Free Concert at Portage and Main Vote Open-Portage And Main movement will have a free concert on Saturday, October 20, from 2 to 8 pm at the famous intersection of Main St. and Portage Avenue. Campaigning to open the intersection of Portage and Main in the coming referendum on the civic election, October 24, the VOTE OPEN PORTAGE AND MAIN movement presented the reasons why the intersection
must be opened (see Ad at the bottom) The free concert guests include Royal Canoe, JP Joe, Mahogany Frog, The OB, Matt Foster, Red Moon Road, JD & Sunshine Band, Sweet Alibi, Smoked Tiger, DJ Coop, Riel Gentlemen and more. Open Mic with craft beer, local food and drink. Dancing, art and poetry included. All proceeds to the Children's Rehabilitation Foundation.
Let’s open Portage and Main. Here are the facts: The barriers are falling apart.
We will all benefit economically.
Tourism works when we do.
The city has to spend millions of dollars to repair the barricades regardless of the outcome of this vote. Removing them is budgeted at $6.1 million.
Businesses go where people go. Removing the barriers will stimulate economic development, encouraging new storefront business and tax revenue for the city.
As one of the most famous intersections in Canada, Portage and Main could be a major public meeting place again as well as an even bigger tourist attraction.
Learn more about how opening the intersection will improve our city!

Loizza Aquino: How an immigrant youth is getting recognition for creating peace of mind
How an Immigrant Youth Is Getting Recognition for Creating Peace of Mind Loizza Aquino compelled to make a difference since she was nine years old. She first led a fundraising effort to help typhoon victims in her home country of the Philippines while in the 4th Grade. But her social activism began to take shape at the age of 15 when she lost a friend to suicide. Loizza Aquino started to focus on mental health advocacy when she was in grade 10, after losing one of her best friends to suicide. Her friend was one of four students in Winnipeg to die by suicide within a one-month period. “I was so confused. I was in shock, and wanted to know why this was happening,” she says. After spending countless hours searching for answers, she realized that understanding “why” wasn’t going to make enough of a difference. Instead, she wanted to focus on the issue of mental health,
the stigma surrounding it, and the critical problem of suicide. A late-night tweet is saying, “I want to have a mental health group. Does anyone want to help me?” generated dozens of likes. This was enough to spur Aquino into action, and she created her youthled non-profit organization: ‘Peace of Mind.’ Her organization holds events called Youth against Mental Health and Illness Stigma (YAMHIS), which provide a platform for students to share their stories and struggles with mental illness. Since 2015, YAHMIS has reached more than 2,000 students, including an event last year attended by over 700 Manitoba youth. Aquino was recently recognized as a winner in the annual RBC Top 25 Canadian Immigrant Awards — an award that celebrates the outstanding accomplishments made by Canadian newcomers. She also won an additional distinction as the winner of the Youth Award recognizing the achievements of young immigrants who make a difference in their adopted country, and show great potential as longterm nation-builders. What Challenges Do You See Newcomers Facing? Newcomers face some challenges when they move to a new country. The language barrier

