OUR NEWSPAPER The Find Geelong was establish in 2019 for the purpose of bringing together everyone in the community in one place. Our core focus is the support all the Not-For-Profits in the region by providing NFP’s with FREE advertise and helping them raise funds for their respective organizations. A core of business owners attend the Find Network luncheons held one a month to discuss the paper and how best to make it even better fo the local commnunity. The Find Geelong has a strong editorial focus and is financed predominately by the business community.
ALL THINGS GEELONG The City of Geelong is one of Victoria’s largest regional capital cities. Geelong had a population of approximately 230,000 as at the 2019 Report which includes 16,000 businesses. Geelong’s location is in strong growth corridor, making it an ideal location for businesses to explore options outside of the capital city.

DON’T BE THAT “KAREN” By Warren Strybosch
I feel sorry for anyone named as the name has become synonymous with anyone who is entitled, selfish and likes to complain. ‘Karen’ been getting some pretty bad press of late especially when a woman last month threatened to sue Bunnings when staff insisted that she wear her mask. She is now dubbed the “Bunnings Karen”. We also have the “Brighton Karen” who decided that it was acceptable to breach lockdown regulations and go for a walk. Apparently, she is upset that her 5km radius includes nearly 50 she lives so close to the beach. Even when someone tried to help a ‘Karen’ they get backlash for doing so. Like Domino’s when they offered free pizza to up to 100 Karen’s who are doing the right thing. Both Domino’s Australia and Domino’s New Zealand ran the campaign. Unfortunately, Domino’s in New Zealand got such a backlash from those playing the race card, they had to withdraw the competition. The offer was criticised because many people argued that “Karen negativity” was an issue that affected mostly “privileged white women”. “Most of the time ‘Karens’ are entitled privileged white women. If a few people actually called Karen can’t handle the meme they should try handling 400 years of oppression,” said one user on Twitter. “When you wanna reward more privilege to the most privileged in our society,” another said. Then you have the Karen’s and others who believe the term “Karen” has proved controversial online. Many arguing the term is an insult in itself, racist and misogynistic. Domino’s said that people interpreted their campaign “in a different way than we intended”. “Our intention was one of inclusivity only. We want you to know that we are always listening and learning and when we get it wrong, we fix it. We are sorry.”

Also, before you attack someone who might not be wearing a mask, take the time to find out why. Not everyone is required to wear a mask and there are circumstances where it might not be practical to do so at a given point in time.

This is just one example of where we need to be mindful of others during this difficult time. Again, we encourage everyone in Maroondah and throughout Victoria to wear your masks but also be kind to others if they are not…just remind them of their masks or take the time to enquire as to why they may not be wearing one. Alternatively, just keep well away from them so you reduce the risk of infection. Don’t be a “Karen”, or a COVID IDIOT (more on that in next month’s issue). Be kind, compassionate and do the right things by others.

Stage 4 Lockdown

Under the Victorian government’s new stage four lockdown rules, Melburnians will be allowed only to travel within a 5km radius from their home to go shopping and exercise (with a few exemptions). So how far is that? The tool below lets you enter your address and then see how far you can travel without breaking the basic rule (there are some exemptions). To use the tool, type in your address (don’t forget the street number particularly on a long road) and hit “search”. Your address should then appear as an option, click on the correct address option and a red circle should be generated to show you where you can travel. The circle that you’ll see will show you the direct distance - as the crow flies - so you might see a descrepancy with how far away your navigation system says things are particularly if there’s a winding road or a river on the way. Curfew There is a nightly curfew from 8pm to 5am with exemptions for work, caregiving, medical and compassionate reasons. Exercise Maximum one hour daily within 5km of home, with one other person - no family/share house groups. There is an exemption for dependent children. “Daily exercise is just that. It’s an opportunity to get some exercise. It’s not an opportunity to live our lives as if this pandemic was not real and not here,” Mr Andrews said. “When it comes to exercise, it’s no longer three sets of tennis or a game of golf or any of that. It is staying close to home and only once per day and only one person. That is really very, very important as well. “The whole issue of one hour really puts beyond doubt some of those recreational activities anyway because you simply wouldn’t be able to conduct some of those things in an hour. “There will be commonsense exemptions for children who are being cared for and can’t be left at home and things of that nature.”
Shopping Only one person per household per day within 5km or closest supermarket. There is an exemption for caregiving, assisting the elderly. “You will no longer be able to leave home and go any further away from your home than a 5km radius,” Mr Andrews said. “You will not be able to be at any point more than 5km away from your home for the purposes of shopping for what you need. Only one person will be able to go shopping once per day and they will need to secure the goods and services that are what you need within a 5km radius.
“I want to assure all Victorians, supermarkets, the butcher, the baker, food, beverage, groceries, those types of settings, there will be no impact there. “I want to make the point there’s no need to be queuing up at the Coles or Woolworths or queuing up at the local baker or butcher, they’ll remain open. “They’ll remain able to provide you with the things that you need. Takeaway meals, home delivery meals, they’ll remain as they are now.” Education Monday - as per the current program. Tuesday - pupil-free day.

