Karilagan wins the “Best Group” Award in Las Vegas Karilagan Dance Society brought home the “Best Group” Award from competing in the Las Vegas 12th Annual World Folk and Arts Festival last July 9 to 12, 2015. The competition was held at the Westgate Casino & Resort in Las Vegas, Nevada. There were 45 international dance groups that showcased colorful dances and costumes during the three day competition. Karilagan flew to Las Vegas 42 of its members, both performers and chaperons. They showcased four of the Philippines famous dances, Binasuan, Bumayah, Tinikling and Singkil. Karilagan’s president, artistic director and choreographer, Elmina Cochingco was very delighted when receiving the overall trophy and $500 in cash prize during the award ceremony. Once again her group proved to the world that Karilagan Dance Society of Edmonton, Alberta, Canada has the skills and talents to be judged as number one. Congratulations!

Can a third force win?

ack in the 1950s when the Philippines’ political structure was patterned after the United States’ “two-party system,” to be in politics one had to be a member of one of the two dominant parties: the Nacionalista Party and the Liberal Party. And when one became unhappy or disgruntled with his party, he’d bolt his party and move to the other party. That’s what happened when the popular Defense Secretary Ramon Magsaysay of the ruling Liberal Party (LP) under then President Elpidio Quirino did a somersault into the opposition Nacionalista Party (NP) and got the party’s nomination to run against his former boss in the next election. Winning by a landslide, Magsaysay took over the presidency on December 30, 1953. But the untimely death of Magsaysay in a plane crush on March 17, 1957 left a power vacuum. Magsaysay’s shoes were hard to fill and his successor, Vice President Carlos P. Garcia, simply lacked his vision and passion. With the presidential election less than 10 months away, presidential wannabes scrambled for the opposition LP’s nomination. It was then that a “Third
Force” was born. Manuel Manahan and Raul Manglapus, who were key members of Magsaysay’s administration, founded the Progressive Party of the Philippines (PPP), which was billed as a “reformist” party. Manahan ran as the PPP’s presidential candidate and Vicente Araneta as his running mate. The party also fielded a complete slate of senatorial candidates, which included Manglapus. Manahan adopted a campaign similar to that of Magsaysay. Even his slogan – “Manahan is my man” – was patterned after “Magsaysay is my guy.” But the two-party system prevailed. Manahan ranked third in a three-way contest and Garcia was elected. All the PPP candidates lost. In the 1959 mid-term election, PPP allied with disgruntled members of the NP and LP to form a new “Third Force,” the Grand Alliance (GA). This was the first time that a political multi-party electoral alliance was formed. The GA fielded a six-man senatorial slate consisting of three PPP members, two LP members, and one NP member. None of them won. The experiment was a total failure. In the 1961 presidential election, the PPP joined forces with the LP for the purpose of preventing the re-election of Garcia. They fielded Vice President Diosdado Macapagal (LP) as the standard bearer and Emanuel Pelaez (PPP) as his running mate. Manahan and Manglapus were included in the LP’s senatorial slate as guest candidates. The three Progressives won. In the 1965 presidential election, the Progressives separated themselves from the LP. They claimed that they were dissatisfied with the Macapagal
administration. It was at this time that the PPP was renamed as the “Party for Philippine Progress.” It fielded Manglapus as its standard bearer and Manahan as his running mate. It also fielded a four-man senatorial slate. All of them lost. It was a rout. In 1969, the PPP quietly disbanded. Thus ended the era of a “Third Force.” For the next 17 years, the late dictator Ferdinand E. Marcos -who was elected President in 1965 and re-elected in 1969 -- extended his stay in power by declaring martial law in 1972. In 1986, Marcos was toppled from power in a “people power” revolution led by his Defense Secretary Juan Ponce Enrile and Vice Chief of Staff Fidel V. Ramos. A revolutionary government was formed and Cory Aquino was installed as president. New era In 1987, a new Constitution was adopted and thus began a new political and electoral era. The two-party system was discarded and replaced with a multi-party system. It created an environment where no single political party could gain power by itself. That’s when “coalitions” became the vehicles to winning elections. It’s a different ballgame. Today, the dominant majority party is the Liberal Party and the dominant minority party is the United Nationalist Alliance (UNA). There are four other major parties: Nacionalista Party (NP), National People’s Coalition (NPC), National Unity Party, and Lakas-Christian Muslim Democrats (Lakas). In addition, there are more than 100 regional, local, and others including the “party-lists” who represented the marginalized sectors in Congress. During the last presidential
election in 2010, the LP coalition included two independent candidates in its 12-person senatorial slate. The rest were Liberals. The LP presidential candidate Benigno Aquino III won but his running mate Manuel “Mar” Roxas II lost to Jejomar “Jojo” Binay of the PDP-Laban. In the Senate, three LP members and one guest candidate (an independent) won. With the 2016 presidential election just nine months away, the presidential race has only one declared candidate to date, Binay. He was topping the popularity polls until last June when Sen. Grace Poe overtook him. Poe, who has yet to declare her candidacy, is now the front-runner in the polls. Musical chairs Meanwhile, President Aquino had invited Poe and Sen. Francis “Chiz” Escudero to meetings to discuss the possibility of a RoxasPoe ticket under the LP banner. But Poe insisted that if she were going to run for president, Escudero would be her running mate. That means that a Poe-Roxas tandem is not going to happen. And besides, what would happen to Escudero who is Poe’s close political ally? With all her pronouncements that she prefers Escudero for her running mate, she’s not going to abandon him now. And Aquino wouldn’t abandon Roxas either as his preferred LP standard bearer. And for that reason, a Poe-Roxas tandem under the LP banner is not going to happen. While the pairing of the presidential and vice presidential candidates is still in a fluid state, a Poe-Escudero tandem has been gaining traction lately. Lately, the duo has been going around various places in the country in what seems like “testing the water” forays. The problem with a PoeEscudero tandem is that both Grace and Chiz are independents