is a big one. And in the Philippines, my mom was a pharmacist, but her credentials didn’t carry over. My parents had to work two jobs, sometimes overnight, so coordinating schedules was a big challenge — as soon as my mom came home from work, my dad would leave. Spending time together as a family wasn’t a luxury we could afford when we had to make ends meet. What’s the Best Advice You Received to Overcome These Challenges? “The best advice I received was something my parents told me — and have been telling myself ever since I could remember — and that is: Never forget where you came from.” Whether you’re successful or you fail, know where your roots are. The wonderful thing is that Canada is so welcoming. We welcome diversity, differences in people and different cultures, so you don’t need to leave yourself behind. That’s part of what motivated me to lead a fundraising project when the typhoon hit my hometown. I was only 9, but I knew that if my parents hadn’t come to Canada, that I could have been one of those children trying to get to school through flood conditions without clean water to drink. Giving back
helped me connect to where I came from, and I knew even the smallest actions could mean so much. What Does Being Canadian Mean to You? To me, being Canadian means being altruistic — caring about the people around you, being willing to give when someone needs a hand. In Canada, we care about each other, our quality of living, and we put actions behind our words. We don’t wait for things to happen. As a welcoming country, we welcome every bit of the people who come, including their past lives and experiences. We don’t ask someone to leave who they are at the door. What Motivated You to Expand Peace of Mind? We have been making a great impact in Manitoba. 700 students came out to one event last year, and after the speakers finished, we held an open mic session where anyone could come and talk. The line up was so long — people shared stories of their social groups, families, sexual assault, depression, lack of care, suicide attempts. These people feel safe in our events, and they feel stronger afterward. People have come up to me and said, “I never told anyone that story. I feel so great now.” People
FilipinoJournal.com
have even told me that an event saved their life, or helped someone they love to get help. When I know I can help prevent people from harming themselves and can seek the help they need; it motivates me to do more. We held our first event in Toronto in March, and we are looking to expand to all three University of Toronto campuses in October. What’s Next for You? I am entering my second year at the University of Toronto, where I am doing a double major in Mental Health Studies and International Development Studies, with a minor in Public Policy and Governance. So that will keep me busy! But I am also planning to expand Peace of Mind to Ottawa, Waterloo, then Quebec. I’m holding a fundraiser in the fall to raise money and awareness. Starting a new life in Canada can be hard if you’re unfamiliar with the culture, but at age 18, Aquino already has a track record of making a difference in her adopted country. By founding Peace of Mind, she’s managed to empower other Canadian youths and provide a platform for communities to talk openly about mental health issues. Who will succeed Duterte?
A
s soon as rumors that President Rodrigo Duterte was seriously ill, political groups began consolidating their forces and allies to position themselves to succeed him. It started on April 14, 2018, when Duterte told the military and police during a command conference in Malacañang that he’s thinking of stepping down because he was tired. “I am not angry with anybody. My chase against graft and corruption seems to be endless, and it has contaminated almost all government departments and offices,” he said. He then asked the military and police to find his “right successor.” He said that Vice President Leni Robredo doesn’t have what it takes to lead. He added that he rejects Robredo as his successor even if the Constitution states that she would replace him if he steps down. He said he prefers a junta to lead the country, if he’s ousted by the military. A few days later, he changed his tune when he spoke before a group of broadcasters. He told them that if a leader "like" Senator Francis “Chiz” Escudero or former Senator Ferdinand “Bongbong” Marcos Jr. could
assume the presidency, he would step down. A news story on October 9, 2018 said that Duterte had hinted he might be seriously ill. He alluded that his doctors have suspected that he has cancer; however, he said that recent tests showed that he was not cancerous. Which makes one wonder: Was he just joking? Or, was he trying to smoke out his enemies into the open… and then punish them? Hmm… With the various power blocs anticipating that his demise, sooner or later, would create a power vacuum, it raises the question: Who are the contenders vying to replace Duterte? Which reminds me when Alexander the Great, lying on his deathbed in 323 BC and surrounded by his generals. One general asked him, “To whom do you give your empire?” As they watched him gasped his last breath, Alexander said, “To the strongest.” And since nobody stepped forward to assert that he was the “strongest,” the generals eventually agreed to divide Alexander’s empire among them to avoid a civil war. While this is in no way saying that I am suggesting that Duterte is the Philippines’ Alexander