Wednesday - all classes return to remote learning statewide “What that means for metropolitan Melbourne is the year 11 and 12s will go back to working from home. “Special schools will remain open for those who really need to be in those settings. And the children, the students of parents who are working, they will be able to go to school and be supervised but it will really only be those that are absolutely necessary to do so. “We’ll be reducing the total amount of students that are at school and therefore the total amount of movement. “In regional Victoria, they will move to remote and flexible learning for all students but there will be I think larger numbers of students that are allowed to be at school because their parents are working.” Childcare Childcare will be closed. There will be an exemption for vulnerable children and children of permitted workers. Education Minister James Merlino said: “That means for the first time in our early childhood settings, the only children who will be attending on site will be children of workers and those defined industries or very vulnerable children.” Taxis/Ubers Mr Andrews was asked about rules in ridesharing cars and taxis and said: “Mandatory mask. Mandatory backseat and we’ll be doing further work around whether there are passenger limits on that.” Intimate partners There will be an exemption from the 5km limit for people to visit their intimate partners.

Businesses Mr Andrews said there would be more detail on Monday about restrictions on businesses. “I’ll have more to say about the types of restrictions within the economy, types of changes to the way we work and the types of support we’ll provide to all those affected,” he said. Extension of JobKeeper

The Government has announced an extension of JobKeeper from 28 September 2020. From this date, the flat rate of JobKeeper will reduce, payment tiers will be introduced and ongoing turnover tests for businesses will be used to determine eligibility. Legislation is necessary to support this measure and the next sitting of Parliament is 24 August 2020.

$1,200 per fortnight for those working 20 hours or more per week (on average)

Businesses will need to continue to identify those employees that JobKeeper is being claimed for and this will be extended to nominating the relevant amount which is being claimed for each employee based on hours of work.

Rate of JobKeeper
Eligible employees are those who were working in the business in the four weeks before 1 March 2020 (ie February 2020). The ATO will be provided discretion on alternative tests to determine an employee’s hours during the test period where the employee may not have been working, such as being on leave due to bushfires. Guidance will also be provided where employees are not paid on a weekly or fortnightly basis. All other criteria to determine the eligibility of an employee is unchanged.
Currently, JobKeeper is a flat rate of $1,500 per fortnight. It will continue to be paid to eligible recipients at this rate until the original end date of 27 September 2020. However, the extension of JobKeeper until 28 March 2021 will have two rates. The new rates will be: •

Victorian VCE Coronavirus Assesment to be based on individual Circumstanaces By Elspeth Kernebone
THE effects of COVID-19 on year 12 students will be reflected in each of their individual final scores. The state government declared extra support for vulnerable students after another 450 COVID-19 cases were announced on Friday. Eleven more people have died from COVID-19 since Thursday, including a woman in her 50s. Others included two men in their 70s, three women in their 80s and two in their 90s. Seven of these deaths were connected to aged care. The state government announced individual consideration for all students completing their Victorian Certificate of Education on Friday. Every student will be individually assessed about the adverse effects of coronavirus, which will be reflected in their ATAR ranking. Consideration will take into account factors such as school closure, illness and extra family responsibilities. Education Minister James Merlino said the change put students across the state on a level playing field.
Meanwhile, Premier Daniel Andrews said about 1000 of 1150 people doorknocked on Thursday were found at home. Mr Andrews said 60 teams visiting 1150 homes was the biggest single day effort yet. He said joint Australian Defence Force and Department of Health and Human Services teams had conducted more than 5000 home visits since July 22.

JobKeeper - A newlifeline to those affected by Stage 3 & 4 ACCOUNTANT

A new lifeline has been provided to the thousands of people in Victoria who have lost their jobs due to the next level of restrictions. Treasurer Josh Frydenberg has announced that the government will commit an extra $15.6 billion towards the JobKeeper scheme. His previously announced JobKeeper changes will be softened, in the hope that this will help Victorians through this difficult time. Some of the changes: •
Business now only have to show a fall in turnover in the September quarter compared with a comparable period in 2019. Previously, the business was going to have to show a decline in turnover in June and September quarters to qualify after 28th of September. This will help those business who had gotten back on their feet after the first lockdown only to find themselves facing even greater difficulties e.g. being forward to close, during the second lockdown since 5th of August.

After the 4th of January 2021, businesses and not-for-profits will have to show a fall in the December quarter compared to a comparable period the year before instead of having to demonstrate a fall in turnover in each of the June, September and December quarters to access the payment. Business with staff, can claim for JobKeeper if they had staff on the books prior to 1st of July. Previously, the business had to demonstrate they had staff on the books prior to 1st of March 2020.
The changes will apply nationwide, and will cost the budget $15.6 billion, with the vast majority (around $13 billion) of the expansion expected to go to businesses in Victoria given Melbourne’s second lockdown.

