts. Meanwhile there has been an increase in audits and enforcement of the smaller taxpayer. I made the comment based on anecdotal observations and comments by employees of CRA. The reason for this column and update is a news item in the

I am not naïve enough to believe that there is no fraud or abuse by some small companies. CRA should continue to audit and to review small.businesses to ensure compliance , but quite frankly most small businesses that cheat are comparably like hanging fruit and relatively easy to catch. I say this as a former auditor for the tax department, knowing that CRA may never catch everyone and we could increase staff working on compliance with these small companies. Actually, catching more tax cheats would encourage compliance. The same also applies to bigger fraudsters that use international tax havens. There is nothing like thinking the system is unfair and others are getting away with something to encourage otherwise honest taxpayers to try and get their share.

The one question that does come up, however, is why would Canada Revenue cut back on enforcing the law on wealthy taxpayers? There is the potential for making the enforcement look fair and balanced. As well, huge amounts of avoided taxes could be recovered. The United States and European countries are actively pursuing their cheats. Even the CBC has been able to identify many possible abusers who are using external tax havens. The only “new” initiative that has been announced by CRA has been to pay a commission of between 5 and 15% to citizens who can provide leads on tax cheaters. A major problem with this approach is almost by definition these off shore schemes are set up at large cost and are effective due to considerable discretion by the planners. It is very unlikely that many people are aware of any plan. There may be some success, but relying on voluntary leads is unlikely to substitute for active investigation. I believe we should demand answers from the government. All abusers of the tax system should be actively pursued to the best of resources. I cannot think of a better way to reduce the tax burden for the rest of us. Terry Robert B.A., C.M.A., C.G.A. The best part of the Manitoba Heroes program is the support of
three local charities - KidSport Manitoba, Siloam Mission and the Wildlife Haven Rehabilitation Centre. As a huge proponent for sports for life and active living, I even more proud to know that money raised from the Manitoba Heroes dinner will go to support KidSport initiatives. Every kid has the right to play. It was a great night that honoured the generosity and compassion of Manitobans. From where I'm from, everyone is a hero.

Canadian Museum for Human Rights Opening Weekend Soggy weather didn't dampen spirits during opening ceremonies
O
utside, the iconic Canadian Museum for Human Rights is symbolically etched on a prairie landscape; inside, historical and cultural exhibits and displays are ready to discover, passing through the lighted Spanish alabaster which connects one gallery after another, a maze of information about human rights, never has been shown before, let alone read from any textbooks. The Canadian Museum for Human Rights is now open! The formal opening last September 19, Friday, had a great fanfare under the hazy grey sky and a wisp of a mild gentle prairie wind. The lists of guests, 400 invited guests enjoyed the opening ceremony focusing on the founder's dream, Issy Asper's dream, to have a human rights museum, right here at Winnipeg; the task of building the dream, the hardwork of the Friends of the Canadian Museum for Human Rights led by Gail Asper, to raise the amount needed to start the project, and how the Federal
Government, thru Prime Minister Stephen Harper aided to make the museum a reality, the only museum outside the National capital; and how the Manitoba government and the City ignited the fire to make it a reality, the pride of Winnipegger, an iconic landmark of Manitoba, an on going concern about human rights by the Federal government, and how the management of the Canadian Museum for Human Rights, led by CEO Stuart Murray intensely bonded all the strengths to make this museum as the righteous venue for human rights stories and events. The guests include the Governor General Johnston, members of the Parliament led by Shelly Grover, minister of heritage, members of the Manitoba Legislature led by Premier Greg Salinger; city councils presented by Mayor Sam Katz and some councillors, the Asper family members, Gail, David and Leonard, CEO Murray Stuart, aboriginal leaders,business leaders
and funders and donors, media and some special invited guests It is a gathering of who is who in the business, social and political spectrums. It started with an Indigenous Welcoming Ceremony and ended with a symbolic and historic Circle Ceremony. Entertainment was provided by the performance of Canadian Tenors, Maria Aragon with the Highlights Performing Group led by Joy Laud Lazo, and Shierra Noble. One of the moving piece was delivered by Gail Asper, of Friends of Canadian Museum for Human Rights and Asper Foundation when she mentioned how her father Israel Asper dreamt to have a human rights museum, how her mother inspired and how her brothers moved to make the dream realized, sad to say, her dad and mom did not see the reality of one man's dream, but happy to say that the museum became a reality with the help of countless people, from the government, private
sectors and countless funders and volunteers. A drizzle of rain prompted the guests to open the clear plastic umbrella as the program continued without any disturbance, never out of view.
A reception was held at Bonnie and John Buller reception area and the guests were welcomed to discover the various galleries which are ready for viewing.