the Great – although 16 million Filipinos see him as a “great leader” -- he seems to encourage rivalry among his critics and rivals, which is a “divide and rule” strategy strongmen use. The contenders It didn’t take too long for the various power blocs to start consolidating their forces in preparation for any eventuality. There are at least six groups that are positioning themselves in the event Duterte steps down or is incapacitated. Perceived as the most powerful and influential group is the nine-party super-coalition that Duterte’s daughter, Davao City Mayor Sara Duterte-Carpio, recently formed, which includes her own Hugpong ng Pagbabago (HNP). Joining forces with Duterte-Carpio are big political players Sen. Cynthia Villar of the NP, former President and now Speaker Gloria MacapagalArroyo, and the National People’s Coalition (NPC) that Danding Cojuangco founded when he ran for President in 1992. The opposition Liberal Party (LP) is the party of VicePresident Leni Robredo, former President Benigno Aquino III, and former Senator Mar Roxas. They command the loyalty of the “Yellow Army” or “Yellowistas” whose provenance goes back to the Cory Aquino years. A major bloc is the Marcos political dynasty -- former Senator Ferdinand “Bongbong” Marcos Jr. and his mother, Congresswoman Imelda Marcos, and sister, Ilocos Sur Governor Imee Marcos -- and their diehard Marcos loyalists. They have been positioning themselves for an eventual takeover of the presidency, three decades after the Marcos dictatorship was ousted. The Marcoses are close to Duterte, particularly Bongbong whom Duterte has “anointed” as his preferred successor. The Magdalo group of former military men that mutinied against the Arroyo administration in 2003 remains a potent group even when they appear to have broken up. But they took their battle to the Congress. Sen. Antonio Trillanes IV and Magdalo Rep. Gary Alejano are the two prominent Magdalo members who are now in Congress. However, the Duterte administration has
accused the Magdalo group of secretly recruiting active military personnel. While Magdalo might not have enough strength to take over the government, they are allied with the LP. Speaker and former President Gloria Macapagal-Arroyo leads another political group. She has been trying to revive her old political party, the Lakas-KampiCMD. But she might not be able to hold its members together, knowing that their loyalty could change easily. Besides, she doesn’t have the logistics that she had during her presidency. Meanwhile, she got herself an “insurance” by joining DuterteCarpio’s super-coalition. The most troublesome group is the Communist Party of the Philippines-New People’s ArmyNational Democratic Front (CPPNPA-NDF) that has been fighting the government for more than half a century. Led by exiled CPP Chairman Jose Ma. Sison, they have been perennially preparing for a takeover of the government. But they don’t have the logistics that the Armed Forces of the Philippines (AFP) have. Red October Last September, the Duterte administration claimed that the CPP conspired with the LP and the Magdalo group in attempting to build a critical mass that would push for Duterte’s ouster. Known as “Red October,” the plot was to force Duterte to declare martial law nationwide; thus, provoking mass uprisings across the country. After investigating the plot, top AFP officials cleared the LP and Magdalo of any connivance with the CPP. The CPP dismissed the “Red October” plot. Instead they accused Duterte of creating a scenario to justify a massive crackdown on dissenters. The CPP’s nemesis, the AFP, and the Philippine National Police (PNP) are the groups to watch. Working in tandem, they’re the strongest and, thus far, the only ones that can maintain peace and order in the country, which is the reason why Duterte favors them to succeed him in the event of his death. With an army of at least 100,000 of armed military personnel and an integrated force of 120,000 policemen, they can grab power anytime at their own choosing. The question

is: Would they abandon their pledge to stay out of politics? But would they remain idle if mass disorder threatens the country’s security and stability? But this is precisely what the CPP’s alleged “Red October” plans to happen. Déjà vu But there is another group that could influence the direction of the country: the “brotherhood” of retired generals. Their collective influence –- gained over years of active military service -– could provide the stability the country needs at this time. And this is probably Duterte’s rationale -short of declaring a revolutionary government --for appointing retired generals to key positions in his administration. The “brotherhood” is presumed to have the support of America’s military and intelligence communities based on decades of mutual defense cooperation. And this brings to mind where they have been since 1987. At that time, following the toppling of the Marcos dictatorship, the “brotherhood” provided aid to the revolutionary government of Cory Aquino to steer her through tough times and several coup d’états staged by rogue groups in the military. Is it déjà vu all over again? Last October 13, when reporters “ambushed” Defense Secretary Delfin Lorenzana and asked him about “Red October,” he replied: “It’s no longer existent. It fizzled out because we uncovered and exposed it.” But regardless of whether “Red October” would happen or not, the nagging question remains: Who will succeed Duterte? And just like Alexander the Great, Duterte might not have the “strongest” to succeed him. And if there is nobody strong enough to take over Duterte’s “empire,” would a “civil war” ensue among the political contenders? Meanwhile, Uncle Sam and Uncle Xi Jinping are keenly watching what’s happening right now. With Xi’s promise to Duterte that he’ll protect him from any plan to remove him from office, would Uncle Sam harness his forces to prevent any intervention – military or political – in the situation in the Philippines? Like they say, “Beware the ides of October.”