My discussion is about bookkeeping and the benefits to small businesses engaging an appropriate bookkeeper now and for the post COVID-19 business environment. Yes, there are some businesses that have been decimated from the shutdown and have no choice in the outcome and may not be able to afford the cost of a suitable bookkeeper, but if you feel your business is surviving and the future looks positive think about the following benefits an experienced bookkeeper may bring to you and your business.
1. In times of stress, sometimes the first thing that goes in meltdown is the business’s record keeping. Often the business owner leaves this to last on the “to do” list but it doesn’t become an urgent priority. Celebrating another 30 June with delicious treats from our good friends at Moo Mouth Coffee in Geelong June is always the busiest month for financial planners and this was no exception. 30 June is always like the finishing line for financial planners and many will be taking the day to celebrate and reflect on the financial year it has been. It has been a brilliant twelve months and firstly I must say a massive thankyou to all who have contributed, whether it be members, mentors, colleagues, friends and family, but above all else thankyou
to my gorgeous wife Natalie who remains the greatest supporter one could ever ask for. However, like a lot of you I have felt the strain of COVID and the mental pressures it has applied to all of us. I have had sleepless nights, heightened levels of stress and overwhelm and times where it has quite frankly got too much to handle. I don’t share this looking for sympathy, I have learnt to be grateful for the problems I have and I know plenty of people are far worse off than I am. I also have built an amazing support structure around me who help me manage my “ebbs and flows”. I share this because I know that a lot of people feel very lonely and isolated when it comes to mental health. This was reconfirmed when sharing to my
financial planning colleagues in February and also speaking to my clients and friends during COVID. Everyone has been impacted by this virus and there is no doubt we all need one massive holiday to reset and recollaborate (but alas that option is looking unlikely in the short term). You are not alone. You are not the only one struggling through these unprecedented times. You are not the only one on the verge of breaking point. You are not alone. There is a saying in business which states that “entrepreneurs are at their best when their backs are against the wall”. Personally I think this extends to everyone. I also like to quote “the ninth beattitude” which is “blessed are the flexible for they will bend and not break”.

My final quote is from legendary entrepreneur and motivational speaker Jim Rohn who said “don’t wish it was easier, wish you were better”. I have no doubt those who come through this will be stronger, smarter and more resilient than ever before. I remain very positive about 2020s as a decade and believe it will be a decade of great growth and prosperity. As the founder, financial planner and mortgage broker at Master Your Money Now, I’m looking forward to growing another 70% next financial year and helping more people build wealth so their money works hard for them, not the other way around. We always have room for one more member (that’s you reading this!) You’d be excused if you were still scrambling around working out how to effectively manage your virtual and remote teams to get the most powerful result. Many leaders and managers were thrust into this environment within a very short space of time and for a lot, it’s been trial and error. The great news is that if your remote team is set-up and managed in the right way, research shows that they can actually out-perform an in-house team. The key point here is that its unreasonable (and irresponsible!) to assume that you can just disperse your group of talented people and hope for the best! A few years back, remote teams were quite foreign and even considered strange but as internet connections have strengthened and software for video conferencing has improved in use and functionality, this style of working is now quite typical. As this norm increases (even BEFORE COVID roughly 32% of workers in Australia were regularly working from home – as stated on the abs.gov.au site) more and more Companies are seeing the benefits and forming remote working teams. As this ability to work from all different locations, collaborating on projects and initiatives provides flexibility, it also requires leaders to support their people in a much different capacity to the norm. Whether your team is 100% virtual, partially virtual or overlapping in hours or days of work, it’s likely your working environment and relationships have been affected. Communicating what was once simple, now requires more effort and thought. Luckily, understanding Extended DISC can help you to understand your teams needs and wants. If you are familiar with Extended DISC profiles for your in-house teams, then you know how helpful it is to be able to support and encourage your people in the way they need. But what about for remote teams? Are these profiles as important seeing as the majority of tasks are performed alone?
Yes. They are critical – that is, if your goal is to create a team of self-leaders, set them up for success and to set you all up to reap the rewards. A DISC profile clearly shows you the natural, preferred style of your individual team member (or, if you have a team profile, you will also understand the team preference overall, how each member works with and bounces off each other and where the gaps are that must be filled).

The knowledge gained from a DISC profile can be the differentiating support tool that takes your team from ‘here’ to next level. Significant factors like knowing which of your team members can handle the isolation aspects and how much support and contact they need and expect from you to complete their role, will enable you to know where to focus (and how much!). Knowing what to offer your team is essential if you want a successful remote program. Tips to effectively identify and support the DISC Profiles: • D Styles are your assertive high achievers, visionary and natural leaders. They are likely to stay on task and get things done. D Style workers want to be heard and thrive on competition. Ensure your D Style people have the space to share their achievements and opinions. • I Styles are your charismatic relationship focused workers. They typically have high Emotional Intelligence but may get easily distracted, even scatter brained under pressure. They do like to be around people and are the most likely to struggle with working remotely. Ensure you keep in touch with your I style people with messaging apps such as Slack (just don’t be surprised by the amount of chatter coming
through these channels) and help to keep them focused and on-track. •
Remote work is most suited to your S Style workers, especially if they are working at home with friends or family. Typically, they are your reliable workers who stay on task and follow instructions. They want to be comfortable but do not like instability. Ensure you offer them enough support to cope with the change in working environments.

Your C Style workers are your analytical, precise, logical team members. Ensure you provide them with very detailed emails, so they know the tasks they need to accomplish and how to perform them. Check-in regularly with your C Style people so they can ask questions and discuss their concerns.