Interview Clues, Part 3: Let’s talk money!
In the Interview Clues series, Employment Solutions staff interview Michele Hazell, Human Resources and Operations Manager with over fifteen years’ experience across the private, non-profit, and government sectors. Question: When I’m asked about my salary expectations in an interview, should I give a specific answer? Michele Hazell: It’s a good idea to give a pay range when asked about your salary expectations. Many people think that an employer asks about your salary expectations as a screening question or lowballing tactic. But employers really want to know your salary expectations for a couple reasons. If you’re looking for a $70,000 salary and all the company has budgeted is $35,000, there’s no point in wasting anybody’s time. But what often happens is that people lowball themselves. They’ll put their salary expectations at minimum wage or quote a very low figure, because they worry that they’ll be screened out if their quote is “too high.” As a hiring manager, if someone told me that they were looking for a salary of $35,000, and the role that I had paid $60,000, what that might say to me is that the individual probably doesn’t have the skills and ability to do that job at the 60K level. There are two keys to knowing your pay range: 1.Do your research before the interview. There’s lots of information available online to give you an idea of what companies are paying. Some companies post ballpark figure salaries for their positions. It’s always good to get as much info as you can about the role and expectations of a position and what companies offer for the position, remembering that it’s going to be a little different for every company. 2.Think about what you are worth. Look at your skills and experience on the whole, and determine what you are worth. Being clear about your worth and expectations tells the hiring manager about your confidence and abilities. It also demonstrates your understanding of the role and responsibilities you are interviewing for. There will be some jobs you interview for where your salary expectations aren’t a realistic fit for that position, and if you understand your worth, you should be able to walk away from them so that you don’t lowball yourself. You want to accept a job offer and salary that contributes to feeling good about yourself and your accomplishments. do the talking, and you want them to make the first offer. • What if the hiring manager brings up pay at the beginning of the interview process? You can say: “My present salary is X. Three letters, big savings: DIY A pinay’s guide to getting hitched
I count myself lucky to have tied the knot in the 2000s. Why, you ask? Three reasons: the Internet, Pinterest and thrifty brides with a lot of spare time. Do-it-yourself (DIY) weddings have become
monstrously popular – and for good reason. With more young people entering the workforce earning less than their predecessors, the odds of delivering a lavish wedding is ludicrous.
Thankfully, our DIY-era has made it socially acceptable to look shabby or, as the wedding industry often labels it, “rustic chic.” With a little bit of creativity and craft glue, you can save thousands of dollars on décor, stationary and more. Here are a few helpful tips to get you going while saving some major coin: •Draw inspiration by perusing wedding websites, blogs, and Pinterest. Find signature pieces you’d like to replicate, like centrepieces, giveaways, and stationary kits. •Now, search for DIY instructions on the pieces you’ve fallen for. For example, maybe you want to decorate the ceiling with a string of paper lanterns. Chances are there’s an affordable alternative you can build and personalize instead of paying triple the shelf price for something virtually identical. •Professional stationary can easily blow your modest budget. Instead, pick a doable pattern that either you or a helpful designinclined friend can create on your computer. You can purchase paper stock for a fraction of the cost from your local office supply store, and use patterned craft scissors for a bit of pop.

•Visit thrift shops, garage sales, and even your backyard for unlikely signature pieces. You never know where you may find something cool that can be refinished with a simple coat of thematic or metallic spray paint. •If you’re looking for supplies, there are a number of stationary and craft wholesalers in the city that offer steep discounts on paper, beads, baskets and more. A couple require memberships, but most are open to the public (just call and ask to be sure). •When it comes to DIY-ing, there’s a trade-off: money for time. Make sure you give yourself (and whoever’s willing to help)
enough hours to assemble all the pieces of your handmade puzzle. It’s a ton of fun to host DIY parties – just make sure you get the hot glue gun work out of the way before popping open the wine bottles. Above all else, don’t forget to enjoy yourself! With a little bit of blood, sweat and glitter, you’ll DIY your way to the finish line.