Boracay reopens with a handful of tourists
T
he closure of the resort island of Boracay, one of the nation's major tourist destinations, started on April 26, 2018 as part of the government's efforts at the island's environmental rehabilitation. Six months after it was shut down, the resort island reopened for a dry run. The first day of the 10-day dry run started on Monday with only 28 tourists. On the second day, only 19 tourists entered Boracay according to Niven Maquirang, port manager of the Caticlan-Cagbang Jetty. T
he ABS-CBN Network said in a statement that it respects Gretchen Fullido’s right to bring her sexual harassment complaints to court and expects all parties to allow the legal process to take its course. Fullido currently anchors TV Patrol’s entertainment news segment, "Star Patrol." She has filed a sexual harassment case against, against former ABS-CBN News executive Cheryl Favila and ABS-CBN News segment producer Maricar Asprec.
Fullido accused the two of sending her text messages with sexual innuendos and requests for sexual favors. Fullido also filed libel complaints against ABS-CBN news executives Cecilia Drilon and Venancio Borromeo, along with news reporter Marie Lozano. She said they besmirched her reputation by saying that she filed the case to leverage her employment status at the network. Peace is elusive United States President Donald Trump is expressing willingness to strike peace in the Korean Peninsula. Nice move. A second meeting between him and North Korean President Kim Jong Un. In the Philippines peace seems so elusive. The Duterte government is not succeeding in forging peace with the New People’s Army. How many times the peace talks between government and the National Democratic Front (NDF) was held. No luck. Even back channel discussions were stopped. And worst, mouthed statements between Communist Party of the Philippines founding chairman Jose Maria Sison and President Duterte were served on each side like volleys of a tennis ball. Let’s retrace history. In 1929 after vehement disagreement on policy and ideology among members of the Philippine Labor Congress, the Katipunan ng mga Anak Pawis ng Pilipinas was established by Crisanto Evangelista. The following year he founded the Partido Communista which the Supreme Court later declared as illegal organization. Thus outlawed, the Partido worked underground on the laboring class in Central Luzon. Pedro Abad Santos an educated and wealthy scion of a landed gentry founded the Socialist Party which became the following year the political arm of the Aguman Ding Maldang Talapagobra. In 1938 the Partido Communista officers who were incarcerated in 1932 were released after pardon and the two parties,
the Socialists and the Communist merged and made Central Luzon their political laboratory. By the outbreak of the war in 1941,Central Luzon was teeming with a dynamic peasant and labor movement which was the backbone of the Hukbo ng Bayan Laban sa Hapon (HUKBALAHAP) established in March 1942. Central Luzon was now a huk territory as the municipal governments were virtually in their hands. Landlords and wealthy residents evacuated to Manila and the farmers took over the land to enjoy a new bounty in freedom and material uplift. The absentee landlords blamed the husk for their difficult life as Manila evacuees were deprived of their harvests and the fruits of their lands. The liberating US forces in 1945 always found to their dismay the early arrival of Hukbalahap forces in every location. Actually the Huks cleared the obstacles for the liberating force. In Manila, Huk squadrons were holding the city when the Americans came; and so in other places where the huks arrived ahead of the new conquerors. The mass arrest of the Huk leaders followed, even as municipal officials known elected by Huk support were removed and replaced with USAFFE guerrillas, arch rivals of the huks. Among those thrown to jail were Luis Taruc, Castro Alejandrino and other ranking Huk officers. Mass demonstrations before Malacanang pressured the release of the prisoners.
Prepare to Sleep
W
e spend approximately 30 percent of our lives sleeping - or trying to sleep. Today there are more sleep disorder clinics around the world. There are also millions who snore, and they, (or the people who share a room with others) spend million dollars a year on anti-snoring remedies. Think of it! Nearly a third of our lives sleeping! Yet how much do we plan and prepare spiritually for those important hours of sleep?
For many years, a friend or ours has followed a simple guideline she refers to as HWLW, which stands for "HIS WORD the LAST WORD." Every night, just before turning out the light, she reads a passage from the Bible or meditates on a verse she has memorized. Before she goes to sleep, she wants the last word she thinks about to be from GOD - not the evening news or the weather, not the late-night talk show host or the celebrity guest, but a final word from the LORD.