hile many Albertans are busy spring-cle aning their homes, there are plenty of them who wish they could also give their finances a scrub. Heavily-indebted Albertans are feeling the crunch of years of prosperity followed by an oil shock that saw the province lose 14,000 jobs in January, resulting in the highest jobless rate since 2011. This leaves financial experts wondering how Albertans will service their hefty debt loads. Here’s a look at Alberta’s RockyMountain-sized debt portions, by the numbers: $124,838 – The average household debt in Alberta, according to BMO’s annual debt report, This figure is almost equal to the combined average debt levels of Quebec and Ontario ($59,805 and
$67,507, respectively). $28,263 – The average amount of non-mortgage debt held by Calgarians – the highest in Canada according to Equifax. $26,305 – The amount of average non-mortgage debt held by Edmontonians, which Equifax says is the second-highest level in Canada. 58% - The spike in the amount of consumer proposals filed by Albertans between December 2013 and December 2014. Jeff Schwartz, executive director of Consolidated Credit Counseling Services of Canada, worries about the toll this may be taking on Albertans. 5 and thus far have not shown any indication that they would affiliate with a major party. Of the five dominant parties, the LP and Binay’s UNA are out. That leaves them with the NP, NPC or Lakas to choose from. Interestingly, it was reported recently that former senator Manny Villar, the NP’s presidential candidate in 2010, and Danding Cojuangco, the founder of NPC, have indicated that they would support Poe as their respective party’s presidential candidate. However, they left Escudero out because their party would prefer to field its own candidate for vice president. Battle Royale And that would leave Poe and Escudero with one option; that is, form a “Third Party.” If they’re going to do it, they have to go on the fast track and form a party or coalition soon. Yes, it’s déjà vu all over again. It seems like they could borrow a page from Manahan’s game book… and improve it to win. With Binay way ahead in the game – he’s been in “campaign mode” since the day he was installed vice president in 2010 – and Roxas as the LP’s candidate, Grace and Chiz would be politically and financially handicapped. And if they don’t have a well-organized campaign and a huge campaign war chest, they wouldn’t stand a chance of winning. Many predict that in a three-way “Battle Royale,” Roxas would take votes away from Poe and Binay would win. But politics is the art of the possible. Grace’s popularity could turn the tables on Binay and Roxas. Like the popular Magsaysay who beat the odds in 1953, Grace could do the same in 2016; which begs the question: Can a third force win in Philippine presidential elections?

Who is a true Filipino?