Low interest loans for winter tires MPI offering Winter Tire Financing Program
A
new Manitoba Public Insurance program is now available for Manitoba residents for the purchase of a set of winter tires. The low cost loans (prime plus 2%) of up to $2000 per vehicle is available in one to four year terms. As an example, a $1000 set of winter tires would add $22.93/month to your monthly Autopac payment. To qualify for the program, you must be an individual owner, not a
company, purchasing tires for a car or light truck that is registered in your name. You must not have any financing restrictions or owe money in arrears on your Manitoba Public Insurance account. Financing can be applied to the purchase of winter tires including associated costs for rims, mounting, balancing, taxes and fees. Not eligible for financing are the repair of tires, maintenance/storage of tires

Cris Villonco goes to Toronto Cris Villonco, granddaughter of Armida Siguion-Reyna and niece of filmmaker couple Bibeth Orteza and Carlos Siguion-Reyna, won best supporting actress in the Directors’ Showcase section of Cinemalaya which took her all the way to the Toronto (Canada) International Film Festival last month. It was a big pay-off for Villonco after Orteza offered her a part in the film “Hari ng Tondo”. She wasn’t sure if she was getting paid or not but she was more than happy to join the cast of her uncle’s comeback film. It was an emotional moment, during the screening, for Villonco upon seeing the logo of Reyna Films once again after 14 years.
Villonco’s other movie was alongside Fernando Poe in the action flick “Ang Dalubhasa” back in 2000. In between acting, she attended Sarah Lawrence College in New York and took liberal arts and had acted in several plays.

n October 22, the Civic Election will be held when we elect a new mayor, new councilors and re-electionists and the members of the various school boards. In the Winnipeg School Division, the largest school division, will elect nine members for the School Board of Trustees. The Filipino Journal initiated Q & A forum to highlight and bring into the open their plans, initiatives and priorities, thus, inspiring the voters to go to polls and to vote for those candidates who are front and centre to the needs of children in the public school system. FJ: Name the five priorities you will tackle as a school trustee. Julie Holland Javier: Our children are facing the many challenges in their lives and as a School Trustee, I will work to firmly establish a concrete foundation in education: support the nursery and kindergarten programs, peace and security, initiative for global learning, transparency of the decision making in the school board meeting; and collaborative initiative between the community and the school for the maintenance and improvement in nutrition. Michael Pajemolin: It has been my passion to serve as a voice for the majority and a catalyst of change for the betterment of the common people. FJ: With these priorities, as a school trustee, which are the most urgent and why? Julie Holland Javier: Nurturing the early childhood education is a must; technology must be initiated to make our school system globalize; and openness in the
decision making process which will affect the taxpayers and the children; peace and security for the children against bullying and outside disturbances; and let our children be aware of the value of nutrition. Michael Pajemolin: I agree with the same order. As a candidate for school trustee, infrastructure and safety is one of the biggest issues our students and families are facing on a daily basis. FJ: Lately, there is a tremendous feedback why the School Board Trustee would be secretive in the decision making process. Most of the decision making discussion is “In- Camera” means, the meeting is not open to the public, there is no engagement or input from the community, how would change that culture of secrecy? Julie Holland Javier: The School Trustees are elected by the people, their salary comes from the tax payers, the community will be their employer, and they are only mandated to run the system efficiently and effectively. I adhere an open discussion with the tax payers, with the parents. I want to engage the public on the issues affecting our children, our future. Michael Pajemolin: All throughout my campaign, I will make known to Ward 9 that I am here to serve and will be the biggest ear that the community will ever have. I will represent the majority whether Filipinos or not to the whole Winnipeg School Division and yet I will not ignore the issues of the few.