The Huks joined forces with the Democratic Alliance, a political aggrupation of intellectuals, workers and peasants in opposing the election to the presidency of Manuel Roxas who courted and failed to get the Huk support. He started a policy of repression against the Huks after winning the elections. The mayhem began in the countryside with the Military Police and civilian guards bankrolled by absentee landlords desiring to get back home, waging ferocious campaigns. Massacres and pillage, like the one in Maliwalu, Bacolor town, were the order of the hour. In the meantime, Taruc and several members of the Democratic Alliance were elected congressmen in their respective districts. President Roxas knew the Alliance congressmen and others of their ideology would oppose and reject the proposed bill on Parity Rights then a bill enrolled in congress. Roxas then masterminded the unseating of the said elected lawmakers and were accused of poll frauds. The Parity amendment was approved in congress. That started the insurgency in this country. It was the group of Faustino Del Mundo alias Commander Sumulong which continued the insurgency after Taruc. And when Sumulong was captured by the Philippine Constabulary elements in early seventies, the group of Bernabe Buscayno alias Commander Dante linking with the militant ‘urban intellectuals’ with the help of certain politicians in Tarlac, the New Peoples Army was born in early sixties. Former Director of various corporations like Clark Development Co.; and a former City of Angeles Councillor. Now a regular columnist of Sun Star Pampanga

Isaiah 26:3 says "You will keep him in perfect peace, where mind is stayed on You, because he trusts in You." Is it possible that these words could apply to our sub-conscious as well as our conscious minds? Wouldn't "perfect peace" for the person "whose mind is stayed on" the Lord make for a good night's sleep? Why don't we all try it? "HIS WORD the LAST WORD" spiritual preparation for a peaceful night's sleep! PUTTING INTO PRACTICE Before going to sleep, read a portion from the Bible or recall a verse you read earlier in the day. SSS welcomes Expanded Maternity Coverage’s GAA funding
T
he state-run Social Security System (SSS) on Tuesday welcomed the swift passage of the proposed expanded maternity coverage for female workers with identified source of funding during the bicameral committee conference held at the lower house yesterday. The proposed law or the “105-Day Expanded Maternity Leave Law of 2018”, a consolidation of Senate Bill 1305 and House Bill 4113, has identified that the benefit amount necessary to implement the Act shall be included in the annual General Appropriations Act. “We are very thankful to the bicameral committee as they have seen the need to identify enough funding mechanism to fully implement the proposed law. We, at SSS, recognize their advocacy to provide better social security protection to female workers especially when they put their own life in danger during and after pregnancy,” SSS President and Chief Executive Officer Emmanuel F. Dooc said. Dooc, however, clarified that his statement was based on the report given by the SSS team who attended the bicameral conference committee meeting yesterday.

SSS has yet to receive the official committee report. Under the proposed law, the current number of covered days for maternity leave will increase to 105 days from 60 days and 70 days, for normal and cesarean delivery, respectively. Solo parents will enjoy additional 15 days or a total of 120 days of maternity benefit. There will also be no limit on the number of times of pregnancy compared to the current limitation of four pregnancies. “We are in the process of finalizing the numbers for the said measure as we only have actuarial studies for the 100day and 120-day proposals. In the 100-day actuarial study, the maternity benefit disbursement will increase by about P3.6 billion. But that study does not include the unlimited number of pregnancies so we also have to look into that. We'll present the numbers from our actuarial study soon," Dooc said. SSS actuarial studies showed that an additional 0.3 percent in monthly contribution is needed if the earlier version of the expanded maternity bill will be passed into law. So from the current 11

percent monthly contribution rate, it would have to increase to 11.3 percent. That would cover for the additional benefit disbursements and increase in unfunded liability to be brought about by increasing the maternity benefit payment period to 100 days. “We are not against any proposal that would give additional benefit to our members. We are sensitive to the needs of the members who have clamored over the years for higher SSS benefits. However, we cannot afford to lose the pension fund in the future if no sustainable source of funding is identified to fund the additional benefit payments,” Dooc said. At present, the contribution rate for maternity benefit still remains at 0.4 percent of the monthly salary credit of a qualified member or around P64 for every P1760 monthly contribution. SSS has so far disbursed more than P3 billion worth of maternity benefits to over 157,000 qualified female members from January to June 2018. Maternity benefit disbursements jumped by 12 percent to P3.37 billion during the first half of 2018 from the P3.01 billion disbursements on the same six-month period last year.