his article is written in defense of a FilipinoChinese named Tiffany Grace Uy who’s trending in social media and who landed front page of major newspapers back home. Last month, Tiffany graduated BS Biology at the University of the Philippines (UP) with a weighted average grade of 1.004, the highest in the university’s history since World War II. (In 1927, a UP graduate by the name of Exequiel Sevilla obtained an average grade of 1.0.) This year, Tiffany led 29 Summa Cum Laude graduates of UP. She became a media sensation, imagine a 1.004
average grade from the country’s #1 school, in a pre-med course! That means, all her grades are 1.0 except for one that is 1.25. I can’t begin to imagine what’s inside her brain! Computer chips maybe? But as always, there are critiques who don’t run out of negative opinion. They reacted that Tiffany is not Filipino but Chinese. That maybe, she is “Made in China.” Somebody challenged of “what she’s gonna do about China’s territorial grabbing.” One comment goes: “Another Chinese blood listed in the history of UP, a university supposed to be for Filipinos and the poor.” Wow, I can’t believe how discriminatory those lines are! They may not meant to be racist but it appears that way anyway. First of all, Tiffany was born and raised in the Philippines – maybe her parents too, maybe not, but her parents are not relevant. Tiffany is. She speaks Tagalog and even have a Filipino-accent on her graduation speech delivered in English. Her family has chosen the Philippines as their home, much more, had chosen UP as
her school – the country’s state university where poor students are subsidized by the rich. Their tuition fees vary depending on the parent’s income. Who knows, maybe one or two students benefited from Tiffany’s tuition. (I am Filipino-Chinese as well. My grandfather migrated to the Philippines from China in the 1930s. My father was born in the Philippines. I am a 3rd generation immigrant. Based on Tiffany’s age, she could be a 4th generation immigrant.)
President Noynoy Aquino is one concrete example. His mother, former President Cory Aquino, was half-Chinese and halfFilipino. But loyalty check would tell us that President Noynoy is the most vocal president in opposing China at the West Philippine Sea territorial dispute. If there is something President Noynoy will be remembered for, it is his brave and strong stand against China. So what is the basis of being a ‘true’ Filipino? Is it ethnicity alone? Definitely no. Besides, who is a pure Filipino in blood? Is there? Didn’t the first Filipinos come from Malaya or Malaysia? Those criticizing Tiffany for not being Filipino could be Malaysians by lineage themselves. There’s only one tribe who can claim pure Filipino blood – the Aetas. They’re the only indigenous ethnic group in the Philippines whose lineage and culture were not compromised by the Spanish and American colonization. (What have become of the Aetas, is a separate story that I wish to write.)
Who is a true Filipino? If you remember the GOMBURZA priests from our Social Studies subject in high school, you will recall that all three priests: Mariano Gomez, Jose Burgos and Jacinto Zamora, were not pure Filipinos but – they were born in the Philippines. Their parents had Spanish/ Chinese/Filipino blood. They were executed in Luneta Park by the Spanish authorities on charges of subversion and mutiny. They died with unwavering loyalty and love for the Filipino people. Let’s not go that far in history, Love of country
Pope Francis not Aquino names new coming to Cebu for IEC PNP chief

he newly reelected president of the Catholic Bishops’ Conference of the Philippines (CBCP) Archbishop Socrates Villegas announced that Pope Francis will not return to the Philippines for the International Eucharistic Congress (IEC) in Cebu City in January 2016. Villegas said the Vatican will instead send a papal representative during the weeklong gathering At the end of the congress, during the closing Mass, Pope Francis is expected to deliver a message in a live satellite feed from Rome. Cebu Archbishop Jose Palma said Pope Francis may instead visit other areas that also need his presence.
President Aquino has chosen Director Ricardo C. Marquez as the next chief of the Philippine National Police (PNP). Marquez will formally assume the post on the same day when PNP officerin-charge Deputy Director General Leonardo Espina retires from the service. The selection of Marquez was formally announced by DILG Secretary Mar Roxas in a press briefing at Camp Crame. Marquez is a native of Maragondon, Cavite. He is a member of the Philippine Military Academy (PMA) Class 1982. He also studied in various fields both in the Philippines and abroad such as in France, USA, and China. He was the overall commander of the police task successful conduct of the series force that handled the visit of Pope of international economic-related Francis in January this year and the meetings in the country.

A true Filipino to me, has nothing to do with origin or ethnicity but – love of country. You could be a nanny, a machine operator or an engineer working overseas – if you work hard to give your family a decent life in the Philippines, you love the country. You could be a jeepney driver in the Philippines – if you follow traffic rules as respect to other drivers, you love the country. You could be a nameless teacher in a remote town in the Philippines – if you extend work one hour a day to help a slow pupil learn how to read, you love the country. These are definitions of a true Filipino. In an interview with CNN Philippines, Tiffany was asked how fulfilling it is to have an average grade of 1.004. Her answer: “For me scoring high grades isn’t fulfilling at all, because I’m still a powerless individual. A number and piece of paper did not alleviate anybody’s suffering… it did not help out a fellow being in need. Sometimes I wish I was born earlier so I could have finished medical studies earlier. My dream is to be able to save a life someday – that would be fulfilling.” Nothing could be more Filipino than that! Mabuhay ka Tiffany!
Philippines welcomes accord to check Iran’s nuke efforts Foreign Affairs Secretary Albert del Rosario said in a statement that the Philippines welcomed the historic accord reached among Iran and six negotiating countries to check Iran's nuclear armaments. The deal comes after years of international diplomacy led by the United States (US), and will set in motion a years-long test of Iran's willingness to keep its promises and the ability of international inspectors to monitor compliance. The agreement could give Iran access to billions in frozen assets and oil revenue and avert off more US military action in the Middle East.