FJ: Would it be possible that the gyms and other school facilities be open to the tax payers for their sports and other community activities? Julie Holland Javier: Again, this is a basic necessity of the community. I will see to it that these facilities are open to the boys and girls, as the best alternative against streets activities. I know that there is a great demand for these facilities, share these facilities with the community. Michael Pajemolin: YES FJ: Concrete educational foundation is needed for all the children. Would you institute more nursery, kindergarten and other social activities? Julie Holland Javier: As a mentioned before, nursery and kindergarten are the most vital formative programs for the children. I am also a parent and I personally experienced and witnessed how a child is being developed as a worthy citizen. Michael Pajemolin: Prefer not to answer FJ: A school trustee is a parttime job, would be involved in the school’s various activities? Julie Holland Javier: Yes. As a trustee, I have to be aware of the needs of the children. Do fund raising for some programs which are not funded by the system; and to avail scholarship to the students who have excelled in their chosen careers. Michael Pajemolin: NO N.B. Two Filipino Canadians vie for Point Douglas on October 22 Civic Election

ill it be the incumbent councilor, Mike Pagtakhan, seeking for re-election, or a former school trustee, Anthony Ramos,as the winning councilor on October 22, and who will be involved in the various changes in the City Hall, as a new City Mayor will be elected, and some new councilors will be added the rooster of the re-electionists? With Mayor Sam Katz retiring, the new mayor will lead the City Council, making the newly minted mayor to face many challenges from the burdened property tax, to infrastructure deficit, to urban sprawl, safety, and the rapid transit, and with the cooperative and collaborative inputs of the councilors who are experienced, and with creative and proactive impulses on the issues, then the City Council will function normally, thus benefiting the people in the City of Winnipeg. Councilor Mike Pagtakhan has 12-years experience as a city councilor while Anthony Ramos has eight years as a public school trustee. To bring a deeper analysis on the issues confronted by the City Council, and to highlight the mandates of Councilor Mike Pagtakhan and School Trustee Anthony Ramos, the Filipino Journal has initiated a question and answer formatto outline their views, their plans and their vision for a new City Council, and for the City of Winnipeg. FJ: What is the foremost motivating reason why you are running for an elective position as a City Councilor? Mike Pagtakhan: It has been such a tremendous honor to work along side with so many wonderful and
amazing citizens in Point Douglas to affect such positive change in our community and in Winnipeg. My vision of creating a more prosperous Point Douglas is becoming a reality with the completion of the North Centennial Recreation Centre, Sinclair Park Community Centre, the new Nomads Football Clubhouse and Field, the twinning of Inkster Blvd, the construction of several new condos in Downtown Winnipeg and the construction of new homes in the Inner City. Point Douglas is changing for the better, but there is still so much more to do. Some of the projects I would like to complete in this upcoming term of office are; the replacement of the Arlington Bridge, completing the twinning of Keewatin to the new Chief Peguis Trail extension, the completion of a world-class FIFA soccer pitch at Shaughnessy Park by Keewatin; and the construction of the new indoor multi-court basketball sportplex. I love working with people! And by working together in a bayanihan fashion, we will be able to realize our collective vision for an amazing, safe and vibrant Point Douglas and the City of Winnipeg for our family, our friends and our neighbours! Anthony Ramos: I am running in order to facilitate resources and services that directly impact the citizens in the inner city areas of Point Douglas in need of life changing assistance and to develop partnerships among various levels of government and stakeholders who will sustain these resources and services that are necessary for life changing renewal. I would also like to facilitate and develop the need to maintain the talents of our young people in the ward of Point