Canada legalizes marijuana Bill C-45 goes into effect on Wednesday, October 17th which makes marijuana legal in Canada, The new national law allows anyone over the age of 18 to possess up to 30 grams of marijuana and grow as many as four plants of any size per household. The range in regulations however varies from place to place. For instance, British Columbia has increased the age to 19. Quebec has indicated they plan to raise the minimum age to 21 and has already banned home-growing, like in Manitoba. Consumption in public spaces where tobacco smoking is allowed will be technically legal in Quebec. Some cities with the exemption of Montreal have chosen to ban public consumption entirely.

onstruction is progressing on time for the toll road project that will connect Manila–Cavite Expressway or Coastal Road in Parañaque City to Circumferential Road 5 (C-5) in Taguig City. This was announced by Public Works and Highways Secretary Mark A. Villar on Wednesday, October 10, 2018 during a joint inspection of C5 South Link Expressway with Philippine Reclamation Authority General Manager Jan Rubiato, Toll Regulatory Board Director Abe Sales, and Cavitex Infrastructure Corporation (CIC) President Luigi Bautista. “CIC is nearly halfway in terms of construction accomplishment. They are currently working on the 2.2-kilometer Segment 3A-1 from SLEX/C5 Road to Merville, crossing on top of PNR station by the Skyway at grade between Nichols Toll Plaza and Bicutan. We expect to complete this segment by March 2019,” added Secretary Villar. CIC President Bautista said they have launched girders across PNR area and are set to launch long span steel girders that will cross the at grade portion of Skyway and South Luzon Expressway in the coming days. After the completion of Segment 3A-1, works will begin on the 2.1-kilometer Segment 3A-2 from Merville to E. Rodriguez, the 1.59-kilometer Segment 3B from Rodriguez Avenue to Sucat, and the Segment 2 which starts

from Sucat and ends in Coastal Road, Parañaque City. DPWH, on the other hand, is simultaneously working on road right-of-way (RROW) acquisition for the project. Presently, DPWH has acquired 74 percent of the RROW in Segment 3A-2; 69 percent in Segment 2; and 17 percent in Segment 3B. The construction of C5 South Link Expressway which will cost the private concessionaire an estimated P10 Billion is aimed for completion and full operation by 2020. When completed, C5 South Link Expressway will be a 7.74-kilometer, 6-lane expressway that will provide a seamless connection between the major business districts in Makati, Taguig area and the southern cities of Paranaque and Las Piñas, as well as Cavite, cutting travel time from one (1) hour and a half to just 20 to 30 minutes. The project will also generate at least 1000 jobs during construction, operation and maintenance phases.

All of us prepared and trained for this tournament all summer. We focused on hand forms, creative weapon forms, traditional weapon forms and point sparring. Manitoba imposes tougher sanctions on distracted
D
istracted drivers in Manitoba will face tougher sanctions starting next month. The increased fines take effect on November 1.in accordance with the new legislation introduced in the Manitoba Legislature earlier this year. Distracted drivers include those caught with a cellphone behind the wheel, carrying a handheld electronic device, texting while driving, and having a bite to eat. The fine has been increased threefold from $203 to $672. In addition, distracted drivers
will face a mandatory threeday suspension and will be subjected to an additional seven-day ban if they break the law again within a 10year period. Infrastructure Minister Ron Schuler said the yearly increase in distracted driving accidents prompted the government to enact higher penalties. Drivers must pay $50 to the Manitoba Public Insurance (MPI) to retrieve their license. Further driving suspension is possible depending on their driving history.