Vicky Venancio receives 2-year work permit By Erlinda Dolly Tan
F
or humanitarian and compassionate grounds, Vicky Venancio was granted a two-year work permit by the government. Tim Uppal, Edmonton MP and Minister of State for Multiculturalism, delivered the good news to Vicky on July 24th. Vicky can stay two more years in Canada without fear of being deported back to the Philippines. It can be recalled that Vicky is a temporary foreign worker (TFW) who arrived in Canada in 2011. The following year, she had a big accident. She was biking to work early in the morning when a taxi cab hit her. The accident injured her very bad, it left her paralyzed from the waist down. She moves around in wheel chair. Because of the accident, she couldn’t go back to work and renew her visa. With an expired work permit, she was staying in Canada illegally. Suffice it to say, she lost her Health Care coverage as well. Fortunately, she was admitted in a research program at the University of Alberta where she receives free physical therapy but without medication. Supporters rallied behind Vicky. Some groups in the Filipino community accompanied her to her deportation hearing and publicly appealed to extend her work permit. They fear that if Vicky is sent home to the
Philippines, she will not get the therapy she needs, her health will deteriorate. A petition online was set up appealing to the Minister of Immigration and Citizenship to let her stay. Vicky’s case was a first in Canada, the debate even reached the House of Commons. Canadians were divided if she should be deported or not. Others feared that this will be a precedent. While others considered this an isolated case. Local media covered the story in a series of articles and interviews. Meantime, Vicky promised that she will not depend on the government for her basic needs. She will work, she said. In fact, she wants to become a Social

In the end, the effort put forth by Vicky, her lawyer, the Filipino community and other supporters, produced a temporary happy ending. For two years, Vicky can sleep soundly at night knowing that she is staying in Canada legally. Her challenge now is to develop her skills so she can find a job that will qualify her to apply for Permanent Residency. Needless to say, she has to do that wheelchair-bound. Vicky receives a big hug from Albert Health Minister, Sarah Hoffman.

Shamaine Buencamino faces the media for Jane Oineza says all is well the first time after daughter Julia’s death between her and Jeron Teng

or the first time since her daughter Julia Buencamino passed away, veteran actress Shamaine Buencamino faced theatergoers as well as the entertainment media at the premiere of her play 33 Variations. Without giving too much detail, Shamaine admitted that it was definitely a challenge for her to focus on the play given the “reality” that she’s still grieving over the loss of her daughter recently. Julia Buencamino, Shamaine’s youngest child with husband Nonie Buencamino, passed away after commiting suicide last July 7. The 15-year-old actress was part of ABS-CBN daytime teleserye Oh My G!, which stars Janella Salvador. She even alluded to the fact that 33 Variations hits a bit close to home with its lessons about the importance of valuing what really matters in life.
When asked about how her husband came to watch the play with their son in tow, Shamaine maintained that her family has always been supportive of each other. Meanwhile, Shamaine revealed that she decided to quit the Kapuso soap My Mother’s Secret because it’s a reminder of what her family is currently going
through. The last week’s script involved a character dying. There would be a lot of crying scenes and funeral and all that. Shamaine announced that 33 Variations will be her last play for the year before she starts working on a new teleserye with ABS-CBN under Dreamscape’s business unit.

nternational singer Lea Salonga as well as TV hosts Boy Abunda and Vice Ganda has joined the fray on the lip-synching issue that came up when young singer Rhap Salazar took to social media to express his disapproval over singers who lip sync. In a radio interview, Lea said the music industry is a competitive market and producers naturally opt to give chance to singers who have potential to sell their album. The internationally-acclaimed singer advises artists to offer something fresh to make people shell out their hard-earned money for their albums. For his part, Boy said he disagrees with Rhap’s view since even the best performers have to lip-synch sometimes depending on the situation. Meanwhile, Vice said non-singers should not be barred from having concerts or releasing albums because they also help the industry.

Camille thanked family and friends who witnessed the engagement. She told John the best is yet to come for the coming days. She also told her son from a previous marriage that a new chapter in their lives is about to begin. Camille was married to businessman Anthony Linsangan in 2008. However, Anthony passed away in 2011 due to cancer. They have a son, Nathaniel Caesar. In an interview in 2014, Camille admitted that she sees herself getting married again.