GEELONG’S RENTAL MARKET REMAINS STRONG REAL ESTATE RENTALS By Warren Rapson
It’s almost impossible to not mention the pandemic with lock-down in Melbourne and mandatory masks in Regional Victoria, however, the latest REIV data does tell a tale of two cities. Let’s start with the vacancy rate. Inner Melbourne has increased to 3.2% vacancy with the Melbourne region as a whole sitting at 3.0%. This is a record high. Geelong, on the other hand, has actually dropped to 2.3% - pre-COVID our vacancy rate was 2.2%, so Geelong is proving to be VERY different to Melbourne. Why? Geelong is very insulated from the lack of the student and temporary population that makes up inner Melbourne and we also feel that with less population in general, and therefore less COVID cases, people in Geelong have more confidence to conduct normal real estate transactions. And there is more good news - our region’s rental prices are again healthy and stable. 2 bedroom houses and units
are sitting at the same median rent as last month, both at $330 per week whilst 3 bedroom houses have increased by $3 and now sit at $383 per week. Pre-COVID our rents were slightly rising, but it is great to see stability over decrease which our cities are seeing in both rental and sale prices. “Geelong’s market is strong.” And it isn’t amazing that we can say that. We are very lucky to call G-Town home and we personally know people and other agents in Melbourne who are envious of our city including a one or two who are now looking to re-locate because of our social media marketing! So here we are, still in Iso still celebrating all those special days in a very very different way than we are used to, it’s unfortunate that special days are being passed with a minimum of fuss, I am a very firm believer in celebrating each and every birthday, I just love birthdays! There’s nothing better than celebrating a day that some one special arrived earthside! So with that being said I absolutely love my job! I get to drop in and drop off amazing bouquets to people celebrating their birthdays or special occasions such as wedding anniversaries, babies arriving or being announced, mothers day, fathers day and for when someone just wants to say thankyou or hi, any special day you can think of we have a bouquet,and we get to drop this beautiful bouquet off and take away a little of that person’s special day with us the smiles and the wonder and the gratitude what’s not to love! We also have bouquets for the sadder occasions when you just want to send a treat to just say I am sorry and I am thinking of you. Much like exercise and eating well, your financial wellbeing is key to living a happy and healthy life. So what is financial wellbeing and how can you improve yours? Financial wellbeing is often overlooked as one of the pillars of good health, but it’s every bit as important as your physical, mental and emotional health. Poor financial health has been linked to a range of nasty side effects like stress, depression, anxiety, sleeplessness, relationship break-down, drug and alcohol use to name a few. Yikes! Good health is often about balance. Getting on top of your financial wellbeing can certainly relieve stress and give you the time and money you need to balance all aspects of your health.
What is financial wellbeing? When we talk about financial wellbeing, what do we mean?

How fit are our nation’s finances? The Financial Wellbeing Australia report (2018) describes four categories of financial wellbeing. Around a quarter of all respondents (extrapolated to 4.5 million Aussies) were classed as having the highest level of financial wellbeing. That is, “no real financial worries… high

Health Must Come Before Travel

Australians desperate to see family and friends interstate are being urged to let health authorities contain coronavirus outbreaks first. The Northern Territory could refuse visitors from some parts of the country for another year, while Western Australia warns its borders could remain closed for 18 months. Christmas in Queensland is also looking unlikely for anyone south of the border. The closures are creating immense stress for many families who live in different states and people with sick or dying relatives they cannot get to. Deputy Prime Minister Michael McCormack acknowledged it was an absolutely awful situation for many people. But he also urged people wanting to take interstate holidays not to get ahead of themselves. “The virus has to be contained and minimised,” Mr McCormack told the Nine Network on Wednesday. “State premiers and chief ministers have made the border closures to protect their own jurisdictions.”
Victoria has reported another 21 deaths and 410 new infections. The record number of deaths takes the national toll to 352. Growing virus clusters in Sydney and on the NSW south coast have forced the closure of more schools and businesses. Tasmania has recorded its first case in 20 days, a man in his 60s who returned from Melbourne after medical treatment. Meanwhile, the ACT chief minister has hatched a plan so Canberrans stuck at the Victorian border can drive home. Andrew Barr hopes the NSW government accepts his idea to let the stranded people travel under police escort with a short stop north of Gundagai. Hotel quarantine arrangements in Melbourne have created another flashpoint between the federal and state governments. Defence Minister Linda Reynolds has accused the Victorian government of rejecting repeated offers for troops to help with security.
Victorian Premier Daniel Andrews told a parliamentary inquiry Australian Defence Force personnel were not offered to the state government. But Senator Reynolds scotched his claims, saying Victorian authorities advised the federal government in late March no help was needed with hotel quarantine. Breaches in hotel quarantine are believed to be behind Victoria’s second wave, which has put the state into the nation’s harshest lockdown. Acting Chief Medical Officer Paul Kelly said the nation was still performing well internationally despite the tragic deaths. He said the average age of people who had died nationally was well over 80, with many victims aged in their 90s. “Our death rate within the total 21,000 cases we have had is extremely low and there have been very few cases outside of aged care,” he said. “It’s a tragedy to lose a loved one but really, there have been very few deaths in comparison to other countries.”