Douglas who are involved in the field of internet security and cyber defence. I would like to address the dire straits of our infrastructure in an equitable and efficient manner through an unbiased report and audit of all roads. I would like to maintain and reinforce the frontline services of Waste Water, Fire/EMS/Police, and Public transportation. In all, I would like to renew confidence, trust and truth to the dynamics of city hall and the citizens of Winnipeg. FJ: In terms of the problems of the City of Winnipeg, namely, 1) infrastructure deficit, 2)peace and order, 3) property tax, 4) urban sprawl, 5) retention initiative for the young people to stay in Winnipeg; 6) downtown revival, 7) aboriginal issue, 8) diversity in human resources, which of these issues are the most urgent? Mike Pagtakhan: I’d like to answer your question by saying that the issues you have identified are clearly important, especially with Infrastructure and Safety being of paramount importance in the minds of most citizens. The truth of the matter is, there are a multitude of issues that resonate differently with every citizen. From a City-wide perspective I have heard about the importance of building a mass transit network across our entire City, which will help alleviate the heavy financial burden required to fix a city geared mostly for cars. From a city planning perspective a rapid transit system helps create a more efficient and sustainable city. Winnipeg needs a rapid transit system and each quadrant of the City will benefit from such a network, with respect to new housing development, business & retail development along the rapid transit network. In Point Douglas, there is a huge need for more recreation and sports programs for youth and seniors. There is also a need for more affordable housing with the consistent influx of new Canadians from across the globe. Another issue of great importance is downtown development. Encouraging more mixed use residential development in downtown is desirable and in demand. Winnipeg has only one downtown and initiatives that keep downtown Winnipeg as a safe, vibrant, exciting and a destination for
visitors and citizens alike are critical in creating prosperity for the City. Anthony Ramos: I agree with this list. FJ: The City of Winnipeg is a multi-ethnic society, and every ethnic group deserves your support, and being a Filipino, would you favour the needs of the Filipino community?\ Mike Pagtakhan: I agree that Winnipeg is truly defined by the incredible global diversity of its citizens. Winnipeg is a City of immigrants, and our City’s diversity is our strength. I must say that I am very proud of Winnipeg’s Filipino community. Our community is talented in many fronts from academics, music, sports, art, dance, in research, management, business, medicine, education. With respect to funding community based initiatives, I am proud to have supported numerous Filipino based organizations at fiestas, dinners, heritage initiatives, walks, anniversaries, and all manner of seasonal calendar events. At a City level, I have helped ensure that there are a wide and diverse selection of Tagalog books in Winnipeg’s library system. I have also been a strong supporter of the PCCM and several Filipino community basketball leagues. While there are a limited amount of grants, I try not to restrict myself from helping as many Filipino groups and organizations as possible. Anthony Ramos: Yes, I would in so far as there is a true warranted need for such support. Any group should be supported as long as there is a justified, well researched and truly necessary system of support thatis necessary for them to develop and grow. FJ: Do you support the ethnic cultural and community grants? Mike Pagtakhan: Similarly, I try and work with all cultural groups and community organizations as their needs arise, and to support their project by assisting them in their application to access the appropriate grant for their type of project. I am pleased to have supported many cultural groups including the Sudanese Cultural Centre, the Casa Dos Acores, the Punjab Cultural Centre, St. Mary’s the Protectress
Villa, and many others. Anthony Ramos: Yes. FJ: How you would deal the various ethnic needs in terms of housing and safety? Mike Pagtakhan: If you are referring to a particular ethnic group embarking on a housing development project, the City has a Housing Development division that will review a particular proposal. If the financials, pro forma, and equity financing are in place and makes sense and the business plan is feasible the proposal may be eligible to receive grants from the City and the Provincial government on a per door basis. Groups and organizations can also respond to Calls for Proposals as they arise in regard to a particular need for housing, such as seniors assisted living. Anthony Ramos: Determine the present situation through consultation with the community in question, along with proper authorities and develop a strategy based on needs and available resources and support. Implement. From there continue to examine any outstanding needs not met and determine their most adequate plans to address concerns and act. FJ: Last but not least, would you join EPC which is suffering from an image problem? Mike Pagtakhan: Winnipeg City Council is currently structured with a Mayor and 15 members of Council. The Mayor is the Chair of the EPC (Executive Policy Committee), and the Mayor appoints a Deputy Mayor and 5 members of Council to this committee. Each of the 5 members in turn Chairs a Standing Policy Committee. This is the current structure of Council, however I have supported a motion that now requires the Mayor the ability to appoint 3 members of their EPC, with the other 3 members being chosen by City Council. I think this is a more evenly balanced EPC that better reflects the desires of Council, rather than just the Mayor. If selected by Council or the Mayor, I would be honoured to serve and to work hard for the interests of Point Douglas and all citizens of Winnipeg. Anthony Ramos: I believe that the EPC should be abolished.