Manuel Baldemor’s Images of the Homeland stir hearts in Ottawa and Montreal
O
n the occasion of the 117th anniversary of the proclamation of Philippine independence, the Philippine Embassy mounted painting exhibits of famed Filipino artist Manuel Baldemor from 6 to 11 June 2015 in Ottawa and Montreal. Nearly 100 artworks of the illustrious painter made up the simultaneous one-man shows entitled Images of the Homeland in Ottawa and Montreal. In Ottawa on 9 June 2015, Baldemor’s Homeland series adorned the halls of the National Gallery of Canada during the national day reception hosted by Philippine Ambassador Petronila P. Garcia. Representatives from the federal government, diplomatic corps, private sector and Filipino community viewed Baldemor’s works with admiration for his style, subject and choice of colors. In Montreal, the Philippine Embassy partnered with the Maison de la culture Côte-des-Neiges, through the good offices of Mayor Russell Copeman and Councillor Marvin Rotrand, to bring, for the first time in recent memory, Philippine visual arts to the cultural capital of Quebec, the
largest French-speaking province in North America. Baldemor’s paintings were presented at the Centre de Ressources Communautaire de Côte-des-Neiges on 6-11 June 2015. Ambassador Garcia co-hosted a finissage with Mayor Copeman and Councillor Rotrand to celebrate Philippine independence day with the Filipino community. From many-hued renditions of the iconic jeepney and the kalesa to young Filipino maidens and lively musicians, Images of the Homeland struck a nostalgic chord among the exhibit’s Filipino-Canadian audience while eliciting high praises from a French-Canadian visitors. For Linda Agcaoili, Baldemor’s paintings were magnificent works that allowed her to see the Philippines without leaving her present home city. Amelia Anam Manon-og hailed Baldemor as “The People’s Artist” and joined many of her Filipino compatriots in expressing pride in his “works of love” that represented the “Filipino personality”. Frans Tolento Liganor encouraged Baldemor to “continue painting for the world.” The artist’s French-Canadian admirers were

Much Ado about After-a-Period Spacing: A Matter of Choice, Really (Just Be Consistent)

he use of single space versus double space in typing documents has long been a matter of debate for many writers. Many individuals from either camp insist that their spacing style is the correct one, and they never run out of reasons to back their respective claims up. However, to me—as a writer and as a big proponent of freedom
of expression—I consider both styles acceptable and correct, so long as the writer is consistent about it. Looking Back to the Typewriter Age Since the commercial accessibility of the computer (the writing / document-processing software Microsoft Word, in particular), circa early '90s, I have been using a single space after a period. But, I remember back in my elementary and highschool days (and even in early university), in the 1980s, when the available tool for writing term papers was the typewriter, I used to put two
spaces after a period. I learned this from school and from my mother who worked as a secretary in her younger days. That was the standard for many writers and publications during that era. Some said that it had something to do with the printing process; some said it was for aesthetic reason; some said they didn't know but they just followed what they've been used to doing. Personally, I simply followed what I learned at school as a standard. Being a Single Spacer Now, why do I use one space instead of two? Initially, it's just for brevity and to save space. In the context of a 30-page essay or a 300-page novel, using one space after every period instead of two will have given me extra few pages at the most—depending on the length of my sentences. But thinking about it, having saved an

extra page or two is not a really big deal. That's when I realized that the spacing after a period, after all, boils down to personal preference or depends on the requirement or preference of the publisher one is writing for. Meaning, there should really be no question of which is right and which is wrong between the use of single space and the use of double space. The only key that I take into consideration is the consistency of use: One, at the least, has to maintain the same spacing after a period (whether single or double) all throughout a single document or project. After all, if the reason is aesthetics, then this is subjective; if to save space, then extra few pages (in the context of a lengthy novel) or just a few lines (in the case of a 10page article) that amounted from all the extra single spaces saved are not really a big waste.

If the writer prefers single space (like me), then s/he should be free to apply it--so long as the use of a single space is consistent all throughout a particular work. If s/he prefers double spacing, which is practically just being consistent with the typewriter age, then s/he should be—in the same freedom of expression—free to do so. Then again, as long as the use of double spacing is maintained in one single document or body of work. The Last Leaf What I am not in support of is some people's penchant to instill that unnecessary sense of guilt for almost anything that other individuals choose to take especially when such a choice is different from theirs even if the action does not gravely harm anyone anyway. So, single space or double space? Take your pick. Just be consistent!