I didn’t realise that the plane journey to Africa would be so…long. Being young and broke, I booked the cheapest flight, hence the stop-overs in Perth, Johannesburg and Harare before eventually arriving in Botswana. It was endless, arduous and exhausting. Next time I would listen to my travel agent. I had no idea what to expect. Naïve (and jet lagged), I got off the plane, met my guides and got my first true taste of Africa. The street signs weren’t like the ones at home! Elephants and Zebra signs replaced those of Kangaroo’s and Koala’s. “How cool”, I thought. Suddenly, we stopped. There, in front of our truck, was a herd of elephants crossing the road. A calf had slipped in a ditch and her mother and aunties were desperately trying to get her out. I was mesmerised. Soon enough I had checked into my hotel and attended a briefing that afternoon where I met the other people on our tour. It was a diverse bunch of people from all over the world, young and old, and I could not contain my excitement. The next day we set off on our 12-day camping safari. Each night we pitched the tints, while our guides set up kitchen and bathroom facilities. Our first day in Botswana was nothing short of brilliant. We saw lions teaching their young how to hunt and a migration of buffalo. We saw wildebeest, zebras, giraffes, and cheetahs looking for food, and warthog milling about. It was amazing. We moved on to Zimbabwe where we were fortunate enough to see a rhinoceros in the wild. I took a microlight flight over Victoria Falls where I could feel the sheer power of the water, and the spray on my face. I could see the animals from the sky and I remember thinking how tiny the elephants looked. It was breathtaking. We had planned on white-water rafting down the Zambezi river, but it had rained
and the river was high, so we canoed instead. There were crocodiles everywhere and we saw a baby hippopotamus (briefly; the mother wasn’t too impressed). We dined at the Boma Restaurant where we tasted game and observed a vast array of wild animals as we ate. We camped in the Okavango Delta. It was here that we were lucky to see a leopard sleeping high amongst the trees. Hyenas and vultures abounded, no doubt waiting for leftovers. One night we were woken by a noise outside the tent. Being curious, we ventured outside with our torches to find an elephant dining on branches just 10 metres away. I was spellbound. At 4am that morning, the jackals started to go crazy and we could hear the lions roaring. Our guides ran around the camp waking everyone up. “The lions have a kill”, they said. “Quick, come”. Sure, enough the lions had managed to get a zebra overnight and we found them finishing their feast. We headed to the waterhole to wait. Before long, the lions were on their way.
We were close enough to hear their slurping as they washed down their dinner. The sun was rising and I knew we were in for another memorable day. Each day, without fail, I had extraordinary and numerous experiences as I made my way around Africa. Watching the sun rise sitting atop Victoria falls was a particular highlight. I could literally go on forever but one thing I will say is that if Africa is not on your bucket list, it should be. Africa is, without a doubt, one of the most spectacular places I have ever been to. Whether it be camping or luxury, there is something for everyone and is definitely worth a visit. As the Morrison government mulls over possible tax changes to help lift the economy out of its first recession in nearly 30 years, tax experts have called for a change in the way savings are taxed. In a new report, the Tax and Transfer Policy Institute at the Australian National University urges the government to consider a dual tax system where savings are taxed at a low rate and separate from taxes on labour income. “As review after review has shown, Australia’s current approach to taxing savings is a mess at best and a serious driver of intergenerational inequality at worst,” the institute’s Professor Robert Breunig says. He said some savings tax arrangements are progressive, taxing higher incomes more heavily, but some are are regressive, favouring the old while being punitive for the young. “Our current tax arrangements are inefficient, inequitable and distort the

The report calls for the replacement of dividend imputation with a flat tax rate on dividends, removing stamp duties, which significantly distort decisions about when to move house, and including owner-occupied housing in means tests for pensions. “This might seem radical. But in reality the reforms are reasonable and would bring us closer to the optimal tax system Australians deserve and this nation needs,” Prof Breuing said.

Wage Subsidies Set To Become Tiered System By Matt Coughlan & Paul Osborne (Australian Associated Press)
The JobKeeper wage subsidy will remain in place until September before being split into two tiers. The Morrison government was due to announce details of the changes to the support on Thursday, but has brought forward the decision to Tuesday. It is understood the new version of JobKeeper will mirror the part-time or fulltime hours recipients worked before the coronavirus pandemic rather than a flat $1500 a fortnight. The revamped scheme will mean businesses benefiting from the subsidy will get several months to adjust to the second phase. The JobSeeker dole payment that was doubled to help the jobless get through the pandemic will remain as it is until September but then switch to a lower rate, but will be more than the former Newstart payment. The government is also set to release details of a review of its coronavirus supports. Prime Minister Scott Morrison says businesses would get several months to adjust to the next phase of support. “It will be targeted, it will be temporary, it will be effective as the first round has been,” he said in Sydney. “We do know this first round has been very important … (for) almost one million businesses, around 3.5 million employees, and there is still two months to go on the current set of arrangements.” Treasurer Josh Frydenberg said the initial design of the program was based on getting money out as quickly as possible. But he said one of the outcomes had been some people under the program received more money than they had been earning before the pandemic struck. He said aviation, tourism, arts and hospitality were sectors that would need
help beyond September. Businesses will also face tighter eligibility tests, scrutinising changes in revenue. Under the existing scheme, companies turning over less than $1 billion with a 30 per cent fall in revenue are eligible. Firms turning over more than $1 billion must show a 50 per cent decline. Businesses that met the revenue test at any stage during the pandemic qualified for the payments for each employee. Labor frontbencher Tony Burke said JobKeeper needed to be better targeted through retesting businesses and tapering payments. “There’s been a reasonable amount of waste and lack of targeting in how the government handled it first time around,” he told ABC radio. But the opposition is refusing to nominate a set figure for JobKeeper or JobSeeker, which has been temporarily increased to $1100 a fortnight.
Mr Burke said the dole should not return to its old rate of $560 a fortnight. “It needs to keep people out of poverty, $40 a day is not enough to live on,” he said. Left-leaning think tank The Australia Institute has released modelling showing more than half a million Australians would be thrown into poverty if JobSeeker is returned to its former rate. “This will not only have serious negative social effects for decades to come, but makes terrible economic policy by effectively withdrawing much-needed stimulus,” institute executive director Ben Oquist said. Mr Morrison said government support packages had prevented people falling into poverty. “It is still tough, it is extremely tough out there. Workers Could Get Access To Pandemic Leave By Matt Coughlan