NABA Winnipeg claim Peewee Championship in Glendale Heights Glendale Heights played host to the annual NABA Championships
Winnipeg represented with great annual NABA tournament on the in Glendale Heights, IL. The pride and determination at the September Labor Day weekend tournament was host to 133 basketball teams and 17 volleyball teams from USA, Canada and United Kingdom representing 35 cities. The NABA Winnipeg delegation raised money to send 8 basketball teams and 3 volleyball teams. Winnipeg took home 3 trophies and knowing that most of our teams came so close to the finals. Mosquitoes our new and youngest edition to NABA played 4 games overall. The talented Tykes division fought hard by playing 5 games. The undefeated Peewee Winnipeg team, took it all the way to the end to win the championship. In their wake, the defeated Virginia, Glendale Heights, Markham, Toronto and Washington DC to win the championship. Bantam and Damsels both divisions with great skills came up short. Bantam had it tough with 18 teams in their division and Damsels found themselves in quarter finals but could not get through team Chicago. Open ladies division consisting of young ladies 16 and older, made it to quarter finals
coming 4th, beating Washington DC and Queens although they couldn't get through Glendale Heights nor Toronto. Juvenile division found themselves reliving last year’s 2013 final championship game all over again. Playing defending champs Montreal first game in which last year we should have done beat them sending them to the loosing bracket. Our boys had it tough from the beginning but work their way to the quarter finals amongst 11 teams coming in 4th place at the end. Master team was placed in a tough bracket against Champions Chicago, followed by veterans of PBA New York Sipag in their second game. They played against several PBA legends, like Ponky Alolor, Manny Victorino of Great Taste, Tim Coloso and Relosa of Toyota. Winnipeg coed volleyball won third straight title and Ladies took home 2nd place this year. Volleyball NABA is growing and truly a survival game of skill, strategy and energy with 3 to 5 sets played in every game. One of my Filipino coworkers asked me if bugtong may be found only in our culture. I said no. I told her that this figure speech or literary device is simply Philippine Literature’s or the Filipino culture’s counterpart of what is known in English as riddle. A riddle is a statement, question, or phrase that has a double or veiled meaning, put forth as a puzzle to be solved. Riddles occur extensively in Old English poetry but were not exclusive to the Anglo-Saxons and Old Norse. They are actually an ancient and common cultural phenomenon

found in countless cultures that include Finnish, Greek, Hungarian, American Indian, Chinese, Russian, and Filipino. Also, the best riddles are those that are expressed in metaphorical language and carry a playful yet witty tone and which require ingenuity and careful thinking for their solution. Examples of bugtong or Filipino riddles with English translations: 1) Hindi hari, hindi pari ang suot ay sari-sari. (sampayan) Not a king nor a priest but dresses for a feast. (clothesline)