Flood Recovery Operations a Success Filed by Jose Pepito Magpayo
T
he Recovery Operations Centre set up to help Calgarians and The City recover from the 2013 flood has been a hugely successful venture and serves as a model for future disaster recovery activities, say two reports released today. The City’s comprehensive emergency management model and Municipal Emergency Plan, established by the Calgary Emergency Management Agency, call for a Recovery Operations Centre (ROC) to support municipal recovery following significant events. It was implemented for the first time following the 2013 flood. Over the past two years, the Flood Recovery Operations Centre and a dedicated Task Force of staff from across The City have been overseeing recovery efforts and working with partners such as the Government of Alberta and community organizations. The 2013 Flood Recovery Framework approved by City Council helped guide recovery efforts in five key areas – people, services, housing
and property, infrastructure and funding, To ensure continuous improvement, an independent third party assessed the centre operations and an internal debrief was undertaken. Based on the reviews and lessons learned, recommendations have been made to improve future ROC activities regardless of the nature of the event. The reports and recommendations were presented to The City’s Emergency Management Committee today. “The 2013 flood was one of the largest natural disasters in Canadian history and thanks to structured and coordinated efforts of City staff, recovery is well underway,” said Deputy City Manager Brad Stevens. “The centralized recovery operations team was key to having a coordinated, collaborative approach with the Government of Alberta, our partners in the community and citizens. We have been able to track and measure success, identify gaps early and make adjustments to programs and
services to help citizens. We know there is still work to do on flood recovery and we now have better processes and programs in place to help facilitate this and future recovery efforts regardless of what type of disaster we may face.” The 2013 Flood Recovery Internal Lessons Learned Highlights outlines recovery strengths, actions taken to date and recommendations to improve future recovery initiatives. It was developed following interviews with City staff, the Government of Alberta, and staff working on the Municipal Infrastructure Recovery Program (MIRP). The independent assessment by The Conference Board of Canada credits “exceptional performance by City officials” in responding to and recovering from the flood. In its reportThe Road to Recovery: The City of Calgary and the 2013 Flood, The Conference Board identifies Calgary's timely, structured, and outcome-focused approach to recovery was critical in restoring services, repairing infrastructure
and helping Calgarians through recovery efforts. Dr. Satyamoorthy Kabilan, Director of National Security and Strategic Foresight with The Conference Board, outlined three key findings in his report: • The City’s timely, structured, and outcome-focused approach to flood recovery was crucial in getting Calgary back on its feet. • Lessons learned include the value of the Recovery Operations Centre and the2013 Flood Recovery Framework, the importance of key recovery metrics and performance indicators and the need to include community actors and external stakeholders. The lessons learned also refer to the immediacy and intensity of recovery operations, the importance of centralized communication, and the need to adjust policies and programs to support recovery. • Recommendations include building a skills inventory and staff training for recovery purposes, ensuring proper knowledge management practices are in place, and enhancing situational
15 awareness of vulnerable populations. Both the third party review and internally conducted reviews identified similar lessons learned and offered recommendations to improve future recovery efforts, such as: • Co-location of response and recovery staff in one location in the early days of recovery to facilitate decision-making and communications; • Building relationships between The City and organizations in the community that support vulnerable populations; • Developing a skills inventory among City staff for use in response and recovery; • Centralized recovery operations to oversee reporting, tracking and coordinated communications; and • Capitalizing on insurance and financial tracking tools to improve reporting. Some recommendations are already being implemented, such as creation of a claims management database to track and manage insurance claims and creating a corporate skills database to assess and manage staff competencies to respond to and recover from disasters.

Calgarians to a new doorto-door fraud involving people posing as ENMAX employees. On Friday, July 17, 2015, police were called to a residence in the 400 block of 71 Avenue S.E. by a woman who claimed she’d been defrauded two days before. Officers learned that on Wednesday, July 15, 2015, at approximately noon, a man dressed in what appeared be an ENMAX uniform, carrying a clipboard and a tool box knocked on the woman’s door. The man told her she had a late bill and unless it was paid right then and in cash, he was going to disconnect her electricity. He then pulled out a wrench and asked the woman where her meter was. The woman was extremely concerned as a child in the home requires medical care through the use of a machine which uses electricity. After asking how much she allegedly owed, the man stated he needed $837.56. The victim told the man she only had $600 in cash at that time and could pay the remainder by cheque. The man refused the cheque, took the cash and indicated he would be back in two weeks for the remaining
the man left on foot. The victim discovered the fraud when she called ENMAX to arrange what she believed was the final payment and was told her account was not in arrears. The man is described as Caucasian, between 30 and 40 years old, approximately 6’ tall, with short reddish hair and a skinny build with broad shoulders. He was dressed in red coveralls with a blue or black ball cap and had what appeared to be an ENMAX tag. From time to time, people may see legitimate ENMAX workers – such as meter readers or repair crews – throughout Calgary. However it is important to note that ENMAX does not sell product door-to-door and under no circumstances ever asks for on-the-spot payment at someone’s home or business. he City of Calgary Parks made a big splash this weekend with the reopening of South Glenmore Park’s newly redeveloped Variety Spray Park. The 13-year-old spray park underwent a $1.25 million facelift and has now been upgraded and improved to meet today’s health, safety and accessibility standards while conserving water. “We redesigned the spray park to improve both water efficiency and the experience of park visitors,” said Greg Shymanski, Parks manager. “Families and kids of all ages will have fun cooling off and enjoying the brand new, nautical themed toys including a lazy river with moveable fish.” The new spray pad is about the same size as the previous one, but is significantly more water efficient. The new pumping system has its own dedicated and enclosed water treatment system, with UV disinfection capabilities for added protection. This means that water is drained once at the end of the season instead of several times throughout.