The Morrison government is considering providing paid pandemic leave to workers in a bid to curb deadly coronavirus outbreaks. Scott Morrison confirmed he spoke with Industrial Relations Minister Christian Porter about pandemic leave in recent days. “Those discussions are continuing and when they are completed we will make some announcements,” the prime minister told reporters in Canberra on Wednesday. The Australian Council of Trade Unions on March 11 called for two weeks’ paid leave for all permanent, casual and contract workers forced to self-isolate because of the pandemic. There have been major concerns people with the virus attended work because they couldn’t afford the financial hit from staying home. About 80 per cent of Victoria’s new infections since May have been linked to workplace transmission. The Fair Work Commission earlier in the week ruled all residential aged care workers including nurses were entitled to two weeks’ paid leave.
But unions argue the issue goes further than one sector, with more than three million workers lacking sick leave entitlements. The Greens want to pass legislation giving employees access to special pandemic leave in the August sitting of parliament. Greens leader Adam Bandt has written to Mr Morrison urging the government to support the private bill. “It’s going to be essential to not only containing the spread in Victoria, but preventing further outbreaks in other states,” Mr Bandt told AAP. “Some employers may find it difficult to meet the cost of that paid sick leave so we’re calling on the government to step in and meet the cost.” He said the money could be drawn from the government’s $60 billion underspend on the JobKeeper wage subsidy scheme.
“The system is working relatively well at the moment in terms of coping with that scenario where people have to be selfisolated for a period,” he told 6PR radio. Labor’s industrial relations spokesman Tony Burke said the opposition had been calling for pandemic leave for 141 days.
“This is talking about filling a gap for somewhere around a third of the workforce,” Mr Bandt said. “The rise of insecure work is fuelling this crisis.”
“There is no excuse for this delay. The government must act immediately. It should have acted on this in March,” he said.
Mr Porter said the government was “keeping a watching brief” on the issue.
“Without pandemic leave, many will continue to turn up to work when they’re sick or should be isolating.”

Victorians are being urged to treat their face masks like underwear amid a mad dash for supplies. Swinburne University of Technology dean of Health Science Bruce Thompson tells AAP that the same rules for undies should apply – have many and/or wash often. “Assume your mask is like underwear. So don’t take it off in the middle of public. Don’t fiddle with it in the middle of public, don’t share them with somebody else,” Professor Thompson said on Monday. “The concept of actually taking your underwear off in public and putting them on a kitchen bench is horrible – but that’s effectively what you are doing.” He recommended having six to 12 masks ready for use on rotation, just as a person would with underwear. “Masks are important and they are basically another tool in the armoury,” Prof Thompson said. “The only way for the virus to actually spread is it has some form of human-tohuman contact, either direct touching or via a droplet or something like that because someone is in very close proximity to them.”
Volumes over the past seven days have been 63 per cent above the previous weekly peak in mid-March. This online interest has translated into some shops running out of stock across Melbourne. Retail store Chemist Warehouse said the demand for masks was unprecedented and “many stores ran out of the healthy stocks they had in place” on Sunday. But the pharmacy chain said there was no need to rush, as more stock was to arrive in stores by mid-Monday. Bunnings merchandise director Phil Bishop told AAP their stores were “wellstocked”. But the hardware company has placed a limit of a pack of 50 face masks per customer to help ensure all customers have access to stock. HOW TO WEAR A DISPOSAL MASK: •