The crisis was however peacefully resolved following a USSoviet understanding to withdraw the tanks. We`ll end up our guided tour of Berlin on the 05-20, November 2014 issue. God bless. n Berlin, the historic capital of Germany and its largest city of 3.5 million people, you'll never run out of places to discover and explore. Our guided walking tour goes through the cityscape of magnificent squares ("platz"), parks, memorials, and buildings of old and contemporary architecture. Visited early as top priority of the day, the symbolic Brandenburg Gate and the nostalgic but "notorious" Berlin Wall are unforgettable! The city is home also to more than 170 museums and art galleries. Although Germalde Gallery is one of the most popular with its huge collections of artwork by the European artists of the 13th to 18th century the Museum Island complex , a UNESCO World Heritage Site, consisting of five world-renowned museums Altes (Old Museum), Neues (New Museum), Alte Nationalgalerie (Old National Gallery), Bode, and Pergamon, still remains as the focal point of the diverse art scene in Berlin. Actually, Berlin is a museum by itself! One block to the north of Brandenburg Gate stands the impressive Reichstag building, the seat of the German Parliament called the "Bundestag" with its members of directly elected representatives of the people of Germany. Free admission allows you into this architectural landmark to reach its large glass dome at the top, its roof terrace and its restaurant. From the Reichstag take a stroll along the city's grandest boulevard, "Unter den Linden" (under the lindens), named for its linden (lime) trees planted more
than three-and-a-half centuries ago. Along the grassed pedestrian mall you'll find a number of historic sites including the famous Humboldt University and the German National Museum. At the centre of the Ùnter is the equestrian statue of King Friedrich Wilhelm II. Located one block south of the Gate is the Holocaust Memorial, the Memorial to the Murdered Jews of Europe. Consisting of geometrically arranged gravestone-like concrete slabs (called `stelae`) in grey colour reminiscent of ash that are spread over the big sloping field the Holocaust Memorial honours and remembers the 6 million Jews the genocide of which was organised in Berlin during the Second World War. Built in 2003-2004, the Memorial was designed by American architect Peter Eisenman and Engr. Buro Happold. You can enter from all four sides and walk along the path between rows of the tall concrete pillars (`stelae`) and feel the memorial`s resemblance to a solitary cemetery. Anyway, the `Memorial attempts to present a new idea of memory as distinct from nostalgia`. An underground information centre studies the Nazi system of extermination of the Jews. If you are a history buff no trip to Berlin would be complete without visiting `Checkpoint Charlie`, the best-known Berlin Wall crossing point between East Berlin and West Berlin during the height of the Cold War (a period of conflict, tension and competition between the two superpowers, the United States and the Soviet Union, from 1947-1991). ack by popular demand, the Winnipeg Blue Bombers hosted their second Women's Football Clinic for 2014. Part of the Blue & Gold Women's Club, the football clinic was an opportunity them to learn first hand about football and the skills required to play the game. Approximately 80 women made it out to Investors Group Field to run through eight different drill stations. There were eight stations and the easiest one was the Photo Booth Station. The remaining stations focused on skills such as yoga (stretching), running,
passing, catching, blocking, tackling, kicking and punting. Bomber players led each station drill as they made the women run through the drills. Afterward, the women warmed up with a cup of hot chocolate and passaround appetizers at a post-clinic reception. Representing Team Filipino Journal at the Blue & Gold Women's Clinic was Donna Medina, Zeny Urbano Regalado, Myra Jacinto, Cynthia Reyes, Howie Francisco-Torillos and Marivic Cacha.

2014-2015 Winnipeg Jets Season Preview
A
fter finishing a disappointing last in the Central Division last season, the Winnipeg Jets will be looking to improve in the standings and push for their first playoff berth since moving from Atlanta. With their Central Division rivals all improving on paper in the off-season, the Jets will be counting on some of their fresh new faces to give them the secondary scoring they have been lacking. After taking over behind the bench midway through last season, Paul Maurice gets a fresh start to see if his team is the energized group that won 9 out of his first 11 games as
coach or the team that finished with a below .500 record in their final 21 games. The off-season was relatively calm in comparison to the rest of the division. Gone are the likes of Olli Jokinen, Devin Setogutchi, and Al Montoya. The Jets added some depth at centre signing Mathieu Perreault and T.J. Galiardi. Perreault registered 18 goals and 25 assists as a member of the Anaheim Ducks while Gailiardi scored 4 goals and added 13 assists with the Calgary Flames. With the emergence of Mark Scheifele as an offensive threat and the smooth puck handling of
defenseman Jaccob Trouba, a few rookies will look to make the same impact this year. Nikolaj Ehlers, the Danish born first round pick of the Jets in last year's draft will try to use his flash and dash to make the squad. Josh Morrissey will try to copy Trouba's success who will give the Jets another smooth skating defenseman with great ice vision. If given the opportunity, Nicolas Petan will try to over his success in the WHL where he amassed 113 points in just 63 games. Once again, the Jets faithful are expecting the familiar faces of Andrew Ladd, Blake Wheeler, and Evander Kane to carry the load. Ondrej Pavelec will shoulder the load between the pipes but the success of Michael Hutchinson last year will have him looking in the rear view mirror. The Winnipeg Jets have proven to be a competitive team in the past three seasons but want to give their die hard fans some playoff hockey. With their division rivals all gearing up for playoff pushes, the Jets might be on the outside looking in once again. However, the Jets continue to stockpile prospects and draft well which bodes well for a dynamic team for future years. Prediction: 7th in the Central Division. 12th in the Western Conference.