South Glenmore Park is one of the most popular parks in the city, with over 2,500 visitors enjoying the spray park on a hot, sunny day. The lifecycle upgrades and improvements to the spray park were made possible with funding from the Councilcreated Community Investment Fund (CIF). In 2011, CIF was created to help fund tangible and useful community improvements projects. Through CIF, Council gives back to Calgarians by investing in and supporting new community projects and critical lifecycle upgrades throughout the city. Helsinki, "The White City of the North"
W
ith just one short rainy and sunny August day in Helsinki, the northernmost European capital of Finland, you can't miss a city by the sea with its 180,000 islands spread on a beautiful archipelago and its most important neoclassical and contemporary monuments as well as its all-yearround indoor winter wonderland. Often called "the white city of the north" due to its many buildings that are constructed of locally produced light-coloured granite, Helsinki (Swedish: Helsinfors) is one of the coldest cities in the world as it does not receive sunshine for about 51 consecutive days during winter. Won't this be a sufficient reason why Winnipegers need not complain about our frigid winters? Because we are not alone although our beloved city ranks first on the planet for the lowest average temperature in a year! Our guided walking tour of this vibrant seaside
metropolis commences from the Senate Square dominated by four buildings - the Helsinki Cathedral, the Government Palace (executive office of the national government), the main building of the University of Helsinki, and the National Library of Finland. Also on the square is the oldest stone house in the city, the historic Sederholm house built in 1757 owned by Helsinki's then-richest merchant Johan Sederholm. Also known as St. Nicholas Church, the Helsinki Cathedral with its tall, green dome surrounded by four smaller domes is the most famous and most photographed building in Helsinki. The tour continues on foot to the Market Place that provides a festive atmosphere along the city bay where we have free time for souvenir shopping and tasting local summer berries. National Museum of Finland, the 1952 Summer Olympic Stadium, and the Central Railway Station. Helsinki is renowned not only for its romantic and classical buildings but also for its contemporary architecture of latest design innovations such as Finlandia Hall and the well-known Kiasma Museum of Contemporary Art which has earned Helsinki the world design capital for 2012. Under the heavy rain we trek to th famous Temppeliaukion Church ("Rock Church"), a unique circular church quarried out of solid granite rock, covered with a dome lined with copper and supported on the rock walls by concrete beams. Natural light pierces through the glasses between the dome and rock walls. The church is not only a Lutheran place of worship - it is also often used for concerts because of its excellent acoustics. resembling organ pipes, the Sibelius Monument, a monument to the world-famous composer Jean Sibelius located in a public park of the affluent Toolo district. Ano Nga Ba ang mga Bagay o Gawain na Dapat Ikahiya? klase ng tao. E kung sakaling isa ka sa kanila e panahon na para suriin mong muli ang iyong pagkatao. Ang mga sumusunod ay ilan lamang sa halimbawa ng mga bagay na iyong kinagigiliwan na hindi mo dapat ikahiya dahil walang masama r’yan:

ay mga tao na merong mga kinagigiliwang bagay o gawain subalit ayaw nila itong ipaalam sa iba. Dalawa lamang ang karaniwang dahilan—nahihiya sila sa sasabihin ng iba o ang ginagawa nila ay hindi maganda o labag sa batas. Kung ang bagay na iyong kinagigiliwan ay hindi naman labag sa batas, e hindi ka dapat mahiya. E ano ngayon kung malaman ’yan ng iba? Hindi ka dapat nagpapaapekto sa sinasabi o iniisip ng ibang tao. Meron lang kasi talagang mga tao na porke ang hilig o napiling daan sa buhay ng kapwa nila ay di tulad ng kanila, e pinupuna na nila ito. Ang mga ganyang tao e makasarili at may makitid na pananaw. Ang paniniwala nila e sila lang ang palaging tama. Iniisip nila na kapag di nila kagaya e mali na agad. Malamang e marami ka nang nakasalamuhang ganyang
1) Pakikinig sa sikat na musika. May mga tao na mahilig manlait ng uri ng musika na hindi nila gusto. Walang masama kung hindi mo magustuhan ang isang uri ng musika, subalit hindi mo naman kinakailangang pagtawanan ang ibang tao na may gusto nito. Nagkataon lang na magkaiba kayo ng hilig. Kung ikaw naman ang may hilig sa musika na naging komersyal na, e di mo ito dapat ikahiya. Wag mong isipin o alalahanin ang sasabihing masama ng ibang tao. Makitid lang ang pananaw ng mga ito. 2) Pagbabasa o panonood ng love stories. May mga tao na mahilig magbasa ng romantic pocketbooks o komiks o manood ng mga pelikula na tungkol sa pag-ibig. Walang masama r’yan. Bakit ka mahihiya? Hilig mo yan e. Yung mga nanlalait sa mga mahilig sa love stories e mga makikitid lang ang utak ng mga ’yan.
Ang pag-iyak dahil sa nararamdamang kalungkutan o ibayong kasiyahan ay natural at normal na emosyon. Walang nakakahiya o nakagugulat d’yan. Yung kasabihang bata o babae lamang ang dapat na umiyak o magpakita ng pagtulo ng luha e isa ’yang malaking kabalbalan. Walang masama sa pag-iyak. Bagkus pa nga, ayon sa Psychology, ang pag-iyak— basta hindi naman sobrang tagal—ay therapeutic o mabuti sa kalusugang emosyonal. Nailalabas ng isang tao ang matinding damdamin. Kaya kung ikaw ay malungkot, may dinaramdam, o sobrang nasisiyahan, okey lang na umiyak. Wag mong ikahiya yan. Mabuti na nailalabas mo ang iyong nararamdaman. Yung mga taong nagtatawa o lumalait sa mga umiiyak—e malamang ipokrito ang mga ’yan. Imposible na hindi sila umiiyak kapag masyadong nalulungkot o naliligayahan. Kung hindi pa sila umiiyak sa tanang buhay nila, e malamang hindi normal ang kanilang emosyonal na kalusugan.
4) Ang pagkain ay kanyakanyang preference. Kung gusto mong kumain ng karne e walang masama r’yan. Ang importante lang e balanse ang iyong kinakain para na rin sa iyong kalusugan. Kailangan mong magpatingin sa doctor para malunasan ang kondisyon mong iyan. Kung sadya lang talagang mahilig kang magnakaw, e masama yan. Labag iyan sa batas. Sa sandaling mahuli ka e siguradong sa korte o kulungan ang punta mo. 2) Yung mga taong mahilig magkalat ng tsismis tungkol sa kapwa nila e iyan ang nakakahiya. Ang mga taong ganyan e malakas lang ang inggit sa kanilang kapwa kaya nila iyan nagagawa. Gusto nilang masira ang reputasyon ng kapwa nila kasi naiinggit sila sa tagumpay na nakakamtan nila.

3) Sa panahon ngayon, alam na ng nakararami na ang bawat tao ay may kanya-kanyang sekswalidad, paniniwala o pananampalataya, istilo ng pananamit, paraan ng pamumuhay. Kailangan nating irespeto ang lahat ng iyan. Ang dapat lang nating gamiting basihan e kung nakasasakit ba nang pisikal ang mga napiling pamumuhay na iyan. Kung walang psikal na pananakit na nangyayari, e dapat lang na hayaan natin ang napiling pamumuhay ng bawat tao. Hindi natin sila dapat kutyain, pagtawanan, o sabihing mali ang kanilang ginagawa. Basta walang batas na nilalabag, e karapatan ng isang tao na mamuhay sa paraang kanyang nais. Sa Madaling Salita Hindi natin dapat ikahiya ang mga bagay o gawain na ating kinagigiliwan basta walang nagreresulta ritong pisikal na pananakit sa kapwa. Anuman ang napiling sekswalidad, pagkain, paraan ng pananamit, paniniwala o pananampalataya, mga hilig, trabaho, o paraan ng pamumuhay—e karapatan iyan ng isang indibidwal. Walang kahiya-hiya riyan. Hindi dapat pagtawanan o laitin ang mga ’yan. Ang mahalaga lamang e walang nasasaktan na pisikal sa napiling pamamaraan ng pamumuhay ng isang tao.