The positive test rate in Victoria on any given day is about one per cent, which equates to three times the national average, he added. The run on masks comes as authorities confirmed face coverings or masks would become mandatory in public across metropolitan Melbourne and the Mitchell Shire from midnight on Wednesday. Although scarves and bandanas will be accepted as face coverings, the demand for surgical and reusable cloth masks spiked overnight. Google data showed search interest for “face mask” grew to a new high this week, peaking sharply around midday on Sunday. US Secretary of State Mike Pompeo has praised Australia for standing up to China despite “coercive pressure from the Chinese Communist Party to bow to Beijing’s wishes”. Mr Pompeo and US Defense Secretary Mark Esper met with Australian Foreign Minister Marise Payne and Defence Minister Linda Reynolds in Washington DC on Tuesday for the annual AustraliaUnited States Ministerial Consultations. The US and Australia committed to pursue increased and regular “maritime cooperation” in the South China Sea and deepen defence science technology cooperation on hypersonic, electronic warfare and space-based capabilities. “We started this morning by talking at length about the Chinese Communist Party’s malign activity in the Indo-Pacific region, and indeed all around the world,” Mr Pompeo said at a press conference. “The United States commends the Morrison government for standing up for democratic values and the rule of law despite intense, continued coercive pressure from the Chinese Communist Party to bow to Beijing’s wishes.
“We stand with our Australian friends.” “It is unacceptable for Beijing to use exports, or student fees as a cudgel against Australia.The US and Australian delegations agreed to the potential expansion of US Marine rotational force joint training exercises in Darwin to include additional partners and allies. The US and Australia also intend to strengthen supply chains by establishing a US-funded commercially operated strategic military fuel reserve in Darwin. Ms Payne said Australia has no intention of injuring its relationship with China. “We are very different countries, we are very different systems, and it’s the points on which we disagree that we should be able to articulate in a mature and sensible way,” Ms Payne said. Ms Reynolds and Dr Esper signed a statement of principles on defence cooperation and force posture priorities in the Indo-Pacific to drive Australian-US shared interests for the next decade. “This includes hypersonics, electronic warfare and space-based capabilities,” Ms Reynolds said.
Ms Reynolds confirmed freedom of navigation and overflight in the South China Sea was discussed and Australia’s “long history of transiting through the region” will continue. “Our approach remains consistent,” Ms Reynolds said. Dr Esper did not specifically answer when a journalist asked if the US and Australia discussed deploying additional US troops or intermediate range missiles on Australian soil. “We had a very wide ranging discussion about the capabilities that the United States possesses and the capabilities Australia possesses, and our desire to advance them whether they are hypersonics or any other type of capability,” he said. “And I think it’s important as we think forward about how do we deter bad behaviour in the Indo-Pacific and how we defend the international rules based order, in this case specifically with regard to China.” Ms Payne and Ms Reynolds will undergo 14 days of quarantine when they return to Australia in case they picked up COVID-19 during the AUSMIN trip.

Free childcare and cheaper petrol have driven the cost of living in Australia backwards for only the third time on record. The record 1.9 per cent fall in the consumer price index across the June quarter adds to a picture Prime Minister Scott Morrison says everyone should recognise as the negative impact of the coronavirus pandemic on the economy. The Australian Bureau of Statistics reported the annual inflation rate at -0.3 per cent. It’s the first time in 22 years the annual rate has been negative and only the third time on record. The fall was driven largely by free childcare and preschool and a nearly 20 per cent drop in petrol prices. ‘”Excluding these three components, the CPI would have risen 0.1 per cent in the June quarter,” ABS chief economist Bruce Hockman said. CommSec chief economist Craig James said the last time inflation dropped by 1.9 per cent was during the global recession in 1931, when it was measured on a different index. “Fortunately policymakers today have responded differently to back then, applying significant fiscal and monetary stimulus to limit the length and severity of the downturn,” he said, noting prices were tipped to rebound in the September quarter.
“The last thing anyone wants to see is deflation – a sustained period of falling prices – because that could see the current economic downturn being extended.”

Mr Morrison said he was more concerned by Tuesday’s payroll data, which showed the Victorian surge of coronavirus cases and second lockdown in Melbourne was dragging down the jobs recovery in other states as well. “There is a significant Victorian wave but that Victorian wave is impacting the national economy more broadly,” he told reporters in Canberra.
In May, leaders planned to reach that position by mid-July but the Victorian wave of community transmission has led several states to delay their economic reopening.
“We’re seeing that in the payroll data, we’re also seeing that in things like table bookings at restaurants and in states that aren’t affected by COVID in the same way that Victoria has been.

Big city mayors want the federal government to waive billions in housing debt owed by the states and territories. Melbourne Lord Mayor Sally Capp said the coronavirus pandemic was an opportunity to fix Australia’s housing crisis. She told a parliamentary inquiry into homelessness on Wednesday one of the best things the federal government could do was permanently raise the JobSeeker unemployment benefit. “Putting people back onto the streets is not an option, not while COVID is unchecked and not while our cities fight for survival,” Cr Capp said. The Council of Capital City Lord Mayors wants a national housing strategy and $200 million to fight homelessness in Australia’s capitals. It says the roughly $2 billion that states and territories owed the Commonwealth as of June 2018 could be thrown back into support services.
Tasmania’s debt was waived by the federal government last year. Sydney Lord Mayor Clover Moore said waiving this debt would free up $800 million in NSW alone to go towards social housing. “NSW requires 5000 social housing dwellings to be built every year until 2026 to just meet demand,” she said. Two-thirds of Australia’s 116,000 homeless live in the nation’s capital cities. Cr Capp warned rough sleepers are only the tip of the iceberg, with thousands squatting, sleeping in cars or couch surfing. Treasury bureaucrats, veterans affairs officials and housing providers will all front the inquiry on Wednesday. Liz de Chastel, a senior policy adviser for the Local Government Association of Australia, says state and federal governments need to listen to local governments more.
“Local governments often understand what is happening in their local community,” Ms de Chastel said. The association warned the lack of housing and homelessness rates is financially hurting regional and rural towns. This was made worse by the recent bushfires and droughts, it said. It wants to see more money pumped into homelessness support services run by local councils.

• Spouse Contribution tax Offset eligibility To Be Extended Spouse contributions tax offset eligibility will be extended following the release of draft Bill and Regulations. The Bill and Regulations were made to give effect to the measures announced in the 2019 federal budget. From 1 July 2020, an individual is eligible for the offset where their spouse is under 75 years of age when the contribution is made. Connected with this new legislation is the extension to acceptance of contributions for individuals aged 65 and 66. The current law states that where the spouse is over 65 years, the spouse must satisfy the work test for the contribution to be accepted. Effectively, the work test is being pushed out to the Age Pension Age of 67. There are no announced changes to the income limit or the maximum contribution allowed. Also, the spouse contribution should not otherwise breach their non-concessional cap.

The instant asset write-off will be available for the majority of businesses during some part of the 2019/20 and 2020/21 income years. Between 12 March 2020 to 31 December 2020, businesses with up to $500m in turnover will get an instant asset write-off for assets first installed and ready for use under $150k. In the legislation, the update also extends to the low value pool. Where a small business pool has a closing balance of less than $150k will be able to write off the entire balance (also up from $30k). The Government stimulus package, announced to prevent a large national economic downturn, includes this boost to instant asset write-offs. Minors may only receive concessional tax treatment on testamentary trust income that is derived directly from assets originally transferred from a deceased estate. Draft South Geelong Urban Design Framework Released for Consultation Friday, 31 July 2020
At our council meeting on 28 July 2020, Council endorsed the release of the draft South Geelong Urban Design Framework (UDF) for a period of eight weeks. The UDF is part of the City’s strategic planning work that aims to increase the diversity of housing around Greater Geelong’s train station precincts. It outlines the site analysis, design principles, concept plans and implementation plans that will inform key development areas such as the South Geelong Station and Moorabool Street areas. Major features of the station precinct include: • • •
medium to high density residential development, retail and commercial uses improved pedestrian and bicycle access to the station, via a new pedestrian crossing and improvements to the streets near the station, including more trees and centre median parking.
Medium to high density residential redevelopment is proposed along Moorabool Street, with the ground floor hosting commercial uses.
The draft UDF also includes a series of recommended improvements, such as street crossings, footpaths, street lighting, parking, tree plantings and wayfinding signage. Streetscape upgrades and other public realm improvements will form part of the long-term capital budgeting program. Residents are encouraged to provide their feedback on the draft UDF before 21 September 2020. The draft UDF was prepared following externally-facilitated workshops last year, which involved 110 community members. A further 376 people had input via an online survey. The draft strategic guide details the potential ways the space could accommodate more housing, improve connections to the station and enhance the streetscape.

New Restrictions to Apply in Geelong Thursday, 30 July 2020
Premier Daniel Andrews has announced today that new coronavirus (COVID-19) restrictions will come into effect in Greater Geelong and other regional areas. From tomorrow, residents will not be able to have any visitors to their home, in an attempt to slow the spread of COVID-19 and minimise impacts on the community. From midnight Sunday, face coverings will be mandatory across Victoria. City employees who are required to leave their home for work will be provided with a face covering. There have been no announced restrictions on visiting businesses and public venues such as restaurants and cafes, gyms and community facilities. 2020 Social Investments Grants Open Soon
Our annual Social Investment Grants Program is back! Following last year’s overwhelming number of applications, it was clear that further funding for projects creating impact was needed across the sector. That’s why in 2020 we are continuing with the theme of building capacity for impact. With a total grant pool of $300,000, not-for-profits can apply for grants of either $25,000 or $50,000. In addition to monetary grants, this year’s program will also include five in-kind strategic impact grants to help not-for-profits build capacity in their organisations. Community Sector Banking will provide one of it specialised staff to assist your organisation on a capacity building project of strategic importance. This might include developing a marketing or communications strategy, a board governance training program or measuring the impact of your program to help attract future funding. Five x 20 hour in-kind strategic impact grants are available. Applications will open 3 August and close at 11.59pm AEST on Friday 11 September. Download our grants information pack here. Present Find Card You are required to present your Find Card at any participating businesses if you wish to secure the discount or goods/service being offered.
Customer Signature If you do not have the correct signature on the Find Cards and it does not match the signature on your license or another card with your photo on it, then the business has the right to not provide you with the discount. it is at the businesses discretion as to whether or not they allow the discount to apply if the Signature is incorrect.

Valid Find Cards have four folds and contain six different categories. Valid Find Cards will have the Find 2020 sticker placed in the circle and the “Find Ok” stamped on top of the sticker.

Find Cards that DO NOT display the Find 2020 Sticker in the circle and DO NOT have the “Find Ok” stamp on the top of the sticker are INVALID. They will not be accepted at any participating businesses. Also, your signature must be present. You may be asked to present ID to verify that Find Card belongs to you.
Present the Find Card and ID prior to paying bill. Card is Non-Transferable. Each offer corresponds to a number on the card. Number will be crossed off once offer used. This is not a credit or charge card. Copyright 2020 Find© Pty Ltd.
